THE TIME IS NOW 9:15 A.M.

BEFORE WE GET STARTED I'LL ASK OUR COLLEAGUE, COUNCILMAN COURAGE, TO WELCOME OUR INVOCATOR.

TODAY WE HAVE A VISITOR THAT MANY OF YOU MAY HAVE MET BEFORE, SOME NOT.

PRESIDENT TERRY ORGILL.

HE SERVES AS PRESIDENT OF THE SAN ANTONIO TEXAS TEMPLE OF THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS.

HE SERVED AS BISHOP OF THE WINDCREST CONGREGATION FOR MANY YEARS.

AND IN THE MISSION PRESIDENCY AND STAKE PRESIDENCY IN THE CHURCH IN THE SAN ANTONIO AREA AND AS A BISHOP AND HIGH COUNSELOR.

HE AND HIS WIFE ARE THE PARENTS OF THREE DAUGHTERS AND THREE SONS AND GRANDPARENTS OF 13 CHILDREN.

IN ADDITION TO AND PRIOR TO HIS CONSIDERABLE CHURCH SERVICE PRESIDENT ORGILL OWNED AND OPERATED SEVERAL SERVICE BUSINESSES FOR 35 YEARS.

HE HAS BEEN ACTIVE IN LEADERSHIP ROLES IN THE BOY SCOUTS OF AMERICA AND LOCAL AND NATIONAL SWIMMING POOL INDUSTRY ORGANIZATIONS.

ALSO I JUST LEARNED THAT PRESIDENT ORGILL AND I HAVE ANOTHER THING IN COMMON, AN IMMEDIATE INTEREST IN CHINA.

HE IS LEAVING SOON TO VISIT HIS SON WORKING IN BEIJING, CHINA, AND I'LL BE TRAVELING SOON TO OUR SISTER CITY WUXI.

THERE'S A COUPLE OF POINTS OF PERSONAL PRIVILEGE I WOULD LIKE TO TAKE AT THIS TIME.

A LITTLE BIT ABOUT GENERAL LINDERMAN.

SHE ASSUMED COMMAND ON JUNE 6 OF THIS YEAR.

HER PREVIOUS ASSIGNMENT WAS AS DEPUTY DIRECTOR OF STRATEGIC PLANS POLICY AND LOGISTICS, U.S.

TRANSPORTATION PLAN AT SCOTT BASE AIR FORCE -- OR SCOTT AIR FORCE BASE IN ILLINOIS.

SHE HAS AN ELECTRICAL ENGINEERING DEGREE FROM DUKE UNIVERSITY AND WAS A NATIONAL SECURITY RESEARCH FELLOW FROM HARVARD.

SHE'S A COMMAND PILOT WITH 3,000 FLIGHT HOURS UNDER HER BELT FLYING AIRCRAFT.

SHE HAS BEEN A PILOT INSTRUCTOR, COMMANDED AT EVERY LEVEL, SERVED AT THE PENTAGON AND SERVED IN COMBAT OPERATIONS IN SOUTHWEST ASIA.

HERE IN SAN ANTONIO SHE COMMANDS THE LARGEST JOINT BASE DEPARTMENT OF DEFENSE.

HER 8,000 PERSON WING SUPPORTS 266 MISSION PARTNERS, 80,000 PERSONNEL, AND A LOCAL COMMUNITY OF 250,000 RETIREES.

GENERAL LINDERMAN ALSO MANAGES AND PROVIDES OVERSIGHT FOR ALL MILITARY FACILITIES VALUED AT $37 BILLION.

UNDER HER WATCH THE CITY OF SAN ANTONIO AND JOINT BASE SAN ANTONIO ARE CLOSE PARTNERSHIP AND JBSA HAS SUPPORTED THE CITY'S EFFORT TO KEEP THE FIVE MILE PROTECTION BUFFERS AROUND MILITARY INSTALLATIONS.

AND RECENTLY JBSA AND THE CITY SIGNED THEIR FIRST INTERGOVERNMENTAL SUPPORT AGREEMENT, WHICH THROUGH TRANSPORTATION AND CAPITAL IMPROVEMENTS DEPARTMENT THE CITY WILL PROVIDE STREET IMPROVEMENTS IN MILITARY INSTALLATIONS.

