ONE OF THE CORNERSTONES OF OUR DEMOCRACY, TO BE ABLE TO ENSURE DURING TRYING AND CHALLENGING TIMES THAT WE ENGAGE IN CIVIL DISCOURSE.
TO BE ABLE TO REPRESENT DIVERSE VIEWPOINTS AND, IN PARTICULAR, THROUGHOUT BEXAR COUNTY AND THE REGION FOR OUR FIVE COLLEGES AND OUR CENTERS. WE'RE ALSO FORTUNATE TO HAVE THE PARTNERSHIP WITH THE CITY OF SAN ANTONIO AND THE DEVELOPMENT OF THE COMPASSIONATE USA CURRICULUM AND TO CONTINUE TO BUILD ON EXISTING PARTNERSHIPS SUCH AS ALAMO PROMISE, WHICH IS NOW COUNTY-WIDE WITH 10,000 PROMISE SCHOLARS ENROLLED, AS WELL AS BEING A PRIME PARTNER WITH READY TO WORK. I WANT TO INTRODUCE TO OUR NEWEST COLLEAGUE AND LEADER, DR. AMY BOSLEY, PRESIDENT OF NORTHWEST VISTA COLLEGE AND ACTUALLY WHERE THE PEACE CENTER IS HOUSED . DR. BOSLEY.

I LOVE TO TELL THE STORY ABOUT HOW I WAS AT PALO ALTO FOR SUMMERS AND A SEMESTER GETTING CLASSES SO I COULD TRANSFER OUT TO TEXAS TCEQ.TEXAS TECH. IT HAS BEEN AMAZING ON HOW WE ARE DOING AND HOW WE ARE CHANGING LIVES AND THAT'S WHAT YOU GUYS ARE DOING. SO I KNOW THE MAYOR HAS DONE A GREAT JOB CHAMPIONING THAT. SO YOU ALL KNOW, THE 100TH ANNIVERSARY OF THE GIRL SCOUTS IS COMING UP AND I HAVE BEEN WORKING WITH THEM ON A WHOLE LOT OF THEM AND I ASKED IF THEY COULD REACH OUT TO YOU TO SEE IF WE COULD DO A COMPASSIONATE BADGE FOR THE GIRLS. IF THEY HAVEN'T DONE THAT YET, THEY MIGHT BE DOING THAT SOON BUT I THINK WE NEED TO TAKE THIS CURRICULUM TO OUR SMALLEST PEOPLE AND I THINK THAT MIGHT BE A GOOD START. I'M PROUD THAT THE DISTRICT 5 OFFICE AND RESIDENTS WORKED TO SECURE A LARGE AMOUNT OF COMMUNITY BENEFITS, WHICH ENSURES THAT BASILA FROCKS IS ACCESSIBLE TO NEIGHBORHOODS AND FAIR TO THE TAXPAYERS. THE SPECIFIC COMMUNITY BENEFITS THAT THE DISTRICT 5 TEAM SECURED ARE A REDUCED RENTAL RATE AT BASILA FROCKS FOR AREA MICROBUSINESSES, THE USE FOR YEAR-ROUND MEETING SPACE AT NO CHARGE TO THEM AND THE USE OF LOW-IMPACT DEVELOPMENT PRACTICES. AN AGREEMENT THAT PUBLIC INFRASTRUCTURE WOULD BE ADDRESSED IN THE AREA. A FEW YEARS AGO WE RECONFIGURED SOME MONEY THAT WAS SET ASIDE TO GO AHEAD AND PROTECT THE AQUIFER. THE CITY AGREED TO USE OTHER SOURCES TO CONTINUING TO PROTECT THE AQUIFER AND I THINK THIS IS SHOWING THAT COMMITMENT THAT WE HAVE. WE CAN DO THIS BY RAISING AWARENESS, BREAKING DOWN THE STIGMA, ENSURING ACCESS TO PREVENTION AND CARE, TREATMNT, AND SUPPORT FOR ALL OF THOSE THAT ARE AFFECTED BY HIV/AIDS. I THINK WHEN WE TALK ABOUT AWARENESS, THAT'S KIND OF AN OVERUSED WORD BUT I THINK WE HAVE TO REMEMBER TOO THAT THESE LITTLE RIBBONS, WE HAVE THEM FOR ALL DIFFERENT COLORS AND DIFFERENT THINGS NOW BUT IT STARTED WITH HIV AWARENESS AND IT'S IMPORTANT BECAUSE OF ALL THE PEOPLE THAT NEED CARE. I UNDERSTAND THAT THERE'S ABOUT 72%, 73% OF PEOPLE IN BEXAR COUNTY ARE UNDER CARE. THEY'RE IN TREATMENT AND THAT'S REALLY SIGNIFICANT BUT THERE'S ALMOST 30% THAT AREN'T. I AM THE STAFF DIRECTOR AT MOVE TEXAS. I AM JOINED TODAY BY OTHER FELLOW STAFF MEMBERS AND WANT TO NAME THEIR NAMES. TORY, JONATHAN, ALEX, AND TONY. WE THANK YOU. WE'RE HAPPY TO BE HERE.
