FATHER JUAN CARLOS TEJADA WAS BORN ON SEPTEMBER 25, 1985 IN SAN JOSE IN THE REPUBLIC OF EL SALVADOR.

HE WAS ACCEPTED FOR THE PRIESTLY FORMATION AT THE AGE OF 18 YEARS OLD.

HE FINISHED PHILOSOPHY STUDIES IN MEXICO CITY IN 2008 .

IN THE SAME YEAR HE CONTINUED PRIESTLY FORMATION AT ASSUMPTION SEMINARY AND ALSO THEOLOGICAL STUDIES IN SAN ANTONIO.

HE CULMINATED HIS MASTERS OF DIVINITY AND HIS IN 2016.

HE WAS ORDAINED A PRIEST ON JUNN EL SALVADOR.

HIS PRIESTLY ASSIGNMENT WAS AT SAN FERNANDO CATHEDRAL AS ASSOCIATE PASTOR AND IS CURRENTLY THE PASTOR OF ST.

TIMOTHY'S CHURCH ON THE WEST SIDE OF OUR CITY SINCE JULY 1, 2019.

AND HE REPLACES FATHER MIKE, WHO WAS THERE AT THE PARISH FOR MANY, MANY YEARS.

VERY BIG SHOES TO FILL BUT THE CONGREGATION AT ST. TIMOTHY'S IS SO HAPPY TO HAVE FATHER JUAN CARLOS GUIDING THEM.

BECAUSE PEOPLE CHOSE YOU TO BE THEIR REPRESENTATIVE ARE IMPORTANT.

SAN ANTONIO SURVEYED THE LOSS OF TWO EXTRAORDINARY MEN IN THE LAST FEW DAYS.

DAN MARKSON WAS A PIONEER IN DEVELOPING AFFORDABLE APARTMENT COMMUNITIES.

HE WAS A BUSINESSMAN WHO INCORPORATED A COMMITMENT TO PUBLIC SERVICE IN ALL OF HIS WORK.

DAN MARKSON WAS STILL IN A NECK BRACE WHEN HE WAS PUSHING HIS SON, MAURY, DURING THE MARTIN LUTHER KING MARCH JUST A FEW YEARS AGO.

HE BUILT THIS CITY AND MADE IT AFFORDABLE AND LIVABLE FOR SO MANY GENERATIONS WHO WILL BENEFIT FROM HIS SERVICE.

AND ON MONDAY WE ALSO LOST DR. GRANVILLE COGS FROM THE AIRMEN.

THEY PAVED THE WAY FOR FUTURE BLACK AVIATORS.

SAN ANTONIO WAS BLESSED TO HAVE THEM BOTH IN OUR COMMUNITY.

THEY MADE OUR CITY A BETTER PLACE.

I'M VERY EXCITED TO SEE ITEMS 8, 9, AND 10, ACCEPTING DONATIONS FROM STRAC, THE SOUTHWEST TEXAS REGIONAL ADVISORY COUNCIL FOR TRAUMA.

IS MARIA HERE? DID YOU WANT TO HIGHLIGHT -- COULD YOU SHARE WITH US A LITTLE BIT ABOUT THESE? THANK YOU.

THE THREE ITEMS I MENTIONED WE'RE EXCITED TO ACCEPT A DONATION FROM STRAC.

ALL THREE ITEMS COMBINED IS CLOSE TO $1.2 MILLION.

THESE DOLLARS ARE GOING TO BE DEDICATED TO THE FIRE AND DEPARTMENT TO ASSIST THOSE INDIVIDUALS THAT ARE EITHER FACING OPIOID ISSUES IN OUR COMMUNITY.

AND INSTEAD OF TRANSPORTING THEM TO THE HOSPITAL, THEY ARE GOING TO BE PROVIDING THEM WITH THE APPROPRIATE CARE THAT IS NEEDED, INCLUDING CASE MANAGEMENT.

ALSO FOR THOSE INDIVIDUAL AT HAVEN FOR HOPE, OUR MIH TEAM WILL BE ASSISTING THOSE

INDIVIDUALS, TRANSPORTING THEM TO THE HOSPITAL IF NEEDED, OR ANY OTHER APPROPRIATE LOCATION AS WELL.