TOGETHER WITH THE OFFICE OF MILITARY AND VETERAN AFFAIRS, WE CONTINUE TO EXPLORE WAYS TO SUPPORT OUR MILITARY MISSIONS, OUR MILITARY PARTNERS, AND THE MEN AND WOMEN UNDER YOUR COMMAND, GENERAL LINDERMAN.

WE WELCOME YOU TO SAN ANTONIO, MILITARY CITY MILITARY CITY, USK FORWARD TO WORKING CLOSELY WITH YOU AND YOUR TEAM.

WE HAVE MANY, MANY MEMBERS THAT LIVE ON THE BASE, BUT THREE QUARTERS OF OUR POPULATION LIVE IN YOUR COMMUNITY, SO WE APPRECIATE WHAT YOU DO TO PROVIDE EDUCATION FOR OUR CHILDREN, TO PROVIDE EMPLOYMENT FOR OUR SPOUSES, TO TAKE CARE OF EVERY NEED THAT WE HAVE IN THIS THRIVING COMMUNITY.

YOU TRULY ARE MILITARY CITY, USA AND IT'S A PRIVILEGE TO LIVE HERE IN YOUR COMMUNITIES.

OTHER EXAMPLES OF YOUR GENEROSITY THAT ARE MOST RECENT THAT WE WOULD LIKE TO SAY THANK YOU ARE THE WIDENING OF THE GROWDON ROAD PROJECT.

THAT'S A CHECK POINT ENTRANCE

WE'RE WIDENING TO ACCOMMODATE TRAFFIC ENTERING JOINT BASE SAN ANTONIO LACKLAND.

THAT IS THE HOME OF AIR POWER.

WE GRADUATE OVER 40,000 AIRMEN EVERY YEAR THROUGH THE GATES OF LACKLAND AND THEIR FAMILIES.

TO HAVE THAT GATE WIDENED HELPS WITH OUR GO THROUGH THERE, OVER 200 COMMERCIAL VEHICLES ON A DAILY BASIS.

HISTORICALLY THAT'S BEEN A CHOKE POINT FOR US.

WE'RE SO GRATEFUL FOR YOUR SUPPORT IN THAT AREA.

WE ALSO WANTED TO THANK YOU, AS YOU MENTIONED, SIR, THE INTERGOVERNMENTAL AGREEMENT.

THIS IS A GREAT OPPORTUNITY FOR US TO PARTNER AND TO SAVE MONEY ON BOTH SIDES OF THE MILITARY AND ALSO THE COMMUNITY.

IT WAS JUST MENTIONED AT A RECENT CHIEF OF STAFF OF THE AIR FORCE CONFERENCE A COUPLE WEEKS AGO, WE WANTED COMMUNITIES TO HAVE SUCH AN AGREEMENT.

SO WE'RE SETTING THE MARK AND WE'RE SETTING THE BAR HIGH FOR THE ENTIRE UNITED STATES AIR FORCE, AND LOOKING FORWARD TO EXPANDING THAT OPPORTUNITY FOR OTHER PROJECTS, STARTING OFF WITH A PAVING PROJECT BUT GOING FORWARD WITH OTHER AGREEMENTS IN THE FUTURE.

WE COULDN'T HAVE DONE THAT WITHOUT YOUR PATIENCE AND YOUR COOPERATION, AND ESPECIALLY IF FOR YOUR LEADERSHIP.

WE'RE EXTREMELY GRATEFUL FOR THAT.

WE LOOK FORWARD TO CONTINUING TO TEAM WITH YOU ON MULTIPLE PROJECTS ACROSS OUR ENTIRE PORTFOLIO.

AND I WANTED TO JUST TALK A LITTLE BIT ABOUT THE -- ONE OF THE THINGS THAT WE LEARNED FROM JBSA WHEN I WAS DOING RESEARCH ON VISION ZERO, WHICH IS AN INITIATIVE TO ELIMINATE FATALITIES ON OUR ROADWAYS.

WE KNEW THERE WERE SOME EXAMPLES IN SAN ANTONIO WHERE THERE WERE ZERO FATALITIES, AND THAT IS ON OUR MILITARY BASES.

YOU HAVE ALMOST ZERO FATALITIES.

AND THE REASONS FOR THAT ARE OBVIOUS.

