JESUS WILL PROVIDE AN UPDATE ON THE OVERALL DETERMINE NATURAL DEVELOPMENT PLAN, AND TODAY'S FOCUS IS ON THE POSTSOLICITATION BRIEFING FOR OUR CONSTRUCTION MANAGER AT RISK FOR THE PROJECT. THE AIRPORT'S AN EXCITING PLACE RIGHT NOW, AND I WON'T STEAL ANY OF JESUS' THUNDER, BUT HE'LL RECAP SOME OF THE THINGS THAT HAVE HAPPENED LATELY AND GIVE US A GENERAL UPDATE.

WE DO REMAIN ON SCHEDULE TO OPEN UP THE NEW TERMINAL IN 2028, AS WELL AS THE GROUND TRANSPORTATION CENTER AND THE OTHER ASPECTSES OF THE PROGRAM. YOU KNOW, JUST A RECAP, THE TERMINAL DEVELOPMENT PLAN IS CRITICAL FOR US TO CONTINUE TO MEET OUR CAPACITY DEMANDS FOR THIS REGION, ENHANCE CUSTOMER EXPERIENCE, IMPROVE OUR EFFICIENCY, OUR OPERATIONAL EFFICIENCY OUT AT THE AIRPORT, AND -- AND SUPPORT THE GROWTH OF AIRLINES AND AIR SERVICE INTO OUR AIRPORT AND REGION.

SO -- FOR OUR COMMUNITY, SO JESUS AND HIS TEAM HAVE BEEN DILIGENTLY WORKING TO GET US TO THIS POINT. TODAY IS A BRIEFING, AND WE ANTICIPATE BRINGING TODAY'S TOPIC TO COUNCIL FOR ACTION ON DECEMBER 12TH. SO WITH THAT, I'M GOING TO TURN IT OVER TO JESUS. WE'LL GIVE YOU A HIGH-LEVEL OVERVIEW WITH REGARDS TO THE DELIVERY METHOD THAT WE'VE SELECTED WITH THE CONSTRUCTION MANAGER AT RISK. AND THEN LASTLY, WE'LL COVER SOME NEXT STEPS AS WE MOVE FORWARD. WE'D LIKE TO CONTINUE UTILIZING THIS SLIDE, BECAUSE IT'S -- FOR US, IT'S REALLY ACCOUNTABILITY IN ENSURING THAT WE CONTINUE TO STAY FOCUSED.

I CAN'T HELP BUT THINK BACK TO WHEN WE STARTED THIS PROCESS AND COMPLETED THE STRATEGIC DEVELOPMENT PROGRAM IN 2020, WE ALL KNOW THE EXISTING ASSET THAT WE HAVE AND WHAT WE UTILIZE FOR THE ENGINE OF THIS CITY, WHICH IS THE AIRPORT, AND WE WANT TO CONTINUE TO MOVE, TO TRANSFORM THAT, TAKING A WORD FROM THE MAYOR WITH REGARDS TO THE IMPORTANCE OF THIS PROJECT IS TRANSFORMATIVE TO THE CITY AND FOR THE AIRPORT WITH THE THINGS WE ARE DOING. SO WHEN WE COMPLETED THAT STRATEGIC DEVELOPMENT PROGRAM IN 2020, WE LAUNCHED THIS INITIATIVE.

THIS IS A GANTT CHART THAT FOCUSES ON WHAT WE'RE WORKING ON.

I WANT TO HIGHLIGHT THE IMPORTANCE OF WHAT WE'RE DOING WITH REGARD TO ENVIRONMENTAL WORK. WE HAVE SUBMITTED WITH THE FEDERAL AVIATION ADMINISTRATION OUR REQUEST TO BEGIN TO ERECT AND BUILD OUT THE NEW TERMINAL COMPLEX, SO EVERYTHING IS MOVING ALONG WELL WITH THE FEDERAL AVIATION ADMINISTRATION, APPROVALS ARE FORTHCOMING AND LOOKING FORWARD TO RECEIVING THAT IN SECOND, THIRD QUARTER OF 2024.