AND, FINALLY, OUR POLICE DEPARTMENT IS ALSO BEING PROVIDED DOLLARS TO THEIR MENTAL HEALTH UNIT TO ASSIST THOSE INDIVIDUALS WITH MENTAL HEALTH ISSUES.

THESE ITEMS ARE VERY IMPORTANT.

ONE, BECAUSE THEY ASSIST OUR FIRE DEPARTMENT IN TERMS OF OUR EMS PROGRAM AS TO WHERE WE ARE NOT TAKING INDIVIDUALS TO THE HOSPITAL WHEN WE CAN PROVIDE A CARE EITHER AT ANOTHER CLINIC AND PROVIDING THEM THE ASSISTANCE THAT THEY NEED SO THEY DON'T FIND THEMSELVES IN A SIMILAR SITUATION.

SO, AGAIN, WE'RE EXCITED ABOUT THIS PARTNERSHIP WITH STRAC AND EXCITED ABOUT GETTING THIS $1.2 MILLION FOR THE CITY OF SAN ANTONIO.

AND NOW IT IS UP AND RUNNING IN GREAT STRENGTH.

AND BY OFFSETTING THIS, THE COST OF PUBLIC INFRASTRUCTURE AND THE BENEFITS, THE DEVELOPER IS ABLE TO KEEP THE LOT PRICES VERY LOW.

MISSION DEL LAGO HOMES THAT SELL FOR AS LOW AS $140,000, AND THE AVERAGE PRICE FOR THE COMMUNITY IS $180,000.

IN THIS AREA WHAT IS CLOSE TO IT IS MITCHELL LAKE AUDUBON CENTER, IS THE GROWTH OF THE SOUTH SIDE AND TEXAS A&M SAN ANTONIO.

SO THIS AREA IS CONTINUING TO GROW AND WED TO MAKE SURE THAT THEY STILL STAY AFFORDABLE FOR OUR COMMUNITY.

AND I WANT TO THANK THE SOUTH STAR AND EVERYONE WORKING TOGETHER WITH THE NEIGHBORS, WITH OUR COMMUNITY, AND WITH THE RESIDENTS.

THIS IS A FOUR-PERSON NON-COMPETITIVE APPLICATION, SO THEY COME TO CITY COUNCIL ON A ROLLING BASIS.

CITY COUNCIL, ABOUT TWO YEARS AGO, ADOPTED THE POLICY FOR BOTH A 9 AND 4% TAX CREDITS TO AWARD

AND SO OUR EVALUATION FOLLOWED THAT PROCESS.

AGAIN, THIS IS FOR THE ECHO EAST DEVELOPMENT IN COUNCIL DISTRICT 2.

THE TOTAL DEVELOPMENT IS GOING TO BE FOR 211-UNIT MULTI-FAMILY DEVELOPMENT, ALL AT 60% AREA MEDIAN INCOME FAMILIES.

THE HOUSE CREDIT VALUE IS APPROXIMATELY $12.5 MILLION WITH A TOTAL DEVELOPMENT COST OF APPROXIMATELY $33.5 MILLION.

THE CONSTRUCTION TIMELINE IS TO HAVE THIS START IN SEPTEMBER OF 2019 WITH COMPLETION IN DECEMBE.

WE HAVE THE UNIT MIX FOR THE BEDROOMS AS WELL AS THE PROJECTED MONTHLY RENTAL RATES.

AND, AGAIN, ALL OF THE 211 UNITS WILL BE FOR FAMILIES AT OR BELOW 60% OF THE AREA MEDIAN INCOME.

AND HERE'S A LOCATION MAP SHOWING WHERE THIS PROPOSED MULTI-FAMILY DEVELOPMENT IS GOING TO GO.

THE ONLY THING WE MODIFIED BASED ON THE COMMUNITY OUTCRIES AND THE CITY'S NEEDS WAS TO GO FROM A FULL MARKET RATE PROJECT TO ADD SOME WORKFORCE DEVELOPMENT HOUSING.

THAT'S THE ONLY CHANGE.

THE RETAIL IS STILL THERE.

