>> MAYOR NIRENBERG: GOOD MORNING, EVERYONE. WELCOME TO OUR CITY COUNCIL A SESSION. THE TIME IS 9:07 A.M. WE'LL CALL OUR MEETING TO ORDER THIS JANUARY 11, 2024. MADAME CLERK, COULD YOU READ THE ROLL?
>> CLERK: MAYOR, WE HAVE A QUORUM. >> MAYOR NIRENBERG: ALL RIGHT. GOOD MORNING, EVERYONE. WELCOME TO OUR CITY COUNCIL A SESSION. TO GET US STARTED THIS MORNING, I'M GOING TO TURN IT OVER TO
COUNCILMEMBER KAUR TO WELCOME OUR INVOCATORS. >> KAUR: THANK YOU, MAYOR.
GOOD MORNING, ALL. IT'S MY DISTINCT PRIVILEGE OF INVITING NOT ONLY ONE BUT TWO INVOCATORS TO PRESENT FOR US TODAY. AND ALTHOUGH I WISH IT WAS ON BETTER CIRCUMSTANCES. SO AS A RESULT OF THE WAR, WE ACROSS THE COUNTRY HAVE SEEN AN INCREASE IN ANTI-SEMITISM AND ISLAMA PHOBIA ACROSS THE U.S. BUT WE HAVE ALSO SEEN IT HERE IN OUR COMMUNITY. WE HAVE NONPROFITS WHO HAVE SEEN A RISE OF BIGOTRY AND RISE OF HATRED FOR FOLKS WHO DON'T BELIEVE THE SAME THINGS WE BELIEVE.
WE IMMIGRATED HERE BECAUSE WE WERE FOUNDED ON THE BELIEF OF RELIGIOUS PLURALISM.
EVERY SINGLE ONE OF US UP HERE GETS TO BELIEVE AND PRACTICE THEIR FAITH IN A SAFE WAY WITHOUT FEAR OF BEING DISCRIMINATED AGAINST. AND SO THE REASON WE CHOSE TO BRING TWO FOLKS TODAY IS NOT TO GLOSS OVER THE FACT THAT THERE IS A REALLY CHALLENGING CONVERSATION HAPPENING RIGHT NOW IN THE WORLD, IN OUR COMMUNITY ITSELF -- OR DISREGARD THAT FOLKS HAVE DIFFERENT OPINIONS ABOUT WHAT'S HAPPENING.
BUT IT IS TRULY TO SAY PHOBIA OR ANTI-SEMITISM OR ANYTHING ELSE BECAUSE OF WHAT THEY BELIEVE.
WITH THAT I HAVE THE DISTINCT PLEASURE OF SHARING WITH YOU A LITTLE BIT ABOUT TWO WOMEN WHO I HAVE COME TO KNOW AND DEARLY RESPECT. FIRST IS RABBI NATHAN.
RABBI NATHAN IS A SENIOR RABBI AT TEMPLE BETH-EL AND IN FACT SHE IS ONE OF THE ONLY SENIOR RABBIS OF A MAJOR -- EXCUSE ME, THE FIRST SENIOR RABBI FOR A LARGE MAJOR CONGREGATION IN THE STATE OF TEXAS. SOME OF HER WORK FOCUSES ON ENSURING THAT COMMUNITIES ARE AWARE OF SOCIAL JUSTICE ISSUES, HELPING THE COMMUNITY BEING ENGAGED IN WHAT'S HAPPENING AROUND THEM. AND FINDING A SAFE PLACE FOR THEM TO ENGAGE IN THEIR RELIGIOUS FAITH. WHATEVER THAT LOOKS LIKE. AND WE ALSO WILL BE -- SHE WILL BE STARTING AND THEN WE ALSO HAVE WAHEEDA KARA HERE. WAHEEDA IS 37-YEAR RESIDENT OF SAN ANTONIO AND HAS RECEIVED NUMEROUS AWARDS FOR HER WORK. MLK WEEKEND WAS ALSO GIVEN AN AWARD FOR MLK, THE HUMANITY AWARD . AND SO WE ARE INCREDIBLY GRATEFUL THAT YOU ALL ARE HERE TODAY SHARING WITH US OUR INVOCATION.
I'LL TURN THE STAGE OVER TO YOU ALL. >> THANK YOU SO MUCH.
[00:05:02]
THIS COMING MONDAY -- PLEASE RISE. THIS COMING MONDAY WE WILL EACH OBSERVE DR. MARTIN LUTHER KING, JR. DAY BY SHARING IN WORSHIP BY MARCHING IN SOLIDARITY, AND BY RECALLING HIS LIFE AND THE SACRIFICES HE MADE. DR. KING STOOD UP FOR SOCIAL JUSTICE AND EQUALITY. AND HE BELIEVED IN THE POWER OF BELOVED COMMUNITY.HE KNEW THERE WAS DARKNESS, THERE WAS UNCERTAINTY, AND THERE WAS PAIN IN EVERYONE'S LIVES AND YET HIS FAITH KEPT HIM MOVING FORWARD. IN 1963, IN HIS BOOK THE STRENGTH TO LOVE, DR. KING WROTE RELIGION ENDOWS US WITH THE CONVICTION THAT WE ARE NOT ALONE IN THIS VAST UNCERTAIN UNIVERSE. BENEATH AND ABOVE THE SHIFTING SANDS OF TIME THE UNCERTAINTIES THAT DARKEN OUR NIGHTS IS A WISE AND LOVING GOD.