EQUALLY AND IN PARALLEL, WE ARE IN CONSTANT DISCUSSIONS WITH OUR AIRLINES, OUR PARTNERS. I'M PROUD TO ANNOUNCE TO YOU THAT WE HAVE TWO ADDITIONAL SIGNATORY AIRLINES FOR THE SAN ANTONIO INTERNATIONAL AIRPORT, AND THAT WOULD BE SPIRIT AIRLINES AND VIVA AIRBUS THAT NOW HAVE

FIVE DESTINATIONS THAT THEY PROVIDE SERVICE TO. SO THEY, TOO, ARE PARTAKING IN THE OVERALL USE AND LEASE AGREEMENT THAT ALSO IS GOING INCREDIBLY WELL. WE HAVE RECEIVED CONDITIONAL APPROVAL FROM OUR AIRLINES TO MOVE FORWARD WITH THE PROCESS THAT WE HAVE BASED ON THE REQUESTS THAT WE HAVE BEFORE YOU TODAY WITH REGARDS TO THE POSTSOLICITATION OF THE CONSTRUCTION MANAGER AT RISK TO BEGIN TO BUILD OUT THE NEW TERMINAL COMPLEX. ADDITIONALLY, THE DESIGN WORK CONTINUES. WE'VE SHOWN YOU SOME OF THE EARLY RENDERINGS, BUT THERE ARE A NUMBER OF EFFORTS THAT ARE ONGOING.

SOMETIMES IT'S A HURRY UP AND WAIT FOR US AS WE WANT TO ALIGN WHAT WE'RE DOING TODAY AS WE ENVELOPE INTO THE NEXT PIECE OF THE CONSTRUCTION MANAGER AT RISK. IT'S IMPORTANT THAT THE MASTER ARCHITECT WORKS CLOSELY WITH THE NEW CONSTRUCTION MANAGER AT RISK, WITH YOUR APPROVAL, THAT WE HAVE SELECTED TO BEGIN AND TAKE US TO THE 35% SCHEMATIC RENDERING, SO THAT WE CAN GET TO WHERE THE CITY MANAGER WANTS US TO GET TO, WHICH IS START PUTTING SHOVELS IN THE GROUND, JESUS, AND LET'S START SHOWING PROGRESS AND BUILDING OUT THE NEW TERMINAL PROGRESS.

WE DO HAVE SOME EARLY ENABLING WORKS THAT WE'RE DOING AS WE'VE BROUGHT TO YOUR ATTENTION AND YOUR APPROVAL. THE GROUND LOADING CONTINUANCE, THERE'S AN EARLY ENABLING WORK, SO THERE'S STILL SOME PRECONSTRUCTION WORK THAT'S HAPPENING THAT IS A PARCEL OF THIS ENTIRE TERMINAL DEVELOPMENT PROGRAM. AND LASTLY, WE NEVER LEAVE THE FOCUS ON THE IMPORTANCE OF ENSURING THAT WE ARE DOING FINANCIAL ANALYSIS TO ENSURE AFFORDABILITY AND COST TO ENSURE THAT AS CITY STEWARDS, WE ARE DOING ALL POSSIBLE TO KEEP THE COST DOWN AND REMAIN COMPETITIVE WITH OTHER AIRPORTS AND TO ENSURE THAT OUR AIRLINES ARE CONFIDENT IN THE WORK THAT WE'RE DOING AS, YOU KNOW, WE'RE AN ENTERPRISE FUND, IN ENSURING THAT OUR COSTS FOR NOT ONLY OUR AIRLINES, FOR OUR CITY, BUT FOR THE PASSENGERS CONTINUE TO REMAIN AS LOW AS POSSIBLE. SAN ANTONIO'S RECOVERY AND STRONG FUTURE IS NO SHORTAGE OF NEWS MAKING. WE'VE HAD AN INCREDIBLE YEAR THIS YEAR.