I WANT Y'ALL TO THINK OF THIS THING AS NOT JUST THE TEN ACRES THAT WE'RE LOOKING AT FROM THE CITY, BUT IT IS A TOTAL 20-ACRE PROJECT.

AND SO LOOK AT IT MORE COMPREHENSIVELY, AND WE'RE ADDRESSING THE NEEDS OF WHAT THE COMMUNITY HAS SAID.

I HAVE HAD SEVERAL MEETINGS WITH THE COMMUNITY.

THE NEIGHBORHOOD PRESIDENTS AND THINGS LIKE THAT, SO I THINK IT IS A PROJECT YOU WILL ALL BE VERY, VERY PROUD OF.

AND I WANT TO ASSURE YOU, YES, THE GERVIN CENTER IS A NON-TRADITIONAL DEVELOPER, BUT WE HAVE DEVELOPED OVER $50 MILLION IN PROJECTS.

SO WE'RE NOT NEWBIES TO THIS.

WE HAVE BEEN DOING DEVELOPMENT PROJECTS SINCE THE '90S.

AND ALSO NO BANK WILL APPROVE A PROJECT THEY DON'T THINK IS FINANCIALLY VIABLE.

SO THERE ARE MANY CHECKS AND BALANCES IN PLACE.

AND I'LL BE PREPARED TO ANSWER ANY QUESTIONS.

AND THERE WE ARE PROPOSING APPROXIMATELY 211 UNITS, WHICH WILL ALL BE AFFORDABLE HOUSING.

60% AMI.

BUT ALSO WE'LL BE BUILDING THE INFRASTRUCTURE SO THAT THE PROJECTS BECOME CONTIGUOUS.

AND SO THAT THE SERVICES, THE ACTIVITIES, THE AVAILABILITY OF RETAIL, AND THE END PROJECT WILL LOOK LIKE JUST ONE BIG DEVELOPMENT.

AND SINCE THE DEVELOPER WAS FROM OUT OF TOWN -- OUT OF STATE, BASICALLY, IT WAS VERY DIFFICULT.

I SAW THE COST RISING AND I SAW SOME THINGS THAT I WASN'T COMFORTABLE WITH.

AND I THINK WE ALL KNOW WHOEVER HAS PUT FORTH ANY PROJECTS, SOMETIMES YOU'RE GOING TO HAVE CONSULTANTS THAT YOU CAN WORK WITH AND SOMETIMES IT JUST DOESN'T WORK OUT.

AND FOR US, IN THIS CASE, IT WAS SPECIFICALLY THE NUMBERS.

THE PREDEVELOPMENT COST.

AND THE RISE IN PREDEVELOPMENT COST.

AND SO WE MOVED FORWARD TO GARDENER CAPITAL, A BILLION-DOLLAR COMPANY.

THEY HAVE 11 ACTIVE PROJECTS IN AUSTIN.

THEY HAVE A MASS AMOUNT OF RESOURCES.

THEY'VE PUT UP DOLLARS THEMSELVES, SO THEY HAVE SKIN IN THE GAME.

AND SO THEY'RE JUST ONE OF THOSE PREMIER COMPANIES TO MAKE THIS TO FRUITION.

AND I ALSO WANT TO SHARE, COUNCILMAN, TO MAKE PROJECTS TO BE SUCCESSFUL OR TO HELP THEM BE SUCCESSFUL, YOU'VE GOT TO BRING IN PEOPLE WHO KNOW WHAT THEY'RE DOING AND PEOPLE WHO HAVE THE FINANCIAL RESOURCES TO MAKE SURE THINGS HAPPEN.

AND REPRESENTATIVE GERVIN HAWKINS IS HERE AS A PROPERTY OWNER, AS A DEVELOPER, BUT THE FACT SHE HAS REPRESENTATIVE IN FRONT OF HER NAME SHOULD BE OF NO ISSUE TO ME OR ANYBODY ELSE.

I WANT TO TREAT HER JUST LIKE ANY OTHER DEVELOPER THAT'S COMING IN AND WANTS TO DO SOMETHING FOR THE COMMUNITY.

SHE HAS A HISTORY AND EXPERIENCE IN DEVELOPING PROJECTS AND SO FORTH.

