I'M A RETIRED TEXAS PEACE OFFICER AND SPECIAL INVESTIGATOR WITH THE POLICE FORCE.
I TEACH LAW ENFORCEMENT SUBJECTS INCLUDING SEXUAL ASSAULT INVESTIGATION, FAMILY VIOLENCE, AND CHILD ABUSE. I'M SPEAKING REGARDING THE CHARGE OF PUBLIC SAFETY AND THE VIOLENCE STRATEGIC PLAN. LIKE MANY PEACE OFFICERS I HAVE HAD MY SHARE OF EXPOSURE TO FAMILY VIOLENCE CASES. THERE ARE OFTEN SIMILARITIES BETWEEN THE BACKGROUNDS AND CHARACTERISTICS OF ABUSERS IN EACH OF THE CASES. ONE SUCH SIMILARITY WE HAVE COME ACROSS IN MY 30-PLUS YEARS IN THE CAREER IS ABUSIVE ENVIRONMENTS -- IF THE PET IS BEING ABUSED, THE CHILDREN ARE BEING ABUSED AND IF THE CHILDREN ARE, IT'S LIKELY THE SPOUSE IS BEING ABUSED TOO. IT COMES DOWN TO WHAT THE ABUSERS FEEL THEY CAN GET AWAY WITH -- PHYSICAL ABUSE OF ANIMALS AND CHILDREN GO HAND IN HAND OFTEN.
MUCH RESEARCH INDICATES PEOPLE WHO ABUSE ANIMALS, ABUSE PEOPLE -- SPECIFICALLY THEIR FAMILY MEMBERS, EVEN THEIR PARENTS. NOW PROTECTIVE ORDERS INCLUDE PROTECTION ORDERS FOR THE VICTIM'S PET. MY WIFE AND I WORK WITH ABANDONED AND ABUSED DOGS AND WE CAN ATTEST WE HAVE A HUGE PROBLEM WITH ABANDONED AND NEGLECTED AND ABUSED DOGS. THEREFORE, AS WE ARE HERE TO ADDRESS THE PREVENTION OF VIOLENCE IN OUR COMMUNITY MEETING, I BELIEVE STRONGER COMMITMENT TO PET OWNERSHIP, ADDRESSING A CORRELATION BETWEEN ABUSING ANIMALS WITH FAMILY VIOLENCE AND CHILD ABUSE.
WE NEED BETTER ENFORCEMENT EFFORTS TO ADDRESS ANIMAL CRUELTY IN THE CITY.
CITATIONS ARE OFTEN ISSUED BY THE ANIMAL CONTROL OFFICERS BUT DISMISSED BY MUNICIPAL JUDGES.
SOME OF THE REASON MIGHT BE THE PERSON WHO RECEIVED THE VIATION DOESN'T HAVE THE -- CITATION DOESN'T HAVE THE ABILITY TO PAY. ONE OPTION IS TO ATTEND COURSES AT ANIMAL CARE SERVICES TO HELP REHABILITATE AND EDUCATE THE PERSON. THIS PRESENTATION SUMMARIZES THE DEVELOPMENT PROCESS AND HIGHLIGHTS THE STRATEGIES AND PROJECTED OUTCOMES OF THIS PLAN. THIS ALSO SERVES AS THE FIRST PUBLIC RELEASE OF THIS COMPLETED PLAN. ONCE WE RECEIVE FEEDBACK FROM THIS COMMITTEE, WE ARE PLANNING TO PRESENT THIS PLAN TO THE FULL CITY COUNCIL AT A FUTURE B SESSION.