THE SAN ANTONIO METRO IS CONTINUING -- IT'S CONTINUING IN ITS RECENT GROWTH TRAJECTORY OVER THE NEXT SEVERAL YEARS. WE'VE DONE A NUMBER OF POPULATION ESTIMATES AND WHERE THINGS ARE GOING. WE DO KNOW THAT THE POPULATION HAS GROWN BY OVER 150,000 -- OVER 150,000 OVER THE LAST FIVE YEARS HERE IN SAN ANTONIO. SO AS THAT CONTINUES TO GROW, SO SHALL THE NUMBER OF PEOPLE THAT UTILIZE OUR AIRPORTS.

AS WE LOOK AT THE POPULATION HERE IN SAN ANTONIO JUST A TAD BIT OVER 2.2 MILLION PEOPLE, BUT THE OVERALL REACH OF THE GEOGRAPHICAL USERS OF THE AIRPORT REACHES AS FAR SOUTH AND AS FAR NORTH AS RIGHT ON THE EDGES OF AUSTIN AND SOMETIMES ABOVE AUSTIN, AS FAR WEST AS EL PASO AND AS FAR EAST AS CORPUS CHRISTI, AND I DARE NOT PLAY WITH HOUSTON, BUT WE'LL TAKE ALL THE WAY TO KATIE ON THE PEOPLE THAT UTILIZE OUR AIRPORT. AND WHAT DOES THAT MEAN? IT'S PRETTY CLOSE TO A 5.2 MILLION REACH OF PEOPLE THAT UTILIZE OUR AIRPORT.

AS YOU CAN SEE BY THE GROWTH IN WHAT WE'VE BEEN EXPERIENCING, HAPPY TO REPORT TO YOU THAT IT'S NO LONGER FIVE MONTHS, IT'S GOING TO BE SIX MONTHS AFTER WE FINISH, THIS MONTH IN THE WAY WE'VE PERFORMED THIS MONTH, SO THAT CONTINUES TO GROW. WE'VE HAD RECORD BREAKING ON SEAT CAPACITY FOR THANKSGIVING OF 2023. YOU'VE PROBABLY READ AND HEARDRA LOT OF WHAT WE'VE BEEN ABLE TO ACCOMPLISH.

I COULD NOT BE MORE APPRECIATIVE OF THE WORK LED BY RYAN ROCHA, THE CHIEF OF OPERATIONS FOR OUR AIRPORT WHO DID AN INCREDIBLE JOB IN ENSURING THAT WE TOOK CARE OF OUR PASSENGERS FROM CURB TO GATE AND GATE TO CURB, BACK AND NORTH, ALONG WITH MRS. KAREN ELLIS WHO IS THE CHIEF OF CUSTOMER EXPERIENCE, THE TWO OF THEM HAVE DONE AN INCREDIBLE JOB IN ENSURING THAT WE TAKE CARE OF OUR PASSENGERS.

AND THEN THE LAST THING THAT I WILL SHARE WITH YOU WITH THIS CHART IS THE FAA HAS FORECASTED SAN ANTONIO AIRPORT WILL REACH 12 MILLION PASSENGER TS BY 2030. WE ACTUALLY THINK WE'LL DO IT BEFORE THEN IF WE CONTINUE ON THE PATH THAT WE ARE, AND I'LL SHARE WITH YOU A LITTLE BIT ON AIR SERVICE DEVELOPMENT HERE SHORTLY. I WILL TELL YOU 2023 WILL BE HISTORICAL, IT WILL PROBABLY BE THE FIRST YEAR THAT WE REACH OVER 11 MILLION PASSENGERS ABOVE WHAT WE DID IN 2019.

