BACK IN 2022, THE POLICE DEPARTMENT PARTNERED WITH THE UNIVERSITY OF TEXAS HERE IN SAN ANTONIO TO DEVELOP A VIOLENT CRIME REDUCTION PLAN.
THIS PLAN WAS IMPLEMENTED IN JANUARY, 2023, AND WHICH HAVE BEEN REPORTING TO THE CITY COUNCIL THE RESULTS OF THE FIRST STRATEGY WITHIN THIS PLAN, WHICH IS COMPLETED EVERY 60 DAYS. SO TODAY WHAT WE'RE GOING TO BE PRESENTING TO THE PUBLIC SAFETY COMMITTEE IS THE MIDYEAR REPORT.
THIS IS THE EVALUATION AND THE RESULTS OF THE PLAN FROM JANUARY 2023 TO JUNE 2023. TO PRESENT THIS RESULTS AND THE VALUATION OF THE PLAN, DR. MICHAEL SMITH, UTSA PROFESSOR FOR CRIMINOLOGY AND CRIMINAL JUSTICE WILL BE MAKING THIS PRESENTATION. DR. SMITH?

THANK YOU FOR HAVING ME AND ALLOWING OUR TEAM TO REPORT OUT TO YOU WHAT -- WHAT THE RESULTS HAVE BEEN OF THE CRIME PLAN TO DATE.
AND, MARIA, THANK YOU FOR THAT INTRODUCTION AS WELL.
YOU'VE ALREADY COVERED SOME OF -- SOME OF MY GROUND.
BUT AS A QUICK REMINDER OF WHAT THE CRIME PLAN IS AND WHAT IT CONSISTS OF, WE HAVE THREE PRIMARY STRATEGIES THAT MAKE UP THE -- WHAT WE JUST IN SHORTHAND CALL THE CRIME PLAN. A SHORT-TERM -- OR A NEAR-TERM HOT SPOTS POLICING STRATEGY, WHICH IS DESIGNED TO INCREASE POLICE VISIBILITY IN SMALL, VERY SMALL AREAS THAT HAVE HIGH LEVELS OF VIOLENT CRIME. AND THAT'S THE STRATEGY THAT GOT UNDERWAY IN JANUARY OF 2023 AND IS ONGOING TODAY. THE MIDTERM STRATEGY IS A PROBLEM-ORIENTED PLACE-BASED POLICING STRATEGY THAT, AGAIN, FOCUSES ON VIOLENT PLACES BUT ATTEMPTS TO USE DATA TO UNDERSTAND THE UNDERLYING CONDITIONS IN THOSE PLACES THAT GIVE RISE TO VIOLENT CRIME.
AND THEN TO BRING A MULTIDISCIPLINARY TEAM TOGETHER TO HELP ADDRESS THOSE UNDERLYING CONDITIONS. THAT STRATEGY IS ABOUT TO GET UNDERWAY, I WOULD SAY. WE'RE CLOSE.
WE'VE -- WE HAVE IDENTIFIED POTENTIAL CANDIDATE PLACES FOR THE FIRST ROUND, IF YOU WILL. OUR TEAM FROM UTSA HAS DONE SOME INITIAL TRAINING FOR DEPARTMENT DIRECTORS WHOSE AREAS WILL LIKELY BE INVOLVED IN THAT EFFORT. AND THEN WE'VE GOT A COUPLE MORE STEPS THAT I'LL TALK ABOUT AT THE END THAT ARE COMING UP SHORTLY. AND THE LONGER TERM STRATEGY IS OFFENDER-FOCUSED STRATEGY, IT'S DESIGNED TO HELP BREAK THE CYCLE AMONG CHRONIC AND REPEAT VIOLENT OFFENDERS BY OFFERING THEM ALTERNATIVES TO THE LIFESTYLE THAT FOR MANY OF THEM THEY'VE BEEN IN FOR MOST OF THEIR LIVES. WE HAVE NOT GOTTEN TO THAT STRATEGY YET, AND PROBABLY WON'T FOR A BIT YET. SO THAT'S AN UPDATE SORT OF -- OR A REFRESHER, RATHER, FOR WHAT THE PLAN CONSISTS OF AND WHAT ITS COMPONENTS ARE. THE HOT SPOTS POLICING STRATEGY, AS I SAID, HAS

BEEN IN EFFECT SINCE JANUARY 1ST OF 2023 OF THIS YEAR.WE HAVE DIVIDED THE CITY INTO SMALL 100-METER BY 100-METER GRIDS.
