AND PURCHASED THE PROPERTY, IT WAS PURCHASED FROM A WHOLESALER THAT THE PREVIOUS OWNER GAVE TO THEM TO SELL TO THE COMMUNITY FOR SOMEONE TO COME IN AND REVILINGSIZE IT. THE PROPERTY WAS VYE CAN'T. IT HAS THREE ELECTRIC METERS, THREE GAS METERS ON PROPERTY FOR THE THREE INDIVIDUAL UNITS.

SO ME AND MY FAMILY CAME IN, PURCHASED IT, CLEANED IT UP, REPLACED THE EXTERIOR DOORS THAT HAD BEEN BREACHED AND BROKEN. WE CLEANED THE PROPERTY UP AND GOT IT LIVABLE FOR THE COMMUNITY. FROM THERE WE'VE GOTTEN TWO APPLICANTS THAT HAVE MOVED INTO THE PROPERTY NOW AND THIS ZONING TODAY IS TO ASK TO USE THE THIRD UNIT THAT IS THERE ABOVE THE GARAGE TO BE ABLE TO RENT OUT.

I'M A FATHER OF FOUR KIDS AND WE CAN'T STAY IN A ONE-BEDROOM, ONE-BAT APARTMENT THERE. SO I JUST -- BATH. I'M THANKFUL FOR THE COMMUNITY, IT'S BEEN A PROCESS OF BACK AND FORTH CONVERSATIONS.

I'VE ADJUSTED THE PLAN YOU SEE IN FRONT OF YOU TO TRY TO MEET ALL THE NEEDS WE HEARD IN THE COMMUNITY WITH THE PARKING SITUATIONS, THE FENCING AND PRIVACY, THE THINGS THAT WE ADDED INTO THE LEASE AGREEMENTS, THE QUIET HOURS.

I'VE COMMUNICATED VERY STRONGLY TO THE APPLICANTS AND BEING ABLE TO FOLLOW ALSO GIVING MY NUMBER OUT TO EVERYONE IN THE COMMUNITY IF THEY HAVE ANY WANTS OR NEEDS, THEY CAN CALL ME AS LANDLORD. I WOULD APPRECIATE YOUR VOTE TODAY IN SUPPORT AS WE'RE TRYING TO PROVIDE AFFORDABLE HOUSING IN THE COMMUNITY AND TAKE A PROPERTY THAT WAS VACANT AND WAS, YOU KNOW, DIDN'T LOOK VERY GOOD IN THE COMMUNITY. THE KAYTON NEIGHBORS WOULD LIKE TO EXPRESS GRATITUDE TO COUNCILMEMBER VIAGRAN AND HER COUNCIL ASSISTANT EDDIE FOR HELPING TO RESOLVE THIS MATTER. ALSO THE HIGHLAND PARK NEIGHBORHOOD ASSOCIATION BOARD MEMBERS WHO ARE STUCK WITH US SINCE MAY WHEN WE FIRST STARTED THIS REZONING PROCESS. REZONING HAS BEEN LONG AND A DIFFICULT PROCESS. AFTER THREE REZONING MEETINGS OPPOSING THE CHANGE AND SEVERAL NEIGHBORHOOD MEETS, THE KAYTON AND SURROUNDING NEIGHBORHOODS WE PERSISTED. WITH THE APPLICANT WE WERE ABLE TO REACH A CONSENSUS AND HOPE THE REZONING WITH THE CONDITIONS WILL ALLOW OUR NEIGHBORS TO MAINTAIN THE PEACEFUL, SECURE AND WELCOMING NEIGHBORHOOD IN WHICH WE ARE LUCKY TO RESIDE. NUMEROUS VETERANS AND RETIRED SAPD OFFICERS MAKE UP OUR COMMUNITY. HERE WE WANT TO SAVOR OR GOLDENEYES.

IT'S THE HOUSE ACROSS THE STREET ON KAYTON ADJACENT TO THE LIVED ON THE PROPERTY IN THE APARTMENT IN THE BACK. HE ONLY HAD THE TWO DUPLEXES IN THE FRONT. ONE OF THE DUPLEXES WAS A TWO-ROOM DUPLEX.

IT WAS LEASED OUT TO A FAMILY OF THREE, MOTHER, DAUGHTER, SON.

