REGARDING A DECLARATION OF A HOUSING CRISIS. SO WE -- THE CCR ASKS US TO LOOK AT DEVELOPING A HOUSING CRISIS INDEX THAT WOULD SET CRITERIA FOR CITY COUNCIL TO DECLARE A HOUSING CRISIS, MAKE RECOMMENDATIONS FOR APPROPRIATE RESPONSES, AND OUTLINE HOW WE WOULD ACTIVATE THOSE RESPONSES. SO WITH THE ADOPTION OF THE STRATEGIC HOUSING IMPLEMENTATION PLAN ALMOST TWO YEARS AGO, OUR COMMUNITY ACKNOWLEDGED THAT WE DO HAVE A HOUSING CRISIS IN SAN ANTONIO AND THE SHIFT IDENTIFIES A DEFICIT OF HOUSING THAT'S AVAILABLE FOR FAMILIES AT -- ESPECIALLY AT 30% OF THE AREA MEDIAN OR BELOW, SO A FAMILY MAKING LESS THAN $25,000 PER YEAR. IT ALSO ACCESSORY KNOWLEDGES THAT WE DEFINITELY HAVE A SHORTAGE OF HOUSING FOR INDIVIDUALS WHO ARE EXPERIENCING CHRONIC HOMELESSNESS.

AS OUTLINED IN THE CCR, WE ARE TRACKING A VARIETY OF COMMUNITY METRICS ANNUALLY, AND WE AGREE THAT THERE IS A LOT OF THOSE METRICS INDICATING THAT THE HOUSING CRISIS IS ONGOING, FOR EXAMPLE, THE NUMBER OF FAMILIES IN THE HOUSING CHOICE VOUCHER WAIT LIST HAS INCREASED INCREASEDFROM 50,000 TO 90,000. AVERAGE HOUSING HAS INCREASED, AND MEDIAN HOME VALUES HAVE GONE UP FASTER THAN AREA MEDIAN INCOME AND FAMILY INCOMES HAVE KEPT PACE.

SO OUR RESPONSES HAVE BEEN TO LOOK AT HOW WE CAN PRODUCE MORE AFFORDABLE HOUSING, HOW WE CAN AFFORD THE HOUSING WE HAVE, AND HOW WE CAN ALIGN THE SERVICES TO FOCUS ON THOSE IN NEED.

AS ADOPTED. THE STRATEGIC HOUSING IMPLEMENTATION PLAN IS A PLAN THAT HIGHLIGHTS THE ISSUE, BUT ALSO HOW WE ALIGN AND DEPLOY OUR RESOURCES TO ADDRESS THESE CONCERNS. THE PLAN IDENTIFIES THAT WE WILL STABILIZE HOUSEHOLDS BY PRESERVING AND PRODUCING HOUSING AND CREATING NEW, AFFORDABLE HOUSING OPTIONS, AND LEVERAGING TOOLS LIKE THE VOUCHER AS WELL AS WORK FORCE DEVELOPMENT PROGRAMS SO WE'RE NOT ONLY CREATING THEM, BUT BOOSTING INCOMES. THIS IS A COMMUNITY-WIDE EFFORT. WE KNOW THE CITY OF SAN ANTONIO ALONE CANNOT ADDRESS THESE, SO THIS WAS A PLAN DEVELOPED WITH THE SAN ANTONIO HOUSING TRUST, AND OPPORTUNITY HOME. AND THE SHIP REALLY GUIDES ALL OF OUR COLLECTIVE EFFORTS TO FOCUS ON HELPING THOSE MOST IN NEED. WE WERE ASKED TO LOOK AT HOW WE COULD PROVIDE QUARTERLY UPDATES ON THESE EFFORTS, AND WE HAVE BEEN ABLE TO DO THAT.

IT'S UPDATED ONLINE QUARTERLY. WE HAVE A PROGRESS PAGE THAT IDENTIFIES WHERE WE ARE IN RELATION TO OUR PRODUCTION AND PRESERVATION GOALS.

