WE HAVE ONE ITEM ON THE AGENDA TODAY.

IT IS A BRIEFING ON YOUTH SERVICES.

I WILL HAND IT OFF TO OUR CITY MANAGER WALSH.

>> THANK YOU, MAYOR, COUNCIL, GOOD AFTERNOON.

THIS AFTERNOON'S BRIEFING IS AN OUTLINE OF MANY PROGRAMS THAT WE HAVE DEDICATED TOWARDS, DIRECTED TOWARDS THE YOUTH OF THE COMMUNITY.

THE BRIEFING IS GOING TO BE PROVIDED TODAY BY RHODA LIOS WHO IS GOING TO PRESENT A COMBINED EFFORT BETWEEN METRO HEALTH AND HUMAN SERVICES AND PARKS AND RECREATION.

THERE IS A MANAGEMENT ANALYSIS WITH METRO HEALTH PROJECT WORTH PROGRAM.

AND HAS WORKED WITH THE DEPARTMENT FOR FIVE YEARS.

SHE IS GOING TO OUTLINE OUR STRATEGY, OUR FOCUS ON POSITIVE ENGAGING EXPERIENCES WITH YOUTH, AND SUPPOSED IN TO HEALTHY LIFESTYLES. THIS IS AN OPPORTUNITY THAT MOST EMPLOYEES DON'T GET A CHANCE TO DO, WHICH IS COME BEFORE THE CITY COUNCIL AND PRESENT.

SO I AM CONFIDENT SHE WILL DO GREAT.

SHE HAS A BIG TEAM OVER THERE ROOTING FOR HER.

RHODA.

>> ALL RIGHT.

THANK YOU, MAYOR AND CITY COUNCIL MEMBERS FOR ALLOWING ME TO BE HERE TODAY AND PRESENT ON BEHALF OF THE CITY'S METROPOLITAN HEALTH DISTRICT PARKS AND RECREATION, HUMAN SERVICES AND OTHER CITY DEPARTMENTS.

THERE HAVE BEEN INCREDIBLE EFFORTS TO SERVE AND SUPPORT THE YOUTH IN OUR COMMUNITY.

SO I AM REALLY EXCITED TO BE ABLE TO SHARE THIS WITH YOU TODAY.

THERE IS NO DOUBT THAT POSITIVE YOUTH DEVELOPMENT MATTERS IN OUR CITY.

THE CITY OF SAN ANTONIO CONTINUES EFFORTS FOCUSED ON YOUTH TO HELP THEM BECOME SUCCESSFUL, ENGAGED AND CONTRIBUTING MEMBERS DHS, PARKS, METRO HEALTH AND 0 OTHER CITY DEPARTMENTS USING HOLISTIC STRATEGY TO PROVIDE SERVICES AND SUPPORT TO YOUTH AGENTS, SIX TO 24.

I DO HOPE THAT BEYOND BECOMING INFORMED YOU HAVE MORE HOPES AND DREAMS FOR THE FUTURE OF THE YOUTH OF SAN ANTONIO.

AND SPEAKING OF DREAMS, WE ARE GOING TO GO BACK TO THE WEBSITE AND PULL UP THE DREAM BOARD TO HIGHLIGHT A FEW OF YOUR DREAMS.

[00:20:05]

ALL RIGHT.

SO HERE WE HAVE ART HALL OF DISTRICT 2 THAT OUR YOUTH WILL ALWAYS REMEMBER WE DO NOT INHERIT THE EARTH FROM OUR AN SEES 0 STORES, RATHER WE BORROW IT FROM OUR CHILDREN.

>> YOU ALL CAN GO BACK LATER AND PUT ANOTHER ONE.

ROBERT TREVINO WITH DISTRICT 1.

MY DREAM FOR THE YOUTH OF SAN ANTONIO IS TO HAVE THE HIGHEST QUALITY OF LIFE NO MATTER WHERE THEY LIVE -- -- SHIRLEY GONZALES FROM DISTRICT 5. TO LIVE IN A CITY WHERE EVERYONE CAN SAFELY USE STREETS -- DISTRICT TEN FOR A BRIGHT AND GREAT FUTURE FOR SAN ANTONIO AND ALL CITIZENS.

REY SALDANA, DISTRICT 4.

OH, OKAY.

ALL RIGHT.

WE CAN SKIP IT.

OKAY.

I AM REALLY GOING TO HIGHLIGHT THIS ONE THEN.

MY EXTREME EVERY YOUNG PERSON IS -- REGARDLESS OF THEIR ZIP CODE AND BACKGROUND.

I ALSO HOPE THEY GO AROUND THE WORLD AND COME BACK TO FIND SAN ANTONIO AS HOME.

THAT IS AWESOME.

ERIC WALSH.

IT IS A RISK FREE CITY FOR CHILDREN TO WORK, LEARN AND LIVE.

ONE MORE.

DISTRICT NINE, JOHN COURAGE.

THE DREAM OF SAFETY AND PROSPER AT THIS FOR THE CITIZENS OF SAN ANTONIO.

SO THESE ARE JUST SOME OF THEM.

THESE ARE ALL AWESOME.

THANK YOU ALL SO MUCH.

I DO WANT TO THANK ALSO OUR DEPARTMENT DIRECTORS JENNIFER WITH METRO HEALTH, MELODY WITH HUMAN SERVICES AND XAVIER WITH PARKS AND RECREATION.

THEY WILL ALSO BE AVAILABLE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.

THANK YOU ALL VERY MUCH.

>>

>> ALL RIGHT.

GREAT JOB.

THANK YOU VERY MUCH FOR THE PRESENTATION.

WE WILL GO NOW TO COUNCILOR COMMENT AND START WITH 0 COUNCILMAN VIE GRAM.

>> HI.

SO VIAGRAN.

>> SO, RHODA, VERY, VERY WELL DONE .. THANK YOU FOR PRESENTING IN FRONT OF US.

AND YOU DEFINITELY KEPT US ENGAGED AND PAYING ATTENTION.

