THIS IS OUR FINAL CITY COUNCIL MEETING OF THE CALENDAR YEAR 2023 AND WE HAVE MANY SPECIAL GUESTS AND A COUPLE OF RECOGNITIONS THAT WE WOULD LIKE TO GET TO IN JUST A MOMENT. BUT FIRST IT GIVES ME GREAT HONOR TO WELCOME OUR INVOCATOR TODAY. RABBI CHAIM BLOCK IS THE EXECUTIVE DIRECTOR AND SPIRITUAL LEADER OF THE CHABAD LUBAVITCH. THEY ARRIVED TO ESTABLISH THE LUBAVITCH MOVEMENT. OVER THE LAST 39 YEARS, IT HAS GROWN FROM A SMALL OUTREACH EFFORT OPERATING OUT OF A TWO-BEDROOM CONDO TO A COMMUNITY-WIDE ORGANIZATION WITH FOUR FULFILLMENT RABBIS, A JEWISH PRESCHOOL, LEARNING INSTITUTE, AND PROGRAMMING FOR YOUTH, YOUNG ADULTS, AND SENIORS. HANUKKAH ON THE RIVER IS ONE OF THE MANY COMMUNITY-WIDE PROGRAMS AND IS WELL KNOWN THROUGHOUT THE CITY.

CHABAD ISRAELI CENTER OPENED IN 2019 AND CHABAD OF BOERNE OPENED IN 2022.

RABBI BLOCK SERVES ON THE BOARD OF THE LUBAVITCH MOVEMENT AND ON THE EXECUTIVE AUDIO] AND RABBI AND HIS WIFE ARE PROUD PARENTS AND GRANDPARENTS OF NINE CHILDREN AND THEIR GRANDCHILDREN AND ARE TREMENDOUS COMMUNITY SERVANTS. RABBI, WELCOME.

BLESS THE CITY OF SAN ANTONIO WHERE THE LEADERSHIP SETS THE TONE FOR ALL PEOPLES OF ALL FAITHS AND ETHNIC BACKGROUNDS TO LIVE TOGETHER WITH MUTUAL RESPECT AND HARMONY. THIS MORNING IN THESE AUGUST CHAMBERS WE WILL KINDLE THE LIGHT OF THE HANUKKAH MENORAH COMMEMORATING THE MIRACLE OF LIGHT THAT YOU PERFORMED IN ANCIENT ISRAEL WHEN A SMALL FLASK OF OIL, ONLY ENOUGH FOR THE TEMPLE'S MENORAH TO BURN FOR ONE DAY BURNED FOR EIGHT. THESE LIGHTS SYMBOLIZE THE POWER OF LIGHT, HOLINESS, AND GOODNESS TO STAND AGAINST DARKNESS, BIGOTRY, AND HATRED.

THE FLAMES OF THE MENORAH CONVEY THE MESSAGE OF HOW ONE SMALL CANDLE COULD BANISH A ROOMFUL OF DARKNESS. HOW ONE SMALL GOOD DEED CAN HAVE AN EVERLASTING IMPACT.