WHAT I HAVE ASKED STAFF TO DO IS NOT TREAT HER ANY MORE FAVORABLY OR UNFAVORABLY THAN ANYBODY ELSE.

I WANT TO MAKE SURE THAT WE GO THROUGH THE SAME PROCESS THAT WE GO THROUGH WITH ANYBODY ELSE THAT'S LOOKING TO DO PROJECTS WITHIN OUR COMMUNITIES.

AND SO HOPEFULLY I'VE DONE THAT.

I KNOW THERE'S BEEN A LITTLE BIT OF POTENTIAL MEDIA OUT THERE.

THAT'S ANOTHER THING I TRY NOT TO DO IS GOVERN BY MEDIA.

I LOOK AT THE ISSUE ITSELF.

I LOOK AT THE ITEM ITSELF.

AND LOOK AT BOTH THE PROS AND CONS OF THAT ITEM AND I VOTE ACCORDINGLY.

WITH REGARD TO THIS PARTICULAR ITEM, THE EAST SIDE NEEDS A COUPLE OF THINGS.

NUMBER ONE, WE NEED SOME GOOD PROJECTS.

SOME GOOD MIXED-USE PROJECTS.

THIS DOES THAT.

NUMBER TWO, WE NEED AFFORDABLE HOUSING.

IN FACT, THE ENTIRE CITY NEEDS AFFORDABLE HOUSING.

AND THE SPECIFIC CATEGORY OF AFFORDABLE HOUSING THAT WE NEED IS THE 60% AMI.

I HAVE HEARD OF OTHER DEVELOPERS DOING PERCENTAGES, 20%, 40%, 80% AND THAT KIND OF THING OF CERTAIN CATEGORY OF AMI.

THIS PROJECT DOES 100% AT THE 60% AMI, EXACTLY WHAT WE NEED, AND 100% OF THAT ON OUR TEN ACRES THAT'S IN THIS PARTICULAR PROJECT.

FOR ME, THAT'S HUGE.

WE NEED IT AS A CITY BUT WE ALSO NEED IT AS A DISTRICT.

AND THEN AGAIN WE DON'T LOSE OUT ON THE MIXED USE ON THE FRONT PART OF THAT.

THAT'S WHERE THE BALANCING OF A LOT OF THE NUMBERS WILL OCCUR.

I TRY TO LOOK AT THIS PROJECT COMPREHENSIVELY, BOTH THE FRONT AND BACK END.

YOU'RE ALSO TRYING TO ACQUIRE ADDITIONAL PROPERTIES AROUND THE PROPERTY SO IT MAY GROW, BUT AT THE END OF THE DAY I'M SUPPORTIVE OF THIS PARTICULAR PROJECT.

I THINK IT'S GOING TO DO A LOT OF GOOD FOR DISTRICT 2, THE COMMUNITY AT-LARGE.

AND I, FOR ONE, IN THE SIX YEARS THAT I HAVE BEEN ON THIS DAIS HAVE SEEN PROJECTS CHANGE FOR A VARIETY OF REASONS.

IN FACT, ONE OF THE REASONS WHY I URGE MY COUNCIL MEMBERS TO PLEASE SUPPORT ME ON A PROJECT AT ALAZAN WAS BECAUSE WE HAD NOT SEEN ANY DEVELOPMENT ON THE NEAR WEST SIDE IN THE LAST SIX YEARS.

ONLY TWO PROJECTS STARTED AND COMPLETED IN SIX YEARS THAT I HAVE BEEN HERE.

AND SO I UNDERSTAND THAT THERE WAS A LOT OF REASONS WHY A PROJECT MIGHT CHANGE, THAT THE FINANCING MODELS WERE DIFFERENT.

PERHAPS THE MARKET CHANGED.

AND THERE WERE A LOT OF -- OR RATHER THERE WAS AN ANTICIPATED MARKET THAT PERHAPS DID NOT COME TO FRUITION.

