A PLAQUE SERVED FAITHFULLY IN OUR CITY AND THE COMMUNITY.
THE FIRST IS PRESENTED TO COUNCIL MEMBER ART A. HALL FOR YOUR DISTINGUISHED SERVICE TO THE CITY OF SAN ANTONIO, CITY COUNCIL, DISTRICT 2, FROM JANUARY 14TH, 2019, TO JUNE 19TH, 2019.
OUR SECOND, AND THEN BEFORE -- ACTUALLY, ART, WHERE ARE YOU? OUR SECOND CERTIFICATE -- OUR SECOND PLAQUE IS PRESENTED TO OUR COLLEAGUE, COUNCIL MEMBER RAY SALDANA, IN APPRECIATION -- -- OF YOUR DISTINGUISHED SERVICE TO THE CITY OF SAN ANTONIO, CITY COUNCIL DISTRICT 4, FROM JUNE 1ST, 2011, TO JUNE 19, 2019.
[00:15:08]
THANK YOU, REY.>> AND AT THIS TIME, MAYOR, WE WILL HAVE NOW THE NEW COUNCIL TAKE THEIR SEAT.
SO ALL THE NEW COUNCIL MEMBERS PLEASE TAKE YOUR SEATS AT THE DAIS.
WELL, NOW IS A MOMENT BEFORE OUR CEREMONIAL SWEARING IN THIS EVENING OF THE NEW CITY COUNCIL 2019-2021, WHERE WE GET TO, AS THE 2017-2019 COUNCIL REFLECT A LITTLE BIT ON THE DEPARTURE OF TWO VERY GREAT COLLEAGUES.
I'LL GO AHEAD AND BEGIN WITH COMMENTS TO THE FAMILY AND FRIENDS AND CERTAINLY OUR COLLEAGUE ART HALL.
ART, YOU KNOW VERY WELL THE STORY WHEN WE FIRST CROSSED PATHS IN SAN ANTONIO.
I WAS AT THE PUBLIC POLICY CENTER, AND YOU WERE A YOUNG, INSPIRING CANDIDATE FOR MAYOR.
AND YOU INSPIRED -- I CAN'T TELL YOU HOW MANY THOUSANDS OF YOUNG PEOPLE BECAUSE OF YOUR ELECTION, TO WANT TO SEEK OFFICE AND SERVE THE COMMUNITY THAT THEY LOVE.
OF COURSE, AS A RESIDENT, I WAS PLEASED TO SEE YOU REPRESENT THE COMMUNITY THAT I WOULD MOVE INTO.
AND SO AS A COLLEAGUE, IT WAS A DREAM COME TRUE TO SERVE WITH YOU, EVEN FOR A BRIEF PERIOD OF TIME.
I'M TRULY GRATEFUL FOR YOUR WILLINGNESS TO TACKLE SOME OF OUR DEEPEST CHALLENGES THAT HAVE LINGERED FOR A LONG TIME.
BUT IN EVERY WAY, YOU'VE BEEN A PROFESSIONAL.
YOU'VE BEEN A CONSUMMATE TEAMMATE, AND YOU'VE BEEN AN EXAMPLE OF HOW TO BE A GOOD FATHER AND A GOOD HUSBAND ALONG THE WAY.
SO THANK YOU VERY MUCH, ART, FOR YOUR GREAT SERVICE.
AND SO I'M GOING TO ACTUALLY -- WE'RE GOING TO TALK ABOUT YOU GUYS AND THEN YOU'RE GOING TO COME AND ADDRESS US, HOW IS THAT.
BECAUSE THEN WE'RE GOING TO CALL -- ASK YOU GUYS TO MAKE SOME STATEMENTS AS WE CLOSE OUT TODAY.
THERE'S NOT ENOUGH WORDS TO DESCRIBE THE WORK OF COUNCILMAN SALDANA IN SAN ANTONIO.
I THINK -- HOW OLD ARE YOU, REY, 24, WHEN YOU TOOK OFFICE IN 2011? I CAN'T REMEMBER WHAT I WAS DOING WHEN I WAS 24.
BUT YOU WERE WORKING HARD TO MAKE THE SOUTH SIDE A PLACE WHERE PEOPLE WOULD WANT TO INVEST IN, AND RAISE THEIR FAMILIES IN, AND YOU'VE MADE AN EXAMPLE OF HOW TO BE A GREAT COUNCIL MEMBER FOR A CITY THAT IS JUST BURGEONING.
I THINK THE CITY IS GOING TO MISS YOU.
SO I'M VERY GLAD THAT YOU AGREED TO SERVE US AS BOARD CHAIR.
BUT IN EVERY WAY, MY FAMILY, AND ERICA AND MY SON JONAH IS GRATEFUL FOR YOUR LEADERSHIP, AND YOU BEING AN EXAMPLE OF KNOWING WITHOUT A DOUBT HOW TO CLEAR OUT ALL THE NOISE OF POLITICS AND GET TO THE HEART OF DOING THE RIGHT THING.
AND THAT, FOR ME, WILL BE YOUR LEGACY ON THIS DAIS, REY.
AND YOU WILL CONTINUE TO HAVE A LEGACY HERE FOR THE EXAMPLE YOU'VE SET AND THE GREAT WORK THAT YOU DID.
SO THANK YOU, REY, FOR BEING A GREAT MAN AND A GREAT COLLEAGUE.
>> MAYOR NIRENBERG: COUNCILMAN COURAGE.
I WOULD LIKE TO ADD MY CONGRATULATIONS AND DEEP APPRECIATION FOR BOTH OF YOU AND YOUR SERVICE TO THIS COMMUNITY.