ALMIGHTY GOD, CONTINUE TO GRANT HEALTH, WISDOM, AND COURAGE TO OUR MAYOR AND CITY COUNCIL WHO

ADRIANA ROCHA GARCIA. BUT DR. CLARK HAS LED THE WAY FOR SO MANY LATINAS TO PURSUE THEIR PHD. IT'S A WHOLE THING, WHAT YOU CAN SEE, YOU CAN BE. YOU HAVE INSPIRED SO MANY TO PURSUE THEIR EDUCATION AND TO BE LEADERS IN THE COMMUNITY. I ALSO GET THE HONOR OF HAVING DR. CLARK SIT AND REPRESENT DISTRICT 7 ON THE SAN ANTONIO ARTS COMMISSION. I'M VERY PROUD THAT WE HAVE COMPLETED THAT FIRST BLOCK, WHICH IS WHY IT'S A GOOD TIME FOR ME TO MOVE ON NOW. WE HAVE MOVED THE BIG ROCKS SO FAR AND WE HAVE BOUGHT TWO MORE BLOCKS. IT WOULD BE HELPFUL IF I PUSHED THIS SLIDE. THE AIRPORT IS AN ECONOMICEN ENGINE TO THIS CITY. I'D ALSO LIKE TO BRING TO THE ATTENTION THAT AIR SERVICE DEVELOPMENT CONTINUES TO BE A TOP PRIORITY FOR THE AIRPORT. OVER THE LAST FOUR MONTHS, WE HAVE ANNOUNCED SEVEN NEW FLIGHTS REACHING A NEW MILESTONE OF 45 NONSTOP DESTINATIONS, AND THOSE SEVEN FLIGHTS CREATED AN ECONOMIC IMPACT OF 155 MILLION. THIS DOESN'T HAPPEN JUST OVERNIGHT. IT'S A COMPLETE COMPREHENSIVE PLAN.

IT'S A 2023 THROUGH 2028 STRATEGIC STRATEGY THAT WAS PUT FORTH BY THE AIRPORT IN ORDER FOR US TO EXECUTE ON THIS. IT HAPPENS WITH A NUMBER OF PARTNERSHIPS AS WELL. I'D LIKE FOR THESE INDIVIDUALS TO STAND BECAUSE THEY HAVE BEEN AN INTEGRAL PART OF OUR SUCCESS AMONGST OTHERS IN THE CITY, YOURSELVES, THE MAYOR AND EVERYONE INVOLVED.

I'LL START WITH AN AIRPORT SERVICE DEVELOPMENT COMMITTEE CHAIR, MR. JOHN DICKSON, MIKE GIBBS, WHO'S FORMER GENERAL COUNSEL FOR WHATABURGER. JENNA SAUCEDO WHO IS THE EXECUTIVE IN CHARGE OF THE GREATER SAN ANTONIO GROUP, HARVEY HOWE WHO'S OVER OIL AND GAS EXPLORATION. WE ALSO DO THIS FOR THE PASSENGER. WE WANT TO ESTABLISH THAT SENSE OF PLACE, CELEBRATING THAT BEAUTIFUL SPIRIT AND CULTURE OF THIS WONDERFUL CITY FOR PEOPLE'S ARRIVALS ANDY PARURES. WE WANT TO BE A SHOWCASE, A GATEWAY INTO OUR CITY, PROVING THAT ACCESSIBILITY AND SUSTAINABILITY DESIGNS ARE UP FRONT AND PRESENT IN ALL THAT WE'RE DOING. THE ECONOMIC WIN FOR CITIZENS, BUSINESSES, COMMUNITIES AND REGIONS IS PREVALENT.

THE CONSTRUCTION MANAGER AT RISK REQUESTS IS TO FURTHER SUPPORT THE CAPITAL INVESTMENT AND DEVELOPMENT INTO OUR AIRPORT AND INTO OUR CITY.

FOR THIS REASON, IT IS IMPORTANT THAT WE CONTINUE TO UPGRADE OUR SERVICES. ESTABLISHING THE AIRPORT AS ONE OF THE PREFERRED AIRPORTS WITH NEW AMENITIES, CONCESSIONS, STATE-OF-THE-ART TECHNOLOGIES AND OVERALL EASE OF USE. THIS YEAR ALONE IN 2023 WE RECEIVED OVER 44 MILLION IN GRANTS FROM THE FEDERAL AVIATION ADMINISTRATION. ALL OF THESE EFFORTS HAVE PREPARED US TO BE IN COMPLETE ALIGNMENT WITH TODAY'S BIPARTISAN INFRASTRUCTURE LAW THAT SUSTAINS AND SUPPORTS A NUMBER OF OUR AIRPORT EFFORTS.