JUST TO GIVE CONTEXT, THIS PLAN IS TIED DIRECTLY TO THE METRO FORWARD PLAN THAT PROVIDES STRATEGIC DIRECTION FOR DEVELOPMENT -- STRATEGIC DIRECTION FOR DEPARTMENT TO IMPROVE OUR COMMUNITY. FORWARD PLAN FOCUSES ON SIX PRIORITY AREAS THAT INCLUDE AMONG OTHER VIOLENCE PREVENTION. THIS PARTICULAR PLAN YOU WILL SEE TODAY WAS LEAD BY METRO HEALTH WITH COLLABORATION. THIS TEAM IS A -- PARTICIPATED IN THE NATIONAL PUBLIC HEALTH LEADERSHIP TRAINING THAT LEAD TO THE DEVELOPMENT OF THIS PLAN. THEY ENGAGE OUR COMMUNITY STAKEHOLDERS AS WELL AS THE COMMUNITY TO PROVIDE INPUT AND FEEDBACK AND WHAT YOU'LL SEE IN TERMS OF RECOMMENDATIONS OF THE PLAN -- THOSE WERE DEVELOPED WITH THE INPUT OF THE COMMUNITY AND THE STAKEHOLDERS THAT PARTICIPATED. THE STRATEGIC PLAN COMBINES AND IMPLEMENTS RESOURCES NECESSARY TO INCREASE POSITIVE OUTCOMES IN THE COMMUNITY USING A PUBLIC HEALTH APPROACH TO PREVENT VIOLENCE. SPECIFICALLY, THIS PLAN FOCUSES IN FOUR AREAS -- VIOLENCE AMONG YOUTH, GUN VIOLENCE, SEXUAL VIOLENCE, AND DOMESTIC VIOLENCE AS WELL. SO WITH THAT, I'M GOING TO ASK ERIKA STEPHENSON, OUR PUBLICHEALTH ADMINISTRATOR TO PREVENT THE DETAILS OF THE PLAN. >> GOOD AFTERNOON.
THE DEPUTY CITY MANAGER COVERED MOST OF THE TALKING POINTS. WE'LL FOCUS ON KEY ISSUES.
AS SHE MENTIONED I'M THE PUBLIC HEALTH ADMINISTRATOR FOR PUBLIC VIOLENCE WHICH IS A TEAM OF ABOUT 104 PEOPLE WORKING ON IRK SHOES OF VIOLENCE -- ISSUES OF VIOLENCE INTERVENTION AND PREVENTION. YOU HAVE GOTTEN SOME PIECES OF THE INFORMATION ALONG THE WAY IN THE PROCESS AND I WANT TO BRING THE WHOLE THING TOGETHER FOR YOU.
THE REASON THE HEALTH DEPARTMENT FOCUSES ON VIOLENCE AND THE IMPACT OF THAT IS BECAUSE YOU CANNOT BE FOCUSED ON YOUR WELLNESS AS A PERSON IF YOUR BASIC NEEDS ARE NOT MET.
IF YOU DO NOT HAVE FOOD, WATER, AND A SAFE PLACE TO LIVE YOU CAN'T WORRY ABOUT OTHER THINGS GOING ON IN YOUR LIFE. WE CONSIDER THIS PART OF YOUR WHOLE HEALTH AND THE TRAUMA YOU EXPERIENCE THROUGH VIOLENCE HAS A LONG-TERM IMPACT ON YOU AND WE'VE HEARD THAT DISCUSSED IN SEVERAL DIFFERENT VENUES. THIS IS REASON WE'RE WORKING ON THIS TYPE OF ISSUE.
IT GETS TO ROOT CAUSES IN THE COMMUNITY. VIOLENCE PREVENTION IS ONE OF THE AREA ARES OF SA-FORWARD -- OUR GROWTH MAP FOR THE HEALTH DEPARTMENT.
YOU'VE HEARD PRESENTATIONS ON THAT OVER THE PAST TWO YEARS. I ALSO FOUND THAT WE ON TOP OF SA-FORWARD WE HAVE A NEED FOR COHESIVE STRATEGY RELATED TO VIOLENCE PREVENTION.