THANK YOU FOR ALL OF THE WORK THAT YOU ARE DOING AND ALL OF THE TEAM MEMBERS.

THANK YOU SO MUCH, BECAUSE WE KNOW IT IS A LOT OF WORK AND A LOT OF ENGAGEMENT.

THANK YOU TO THE DREAM SA STUDENTS WHO CAME HERE AND HELPED US FIGURE OUT WHAT WE WERE DOING WHILE WE HAVE THESE THINGS IN HERE AS WELL.

AND I WANT TO PARTICULARLY -- IT GIVES ME GREAT ENCOURAGEMENT -- DIFFERENT CATEGORIES WE ARE WORKING ON AND YES OUR DREAM FOR THE FUTURE OF OUR YOUTH IS IN PROCESS, BUT THAT OUR YOUTH KNOW THE LEADERS OF THE FUTURE, BUT THAT YOU ARE THE LEADERS NOW AND I THINK THAT IS SOMETHING THAT IS IMPORTANT TO CONTINUE TO COMMUNICATE TO OUR YOUNG PEOPLE, TO LOOK AT OUR EDUCATION SUCCESS AND WE ARE TRYING LOOK AT ALL FACETS OF THIS AND SUCCESS, BECAUSE THIS IS GOING TO MAKE US AN EVEN BETTER AND STRONGER SAN ANTONIO.

I DO, OF COURSE, HAVE TO HIGHLIGHT ONE OF MY PROUDEST ACHIEVEMENTS IS OUR DISTRICT 3 LEGACY LEADERSHIP INSTITUTE INITIATIVE, AND I AM SO PROUD OF WHAT IS HAPPENING THERE.

AND MANY OF OUR STUDENTS HAVE GONE ON AND SERVED AS COMMISSIONERS OF THE SAN ANTONIO YOUTH COMMISSION AND I ENJOY THEIR SERVICE.

AND IN THE INITIAL IF THE WE WANT TO MAKE SURE THAT WHATEVER CLICHES OR THOUGHTS OF THE PAST THAT THEY DO NOT DICTATE OUR FUTURE AND THAT WE ARE LEADERS IN, AND OUR HIGH SCHOOL STUDENTS AND FRESHMAN IN COLLEGE ARE LEADERS NOW AND TO CONTINUE TO INVEST IN THAT.

I AM VERY PROUD OF OUR STUDENTS BECAUSE THEY ALSO GET TO SEE AND VISIT DIFFERENT ASSETS OF -- THE UNIVERSITY OF INCARNATE WORD.

MISSION LIBRARY, BROOKS AND ALSO DO SOME SERVICE LEARNING ASPECTS, SUCH AS THEY HAVE ALWAYS PARTICIPATED IN -- BASH AND THEY ARE VERY, VERY ENGAGED IN THE POLICY --

>> THEY WANT TO TALK ABOUT, WHAT ARE WE DOING ABOUT THESE TIRES GETTING THROWN IN OUR RIVER AND OUR CREEKS? THESE PLASTIC BAGS? AND THEY WANT TO SEE A DIFFERENT FUTURE FOR THE CITY OF SAN ANTONIO IN THESE CAPACITIES AND THEY ALSO PARTICIPATE IN THE RAUL JIMENEZ THANKSGIVING DINNER, VOLUNTEERING AND SERVE AS WELL.

SO WE WANT TO MAKE SURE THEY TAKE CARE OF THE COMMUNITY TOO.

AND SO WE ALSO HAVE A GRADUATION

[00:25:03]

CEREMONY, CERTIFICATE CEREMONY AND OUR NEXT ONE IS MAY 9TH FOR THIS COHORT HERE.

WE ALSO SHOWCASE OUR EOC, MERGE, EMERGENCY OPERATION CENTER ON THE BROOKS, BROOKS CAMPUS BECAUSE WE GO THROUGH WHAT INVESTMENTS WE HAVE IN OUR COMMUNITY.

AND FINALLY I WANT TO HIGHLIGHT A COUPLE OF PEOPLE ON MY TEAM, NINA PARKER, WHO IS ON MY TEAM, WAS PART OF DISTRICT LEGACY INITIATIVE AND NOW A PART-TIME IN MY OFFICE, AND THEN I ALSO WANT TO HIGHLIGHT ANOTHER MEMBER OF MY TEAM, SALVADOR VALDEZ WHO IS SITTING RIGHT OVER HERE.

IF YOU COULD STAND, SAL, PLEASE.

SAL WAS PART OF MY INAUGURAL CLASS OF D L3 IO AND JUST IN TEXAS A&M UNIVERSITY SAN ANTONIO AND HE WAS PART OF THE INAUGURAL CLASS AND STAY INVOLVED AND ENGAGED.

HE WANTED TO BECOME AN INTERN SO HE INTERNED IN THE OFFICE AND THEN HE STAYED ON.

HE WAS DOING A GOOD JOB.

SO HE STAYED ON AS PART-TIME, GETTING HIS DEGREE FROM TEXAS A&M SAN ANTONIO.

HE GOT HIS DEGREE SO WE BROUGHT HIM ON FULL TIME.

AND NOW HE IS THE -- OUR CONSTITUENT SERVICES DIRECTOR FOR DISTRICT 3 AND LEADING THE ENTIRE FIELD OFFICE IN THE BROOKS CAMPUS IN DISTRICT 3.

SO HE IS A GREAT EXAMPLE OF JUST WHAT HAS HAPPENED AND BEEN GOING AND NOW HE ALSO LEADS THE DISTRICT 3.

SHE THE ORGANIZER AND THE MANAGER OF THE DISTRICT THREE LEGACY LEADERSHIP INITIATIVE.

SO THANK YOU, SAL, VERY MUCH FOR YOUR WORK AND THANK YOU FOR HIGHLIGHTED THIS.

THANK YOU.

>> WAY TO GO, SAL.

>> CONGRATULATIONS.

THANK YOU, COUNCILMAN VIAGRAN.