CAN'T GO TOO FAR WITHOUT TALKING ABOUT WHAT WE HAVE DONE WITH REGARDS TO AIR SERVICE DEVELOPMENT. AND WE WANT TO MESSAGE THAT WE'VE EXPERIENCED OUR BUSIEST OCTOBER ON RECORD, WHICH WAS 10.5% ABOVE THE LEVELS WE SAW IN OCTOBER OF 2019, AND LAST OCTOBER. WE EXPERIENCED OUR BUSIEST THANKSGIVING TRAVEL PERIOD IN THE AIRPORT'S HISTORY WITH

16% INCREASE OVER THANKSGIVING IN 2019 AND 11% OVER THANKSGIVING OF 2022. AS YOU LOOK AT THE FRAMEWORK OF WHERE WE HAVE NONSTOP SERVICE, DIRECT NONSTOP SERVICE TO, EVERYTHING IN THE BLUE IS NEW. THE REST IS EXISTING, BUT I'D BE REMISED IF I DIDN'T THANK THE AIR SERVICE DEVELOPMENT TEAM, BRYAN AND JACOB WHO LEAD THOSE EFFORTS FOR OUR AIR SERVICE HAVE DONE AN INCREDIBLE JOB OF TAKING US TO WHERE WE'RE AT. ON AUGUST 17TH, WE ANNOUNCED THE ROUTE OF PHILADELPHIA WITH AMERICAN AIRLINES TO BEGIN ON JUNE 5TH OF LAST YEAR. ON SEPTEMBER 21ST, WE ANNOUNCED FRANKFURT WHICH WILL BE THE FIRST TRANSATLANTIC FLIGHT CONNECT K US TO EUROPE AND SPECIFICALLY INTO FRANKFURT, INCREDIBLY GRATEFUL FOR CONDOR AIRLINES AND THE RELATIONSHIP WITH THE CITY OF SAN ANTONIO.

WE ALSO ANNOUNCED ON THE VIVA BUS CONNECTING AND THAT STARTS ON SEPTEMBER 1ST. DECEMBER 1ST. ON OCTOBER 11TH, WE'RE CONNECTING TORE REON WITH SAN ANTONIO AND THAT BEGINS ON JUNE 1ST.

ON OCTOBER 17TH, WE ANNOUNCED NEWARK ON SPIRIT AIRLINES AND THAT'S BEGINNING ON APRIL 5TH. ON OCTOBER 26TH, WE ANNOUNCED BURBANK ON SOUTHWEST AIRLINES BEGINNING ON JUNE 4TH AND ON NOVEMBER 4TH, JUST RECENTLY, WE ANNOUNCED THAT SOUTHWEST AIRLINES WILL NOW BE GOING INTO TAMPA, AND THAT BEGINS ON JANUARY 11TH.

WHEN WE ANNOUNCED THESE, MAKE NO MISTAKE WE UNDERSTAND THE IMPORTANCE OF WHY WE DO THESE THINGS. ONE, ADDITIONAL NONSTOP SERVICE FOR OUR PASSENGERS, BUT JUST THESE SEVEN LAUNCHES THAT WE REFLECT ON TODAY ALONE BRINGS AN ECONOMIC IMPACT TO THIS CITY OF 155 MILLION. WE'RE OFTEN QUESTIONED AS A TEAM, YOU KNOW, WHAT'S DRIVING THIS GROWTH IN SERVICE, WHY IS THIS HAPPENING? HOW DOES THIS EVOLUTIONIZING, AS I MENTIONED, WE'RE EXPERIENCING A STRONG RECOVERY FROM COVID FOR PASSENGER NUMBERS.

NEW FLIGHTS, NEW GATES, THE THREE ADDITIONAL GATES, TWO IN TERMINAL B, ONE IN TERMINAL A. THE ADDITION OF THE GROUND LOAD FACILITY ALL SUPPORT THE NEW SERVICE. WE ANTICIPATE MEETING OR BREAKING OUR 2019 RECORDS WHICH REFLECTS THAT PEOPLE WANT TO COME TO SAN ANTONIO, NOT JUST TO VISIT, NOT JUST FOR BUSINESS, BUT FOR PERSONAL REASONS, TO VISIT THEIR LOVED ONES AS WELL AND EXPERIENCE WHAT WE GET TO ENJOY EVERY SINGLE DAY AT SAN ANTONIANS. BUT WHAT I'M MOST PROUD OF IS THE FACT THAT OUR SERVICE TO PASSENGERS HAS CONTINUED TO EXCEL, AND THAT'S NOT JUST FROM ME SPEAKING. LAST YEAR THE WALL STREET JOURNAL RECOGNIZED US AS FOURTH IN ITS ANNUAL U.S. AIRPORT RANKINGS OF 50 BUSIEST AIRPORTS, AND THIS YEAR WE MOVED UP TWO SPOTS.