WE UPDATE THOSE COMMUNITY METRICS ANNUALLY AND PUT THEM ON THERE SO EVERYONE CAN SEE HOW THE METRICS ARE CHANGING, AND THE AFFORDABLE HOUSING DASH BOARD IDENTIFIES THE CHANGES WE'VE MADE IN HOUSING, AND THERE'S AN INTERACTIVE MAP SO YOU CAN SEE EXACTLY WHERE THOSE INVESTMENTS ARE BEING MADE. ALL OF OUR PROGRESS, EVEN THOUGH IT IS A 10-YEAR PLAN, WE HAVE A PLAN AND A COMMITMENT TO REEVALUATE AND REVIEW ALL OF THAT IN YEAR FIVE OF THE SHIP, WHICH IS 2026. SO THE SHIP OUTLINES A VARIETY OF RESPONSES TO THE HOUSING CRISIS, AND WE'RE WORKING WITH ALL OF OUR PARTNERS TO ADDRESS ALL OF THE 36 STRATEGIES THAT ARE THERE. THE PROGRAMS ON THE LEFT REALLY SPEAK TO HOW WE'RE

LOOKING AT SYSTEM-WIDE EVICTION AND FORECLOSURE THROUGH OUR RENTAL ASSISTANCE, THROUGH OUR EFFORTS TO HELP FAMILIES FIND NEW, AFFORDABLE HOUSING THAT MEETS THEIR NEEDS, AND HOW WE CAN HELP FAMILIES WITH FREE LEGAL AID SERVICES THAT ARE FACING A CRISIS.

THE MIDDLE COLUMN IDENTIFIES HOW WE'RE HELPING HOMEOWNERS REMAIN IN THE AFFORDABLE HOUSING WE ALREADY HAVE, AND THAT'S THROUGH A VARIETY OF CITY-LED EFFORTS AND PARTNERING WITH NONPROFITS THAT HELP PEOPLE NOVNAVIGATE RESOURCES AND APPLYR BENEFITS.

ON THE FAR RIGHT, WE'RE ADDRESSING THE NEED TO PRODUCE 1,000 UNITS OF PERMANENT HOUSING OVER THE NEXT 10 YEARS AND DOING THIS BY COORDINATING OUR HO HOMELESS RESPONSE SYSTEMS AND FOCUSING ON HOW TO CREATE NEW HOUSING OPPORTUNITIES FOR INDIVIDUALS UNHOUSED, ADDING TO EMERGENCY SHELTER OPTIONS, AND OF COURSE INCREASING THE PRODUCTION OF THOSE PHS UNITS.

ALL OF THESE EFFORTS ARE REALLY BEING ACCELERATED BY THE PASSING OF THE AFFORDABLE HOUSE BOND. IT'S HELPED US NOT JUST ADVANCE OUR HOUSING GOALS, BUT HELP US WORK QUICKLY ON THE PRODUCTION OF THE NEW, AFFORDABLE HOUSING IN OUR COMMUNITY, AS WELL AS PRESERVING OUR EXISTING HOUSING STOCK. THE AFFORDABLE HOUSING BOND, ALL OF THE PROJECTS ARE IN ALIGNMENT WITH OUR SHEPHERDIES AND FOCUS ON NEW HOUSING.

AND ADDITIONALLY, WE'VE USED -- TO HELP EXPAND IN OUR COMMUNITY.

THE BOND, THANKS TO THE VOTERS, WE HAVE $150 MILLION TO FOCUS EFFORTS ON AFFORDABLE HOUSING. WE DO THAT ACROSS ALL FIVE CATEGORIES.

EVERYTHING FROM HELPING HOMEOWNERS FIX AND REPAIR THE HOMES THEY'RE IN, HELPING IMPROVE THE RENTAL HOUSING, THE AFFORDABLE RENTAL HOUSING STOCK WE HAVE.

HELPING BUILD NEW, AFFORDABLE APARTMENTS IN SAN ANTONIO, AND HELPING BUILD NEW SINGLE FAMILY HOME OWNERSHIP OPPORTUNITIES, AND WE DO STILL HAVE FUNDING SET ASIDE IN OUR PERMANENT SUPPORT.