ART, I'VE KNOWN YOU FOR QUITE A FEW YEARS, EVEN BEFORE YOU RAN FOR CITY COUNCIL, YOU WERE ALWAYS ACTIVE IN THE COMMUNITY AND YOU'VE SERVED YOUR COMMUNITY WELL.
AS A FULL COUNCILMAN FOR A COUPLE OF TERMS.
[00:20:01]
AND NOW AS VERY IMPORTANT COUNCIL PERSON DURING A VERY CHALLENGING TIME FOR THIS COUNCIL.COMMUNITY VERY WELL IN THAT TIME.
I KNOW ALL THE COUNCIL MEMBERS DO.
I'M SURE THERE ARE MANY PEOPLE IN THIS COMMUNITY WHO RECOGNIZE THAT CONTRIBUTION, AND APPRECIATE THAT AS WELL.
THERE'S STILL A LOT OF OPPORTUNITIES OUT THERE FOR YOU.
AND OF COURSE, I WOULD SAY THE SAME THING TO OUR COUNCILMAN WHO HAS SERVED EIGHT YEARS, REY, THAT'S AMAZING.
I GUESS YOU AND THE OTHER RAY ARE THE ONLY TWO GUYS WHO HAVE DONE THAT SO FAR.
YOU STARTED YOUNG, YOU STILL ARE YOUNG, BUT YOU'VE BECOME VERY WISE OVER THOSE PERIODS OF YEARS.
YOU'VE LEARNED A LOT AND YOU'VE HELPED US UNDERSTAND A LOT.
AND I THINK YOU'VE DONE A LOT FOR YOUR COMMUNITY AND THE SOUTHWEST PART OF TOWN.
BUT YOU'VE DONE A LOT FOR THE ENTIRE COMMUNITY.
I KNOW YOU HAVE THAT FEELING AT HEART THAT A COUNCILMAN FOR ONE DISTRICT IS REALLY A COUNCILMAN FOR THE WHOLE COMMUNITY AND YOU'VE ALWAYS SHOWN THAT IN YOUR SERVICE.
WE KNOW IT'S NOT THE END OF WHAT WE'LL HEAR FROM REY SALDANA, BUT THANK YOU FOR THE SERVICE AND THANK YOU FOR THE CAMARADERIE YOU'VE SHOWN TO ME AND YOUR OTHER COUNCIL MEMBERS.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN COURAGE.
AND I ALSO FAILED TO ACKNOWLEDGE THE WORK OF OUR COLLEAGUE THAT WAS NOT ABLE TO MAKE IT TODAY.
IT TAKES A LOT OF PASSION, IT TAKES A LOT OF SACRIFICE TO SERVE IN THESE ROLES.
REGARDLESS OF OUTCOMES IN AN ELECTION, THAT PASSION AND THAT SERVICE SHOULD BE RECOGNIZED, SO I ALSO DO WANT TO SAY A THANK YOU, AND A RECOGNITION OF THE GREAT WORK PUT IN BY OUR FORMER COLLEAGUE BROCKHOUSE.
ART, MAN, TELL YOU WHAT, THIS WAS A QUICK WHIRLWIND FOR YOU, BUT TELL YOU WHAT, YOU STEPPED RIGHT UP TO THE CHALLENGE, AND YOU STEPPED RIGHT UP TO A LEADERSHIP POSITION, AND YOU LED THE DISTRICT, WHICH IS GREAT.
YOU KNOW, IN YOUR CAN PREVIOUS COUNCIL EXPERIENCE, YOU DID THE SAME THING.
BUT THIS ONE WAS SPECIAL BECAUSE YOU STEPPED INTO A POSITION THAT NEEDED HELP.
AND YOU DIDN'T SHY AWAY FROM ANY OF THE CONTROVERSIAL ISSUES.
YOU STOOD RIGHT UP THERE, AND YOU TOOK CARE OF SOME VERY, VERY BIG ISSUES IN THE DISTRICT, AND REALLY APPRECIATE THAT, THAT YOU HUNG IN THERE, AND YOU DID TAKE CARE OF THEM.
SO THAT SPEAKS A LOT TO WHAT YOU'VE DONE FOR US OVER THIS LAST FEW MONTHS.
AND GOOD LUCK IN YOUR FUTURE OUT THERE IN THE CITY.
AND WE'RE HOPING THAT YOU STAY INVOLVED, AND CONTINUING TO GIVE US ADVICE, AND CONTACT US WHENEVER YOU THINK, HEY, WHY DON'T YOU TAKE ANOTHER LOOK AT THAT, AND SEE WHAT YOU THINK ABOUT IT.
SO, YEAH, THANK YOU VERY MUCH FOR EVERYTHING YOU'VE DONE FOR US.
MAN, THAT'S A LONG TIME ON COUNCIL.
THIS IS A FRESHMAN TALKING TO A SENIOR COUNCILMAN.
ALTHOUGH, OKAY, THE AGES MIGHT NOT REFLECT THAT, BUT I REALLY DID RESPECT YOU, AND WHAT YOUR COMMENTS HAVE BEEN ON THIS COUNCIL.
IN FACT, WHAT DID YOU TELL ME HERE A COUPLE WEEKS AGO? YOU SAID, WE DISAGREED 90% OF THE TIME UP HERE ON THE COUNCIL? BUT NO, THAT'S WHAT OUR JOBS ARE.
AND YOU DID A GREAT JOB IN TALKING ABOUT YOUR POSITIONS, DEFENDING THEM, AND PROMOTING THEM.
AND THAT'S IMPORTANT FOR THESE POSITIONS UP HERE.
YOUR FAMILY LIFE, YOUR BASEBALL, YOUR CAR, AND ALL THAT, ABOUT YOUR BACKGROUND, WHICH IS GREAT.
YOU BROUGHT A LOT TO THE COUNCIL HERE.