WE ARE NOW NUMBER TWO IN THE NATION AS WE SAW FOR MORE PASSENGERS AND MORE FLIGHTS. THE WALL STREET JOURNAL ISN'T BASED ON INTERVIEWS, BUT IT'S BASED ON HARD DATA THAT LOOKED AT RELIABILITY OF FLIGHTS, THEIR VALUE AND CONVENIENCE OF THE AIRPORT TO DETERMINE ITS RANKING. I COULD NOT BE MORE HUMBLED AND PROUD OF THE TEAM THAT SITS BEHIND ME THAT MAKES IT HAPPEN DAY IN AND DAY OUT FOR THE WORK THAT WE HAVE ACCOMPLISHED. AND JUST TO ADD A LITTLE BIT MORE NOTE ON THE J.D. POWER, WE WERE RECOGNIZED AS THE FOURTH IN THE FIFTH YEAR IN A ROW, THIS YEAR WE WERE RECOGNIZED TO BE ONE OF THE TOP 10 OF JD POWER'S 2023 NORTH AMERICAN AIRPORT SATISFACTION STUDY FOR LARGE AIRPORTS. THIS STUDY MEASURED OVERALL TRAVEL SATISFACTION WITH AIRPORTS BY EXAMINING A NUMBER OF DIFFERENT FACTORS. IT'S TO THOSE INDIVIDUALS SITTING BEHIND ME ALONG WITH THEIR COWORKER WHOSE ARE BACK AT THE AIRPORT RIGHT NOW THAT MAKE THIS HAPPEN, AND I COULD NOT BE PROUDER TO REPRESENT EACH ONE OF THEM.

WHY IS THIS HAPPENING? BECAUSE OF THE LEVEL OF SERVICE, THE STRONG LEISURE MARKET, THE NUMBER OF AIRLINES, OUR RELATIONSHIP WITH THE AIRLINES AND THE WORK THAT THE TEAM CONTINUES TO DO THAT HAS GAINED US FROM 39 NONSTOP DESTINATIONS TO 45, AND NOW REACHING EIGHT INTERNATIONAL MARKETS. PLANNING EFFORTS ARE PAYING OFF IN 2022, WE OPENED THE NEW GATES, AS I MENTIONED, IN 2025, WE'LL OPEN THE GROUND LOAD FACILITY. AS WE EXONT TO WORK AS A TEAM, WE HOPE TO OPEN IN 2028 THE NEW TERMINAL FACILITY. WE OFFICIALLY KICKED OFF THE TERMINAL DEVELOPMENT PROGRAM ON MAY 18TH AS WE BROUGHT THAT TO YOU ALL IN A B SESSION. THE PRESENTATION THAT LAID OUT OUR SCHEDULE INCLUDED A PRESOLICITATION BRIEFING ON ALMOST ALL OF OUR KEY CONTRACTS TO HELP US PROGRAM, DEVELOP AND PLAN OUT THE TERMINAL DEVELOPMENT PROGRAM. SINCE THAT DATE AS COUNCILMEMBER MCKEE HAS REMINDED US A COUPLE OF TIMES, RIGHT, WE'VE BEEN BACK TO THE CITY COUNCIL WITH AN UPDATE ON THE TDP SEVEN TIMES, I THOUGHT ABOUT YOU,

COUNCILMEMBER. WE HAVE COMMITTED TO YOU OUR CITY COUNCIL TO BE TRANSPARENT AND -- THE GROUND. THE SOLICITATION PROCESS FOR THE CONSTRUCTION MANAGER AT RISK CONTRACT IS NO EXCEPTION. IT BEGAN WITH USING AN OUTSIDE COUNCIL TO DRAFT THE SOLICITATION DOCUMENTS AND CONTINUED WITH A FULL-DAY EVENT AT THE CONVENTION CENTER TO OUTREACH TO BOTH LOCAL AND NATIONAL FIRMS WHO WOULD BE INTERESTED IN BIDDING OR JOINING A TEAM TO ENSURE OUR EVALUATION TEAM COULD CONSIDER THE CREAM OF THE CROP.