THIS UNIVERSE IS NOT A TRAGIC EXPRESSION OF MEANINGLESS CHAOS BUT A MARVELOUS DISPLAY OF ORDERLY COSMOS. MAN IS NOT A WISP OF SMOKE FROM A LIMITLESS SMOLDERING BUT A CHILD OF GOD CREATED A LITTLE LOWER THAN THE ANGELS. ABOVE TIME STANDS ONE ETERNAL GOD WITH STRENGTH TO RENEW US AND LOVE TO KEEP US WHOLE. SAN ANTONIO IS A COMMUNITY THAT IS PROUD OF ITS COMPASSION. WE SEEK TO TAKE CARE OF ALL IN NEED.
WE ASPIRE STO CREATE SAFE SPACES FOR DISCOURSE, FOR INNOVATION, FOR CHANGE.
WE COMMIT TO PROTECTING THE VULNERABLE IN OUR MIDST REGARDLESS OF OUR FAITH, REGARDLESS OF THE COLOR OF OUR SKIN, REGARDLESS OF OUR POLITICAL VIEWS, REGARDLESS OF OUR GENDER IDENTITY OR SEXUAL ORIENTATION. THESE ARE NOT JUST WORDS.
THEY ARE ESSENTIAL IDEALS THAT COME WITH COMPLICATED REALITIES.
THEY REQUIRE US TO UNDERSTAND A VARIETY OF PERSPECTIVES AND TRUTHS, PERSPECTIVES AND TRUTHS THAT MAY CONFLICT WITH EACH OTHER. THEY REQUIRE US TO LEAD WITH KINDNESS AND SENSITIVITY AND THEY REQUIRE OF US TO CONSIDER THE GOOD OF THE WHOLE, NOT ONLY THE NEEDS OF THE INDIVIDUAL. THESE ARE SOME OF THE RESPONSIBILITIES OF LEADERSHIP, RESPONSIBILITIES I KNOW THAT YOU AS COUNCIL PEOPLE ARE PROUD TO TAKE ON.
SO AS YOU BEGIN YOUR SESSION THIS MORNING, I OFFER A PRAYER OF HOPE, OF COMPASSION, AND OF PATIENCE. MAY YOU FIND THE STRENGTH TO LISTEN CAREFULLY TO MANY PERSPECTIVES. MAY YOU FIND THE LOVE TO CARE DEEPLY FOR THE WELL-BEING OF ALL SAN ANTONIANS AND MAY YOU FIND THE WISDOM TO WORK TOGETHER TO SOLVE CHALLENGING PROBLEMS THAT AFFECT THE LIVES OF THE PEOPLE WHO LIVE HERE AND TO KEEP US ALL SAFE, INSPIRING US TO TREAT EACH OTHER WITH KINDNESS AND WITH RESPECT. AMEN.
>> GOOD MORNING, MAYOR NIRENBERG, COUNCIL MEMBERS, HONORED LEADERS, COMMUNITY MEMBERS, AND FRIENDS. MY NAME IS WAHEEDA KARA AND ON BEHALF OF THE MUSLIM COMMUNITY IT IS A PLEASURE TO BE HERE AMONGST PEOPLE OF GREAT FAITHS .
THROUGHOUT ITS HISTORY AND FROM THE TIME OF PROPHET MUHAMMAD, MAY PEACE BE UPON HIM AND HIS FAMILY AND THE REVELATION OF THE HOLY QUR'AN, THE FAITH OF ISLAM HAS EMPHASIZED VALUES THAT WE ALL SHARE. THE IMPORTANCE OF PEACE, HARMONY, RESPECT FOR OTHERS, COMPASSION, AND KINDNESS TO ALL. MOST IMPORTANT AMONG THESE IS THE BELIEF IN ISLAM THAT EMPHASIZES THE BEAUTIFUL DIVERSITY THAT EXISTS BETWEEN PEOPLES, CULTURES, FAITHS, AND TRADITIONS AS A FUNDAMENTAL UNITY AND SHARED HUMANITY.