COUNCILMAN COURAGE.

>> THANK YOU, MAYOR.

GREAT PRESENTATION.

I JUST HAD A COUPLE OF QUESTIONS.

DO YOU HAVE AN IDEA OF THE NUMBER OF YOUNG PEOPLE IMPACTED TOTALLY FROM ALL OF THESE DIFFERENT THINGS WE DO? HAVE YOU ALL BEEN ABLE TO DETERMINE THAT?

>>

>> ROW -- BECAUSE SHE WORKS IN -- OVER IN THE HEALTH PROGRAMS IF SHE HAS A SENSE OF ANY YOUTHS ARE IMPACTED THROUGH THE PROJECT WORTH AT THIS TIME.

THAT WOULD GIVE US A SENSE FROM METRO HEALTH'S PERSPECTIVE.

>> WELL, JUST THROUGH THE TEAM PREGNANCY COLLABORATIVE ALONE, THE LAST FEW YEARS WE REACHED OVER 70,000 YOUTH WITH YOUTH PROGRAMMING, OUR TEAM ALSO GOES OUT AND DOES ONE TIME PRESENTATIONS AND SO THOSE ARE SEVERAL HUNDRED AS WELL.

I GUESS WHAT I WOULD LIKE TO KNOW IS, KIDS WHO MAKE A COMMITMENT TO BE A PART OF A LONG-TERM PROGRAM, LET'S SAY A SUMMER PROGRAM WHERE, YOU KNOW, THERE ARE SIX WEEKS OF ACTIVITIES OR THE AMBASSADORS OR INTERNSHIPS, YOU KNOW, I UNDERSTAND WE CAN DO A ONE-TIME THING IN A SCHOOL OR SOMETHING LIKE THAT, BUT I AM JUST WONDERING IF WE ARE GOING TO HAVE SIGNIFICANT EFFECT ON YOUNG PEOPLE, THEN I WOULD LIKE TO KNOW HOW MANY YOUNG PEOPLE THERE ARE RECEIVING THAT SIGNIFICANT EFFECT.

BECAUSE THEY HAVE BEEN A PART OF PROGRAMS, YOU KNOW, LET'S SAY JUST FOR THE LAST YEAR.

>> RIGHT.

>> SO COUNCILMAN, I THINK YOU ARE HIT OKAY AN A, HIT OKAY A POINT WELL REALLY WORKING TOWARD.

IF YOU LOOK AT HOLE LISTCALLY WHAT WE ARE TRYING TO IMPACT AS A CITY AND JUST US AS DEPARTMENTS LOOKING AT REALLY FUNCTIONAL AREAS.

WHAT IS THE GOAL WE ARE TRYING TO ACHIEVE, WHETHER THAT IS EDUCATIONAL SUCCESS, WHETHER THAT ASK CAREER AND SCHOOL READINESS.

WHATEVER THOSE PIECES ARE, I KNOW MEL AND HER PROGRAMS COULD BE SOME OF THE BOYS AND GIRLS CLUB.

IT COULD BE THE YS, THE AFTER SCHOOLWORK THEY ARE DOING WITH DIFFERENT SCHOOL DISTRICTS.

THE SAME THING WITH PARKS.

WE ARE ALL KIND OF HITTING THE SAME AUDIENCE BUT HOW CAN WE BE MORE STRATEGIC ABOUT WE ARE CONTINUING WITH THAT AUDIENCE ON TO THAT NEXT LEVEL, AND I THINK WE HAVEWE ALL OF THE COMPONENTS, BUT WHAT WE ARE WORKING ON NEXT IS REALLY HOW DO WE CONNECT THOSE DIFFERENT PIECES? HOW DO WE MAKE SURE THE CHILD WHO STARTED AT OUR SUMMER YOUTH PROGRAM AT AGE 7 IS ULTIMATELY AN AMBASSADOR THAT COMES BACK WHO IS COMING FROM, YOU KNOW, COMING IN FROM COLLEGE TO BE AMBASSADOR BACK IN SAN ANTONIO? AND SO I THINK WE HAVE ALL OF THE PIECES AS PROGRAMS BUT IT IS REALLY ABOUT CONNECTING THOSE PROGRAMS AND HOW DO WE OVERLAP THEM, OVERLAP IN THIS CASE IS NOT A BAD THING.

I WANT THAT SAME KID WHO IS DOING A SWIM LESSON FOR A LIFELONG LEARNING FOR A LIFELONG SPORT FROM A HEALTHY ACTIVITY, WHEN WE KNOW THAT, YOU KNOW, CHILDREN ARE -- CAN DROWN, HIGH RATES OF DROWNING IN MINORITY COMMUNITIES, HOW DO WE MAKE SURE WE ARE HITTING ALL OF THOSE COMPONENTS, HEALTHY, FEEDING THEM AND MAKE SURE THEY HAVE OPPORTUNITIES TO EDUCATE, EXPOSURE TO EDUCATION IN DIFFERENT CAREER CHOICES.

SO, AGAIN, IT IS CONNECTING ALL OF THOSE DOTS.

I THINK WE HAVE DONE A REALLY GREAT JOB ABOUT PROVIDING THOSE SERVICES.

TO NOW REALLY MAKING SURE THAT CONTINUE UNITED STATES OF AMERICA OF SERVICE, WE CAN MAKE

[00:30:01]

SURE THAT WE ARE REALLY IMPACTING THE KIDS ALL THE WAY THROUGH.

>> RIGHT.

AND I THINK THAT IS IMPORTANT FOR THE COMMUNITY TO UNDERSTAND.

WE HAVE DONE THAT NOW WITH OUR DELEGATE AGENCIES WHERE WE ARE TRYING TO TRACK PEOPLE WHO HAVE ASKED FOR HELP OR WHO WE RECOGNIZED NEED SUPPORT AND WE ARE FOLLOWING THEM THROUGH THE ENTIRE PROCESS OF ALL OF THE DIFFERENT AGENCIES THEY MADE, BE WORKING WITH UNTIL THE TIME, WE HOPE THEY ARE OUT BEING SUCCESSFUL AND PROSPEROUS ON THEIR OWN.