AND I THINK THE CITY IS BETTER FOR IT, OVER THIS LAST EIGHT YEARS, AND YOU PUT YOUR HEART INTO THIS JOB.
AND SO I REALLY APPRECIATE THAT.
AND WE WILL MISS YOU ON THIS COUNCIL.
BUT I KNOW THAT YOU'RE GOING TO STAY INVOLVED.
IN FACT, YOU JUST PICKED UP AN APPOINTMENT, OR YOU'VE BEEN NOMINATED FOR A APPOINTMENT ON THE VIA BOARD.
AND I KNOW YOU'LL STAY ENGAGED HERE IN THE CITY.
SO THANK YOU VERY MUCH FOR ALL YOU'VE DONE OVER THE LAST EIGHT YEARS ALSO.
>> MAYOR NIRENBERG: THANK YOU.
>> GONZALES: THANK YOU, MAYOR.
THE TIME HAS COME FOR MR. SALDANA TO MOVE ALONG IN HIS LIFE.
REY AND I HAVE SHARED OUR SEATS HERE TOGETHER.
WE ALSO SHARED OFFICES CLOSE TO EACH OTHER FOR ALL OF THESE
[00:25:03]
YEARS, AND I HAVE LEARNED SO MUCH FROM REY.AND WE DO TALK ABOUT, YOU KNOW, HOW YOUNG REY IS, AND I REMEMBER THINKING, IT'S PROBABLY WISE NOT TO MAKE ANY IMPORTANT DECISIONS BEFORE YOU'RE 30.
BUT THERE ARE SOME EXCEPTIONS.
AND I DO THINK THAT REY SALDANA IS ONE OF THEM.
HE IS REALLY WISE BEYOND HIS YEARS.
AND EVEN THOUGH WE HAVE CHILDREN ALMOST THE SAME AGE, I'M 15 YEARS OLDER THAN REY SALDANA.
AND SO THOSE DIFFERENCES, WHETHER IT'S THE LARGER GAP LIKE WE SEE WITH SOME OF OUR OTHER COLLEAGUES, WE SHARE SO MANY THINGS.
IT HAS BEEN SO MUCH FUN TO SEE YOU GROW AND TO SEE YOU TRANSFORM INTO A HUSBAND AND A FATHER.
WE GOT TO SEE ALL THAT HAPPEN HERE ON THE DAIS OVER THIS EIGHT-YEAR PERIOD.
YOU WERE NOT MARRIED AT THE TIME I CAME ON THE COUNCIL, NOW YOU HAVE A BEAUTIFUL FAMILY.
AND YOU'LL SEE, I THINK ONLY IN RETROSPECT, HOW IMPORTANT THE WORK THAT YOU'VE DONE IS.
I THINK SOMETIMES WHEN WE'RE IN IT, WE DON'T RECOGNIZE IT.
BUT I HOPE THAT YOU WILL LOOK BACK ON THE WORK THAT YOU'VE DONE, AND BE PROUD.
AND COUNCILMAN HALL, I HAD THAT PERSPECTIVE.
YOU WERE HERE AND YOU HAD A CHANCE TO LOOK BACK.
AND YOU'VE COMMENTED ON THE DAIS HOW THERE WERE THINGS THAT YOU DID WHILE YOU WERE ON THE COUNCIL BEFORE, THAT WE'RE STILL DOING TODAY.
AND I THINK THAT THAT'S SIGNIFICANT, BECAUSE IT SHOWS THAT THE WORK THAT WE DO MATTERS.
AND THAT IF WE MAKE REALLY GOOD POLICY, IT WILL OUTLAST OUR TIME HERE ON THE DAIS.
AND I KNOW THAT THAT'S WHAT I HOPE TO DO FOR THE YEAR -- THE TWO YEARS THAT I HAVE LEFT.
DURING MOST -- SOME OF THE MOST IMPORTANT DECISIONS THAT I'VE MADE REGARDING MY TIME ON THE COUNCIL, ART HALL HAS APPEARED, AND MANY YEARS AGO WHEN I WAS TRYING TO DECIDE IF I SHOULD MAKE THE MOVE TO RUN FOR CITY COUNCIL, I WAS SAYING MY PRAYERS, AS WE OFTEN DO WHEN WE'RE TRYING TO MAKE DIFFICULT DECISIONS, AND I GOT A CALL FROM ART HALL.
AND HE SAID, WOULD YOU LIKE TO HAVE LUNCH? AND I SAID, SURE.
AND I FELT LIKE IT WAS A SIGN FROM GOD, TELLING ME THAT I SHOULD MOVE ON THESE THINGS.
THOSE OF YOU WHO KNOW ART, KNOW HE'S A MAN OF GOD, AND HE ANSWERED THAT CALL, AND HERE APPEARED A CALL FROM ART.
A CALL FROM GOD HIMSELF, GUIDING ME ALONG THE WAY.
AND THEN WHEN WE WERE MAKING THIS IMPORTANT DECISION ON THE COUNCIL ABOUT WHO SHOULD BE OUR NEXT CITY MANAGER, I KNEW THAT THAT WAS A REALLY CRITICAL DECISION THAT WE WOULD MAKE.
AND HERE COMES, AGAIN, ART HALL.
AND SO I KNEW WITH HIS GUIDANCE WE WOULD MAKE A VERY IMPORTANT DECISION FOR CITY MANAGER.
AND I THINK ERIK, IT WAS THE RIGHT DECISION.
I'M VERY PROUD OF THAT AS WELL.
I EXPECT THAT YOU WILL REAPPEAR, ART, WHEN WE NEED YOU MOST, AND GUIDE US ALONG THE WAY AS THESE IMPORTANT DECISIONS COME ALONG.
IT HAS BEEN AN HONOR TO SERVE WITH BOTH OF YOU.