IT IS WITH THIS THEME OF UNITY I WILL BEGIN. IN ONE OF ITS MOST POWERFUL UNIVERSAL PASSAGES, THE HOLY QUR'AN IN CHAPTER 4 VERSE 1 EXPLAINS THAT THE ENTIRETY OF HUMANKIND HAS BEEN CREATED FROM A SINGLE SOUL. AND EQUALLY IMPORTANT RESPONSIBILITY OF NOT BREAKING OR SEVERING TIES WITH FAMILY. IN THIS CONTEXT, IT IS PERHAPS THIS GLOBAL HUMAN FAMILY OF BROTHERS AND SISTERS THAT WE ARE CALLED UPON TO HONOR AND RESPECT. THE SPIRIT OF THIS CALL FOR LOVING ONE'S NEIGHBOR SO CENTRAL TO ALL FAITHS ALSO FINDS EXPRESSION IN THE LIFE AND EXAMPLE OF PROPHET MUHAMMAD WHO ONCE SAID TO HIS COMPANIONS NONE OF YOU TRULY BELIEVES UNTIL HE WISHES FOR HIS BROTHER
[00:10:03]
WHAT HE WISHES FOR HIMSELF. CALLING UPON THEM TO LIVE BY THE GOLDEN RULE THAT WE AS MUSLIMS MUST TREAT OTHERS WITH THE SAME LOVE, COMPASSION, AND DIGNITY WHICH WE WOULD LIKE TO SEE OURSELVES. SECOND IS THE NOTION OF GRATITUDE IN ISLAM, WHICH IS VIEWED AS A RESPONSE OF THE FAITHFUL TO THE IMMENSITY OF GOD'S BLESSINGS, WHICH WE CANNOT COUNT NOR BEGIN TO IMAGINE REPAYING. EVERY BREATH, EVERY MOMENT, EVERY FRIENDSHIP, EVERY SMILE ALL ARE GIFTS FROM GOD. IN THE CONTEXT HAPPINESS IN THE FAITH OF ISLAM IS SEEN AS PART OF THE DIVINE BLESSINGS WHICH HE CONTINUES TO SHOWER UPON US. LET US PRAY. DEAR GOD, GRANT US STRENGTH, WISDOM, AND COURAGE WITH WHICH TO FULFILL OUR DUTY TO YOU AND TO MANKIND.HELP US TO HONOR OUR UNIVERSAL VALUES OF COMPASSION AND PLURALISM AND TO HELP THOSE LESS FORTUNATE. GIVE US THE WISDOM TO GOVERN AMIDST CHALLENGING TIMES.
INSPIRE AND EMPOWER US TO HONOR HUMANITY AND LIVE UP TO OUR UTMOST POTENTIAL.
AMEN. TO CONCLUDE, I REFER TO A SHORT EXTRACT OF A SPEECH MADE TO THE LEADERSHIP OF THE PORTUGUESE GOVERNMENT IN 2005 BY HIS HIGHNESS, THE 49TH HEREDITARY IMAM. THERE ARE THOSE WHO SAY THAT FAITHS DIVIDE BUT TODAY WE MUST EXPLORE EVERY OPPORTUNITY TO HAVE DIFFERENT FAITHS COME TOGETHER IN ADDRESSING THE PROBLEMS OF OUR RESPECTIVE SOCIETIES. AND IT IS ENJOINED ON US TO ADDRESS THE PROBLEMS OF SOCIETY ON THE SAME ETHICAL PREMISES. END OF QUOTE.
IT HAS BEEN AN HONOR TO BE HERE WITH YOU THIS MORNING. THANK YOU.

[00:20:01]
HIS TALL HE WANTS AND COMPASSION WAS SOMEONE I WAS LUCKY ENOUGH TO KNOW AND CALL A FRIEND. DR. GOREHAM WAS BORN IN INDIA IN 1961 AND ATTENDED MEDICAL SCHOOL IN INDIA. HE CAME TO AMERICA FOR HIS RESIDENCY PROGRAM AND THANKFULLY IN 2009, HE DECIDED TO MOVE TO SAN ANTONIO TO PRACTICE INTERVENTIONAL CARDIOLOGY, IMPROVING OR SAVING THE LIVES OF COUNTLESS INDIVIDUALS WITH GRACE AND A SMILE. DR. GOREHAM DEDICATED HIS TIME OUTSIDE HIS OFFICE SERVING IN LEADERSHIP WITH THE TEXAS INDO AMERICAN SOCIETY, THE INTERPRET SOLDIER AS WELL AS HAVEN FOR HOPE.IN ADDITION TO HELPING THE LIVES OF OTHERS ACROSS THE BOARD, HE CONTRIBUTED TO ORGANIZING THE AMERICAN ASSOCIATION OF PHYSICIANS OF INDIAN ORIGINS NATIONAL CONVENTION RIGHT HERE IN SAN ANTONIO. 3,000 PHYSICIANS FROM ACROSS THE COUNTRY GATHERED DOWNTOWN FOR A WEEKEND OF FUNDRAISING AND CHARITABLE EVENTS, CULTURAL PERHAPS AND CONTINUING MEDICAL AGENCY AND BEYOND.