I HAVE BEEN WITH THE ORGANIZATION FOR THREE YEARS SO I AM SPEAKING IN HONOR OF ALL OF THOSE WHO CAME BEFORE ME TO REACH THIS MILESTONE. A DECADE OF ANY ORGANIZATION IS NO SMALL FEAT. IN MOVE'S CASE, AS YOU STATED IN THE PROCLAMATION, IT STARTS AS STUDENTS COMING TOGETHER TO DREAM OF MAKING THEIR WORLD A BETTER PLACE.
TO DREAM OF MAKING TEXAS A BETTER PLACE. OUR STAFF HAS SINCE GROWN.
TODAY WE ARE UNION STRONG AND ARE WORKING EVERY SINGLE MOMENT TO MAKE THOSE DREAMS OUR REALITY AND TO KEEP THOSE DREAMS ALIVE. MOVE'S PAST TEN YEARS HAVE BEEN A LOVE LETTER TO ORGANIZING. OUR PURPOSE IS FOUND IN EVERY MOMENT THAT A YOUNG PERSON REGISTERS TO VOTE, HELPS OTHERS REGISTER TO VOTE, GOES TO THE POLLS, TALKS TO THEIR FRIENDS ABOUT ISSUES THEY CARE ABOUT, VOLUNTEERS, PROVIDES TESTIMONY IN ROOMS SUCH AS THIS.
AND JUST OVERALL USES THEIR POLITICAL VOICE. YOUNG PEOPLE OF COLOR ARE THE POWERFUL PRESENT AND THEIR VOICES ARE WORTHY OF BEING LISTENED TO.
THE ORGANIZATION ARE REGISTERED TO VOTE IN OUR STATE AND THAT GET OUT TO VOTE IN OUR STATE.
WE OPERATE IN MULTIPLE CITIES ACROSS TEXAS AND HAVE CHAPTERS ON 18 COLLEGE CAMPUSES.
WE HAVE BEEN A PART OF FIGHTS FOR NON-DISCRIMINATION ORDINANCES AND PAID SICK LEAVE IN THE CITY OF SAN ANTONIO. WE HAVE PASSED CITE AND RELEASE IN SAN MARCOS.
WE HAVE LED CAMPAIGNS TO CREATE TEXAS JAIL-BASED POLLING LOCATIONS IN HARRIS AND DALLAS COUNTIES AND RECRUITED POLL WORKERS ACROSS THE STATE. I COULD GO ON AND ON, THERE'S SO MUCH MORE, BUT WE HAVE HOSTED CANDIDATE FORUMS, TOWN HALLS, ADVOCACY DAYS AT THE TEXAS CAPITOL, ALL TO ENSURE WE'RE GIVING YOUNG PEOPLE THE SPACE THEY DESERVE ON THEIR POLITICAL JOURNEYS. MOVE TEXAS DAY IS A CELEBRATION OF ALL OF THE YOUNG PEOPLE WHO ORGANIZE TODAY, TOMORROW, AND ALWAYS. HERE'S TO ANOTHER DECADE OF MOVE TEXAS AND TO THE POWER OF ORGANIZING FOREVER. WE'RE STILL OPPOSED. THE OPTIONS PROVIDED IN 2014 WERE THIS: IMMEDIATE ANNEXATION OR YOU SIGNED THIS DEVELOPMENT AGREEMENT, POSSIBLY DELAY IT FOR TEN YEARS, WITH A POSSIBLE EXTENSION. WE'RE AT THE END OF THE TEN YEARS.
THERE HAS BEEN NO DISCUSSION ABOUT POSSIBLE EXTENSION. IT'S JUST YOU'RE GOING TO GET ANNEXED BASED ON THESE DEVELOPMENT AGREEMENTS. NOW, WE CANNOT OVEREMPHASIZE THAT THAT CONSENT STATEMENT THAT'S ON THAT DEVELOPMENT AGREEMENT WAS MADE UNDER DURESS. SINCE THERE WAS NO OPTION NOT TO GET ANNEXED.

WE HAVE ASKED ON SEVERAL OCCASIONS AND IN DIFFERENT VENUES TO BE NOTIFIED VERY EARLY ON IN THE PROCESS OF ANNEXATION TO DISCUSS AND COORDINATE THE TRANSITION OF EMERGENCY SERVICES.THE REMOVAL OF TERRITORY HAS FAR-REACHING EFFECTS FOR BOTH THE CITY OF SAN ANTONIO AND ESD5 INCLUDING THE LOCATION AND CONSTRUCTION OF FIRE STATIONS, RESPONSE TIMES, LONG-TERM BUDGETING AND MUTUAL AID, ALL WHICH REQUIRE LONG-TERM PLANNING.