THEY EACH HAD A VEHICLE. THAT'S THREE VEHICLES. WITHIN A MONTH OR TWO, THE DAUGHTER'S BOYFRIEND MOVED IN AND THE YOUNG MAN'S GIRLFRIEND, TWO MORE VEHICLES. THE DAUGHTER DROVE AN AMBULANCE AS AN EMPLOYMENT, BUT IT WAS PARKED THERE WHEN SHE WAS NOT ACTIVELY USING IT.

SO WE HAVE A TOTAL OF SIX CARS. THE OTHER APARTMENT IS RENTED TO A SINGLE COUPLE, THEY EACH HAD A CAR, NOW EIGHT CARS.

ONLY PLACE TO PUT THEM WAS ON THE STREET. THEY PARKED ON BOTH SIDES OF THE STREET, MADE IT VERY INCONVENIENT FOR PEDESTRIANS, OTHER CARS, EVERYONE. WHEN WE FOUND OUT THIS WAS GOING TO BE MADE -- ORIGINALLY THEY LOOKED AT A FOUR-PLEX, NOW WE'VE GOT IT DOWN TO THREE UNITS, WE'RE STILL CONCERNED ABOUT THE PARKING. MR. CADELL SHOWS A PLOT PLAN TO DEMONSTRATE WHAT HE'S PUTTING OUT THERE. I WOULD LIKE TO SHOW YOU ONE FROM THE 23RD OF OCTOBER. THIS IS THE SAME PLOT PLAN THAT HE SHOWED.

HIGHLAND PARK IS ONE OF OUR OLDEST INNERCITY NEIGHBORHOODS ON THE SOUTHEAST SIDE OF SAN~ANTONIO AND WE ARE SEEING IT UNDERGO A TRANSITION PHASE SIMILAR TO OTHER OLDER NEIGHBORHOODS IN AND AROUND THE CENTER CITY. IN FACT, THE HIGHLAND PARK NEIGHBORHOOD ALONE, THERE ARE 153 REGISTERED STRS, OVER TWO-THIRDS OF TYPE 2 NON-OWNER-OCCUPIED. YOU CAN UNDERSTAND WHY THE NEIGHBORS HAD LOTS OF QUESTIONS AND A LOT OF CONCERNS AS A NEW LANDLORD CAME IN.

WE LISTENED TO THE NEIGHBORS' CONCERNS ABOUT PARKING, SHORT-TERM RENTAL USE AND OTHER SECURITY-RELATED CONCERNS. AS A RESULT, THESE IMPORTANT DISCUSSIONS, THE APPLICANT AND THE HIGHLAND PARK NA HAVE AGREED TO A SET OF RESTRICTIVE COVENANTS THAT I WILL ENTER INTO THE RECORD HERE TODAY.

THESE RESTRICTIVE COVENANTS THAT HAVE BEEN SIGNED BY THE PROPERTY OWNER AND THE HBNA PRESIDENT ADDRESSED PARKING CONCERNS, FENCING RESTRICTIONS, QUIET HOURS, AND ALSO PROHIBITED STR USE AT THIS PROPERTY. I WANT TO THANK RACHEL, ROY, BETH AND PRESIDENT MR. RYAN GARZA WHO TOOK THE TIME AND TOOK THE EFFORT TO HAVE THE CONVERSATIONS THAT WE NEEDED TO DO AND TO EXPRESS THEMSELVES, AND ALSO TO GO OUT TO THE NEIGHBORS AND TELL THEM. WE RECEIVED AN EMAIL TODAY FROM MR. GARZA THAT STATES, WHILE THE HPNA DID NOT VOTE IN FAVOR, THE HPNA BOARD DID VOTE TO SUPPORT THE RESOLUTION OF CONDITIONS AND DEED RESTRICTS TO APPROVE THE ZONING CHANGE. ALSO THE RESIDENTS WHO SURROUND THE IMMEDIATE AREA ARE IN SUPPORT WITH THE CONDITIONS TO THE PROPERTY. FOR MY COUNCIL COLLEAGUES, WHEN THIS WAS FIRST PUT OUT, THE REASON THIS IS GOING TO TAKE A SUPER MAJORITY IS BECAUSE IT WAS FOR FOUR UNITS. THERE WAS NO PARKING, THERE WASN'T A FENCE PLAN, BUT WE'VE RESOLVED THAT HERE TODAY.