THERE'S COMPLIANCE, FOR ONE, SLOW SPEEDS.

AND ALSO AN ENFORCEMENT THAT IS NOT TYPICAL IN THE REST OF OUR CITY.

BUT IS AN EXAMPLE.

AND SO WHEN I WENT TO MEET WITH ONE OF OUR PREDECESSORS AND SOME OF THE TEAM THEY TALKED ABOUT HOW THE CULTURE IS FOR COMPLIANCE AND ALSO ENFORCEMENT.

SO WE LOOK FORWARD TO CONTINUING THOSE DISCUSSIONS AND WE IN SAN ANTONIO HAVE ADOPTED A VISION ZERO POLICY WHERE WE'RE TRYING TO ELIMINATE FATALITIES.

I RECOGNIZE THAT IT'S A DIFFICULT COMPARISON BUT IT IS SOME EXAMPLES.

AND SO THANK YOU ALL FOR ALLOWING US TO LEARN FROM YOUR EXAMPLES THERE ON OUR MILITARY BASES.

BUT IT'S GOOD TO HAVE A DUKE BLUE DEVIL.

WE DON'T HAVE MANY DUKE ALUMNI.

I LOOK FORWARD TO CONTINUING THE PARTNERSHIP WE HAVE.

MY DISTRICT IS THE AREA THAT ENCOMPASSES LACKLAND AIR FORCE BASE.

AND LOOKING FORWARD TO CONTINUING THE PARTNER AGREEMENTS WHETHER IT'S SHARING IDEAS OR PROBLEM SOLVING THAT NEEDS TO HAPPEN BETWEEN THE TWO ORGANIZATIONS.

THESE MEN SAW A DISASTER UNFOLD BEFORE THEIR EYES WHEN AN 18-WHEELER ON 281 LOST CONTROL, ROLLED ON ITS SIDE, SLID INTO THE MEDIAN, HIT TWO LIGHT POLES AND PROCEEDED TO BECOME ENGULFED IN FLAMES.

THESE MAN RAN TO THE BIG RIG, BROKE THE SKY LIGHT AND WERE ABLE TO PULL THE DRIVER OUT OF THE CAB TO SAFETY.

BECAUSE OF THEIR BRAVERY, THE DRIVER, MR. SEBASTIAN SA SALINAS WAS ABLE TO WALK WALK UNINJURED.

WAS NOT ABLE TO BE HERE TODAY.

HIS NAME IS ROBERT PATRICK BROGAN, BUT THERE ARE SEVERAL MEMBERS OF THE TEAM THAT SAVED THIS MAN'S LIFE WHO ARE, AND I WOULD LIKE TO ASK THEM TO COME FORWARD.

AND, AGAIN, I WANT TO THANK COUNCILMAN BROCKHOUSE AND MARIO AND THE CITY STAFF TO BRING THIS RESOLUTION TO THE COUNCIL.

SO HERE -- I'M HERE TODAY TO SUPPORT THE PASSAGE OF THE PROPOSED CITY RESOLUTION SUPPORTING LEGISLATION TO AWARD THE CONGRESSIONAL GOLD MEDAL TO CHINESE AMERICAN WORLD WAR II VETERANS.

WE HAVE MEMBERS OF THE ALLIANCE HERE FROM DISTRICT 8, 9, AND 10 WHOSE FATHERS SERVED HONORABLY AND COURAGEOUSLY IN THE U.S.

ARMED FORCES DURING WORLD WAR II.

SO THIS RESOLUTION SUPPORTS CONGRESSIONAL LEGISLATION THAT IS SENATE 1050 AND HOUSE 2358.

AND I'M GLAD TO SAY THAT ON SEPTEMBER 13 THE SENATE PASSED 1050 BY UNANIMOUS CONSENT.

SO NOW WE'RE WORKING REALLY HARD TO GET THE HOUSE TO PASS 2358.

AND I THINK WITH THIS RESOLUTION WILL ADD SUPPORT TO OUR CAUSE AND WE'LL GET THE REST OF THE HOUSE TO APPROVE THIS LEGISLATION.

SO AT THE START OF WORLD WAR II THERE WERE APPROXIMATELY 100,000 CHINESE AMERICANS LIVING IN THE U.S., EVEN WITH THE CHINESE EXCLUSION ACT OF 1892 BEING THE LAW.