AND I THINK THE SAME UNDERSTANDING OF WHAT WE ARE DOING AND HOW MANY CHILDREN WERE, WE ARE AFFECTING IN OUR COMMUNITY IS IMPORTANT FOR ENTIRE COMMUNITY TO KNOW, BECAUSE WE HAVE SAID WE ARE SPENDING 13-POINT SOMETHING MILLION DOLLARS ON THIS PROGRAM AND IF PEOPLE ARE ABLE TO IDENTIFY, FOR EXAMPLE, WE ARE HELPING 25,000 CHILDREN OR 10,000 OR WHATEVER THE NUMBER IS OR THAT WE HAVE HELPED OVER THE LAST 10 YEARS LET'S SAY 5,000 CHILDREN THROUGH 10 DIFFERENT YEARS OF PROGRAMMING, PEOPLE CAN UNDERSTAND MORE THE VALUE OF WHAT WE DO.

SO I HOPE THAT WE CAN CONTINUE TO STRIFE TO BE ABLE TO BRING ALL OF THOSE KINDS OF NUMBERS TOGETHER AND PEOPLE REALIZE THEY ARE NOT REALLY NUMBERS.

THEY ARE REAL PEOPLE THAT WE ARE AFFECTING THEIR LIVES POSITIVELY.

>> AND THAT'S EXACTLY ARE WE NEED TO GO WITH OUR AGENCY FUNDING PROCESS AND OUR DIRECT SERVICES.

WE KNOW THAT THROUGH THE CONSOLIDATED FUNDING PROCESS, WE GET REPORTS THAT ADD UP TO 40,000 YOUTH, THAT WE ARE SERVING JUST IN THAT YOUTH SERVICES CATEGORY.

BUT WE ALSO KNOW THAT SOME OF THOSE ARE PROBABLY THE SAME STUDENTS IN DIFFERENT PROGRAMS AND ALSO PARTICIPATING IN OUR DIRECT SERVICES.

AND LIKE XAVIER SAID THAT'S EXACTLY WHAT WE WANT.

THE GOAL IS TO PROVIDE THE RIGHT SERVICES AT THE RIGHT LEVEL, AND SO SOMETIMES THAT MEANS MORE THAN ONE PROGRAM.

SO THAT IS ABSOLUTELY A GOAL THAT WE ARE WORKING TOWARDS IS TO BE ABLE TO PROVIDE THAT NUMBER AND FOLLOW THEM THROUGH THE PROGRAMS.

>> AND I REALIZE THAT TAKES RESOURCES WITH PEOPLE OR MAYBE ADDITIONAL FUNDING TO DEVELOP THE KIND OF PROGRAMMING AND THEY CAN KEEP TRACK OF THAT.

I THINK THAT IS A WORTHWHILE CONTINUING INVESTMENT.

THE OTHER QUESTION I HAD WAS, WE INDICATED THAT THE TOTAL COMMITMENT THAT WE ARE TALKING ABOUT TODAY IS 13.68 MILLION, BUT IT SAYS IT INCLUDES ALL FUNDING SOURCES.

I WOULD LIKE TO SEE THAT BROKEN DOWN, FOR EXAMPLE, I AM SURE SOME OF THAT IS ALREADY IN THE 21 MILLION THAT WE HAVE CHOSEN -- OR WE HAVE SET ASIDE FOR DESIGNATED SERVICES.

>> YES.

>> SOME OF THAT MAY BE PARK, WHICH IS SEPARATE.

SOME OF THAT -- BUT IT WOULD BE NICE TO SEE HOW THAT IS BROKEN DOWN AND THAT WAY WE CAN SEE OTHER -- IS THERE MORE THE CITY CAN DO OUT OF DIFFERENT FUNDING SOURCES TO HELP PROVIDE MORE? SO --

>> WE WILL PROVIDE THAT.

>> WE WILL PROVIDE AN UPDATE.

>> THANK YOU, MA'AM.

>> THANK YOU, COUNCILMAN COURAGE.

COUNCILMAN GONZALES.

>> THANK YOU, MAYOR.

I DON'T HAVE ANY QUESTIONS.

I JUST WANT TO TAKE A MOMENT TO ACKNOWLEDGE JOSEPH MONTEZ, WHO IS ONE OF OUR AMBASSADORS FOR PROJECT WORTH.

JOSEPH, WHERE ARE YOU? I KNOW YOU ARE HERE SOMEWHERE.

DID YOU LEAVE? COME STAND UP HERE REAL QUICK.

>> SO I JUST WANT TO ACKNOWLEDGE JOSEPH AS BEING A DISTRICT 5 CONSTITUENT ATTENDING TRAVIS EARLY COLLEGE AND SO I HOPE YOU GOT TO HEAR THE STORY OF SAL AND HOW HE ADVANCED OVER THE YEARS.

I DON'T HAVE A YOUTH LEADERSHIP PROGRAM BUT I HAVE ALWAYS WANTED TO -- IT HAS BEEN THE THING I HAVE ALWAYS WANTED TO DO THAT I HAVEN'T DONE COUNCILMAN.

I AM GOING GET ON IT BECAUSELY RUN OUT OF TIME IN TWO YEARS BUT IT IS SUCH A GREAT PROGRAM BUT I HOPE YOU LEARN FROM THAT EXAMPLE AND COME BACK AS ONE OF OUR INTERNS AND WE HAVE GOT LOTS OF OPPORTUNITIES FOR YOU.

SO THANKS FOR BEING A REPRESENTATIVE.

AND YOU CAN SIT DOWN, JOSEPH.

THANK YOU.

THANK YOU.

>> THANK YOU, MAYOR.

AND SO I WANTED TO JUST MEN'S, I THINK THAT PARTICULAR MODEL THAT THEY USE PROJECT WORTH, WHICH IS LIKE A PEER-TO-PEER MENTORING PROGRAM IS REALLY THE WAY THAT WE CHANGED CULTURE IN ALMOST ANYTHING.

