WE'LL BEGIN WITH AN INVOCATION, GUEST OF COUNCILMAN SALDANA.

IT'S MY HONOR THIS MORNING TO GET TO READ TO YOU A LITTLE BIT ABOUT OUR INVOCATOR THIS MORNING.

CAPTAIN SAUL RAPPEPORT WAS BORN IN AUSTRALIA AND HAS LIVED IN ISRAEL, STUDIED ABROAD IN CANADA AND SOUTH AFRICA AND WAS ORDAINED A RABBI IN JERUSALEM IN 2004.

HE CAME TO THE UNITED STATES IN 2006 AND HAS LOVED CALLING AMERICA HOME EVER SINCE.

SAUL HAS SERVED CONGREGATIONS IN PENNSYLVANIA AND NEW YORK, AND IN 2017 HE FULFILLED HIS LONG-TIME DREAM OF SERVING HIS COUNTRY WHEN HE WAS COMMISSIONED AS A CHAPLAIN INTO THE UNITED STATES AIR FORCE.

HE IS NOW STATIONED HERE IN SAN ANTONIO AS LACKLAND AIR FORCE BASE.

GOD ALMIGHTY, WE THANK YOU FOR THIS FINE DAY, FOR THE AIR WE BREATHE, FOR ALL THE BEAUTY THAT WE SEE EACH MOMENT OF EVERY DAY.

WE THANK YOU FOR THE MANY BLESSINGS THAT YOU BESTOW UPON US ALL OF THE TIME, AND WE THANK YOU FOR THIS GATHERING THIS MORNING OF THE SAN ANTONIO CITY COUNCIL ON THIS NATIONAL DAY OF PRAYER.

LORD, YOU HAVE CALLED US TO BE SERVANTS AND GUARDIANS OF A GREAT NATION FOUNDED UPON PRINCIPLES OF FREEDOM AND HUMAN DIGNITY.

WE ARE PROUD TO ACCEPT THE RESPONSIBILITY OF THIS HIGH CALLING.

WE DEDICATE OURSELES TO OUR VOCATION AND ASK FOR GUIDANCE AND COURAGE IN AIDING ALL PEOPLE TO LIVE WITH FREEDOM, PROSPERITY, DIGNITY, SAFETY, AND PEACE.

AND THOSE WHOSE TERM IN OFFICE DRAWS NEAR TO AN END, WE ASK THAT YOUR BLESSING BE UPON THEM IN ALL THEY DO IN THE NEXT CHAPTER OF THEIR LIVES.

I'M VERY EXCITED TODAY TO ACKNOWLEDGE AND PRESENT A PROCLAMATION AND OFFICIAL CONGRATULATIONS TO ST. LEO THE GREAT CATHOLIC CHURCH.

IT IS CELEBRATING 100 YEARS IN THE CITY OF SAN ANTONIO.

AND I WILL SAY I AM VERY PROUD THAT I HAVE BEEN BAPTIZED THERE AND THAT IS MY HOME PARISH.

BUT THEY ARE CELEBRATING 100 YEARS.

IT IS A PLACE THAT HAS BEEN INVESTING AND FIGHTING AND ADVOCATING, NURTURING AND SERVING THE COMMUNITY OF THE SOUTH SIDE AND ALL OF SAN ANTONIO FOR PHYSICAL NEEDS, BUT ALSO SPIRITUAL NEEDS.

AND THEY CONTINUE TO DO THAT TODAY.

I WOULD ASK THAT OUR PASTOR, FATHER FRANK MACIAS AND THE MEMBERS COME UP AS I READ THIS PROCLAMATION.

AND THEN, MAYOR, AFTERWARDS IF WE CAN GO DOWN AND TAKE A PICTURE WITH THEM.

SO THE CITY OF SAN ANTONIO HEREBY PRESENTS ITS OFFICIAL CONGRATULATIONS TO THE CLERGY, CONGREGATION, AND COMMUNITY OF ST. LEO THE GREAT CATHOLIC CHURCH IN RECOGNITION OF YOUR 100TH ANNIVERSARY.

SINCE 1919, YOU HAVE PROVIDED OUR CITIZENS WITH THE NECESSARY TOOLS AND FOUNDATION TO BECOME AGENTS OF CHANGE AND ENCOURAGE THEM TO ENCOMPASS THE SPIRITUAL SPECTRUMS OF LIFE.

YOUR DEEP AND ABIDING COMMITMENT TO THE COMMUNITY HAS NOT GONE UNNOTICED AND IS WORTHY OF COMMENDATION AND PRAISE.

WE'RE GRATEFUL FOR EVERYTHING THAT THIS CITY HAS COOPERATED US WITH.

MANY TIMES YOU SEE THE PARISHIONERS OF ST. LEO'S NOT WEARING ST. LEO'S T-SHIRTS BUT COPS T-SHIRTS.

THE TWO COPS THAT WERE HERE FROM THE VERY BEGINNING, OUR BROTHER AND SISTER HERE, THAT WHEN LEVI STRAUS WAS STILL OPEN, MANY OF YOU WERE STILL BABIES, BUT THEY WERE ALREADY WORKING THE ISSUE, AND THOSE WERE CIVIL ISSUES.