SO ABOUT 8% OF THE U.S. GENERAL POPULATION SERVED DURING WORLD WAR II, 20% OF CHINESE AMERICANS SERVED.

SO, AGAIN, AS THE GENTLEMAN SAID, ABOUT HALF OF THESE MEN WERE NOT U.S. CITIZENS AND YET THEY SERVED.

SO ALL OF THESE PROUD CHINESE AMERICAN SOLDIERS, SAILORS, MARINE, AND AIRMEN SERVED UNDER INSTITUTIONAL DISCRIMINATION BECAUSE OF THEIR CHINESE HERITAGE.

AND YET THEY STILL FOUGHT TO DEFEND AMERICA FROM THE THREAT OF THE AXIS POWERS.

MY DAD ENLISTED IN THE U.S. ARMY AIR FORCE AT FORT SAM HOUSTON WHEN HE WAS ONLY 19 YEARS OLD.

HE JOINED THE 407TH AIR FORCE SQUADRON, PART OF THE 14TH AIR FORCE, BETTER KNOWN AS THE FLYING TIGERS.

THE 14TH AIR SERVICE GROUP WAS UNIQUE IN THAT IT WAS THE FIRST ALL-CHINESE AMERICAN UNIT IN THE U.S. ARMY CORPS.

OF THE 260 MEMBERS OF THE 407TH SQUADRON, 95% WERE AMERICANS OF CHINESE ANCESTRY.

SOME MEN BARELY COULD SPEAK ENGLISH WHEREAS OTHERS COULD ONLY SPEAK A FEW WORDS OF CHINESE.

A MEMBER OF THE 407TH SQUADRON WAS NAMED WILLIAM HUY AND HE CREATED A NEWSLETTER WRITTEN IN CHINESE AND ENGLISH SO THE MEN COULD SHARE ANECDOTES AND CARTOONS WITH MEMBERS OF THEIR FAMILY.

THE WEEKLY NEWSLETTER BECAME SO POPULAR THAT ITS ARTICLES WERE REPRINTED IN MANY CHINESE NEWSPAPERS IN THE UNITED STATES.

BECAUSE OF ITS POPULARITY IT HELPED RECRUIT MORE CHINESE MEN TO JOIN THE SERVICE.

GUNG HO, WHICH WAS THE NAME OF THE NEWSPAPER, MEANT WORKING TOGETHER IN CHINESE.

IT'S POSSIBLE THAT THE WORD GUNG HO, WHICH NOW MEANS ENTHUSIASM IN AMERICA, WAS DUE TO THE ENTHUSIASM OF THE YOUNG CHINESE AMERICAN MEN WHO ANSWERED THE CALL FOR SERVICE.

MY FATHER AND OTHER CHINESE AMERICAN VETERANS OF WORLD WAR II BRAVELY FOUGHT TO DEFEND AMERICA AND THEY DESERVE TO BE RECOGNIZED FOR THEIR SERVICE, THEIR COURAGE, AND THEIR SACRIFICE.

AWARDING THE CONGRESSIONAL GOLD MEDAL TO CHINESE AMERICAN WORLD WAR II VETERANS IS LONG OVERDUE.

AND IT WOULD BE A GREAT DISSERVICE IF WE DID NOT HONOR AND RESPECT THESE BRAVE UNSELFISH MEN WHO PROUDLY SERVED THEIR COUNTRY.

I'M GOING TO READ A COUPLE OF POINTS BECAUSE I WANT TO MAKE SURE I HIT A FEW OF THE ITEMS THAT STOOD OUT TO ME.

CHINESE AMERICANS HAVE SERVED THE UNITED STATES IN EVERY WAR SINCE THE CIVIL WAR.

AND DISTINGUISHED THEMSELVES IN WORLD WAR II IN EVERY BRANCH OF THE ARMED FORCES.

THEY WERE EVERYWHERE DURING WORLD WAR II.

THEY EARNED CITATIONS FOR HONORABLE SERVICE UP TO AND INCLUDING THE MEDAL OF HONOR.

YOU DON'T GET ANY HIGHER.

AND IT IS THE PURPLE HEART WERE NOT CITIZENS, AS YOU MENTIONED.

THE INSTITUTIONALIZED OPPOSITION TO THEM, AND THEY STILL STOOD UP.