IT TAKES A VILLAGE TO SUPPORT A COMMUNITY, AND IT WAS IMPORTANT TO ME THAT WE LOOK FOR A WAY TO UNITE DIFFERENT EFFORTS ACROSS THE COMMUNITY AND GET THEM MORE INTO ALIGNMENT.
SO THAT INCLUDES AN UPDATE OF THE 2019 SAN ANTONIO PLAN ON DOMESTIC VIOLENCE, KIND OF UNIFYING THE WORK MY TEAM IS DOING -- LOOKING ACROSS ORGANIZATIONS ACROSS THE CITY, COLLABORATING WITH THE POLICE DEPARTMENT ON VIOLENT CRIME REDUCTION PLAN AND REALLY BRINGING IT TOGETHER TO LOOK AT WHAT'S COMMON AND NEEDED IN OUR COMMUNITY.
THIS PLAN WILL SET A STRATEGIC DIRECTION FOR ALL OF SAN ANTONIO AND BEXAR COUNTY.
IT'S INTENDED TO BE A FIVE-YEAR ROAD MAP AND WE'LL ADDRESS THE PRIORITIES.
THE FIVE YEARS WOULD SPAN FROM JANUARY 2024 TO DECEMBER OF 2028.
THIS FOCUSES ON A PUBLIC-HEALTH APPROACH IN CONTRAST TO THE VIOLENCE CRIME REDUCTION PLAN WHICH FOCUSES ON THE LAW ENFORCEMENT DIRECTION AND CRIMINAL JUSTICE THEORY THIS IS BASED ON SOCIAL DETERMINANTS OF HEALTH AND IS TO COMBINE UPSTREAM AND DOWNSTREAM INTERVENTIONS. WE HAVE EVIDENCE-BASED STRATEGIES THAT ALLOW SEVERAL ORGANIZATIONS, NOT JUST METRO HEALTH, TO COME TOGETHER AND HAVE A GREATER IMPACT ON THE ISSUES. AS MENTIONED, THE COORDINATING TEAM -- JUST SO I CAN PUT THE NAMES IN FRONT OF YOU AND SHOW WHO HELPED FROM WHERE -- THE FOUR OF US DROVE THE PROCESS.
WE HAVE CHRIS BENAVIDES AND OTHERS. TO GIVE YOU A RECAP ON HOW THIS

PLAN WAS DEVELOPED BECAUSE I THINK THESE ARE SOME OF THE PIECES THAT ARE IMPORTANT TO YOU, COMMUNITY ENGAGEMENT WAS A MAJOR PART OF THE PROCESS. WE ENGAGED COMMUNITY MEMBERS FROM THE BEGINNING IN TERMS OF LETTING THEM KNOW WE WERE WE CONDUCTED TOWN HALLS AND JOINED IN TOWN HALLS AND COMMUNITY MEETINGS THAT WERE NAVIGATED AND HANDLED BY OTHER DEPARTMENTS. IN ALL, THERE WERE FIVE COMMUNITY MEETINGS AS WELL AS SEVERAL OPPORTUNITIES TO DISCUSS WITH SPECIAL INTEREST GROUPS AND COALITIONS -- WHAT THEY FELT WERE IMPORTANT IN OUR COMMUNITY. WE INCLUDED SURVEYS OF PEOPLE IN WORK IN THE COMMUNITY AS WELL. NOT JUST PEOPLE WHO LIVE AND FUNCTION IN THE COMMUNITY BUT WHO DO THE WORK. THEY UNDERSTAND FROM A DIFFERENT PERSPECTIVE WHAT THE GAPS IN SYSTEM ARE AND WHAT THE NEEDS ARE. THIS INCLUDE COMMUNITY-BASED ORGANIZATIONS, STAFF OF THE CITY AND BEXAR COUNTY, AS WELL AS UNIVERSITY HEALTH SYSTEM.WE PULLED TOGETHER THAT COMMUNITY INPUT, WORKER INPUT, AND A SCAN OF THE DATA IN OUR COMMUNITY, INDICATING WHAT VIOLENCE LOOKS LIKE AND WHERE THE NEED IS AND USED THAT TO DETERMINE THE PRIORITIES. THESE WERE DESCRIBED TO YOU. THEY INCLUDE VIOLENCE AMONG YOUTH. THAT IDEA IS YOUTH ON YOUTH VIOLENCE -- INCORPORATING BULLYING AND CYBER BULLYING. THE GOAL IS TO CREATE SAFE SPACES AND SUPPORTIVE NETWORKS FOR YOUTH THAT PREVENTS VIOLENCE IN THAT AGE GROUP. ONE FOCUS ON GUN VIOLENCE -- PREVENTING AND INTERVENING IN AND PROVIDING MORE SERVICES AND SUPPORT TO VICTIMS AND SURVIVORS AND REDUCING REPEATED VIOLENCE. THE SAME CONCEPT APPLY FOR DOMESTIC VIOLENCE.