AND THERE'S ABOUT 135, 136,000 OF THOSE IN THE CITY OF SAN ANTONIO.
THOSE ARE THE UNIT OF ANALYSIS FOR MAPPING CRIME AND ALSO SAPD'S ANALYSIS FOR DEPLOYING POLICE RESOURCES TO THOSE LOCATIONS THAT CRIME ANALYSIS INDICATES HAVE BEEN PRODUCING DISPROPORTIONATE AMOUNTS OF VIOLENT CRIME IN THE PREVIOUS 60 DAYS. IN SOME CASES, OR IN SOME CASES OVER A LONGER PERIOD OF TIME . SO WE RE -- MARIA MENTIONED THAT WE REDO THIS ANALYSIS EVERY 60 DAYS, AND SAPD MOVES ITS RESOURCES AROUND AS HOT SPOTS BECOME HOT OR AS PLACES THAT WERE TREATED COOL OFF AND ARE NO LONGER HOT, THEY ARE REPLACED.
OUT OF THAT 135,000 GRIDS, THEY'RE TREATING ONLY ABOUT 35 EVERY 60 DAYS. AND THAT'S THE UNIQUE THING ABOUT THIS STRATEGY IS IT'S VERY LIGHT FOOTPRINT IN TERMS OF THE INTERVENTION, THE POLICE ARE SITTING THERE IN LIGHTED PATROL CARS FOR 15 MINUTES DURING PEAK CRIME HOURS AND PEAK CRIME DAYS, WHICH WE IDENTIFY AS PART OF THAT ANALYSIS. AND THEN THEY'RE -- THEY MOVE ON AND GO ABOUT THEIR BUSINESS. AND THAT SORT OF ROTATES THROUGH THE WEEK.
AND THEN EVERY 60 DAYS, WE ROTATE GRIDS. SOME GRIDS ROLL OVER, MANY TIMES WE TREAT THEM ABOU -- ABOUT HALF THE TIME, THEY DON'T.
AND THEY'RE ONLY TREATED IN THAT ONE PARTICULAR PERIOD.
SOMETIMES THEY COME BACK AROUND AND SOMETIMES THEY DON'T.
SOMETIMES THEY ONLY GET TREATED ONCE. SO THAT'S THE STRATEGY.
LOTS OF RESEARCH BEHIND IT AND GOOD EVIDENCE FOR ITS SUCCESS, IN OTHER PLACES AS WELL AS HERE, AS YOU'LL SEE IN A MINUTE.
AND THE GOAL IS TO DETER. IS TO DETER -- DRIVE DOWN VIOLENT CRIME BY DETERRING THOSE WHO MAY POTENTIALLY WANT TO COMMIT VIOLENT CRIME AT THOSE PLACES, BECAUSE OF THE PRESENCE OF THE POLICE. SO FOR TODAY'S PRESENTATION, WE WILL BE COVERING THE RESULTS FROM -- COLLECTIVELY FOR -- ABOUT FOR THE FIRST THREE PERIODS OF THE CRIME PLAN, SO THAT'S JANUARY 1ST THROUGH JUNE 30TH OF 2023. THAT'S THE FIRST THREE PERIODS, EVERY 60 DAYS.
WE ARE CURRENTLY IN THE FIFTH PERIOD, SO THE MONTH OF -- THE MONTH OF JULY AND AUGUST WAS PERIOD 4, AND THEN WE'RE CURRENTLY IN PERIOD 5.
BUT THESE RESULTS ARE UP THROUGH THE MIDYEAR AS MARIA INDICATED.
THIS IS THE MIDYEAR -- HOPEFULLY YOU'VE HAD A CHANCE TO SEE THE REPORT THAT GOES ALONG WITH IT, BUT THIS IS THE MIDYEAR REPORT.