THAT IN ITSELF SPEAKS VOLUMES.

WHILE THEIR NUMBERS MAY HAVE BEEN SMALL WIDELY OF COURSE ACKNOWLEDGED AS THE ROLE IN THE FLYING TIGERS IS THE ONE FOLKS SPOKE ABOUT.

IN THE PACIFIC THEATER THEY WERE IN GROUND AIR AND NAVAL COMBAT ROLES AND IN THE EUROPEAN THEATER THEY SERVED IN NORTH AFRICA, SICILY

SO YOU DON'T GET ANY MORE GREATER BATTLES IN SUPPORT AND DEFENSE OF OUR COUNTRY AND OVERSEAS THAN WHAT I JUST LISTED THERE.

ALL THOSE MEDALS AND HONOR AND IN RECOGNITION OF THESE ACCOMPLISHMENTS WHAT I'M ASKING HERE LET'S GET BEHIND THIS AND RECOGNIZE THIS COMPLETE AND TOTAL DEDICATION TO OUR COUNTRY.

AND WHEREAS THE CITY OF SAN ANTONIO IS PROUD TO BE THE HOME TO CHINESE AMERICANS WHO SERVED IN WORLD WAR II AND PROUDLY HONOR THEM FOR THEIR DEDICATED SERVICE TO OUR NATION.

AND DAY AFTER DAY THE NUMBER OF SERVICES THAT ARE TAKING PLACE, MOSTLY FROM WORLD WAR II.

AND, YOU KNOW, THIS IS IMPORTANT.

EVEN THOUGH WE HAVE FEWER PEOPLE TO ACTUALLY RECOGNIZE ON THIS IT'S STILL IMPORTANT TO DO THIS.

AND I FULLY SUPPORT THAT.

FOR THOSE THAT HAVE WORN THE UNIFORM, WE'RE ALL BROTHERS AND SISTERS IN ARMS. AND THEY SHOULD BE RECOGNIZED AS THAT BECAUSE THEY WERE ALL IN THIS TOGETHER FIGHTING FOR A CAUSE AND LOOKING AT THAT BEACON ON THE HILL AS THIS IS WHAT WE WANT FOR OUR FUTURE.

AND THEY DID IT.

THEY DID IT AND THEY NEED TO BE RECOGNIZED FOR THAT.

IS THERE A CITY MANAGER'S REPORT?

>> SCULLEY: MAYOR, JUST A COUPLE OF QUICK ITEMS TO GIVE COUNCIL MEMBERS AN UPDATE.

FIRST, WITH REGARD TO THE CITY'S POTHOLE REPAIR PROGRAM.

THE CITY'S POTHOLE REPAIR PROGRAM MANAGED BY TRANSPORTATION AND CAPITAL IMPROVEMENTS AND OUR DEPUTY DIRECTOR ANTHONY, WHO HAPPENS TO BE HERE IN THE AUDIENCE TODAY, HAS GONE THROUGH MANY CHANGES OVER RECENT YEARS THAT HAVE LED TO IMPROVEMENTS IN CUSTOMER SERVICE, INCREASED PRODUCTIVITY, AND A RECORD NUMBER OF POTHOLES FILLED IN FISCAL YEAR 2018.

THE POTHOLE REPAIR PROGRAM CONSISTS OF 16 CREWS DIVIDED EQUALLY FROM EACH QUADRANT OF THE CITY.

NORTHEAST, NORTHWEST, SOUTHEAST, AND SOUTHWEST.

CALLS FOR POTHOLE REPAIRS ARE PRIMARILY RECEIVED FROM CITIZEN REQUESTS THROUGH OUR CITY'S 311 SYSTEM.

THROUGH THE PROCESS, WE RECEIVE ABOUT 1200 CALLS A MONTH FOR POTHOLE REPAIRS.

OUR GOAL IS TO COMPLETE THE REPAIRS WITHIN TWO WORKING DAYS.

PRIOR TO FISCAL YEAR 2015, THE CITY'S POTHOLE REPAIR PROGRAM WAS RESPONSE DRIVEN WITH THE GOAL OF ADDRESSING REPORTED POTHOLES WHICH RESULTED IN CREWS COMPLETING ABOUT 20,000 POTHOLES ANNUALLY.