TO DATE, WE'VE AWARDED $81 MILLION OF THE HOUSING BOND, AND THAT HAS HELPED INCENTIVIZE THE CREATION AND PRESERVATION OF OVER 4,000 AFFORDABLE HOMES, AND AS MENTIONED, WE CONTINUE TO HAVE FUNDING SET ASIDE SO WE CAN CONTINUE TO PURSUE SOME OF THESE SHIP STRATEGIES AND BOND SET ASIDE TO CONTINUE WITH OUR PHS EFFORTS. AS OUTLINED, WE DO HAVE SEVERAL PROGRAMS AND RESOURCES THAT WE'RE UTILIZING TO REALLY HELP ENSURE THAT FAMILIES CAN HELP FIND AFFORDABLE HOUSING FOR HOME OWNERSHIP. WE'VE INCREASED THE AMOUNT OF FUNDING THAT GOES TO HOME REHAB PROGRAMS, UP 136% SINCE THE SHIP WAS ADOPTED IN 2021.

WE ALSO NOW HAVE A NEW PROGRAM, OPERATION REBUILD WHICH HELPS VULNERABLE RESIDENTS FACING A DEMOLITION ORDER AND HOW HELP NAVIGATE THE PROGRESS, HOW TO HELP SAVE THEIR HOME.

AND WE'VE PARTNERED WITH SEVERAL NONPROFITS IN OUR COMMUNITY TO EXPAND THE SERVICES WE OFFER TO HELP FAMILIES WHO HAVE HAD HOMES IN THEIR FAMILIES FOR GENERATIONS, HOW TO GET CLEAR TITLE AND RESOLVE SOME ISSUES SO THAT THEY CAN PASS THAT AS SET ON TO THEIR HEIRS OR TAKE ADVANTAGE OF OTHER PROGRAMS THAT MAY BE AVAILABLE. WE ALSO CONTINUE TO OFFER SUPPORT FOR RENTERS IN OR COMMUNITY. WE HAVE OUR EVICTION PROTECTION EFFORTS AND OUR RIGHT TO COUNCIL SERVICES. WE CONTINUE TO OFFER RENTAL AND RELOCATION, AND THROUGH DHS, WE HAVE DIVERSION FUNDS AND ASSISTANCE FOR FAMILIES THAT NEED THAT ONE-TIME SUPPORT. FINALLY, WE KNOW NOT EVERY HOUSEHOLD AT RISK NEEDS A NEW HOME, SO ALL OF OUR EFFORTS CONTINUE TO ADDRESS COST BURDEN BY INCREASING FAMILY AND SUPPLEMENTING INCOMES THAT THEY HAVE THROUGH OUR READY-TO-WORK PROGRAM AND BRINGING MORE HOUSING VOUCHER TO THOSE FAMILIES. IN ADDITION, WE HAVE MORE FULL TIME CASE MANAGERS THAN EVER BEFORE THROUGH OUR DEPARTMENT AND DHS, REALLY HAVING THOSE INDIVIDUALS ON CITY STAFF THAT CAN HELP FAMILIES SUPPORT ONGOING CASE MANAGEMENT THEY NEED. SO WORKING IN PARTNERSHIP WITH DEPARTMENT FOR HUMAN SERVICES, OUR TEAMS ARE COLLECTIVELY FOCUSED ON CREATING ADDITIONAL HOUSING OPTIONS FOR PEOPLE WHO ARE EXPERIENCING HOMELESSNESS, THIS WAS DETAILED ALSO AT PCDC LAST WEEK, THANKS TO THE SUPPORT OF OUR MAYOR AND COUNCIL AND NONPROFIT PARTNERS, THE CITY HAS INCREASED THE CAPACITY FOR LOW BARRIER STRUCTURE TO 200 UNITS. WE'VE ALSO WORKED WITH OPPORTUNITY HOME TO GET MORE VOUCHER TO OUR CONTINUING CARE PARTNERS AND GET THOSE AVAILABLE TO FAMILIES WHO NEED THEM QUICKLY. THIS COUPLED WITH OUR RAPID REHOUSING FUNDING IS PROVIDING LONG TERM ASSISTANCE FOR FAMILIES THAT JUST NEED MORE