-- EDUCATION AND BEYOND. IN 2020 HE WAS VOTED THE BEST CARDIOLOGIST IN THE CITY AND FOUNDED THE CATIZATION LAB ON THE SOUTHEAST SIDE.
AT THE TIME OF HIS PASSING HE WAS THE CHIEF OF CARDIOLOGY THERE.
WE ALL KNOW THAT CAMPAIGNS ARE TOUGH AND CAMPAIGNS ARE GRUELING, BUT WHEN I FIRST MET DR. GOREHAM, IT WAS DEFINITELY A RAY OF LIGHT THROUGH THE CAMPAIGN TIME.
AND SO NOT ONLY MEETING HIM BUT ALSO MEETING HIS BEAUTIFUL AND WONDERFUL FAMILY WAS A HIGHLIGHT AND MOMENT THROUGHOUT THAT THE CAMPAIGN THAT I'LL NEVER FORGET. HIS FAMILY WELCOMED ME WITH WARMTH AND GENEROSITY.
I DO WANT TO NOTE THAT SOME OF THE THINGS THAT HIS PATIENTS DESCRIBED.
THEY TALKED ABOUT HOW HE WOULD MAKE THEM LAUGH AND HOW HE WOULD LET THEM KNOW TO KEEP IT UP. THEY REMEMBERED HIM AS KIND AND HELPFUL AUDIO]. AS IF HE HAD KNOWN THEM FOR MANY YEARS.
THAT HE WAS A DIAMOND OF A HUMAN BEING. THESE ARE A FEW REASONS I WANTED TO RECOGNIZE HIM AND WELCOME HIS FAMILY AND THANK YOU SO MUCH FOR BEING HERE TODAY AND FOR THIS RECOGNITION. THANK YOU SO MUCH.
THANK YOU, MAYOR. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU VERY MUCH, COUNCILMEMBER ALDERETE GAVITO AND TO THE ENTIRE GOREHAM FAMILY, THANK YOU VERY MUCH FOR SHARING YOUR FATHER, YOUR HUSBAND WITH US FOR SO MANY YEARS AND FOR THE GREAT WORK THAT HE HAS DONE FOR SO MANY FAMILIES IN OUR CITY AND THANK YOU FOR BEING HERE TODAY. BEFORE I TURN IT OVER TO COUNCILMEMBER MCKEE-RODRIGUEZ TO WELCOME UP OUR MLK COMMISSION AND WE'RE ALL VERY MUCH LOOKING FORWARD TO MONDAY'S ACTIVITIES AND THEN, OF COURSE, THE MANY EVENTS THAT WILL TAKE PLACE CORRESPONDING WITH DREAM WEEK, LET ME READ THE FOLLOWING PROCLAMATION. [00:25:05]
WHAT IS GOINGS ON WITH THIS LIGHT RIGHT HERE? I WANT TO TAKE TIME TO THANK ALL MEMBERS OF THE COMMISSION, BASICALLY THE DAY AFTER LAST YEAR'S MARCH THEY WERE BACK AT IT AGAIN. TO PREPARE OUR COMMUNITIES FOR THE LARGEST MARCH IN THE COUNTRY, THEREFORE THE WORLD. IN ADDITION TO A ROBUST SCHEDULE OF EVENTS TO COMMEMORATE MARTIN LUTHER KING JR., I JUST WANT TO MAKE ON A PERSONAL NOTE I WANT TO CONVEY HOW DEEPLY CONNECTED MY COMMUNITY IS AND MY CONSTITUENTS FEEL TO THE MARCH AND HOW MUCH PRIDE THEY TAKE IN IT.EVERY SINGLE COMMISSIONER IS RECEIVING A BUNCH OF CALLS FROM CONSTITUENTS ALL ACROSS THE DISTRICT. THEY MIGHT AS WELL BE THEIR OWN COUNCIL OFFICE AT THAT POINT. THIS IS OUR 37TH ANNUAL MARCH -- SORRY, THIS LIGHT.
AND OUR THEME IDEAS AND STRATEGIES TO POLITICAL DISCOURSE WHILE ADDING TO A LEGACY OF SOCIAL JUSTICE. I'M EXCITED TO LET YOU KNOW ABOUT OUR SPEAKERS.
THIS INCLUDES ANA DILLARD, 20 YEARS OLD. MARIE, 16, AND JEROME FOSTER, 21, WHO WHO HAVE ALREADY CHANGED THE WORLD WITH THEIR ACCOMPLISHMENTS, SOCIAL JUSTICE AND PUBLIC POLICY AND WILL CONTINUE TO SHAPE OUR FUTURES.