AND MAY YOU CONTINUE TO INSPIRE AND EDUCATE AND TRANSFORM THIS CITY FOR THE BETTER.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN GONZALES.
>> MAYOR? THAT SOUNDED REALLY COOL.
COUNCILMAN HALL, THANK YOU FOR YOUR OFFICE, BY THE WAY, WHICH I'M TAKING.
I JUST WANT TO SAY I'M LOOKING FORWARD TO HEARING FROM YOU IN THE FUTURE, AND ANY ADVICE THAT YOU CAN CONTINUE TO OFFER.
COUNCILMAN SALDANA, THAT'S MY COUNCILMAN.
HE'S BEEN MY COUNCILMAN FOR EIGHT YEARS.
JUST THE WORK THAT YOU'VE DONE FOR THE DISTRICT, FOR THE RESIDENTS OF DISTRICT 4 HAS BEEN INCREDIBLE.
AND I JUST WANT TO TELL YOU HOW MUCH I APPRECIATE IT.
I HOPE TO CONTINUE YOUR GREAT WORK, HOPE TO WORK WITH YOU, HOPE TO WORK WITH THE STAFF, AND LOOKING FORWARD TO SEEING YOUR FAMILY AT FUTURE EVENTS AS WELL.
AND I CAN'T WAIT TO SEE WHAT YOU DO WITH VIA.
I THINK WE PROBABLY NEED TO GET A BRIEFING GOING REALLY SOON SO THAT I CAN GET CAUGHT UP TO SPEED.
BUT MORE THAN ANYTHING, I JUST WANTED TO SAY THANK YOU FROM THE BOTTOM OF MY HEART FOR YOUR SUPPORT, FOR YOUR FAMILY'S
[00:30:01]
SUPPORT, JESSICA, LOOKING FORWARD TO FUTURE VOTER IN THE FAMILY, IN ABOUT 18 YEARS OR SOMETHING.BUT REALLY, THANK YOU SO MUCH.
AND THEN ALSO TO COUNCILMAN BROCKHOUSE WHO'S NOT HERE, JUST WANTED TO SAY THANK YOU FOR THE OPPORTUNITY TO WORK WITH YOU, AND TO CONTINUE THE WORK AHEAD FOR THE RESIDENTS OF SAN ANTONIO THAT'S IMPORTANT.
AND WE'LL ALL WORK TOGETHER IN THE FUTURE, I'M SURE.
>> MAYOR NIRENBERG: THANK YOU, COUNCILWOMAN ROCHA GARCIA.
[APPLAUSE] COUNCILWOMAN VIAGRAN.
I DON'T KNOW EXACTLY WHERE TO START.
SO, I'M GOING TO START WITH ART HALL.
THANK YOU, ART, VERY MUCH, FOR YOUR GUIDANCE IN MY LIFE PERSONALLY, EVEN OUTSIDE OF -- AS COUNCILMAN MENTIONED, EVEN OUTSIDE OF THE CITY COUNCIL REALM.
I REALLY APPRECIATE YOUR THOUGHTFULNESS.
I APPRECIATE HOW WONDERFUL YOU SERVED YOUR CONSTITUENTS OF DISTRICT 8, AND THEN I'M GLAD ELI AGREES WITH ME.
AND HOW YOU ALSO CAME AND STEPPED IN AND BROUGHT CLARITY, AND BROUGHT -- YOU BROUGHT CLARITY TO SITUATIONS THAT NEEDED TO BE GROUNDED AND CALMED DOWN AND CLARIFIED.
YOU ARE ABSOLUTELY A SOURCE OF CALMNESS AND STEADINESS.
AND THAT IS WHAT WE NEEDED IN THESE VERY -- IN THESE REALLY IMPORTANT CONVERSATIONS AND DECISIONS THAT WE HAD TO MAKE.
THANK YOU FOR DOING THAT, AND NOT BEING AFRAID, AND FOR YOUR COURAGE AND THE RISKS THAT YOU TOOK.
I'M GLAD THAT YOU ARE A FRIEND AND THANK YOU FOR PRAYING WITH ME AND STANDING WITH ME AS WELL.
I LOOK FORWARD TO WHAT'S TO COME NEXT.
TO MY COLLEAGUE WHO HAS HAD TO SHOW ME THE ROPES WHEN I FIRST CAME IN, MY NEIGHBOR, SOUTH SIDE REPRESENTING OUR BELOVED SOUTH SIDE.
YOU KNOW, I ALWAYS BELIEVED IF WE EVER WERE IN A DANCE COMPETITION, WE WOULD WIN FOR SAN ANTONIO, REY SALDANA, BECAUSE OF YOU AND YOUR MOVES.
THANK YOU FOR THE LOVE AND THE DEVOTION AND THE COMMITMENT THAT YOU HAVE FOR THE SOUTHERN SECTOR, BUT ALSO FOR ALL OF SAN ANTONIO.
THANK YOU HOW YOU ARE ABLE TO TALK THROUGH THINGS, AND REALLY SUMMARIZE THINGS, AND SYNTHESIZE THINGS FOR PEOPLE IN A WAY THAT BRINGS IT TO A DEEPER LEVEL.
THANK YOU FOR YOUR FIGHT AND FOR YOUR WORKING WITH ME, THAT WE CAN DO WHAT WE NEED TO DO FOR THE SOUTHERN SECTOR OF SAN ANTONIO, AND OUR SOUTH SIDE.
I AM GOING TO MISS THE PRANKS THAT WE DO HERE UP ON THE DAIS.
HE TAUGHT ME HOW TO DO ALL THESE PRANKS UP HERE ON THE DAIS.
I'M ALSO GOING TO MISS YOU ALWAYS CHANGING, CANCELING YOUR IN-LINE TO SPEAK BECAUSE YOU ALWAYS WANTED TO HAVE THE LAST WORD AND YOU'RE ALWAYS THE ONE CHIMING IN LAST.