TIME TO FIND STABLE HOUSING. IN ADDITION, AS MENTIONED, WE KNOW WE NEED ONE THOUSAND UNITS OF PERMANENT HOUSING IN OUR COMMUNITY, AND THE HOUSING BOND DID SUPPORT THE CREATION OF 300,000 NEW PHS, THAT BRINGS US, WITH THE UNITS ONLINE WE'RE OVER 1/3 OF THE WAY TO THAT GOAL, AND WE'LL BE RELEASING A NEW SOLICITATION FOR MORE THAN 10 MILLION OF PHS FUNDING TO CREATE MORE UNITS IN OUR COMMUNITY. SO I'VE OUTLINED VARIOUS PROGRAMS THAT DIRECTLY SUPPORT OUR RESIDENTS AND HOW OUR HOUSING GOALS ARE MAKING PROGRESS THANKS TO ALL OF OUR COLLECTIVE EFFORTS. BEYOND PROVIDING DIRECT FUNDING, WE WANT TO ENSURE THAT OUR HOUSING DEVELOPMENT GOALS ARE IN ALIGNMENT WITH OUR CITY DEVELOPMENT CODE. SO OVER THE PAST FEW YEARS, OUR RESIDENTS, CITY STAFF, AND COMMUNITY STAKEHOLDERS HAVE REALLY WORKED TOGETHER TO IDENTIFY HOW NEW DEVELOPMENT SHOULD OCCUR IN OUR CITY. THE HOUSING COMMISSION, REMOVING BARRIERS SUBCOMMITTEE A YEAR AGO HELPED SUPPORT NEW CITY CODE AMENDMENTS, UDC AMENDMENTS THAT REALLY HELP MAKE SEVERAL OF THE BARRIERS EASIER TO OVERCOME. FOR EXAMPLE, THEY HELP SUPPORT THE PASS ANG OF SEVERAL AMENDMENTS THAT MAKE HELP BUILDING DWELLING UNITS EASIER, THAT CHANGE ALONE HAS CREATED A LOT OF ENERGY IN THE COMMUNITY. WE RECENTLY HOSTED AN ADU DESIGN COMPETITION, AND EVERYTHING FROM SCHOOL-AGED CHILDREN TO OLDER ADULTS TO SUBMIT PLANS AND IDEAS OF HOW THEY WOULD USE ADUS IN THEIR NEIGHBORHOODS. AND SO JUST SOME OF THESE SIMPLE CODE AMENDMENTS ARE REALLY GETTING PEOPLE TO THINK OF NEW, INNOVATIVE WAYS THAT WE CAN CONTINUE TO REACH OUR HOUSING GOALS. SO ALSO, AT THE MAYOR'S RECOMMENDATION, THE HOUSING CONDITION CREATED A TECHNICAL WORKING GROUP ON TRANSIENT DEVELOPMENT AND HOUSING, AND THIS GROUP WILL WORK IN COLLABORATION WITH OUR TEAM AND STAKEHOLDERS TO FURTHER REDUCE BARRIERS TO DEVELOP HOUSING, VARIOUS HOUSING CHOICES SPECIFICALLY ALONG AERT LINES. SO ALL OF THESE EFFORTS ARE DONE IN PARTNERSHIP WITH MANY.

IT'S CERTAINLY NOT JUST THE CITY TEAM ALONE, AND ONE STRATEGY OUTLINED IS THAT WE GET THIS INFORMATION OUT INTO THE COMMUNITY, REALLY MAKING SURE THAT PEOPLE ARE AWARE OF THE EFFORTS AND THE PROGRAMS AND OUR WORK. SO I WILL START BY HIGHLIGHTING TWO CAMPAIGNS THAT HAVE BEGUN AND ANOTHER ONE THAT'S STARTING TO GET UNDERWAY THIS YEAR. OUR PROPERTY TAX HELP CAMPAIGN DONE LAST YEAR WAS REALLY FOCUSED ON HELPING HOMEOWNERS REDUCE THEIR TAX BURDENS BY RAISING AWARENESS ON THE EXCEPTIONS THAT THEY MAY QUAFF FOR, HOW TO GET THOSE EXCEPTIONS, AND HOW TO PROTEST THEIR TAX APPRAISALS. WE HELPED SERVE OVER 2,000 HOUSEHOLDS WHO ATTENDED OUR SESSIONS AND SEVERAL HUNDRED FAMILIES THAT WERE ABLE TO FILE FOR EXCEPTIONS ON SITE.