YOU'RE SEEING ALSO THE CHOIR OF 8:00 MASS HERE.

AND THE FUNERAL CHOIR HERE.

ALL IN ALL, WE'RE GRATEFUL TO THE CITY OF SAN ANTONIO AND WE'RE GRATEFUL FOR THE HONORABLE REBECCA VIAGRAN.

MARK RICHTER.

HE WAS JUST 51.

AND I THINK MANY PEOPLE KNEW HIM.

AND I JUST WANT TO TALK A LITTLE BIT ABOUT MY FRIENDSHIP WITH MARK.

MARK WAS AN INCREDIBLE FORCE FOR ARTS AND CULTURE IN SAN ANTONIO, BUT MOST IMPORTANTLY HE REALLY CARED ABOUT THE CITY.

AND I GOT TO MEET HIM WHEN HE INSPIRED ME AND CHALLENGED ME TO HELP CREATE WHAT WE NOW CALL THE DISTINCTION OF THE ARTS.

IT ESSENTIALLY WAS MARK'S IDEA.

AND, YOU KNOW, I WANT TO MAKE SURE THAT PEOPLE UNDERSTAND THAT AND THEY KNOW THAT.

THAT WE HONOR OUR VERY OWN BECAUSE OF MARK.

I WANT TO THANK HIM FOR ALL HE DID.

I WANT TO THANK HIM FOR HIS FRIENDSHIP.

I WANT TO THANK HIM FOR CARING SO MUCH ABOUT THE ARTS IN SAN ANTONIO.

AND I WILL LOOK FORWARD TO WORKING WITH THE DEPARTMENT OF ARTS AND CULTURE SO THAT MAYBE THE DISTINCTION OF THE ARTS, OCTOBER 11.

AND I CAN GET A FORGIVABLE LOAN FROM THE CITY GOVERNMENT.

LET'S SEE, FORGIVABLE LOAN AGREEMENT FOR UP TO 240,000 SNACKERS TO TERRAMARK URBAN HOMES FOR 24 AFFORDABLE SINGLE-FAMILY HOMES.

I WOULD SAY IT'S AFFORDABLE IF SOMEBODY ELSE IS PAYING THE BILL THERE.

TO BE SOLD TO HOUSEHOLDS EARNING AT OR BELOW 120% OF THE AREA MEDIAN INCOME.

MEANING IF YOU'RE RELATIVELY POOR YOU CAN GET SOME WELFARE HOUSING.

MAYBE I WOULD SAY YOU SHOULD, ESPECIALLY IF JUDGE BULL IS HERE.

YOU WANT TO ASK HIM SOME QUESTIONS ABOUT WHAT HE'S GOING TO DO ABOUT THE DISTRICT ATTORNEYS HAVING RELAXED LAWS PERTAINING TO TRESPASSING AND DRUG POSSESSION.

WHAT ARE THE CITIZENS GOING TO DO WHEN THEY HAVE HOMELESS JUST TRESPASSING ON THEIR LAWNS AND JUDGE BULL AND HIS COHORTS FAIL TO DO ANYTHING ABOUT IT.

I JUST WANTED TO MAKE A POINT ON ITEM NO. 9, WHICH IS ORDINANCE DECLARING 17 VACANT CITY-OWNED PROPERTIES TO BE RESOLD.

AND I KNOW THESE FUNDS THAT ORIGINALLY PURCHASED THIS PROPERTY YEARS AGO WERE HUD FUNDS.

THE PROPERTIES WEREN'T ABLE TO BE USED FOR THE PURPOSE THEY WERE INTENDED.

AND THE CITY REIMBURSED HUD FOR THAT OUT OF GENERAL FUNDS.

AND NOW WE'RE IN A POSITION TO BE SELLING THAT PROPERTY FOR DEVELOPMENT WHICH, I UNDERSTAND, MAKES PERFECT SENSE FOR THE PURPOSE FOR WHICH IT IS INTENDED.

BUT RATHER THAN DEPOSITING THE RETURN OF THIS MONEY TO THE GENERAL FUND, I'D LIKE US TO START CONSIDERING HOW WE CAN PLACE THESE FUNDS INTO SOME KIND OF DEDICATED AFFORDABLE HOUSING FUNDS.

IT SEEMS TO MAKE A LOT OF SENSE.

WE KNOW THAT WE NEED A LOT MORE AFFORDABLE HOUSING.

AND I HOPE THAT THE STAFF WILL START LOOKING AT WAYS OF WHEN WE'RE DOING SOMETHING LIKE THIS, SELLING CITY PROPERTY THAT MAY HAVE BEEN PREPARED TO BE SOLD FOR DEVELOPMENT, FOR HOUSING, THAT ANY FUNDS THAT WE GET BE PUT INTO DEDICATED HOUSING FUNDS IN THE FUTURE.

SO I JUST WANTED TO BRING THAT TO THE ATTENTION OF CITY STAFF AND THE COUNCIL.