IT HAPPENED AT PEANUT FACTORY LOFTS WHEN THEY ANTICIPATED, IN DISTRICT 5, WHEN THEY ANTICIPATED THERE WOULD BE A LARGE STUDENT POPULATION THAT NEVER DID MATERIALIZE, AND THEREFORE THAT DEVELOPER HAD TO RETURN MONEY TO THE CITY BECAUSE THEY DIDN'T COMPLY WITH THE ORIGINAL AGREEMENT.

AND THAT'S NOT UNUSUAL IN THIS DAY AND AGE.

I THINK THAT WHEN WE ARE TALKING ABOUT LARGE PROJECTS THE TYPES THAT WE HAVE NOT SEEN BEFORE IN SAN ANTONIO, WE HAD NOT SEEN A LOT OF MULTI-FAMILY DEVELOPMENTS IN THE CORE IN MANY DECADES.

AND THEN SUDDENLY THERE WERE DIFFERENT MODELS AVAILABLE TO DEVELOPERS TO USE, INCLUDING INCOME TAX CREDITS, INCLUDING HISTORIC TAX CREDITS, INCLUDING ICRIP AND CCHIP AND ALL THOSE THINGS THAT DID NOT EXIST WHEN THIS PROJECT STARTED.

SO I DON'T HAVE ANY PROBLEM CONTINUING TO SUPPORT THE PROJECT AS I DID THE VERY FIRST TIME I HEARD IT.

AND, IN FACT, I WILL ADMIT TO FEELING JEALOUS THAT WE WERE GOING TO HAVE A PROJECT LIKE THIS ON THE EAST SIDE AND WE COULDN'T GET A COMPARABLE ONE ON THE WEST SIDE.

SO I'M FULLY SUPPORTIVE OF THIS PROJECT, AS I HAVE ALWAYS BEEN.

AND I WOULD JUST URGE MY COLLEAGUES TO UNDERSTAND THAT THIS HAS BEEN GOING ON FOR A VERY LONG TIME.

I FEEL LIKE THE CITY HAS NOT BEEN VERY HELPFUL IN MOVING THIS PROJECT ALONG AND I HAVE OFTEN WONDERED WHY THAT IS, THAT WE HAVE A HISTORY OF DISCRIMINATION IN THIS CITY.

WE KNOW THERE WERE PARTS OF THE CITY THAT GOT DEVELOPED MUCH FASTER AND MUCH EASIER THAN OTHERS.

AND YET HERE ON THE NEAR -- I CAN REALLY ONLY SPEAK FOR THE WEST SIDE THAT I KNOW VERY WELL, BUT THAT PROJECTS HAVE STALLED IN OUR NEIGHBORHOODS.

SOME OF THEM FOR REASONS BEYOND OUR CONTROL.

SOME OF THEM I HAVE QUESTIONED THE DELIBERATENESS OF WHY THOSE PROJECTS HAVE NOT PROCEEDED.

SO I FEEL LIKE YOU HAVE WAITED A LONG TIME AND THAT THIS CITY HAS CREATED UNNECESSARY ROAD BLOCKS FOR YOU IN THIS PROJECT.

AND THEN THINGS CHANGED.

YOU BECAME THE REPRESENTATIVE, A SEAT WAS OPENED UP, ALSO, AND YOU BECAME THE REPRESENTATIVE AND HAVE BEEN A FAITHFUL, LOYAL, HARD-WORKING, DEDICATED MEMBER OF THE LEGISLATURE.

AND SO THINGS HAVE CHANGED IN THE MANY, MANY YEARS SINCE I HAVE HEARD ABOUT THIS PROJECT.

IT WAS BROUGHT TO OUR ATTENTION THAT IT'S BEEN TWO YEARS, BUT I FEEL LIKE IT'S BEEN A LOT LONGER THAN THAT.

TODAY WE'VE HEARD THAT IT WILL CHANGE A LITTLE BIT TO MORE OF AN AFFORDABLE HOUSING DEVELOPMENT, AT LEAST HALF OF IT WILL.

SO THE DESCRIPTION OF THE PROJECT IN THE AGREEMENT WITH THE CITY COUNCIL AND THE DEVELOPER SHOULD BE MODIFIED TO REFLECT THAT DIFFERENT DEVELOPMENT TYPE THAT WILL TAKE PLACE.