MOST RECENTLY OUR REQUEST FOR EARLY NOTIFICATION AND TRANSITION COORDINATION WAS REBUFFED WHEN WE PROPOSED IT EARLIER THIS YEAR IN OUR NEGOTIATIONS OVER LEGISLATION THAT REPRESENTATIVE CORTEZ HAD FILED AND PASSED REGARDING THE CITY OF SAN ANTONIO'S RESTRICTIONS OVER ESD FIRE STATION CONSTRUCTION. AND YET HERE WE ARE AGAIN TRANSITIONING SERVICE AREAS WITHOUT FULL COORDINATION AND THE COUNTY ESDS ARE HAVING TO PLAN WITHOUT FULL KNOWLEDGE OF THE CITY'S LONG-TERM PLANS. SO I'M HERE TO IMPLORE YOU, AS THE ELECTED POLICYMAKERS OF SAN ANTONIO, TO CONSIDER THE EFFECT THAT ANNEXATION HAS ON THE COUNTY ESDS AND THAT WE PRIORITIZE REGIONAL PLANNING, LONG-TERM PLANNING AND COORDINATION WITH THE ESDS, NOT A FEW WEEKS OR MONTHS BEFORE THE ANNEXATION BUT YEARS. WE HAVE ASKED FOR THE CITY'S LONG-TERM PLANS.

MY COLLEAGUE I THINK HAS ALLUDED TO THE FACT THAT THE STATE'S REALLY LIMITED THE OPPORTUNITIES THAT CITIES HAVE, INCLUDING SAN ANTONIO. AND I BELIEVE THAT IF THE CITY ISN'T ALLOWED TO GROW, THEN IT DIES, EVENTUALLY, SOMEHOW. BECAUSE IT CAN'T CONTINUE TO SUPPORT THE COMMUNITY, AS THE COMMUNITY GROWS WITHIN LOCKED-IN BORDERS.
AND I THINK IT'S IMPORTANT THAT WHEN AGREEMENTS ARE REACHED AND WE HAVE THE ABILITY TO EXPAND THROUGH THOSE AGREEMENTS, WE NEED TO LIVE UP TO I UNDERSTAND, MR. HERNANDEZ, HOW YOU FEEL, THAT YOU FELT LIKE YOU WERE TRAPPED, DIDN'T HAVE AN ADVOCATE.
WHEN YOU BECOME PART OF THE CITY, YOU WILL HAVE A CITY COUNCILMEMBER YOU CAN GO TO WHO WILL YOUR PROPERTY RIGHTS, EVEN THOUGH IT MAY CHANGE THE SURROUNDINGS OF WHERE YOU LIVE TODAY. A TYPICAL DAY FOR A FAMILY SUPPORT WORKER WOULD BE TAKING ATTENDANCE, WORKING

WITH THE TEACHERS WITH ANY CONCERNS THEY HAVE FOR THE CHILDREN, AND RELAYING THOSE CONCERNS TO THE PROPER ADMINISTRATION WHO CAN HELP WITH THE DEVELOPMENTAL NEEDS. I THINK IT'S PRETTY SATISFYING THAT I'M ABLE TO CONTRIBUTE TO THE DEVELOPMENTAL NEEDS OF THE CHILDREN, HELPING THEIR PARENTS WITH THEIR CHILD'S EDUCATION AND HELPING THEM ATHAT FOR THEIR FAMILIES AND THEIR CHILDREN. IT'S VERY IMPACTFUL BECAUSE WE ARE HELPING THE CHILDREN OF SAN ANTONIO WITH THEIR EDUCATION, THEIR HEALTH, THEIR FAMILIES.I FEEL THAT'S WHAT MAKES OUR PROGRAM UNIQUE COMPARED TO THE OTHER PROGRAMS THAT ARE OUT THERE BECAUSE WE NOT ONLY SERVE THEIR EDUCATIONAL HEALTH NEEDS, WE ALSO HELP OUT THE FAMILIES. ONE THING I CAN SAY ABOUT THE CITY OF SAN ANTONIO IS THAT THERE'S SO MANY RESOURCES THAT OUR CITY HAS COMPARED TO OTHER CITIES.
IT MAKES MY JOB A WHOLE LOT EASIER IN HELPING THE FAMILIES AND THE CHILDREN WITH THE NEEDS THAT THEY HAVE. HEAD START, IT BECOMES LIKE A FAMILY TO YOU. IT IS A REALLY GREAT PROGRAM.