I LEARNED A LOT WATCHING HOW HE DOES THINGS UP HERE ON THE DAIS.
AND THANK YOU FOR JUST SHARING YOUR LIFE WITH US ON -- JUST SHARING YOUR LIFE OUT LOUD AND PUBLICLY WITH US AS WELL.
WE LEARNED A LOT ALSO HOW YOU BROUGHT TOGETHER YOUR COMMUNITY, HOW YOU INCLUDED YOUR COMMUNITY SO MUCH IN THE DECISIONS THAT YOU WERE MAKING.
THANK YOU FOR BEING THE RELENTLESS ADVOCATE THAT YOU WERE FOR THOSE WHO AT ONE TIME NEVER THOUGHT THEY WOULD BE HEARD AT CITY HALL.
YOU STEPPED UP AND GAVE THEM A VOICE.
THANK YOU FOR THAT, COUNCIL MEMBER.
AND I LOVE THE WAY YOUR TEAM RESPECTS YOU AND WORKS HARD FOR YOU, BECAUSE THEY KNOW THAT YOU'RE GOING TO CARRY IT THROUGH, AND YOU'RE GOING TO CARRY IT OVER THE FINISH LINE.
AND I WILL ALSO MISS ALL OF THE SPORTS REFERENCES THAT YOU BRING, AND ANALOGIES THAT YOU BROUGHT UP HERE ON OUR DAIS.
THANK YOU FOR YOUR SERVICE, AND I'M LOOKING FORWARD TO YOU CONTINUING TO SERVE IN OUR COMMUNITY, COUNCIL MEMBER.
AND TO MY COUNCIL MEMBER, COLLEAGUE, BROCKHOUSE, FOR HIS SERVICE TO DISTRICT 6, AND HOW HE LOVED -- HE LOVES HIS DISTRICT 6 AND HE WORKED PASSIONATELY FOR IT EVERY SINGLE DAY, AND THAT IS SOMETHING THAT I DID SEE HERE ON THE DAIS, THAT HE DID BRING FORWARD ON THE DAIS, BUT ALSO IN CONVERSATIONS AND IN MEETINGS.
SO I APPRECIATE HIM AND HIS WORK IN THAT CAPACITY.
>> MAYOR NIRENBERG: THANK YOU, COUNCILWOMAN VIAGRAN.
ART HALL, TO ME IS SOMEBODY I'VE ADMIRED MANY YEARS.
[00:35:02]
YOUR HEART IS MUCH OLDER THAN I AM.AND I WAS A KNOW-NOTHING SMART KID AND ART WAS ALREADY IN LAW SCHOOL WHEN I STARTED LAW SCHOOL.
I ALWAYS FEEL LIKE WHEN I'M WITH ART, I'M GETTING GRADED A LITTLE BIT.
BUT ART, THE ONE THING I'VE GOT TO TELL YOU IS THAT EVERY TIME I THINK OF ART, I ALWAYS THINK OF A GREAT QUOTE THAT SAYS IN AUDIO] ALL ABOUT BEING THE FIRST EGG IN THE OMELET.
AND FOR THOSE OF YOU WHO WEREN'T HERE THE OTHER DAY, I WANT YOU ALL TO KNOW THAT ART KIND OF SINGLE HANDEDLY FIXED A LITTLE PROBLEM WITH A LITTLE BRIDGE DOWNTOWN RECENTLY WHICH WAS ONE OF THE BIGGEST PROBLEMS FACING THIS COUNCIL IN A LONG, LONG TIME.
AND ART DID THAT BY BEING THE FIRST EGG IN THE OMELET.
HE SHOWED UP, REALLY, JUST TO BE KIND OF A PLACE HOLDER, CARETAKER OF THIS SEAT, ART, FOR JUST A FEW MONTHS.
INSTEAD, YOU SAID, I'LL SLAY A HUGE SCARY DRAGON WHILE I'M HERE.
YOU ROLLED UP YOUR SLEEVES AND YOU DID IT.
AND YOU DID IT BY BRINGING THE COMMUNITY TOGETHER, AND YOU DID IT BY REALLY WORKING IT HARD.
HARDER THAN I THOUGHT YOU EVER WOULD.
AND I CAN'T SAY THAT I WOULD HAVE, ART.
I DON'T THINK -- I THINK THERE'S A LOT OF GOOD, SMART PEOPLE AROUND WHO PROBABLY WOULDN'T HAVE TAKEN THAT ON, BUT YOU DID IT, AND YOU DID IT WITHOUT FEAR.
AT LEAST YOU DIDN'T LOOK LIKE YOU WERE SCARED.
BUT THERE'S A LOT OF FOLKS, GENERATIONS TO COME, WHO ARE GOING TO APPRECIATE THE HARD WORK YOU DID ON THE HAY STREET BRIDGE.
THANK YOU FOR THAT, AND THANKS FOR YOUR LEADERSHIP.
I'LL TELL YOU FOLKS THAT I'M A FIRM BELIEVER THAT PEOPLE WHO ENJOY MEETINGS SHOULD NOT BE IN CHARGE OF ANYTHING.
AND YET EVERY TIME I'M IN A MEETING WITH COUNCILMAN SALDANA, I'VE ENJOYED IT SO MUCH.
BECAUSE YOU'RE MASTERFUL, REY.
YOU KNOW, FOR THOSE OF YOU WHO WONDER WHAT IT'S LIKE TO BE A CITY COUNCIL MEMBER, IT'S A LOT OF MEETINGS, AND THERE ARE MEETINGS ABOUT MEETINGS, AND THEN MORE FOLLOW-UP MEETINGS ABOUT THE PRIOR MEETINGS.