SO IN EXCHANGE FOR THAT CONTRIBUTION OF THE TERRITORY, OR THE PROPERTY, THE CITY PROPERTY, WE WORKED WITH CITY COUNCIL TO DEVELOP AN AGREEMENT OF WHAT WOULD BE DEVELOPED ON THE CITY PROPERTY, AS WELL AS AT WHAT TIME WOULD IT BE DEVELOPED.

AND SO THAT IS ANOTHER THING THAT MAY NEED TO BE CHANGED BASED ON INPUT FROM THE DEVELOPER.

BUT IT SEEMS UNLIKELY THAT THE DEVELOPMENT MAY START AS IT WAS DESCRIBED TO BE STARTING IN THE AGREEMENT TODAY, WHICH WAS IN NOVEMBER OF THIS YEAR.

SO TWO TIMELINE ISSUES THAT ARE IN THE AGREEMENT IS THE FINANCING, WHEN THE DEVELOPER SECURES ALL THE FINANCING.

AND SECONDLY WHEN THE CONSTRUCTION STARTS AND WHEN IT FINISHES.

AND SO THOSE TIMELINES MAY HAVE TO BE AMENDED IN THE AGREEMENT ALONG WITH THE DESCRIPTION OF THE PROJECT.

THIS IS A GOOD PORTION OF THE CONSTRUCTION COST BUT THEY'LL NEED OTHER COMMITMENTS, OTHER FUNDING.

THEY HAVE A REQUEST IN TO BEXAR COUNTY, AS AN EXAMPLE, SOME PRIVATE BANKS.

AND WE TALKED ABOUT IT THIS MORNING, THAT THEY HAVE A TIRZ REQUEST, WHICH IS ALSO NEW, THOUGH, OF $3 MILLION.

AND SO IN ORDER TO BEGIN THE FUNDING PROCESS AND SECURING THE FUNDING, THE DEVELOPER IS SAYING THAT WE NEED TO GET THIS TAX CREDIT APPROVED NOW.

AND SO THAT'S WHY WE'RE HERE TODAY.

AND THEN SOON AFTER WE'LL COME BACK WITH THE DEVELOPMENT AGREEMENT CHANGE.

SO I THINK WE HAVE THE RIGHT DEVELOPMENT TEAM TOGETHER.

AND THEY HAVE BROUGHT TOGETHER THE LENDERS THAT ARE IN PLACE THAT WANT TO MOVE FORWARD THAT THEY HAVE DEALT WITH BEFORE ON OTHER PROJECTS THAT WILL IN OUR PROJECT, THAT HAVE GIVEN US LETTERS OF INTEREST.

IT'S BEEN PROVIDED TO CITY STAFF.

AND FORTUNATELY THIS IS A PART OF THE PROCESS.

PART OF OUR 4% IS THERE'S A REQUIREMENT TO HAVE THAT RESOLUTION OF NO OBJECTION LETTER.

NUMBER ONE, I HAVE KEITH TONY AND JADA SULLIVAN HERE, TO COUNCILWOMAN VIAGRAN'S POINT, BECAUSE THIS PROJECT IS GOING TO CONTINUE.

THERE'S GOING TO BE A COUPLE OTHER THINGS THAT HAPPEN BETWEEN NOW AND WHEN IT ACTUALLY GETS STARTED.

AND SO ONE OF THESE TWO INDIVIDUALS WILL BE HERE SITTING IN THIS SEAT TO HELP CARRY IT FORWARD.

AND THEY HAVE BEEN BRIEFED ON THE WHOLE ISSUE.

THEY UNDERSTAND THE PROJECT AND SO FORTH AND THEY WILL BE READY TO CONTINUE THOSE CONVERSATIONS DOWN THE LINE.

BUT IF WE DON'T APPROVE THE LETTER OF NO OBJECTION TODAY, THAT THROWS OFF THEIR TIMING FOR THEIR FINANCING, WHICH THROWS THE WHOLE PROJECT OFF.

SO I AM PUSHING FOR THE SUPPORT OF THE LETTER OF NO OBJECTION TODAY SO THAT THEY CAN GET THAT FINANCING PUT TOGETHER.