IN THIS CASE IT INCLUDES INTIMATE PARTNER VIOLENCE AND CHILDHOOD ABUSE AND NEGLECT.
THE PLANNING PROCESS INVOLVED SEVERAL WORK GROUPS -- ONE FOR EACH PRIORITY AREA.
THERE WERE FOUR WORK GROUPS. THERE WERE 55 DIFFERENT PARTICIPANTS IN THE PROCESS BROKEN ACROSS THE FOUR WORK GROUPS, INCLUDING PEOPLE WHO HAVE LIVED, EXPERIENCED FIRSTHAND WITH BEING A VICTIM OF VIOLENCE, SURVIVOR, OR COMMITTING VIOLENCE AND HAVING A DIFFERENT PERSPECTIVE. ADVOCATES, FAITH LEADERS, PEOPLE FROM THE HEALTHCARE SECTOR, RESEARCHERS, AND OTHERS. WE SPENT THE LATE SPRING INTO LATE SUMMER TO DEVELOP THE STRATEGIES. ULTIMATELY THEY DEFINED OBJECTIVES, STRATEGIES AND THINGS WE SHOULD MEASURE TO DETERMINE WHAT OUR IMPACT IS. ONCE THE PLAN WAS DRAFTED WE CIRCULATED IT FOR FEEDBACK AMONG THOSE 55 PARTICIPANTS AND THEY ALSO HAD THE OPTION TO SHARE THAT WITHIN THEIR ORGANIZATIONS. AND AMONG THEIR CLIENTS OR CONSTITUENTS.
SEVERAL OF THEM EXERCISED THAT OPTION. WE CIRCULATED AMONG CITY PERSONNEL, COUNTY PERSONNEL, AND PEOPLE WHO STAYED CONNECTED TO THE PROCESS.