WHILE THIS LEVEL OF PERFORMANCE WAS SUFFICIENT TO ADDRESS THE CALLS RECEIVED, IT DID NOT ADDRESS THE REPAIRS THAT WERE NOT BEING REPORTED.

AND FOR THIS REASON WE ASKED TCI THREE YEARS AGO TO HAVE THEIR CREWS TRANSITION FROM RESPONSE DRIVEN APPROACHES TO PROACTIVE POTHOLES AND COMPLETE REPAIRS WITHIN TWO BUSINESS DAYS.

SO TO FURTHER OPTIMIZE THE REPAIR PROGRAM AND IMPROVE CUSTOMER SERVICE, THE POTHOLE PATROL WAS ESTABLISHED IN FISCAL YEAR 2015 AS PART OF OUR NEW PUBLIC CAMPAIGN.

AND IN 2018 WE CHOSE TO INCREASE AND ENGAGE THE SAN ANTONIO COMMUNITY IN A VERY PROACTIVE WAY AND INCREASE AWARENESS OF THIS PROGRAM.

SO COMPARED TO PREVIOUS YEARS, TCI'S IMPROVEMENT APPROACH HAS PRODUCED SOME NOTABLE RESULTS IN FISCAL YEAR 2018.

I'M PLEASED TO REPORT THAT THE POTHOLE PATROL HAS REPAIRED MORE

THAN 84,000 POTHOLES.

A 13% INCREASE OVER LAST YEAR'S RECORD OF 75,000 POTHOLES.

TCI CONTINUES TO REVIEW THE REPAIR PROGRAM AND EFFORTS TO CONTINUE TO MEET AND EXCEED SERVICE LEVELS.

BUT THEY NEED EVERYONE'S HELP.

AND WE KNOW THAT SOME OF YOUR OFFICES REPORT THEM AS WELL AS RESIDENTS, BUT WE'RE OUT THERE PROACTIVELY SEARCHING THEM OUT AND REPAIRING THEM.

OF THE 84,500 POTHOLES REPAIRED THIS YEAR, ONLY 18% WERE REPORTED BY RESIDENTS THROUGH OUR 311 SYSTEM, SO OUR PROACTIVE PROGRAM IS MAKING A DIFFERENCE IN REPAIRING OUR STREETS .

I DO WANT TO ENCOURAGE OUR RESIDENTS TO CALL 311 OR TO USE OUR NEW APP.

YOU KNOW WE HAVE THE NEW 311 APP.

SO AT THIS TIME I JUST WANT TO CONGRATULATE TCI AND RECOGNIZE ANTHONY.

THANK YOU SO MUCH FOR SPEARHEADING THIS PROGRAM.

WE CHALLENGED HIM TO MAKE THE IMPROVEMENTS AND HE HAS SURPASSED OUR EXPECTATIONS.

IT DETAILS OUR CITY'S OPERATING AND CAPITAL SPENDING PLAN.

AND THIS IS A GLOBAL HEALTH OBSERVANCE THAT STARTED IN 2007 TO RAISE AWARENESS ABOUT RABIES AND BRING TOGETHER PARTNERS TO ENHANCE PREVENTION AND CONTROL EFFORTS WORLDWIDE.

WORLD RABIES DAY IS OBSERVED IN MANY COUNTRIES, INCLUDING THE UNITED STATES.

AND HERE IN SAN ANTONIO OUR ANIMAL CARE SERVICES DEPARTMENT PARTNERED WITH THE SAN ANTONIO HUMANE SOCIETY TO PROVIDE FREE RABIES VACCINATIONS AND MICROCHIPS TO PETS OF SAN ANTONIO RESIDENTS AT OUR NEWLY-OPENED BROOKS SPAY/NEUTER CLINIC ON THE SOUTHWEST SIDE -- SOUTHEAST SIDE -- SOUTH SIDE SAN ANTONIO.

DURING THE FOUR-HOUR EVENT WE WERE ABLE TO SERVE NEARLY 200 ANIMALS AND PROVIDED NOT ONLY FREE RABIES VACCINATIONS BUT ALSO IMPLANTED MICROCHIPS IN THOSE ANIMALS THAT DIDN'T HAVE THE MICROCHIP.

SO IT'S ANOTHER PARTNERSHIP.