I'M SO EXCITED TO HEAR WHAT THEY HAVE TO SAY AND THE WISDOM THESE YOUNG VOICES WILL PROVIDE. THE FIGHT FOR HUMAN RIGHTS, FAIR WAGES, VOTING RIGHTS, HOUSING JUSTICE AND CIVIL RIGHTS CONTINUES. WE CONTINUE TO WITNESS VIOLENCE, HATE AND POVERTY THROUGHOUT OUR NATION AND WORLD AND DR. KING'S CALL TO ACTION THAT THE UNITED STATES LIVES UP TO ITS PROMISE OF LIBERTY AND JUSTICE LIVES UP TODAY. WE KNOW MARTIN LUTHER KING, JR. WOULD NOT BE SILENT ON THESE ISSUES. SOMETHING WE NEED TO REMEMBER AT THE END OF HIS LIFE, MLK STOOD WITH WORKERS AGAINST ABUSE AND STOOD AGAINST THE VIETNAM WAR, EVEN THOUGH IT WAS POLITICALLY UNPOPULAR AT THE TIME.
WE INVITE YOU TO CELEBRATE HIS SPIRIT AND ENDURING MESSAGE BY JOINING US ON JANUARY 15TH. BUNDLE UP IN YOUR WARMEST ATTIRE, THIS IS THE ONE TIME OF YEAR YOU MIGHT NEED TO WEAR IT. I WOULD LIKE TO INVITE THE COMMISSIONERS TO RISE AND COME UP TO THE PODIUM AND SAY A FEW WORDS. THANK YOU SO MUCH FOR YOUR SERVICE.
>> GOOD MORNING, MAYOR NIRENBERG, MEMBERS OF THE CITY COUNCIL, IN PARTICULAR THE TWO CITY COUNCIL MEN JALEN MCKEE RODRIGUEZ. FOR THE RECORD MY NAME IS DUANE ROBINSON AND I HAVE THE PLEASURE TO SERVE AT THE CITY OF SAN ANTONIO MARTIN LUTHER KING JR. COMMITTEE CHAIRPERSON. WE CERTAINLY WANT TO THANK YOU FOR ALLOWING US TO BE PART OF THIS COMMISSION. WE HAVE WITH US ON THIS MORNING, MISADD MAN TODAY THOMAS WHO IS OUR FUND RAZOR AND SPONSORSHIP CHAIRPERSON.
WE HAVE DENISE LUCKY WHO WE TOOK FROM THE CITY OF SAN ANTONIO AND YOU ALL CANNOT HAVE HER BACK WHO IS HELPING WITH OUR FIRST EVER COMMUNITY AWARDS LUNCHEON THAT WE'RE DOING. AND THEN I HAVE BEHIND -- TO MY RIGHT I HAVE MS. DEBRA SEWERED. SHE IS THE CHAIR OF THE MARCH COMMITTEE.
A LOT OF WORK THERE. I HAVE MS. JUDITH WHO IS IS OVER OUR INTERFAITH SERVICE.
I WANT TO ACKNOWLEDGE EACH OF THEM AND OUR OTHER COMMISSIONERS WHO COULD NOT BE HERE THIS MORNING BECAUSE WE COULD NOT DO THIS WITHOUT THEM.
I ALSO WANT TO THANK JOHN PATERIK AND THE CITY MANAGER'S OFFICE WHO JUST DOES AMAZING WORK WITH US. SHERARA IN OUR CITY ATTORNEY'S OFFICE.
[APPLAUSE] AND I DID NOT SEE DR. JENNIFER MATA IN PARTICULAR. THEY HAVE BEEN -- THE CITY STAFF HAS JUST BEEN FANTASTIC WORKING WITH US AND WE COULD NOT DO IT WITHOUT THEM.
NEXT I WANT TO DO IS, OF COURSE, THE HEART SAID ONE THING AND THE MIND SAID ANOTHER THING WHEN WE GOT HERE THIS MORNING ON WHAT WE WANTED TO TRY TO CONVEY TO
[00:30:04]
THE COMMUNITY WITH RESPECT TO THE MAN, MARTIN LUTHER KING JR., AND THE MARCH AND ALL OF OUR ACTIVITIES. WE HUMBLY RECOGNIZE THERE ARE CHALLENGES IN OUR COMMUNITY AND ACROSS THE COUNTRY. BUT WE ALSO NEED TO BE MINDFUL WHO MARTIN LUTHER KING JR. WAS, WHAT HE STOOD FOR AND WHAT HE WAS ASSASSINATED FOR, AND THAT WAS PEACE. THE MAN WAS A MAN OF PEACE.WHEN I BECAME CHAIR OF THE COMMISSION, ONE OF THE FIRST THING I DID WAS I STARTED READING SOME BOOKS ON KING, BECAUSE WHAT I DID NOT WANT TO DO WAS NOT BE ABLE TO SPEAK TO THE MAN IN PARTICULAR AND HIS EFFORTS IN AN UNINTELLIGENT WAY.
SO I STARTED OFF READING SOME BOOKS AND NOW I'M UP TO EIGHT BOOKS THAT I HAVE READ ABOUT HIM. THE LAST ONE BEING KING, A LIFE, WHICH IS 555 PAGES, AND I READ EVERY PAGE. WITH RESPECT TO THE THINGS THAT ARE GOING ON RIGHT NOW, I'M MINDFUL OF -- I BELIEVE IT WAS IN HIS AUTO AUTOBIOGRAPHY EVEN THOUGH HE WAS ASSASSINATED, THE AUTOBIOGRAPHY WAS WRITTEN, WHERE DO WE GO FROM HERE.