I ALSO WANTED TO HIGHLIGHT ITEM NO. 9.

THE HIGHLAND HEIGHTS SUBDIVISION.

BECAUSE THIS IS SOMETHING THAT WE'RE EXCITED TO WORK WITH A NEW

BUILDER OUT THERE IN THE AREA.

ABOUT SIX YEARS AGO IN MARCH OF 2013, THE CITY PURCHASED THE 17 RESIDENTIAL LOTS AS PART OF AN AFFORDABLE SHOWCASE OF HOMES PROGRAM LOCATED IN THE SOUTHEAST SIDE OF SAN ANTONIO.

AND WITH GENERAL FUND DOLLARS, ABOUT $203,000.

THE INITIAL EFFORTS TO CONTRACT WITH A NONPROFIT HOUSING PROVIDER TO DEVELOP THESE LOTS WITH RESIDENTIAL HOMES WERE NOT SUCCESSFUL.

AND PART OF THAT REASON WAS BECAUSE OF THE TOPOGRAPHY IN THE AREA, LOTS OF HILLS, LARGE LOTS, AND IT WAS VERY DIFFICULT TO BUILD AT AN AFFORDABLE RATE.

BUT WE'RE VERY EXCITED TO HAVE G SOTO INVESTMENTS, SOMEONE FROM THE SOUTH SIDE, WHO PUT A PLACE TO BID FOR THESE LOTS, WORKED WITH THE NEIGHBORHOOD AND HOUSING SERVICES, AND THAT THE SINGLE-FAMILY HOMES WILL SELL FOR UNDER $200,000 AND AN AVERAGE SIZE.

WHERE IN THE SOUTHERN SECTOR OF SAN ANTONIO WE DO NEED SINGLE-FAMILY HOUSING.

AND WE'RE VERY EXCITED THAT THIS IS MOVING FORWARD.

AND THESE HOMES WILL BE ELIGIBLE FOR THE HIP120 PROGRAM , SO WE'RE EXCITED TO BE MOVING FORWARD WITH THAT.

SO I WANTED TO HIGHLIGHT THAT AS WE'RE MOVING FORWARD.

THEN, MAYOR, I DID WANT TO ALSO ACKNOWLEDGE ITEM NO. 19 WITH THE INVESTMENT OF BOOZ ALLEN HAMILTON, WHO WILL BE COMING FORWARD AGAIN AND REINVESTING IN SAN ANTONIO, 250 JOBS.

GREAT PAY AND SALARY FOR OUR COMMUNITY.

AND THANK YOU FOR YOUR INVESTMENT AND YOUR CONTINUED SUPPORT IN SAN ANTONIO AS WE CONTINUE TO BUILD UP OUR COMMUNITY.

IN THE DIGNOWITY AREA THERE ARE TWO PARKS AND A STREET SPLITS THEM.

TODAY WE ARE BRINGING FORWARD THREE RECOMMENDED AMENDMENTS TO THE MASTER ILA THAT THE CITY HAS WITH BEXAR COUNTY.

SO I HAVE A FEW SLIDES TO GO OVER THOSE RECOMMENDATIONS, AND THEN WE HAVE DEPARTMENT REPRESENTATIVES TO DISCUSS AND ANSWER ANY SPECIFIC QUESTIONS ON THE THREE AMENDMENTS.

OKAY.

SO JUST FOR REASON OF BACKGROUND, THE CITY ENTERED INTO A MASTER ILA WITH THE COUNTY IN 2013.

AT THAT TIME WE CONSOLIDATED SEVERAL SERVICE AREAS ON WHICH WE HAD INDIVIDUAL ILAS WITH THE COUNTY.

SO THAT INITIAL MASTER ILA EXPIRED IN SEPTEMBER 2018, AND THEN WE BROUGHT IT FOR RENEWAL FOR A NEW FIVE-YEAR AGREEMENT TO MAYOR AND COUNCIL LATE LAST YEAR, AND YOU APPROVED THAT.

THIS SLIDE JUST SHOWS THE SERVICE AREAS THAT ARE COVERED BY THE MASTER ILA.

YOU SEE ON THE LEFT-HAND SIDE OF THAT SLIDE THE MASTER ILA INCLUDES SEVERAL SERVICE AREAS ON WHICH WE COLLABORATE WITH THE COUNTY, AND IT'S VERY HELPFUL AND MUTUALLY BENEFICIAL.

SINCE MAYOR AND COUNCIL APPROVED THE MASTER ILA LAST YEAR, THERE HAVE BEEN THREE ADDITIONAL AMENDMENTS THAT HAVE BEEN BROUGHT TO US AND THAT STAFF HAS DISCUSSED.

AND THESE ARE THE FINAL RECOMMENDATIONS TO ADD AS AMENDMENTS TO THE MASTER ILA.

FIRST WE HAVE -- I'M GOING TO COUPLE THE FIRE SERVICES AND INSPECTION AND THE FOOD SERVICES AND PERMITTING INTO KIND OF ONE AREA.

AND THEN WE'LL TALK ABOUT THE MAGISTRATION ONE.