WE THEN USED THAT FEEDBACK TO ADJUST AND FINE TUNE THE STRATEGIES AND AS MENTIONED EARLIER, THIS IS THE FIRST PUBLIC UNVAILING OF THE STRATEGIC PLAN, IMPLEMENTATION WILL BEGIN IN JANUARY. THIS DOCUMENT, IF YOU'VE ALREADY GLANCED AT IT, IS 30-ISH PAGES AND WOULD BE TOO MUCH TO WALK THROUGH FOR YOU ON THAT KIND OF APPROACH, SO WHAT I WANT TO TELL YOU IS HOW IT'S BUILT. ULTIMATELY THE WORKING GROUPS PUT TOGETHER OBJECTIVES TELLING US WHERE WE WANTED TO BE, WHAT DID WE WANT TO ACHIEVE, HOW DO WE WANT TO IMPROVE THINGS IN THE COMMUNITY? THEN THEY USED DATA AND RESEARCH TO TELL THEM WHAT EFFECTIVE STRATEGIES COULD BE PUT IN PLACE -- ULTIMATELY NARROWED THAT DOWN TO SPECIFIC TACTICS AND WE TIED WAYS TO MEASURE THAT. YOU WILL SEE EACH OF THE FOUR PRIORITY AREAS, SEGMENTED FOR THEIR TOPICS, AND THEN THE PLAN ITSELF IS STRUCTURED ACCORDING TO THAT DIAGRAM I JUST SHARED. THIS IS A LOGIC MODEL WHICH IS REALLY TO HELP SOOTHE MY SPIRIT IN THAT THIS IS A PUBLIC HEALTH NERD THING AND IT'S UP THERE TO TRY TO EXPLAIN IN AN ILL TRAY TIF WAY FOR YOU -- ILLUSTRATIVE WAY FOR YOU HOW THINGS CONNECT. WE'RE GOING TO HAVE SOME IMMEDIATE OUTPUTS THAT HELP US KNOW WE'RE STARTING OUR WORK SO THINGS LIKE DATA SHARING, MAPPING, RESOURCES, AND COMMUNITY ORGANIZATIONS THAT DO THIS KIND OF WORK, BUILDING

INFRASTRUCTURE WHERE WE NEED IT, WE'LL MOVE INTO IMMEDIATE OUTCOMES, INCREASING SERVICES AND MESSAGES, CHANGING THINGS INSIDE OUR OWN ORGANIZATIONS AND ORGANIZATIONS ALTERING LOCAL, LAW, AND POLICY: AND THE GOAL IN THE LONG RUN IS TO GET TO THESE OUTCOMES.THIS IS WHERE YOU SEE NUMBERS CHANGE. LOOKING REDUCED NUMBERS -- TWO IMPORTANT IDEAS IS THAT WE EXPECT TO SEE AN INCREASED PERCEPTION OF COMMUNITY SAFETY AND SOCIAL COHESION. THOSE ARE THE THINGS THAT HELP COMMUNITY MEMBERS FEEL SAFE IN THEIR COMMUNITY. IF THEY HAVE A HIGH PERCEPTION OF SAFETY AND COHESION THAT CREATES A FEELING OF SAFETY AND WELLNESS AND CONTRIBUTES TO THEM MAKING THEIR COMMUNITY SAFER.
IT CREATES A FEED-BACK LOON WHERE THEY FEEL -- LOOP ABOUT WHERE THEY FEEL BETTER ABOUT WHERE THEY LIVE AND WORK AND IT GOES BACK AND FORTH. I KNOW PROPERTY CRIME HAS BEEN A CONSIDERABLE CONCERN FOR MANY OF YOU. INCREASING SOCIAL COHESION HAS A BIG IMPACT ON REDUCING PROPERTY CRIME. THE STRATEGIES THAT TARGET VIOLENT CRIME WILL HAVE AN EFFECT ON PROPERTY CRIME. THE OBJECTIVES FOR THE STRATEGIC PLAN IN SUMMARY FOCUS ON YOUTH BULLYING, FIRE ARMS AS CAUSES OF DEATH, SPECIFICALLY FOR YOUTH AS WELL AS ANYBODY ELSE. SUICIDE AS A CAUSE OF DEATH, SHOOTINGS IN GENERAL -- WHETHER SOMEBODY IS KILLED R O NOT KILLED. SEXUAL ASSAULT, INTIMATE PARTNER HOMICIDE AND CHILDHOOD FATALITIES RELATED TO ABUSE AND NEGLECT.
THE STRATEGIC PLAN STRATEGIES ARE SORTED OUT INTO THREE TYPES OF CATEGORIES.
ONE FOCUSED ON BUILDING INFRASTRUCTURE, ASSESSING THE COMMUNITY AND SHARING DATA.