AND IN THIS BOOK HE RECALLS A CONVERSATION THAT HE HAD WITH STOKELY CARMICHAEL.
THEY WERE DOING SOME PEACEFUL DEMONSTRATIONSEN STOKELY CARMICHAEL AND OTHER PEOPLE STARTED THE BLACK POWER CHANT. AND IT WAS DRAWING MORE AND MORE ATTENTION AS THEY WERE MARCHING. SO ONE DAY KING HAD A CONVERSATION, A QUIET CONVERSATION WITH STOKELY CARMICHAEL AND A COUPLE OF OTHER PEOPLE NOT TO TELL THEM THAT THEY COULD NOT CONTINUE TO DO THAT CHANT, BUT JUST TO TRY TO GIVE THEM CONTEXT AND BACKGROUND, COUNCILMAN.
HE WANTED THEM TO THINK ABOUT THIS. AS THEY WERE MAKING THAT CHANT, IT WAS TAKING AWAY FROM WHAT THEY WERE MARCHING ABOUT.
AT SOME POINT, EVEN BACK IN THE '60S, HE FELT LIKE THE MEDIA WOULD DRAW ALL OF ITS ATTENTION ON THAT CHANT AND TAKE AWAY FROM WHAT THEY WERE MARCHING ABOUT, WHICH WAS FOR EQUAL RIGHTS TO EDUCATION, DESEGREGATING LUNCH COUNTERS, VOTING FREEDOMS. ALL OF THOSE THINGS THAT WERE VERY MUCH NEEDED, HE JUST FELT LIKE IT WOULD TAKE AWAY FROM THAT. AND HE WAS ABLE TO CONVINCE THEM. SECONDLY, I ALWAYS THINK ABOUT CONVERSATIONS THAT PEOPLE HAVE ABOUT THE DYNAMIC, THERE IS MARTIN LUTHER KING AND THERE IS MALCOLM X. IN MY HUMBLE OPINION, WE WOULD NOT BE WHERE WE ARE TODAY IF IT WASN'T FOR THE BOTH OF THEM. SO THIS IS A SHARED SPACE AND WE HAVE COME TO UNDERSTAND THAT IT'S A SHARED SPACE AND WE NEED TO RESPECT OUR SHARED SPACE. FINALLY, I JUST WANT TO KIND OF TOUCH ON, WE HAD AN OPPORTUNITY, MEMBERS WITHIN THE COMMISSION, JUDITH ARRANGED FOR US TO ADDRESS THE "EXPRESS NEWS" EDITORIAL BOARD AND ONE OF YOU ALL'S FORMER COLLEAGUES FOR D2 MADE A COMMENT. AND HE SAID THAT IT WAS MAN'S INHUMANE, INHUMANITY TO MAN. SO THESE CONFLICTS ARE SELF-INFLICTED.
IT'S US AGAINST US, OKAY? AND SO AS WE PREPARE TO CELEBRATE OUR 37TH ANNUAL MARCH AND ALL OF THE OTHER ACTIVITIES THAT WE DO AS A MLK COMMISSION, WE NEED TO BE REMINDED THAT WE HAVE AN OBLIGATION TO EACH OTHER. AND THATN IS CENTERED ON RESPECT FOR ONE ANOTHER. WE STILL HAVE A RIGHT TO VOICE OUR CONCERNS. AGAIN, WE UNDERSTAND THAT RIGHT NOW THERE ARE SOME THINGS GOING ON IN THE COMMUNITY. I'M GETTING CALLS ABOUT THAT PEOPLE ARE VERY CONCERNED WITH. FROM MY PERSPECTIVE FROM WHERE I'M SITTING, SOME THINGS WE CANNOT STOP. PEOPLE HAVE A RIGHT TO VOICE THEIR OPINION. WE CANNOT STOP THEM. WE WILL HAVE A PEACEFUL MARCH. WE WILL HAVE EVERYONE THAT PARTICIPATES IN THAT MARCH WILL BE ABLE TO GO HOME TO THEIR FAMILIES SAFELY. WE WILL NOT ALLOW ANY CONFRONTATION THAT BECOMES PHYSICAL. IT WILL NOT HAPPEN UNDER OUR WATCH. IT HAS NEVER HAPPENED. WE ARE SAN ANTONIANS AND WE
[00:35:01]
DO NOT DO THAT. THAT IS OUR EXPECTATION AND THAT IS OUR CHARGE.THIS IS A DAY TO CELEBRATE DR. KING AND FOR US TO CELEBRATE EACH OTHER.