THROUGH OUR TENANTS RIGHT CAMPAIGN, THIS BEGAN IN SPRING OF LAST YEAR, AND CULMINATED IN CITY COUNCIL, PASSING A RESOLUTION, ATTENDING TENANT'S RIGHTS AND RESPONSIBILITIES, AND THIS YEAR, WE'RE FOCUSED ON CONTINUING THAT CAMPAIGN WITH A SERIES OF EDUCATIONAL VIDEOS, REALLY HELPING OUTLINE WITH ALL OF THOSE TENANTS RIGHTS AND THAT RESOLUTION ENTAILED AND ENSURING PEOPLE KNOW HOW WE'RE HERE TO SUPPORT THEM. SO BUILDING ON ALL OF THAT, OUR TEAM WILL BE PARTNERING WITH ALL OF OUR OTHER COMMUNITY STAKEHOLDERS AND PARTNERS TO LAUNCH A CITY-WIDE PUBLIC CAMPAIGN THAT WILL INCREASE AWARENESS ABOUT OUR HOUSING AFFORDABLE AND HOMELESS PREVENTION INITIATIVES. SO ALL OF THIS WORK IS BEING DONE IN RESPONSE TO THE ADOPTION OF THE SHIP AND IN RESPONSE TO THE COMMUNITY THAT WE SERVE.

WE LOOKED AT THE NUMBER OF -- YOU KNOW, IF WAGES WERE INCREASING WITH THE ACTUAL INCREASE IN HOME VALUES, AND SO THOSE ARE THE METRICS THAT WE HAVE, AND WE HAVE THOSE ON THE DASH BOARD, WE COULD PROBABLY DO A BETTER JOB OF PLACING THEM ON A MORE VISIBLE PLACE ON THE DASH BOARD, SO WE COULD USE THEM AS A BENCHMARK QUARTERLY, BUT THOSE ARE THE METRICS WE'LL USE IN FIVE YEARS WHEN WE SAY, WHEN WE DECLARED A HOUSING CRISIS, THESE WERE THE THINGS WE WERE SAYING. HOW MANY PEOPLE ACTUALLY HAVE THEM, AND HOW MANY OF THOSE PEOPLE ARE ABLE TO FIND A PLACE TO LIVE, LET'S SAY WITHIN 90 TO 180 DAYS OF GETTING A VOUCHER,

A LOT OF US WERE TALKING ABOUT THIS IS ISSUE. I MEAN, OBVIOUS NOT JUST HAPPENING IN SAN ANTONIO, BUT MANY THROUGHOUT THE COUNTRY ARE DEALING WITH THIS. ENCAMPMENTS ARE CLEARED, AND THEN PEOPLE WHO LIVE THERE ARE MOVED AND THEN ESTABLISH A NEW ENCAMPMENT SOMEWHERE ELSE. I'VE BEEN TO A NUMBER OF ENCAMPMENTS THAT HAVE BEEN THERE FOR A WHILE AND THEN OF COURSE ONES THAT ARE BEING CLEANED UP, AND IT'S PRETTY HEARTBREAKING SOMETIMES TO SEE.

A LOT OF TIMES, THESE ABATEMENTS ARE LOCATED IN CREEK BEDS AND DRAINAGE AREAS, WHICH ARE, OBVIOUSLY, PUBLIC HEALTH AND PUBLIC SAFETY PROBLEMS BECAUSE IF THESE AREAS GET FLOODED, PEOPLE'S LIVES CAN BE LOST, BUT THEN WE CLOG UP THESE WAYS WITH TRASH AND CAR BADGE BEING ACCUMULATED BY THESE ENCAMPMENTS, AND I'M WONDERING, DO WE HAVE STORM WATER MANAGEMENT AS PART OF THIS TEAM? ARE THEY GOING OUT AND CHECKING TO MAKE SURE THAT WE DON'T HAVE PROBLEMS WITH STORM