MY SECOND IS THE OVERWHELMING OPPOSITION FROM NEIGHBORS AND NEARBY RESIDENTS. I SUBMITTED A PETITION WITH NEARLY 30 SIGNATURES OF PEOPLE WHO ARE ALSO OPPOSED TO THIS REQUEST. SPEAKING WITH NEIGHBORS, THEIR PRIMARY CONCERNS INCLUDE THE LIKELIHOOD OF LARGE RVS TRAVELING DOWN OUR STREETS, ILLEGAL SANITATION DUMPING AEN THE FUTURE ON DEVELOPMENT PROJECTS. MY LAST REASON IS BASED ON WHAT HAS BEEN SAID.

IT IS CLEAR IT IS TO RELIEVE THEM OF AN INCONVENIENT FINANCIAL SITUATION.

AS MUCH AS I FEEL FOR ANYONE GOING THROUGH HARDSHIPS, REZONING QUESTIONS SHOULD NOT BE APPROVED FOR THE EASING OF FINANCIAL DEVELOPMENTS.

MY NEIGHBORS UNDERSTAND DEVELOPMENT IN THIS AREA IS DIFFICULT BECAUSE OF A LACK OF A QUIET ZONE. IF THE CITY IS STILL PLANNING ON RECONNECTING ON THE EAST SIDE IT WILL BE A GREAT OPPORTUNITY TO USE THE FUNDS TO ESTABLISH THE QUIET ZONE. WE LOOK FORWARD TO CONTINUING DISCUSSIONS WITH THE DEVELOPER FOR PROJECTS THAT WILL WORK FOR THEM AND THE COMMUNITY.

FIRST I WANT TO ADDRESS MY NEIGHBORS. WE'RE THE NEWEST ADDITION TO THE NEIGHBORS AND THERE ARE NEIGHBORS WHO HAVE BEEN THERE FOR GENERATIONS AND I WOULD LIKE TO COMMEND THEIR WILLINGNESS TO DISCUSS WITH US.

AND I'M GLAD WE GOT TO MEET THEM IN THIS RESPECT BECAUSE THEY ARE TRULY GREAT PEOPLE.

HAVING STUDIED COMMUNITY MEDICINE, I'VE SEEN HOW SOCIAL DETERMINANTS OF HEALTH AND SPECIFICALLY THE ENVIRONMENT IMPACTS HEALTH OUTCOMES.

THE ZIP CODE 78201 AND 10 HAVE BEEN SHOWN TO HAVE LOWER HEALTH OUTCOMES FOR REASONS NOT APPLICABLE TO THIS CASE. THE AREA HAS BEEN HISTORICALLY UNDER INVESTED IN AND HAS BEEN -- HAS BEEN ASKING FOR DEVELOPMENT THAT ADDS TO THIS AREA THAT BENEFITS THE COMMUNITY AS A WHOLE, WHICH I DO NOT BELIEVE AN RV PARK DOES. AND IT FEELS UNJUST FOR THE COMMUNITY AGAIN TO BE TOLD TO BE GRATEFUL AND SETTLE IN THE NAME OF A QUICK PROFIT. AND THERE HAS BEEN A LOT OF RHETORIC ON A CATALYST OR SPARK FOR DEVELOPMENT IN THE AREA.

HOWEVER, THIS AREA IS ZONED FOR MULTIPLE USES AND I THINK THAT WE CAN FIND ONE THAT IS MUTUALLY BENEFICIAL TO US AS WELL AS THE DEVELOPER.

MY HUSBAND AND I CHOSE TO SETTLE ON THE EAST SIDE DUE TO ITS VIBRANT CULTURE AND LAID-BACK COMMUNITY. OR COMMUNITY IS OVERWHELMINGLY AGAINST THE NEW RV PARK FOR MULTIPLE REASONS SUCH AS NARROW STREETS, THE PROXIMITY TO DOWNTOWN, THE PROXIMITY TO A RESIDENTIAL AREA, THE UNCERTAINTY OF ENTRANCES AND EXITS AND THE PERMANENT IN ANSWER OF REZONING TO ADD A RV PARK.

THIS IS NOT TO VILLAINIZE THE DEVELOPER AND PARTNER BECAUSE THEY SEEM LIKE GREAT PEOPLE, BUT UNFORTUNATELY THIS IS HOW WE MET AND IT FEELS INEQUITABLE TO SAY THIS IS THE BEST WE CAN DO REPRESENTED COMMUNITIES. THERE'S A NEED FOR ZONING WHICH REFLECTS THE DESIRE OF COMMUNITY AND GROW ACCESS TO COMMUNITIER IS ACES WE WOULD LIKE TO SEE THAT REFLECTED. AGAIN, THANK YOU FOR YOUR TIME.