SO THE BEXAR COUNTY CAME TO THE CITY WITH A REQUEST TO BE ABLE TO DO FIRE SERVICES AND INSPECTIONS AND FOOD SERVICE INSPECTIONS AND PERMITTING FOR COUNTY-OWNED FACILITIES AND IN THE UNINCORPORATED AREA.

WE CAME UP WITH A FINAL RECOMMENDATION THAT WE HAVE AGREED UPON WITH THE CITY -- I'M SORRY.

WITH THE COUNTY.

IN THE AREA OF FIRE SERVICES AND INSPECTIONS, THE AMENDMENT WOULD ALLOW THE COUNTY TO CONDUCT FIRE AND CODE INSPECTIONS AND CERTAIN CONSTRUCTION PLAN REVIEWS AND PERMITTING IN CERTAIN COUNTY-OWNED FACILITIES WITHIN CITY LIMITS.

THE COUNTY WOULD BE AUTHORIZED TO REVIEW AND PERMIT CERTAIN CONSTRUCTION PLANS AND CONDUCT FIRE AND CODE INSPECTIONS IN THE UNINCORPORATED AREA.

AND THEN THE COUNTY MUST COMPLY WITH CITY CODES AND MAKE INFORMATION AVAILABLE UPON CITY'S REQUEST.

SO THAT MAKES THE LINES OF COMMUNICATION OPEN AND ENSURES THAT, YOU KNOW, IF THE CITY HAS QUESTIONS OR CONCERNS THAT THE COUNTY, YOU KNOW, WILL COLLABORATE WITH US AND PROVIDE THAT INFORMATION.

NOW, IN THIS AREA, THE CITY WOULD STILL PROVIDE ALL PYRO TECHNICK PERMITS WITHIN CITY LIMITS, WOULD REVIEW AND PERMIT ALL ONE AND TWO-FAMILY RESIDENTIAL CONSTRUCTION AND OTHER PLANS.

AND FIRE AND CODE REVIEW IN THE UNINCORPORATED AREA FOR RESIDENTIAL.

WOULD REVIEW AND PERMIT ALL OUTDOOR FOOD BOOTHS AS REQUIRED BY CODE WITHIN CITY LIMITS .

NOW IN THE AREA OF FOOD SERVICES AND PERMITTING, THIS AMENDMENT WOULD ALLOW THE COUNTY TO REVIEW AND PERMIT FOOD SERVICE ESTABLISHMENTS IN THE UNINCORPORATED AREA.

IT WOULD STILL ALLOW THE CITY TO REVIEW AND PERMIT AND INSPECT ALL FOOD SERVICE ESTABLISHMENTS WITHIN CITY LIMITS, INCLUDING AT COUNTY FACILITIES.

METRO HEALTH DISTRICT ALREADY PERFORMS THOSE FUNCTIONS AND FELT THAT IT WAS VERY IMPORTANT TO KEEP THOSE INSPECTIONS AND PERMITTING ALL, YOU KNOW, UNDER THE SAME BEST PRACTICES UNDER ONE ROOF WITH METRO HEALTH DISTRICT.

FINALLY, THE THIRD AMENDMENT THAT STAFF IS RECOMMENDING TODAY IS FOR THE CITY TO PROVIDE MAGISTRATION OF PERSONS TAKEN TO THE COUNTY JUSTICE INTAKE AND ASSESSMENT ANNEX.

THE COUNTY WOULD PAY THE CITY ABOUT $294,455 PER YEAR FOR THOSE MAGISTRATION SERVICES.

THAT REPRESENTS 35% OF THE TOTAL COST OF MAGISTRATE COURT.

THE 35%.

SO THE COUNTY WOULD PAY THE CITY TO PROVIDE THEIR SERVICES FOR THEIR PORTION OF THE MAGISTRATE.

FINALLY, THE TERMS -- SO THE TWO

AND THERE HAVE BEEN SOME CASES.

IT GOES CASE-BY-CASE BY EACH JUDGE.

SO IT HASN'T BEEN WHERE WE CAN'T BRING THE CASE TO THE ACTUAL COURT OF RECORD AND HAVE THEM ADDRESS IT.

SO WE'RE KIND OF WORKING THROUGH THE PROCESS RIGHT NOW.

BUT, YOU KNOW, THE PROCESS ON OUR END FOR, YOU KNOW, I WANT TO THANK THE CITY FOR WORKING WITH US ON THIS PROJECT.

AND SO WE'VE STUDIED IT THROUGHOUT THAT TIME.

WE MET WITH THE JUDGES.

AND THE DECISION WAS MADE TO BRING IT TO COMMISSIONERS COURT LAST WEEK ON THE 23RD TO LOOK AT IF WE COULD CONTRACT WITH THE CITY TO PROVIDE THOSE SAME SERVICES THAT ARE OUT THERE.

AND WE FEEL THOSE EFFICIENCIES -- AS YOU CAN SEE ON THE 65%, 35%, THE QUESTION WAS IS WOULD THAT CHANGE LAW ENFORCEMENT, LIKE WHERE DO THEY GO AND PROCESS? NOTHING CHANGES IN THERE.