THE CONSTRUCTION MANAGER AT RISK PROCUREMENT IS WHAT WE BRING BEFORE YOU TODAY. IT FALLS WITHIN THE RED SQUARE THAT WE HAVE IN FRONT OF YOU, THAT'S WHERE WE ARE, ON TIME, ON SCHEDULE AND ON BUDGET.

THE PRECONSTRUCTION AND CONSTRUCTION WILL COMMENCE IMMEDIATELY THEREAFTER AS WE BEGIN TO MOVE FORWARD. THE NORTH RAMP REMAIN OVERNIGHT IS TO CONTINUE TO PARK AIRCRAFT AND THE RELATED DEMOLITION AND PREPARATION SITE WORK FOR UTILITY IMPROVEMENTS. SO THANK YOU, MAYOR. TWO ISSUES -- ACTUALLY THREE, AND WE'RE GOING TO HAND OUT A MEMO TO THE COUNCIL. THE FIRST IS THAT EARLIER THIS WEEK IT WAS ANNOUNCED THAT SAN ANTONIO HAD EARNED THE CITY HEALTH GOLD MEDAL FOR IMPROVING HEALTH THROUGHOUT

POLICY. I KNOW THIS IS SOMETHING WE'VE PURSUED IN THE PAST AND VERY PROUD OF THE ENTIRE ORGANIZATION, NOT JUST METRO HEALTH.

IT'S AN ANNUAL AWARD THAT -- FROM CITY HEALTH THAT RECOGNIZES CITIES EFFORTS ACROSS THE COUNTRY ON DIFFERENT POLICY ISSUES THAT CAN IMPROVE PEOPLE'S ACCESS TO HEALTHY CHOICES AND ADDRESS CRITICAL HEALTH DISPARITIES IN OUR LOCAL COMMUNITY. SO A LOT OF WORK THROUGH THE SA FORWARD PLAN AND THROUGH METRO HEALTH. I WANT TO THANK -- IF HE'S STILL IN HERE, TROY ELLIOT ACTUALLY WAS VERY INSTRUMENTAL IN THIS YEAR'S GOLD MEDAL THROUGH A NUMBER OF OUR PROCUREMENT ADJUSTMENTS THAT WE WERE ABLE TO DO ADMINISTRATIVELY, SO SHOUT OUT TO TROY AND HIS PROCUREMENT TEAM FOR HELPING US GET THAT GOLD DESIGNATION FOR THIS YEAR. SECONDLY, MAYOR, AND I'M HANDING OUT A MEMO RIGHT NOW THAT WILL TRANSMIT ELECTRONICALLY, THIS IS THE LAST COUNCIL MEETING OF THE YEAR, SO WE HAVE OUR PRELIMINARY FY '23 YEAR-END REPORT, THE PRELIMINARY UNAUDITED FINANCIAL UPDATE FOR OUR FISCAL YEAR THAT ENDED SEPTEMBER 30TH OF '23, FOR THOSE OF YOU ON THE AUDIT COMMITTEE OR THAT HAVE SPENT TIME ON THE AUDIT COMMITTEE, OUR EXTERNAL AUDITORS WILL BE CONDUCTING OUR END-OF-YEAR AUDIT AND WILL FINALIZE IT IN FEBRUARY. THAT WILL COME TO THE AUDIT COMMITTEE IN MARCH. HIGH LEVEL, THE GENERAL FUND ENDED $5.4 MILLION BETTER OR .36% BETTER OF OUR $1.5 BILLION BUDGET. EXPENSES WERE ABOUT $2.6 MILLION LESS AND REVENUES -- TOTAL REVENUES WERE ABOUT $2.8 MILLION BETTER. IN TERMS OF THE HOTEL OCCUPANCY TAX, THE HOT FUND ENDED ABOUT $600,000 BETTER. PRIMARILY DUE TO REVENUE FROM THE ALAMODOME AND THE CONVENTION CENTER AND THE DEPARTMENT A EXPENSES WERE IN LINE WITH OUR DISCUSSIONS THIS PAST SUMMER.