SO, YOU KNOW, WE HAVE USED IT IN OUR DISTRICT FOR CHILD ABUSE PREVENTION AND USED IT, WE USE IT, WE CAN USE IT FLOOR COMMUNITY HEALTH AND ENGAGEMENT AND A LOT OF SOCIAL ISSUES, WE CAN USE IT FOR MISSION ZERO AS WELL.

HOW DO WE CHANGE A CULTURE IN ALMOST ANYTHING? IT IS ALWAYS TO PEER PRESSURE SO YOU GUYS ARE HAVING THE RIGHT KIND OF PRESSURE -- SO GETTING YOUR FRIENDS TO ENGAGE IN HEALTHY ACTIVITY AND LOOKING FOR ALL THE THINGS YOU GUYS ARE GOING TO DO FOR OUR FUTURE.

THAT'S ALL I V THANK YOU, MAYOR.

>> THANK YOU, COUNCILMAN GOZ GONZALES.

RHODA, THANK YOU VERY MUCH FOR THE PRESENTATION.

ALL OF THE MEMBERS OF THE YOUTH SERVICES TEAM, THANK YOU VERY MUCH FOR BEING HERE.

YOU ARE DOING GREAT WORK.

KEEP IT UP.

ERIC.

>> JUST REAL QUICK, ROW -- GOOD JOB,, A LONG, LONG TIME AGO,

[00:35:01]

MAYOR, COUNCIL, WHEN MAYOR PEEK WAS THE MAYOR, I HAD AN OPPORTUNITY TO DO A PRESENTATION IN THIS ROOM ON ANNEXATION, ACTUALLY AND I GOT A LOT MORE QUESTIONS THAN YOU DID.

BUT, YOU KNOW, IT IS GOOD EXPERIENCE AND WHO KNOWS, ONE DAY, ROW -- YOU WILL BE SITTING OVER HERE.

SO THANK YOU AND GOOD JOB.

>> ALL RIGHT.

THAT'S OUR ONLY ITEM ON THE AGENDA TODAY FOR THE OPEN

[Executive Session]

[Ceremonial Recognitions]

SNA GOOD EVENING, EVERYONE.

THANK YOU FOR BEING HERE THIS EVENING.

WE DO HAVE OUR CEREMONIALS AGENDA TONIGHT.

THANK YOU FOR WAITING PATIENTLY.

WE HAVE THREE ITEMS FOR THIS EVENING.

THE FIRST IS A PROCLAMATION FOR TRAUMA INFORMED CARE MONTH.

THE SOUTH TEXAS TRAUMA INFORMED CARE CONSORTIUM WILL USE THE MONTH OF MAY 2019 TO OBSERVE TRAUMA INFORMED CARE AWARENESS MONTH.

AN ESTIMATED 50% OF ALL BEXAR COUNTY CHILDREN WILL EXPERIENCE ONE OR MORE ADVERSE CHILDHOOD EVENTS, SUCHBS NEGLECT, ABUSE, EXPOSURE, MENTAL ILLNESS, AND/OR WITNESSING VIOLENCE AT HOME OR IN THE COMMUNITY.

THE CONSORTIUM IS COMMITTED TO ADDRESSING THE IMPACT OF A.C.E.S AND TRAUMA.

I'D LIKE TO CALL FORWARD DR. BRIDGER TO ACCEPT THIS PROCLAMATION, AND YOUR TEAM.

AND I'LL READ THE PROCLAMATION NOW.

WHEREAS DURING THE MONTH OF MAY 2019 THE SOUTH TEXAS INFORMED CARE CON SUR TUM, WHEREAS ADVERSE CHILDHOOD EXPERIENCES, ACES INVOLVE ABUSE NEGLECT AND VIOLENCE AT HOME OR IN THE COMMUNITY ARE TRAUMATIC EVENTS THAT DISRUPT A CHILD'S HEALTHY DEVELOPMENT AND ALTER THE WAY THEIR BRAINS AND BODIES RESPOND TO STRESS.

WHEREAS SCIENCE SHOWS EXPOSURE TO ACES SIGNIFICANTLY INCREASES A PERSON'S RISK FOR CHRONIC DISEASE, OBESIOBESITY, SUICIDE, PREMATURE DEATH, SUBSTANCE ABUSE, INCARCERATION AND BECOMING A VICTIM OF VIOLENCE, WHEREAS TRAUMA INFORMED CARE ENHANCES THE ABILITY OF CHILDREN AND ADULTS TO ADAPT, COPE AND THRIVE DESPITE DIFFICULT TIMES, SUPPORTING AND HEALING IN THE MENTAL WELL BEING OF EVERYONE, THEREFORE, I, RON NEERM, MAYOR OF CITY OF SAN ANTONIO, DO HEREBY PROCLAIM MAY 2019 TRAUMA INFORMED CARE AWARENESS MONTH.

THANK YOU VERY MUCH.

[APPLAUSE]

>> THANK YOU VERY MUCH.

SO THE TRAUMA INFORMED CARE CONSORTIUM HELD THEIR FIRST MEETING IN AUGUST, SO IT ISN'T EVEN A YEAR OLD YET.

WE'VE ESTABLISHED 11 DIFFERENT SECTORS ON ESTABLISHING A TRAUMA INFORMED APPROACH THROUGHOUT THE CITY OF SAN ANTONIO.

I'M THRILLED THAT A SMALL PORTION OF OUR CONSORTIUM MEMBERS WERE ABLE TO JOIN US TONIGHT.

THE MEMBERSHIP ACTUALLY EXCEEDS 250 MEMBERS.

JOINING ME AS TRI-CHAIR ARE KATHY FLETCHER WITH VOICES FOR CHILDREN, AND YVETTE SANCHEZ WITH THE CHILDREN'S SHELTER.

AND WE ARE BROADCAST ].

MONTH OF MAY BEING TRAUMA INFORMED CARE MONTH.