SO FIRST SIX MONTHS OF THE CRIME PLAN. SO ONE OF THE FIRST THINGS THAT WE LOOK AT WITH THE HOT SPOT STRATEGY IS WHETHER THE OFFICERS ARE IN THE LOCATIONS THAT THEY'RE ASSIGNED TO BE WHEN THEY NEED TO BE THERE. WE CALL THAT TREATMENT FIDELITY.
IT'S REALLY IMPORTANT THAT WE KIND OF STAY FAITHFUL TO THE PLAN.
EVERY 60 DAYS, MY TEAM DOES THE CRIME ANALYSIS, NOT ONLY BY LOCATION, BUT ALSO BY TIME AND BY DAY OF THE WEEK, AND A DEPLOYMENT SCHEDULE IS -- A TREATMENT SCHEDULE IS DEVELOPED. A AS A RESULT OF THAT, AND THEN THE SAPD COVERS THOSE -- THOSE TREATMENT TIMES IN SEVERAL DIFFERENT WAYS. THEY USE -- SOMETIMES THEY USE SPECIALTY UNITS TO DO THAT, SOMETIMES THEY USE REGULAR PATROL OFFICERS TO DO THAT, BUT THE GOAL IS TO HAVE OFFICERS AT THOSE LOCATIONS AT THE RIGHT TIMES ACROSS THE DAYS OF THE WEEK AND ACROSS THE 60 DAYS.

AND IT WAS DOWN ABOUT 9% COMPARED TO THE PREVIOUS 12 MONTHS.
THE NEXT SET OF BARS THERE, READING LEFT TO RIGHT, IS AN AVERAGE ACROSS ALL OF THE TREATMENT PERIODS. SO IN THE TREATMENT -- IN THE TREATMENT AREAS, WHAT WE CALL GRIDS. AND, REMEMBER, WE TREAT ABOUT 35 EVERY 60 DAYS. SO COMPARED TO LAST YEAR THOSE GRIDS THAT R WITH TREATED ARE DOWN ABOUT 42% IN VIOLENT CRIME COMPARED TO WHERE THEY WERE THE YEAR BEFORE. AND THESE ARE THE HOTTEST OF THE HOT SPOTS.
SO THE REASON THAT WE -- THOSE 35 ARE BEING TREATED IS BECAUSE THEY ARE THE HIGHEST CRIME PRODUCING MICROLOCATIONS IN THE CITY OF SAN ANTONIO. AND SO THE THEORY BEHIND THIS STRATEGY IS IF WE CAN REDUCE VIOLENT CRIME IN THE MOST CRIME-PRODUCING AREAS, THAT WE CAN THEN POTENTIALLY MOVE THE NEEDLE ACROSS THE ENTIRE CITY. THAT'S THE PATTERN THAT WE HOPE TO SEE, AND AT LEAST SO FAR -- AND WE'RE ONLY SIX MONTHS IN -- OR AT LEAST AS OF THIS REPORT WE'RE ONLY SIX MONTHS IN- IN -- THAT IS INDEED THE TREND THAT WE'RE SEEING. VIOLENT CRIME DOWN IN THE HOTTEST AREAS AND VIOLENT CRIME DOWN CITYWIDE ABOUT 9%. READING THE GRAPH FROM LEFT TO RIGHT, THAT JUST BREAKS OUT THE DIFFERENT TREATMENT PERIODS.
WE'VE HAD THREE SO FAR, AND YOU CAN SEE WHAT CRIME HAS DONE IN THE TREATMENT GRIDS. AND THEN ALSO IN THE CATCHMENT GRIDS.
SO ONE OF THE THINGS THAT WE DO IN THE ANALYSIS THAT WE PERFORM EVERY 60 DAYS IS WE LOOK AT NOT ONLY WHAT CRIME IS DOING IN THOSE SMALL GRIDS THAT ARE BEING TREATED, BUT ALSO IN ABOUT 1,000-FOOT BUFFER AROUND THOSE TREATED GRIDS. WE CALL THOSE CATCHMENT AREAS, AND WE LOOK AT CRIME CHANGES IN THOSE CATCHMENT AREAS FOR TWO REASONS: ONE TO SEE WHETHER OR NOT CRIME HAS -- HAS BEEN DISPLACED.