SECOND FOCUSED ON DIRECT SERVICES, RESOURCES AND COMMUNICATION, AND THE THIRD ON ORGANIZATIONAL SYSTEM AND POLICY CHANGE. YOU WILL SEE THAT THEME IN EACH OF THE FOUR PRIORITY AREAS BEING ADDRESSED. THAT'S HOW THE STRATEGIES ARE ORGANIZED, FELT LIKE THE MOST COHERENT WAY TO PRESENT THAT INFORMATION SO THAT YOU COULD FOLLOW IT ALONG. THE NEXT STEPS ARE METRO HEALTH AND SAPD ARE DEVELOPING THEIR OWN INTERNAL PLANS TO IDENTIFY THE PIECES OF THE MAIN STRATEGIC PLAN THEY WILL IMPLEMENT.
METRO HEALTH WILL BE RESPONSIBLE FOR BUILDING SUPPORT AND PARTNERSHIPS TO IMPLEMENT STRATEGIES ACROSS THE PLAN THAT INCLUDE PARTNERS IN COMMUNITY ORGANIZATIONS, GOVERNMENT ORGANIZATIONS. THIS ALSO HAS THE POTENTIAL TO BRING TOGETHER NEW PARTNERSHIPS AND INCREASE FUNDING THAT CAN BE DRAWN BY THIS COOPERATIVE EFFORT.
METRO HEALTH WILL BE RESPONSIBLE FOR MONITORING THE THE COLLABORATIVE EFFORT AND THE WORK THAT BE DONE WILL BE SEEKING RESOURCES FOR MORE FORMAL EVALUATION.

EVERY PARTNER THAT'S BEEN INVOLVED IN THIS, SO MY QUESTION IS REALLY -- THE LAST FEW SLIDES OF YOURS IS THE NEXT STEPS. I'M EXCITED ABOUT THE PATH TO GET HERE AND THE THOROUGHNESS, THE -- HOW DELIBERATE YOU'VE BEEN IN GETTING THIS DATA, BUT THE NEXT STEPS IS REALLY WHERE IT MATTERS, RIGHT? IT GOT BUSY THANKSGIVING NIGHT.THESE ARE THINGS WE HAVE READILY AVAILABLE ONLINE AND SO AGAIN, COOKING -- DON'T WEAR LOOSE CLOTHING. FRYING, GRILLING, BROILING. EVERYBODY COULD RAISE THEIR HAND. IF YOU HAVE A FIRE EXTINGUISHER, KEEP IT IN THE KITCHEN. WE HAVE SEEN HOUSES WHERE YOU GET THERE AND THEY'VE USED FIVE EXPING WISHERS BUT -- EXTINGUISHERS BUT THEY DIDN'T CALL US.
HEATING, SAFETY -- EVERY TIME IT GETS COLD YOU'LL SEE NEWSATIONS OR WEATHER REPORTS -- THEY'LL TALK ABOUT THIS. THINGS CAN BURN AT LEAST THREE FEET.
WE SEE SPACE HEATERS KILL PEOPLE EVERY YEAR. HAVE A FREE ZONE AROUND ANYTHING WITH FIRE FOR YOUR KIDS. NEVER USE AN OVEN TO HEAT YOUR HOME.

THESE ARE THINGS THAT WE EXPERIENCE EVERY SINGLE YEAR. TREE SAFETY, IF YOU GET A LIVE TREE, IF YOU DON'T TAKE CARE OF IT, IT'S PUTTING A 5-GALLON CAN OF GASOLINE IN YOUR LIVING ROOM. AGAIN, PUT IT IN A PLACE WHERE IT'S NOT GOING TO BE CLOSE TO ANYTHING HOT THAT'S GOING TO DRY IT OUT, CUT 2 INCHES OFF THE BOTTOM. EXPOSE THAT FRESH WOOD SO BETTER WATER CAN ABSORB TO IT AND KEEP THE STAND FILLED WITH WATER. WHEN YOU GET RID OF THAT TREE, DON'T CUT THAT TREE DOWN AND THROW IT UP NEXT TO A WOODEN FENCE.