WE HAVE A LOT OF DIFFERENT ACTIVITIES SCHEDULED THROUGHOUT THE MONTH.

THERE'S A CALENDAR OF ALL THE DIFFERENT EVENTS THAT YOU CAN FIND ON EITHER VOICES FOR CHILDREN'S WEBSITE, THE CHILDREN'S SHELTER WEBSITE OR METRO HEALTH'S WEBSITE.

SO THANK YOU VERY MUCH FOR THE OPPORTUNITY TO RECOGNIZE THIS CRITICAL INITIATIVE FOR THE CITY.

AND THANK YOU TO ALL OF YOU FOR BEING HERE AS WELL.

[APPLAUSE]

>> COUNCILWOMAN VIAGRAN.

>> I JUST WANTED TO OFFER MY THANKS FOR THIS CRITICAL WORK FOR OUR COMMUNITY AND WITH OUR YOUNG CHILDREN AND ALSO EVERYONE.

THANK YOU SO MUCH.

BECAUSE THIS IS SOMETHING THAT IS NOT TALKED ABOUT OFTEN, AND IT'S SOMETHING THAT IS OVERLOOKED THAT I DO THINK WE HAVE TO DESTIGMATIZE IN ORDER TO BRING UP THIS INFORMATION.

SO THANK YOU FOR YOUR INVOLVEMENT.

[00:40:01]

THANK YOU FOR YOUR CARE AND FOR BEING HERE TONIGHT AS WELL.

THANK YOU ALL.

THANK YOU.

>> I'LL EK COULD COUNCILWOMAN'S VIAGRAN'S COMMENTS.

50% OF ALL BEXAR COUNTY CHILDREN WILL EXPERIENCE ADVERSE EVENTS, THAT'S TRAGIC.

BUT IT'S GREAT TO SEE ORGANIZATIONS AND THE CONSORTIUM OF ORGANIZATIONS COMING TOGETHER TO ADDRESS THESE SORTS OF ISSUES.

WE WANT TO THANK YOU ALL FOR YOUR WORK IN HELPING TO RESOLVE A TRAGIC STATISTIC WITHIN OUR COMMUNITY.

THANK YOU.

THANK YOU, MAYOR.

ACTUALLY, COUNCILMAN COURAGE.

>> COURAGE: THANK YOU, MAYOR.

I WANTED TO ADD MY APPRECIATION FOR THE WORK THAT YOU ALL DO, INDIVIDUALLY WITH YOUR ORGANIZATIONS, AS WELL AS COLLECTIVELY IN THIS AREA.

WE HAVE TENS OF THOUSANDS OF CHILDREN WHO HAVE MANY ADVERSE EXPERIENCES IN THEIR LIVES, AND EVERYTHING WE CAN DO INDIVIDUALLY THROUGH OUR AGENCIES AND COLLECTIVELY AS A CITY HELPS MAKE THIS A BETTER CITY.

SO THANK YOU FOR ALL THAT YOU DO.

AND I KNOW THAT THE CITY'S GOING TO CONTINUE TO BE SUPPORTIVE OF WHAT YOU'RE DOING.

THANK YOU.

>> MAYOR NIRENBERG: I JUST WANT TO ECHO THOSE THANKS.

AND BEING THOUGHT LEADERS IN OUR COMMUNITY, TO HELP US MOVE AN AGENDA FORWARD THAT'S JUST NOT INFRASTRUCTURE, BUT IS ACTUALLY ABOUT IMPROVING PEOPLE'S LIVES.

I WAS AT A TOWN HALL LAST NIGHT IN SOMEONE'S HOMES, AND IT WAS MOSTLY MEDICAL PROFESSIONALS AND WE WERE TALKING ABOUT THE THINGS THAT THE CITY DOES.

I DON'T THINK I'VE BEEN AS PROUD OF THE WORK THAT WE DO AS POLICY MAKERS AS I HAVE BEEN OVER THE LAST SEVERAL YEARS UNDER YOUR LEADERSHIP, DR. BRIDGER, DR. HARRIET AND THE TEAM THAT YOU HAVE AROUND YOU, IN HELPING US TO UNDERSTAND THAT IT IS THOSE DETERMINANTS OF HEALTH, AND THOSE OUTCOMES AND THOSE METRICS THAT WE MEASURE OUR COMMUNITY'S WELL-BEING THAT REALLY DETERMINES OUR SUCCESS, AND OUR LEGACY AS POLICY MAKERS, WHO ARE JUST A BLIP ON THE HISTORY'S RADAR.

BUT THAT WE ARE MOVING AN AGENDA FORWARD BECAUSE OF THE THINGS THAT YOU TELL US THAT SOMETIMES WE DON'T WANT TO HEAR.

IN FACT, MOST OF THE TIME WE DON'T WANT TO HEAR.

BUT WHEN WE'RE ABLE TO MOVE THE NEEDLE ON THESE ISSUES FOR OUR CHILDREN AND FUTURE JEN RAKESES, WE KNOW WE'VE DONE WELL IN THE ROLES THAT WE WERE BLESSED TO PLAY.

PRESERVATION MONTH BEGAN AS NATIONAL PRESERVATION WEEK THROUGH A RESOLUTION SIGNED INTO LAW BY PRESIDENT RICHARD NIXON ON MAY 5TH, 1973.

WHO KNEW.

FIRST LADY PATRICIA NIXON WHO PRESENTED THE NATIONAL TRUST AWARDS READ THE PRESIDENTIAL PROCLAMATION.

AND IT SAID, AS A PACE OF CHANGE ACCELERATES IN THE WORLD AROUND US, AMERICANS MORE THAN EVER NEED A LIVELY AWARENESS OF OUR ROOTS, AND ORIGINS IN THE PAST, ON WHICH TO BASE OUR SENSE OF IDENTITY IN THE PRESENT, AND OUR DIRECTIONS FOR THE FUTURE.

THE SAME CAN BE SAID TODAY.