THE ONLY THING THAT CHANGES IS THE MAGISTRATE WILL EITHER REMOTE VIDEO THE MAGISTRATION OR THEY MAY BE OVER THERE AT THE FACILITY.

SO WE'RE KIND OF WORKING IN BETWEEN BOTH.

THE HOPE IS THAT MOST OF IT WILL BE REMOTE ON THAT END.

SO THE WORK LOAD OF YOUR JUDGES IS NOT INCREASED ON THAT END OF IT.

THE OTHER THINGS THAT WE'RE IN THE UNKNOWN ARE WHAT THE JUDGE WAS TALKING ABOUT IS DEALING WITH BOND MODIFICATIONS, THOSE TYPES OF THINGS.

MOST OF THE CASES WE DEAL WITH THAT ARE PRE-TRIAL ARE MOSTLY MISDEMEANOR.

SINCE 2007, THE COUNTY CREATED THESE COUNTY MAGISTRATES AND UP UNTIL APRIL 30TH THEY FUNDED UNTIL APRIL 30TH.

BUT, AS YOU RECALL, SINCE NOVEMBER OF LAST YEAR THE CITY HAS BEEN DOING -- THE CITY JUDGES HAVE BEEN DOING THE MAGISTRATION FOR ALL SAPD ARRESTS.

THAT'S ABOUT 65% OF THE TOTAL ARRESTEES.

WE DO THAT AT THE CITY FACILITY.

THE MAGISTRATION AND BAIL HEARINGS WERE DONE AT THE COUNTY FACILITY.

SO NOW, AS POINTED OUT, WE'RE GOING TO DO THE 100% OF THESE HEARINGS AT BASICALLY BOTH LOCATIONS.

PRIMARILY THE VIDEO, BUT AT TIMES IF WE NEED TO SEND A JUDGE OVER TO THE FACILITY IN PERSON, WE'LL DO THAT TOO.

I'M ASSUMING THAT THIS IS SIMILAR IN THE EIGHT-MONTH PROCESS WHERE WE'RE GOING AWAY FROM TWO DIFFERENT TRACKS WHERE YOU COULD CHOOSE -- WELL, I SUPPOSE YOU COULDN'T CHOOSE.

COUNTY SHERIFFS ARE NOW IN THE STATUS QUO, WOULD HAVE OTHERWISE GONE TO THE COUNTY MAGISTRATION PROCESS.

AND THERE HAD BEEN A LITTLE BIT OF CRITICISM -- I DON'T KNOW IF IT'S TRUE OR NOT BUT I'M JUST GOING TO TAKE THE COUNTY JUDGE'S WORD FOR IT THAT THE CITY WAS APPLYING A MORE EVEN-HANDED APPROACH TO ALLOWING PUBLIC DEFENDERS TO COME IN AND MAYBE DIVERT FOLKS FROM HAVING TO GO TO JAIL UNNECESSARILY IF THEY WERE NO RISK TO THE PUBLIC IN ANY WAY.

THAT A PUBLIC DEFENDER WOULD COME BY AND DO AN EVALUATION.

HERE'S WHERE I GET THE COUNTY TO STAND UP OUT OF THEIR SEAT BECAUSE THEY WANT TO COMMENT ON IT.

I THINK IT'S IMPORTANT FOR US TO TALK ABOUT NOT JUST THE DOLLARS AND CENTS BUT WHAT WE BELIEVE IS THE OVERARCHING GOAL THAT WE'RE SHOOTING FOR WITH RESPECT TO THE APPLICATION TO THE CITIZEN WHO IS GOING THROUGH OUR JUSTICE SYSTEM.

YOU KNOW, WE HAD AN IN-CUSTODY DEATH THE OTHER DAY OF AN INDIVIDUAL THAT CAME IN THAT WAS NOT PROBABLY IN THE BEST MENTAL STATUS OR STATE AND THEY WERE JUST RUSHED THROUGH TO THE JAIL RATHER THAN HAVING THEM IN FRONT OF A MAGISTRATE WITH THE PUBLIC

DEFENDER AND THE DISTRICT ATTORNEY'S OFFICE THERE TO ACTUALLY TALK ABOUT THE CASE AND SAY WHAT'S THE BEST THING? CAN WE DO AN EMERGENCY DETENTION TO A PSYCHIATRIC FACILITY RATHER THAN THE JAIL? AND I THINK THIS IS WHAT THE SERVICES OF YOUR MAGISTRATES DO.

YOU KNOW, THE FIRST THING THEY DID WHEN THEY CAME IN THERE WAS THEY DIDN'T LOOK AT A CASE OR WANT TO BRING THAT CASE UP FOR MAGISTRATION UNTIL THE PUBLIC DEFENDER'S OFFICE LOOKED AT IT.

COUNCILWOMAN, YOU ASKED FOR THE MENTAL HEALTH ISSUES AND THEY WERE TALKING ABOUT THOSE.

AND WE HAVE MENTAL HEALTH CLINICIANS THERE 24/7 AT THE FACILITY.