WE'RE GOING TO CELEBRATE EACH OTHER AS SAN ANTONIANS, AS AMERICANS, AND AS A HUMAN RACE. WE ARE ONE PEOPLE AND WE ARE THE VERY DEFINITION OF WHAT KING WAS TALKING ABOUT WHEN HE TALKED ABOUT THE BELOVED COMMUNITY.
SO WE THANK YOU FOR THIS OPPORTUNITY. I KIND OF FEEL LIKE I HAD TO MAKE AN ADDITIONAL STATEMENT, BUT NONETHELESS IT WAS NECESSARY.
AND I'M JUST GOING TO CLOSE WITH A QUOTE. WE AT THE COMMISSION LEVEL, EVERY MEETING THAT WE HAVE WE START WITH A PRAYER AND A QUOTE AND THEN WE CLOSE IT WITH A PRAYER AND A QUOTE. AND ONE OF THE THINGS I TRIED TO DO DIFFERENTLY WAS TO ADD TO THE QUOTE AND TAKE AND ADD A LITTLE BIT MORE TO IT FROM KING'S OWN WORDS.
AND SO THIS QUOTE I'M GOING TO READ IS ONE THAT I HAVE READ A LOT LATELY AND IT'S PROBABLY APPROPRIATE FOR THIS DAY AND THIS TIME. AND THESE ARE KING'S WORDS.
AND HE SAYS PUT US IN JAIL AND WE WILL GO IN WITH HUMBLE SMILES ON OUR FACES STILL LOVING YOU. BOMB OUR HOMES AND THREATEN OUR CHILDREN AND WE WILL STILL LOVE YOU. BUT BE ASSURED THAT WE WILL WEAR YOU DOWN BY OUR CAPACITY TO SUFFER. AND ONE DAY WE WILL WIN OUR FREEDOM, BUT NOT ONLY WILL WE WIN FREEDOM FOR OURSELVES, WE WILL SO APPEAL TO YOUR HEART AND YOUR CONSCIOUS THAT WE WILL WIN YOU IN THE PROCESS. AND OUR VICTORY WILL BE A DOUBLE VICTORY. THIS SEEMS TO ME THE ONLY ANSWER AND THE ONLY WAY TO MAKE OUR NATION A NEW NATION, OUR WORLD A NEW WORLD, LOVE IS THE ABSOLUTE POWER. THANK YOU. [APPLAUSE]
THANK YOU VERY MUCH. >> MCKEE-RODRIGUEZ: THANK YOU AND I LOOK FORWARD TO SEEING EVERYONE AT THE MARCH ON MONDAY. THANK YOU, MAYOR.
>> MAYOR NIRENBERG: THANK YOU VERY MUCH, COUNCILMEMBER MCKEE-RODRIGUEZ.

I'M PROUD OF HOW FAR WE'VE COME NOT ONLY IN THE COUNTRY AS A WHOLE BUT IN SAN ANTONIO THANKS TO DR. KING'S SERVICE, INFLUENCE AND UNWAVERING DEDICATION IN ADVANCING RACIAL EQUITY AND BASIC HUMAN RIGHTS. THE DISTRICT 7 TEAM IS EXCITED TO PARTICIPATE IN THE MARCH ON MONDAY. THIS IS UNWITH OF THE LARGEST MARCHES IN THE COUNTRY AND THAT SPEAKS TO OUR CULTURE OF ACCEPTANCE AND UNITY AND I'M PROUD TO

I KNOW THIS IS A HUGE TASK AND WE ALWAYS RECEIVE SO MANY CALLS ABOUT THE EVENTS OF DREAM WEEK THAT TAKE PLACE. I'M EXCITED TO PARTICIPATE ON A PANEL THAT'S GOING TO BE TAKING PLACE SO I WANTED TO THANK YOU ALL AND SHARE ONE OF MY FAVORITE QUOTES, NOT NECESSARILY FAVORITE BUT FITTING FOR THE TIME. I OPPOSE THE WAR IN VIETNAM BECAUSE I LOVE AMERICA. I SPEAK OUT NOT WITH ANGER BUT ANXIETY AND SORROW IN MY HEART AND THE PASSION AND DESIRE TO SEE OUR BELOVED COUNTRY STAND AS A MORAL
EXAMPLE IN THE WORLD. THANK YOU, THANK YOU, MAYOR. >> MAYOR NIRENBERG:
COUNCILMEMBER ROCHA GARCIA. >> GARCIA: I JUST WANTED TO SAY THANK YOU FOR YOUR EFFORTS. I KNOW THAT YOU ALL WORK YEAR ROUND AND YEAR AFTER YEAR IN SOME CASES TO MAKE SURE THAT OUR MARCH IS SUCCESSFUL AND SO I APPRECIATE IT. I'VE MARCHED MANY TIMES. I REALLY BELIEVE THAT WHAT YOUR COMMISSION DOES AND COMMISSIONS WHO PRECEDED YOU AND FOLLOW YOU WILL DO IS GENERATE SO MUCH GOOD WILL IN THIS CITY AND REPRESENT THE KIND OF COMPASSION AND COLLABORATION THAT OUR COMMUNITY HAS TO THE REST OF THE COUNTRY. AND I REALLY COMMEND YOU FOR THE COMMITMENT THAT YOU MAKE. LET'S HOPE IT WILL BE ANOTHER HUGE SUCCESS AND THAT EVERYBODY WILL WALK AWAY INSPIRED BY DR. KING AND HIS LIFE AND WHAT HE STOOD FOR AND BY ALL THE HARD WORK EVERYBODY PUTS
INTO THIS. SO THANK YOU VERY MUCH. >> MAYOR NIRENBERG: THANK
YOU, COUNCILMEMBER COURAGE. COUNCILMEMBER VIAGRAN. >> VIAGRAN: THANK YOU.