AND I HAVE TO STOP AND PAUSE AND LET YOU KNOW THAT I CAN'T TELL YOU HOW MANY PEOPLE -- OR I SHOULDN'T SAY -- HOW MANY AIRPORTS HAVE REACHED OUT TO US BASED ON THE CONSTRUCTION MANAGER AT RISK THAT WAS DRAFTERRED, THE TEAM MEMBERS OF BEHIND ME, OF EVERYONE THAT WANTS A COPY OF THAT THESE DAYS. IF THEY'RE REALLY NICE TO US, WE DO, BUT IF THEY'RE NOT, WE DON'T GIVE IT TO THEM. THIS IS WHERE WE'RE HEADING. THE REASONING WE'RE HERE TODAY IS TO CONTINUE TO BUILD OUT WHAT WE'VE ESTABLISHED AS A PART OF THE STRATEGIC DEVELOPMENT PROGRAM, THE NEW 17-GATE CONCOURSE, 857,000 SQUARE FEET THAT WILL START TO COMPLETE THE FULL TRANSFORMATION THAT WE WANT FOR THIS AIRPORT AND THIS CITY, THE EXPANSION OF AN ELEVATED ROADWAY, A NEW CENTRAL -- ENHANCEMENT TO THE CENTRAL UTILITY PLANT, MULTISTORY GROUND TRANSPORTATION CENTER THAT WILL BE A MULTIMODAL CENTER, NOT ONLY JUST FOR THE AIRPORT, BUT CONNECTIVITY INTO THE REST OF THE CITY AS WELL, A NORTH RAMP, REMAIN OVERNIGHT AIRCRAFT PARKING SO MORE AND MORE AIRCRAFT CAN COME IN AND PARK, WE'RE AN ORIGIN AND DESTINATION AIRPORT AND WE WANT TO CONTINUE TO GROW THAT, NOT TO MENTION WE COLLECT FEES FOR THAT. ADDITIONALLY, THERE WILL BE SOME DEMOLITION AND PREPARATION SITE WORK THAT WILL BE REQUIRED FOR THESE UTILITIES. THE CONSTRUCTION MANAGER CONSTRUCTION VALUE IS NOT TO EXCEED 1 BILLION OF THE 1.4 TOTAL BUILDING PROGRAM.

SO JUNE 5TH MARKED THE FIRST STEP OF THE PROCESS THAT WAS THE REQUESTS OF A SOLICITATION FOR A REQUEST FOR QUALIFICATIONS.

WE RECEIVED A TOTAL OF THREE RESPONSES IN JULY, AND THE COMMITTEE EVALUATED AND SCORED THOSE THREE RESPONSES IN AUGUST.

AS PART OF THE PROCESS, THEN WE WENT TO STEP TWO, AND THE COMMITTEE DECIDED TO INTERVIEW ALL THREE FIRMS, AND WE DID THAT IN SEPTEMBER -- I'M SORRY, ON SEPTEMBER 26, WE RELEASED A REQUEST FOR PROPOSAL.