AND SLOWLY, IT'S BECAUSE WE DO THINGS VERY CAREFULLY.
AND THERE'S A LOT OF THINGS TO CONSIDER.
BUT WHEN YOU ACTUALLY ACCOMPLISH THINGS, WELL, THOSE ARE MOMENTS WHERE YOU SPIKE THE BALL, YOU TAKE A VICTORY LAP.
BUT YOU KNOW WHO DOESN'T TAKE VICTORY LAPS OR SPIKE THE BALL, IT'S REY SALDANA.
HE WINS, HE WINS FOR THIS TEAM AND HE GOES RIGHT BACK TO THE NEXT MEETING TO KEEP ON DOING IT.
THAT'S ONE OF THE THINGS I ADMIRE MOST ABOUT YOU REY.
EVERY TIME YOU SHOW UP TO HELP YOUR TEAM WIN, AS OPPOSED TO JUST SHOWING UP AND WIN RACES AND BATTLES FOR YOURSELF.
YES, I'M A LITTLE OLDER THAN YOU, BUT ART IS WAY, WAY OLDER THAN BOTH OF US.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN PELAEZ.
COUNCILWOMAN ANDREWS-SULLIVAN.
COUNCILMAN HALL, I THANK YOU VERY MUCH FOR EVERYTHING YOU'VE SHOWN ME, AND YOUR GUIDANCE THAT YOU HAVE GIVEN TO MOST OF US HERE, THAT WENT ON THIS JOURNEY, FOR EIGHT OF US THAT STARTED OUT TO REPRESENT THE AREA OF DISTRICT 2.
AND YOU TOOK US UNDER YOUR WING, AND GUIDED US ON SOME THINGS THAT WE HAD NO IDEA WHAT WE WERE ENTERING INTO.
SO I APPRECIATE YOUR DEDICATION TO DISTRICT 2, YOUR DEDICATION TO GUIDING US NEW POLITICAL FIGURES THAT WALK INTO THIS REALM.
WHEN I FIRST HEARD ABOUT THE HAY STREET BRIDGE AND I KIND OF BAPTIZED MYSELF BY FIRE, YOU WERE THE FIRST TO REACH OUT TO ME AND SAY, YOU KNOW WHAT? WE WILL FIX IT.
AND YOU DID JUST WHAT YOU SAID.
AND SO YOU HAVE ALWAYS BEEN A MAN OF YOUR WORD, WHICH REPRESENTS WHO YOU ARE, NOT JUST IN COUNCIL, BUT WHO YOU ARE WHEN YOU SPEAK ABOUT WHAT YOU WILL DO.
AND SO WE THANK YOU SO MUCH FOR THAT.
AND COUNCILMAN SALDANA, I LOOKED AT YOU AND I WAS LIKE, HE'S SO YOUNG.
BUT HE HAD SO MUCH VISION FOR YOUR COMMUNITY.
AND YOU PUSHED FORWARD WITH EVERYTHING THAT YOU WANTED TO DO.
YOU DID IT WITH DIGNITY, INTEGRITY AND HONOR.
SO I LOOK FORWARD TO ACTUALLY BEING ABLE TO SAY THE SAME FOR HERE IN DISTRICT 2.
AND WITH MY FELLOW COLLEAGUES AMONGST THE COUNCIL, WE JUST LOOK FORWARD TO ACTUALLY REPRESENTING AS WELL AS YOU DID.
THANK YOU SO MUCH, BOTH, FOR YOUR SERVICE.
COUNCILMAN BROCKHOUSE, HE WAS THE ONE THAT SPOKE UP FOR ME IN THIS ELECTION PROCESS, AND I WILL NEVER FORGET THE WORDS THAT HE SPOKE.
AND I THANK HIM SO MUCH IN HIS ABSENCE.
>> MAYOR NIRENBERG: THANK YOU, COUNCILWOMAN ANDREWS-SULLIVAN.
[00:40:02]
COUNCILWOMAN CABELLO HAVRDA.>> CAN YOU HEAR ME? TESTING IT OUT TODAY.
SO COUNCILMAN BROCKHOUSE ISN'T HERE TODAY, I JUST WANT A TO MAKE A QUICK NOTE.
I APPRECIATE THE IMPORTANT WORK, THE REPRESENTATION THAT COUNCILMAN GAVE TO DISTRICT 6.
HE HAS GREAT PASSION FOR OUR DISTRICT AND I HOPE TO CARRY THAT FORWARD INTO OUR REPRESENTATION OF OUR BEAUTIFUL AREA OF TOWN.
FOR ART AND RAY, I'M VERY GRATEFUL TO BOTH OF YOU FOR YOUR MENTORSHIP IN MY LIFE.
I FIRST ACTUALLY MET COUNCILMAN HALL WHEN HE WAS COUNCILMAN FIRST TIME.
I WAS STANDING BACK THERE AT THE DAIS, GETTING A DR. PEPPER.
I'M GRATEFUL TO HAVE GOTTEN TO KNOW YOU IN THAT WAY.
REY'S HELPED ME IN BOTH MY CAMPAIGNS, TWO YEARS AGO AND IN THE LAST MONTH, WITH GREAT MENTORSHIP.
BOTH GENTLEMEN HAVE GIVEN ME WONDERFUL COUNSEL AND TAUGHT ME THE IMPORTANT OF PATIENCE AND TAKING YOUR TIME IN LEADERSHIP.
SO I'M GRATEFUL TO BOTH OF YOU FOR THAT, AND I HOPE TO CONTINUE WORKING WITH YOU IN THAT, REY.
>> MAYOR NIRENBERG: THANK YOU, COUNCILWOMAN.
>> SANDOVAL: THANK YOU, MAYOR.