THERE'S SO MANY -- IT DEPENDS ON THE HOUSING, IF IT'S IN THIS LOCA LOCATION, IF I CAN BRING MY FAMILY. IF IT'S MY OWN ROOM, IF IT'S CONGRAT. AND WE HAVE INDIVIDUALS WHO GO TO HAVEN, WHO HAVE GO TO A LOW BARRIER SHELTER, AND THEY LEAVE BECAUSE THEY MISS THEIR COMMUNITY. LIKE YOU SAID, THEY LIKE THAT LOCATION, THEY LIKE THEIR COMMUNITY. SO THERE'S JUST SO MANY DIFFERENT CONDITIONS THAT HAVE TO EXIST FOR SOMEONE TO BE ABLE TO TAKE HOUSING, BUT RIGHT NOW, IF WE HAD 3,000 HOUSING UNITS AT HAVEN, AND WE HAVE A LOT OF CAPACITY IN THE COURTYARD, THE MAJORITY WOULD NOT TAKE IT BECAUSE THERE'S A LOT WHO DON'T WANT CONGREGATE SHELTER, AND THEY NEED THAT SUPPORT OF HOUSING OR INDIVIDUAL HOUSING OR THEY WANT TO STAY OUT. SO I WANTED TO ADD THE CAVEAT THAT I DON'T WANT TO DISAGREE, BUT THERE'S SO MANY TYPES OF HOUSING THAT WE WOULD NEED TO BE ABLE TO PROVIDE TO ANSWER THAT QUESTION.

NUMBER 1 IS DEVELOPING A BUDGET AND A PLAN WITH REDUCTION STRATEGIES FOR THE EXTENSE OF FUNDS FOR AN OPIOID SETTLEMENT AND STARTED TO RECEIVE A PORTION OF THE FUNDING. NUMBER 2, EXPAND THAT AVAILABILITY, TRAINING, AND USE OF NARCAN FOR COMMUNITY-BASED NONPROFITS AND PUBLIC-FACING CITY OF SAN ANTONIO DEPARTMENTS. AND FINALLY, TO FUND A SPONSORED PROGRAM FOR PREGNANT PEOPLE AND NEW MOTHERS EXPERIENCING OPIOID ADDICTION. SOME THINGS ADOPTED IN THE BUDGET, AND THE FIRE DEPARTMENT, THE CITY COUNCIL APPROVED CLOSE TO HALF A MILLION DOLLARS FOR TWO PROGRAMS, AN OPIOID PROGRAM CRISIS RESPONSE. THESE RESOURCES WILL PROVIDE MEDICALLY ASSISTED TREATMENT FOR ABOUT 30 INDIVIDUALS WITH SUBSTANCE ABUSE DISORDERS THAT ARE EXPERIENCING HOMELESSNESS. SO THAT'S JUST TO GIVE YOU SOME BACKGROUND OF THOSE PROGRAMS THAT WE'RE CURRENTLY WORKING ON AND CURRENTLY FUNDED IN OUR BUDGET. NOW, IN TERMS OF THE OPIOID SETTLEMENT, WHAT WE KNOW TODAY IS THE CDC IS ANTICIPATING TO RECEIVE CLOSE TO $1.6 MILLION OVER A SHARE OF AN OPIOID SETTLEMENT. THIS IS TO BE PAID OUT OVER 18 YEARS.

THERE ARE DIFFERENT SCHEDULES ON HOW WE'RE GOING TO GET THIS FUNDING, BUT OVERALL, IT'S 18 YEARS. WE HAVE RECEIVED THUS FAR $1.3 MILLION OF THE $6.1 MILLION. WE ALREADY HAVE THAT IN THE BANK.

AND SO IN ORDER TO ADDRESS THE C.C.R., WHAT WE'RE RECOMMENDING TO THE GOVERNANCE COMMITTEE IS THAT WE'LL BE LEADING A PLAN THAT WE'LL BRING FORWARD TO THE FULL CITY COUNCIL AT A B SESSION, AND THAT B SESSION WILL COINCIDE WITH THE THREE PLUS NINE FINANCIAL REPORT THAT WE TYPICALLY DO IN THE MONTH OF FEBRUARY. THIS PLAN WILL BE WORKING THROUGH OUR METRO HEALTH DEPARTMENT WILL ADDRESS THE EFFORTS THAT ARE HIGHLIGHTED IN THE C.C.R. AS I MENTIONED, WE HAVE $1.3 MILLION THAT WE CAN PUT INTO PRODUCTION RIGHT AWAY, AND THEN WE'LL HAVE A PLAN FOR THE REMAINING AMOUNT OF THE SETTLEMENT. AND, AGAIN, THIS IS TO PROVIDE SOME ALTERNATIVES TO THE COUNCIL AND GET YOUR FEEDBACK IN THAT B SESSION.