SO NOW WE'VE KIND OF TAKEN THE SYSTEM, SLOWED IT A LITTLE BIT DOWN, AND MAKE SURE WE'RE PROVIDING ALL THE BENEFITS AND SERVICES WE CAN DO UP FRONT FOR THAT PERSON AND MAKE THE RIGHT DECISION ON THEIR RELEASE, IF THEY SHOULD GET OUT ON A PR BOND OR BAIL, WHAT ARE THE RIGHT CONDITIONS THAT ARE BEING DONE ON THERE.

SO I REALLY DO THINK IN THE LONG RUN THIS IS GOING TO BRING SOME EFFICIENCIES FOR THE CITIZENS OF BEXAR COUNTY, THE ONES THAT ARE NOT DANGEROUS, TO GET THEM TO THE RIGHT PLACES AND DO THE RIGHT THINGS.

I THINK WHAT YOU'RE ROOTING FOR IS THAT IF YOU, LIKE I THINK 100% OF THE PEOPLE IN THIS ROOM AND 100% OF THE PEOPLE IN BEXAR COUNTY ARE SOMEONE OR KNOW SOMEONE IN THEIR FAMILY WHO HAS BEEN INVOLVED IN THE JUSTICE SYSTEM, YOU WOULD WANT THEM TO HAVE EVERY OPPORTUNITY TO THE DUE PROCESS AFFORDED THEM, ESPECIALLY IF THAT PERSON IS STRUGGLING WITH ISSUES THAT GO BEYOND JUST A MISTAKE THAT THEY MADE THAT ONE NIGHT IF THEY'RE BEING PROCESSED.

WE'RE ROOTING FOR THIS TO WORK IN THE EIGHTH-MONTH PROCESS TO HAVE LEARNINGS THAT THE CITY IS DECENT AT THIS AND COULD GET BETTER, OR THAT THE COUNTY IS GOING TO LEARN A TON FROM THIS EIGHT MONTHS.

AND I THINK IT TAKES A LOT OF REMOVAL OF EGOS THAT I'M GRATEFUL FOR THAT I'M SURPRISED TO SEE AND REALLY DELIGHTED THAT WE'RE GETTING INTO THIS PARTNERSHIP TO REALLY LEARN SOMETHING ABOUT HOW WE CAN APPLY THAT EVENLY TO OUR CITIZENS IN REGARDS TO THE JUSTICE SYSTEM.

I THINK ACTUALLY LOOK AT THOSE THINGS AND REFINE THOSE THINGS FOR INDIVIDUALS WITH MENTAL ILLNESS AND SUBSTANCE ABUSE, AND THAT WE'RE DOING THE RIGHT TRACK.

I REALLY FEEL -- THEY CALL THIS 1517 HEARING, OR BAIL HEARING.

TO ME IT'S ONE OF THE MOST IMPORTANT HEARINGS FOR AN INDIVIDUAL IN THE PROCESS BECAUSE IT'S GOING TO DECIDE WHETHER THEY'RE GOING TO BE OUT, HAVE THEIR FREEDOM IN THE COMMUNITY.

AS YOU KNOW, WHEN PEOPLE ARE INCARCERATED, IF THEY'RE PAYING OR THEY HAVE A PLACE TO LIVE, JUST BEING IN JAIL TWO OR THREE DAYS, LOSING THEIR JOB, TRYING TO RECOVER FROM THOSE PROCESSES, YOU KNOW, AND SOMETIMES IT TAKES UP TO FIVE YEARS FOR SOMEBODY WHO HAS BEEN IN JAIL FOR FIVE DAYS TO RECOUP WHERE THEY WERE PRIOR TO THE INCARCERATION .

BUT IT STARTED WITH YOUR INITIATIVE, COUNCIL.

YOUR INITIATIVE WITH THE COMPREHENSIVE PLANNING PROCESS DESIGNATING THE 13 REGIONAL CENTERS, AND THEN CHOOSING BROOKS TO MOVE FORWARD WITH AND COMPLETING THE FIRST PLAN.

WE ARE DELIGHTED TO HAVE BEEN A PART OF THAT PROCESS.

LET ME TELL YOU, THE PROCESS WAS A COMPLETE ONE, A THOROUGH ONE, A TRANSPARENT ONE, AND A VERY INCLUSIVE ONE.

OVER 50 ORGANIZATIONS WITH REPRESENTATIVES FROM THROUGHOUT THE REGION PARTICIPATED IN THAT PROCESS.

AND FOR THAT I WANT TO GIVE KUDOS TO YOUR PLANNING TEAM, LED BY BRIDGETT WHITE, RUDY NINO, AND JANET, WHO WAS REALLY THE BOOTS ON THE GROUND WORKING THE PLAN DAY IN AND DAY OUT.

I KNOW SHE WAS SITTING BACK HERE SOMEWHERE.

LET ME JUST QUICKLY GET TO A COUPLE OF POINTS I WANT TO MAKE, AND THEY'RE REALLY ALL ABOUT IMPLEMENTATION.

WE HAVE BEEN THROUGH A PROCESS.