WITH BUILDINGS SUCH AS THE DOUBLE LANDMARK WOOLWORTH BUILDING UNDER THREAT OF DEMOLITION AND THE NOBODYO LITO GAS STATION, IT IS IMPORTANT TO ESTABLISH OUR ROOTS AND REPURPOSE THEM WHEN NECESSARY.

YOU ALSO HAVE THE OPPORTUNITY AT CITY COUNCIL TOMORROW TO LANDMARK THE WONDERFUL HOUSE AT 843 RIGSBY.

WITH THIS HISTORIC PRESERVATION MONTH PROCLAMATION YOU WILL BE JOINING US TO SAVE PLACES THAT MATTER.

AND THIS COMMUNITY HAS BEEN BUILT ON A PAST, AND WE NEED TO RECOGNIZE THAT, AND ALWAYS PRESERVE IT.

SO THANK YOU.

>> ONE MORE.

>> IT WOULD BE REMISS IF I DID NOT MENTION THE GREAT WORK OF OUR OFFICE OF HISTORIC PRESERVATION, YOUR TEAM.

[APPLAUSE] AND THANK YOU TO EVERYONE WHO WORKS AND ALL OF THE ORGANIZATIONS THAT COME TOGETHER AND WORK TOGETHER FOR ITEMS LIKE OUR LEGACY BUSINESS PROGRAM, AND ALSO REHABORAMA THAT WILL BE TAKING PLACE IN DISTRICT 3.

THANK YOU ALL VERY MUCH.

>> MAYOR NIRENBERG: THANK YOU VERY MUCH FOR THE WORK THAT YOU DO.

I KNOW IT'S NOT EASY.

AND SOMETIMES IT GETS CONTENTIOUS.

BUT IT IS A REMINDER THAT EVERY TIME WE HEAR FROM SOMEONE WHO HAS BEEN IN THE CITY FOR A LONG

[00:50:02]

TIME, WHO HAS COME BACK TO VISIT IT, OR WHO HAS BEEN HERE FOR THE FIRST TIME, AND REMARKING THAT AS THIS CITY WHICH IS NOW ONE OF THE FASTEST GROWING CITIES IN THE COUNTRY CONTINUES TO GROW AND BECOME ONE OF THE NEXT GREAT METROPOLITAN AREAS, THAT WE STILL REMAIN A GREAT SAN ANTONIO, A UNIQUE CITY IN THE WORLD, ONE OF THE FOUR UNIQUE CITIES THAT MARK TWAIN SAID, THAT WE CONTINUE TO PRESERVE OUR CULTURE, OUR HERITAGE.

THAT IS SO MUCH A PART OF THE WORK THAT YOU DO.

WE CAN'T FORGET IT.

I'M THE TRANSPORTATION PLANNER.

MAYOR NIRENBERG, COUNCIL MEMBERS, THANK YOU FOR YOUR RECOGNITION OF NATIONAL BIKE MONTH AND BIKE-TO-WORK DAY.

WE APPRECIATE THE CITY'S PARTICIPATION AND SUPPORT ON THE ADVISORY COMMITTEE AND ALL MPOS AND COMMITTEE BOARDS.

THANK YOU FOR SPONSORING THIS PROCLAMATION.

NATIONAL BIKE MONTH IS A CHANCE TO SHOWCASE THE BENEFITS OF BICYCLING AND ENCOURAGE MORE FOLKS TO GIVE BICYCLING A TRY.

THE BICYCLE IS A FORM OF JOY AND TRANSPORTATION FOR MANY IN OUR COMMUNITY AND IT HELPS US TO GET TO AND FROM SCHOOL, WORK, THE GROCERY STORE AND MORE.

I HOPE PEOPLE REALIZE THE POWER BICYCLES TAKE US ACROSS THE CITY.

I WANT TO THANK ALL OF OUR COMMUNITY PARTNERS FOR ALL THEIR SUPPORT, FOR ALL THE EVENTS THROUGHOUT NATIONAL BIKE MONTH.

WITHOUT THEIR HELP AND SUPPORT, THIS WOULD NOT BE POSSIBLE.

WE HOPE YOU HOP ON A BIKE THROUGHOUT THE MONTH OF MAY.

FOR MORE INFORMATION ABOUT NATIONAL BIKE MONTH, OUR BIKE MONTH CHALLENGE, PLEASE CHECK OUR WEBSITE.

THANK YOU.

[APPLAUSE]

>> COUNCILWOMAN GONZALEZ.

>> GONZALES:

>> THANK YOU.

I'M SO GLAD YOU ARE ALL HERE TODAY BROADCAST ].

[00:55:01]

WE JUST WANT TO ENCOURAGE EVERYBODY TO GET OUT THERE AND PEDAL.

WE ARE IN ADDITION TO ADVOCATING FOR CYCLING AS A FORM OF TRANSPORTATION, WE ALSO KNOW THAT SAFETY IS REALLY CRITICAL FOR ALL OF US USING THE ROAD.

SO WE HAVE LOST SOME VERY SIGNIFICANT MEMBERS OF OUR COMMUNITY JUST IN THE LAST MONTH IN CYCLING ACCIDENTS.

SO AS WE ARE CELEBRATING NATIONAL BIKE MONTH, I HOPE THAT WE ALSO TAKE TIME TO RECOGNIZE THOSE LIVES WE'VE LOST ON THE ROAD AS WELL.

SUCH AN IMPORTANT MODE OF TRANSPORTATION HERE IN SAN ANTONIO, AND ACROSS THE COUNTRY.

SO I'M LOOKING FORWARD TO WORKING WITH EVERYONE ON MAY 17TH, TO DO ANNUAL RIDE YOUR BIKE TO WORK DAY.

I OFTEN RIDE MY BIKE TO WORK.

IT'S LIKE LESS THAN TWO MILES.

SO MAYBE NOT SO AMBITIOUS.

I KNOW FOR OTHERS IT MAY BE A LITTLE BIT LONGER OF A RIDE.

