QUORUM. >> MAYOR NIRENBERG: GOOD AFTERNOON, EVERYONE.
I'M GOING TO READ A COUPLE OF THE ITEMS THAT HAVE BEEN POSTPONED.
ITEM 11 AND ITEM 20 WILL NOT BE HEARD TODAY. WE ALSO HAVE A COUPLE OF ITEMS THAT WILL BE POSTPONED TO NOVEMBER 2ND, OR CONTINUED TO NOVEMBER 2ND, I'M SORRY. THAT'S ITEMS 8 AND ITEM 21. AND WE HAVE ONE ITEM FOR INDIVIDUAL CONSIDERATION, THAT'S ITEM 9. EVERYTHING ELSE HAS BEEN LISTED FOR -- EXCUSE ME, FOR CONSENT CONSIDERATION SO I'LL ASK MY COLLEAGUES NOW IF THERE ARE ANY ITEMS TO PULL FOR INDIVIDUAL CONSIDERATION OFF THE CONSENT ZONING AGENDA. IF THERE ARE NONE, I'LL ENTERTAIN A MOTION FOR THE
BALANCE OF THE CONSENT AGENDA. >> SO MOVED.
>> SECOND. >> MAYOR NIRENBERG: THERE'S A MOTION AND SECOND FOR APPROVAL OF THE CONSENT ZONING AGENDA. I'M GOING TO READ THE ITEMS THAT ARE LISTED FOR CONSENT. ITEM 1, 2, 3, 4, 5, 6, 7, 10, 12, 13, 14, 15, 16, 17, 18, AND 19. THOSE ARE THE ITEMS FOR CONSIDERATION AT THIS POINT.
WE DO HAVE A COUPLE CITIZENS SIGNED UP TO SPEAK ON ITEMS REMAINING ON CONSENT.
I'LL CALL JACK M. FINGER ON ITEMS 1, 2, 3, 4, 5. AND IF YOU WANT TO SPEAK ON
8 NOW, JACK, YOU CAN DO THAT. >> THANK YOU, MR. MAYOR.
MAYOR NIRENBERG AND OTHER MEMBERS OF THE CITY COUNCIL, MY NAME IS JACK M. FINGER, AND YOU ASKED ME TO SPEAK ON NUMBER 8, BUT ARE YOU GOING TO PULL THAT -- IF THAT'S
GOING FOR CONSENT AGENDA -- >> MAYOR NIRENBERG: THAT'S GOING TO BE POSTPONED TO
NOVEMBER 2ND. >> YEAH, OKAY. SO I TAKE IT YOU WILL BE
TAKING ITEM 8 LATER ON THIS MEETING THEN. >> MAYOR NIRENBERG: RIGHT,
BUT YOU CAN SPEAK ON IT NOW. >> THANK YOU. ITEM -- A FEW ITEMS ON THIS PORTION OF THE AGENDA I WISH TO BRING TO EVERYONE'S ATTENTION.
QUITE A FEW OF THEM ARE IN DISTRICT 1, COUNCILWOMAN KAUR.
JUST GOING BY THE NUMBERS HERE, ITEM NUMBER 1 AND 2 DEAL WITH THE SALE OF ALCOHOL, RIGHT NEXT TO SAN ANTONIO COLLEGE. ONE IS A VARIANCE AND ONE IS AN ACTUAL ZONING CASE TO ALLOW THE TAVERN TO BE ESTABLISHED THERE.
MS. KAUR, DO YOU REALLY WANT TO HAVE MORE -- ANOTHER BAR OR TAVERN RIGHT NEXT TO A COLLEGE CAMPUS WHERE COLLEGE KIDS ARE? DO WE REALLY NEED AT ONE MR., MS. KAUR. PLEASE SAY NO TO ITEMS NUMBER 1 AND 2, COUNCILWOMAN. ALSO ITEM NUMBER 3, 4 AND 5 DEAL WITH THE IDEA OF, WELL, SHOEHORNING A NUMBER OF VARIOUS -- I SAY UNITS, DWELLING UNITS IN VARIOUS PLACES. YOU HAVE OVER ON EAST ASHBY, YOU ARE GOING TO SHOEHORN THREE DWELLING UNITS. ANOTHER PLACE OVER ON MCLANE STREET, YOU ARE GOING TO SHOEHORN ABOUT EIGHT OF THEM. AND YOU ARE GOING TO SHOEHORN ABOUT FOUR OF THEM ON LAUREL STREET. MS. -- COUNCILWOMAN KAUR, HOW -- THERE'S A NUMBER OF PEOPLE WHO HAVE TO LIVE AROUND THAT AREA.