DID IT JUST MOVE AROUND THE CORNER? AND THERE'S OFTENTIMES PEOPLE WHO ARE NOT NECESSARILY AS FAMILIAR WITH THE RESEARCH AS WE ARE, BECAUSE THIS IS WHAT WE DO -- THAT'S WHAT YOU WOULD EXPECT.
WELL, IF THE POLICE ARE ON A STREET CORNER WHERE THERE'S A LOT OF CRIME, WON'T THE CRIMINALS JUST MOVE AROUND THE CORNER? SO WE LOOKED FOR THAT.
WE LOOK FOR THAT DISPLACEMENT EFFECT. AND WE ALSO LOOK TO SEE WHETHER OR NOT MAYBE THE AREAS IMMEDIATELY SURROUNDING THOSE TREATMENT GRIDS ACTUALLY BENEFITED FROM THE TREATMENT.
WE CALL THAT A DIFFUSION OF BENEFITS. AND THAT'S TYPICALLY THE PATTERN THAT WE SEE, AND THAT -- IF YOU LOOK AT THE DATA -- OR THE GRAPHS THERE, YOU CAN SEE MOST OF THEM ARE NEGATIVE, THEY'RE IN THE GREEN.

IN SOME CASES, PRETTY -- PRETTY SUBSTANTIALLY, SO YOU CAN SEE THERE THAT, YOU KNOW, CRIME IS DOWN IN PERIOD 1 IN THE CATCHMENT AREAS BY 17% COMPARED TO LAST YEAR, FOR EXAMPLE. SO SOME VARIATION, OF COURSE, BUT OVERALL, WE SEE NO -- NO PATTERN AT ALL OF DISPLACEMENT, NO

SO OVERALL WITH THE EXCEPTION OF BUSINESS ROBBERIES, ALL OUR VIOLENT CRIME CATEGORIES THAT WE TRACK ARE DOWN CITYWIDE IN -- IN THE TREATMENT MONTHS, THE FIRST SIX MO MONTHS OF THE CRIME PLAN COMPARED TO THE PREVIOUS 12.
THIS BREAKS DOWN CRIME BY -- VIOLENT CRIME BY SUBSTATION.

SO THIS WAS PRECRIME PLAN CRIME IN SAN ANTONIO.
AND THEN ONE OF THE GOALS, ONE OF THE STATED GOALS IN THE ACTUAL DOCUMENT, IN THE CRIME PLAN ITSELF, WAS TO REVERSE THAT TREND.
THAT'S A SHARPLY INCREASING TREND, AND ONE OF OUR STATED GOALS IN THE CRIME PLAN WAS TO SIMPLY -- YOU KNOW, WE ALL GOT FAMILIAR WITH THE TERM FLATTEN THE CURVE, IT WAS TO FLATTEN THE CURVE AND HOPEFULLY MAYBE EVEN SEND IT BACK IN THE OTHER DIRECTION. AND SO I GUESS WHAT I'M SAYING IS I'M HAPPY TO REPORT TO YOU THAT THAT'S EXACTLY WHAT'S -- WE'VE BEEN ABLE TO DO IN THE FIRST SIX MONTHS, IS REVERSE THE TREND, THE INCREASING TREND. IT'S HEADING IN THE RIGHT DIRECTION, IT'S DOWN 13% CITYWIDE COMPARED TO THE SAME TIME LAST YEAR, ABOUT 9% COMPARED TO THE PREVIOUS ENTIRE 12 MONTHS. CRIME AND TREATED HOT SPOTS IS SIGNIFICANTLY DOWN, MORE THAN 40%, AND THERE'S NO CONSISTENT EVIDENCE OF DISPLACEMENT OF THE AREAS IMMEDIATELY AROUND THOSE BEING TREATED.
IN FACT, MOST OF THOSE AREAS HAVE BENEFITED FROM THE CRIME PLAN TREATMENT. CRIME IS DOWN BY CRIME TYPE IN EVERY CATEGORY WITH THE EXCEPTION OF BUSINESS ROBBERIES THAT WE NOTED BEFORE.