SO I AM SO EXCITED THAT YOU HAVE SUCH A GREAT AGENDA GOING ON.
I WANT TO THANK MY COUNCIL COLLEAGUE, COUNCILMEMBER MCKEE-RODRIGUEZ FOR HIS HARD WORK, AND HE IS CONSTANTLY, YOU KNOW, TELLING ME AND REMINDING ME WE NEED TO DO MORE FOR THE MLK MARCH, WE NEED TO DO MORE.

THANK YOU COUNCIL, THAN YOU, MAYOR NIRENBERG. ON BEHALF OF INTERFAITH SAN ANTONIO ALIGNS, I WANT TO CONNECT A COUPLE OF DOTS FOR YOU.
WE ARE GOING TO BE HOSTING ALONG WITH A WONDERFUL ARRAY OF 200 VOLUNTEERS TO BRING THE INAUGURAL FESTIVAL OF FAITHS ON JANUARY 21ST. YOU'VE GOT YOUR INVITATION RIGHT THERE. THE UNIVERSITY OF THE INCARNATE WORD AUDIO] ALONG WITH COMPASSIONATE SAN ANTONIO AND SPONSORS AND PEOPLE.
BUT YOU KNOW WHAT? IT ALL GOES BACK TO MLK JR. BECAUSE THINK ABOUT IT.
HE WAS NOT JUST DR. KING, HE WAS REVEREND DR. KING. DID YOU KNOW HE IS THE ONLY FAITH LEADER WHO IS MEMORIALIZED ON THE MALL OF THE UNITED STATES CAPITOL.
LET'S THINK ABOUT THIS. THERE'S ALL KINDS OF PRESIDENTS.
THERE ARE WARS, HEROES, AND A HERO OF FAITH, MLK JR., STANDS PROUD IN THAT SPACE.
WHEN WE WERE CHOOSING TO DO THE FESTIVAL OF FAITHS, WE PARTNERED WITH DREAM WEEK.
IT WAS THE NATURAL PLACE TO BRING TOGETHER THIS SENSE OF UNITY.
LET'S HELP PEOPLE KNOW EACH OTHER BECAUSE AS WE SAY, THE MORE WE KNOW ABOUT EACH OTHER, THE MORE WE LOOK OUT FOR EACH OTHER. THE MORE WE CARE ABOUT EACH OTHER. SO THANK YOU, THANK YOU COUNCIL FOR SUPPORTING US WITH FUNDING. THANK YOU WITH YOUR SUPPORT OF SHARING THE GOOD NEWS.

OUTREACH WITH OUR HOMELESS POPULATION AND ACTIVATING THOSE PLACES WHERE THE UNSHELTERED CAN GO. PART 2 IS WE ARE -- SINCE MONDAY IS A HOLIDAY AND CITY FACILITIES ARE SCHEDULED TO BE CLOSED, WE WILL BE PUSHING OUT A LIST TODAY OF CITY FACILITIES, EITHER HUMAN SERVICES, PARKS, COMMUNITY CENTERS OR LIBRARIES THAT WILL BE OPEN ON MONDAY AS WARMING CENTERS.AND WE'RE COORDINATING WITH -- MAKING SURE THEY ARE STAFFED SINCE THAT IS A CITY HOLIDAY. THIRD, WE WILL BE OPENING UP SIX RESILIENCY CENTERS.
TYPICALLY WE'VE OPENED UP FOUR. WE'VE ADDED TWO MORE.
AND THOSE RESILIENCY CENTERS WILL BE OPEN FROM SUNDAY NIGHT, RIGHT NOW TENTATIVELY SUNDAY NIGHT THROUGH WEDNESDAY MORNING, SO FOR THREE NIGHTS WE'LL HAVE THEM OPENED AND STAFFED AND WE'LL MANAGE AS WE GO FORWARD. THEN THE FOURTH AREA, AS I MENTIONED, WE'RE CLOSELY COORDINATING WITH CPS. ANY PUBLIC MESSAGING WE WILL SHARE TWICE A DAY UPDATES WITH THE COUNCIL AROUND NOON AND 7:00 P.M.