BUT WE HOPE THAT WE ENCOURAGE EVERYBODY TO GET OUT AND RIDE THEIR BIKE TO WORK.

THANK YOU.

THANK YOU, MAYOR.

>> COUNCILWOMAN VIAGRAN.

>> VIAGRAN: I WANT TO THANK YOU ALL FOR BEING HERE AND YOUR ADVOCACY.

AND I KNOW WHEN WE GOT THE ALERT ABOUT THE BIKE-TO-WORK DAY, MY STAFF HAS ALREADY CHALLENGED ONE ANOTHER THAT ON THIS DAY WE ALL ARE GOING TO BE BIKING TO WORK.

NOW, SOME OF THEM LIVE FARTHER THAN OTHERS FROM OUR SITE, BUT WE WILL BE BIKING TO WORK ON THAT FRIDAY.

SO THANK YOU FOR THE CHALLENGE, BECAUSE WE'RE ALREADY CHALLENGING ONE ANOTHER.

THANK YOU.

>> THANK YOU, COUNCILWOMAN.

COUNCILWOMAN VAND OH VAL.

>> SANDOVAL: THANK YOU VERY MUCH FOR BEING HERE TO CELEBRATE BIKE-TO-WORK MONTH.

I'M LOOKING FORWARD TO BIKE-TO-WORK DAY.

I THINK COUNCILWOMAN VIAGRAN HAS THROWN DOWN THE GAUNTLET.

THAT IS NOT UNCOMMON FOR YOU.

SO HERE WE GO.

MAY 17TH.

I ALSO WANT TO SAY, I HAD A GREAT TIME LAST NIGHT.

WE DID SOMETHING CALLED BIKING TO THE POLLS.

AND I'M SUPER EXCITED.

WE DID IT WITH A SOCIAL RIDE GROUP.

WE RODE TO LIONS FIELD CENTER.

THERE WERE ABOUT 150 CYCLISTS ALL TOGETHER BEING CIVICALLY ACTIVE.

I HOPE TO SEE THAT GROW IN THE FUTURE.

I ALSO TOLD THE CYCLISTS ABOUT THE MEETING THAT YOU'RE GOING TO HAVE IN LIKE FIVE MINUTES AT THE -- IT WILL BE AT THE METRO CENTER.

I WANT TO REMIND OUR COLLEAGUES ON SOME PROJECTS THAT WE RECOMMENDED FOR FUNDING, FOR FEDERAL FUNDING, THERE WERE FOUR CYCLE TRACKS, OR FOUR PROTECTED BIKE PATH PROJECTS TO BE FUNDED BY THE MPO THROUGH NEW FEDERAL FUNDING THAT WE'RE ELIGIBLE FOR.

AND I HOPE THAT THOSE COME THROUGH FOR US.

I HOPE SOME CYCLISTS SHOW UP TONIGHT TO ADVOCATE FOR THAT AND THAT WE TAKE THE TIME TO WRITE A LETTER OF SUPPORT FOR THOSE PROJECTS.

SO THANK YOU FOR ALL THE WORK YOU DO.

THANKS.

>> COUNCILMAN COURAGE.

>> COURAGE: THANK YOU.

I'M GOING TO ACCEPT THAT CHALLENGE ON MAY 17TH.

I'M GOING TO RIDE MY BIKE TO WORK.

AND I CHALLENGE COUNCILMAN PERRY.

OF COURSE, MY FIELD OFFICE IS ABOUT A QUARTER MILE FROM WHERE I LIVE, SO -- BUT I'LL MAKE IT.

>> FIRST, I'VE GOT TO GET A BICYCLE.

THAT'S ALL I'M GOING TO SAY.

>> CONGRATULATIONS.

AND THANK YOU FOR EVERYTHING YOU DO.

MAYOR, THAT CONCLUDES THE COMMENTS.

>> MAYOR NIRENBERG: I'LL JUST CLOSE UP BY SAYING, THANK YOU FOR YOU TO -- FOR ADVOCATING FOR BICYCLISTS IN OUR COMMUNITY.

I THINK YOU HAVE MIND ME A GROUP OF ADVOCATES AS WELL IN POLICY.

OUR WORK COLLECTIVELY, I THINK THAT IS BEGINNING TO GET REALIZED WIDELY, IS THAT WE HAVE A LOT OF WORK TO DO THROUGHOUT OUR COMMUNITY TO CONTINUE TO ADVOCATE FOR SAFE BICYCLING IN SAN ANTONIO.

AND I THINK AS A RESULT OF, YOU KNOW, SOME VERY UNFORTUNATE TRAGIC EVENTS, YOU HAVE REDOUBLED THE COMMITMENT, A PROMISE TO MAKE SURE THAT WE NO LONGER PUT THAT PLAN ON PAPER AND LET IT LANGUISH, BUT THAT WE'RE ACTUALLY IMPLEMENTING IT.

I THINK OVER THE NEXT SEVERAL YEARS, PARTICULARLY AS WE TALK ABOUT COMPREHENSIVE TRANSPORTATION PLANNING, YOU'RE GOING TO SEE A FOCUSED EFFORT FOR US TO MAKE GOOD ON THE PROMISES THAT WE MAKE EVERY SINGLE DAY TO ENSURE THAT WE HAVE SAFE BICYCLE ROUTES IN OUR COMMUNITY.

I LOOK FORWARD TO ENGAGING IN THAT WITH YOU, AND LOOK FORWARD TO MAKING OUR ENTIRE COMMUNITY A SAFE PLACE FOR BICYCLISTS AND PEDESTRIANS.

I WANT TO ACKNOWLEDGE MY COLLEAGUES ON COUNCIL FOR WHEN IT WAS DIFFICULT.

WE HAVE OUR COMMUNITY'S ENTIRE ATTENTION AND WE'LL MAKE GOOD ON THAT.

SO THANK YOU VERY MUCH FOR BEING HERE TODAY.

[01:00:03]

I THINK THAT'S IT.

OKAY.

AND WE WILL BEGIN NOW SHORTLY WITH OUR