I ALSO WANT TO SAY THANK YOU VERY MUCH TO BOTH OF YOU FOR YOUR COLLEGEIALITY, YOUR WILLINGNESS TO WORK TOGETHER, WHETHER IT WAS MY FIRST CCR, OR YOUR WORK ON THE HAY STREET BRIDGE AND I CAME TO YOU WITH ALL KINDS OF IDEAS AND CONCERNS AND YOU TOOK EVERY SINGLE ONE OF THEM VERY SERIOUSLY.
EVEN THOUGH I REPRESENT PEOPLE WHO LIVE ACROSS TOWN.
SO I REALLY WANT TO THANK YOU FOR THAT.
AND THAT IS JUST ONE EXAMPLE OF HOW YOU CARRIED OUT YOUR SHORT TENURE WITH US, AND I APPRECIATE IT.
IT REALLY SPEAKS TO YOUR CHARACTER, COUNCILMAN HALL.
AND COUNCILMAN SALDANA, WHAT CAN I SAY.
IT'S BEEN A PLEASURE HAVING YOU ON THE COUNCIL.
I DON'T THINK ANYBODY ELSE WILL COME UP WITH AS MANY SPORTS ANALOGIES FOR ANALYZING POLICY IDEAS.
SO WE'RE GOING TO HAVE TO GET CREATIVE ON OUR SIDE.
THANK YOU FOR YOUR SERVICE ON THE COUNCIL.
I'M SO GLAD YOU'LL BE CONTINUING TO SERVICE AS THE CHAIR OF VIA.
AND I WANT TO SAY, BOTH OF YOU, ONE THING THAT YOU DO LEAVE BEHIND FOR US IS AN INSPIRATION.
I THINK FOR THOSE OF US WHO, YOU KNOW, MAYBE DIDN'T SERVE HERE AS COUNCIL AIDE IN THE PAST AND WHO MIGHT HAVE BEEN INTIMIDATED BY COMING INTO THE HALLS OF CITY HALL, BOTH OF YOU ARE AN INSPIRATION FOR PEOPLE LIKE US WHO DECIDED TO RUN FOR OFFICE, AND YOU SHOWED US THAT THAT WAS POSSIBLE.
NOT JUST TO GET IN HERE, BUT TO MAKE CHANGE, AND DO SOMETHING MEANINGFUL WHILE WE'RE HERE ON THE DAIS.
SO THANK YOU VERY MUCH FOR THAT, TO BOTH OF YOU.
AND I REALLY DO WANT TO SAY THANK YOU TO EVERYONE WHO CAME OUT TODAY WHO'S SITTING OUT THERE.
YOU'RE SUPPORTING MAYBE SOMEONE WHO GOT ELECTED, AND POSSIBLY YOU WORKED JUST AS HARD AS THEY DID OUT ON THE CAMPAIGN TRAIL.
IMPOSSIBLE, THOUGH, RIGHT? IMPOSSIBLE.
BUT TO THE FAMILIES AND TO ALL THOSE INVOLVED IN CAMPAIGNS, THANK YOU SO MUCH FOR THE WORK THAT YOU HAVE DONE, TOO, TO MAKE THIS HAPPEN.
AND THANK YOU FOR BEING HERE AND SHARING THIS MOMENT WITH US.
>> MAYOR NIRENBERG: THANK YOU, COUNCILWOMAN SANDOVAL.
>> TREVINO: I ALSO WANT TO THANK COUNCILMAN HALL.
NOT FOR ANY ONE SPECIFIC THING, BUT FOR ALL THE LITTLE THINGS THAT NOBODY EVER SEES.
YOU KNOW, YOU WERE SOMEBODY THAT WOULD SHOW UP LATE AT WORK, LATE NIGHTS AND WORK LATE.
NOT MANY PEOPLE KNOW IT, UNLESS THEY'RE THERE IN THE OFFICE, GRINDING AWAY.
YOU HAVE A LOT OF RESPONSIBILITIES, AND YOU TOOK THEM ON IN A VERY SERIOUS MANNER.
WE HAVE A LOT OF GREAT CONVERSATIONS ABOUT POLICY.
AND I CAN SAY THAT I REALLY APPRECIATE YOUR THOUGHTFULNESS, AND YOUR DEDICATION TO YOUR WORK.
NOT MANY PEOPLE KNOW HOW HARD SOME OF THE MEMBERS ON COUNCIL WORK UP HERE.
THIS IS THE PART THAT EVERYBODY SEES, BUT THE PART THAT THEY DON'T SEE IS THOSE LATE NIGHTS, AND I CAN VOUCH FOR ALL THOSE LATE NIGHTS THAT YOU WERE UP THERE AND WORKING ON BEHALF OF YOUR CONSTITUENTS.
AND IT WAS A REAL PLEASURE TO GET TO KNOW YOU AND TO WORK WITH YOU.
COUNCILMAN SALDANA, I'M GOING TO DO MY BEST COUNCILMAN SALDANA VERSION.
IF I WERE TO PUT MYSELF IN THE SHOES OF COUNCILMAN SALDANA, YOU ALWAYS FIND A WAY TO PUT YOURSELF IN OTHER PEOPLE'S SHOES, AND YOU WOULD ALWAYS SAY SOMETHING LIKE THAT.
IF I WERE THINKING ABOUT THIS THROUGH THAT LENS, I WONDER WHAT I WOULD WANT BEING SAID OF ME.
[00:45:02]
THAT YOU MADE A DIFFERENCE.I KNOW YOU WANT TO HEAR YOU MADE AN IMPACT.
THAT YOU'RE A PROFESSIONAL, THAT YOU ARE FRIENDLY, YOU ARE THOUGHTFUL, AND YOU CARED ABOUT PEOPLE.
REALLY ENJOYED WORKING WITH YOU, REY, BOTTOM LINE.
THANK YOU FOR ALL YOU'VE DONE.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN TREVINO.