I WANT TO THANK OUR ANIMAL CARE SERVICES DEPARTMENT.

FOR INSTANCE, WHEN THE SMITHS OWNED A LOCATION ACROSS FROM INCARNATE WORD THEY BEGAN OFFERING FREE CUSTOMER CARE CLINIC TO TEACH BASICS OF MAINTENANCE AND TO PREVENT BEING STRANDED ON THE SIDE OF THE ROAD FOR STUDENTS AT THE UNIVERSITY.

THE CLIENT ACKNOWLEDGES GROWTH AND REURBAN ANYIZATION OF THE AREA AND SEEKS TO MOLD AND GROW WITH THE NEIGHBORHOOD.

MY CLIENT IS GOING TO INVEST IN ADDITIONAL $7,500 TO INSTALL A ROTARY STYLE COMPRESSOR.

THIS COMPRESSOR HAS A DECIBEL RATING OF 64, WHICH IS APPROXIMATELY AS LOUD AS A NORMAL CONVERSATION AND TYPICALLY THE LOUDEST PEACE OF EQUIPMENT IN THE SHOP.

THE VEHICLE LIFTS ARE ALL ELECTRIC TO CREATE VERY LITTLE NOISE.

AND FINALLY THE NORMAL BUSINESS HOURS OF OPERATION WILL BE BETWEEN 7:30 A.M. AND 6:00 P.M., AND THESE PEAK NOISE HOURS WILL COINCIDE WITH THE PEAK DOWNTOWN USE HOURS AND TRAFFIC NOISE ASSOCIATED WITH THE SOUTH FLORES AND CESAR CHAVEZ INTERSECTION.

THE PROPOSED BUSINESS IS LOCATED OVER 130 FEET FROM THE SAN PEDRO CREEK, CREATING A NATURAL BUFFER AND THE SITE WILL BE USED FOR LIGHT AUTO REPAIR, OIL CHANGES, STATE INSPECTIONS AND MINOR REPAIRS.

LARGER MORE COMPLICATED PROJECTS WILL BE HANDLED AT ONE OF THE OTHER LOCATIONS.

THERE HAVE BEEN SOME ENVIRONMENTAL CONCERNS, BUT ALL FLUIDS AND CLEANING PRODUCTS USED IN THE SITE ARE ORGANIC AND INSTALLED IN TRIPLE-WALLED SYSTEMS. THEY'RE REMOVED BY LICENSED CONTRACTORS AND PROPERLY RECYCLED.

A PHASE 2ESP WAS PERFORMED AND APPROVED WITH THE SALE OF THE LAND.

NO FLUIDS WILL BE STORED UNDERGROUND WITH THIS DEVELOPMENT.

SO SINCE THE LAST COUNCIL MEETING THAT THIS CASE WAS HEARD, MY OFFICE STAFF COORDINATED A SITE VISIT WITH THE BARREGOS, WITH MRS. ZIMMERMAN AND THE APPLICANT AND OTHER MEMBERS IN THE RESIDENCE ON THE VACANT LOT THERE AT AVENDALE.

AND AS A RESULT OF THAT MEETING MORE NEIGHBORHOOD RESIDENTS THAT WOULD BE DIRECTLY IMPACTED BY THE PROXIMITY OF THIS PROPOSED ESTABLISHMENT HAVE BEEN ENGAGED IN THE CONVERSATION AND EXPRESSED THEIR CONCERNS BECAUSE OF THIS ZONING -- REZONING REQUEST.

I ALSO STILL HAVE CONCERNS WITH THE HOURS OF OPERATION, AS THIS PROPOSED BUSINESS WOULD BE OPEN 24/7 DURING ALL HOURS OF THE NIGHT, ESPECIALLY WITH THE PLACEMENT OF OUTDOOR VACUUM MACHINES ABUTTING UP TO THAT SINGLE-FAMILY HOME.

AND THAT SINGLE-FAMILY RESIDENTIAL PROPERTY.

AND ALSO THE USE OF A RESIDENTIAL STREET AS AN INGRESS AND EGRESS, SUCH AS AVENDALE FOR 24-HOUR COMMERCIAL ESTABLISHMENTS, TOO.

AND THIS NEEDS TO BE FURTHER DISCUSSED.

AND SOME ADDITIONAL CONCESSIONS.