A LOT OF FOLKS HAVE BOUGHT INTO IT.

THEY HAVE EQUITY IN THE PROCESS.

AND WE NOW HAVE A PLAN.

AND I KNOW THAT YOU ALL WOULD AGREE THAT WE WANT THAT PLAN TO BE IMPLEMENTED.

AND I'M HERE TO SAY TO YOU ON BEHALF OF OUR BOARD AND OUR ORGANIZATION THAT WE'RE WILLING PARTNERS IN THAT IMPLEMENTATION PLAN.

SO ON THAT NOTE, I ALSO WANT TO MAKE SURE THAT YOU ALL KNOW THAT THE BROOKS DEVELOPMENT AUTHORITY CAN BE ENGAGED BEYOND ITS BOUNDARIES, AND WE'RE READY TO DO SO AND WE'RE READY TO WORK WITH YOU IN IDENTIFYING APPROPRIATE SCOPE IN WHICH THE BROOKS DEVELOPMENT AUTHORITY CAN TAKE A LEAD BEYOND ITS BOUNDARIES BUT WITHIN THE BROOKS REGION.

THERE ARE RIGHT AREAS IN WHICH OUR ROLE IS A MORE SUPPORTIVE ROLE TO AN ENTITY WITHIN THE REGION, AND WE ARE PREPARED TO DO THAT.

FINALLY, WE'RE PREPARED TO FOLLOW WHERE WE NEED TO FOLLOW.

THE POINT IS WE HAVE A REGION THAT IS NOT JUST A REGION, IT'S A COMMUNITY OF PEOPLE WHO KNOW EACH OTHER UP AND DOWN THOSE CORRIDORS.

WHO HAVE BREATHED HOPE AND EXCITEMENT INTO THE FUTURE BY THIS PROCESS.

AND I WANT TO WORK WITH YOU ALL IN MAKING SURE THAT WE IMPLEMENT THE OUTCOMES OR THE GOALS THAT WERE SET BY THE IMPLEMENTATION PLAN, OR BY THE BROOKS REGIONAL CENTER PLAN.

AND IT WILL BE THE FIRST TO BEGIN IMPLEMENTING THE GOALS AND STRATEGIES THAT ENSURE THAT THE BROOKS REGIONAL AREA PLAN CAN HAVE HIGHER QUALITY OF LIFE FOR THE FUTURE.

ONE THING ABOUT THIS AREA, SPECIFICALLY, YOU ALL KNOW -- OR IF YOU DON'T KNOW, DISTRICT 3 IS THE LARGEST DISTRICT IN THE CITY OF SAN ANTONIO.

WE ARE THE SIZE OF SEATTLE, WASHINGTON.

AND WE HAVE A LOT OF AREA TO COVER.

THE AREA SURROUNDING HERE IS

IT WAS PART OF PHASE TWO.

AND A COUPLE OF YEARS BACK I WAS VERY -- I WAS UNHAPPY WITH THAT, THAT THIS AREA WAS NOT A PART OF PHASE ONE IMPLEMENTATION.

AND I LET MY COUNCIL COLLEAGUES KNOW.

I LET THE CITY MANAGER AT THE TIME KNOW.

AND WE WERE HAVING A LOT OF CONVERSATIONS ABOUT ECONOMIC SEGREGATION IN THIS CITY.

AND YOU ALL, TO MY COLLEAGUES HERE AND THOSE THAT ARE CONTINUING TO SUPPORT THIS, WE MOVED FORWARD TO MAKE SURE THAT BROOKS WENT ON PHASE ONE OF THIS IMPLEMENTATION PLAN.

AND NOW FROM NOT EVEN BEING ON PHASE ONE IMPLEMENTATION, NOW WE ARE THE FIRST PLAN THAT'S GOING TO BE PART OF THIS SA TOMORROW PLAN.

AND WE WORKED WITH NOT ONLY A PLANNING TEAM MADE UP OF 27 MEMBERS, BUT ALSO A NUMBER OF PARTNERS IN THE AREA, INCLUDING BROOKS DEVELOPMENT AUTHORITY, THE BAPTIST HOSPITAL, HAVEN FOR HOPE, CPS, SARA.

A FEW OF THE LETTERS OF SUPPORT ARE FROM SARA AND VIA.

AND ALSO IN TERMS OF ENGAGEMENT, AS COUNCILWOMAN VIAGRAN MENTIONED, WE HAD A NUMBER OF PLANNING TEAM MEETINGS, COMMUNITY MEETINGS, AND ALSO COMMUNITY EVENTS AND GATHERINGS OVER THE COURSE OF THE PAST 24 MONTHS.

BETWEEN FEBRUARY 4 AND APRIL 15, THIS COALITION OF AGENCIES OPERATED 20 VITA SITES AND FILED OVER 30,000 TAX RETURNS, SECURING $42.7 MILLION IN TOTAL REFUNDS BACK TO THE COMMUNITY TO THESE INDIVIDUALS AND THESE FAMILIES, AND APPROXIMATELY $16.5 MILLION IN EARNED INCOME TAX CREDITS FOR THE COMMUNITY.