THE AIRPORT ENTERPRISING FUND INTENDED THE YEAR $5.3 MILLION BETTER, WHICH IS ABOUT 5% BETTER. THAT PERFORMANCE IS DIRECTLY TIED TO WHAT JESUS HAS BEEN SHARING WITH YOU THE LAST COUPLE OF SESSIONS, OUR 13% INCREASE IN PASSENGER ACTIVITY AND THE DEPARTMENTAL SPENDING WAS IN LINE WITH PROJECTIONS.

OUR SOLID WASTE FUND, ENTERPRISE FUND ENDED POINT 7% BETTER, AND DEPARTMENTAL SPENDING WAS IN LINE. AND FINALLY, IN TERMS OF FEDERAL REIMBURSEMENTS, THERE IS $21.5 MILLION IN OUTSTANDING REIMBURSEMENTS, 5 MILLION FROM STORM URI AND 16.5 MILLION FOR OUR COVID-19 MAX VACCINATION EFFORTS. AND AS WE CONTINUE TO GO THROUGH THAT VERY DETAILED PROCESS WITH THE FEDERAL GOVERNMENT FOR FULL REIMBURSEMENT, WE DO BELIEVE THERE IS SOME RISK BASED ON SOME OF THOSE REIMBURSEMENTS THAT WE'RE HOLDING ON TO $5.9 MILLION IN OUR RECOVERY AND RESILIENCY FUND TO OFFSET THOSE. I WANT TO MAKE IT CLEAR, WE ARE PURSUING FULL REIMBURSEMENT, BUT I WANT TO MAKE SURE THAT WE DON'T HAVE ANY ISSUES DOWN THE ROAD. WE'LL BE COMING BACK TO COUNCIL ON FEBRUARY 14TH WITH OUR FIRST-QUARTER REPORT.

WE'RE ALSO GOING TO INCLUDE AN UPDATE ON ARPA AND RECOVERY AND RESILIENCY, SO WE'LL HAVE A FULL FINANCIAL UPDATE ON FEBRUARY 14TH.

AND BASED ON LAST WEEK'S CONVERSATION, THAT WILL ALSO BE THE DAY WE COME BACK WITH CPS ON THE AFFORDABILITY DISCOUNT PROGRAM, SO THAT WILL BE A BUSY DAY FOR US. WE'LL TRANSMIT THIS ELECTRONICALLY AND I'M AVAILABLE FOR ANY QUESTIONS YOU MIGHT HAVE.

HE'S HAD A NUMBER OF ASSIGNMENTS IN A RELATIVELY SHORT CAREER WITH THE CITY, AND LET'S ROLL THE VIDEO ON DETECTIVE FLORES.

I'VE BEEN WITH SAPD AND I'M ASSIGNED TO THE TRAFFIC UNIT.

WHEN I WAS THREE YEARS OLD MY PARENTS DECIDED TO MOVE TO MONTERREY, MEXICO, AND THAT'S WHERE I LIVED UNTIL I WAS 18. I VOLUNTEERED AT THE FIRE DEPARTMENT DOWN IN MEXICO WHEN I WAS ABOUT 15. SINCE I WAS LITTLE, EVERYTHING THAT I WANTED TO DO IN LIFE WAS JUST TO WEAR A UNIFORM, GO OUT THERE AND HELP PEOPLE OUT. AS CHEESY AS IT SOUNDS, IT WAS THE REALITY. I HAD THE OPPORTUNITY OF JOINING THE MARINE CORPS AND BEEN A MARINE EVER SINCE. 123 CARLOS COMPANY IS WHERE I'M STATIONED AT CORPUS CHRISTI. I REMEMBER WHEN I CAME BACK FROM BASIC TRAINING FROM THE MARINES AND I STARTED JOINING MY RESERVE UNIT, ONE OF THE