I THINK IT DETRACTS FROM THE CHARACTERISTICS OF THE SURROUNDING RESIDENCES, THE SURROUNDING NEIGHBORHOOD. WHY ARE WE JUST TRYING TO COMPACT SO MANY PEOPLE INTO ONE LITTLE PLACE LIKE SARDINES. WHY NOT SAY NO TO THAT WHEN THE TIME COMES. AND FINALLY, YEAH, I'M GOING TO DEAL WITH 8 WHEN IT COMES UP, BUT THERE'S ALSO ONE I WANTED TO GET TO IN THIS PORTION OF THE AGENDA AND THAT WAS ITEM NUMBER 9. YES, COUNCILWOMAN, THIS IS -- BASICALLY IT'S THE
[00:05:03]
ZONING STAFF SAW RED FLAGS, SAID NO, YOU SHOULDN'T DO THIS.WHY? IT'S IDZ AND THEY ARE SUGGESTING FOR THIS OFFICE SPACE GUESTS WILL BE FORCED TO PARK ON LOCAL STREETS CLOGGING THE EXISTING RESIDENTIAL ROADS AND POTENTIALLY CREATING EMERGENCY HAZARDS.
THAT'S ON ITEM NUMBER 9. PLEASE SAY NO TO THAT ONE AS WELL.
THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MR. FINGER.
ALL RIGHT. MARIA SALAS ON ITEM 19. >> GOOD AFTERNOON, CITY COUNCIL AND MAYOR NIRENBERG, ESPECIALLY DISTRICT 5. MY NAME IS MARIA SALAS AND I LIVE AT 2114 REESE NEXT DOOR TO THIS PROPOSED BUILDING WHICH WILL FACT ME DIRECTLY.
-- AFFECT ME. I CAME TO SPEAK OPPOSED TO THIS SUBJECT ABOUT NINE MONTHS AGO AND RETURNING TO-POSE AGAIN. THERE ARE ALREADY 24 UNITS CALLED ARTISAN ONLY FOUR BLOCKS AWAY IN DISTRICT 1 SO THERE'S NO NEED TO BUILD MORE. THE ELEMENTARY SCHOOL LOCATED ONE BLOCK WEST WILL SOON BE CLOSING. THAT CAN BE EASILY CONVERTED TO 24 UNITS WITH PLENTY OF PARKING AND UPDATED TO CODE BUILDING. HOW IS THIS BUILDING -- HOW IS THIS PROPOSED BUILDING COMPATIBLE WITH THE NEIGHBORHOOD? IT WILL BE TALLER THAN THE SCHOOL. IT DOES NOT FIT THE [INAUDIBLE] OF THE NEIGHBORHOOD. I HAD ALREADY LEFT A RECORDING A MONTH AGO TO THE ZONING COMMISSION OPPOSING THIS.
STATING THAT UNKNOWN PEOPLE WERE GOING INTO THE PROPERTY AT MIDNIGHT, BUT THAT HAS STOPPED. BUT THE UNATTENDED DOG IS STILL THERE.
IS ANYBODY TAKING CARE OF IT? IS ANYBODY FEEDING IT, GIVING IT WATER, SHELTER? I ASKED FOR AN ANIMAL WELFARE CHECK.
I DO NOT KNOW IF IT HAS HAPPENED. I WAS SPEAKING TO MY NEIGHBOR ABOUT THIS SAME SUBJECT AND THE NEIGHBOR SAID THE OWNER HAD ASKED IF THEY COULD RUN ELECTRICAL LINES FROM THEIR HOUSE THE SAME WAS PROPOSED TO ME BY MY COUSIN'S NEPHEW TO RUN MY THE OWNER DIDN'T WANT TO PAY THE ELECTRICAL BILL. THE OWNER HAD ASKED -- HAD ASKED HIM TO WATCH OVER THE PROPERTY SO ELECTRICAL LINES NEEDED TO BE HOOKED UP FOR MY RESIDENCE. THAT IS ILLEGAL, DANGEROUS, AND THIS IS THE KIND OF OWNER YOU WANT FOR THAT BUILDING? PLEASE THINK ABOUT AND INVESTIGATE WHAT THE OWNER IS ASKING OF THE NEIGHBORS BEFORE THE BUILDING IS EVEN UP. THANK YOU AND I STRONGLY URGE YOU TO DENY THIS
REQUEST AGAIN. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MS. SALAS. THERE IS A MOTION AND SECOND FOR APPROVAL OF THE CONSENT ZONING AGENDA. IS THERE ANY DISCUSSION? OKAY, HEARING NONE, PLEASE VOTE. OKAY. MOTION CARRIES.
ALL RIGHT, THE FOLLOWING ITEMS WILL BE CONTINUED TO NOVEMBER 2ND, ITEM 8 AND
21. >> SO MOVED. >> MAYOR NIRENBERG: THERE'S A MOTION AND SECOND FOR CONTINUANCE OF ITEMS 8 AND 21 TO NOVEMBER 2ND.
SOME FOLKS WHO ARE HERE, I DON'T KNOW WERE AWARE THAT THIS WAS GOING TO BE CONTINUED. I'M GOING TO CALL YOUR NAME. IF YOU ARE STILL HERE, AGAIN, IT'S NOT BEING CONSIDERED TODAY. YOU CAN JUST WAVE AT ME.
IF YOU WOULD LIKE TO CEDE YOUR TIME, JUST WAIT FOR IT TO BE CONSIDERED.
CECILIA OSORIO. MELODY HALL. JUSTIN SPARKS.
YOUYOU ARE WAIVERING YOUR TIME, MR. SPARKS? OKAY.