SO A BIG SHOUT OUT TO THE TEAM EFFORT LED BY THE DEPARTMENT OF HUMAN SERVICES.

IT'S AN ONGOING EFFORT AND CERTAINLY IMPORTANT TO MANY OF OUR RESIDENTS.

HE'S ALREADY STATED ALL THE CONCERNS AND ALL THE STIPULATIONS THAT WE AGREE TO BE BEHIND THIS PROJECT, IF AND ONLY IF THOSE NEW AMENDMENTS AND NEW CRITERIA ARE MET.

I KNOW THIS IS A ZONING CASE, BUT I FEEL THAT THE CITY COUNCIL NEEDS TO HEAR WHAT WE FEEL ARE IMPORTANT ISSUES TO THIS CASE.

I SPOKE DIRECTLY TO MOST OF ALL THE HOMEOWNERS WITHIN THE 200-FOOT RADIUS OF THIS PROJECT, AND AT BEST SEVEN RECEIVED THE LETTERS, FOUR ARE AGAINST THIS PROJECT.

I DID NOT RECEIVE A LETTER.

FOR OUR MEETINGS THERE ARE ABOUT -- FROM OUR MEETINGS THERE ARE AROUND 170 LOTS IN DIGNOWITY HILLS NEIGHBORHOOD.

THAT MEANS THEY'RE ALL ZONED FOR FOUR HOUSES PER LOT.

WE ARE AN HISTORIC NEIGHBORHOOD AND NOTHING ABOUT TWO, THREE, FOUR HOUSES PER LOT OR ANYTHING BUT HISTORIC.

THIS WOULDN'T BE ALLOWED IN KING WILLIAMS, MONTA VISTA, MONTICELLO, TOBIN HILL, LAVACA AND GOVERNMENT HILL.

YOU ARE TAXING US OUT OF OUR HOMES AND OUR NEIGHBORHOOD.

THE PEOPLE WHO BUILT THIS NEIGHBORHOOD THAT STAY THROUGH ALL THE CRIME AND THE PROSTITUTION, THAT STAYED THROUGH ALL THE FIGHT WITH THE DRUG DEALERS, THAT STAYED THROUGH ALL THE ATTACKS FROM GANG MEMBERS, WE ARE THE INVESTORS.

WE WERE THE DEVELOPERS OF DIGNOWITY HILLS.

WE WORKED AS QUICKLY AS WE COULD TO CONVENE A CONVERSATION AND BROKER A COMPROMISE BETWEEN A GROUP OF CONCERNED NEIGHBORS AND THE DEVELOPER.

AFTER TWO MEETINGS EVERYONE WAS ABLE TO AGREE ON REVISED PROJECT WITH THREE UNITS AND IMPROVED MASSING.

BASED ON THOSE CONVERSATIONS, WE ARE IN SUPPORT OF THE REVISED PROJECT.

SINCERELY, THE DIGNOWITY HILL NEIGHBORHOOD ASSOCIATION.

HAVING SAID THAT, THOUGH, SPEAKING AS AN ENGAGED CITIZEN I WOULD LIKE TO SHARE WITH COUNCIL WHAT A UNIQUE EXPERIENCE THIS WAS FOR ME AS -- I WANT TO CONSIDER MYSELF A NEIGHBORHOOD LEADER.

I DO -- MR. GARCIA, I THINK WE DO NEED TO CORRECT -- IF YOU'RE NOT GETTING THE NOTICE AND YOU'RE WITHIN THAT 200 FEET, WE NEED TO FIGURE OUT WHAT HAPPENED THERE AND WHY YOU DIDN'T GET THE NOTICE OR SEVERAL OF THE OTHERS.

BUT WE HEARD A RESOUNDING RESPONSE FROM AT LEAST THOSE FOLKS 200 FEET FROM THE PROPERTY, THAT THEY WERE NOT IN FAVOR, AND SO THAT'S WHEN I WENT BACK AND SAID, HEY, PATRICK, PROPERTY OWNER, CAN YOU GUYS GO BACK AND SEE IF YOU CAN WORK SOMETHING DIFFERENT, TALK WITH THE NEIGHBORHOODS AND SEE IF WE CAN COME UP WITH SOMETHING DIFFERENT.

AND SO INSTEAD OF MOVING FROM COMMERCIAL TO NOW RESIDENTIAL WITH FOUR UNITS, THE PROPERTY OWNER HAS DECIDED TO MOVE TO THREE UNITS, AND THAT HAS GAINED THE SUPPORT OF MR. GARCIA AND MANY OF THE RESIDENTS THAT ARE RIGHT AROUND THE PROPERTY.

SO I APPRECIATE THE PROPERTY OWNER AND PATRICK WORKING WITH THE NEIGHBORHOOD TO MEET SOME OF THEIR REQUESTS, AND I APPRECIATE MR. GARCIA, YOU AND YOUR EFFORT TO ADVOCATE, AND I WANT YOU TO KNOW AND DIGNOWITY HILL TO KNOW THAT WE HEARD YOU LOUD AND CLEAR.