COUNCIL WILL HAVE ANOTHER OPPORTUNITY TO REVISIT THE PROJECT AND BLESS IT WITH THIS CHANGE THAT MAY OR MAY NOT NEED TO OCCUR.

IT SOUNDS LIKE THERE'S ONE PERSPECTIVE THAT IT MAY NOT NEED TO OCCUR.

BUT EITHER WAY THERE WILL BE ANOTHER CHECKPOINT FOR COUNCIL TO HAVE BETWEEN NOW AND SEPTEMBER.

AND, AS ANDY POINTED OUT, THE LETTER OF NO OBJECTION DOESN'T NECESSARILY MEAN WE'RE COMMITTED TO THE PROJECT.

IF COUNCIL AT THAT TIME DOESN'T FEEL THAT IT SHOULD CONTINUE, YOU HAVE THAT OPPORTUNITY TO BE ABLE TO DO THAT.

SO THIS LETTER OF NO OBJECTION, ALL THIS ALLOWS THE DEVELOPMENT TEAM TO DO IS GET THEIR FINANCING PUT TOGETHER AND GET THAT ASPECT OF THE PROJECT PULLED TOGETHER.

THERE'S A LOT OF MOVING PARTS ON THIS.

AND SO ANY ONE OF THESE PARTS THE WHOLE PROJECT OFF.

THEY HAVE BEEN TALKING ABOUT THAT PARCEL OF LAND FOR A WHILE.

IT WAS SUPPOSED TO BE SOMETHING I SAW ON TELEVISION SEVERAL MONTHS AGO.

IT'S CHANGED.

HOW ARE THEY FEELING ABOUT THE WELCOME OR THE NEWS, THE UPDATES? JUST SO I FEEL LIKE, YOU KNOW, I KNOW, COUNCILMAN HALL, YOU MIGHT BE ABLE TO SPEAK TO THIS AS WELL.

THAT'S SORT OF A GUIDING LIGHT FOR THOSE WHO DON'T REPRESENT THE DISTRICT.

>> THE COMMUNITY IS VERY SUPPORTIVE.

AND EVERY DAY I GET A QUESTION WHEN IS IT GOING TO START.

SO THINK ABOUT IT.

THIS PARCEL OF LAND HAS BEEN VACANT NEARLY 40 YEARS.

I'VE HAD SEVERAL COMMUNITY MEETINGS.

I'M SHOULDER TO SHOULDER WITH THE NEIGHBORHOOD ASSOCIATIONS ON A MONTHLY BASIS.

SO THEY'RE VERY EXCITED ABOUT IT.

THEY'RE JUST WANTING IT TO HAPPEN.

AND THIS ISN'T THE FINAL CHECKPOINT FOR GETTING COMMUNITY FEEDBACK ON THE FINAL PROJECT.

I WANT TO MAKE SURE THE PEOPLE FROM THE COMMUNITY CAN TAKE ADVANTAGE OF THOSE JOBS.

BECAUSE THE GERVIN CENTER HAS A LONG HISTORY, SINCE '91 IN WORKFORCE DEVELOPMENT, WE'RE ENGAGING THAT PIECE TO IT.

HOW DO WE TRAIN THE YOUNG PEOPLE IN THE COMMUNITY TO BE A PART OF THIS? SO THIS, TO ME, IS MORE THAN JUST BRICKS AND MORTAR.

IT'S ALL ABOUT THOUSAND WE BEGIN TO HAVE PEOPLE WHO HAVEN'T HAD HOPE BEFORE GAIN HOPE, GET JOBS, AND BE PROUD WHO THE DEVELOPMENT TEAM WAS, SOMEBODY WHO LOOKS LIKE THEM AND IS A PART OF THEM.

SO THIS IS A BIG PROJECT RELATED TO MORE THAN JUST BRICKS AND MORTAR.

BRICKS AND MORTAR IS ONE OF THE MOST VALUABLE OUTCOMES BUT, AGAIN, I THINK IF YOU KNOW THAT CORRIDOR WELL, LEADING RIGHT TO THE AT&T CENTER, IT TIES RIGHT INTO ALL THE THINGS THAT SHOULD HAVE HAPPENED AND IS GOING ON NOW.