AND ONCE WE RECEIVED THOSE PROPOSALS, WE INTERVIEWED THE FIRMS ON SEPTEMBER 26TH, AND HERE WE ARE TODAY BRIEFING YOU ON THE POSTSOLICITATION PROCESS. OUR TARGET COUNCIL DAY FOR YOUR CONSIDERATION OF APPROVING THE SELECTED FIRM FOR THE CONSTRUCTION MANAGER AT RISK IS

FIRST, AS I MENTIONED, THE FIRST STEP WE HAD WAS A REQUEST FOR QUALIFICATIONS. SO THE QUESTION THAT WE ASKED OURSELVES WAS, IS THE PRO PROPOSER QUALIFIED TO DELIVER THIS PROJECT? WE LOOKED AT THREE DIFFERENT CATEGORIES THE EXPERIENCE, BACKGROUND AND QUALIFICATIONS OF THE FIRMS. THE QUALIFICATIONS OF THE KEY PERSONNEL ASSIGNED TO THE PROJECT, THAT WAS KEY TO US TO INDEPENDENTLY OF THE EXPERIENCE OF THE FIRM, WHO WERE THE INDIVIDUALS ASSIGNED TO THE SAN ANTONIO PROJECT. AND FINALLY, WE LOOKED AT A GENERAL PROPOSED WORK PLAN THAT THEY PROVIDED TO US. ONCE WE DID THAT, THE EVALUATION COMMITTEE MOVED TO STEP 2, AND WE FELT THAT ALL THREE FIRMS WERE QUALIFIED TO MOVE TO THE SECOND STEP, SO WE RELEASED A REQUEST FOR PROPOSAL. THAT DOCUMENT THAT WE RECEIVED WAS REVIEWED BY THE COMMITTEE AND WE ALSO INTERVIEWED ALL THREE FIRMS. WE LOOKED AT A DETAILED PROPOSED WORK PLAN, THIS IS DIFFERENT THAN STEP 1. AS I MENTIONED, STEP 1 HAS JUST A GENERAL PROPOSED WORK PLAN AND APPROACH, BUT IN THE REQUEST FOR PROPOSAL, WE REQUESTED MORE SPECIFICS. WE ALSO LOOKED AT THE PROPOSED COSTING METHODOLOGY AND ALSO THE DISADVANTAGE BUSINESS ENTERPRISE PROGRAM. THEY OBVIOUSLY SPENT A LOT OF TIME PUTTING WORK INTO THEIR SUBMISSIONS, A LOT OF EFFORT AND IT SHOWED BOTH IN THE QUALITY OF THE WRITTEN SUBMISSIONS, AND THEN LATER IN THEIR ORALS WHEN THEY PRESENTED TO US. SO OUR TASK SOON BECAME NOT DO WE FIND SOMEBODY THAT'S QUALIFIED TO DO THIS WORK, BUT HOW DO WE SELECT FROM AMONG THREE VERY QUALIFIED BIDDERS TO FIND THE BEST FIT FOR OUR COMMUNITY AND OUR AIRPORT AND THE VISION THAT WE ALL HAD FOR IT. AS I REPRESENTED EARLIER ON THE BREAK DOWN OF THE PROJECTS THE OTHER 87% WILL GO TO THE 20 PLUS PROJECTS THAT WILL BE INVOLVED INSIDE THE TERMINAL PROJECT ALONG WITH THE OTHER FIVE FOR OTHER ENABLING AND ANCILLARY PROJECTS IN AND AROUND THE AIRPORT.

EXECUTIVE PROGRAM MANAGER HAS BEEN APPROVED TO DATE FOR 6 MILLION AS WE GET TO 2028, IT WILL REQUIRE ANOTHER 24 FOR A TOTAL OF 30.

THE PMCM TO DATE IS AT 32 WITH ANOTHER 23 MILLION TO HELP US ADMINISTER AND GET THROUGH 2028 FOR THAT AS WELL. THERE'S ANOTHER 55 MILLION, AND THEN THE MASTER ARCHITECT CORGAN TODAY IS AT 28 MILLION WITH ANOTHER 90 MILLION TO GET US THROUGH THE DESIGN WORK AT APPROXIMATELY 10% OF THE WORK THAT NEEDS TO BE PERFORMED FOR THE 1.4 BILLION TOTAL PROGRAM. THERE'S OTHER PROJECT COSTS WITHIN THE CMAR THAT RETURN TO COUNCIL AS APPROPRIATE IS ANOTHER 195 MILLION, ALONG WITH THE 1 BILLION THAT WE HAVE.