I FORGOT TO SAY A COUPLE WORDS ABOUT GREG BROCKHOUSE.
UNFORTUNATELY HE COULDN'T BE HERE TODAY, BUT I WANTED TO SAY THAT, IF YOU LOOKED AT SOMEBODY WHO HAD HIS HEART AND SOUL INTO HIS JOB, HE CERTAINLY DID.
HE WAS OUT IN THE COMMUNITY, IN DISTRICT 6.
EVERY TIME I TURNED AROUND, I WOULD SEE SOME KIND OF FACEBOOK PAGE, OR INSTAGRAM POST OF HIM BEING OUT IN THE COMMUNITY.
EVEN COOKING HAMBURGERS OUT THERE AT DIFFERENT FUNCTIONS.
SO I JUST WANT TO SAY THANK YOU TO COUNCILMAN BROCKHOUSE FOR ALL HE DID FOR THE DISTRICT AND FOR THE CITY HERE, AND, YOU KNOW, WISH HIM THE BEST OF LUCK ALSO.
SO THANK YOU, SIR, FOR GIVING ME THAT OPPORTUNITY.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN PERRY.
BEFORE WE DEPART, AND THERE IS A 3:00 P.M. BLESSING OF THE NEW COUNCIL THAT WE WOULD LIKE TO INVITE ALL OF YOU TO JOIN US.
WE WANT TO GIVE THE LAST WORD TO OUR OUTGOING COLLEAGUES.
WE'LL START WITH COUNCILMAN HALL.
>> I'LL START SINCE I'M THE JUNIOR MEMBER OF THE TWO OF US.
THANK YOU ALL FOR THE OPPORTUNITY TO SERVE, AND FOR YOU ALL ENTRUSTING ME TO SIT IN FOR THE FIVE MONTHS.
IT WAS TRULY AN HONOR AND PLEASURE TO BE ABLE TO DO THAT.
HOPEFULLY I DID MY COUNCILWOMAN A GREAT JOB IN PAVING THE WAY FOR YOU, AND THE REST OF THE COUNCIL AS WELL.
PUBLIC SERVICE IS SOMETHING TREMENDOUS.
COUNCILMAN TREVINO TALKED A LITTLE BIT ABOUT IT.
WE GET A FEW PERKS HERE AND THERE, BUT THERE'S A LOT OF HARD WORK AND HEART ACHE THAT HAPPENS.
BUT AT THE END OF THE DAY, COUNCILWOMAN GONZALES, YOU TALKED ABOUT IT, WE DO SOMETHING GOOD FOR OUR COMMUNITY.
BUT THAT SAID, OF ALL THE GOOD THAT WE DO, I WANT TO CHALLENGE YOU ALL TO NEVER FORGET WHAT'S MOST IMPORTANT.
THERE WAS AN EXECUTIVE AT VA LERO WHO TOLD ME THIS STORY.
HE SAID, HE WAS ON THE ELEVATOR, LATE FOR A MEETING WITH THE CEO.
HE WAS FRUSTRATED, WATCHED HIS TIME, HUFFING AND PUFFING.
THE ELEVATOR HAD TO STOP ON A COUPLE DIFFERENT FLOORS, BREATHING HARD, IMPATIENT, THE WHOLE NINE.
AND A LADY BEHIND HIM WAS ABOUT TO EXIT THE ELEVATOR AND SHE SAID, YOU KNOW WHAT, IN 10 YEARS, YOU WON'T EVEN KNOW WHAT THAT MEETING WAS ABOUT.
AND IT REALLY TAUGHT ME TO REMEMBER WHAT'S MOST IMPORTANT.
WE HUFF AND PUFF, AND DO A LOT OF DIFFERENT THINGS, BUT AT THE END OF THE DAY WE HAVE TO REMEMBER WHAT'S MOST IMPORTANT.
YOU ALL AS COUNCIL MEMBERS, YOU'LL HUFF AND PUFF, WORK HARD, DO A BUNCH OF DIFFERENT THINGS, BUT IN 10 YEARS, OR IN 13 YEARS, THEY MAY NOT REMEMBER WHOSE NAME WAS ON THE TWO-YEAR BUDGET.
THEY MAY NOT REMEMBER WHO PUSHED THIS AGENDA ITEM OR THAT AGENDA ITEM.
IN MANY WAYS, YOU'LL BE FORGOTTEN, AND THAT'S A REALITY.
EVEN THOUGH WE DO GREAT THINGS, AND GREAT THINGS WILL LAST A LONG TIME.
SO MY CHALLENGE TO YOU ALL IS, REMEMBER WHAT'S MOST IMPORTANT, PARTICULARLY YOUR FAMILIES.
I ALWAYS SAY, AND I WROTE IN A NOTE TO SOME OF YOU ALL, THAT MY FIRST CONSTITUENCY IS MY DAUGHTER AND MY WIFE.
AND IF I DON'T DO RIGHT BY THEM, I HAVE NO BUSINESS SERVING IN PUBLIC OFFICE.
AND SO DO ALL THE GREAT THINGS THAT YOU ALL DO, AND PUSH HARD FOR YOUR COMMUNITY, BECAUSE YOU'RE DOING SOMETHING GREAT FOR ALL OF US.
BUT MAKE SURE THAT YOU FOCUS IN ON THE NOAHS OF THE WORLD, THE ELIS OF THE WORLD AND ALL YOUR CHILDREN, BECAUSE THAT'S YOUR FIRST CONSTITUENCY.
AND EVERY NOW AND AGAIN, YOU'RE GOING TO HAVE TO TELL SOME PEOPLE NO, THAT I CAN'T GO TO A MEETING TONIGHT OR EVENT TONIGHT, OR ON THE WEEKEND BECAUSE I'VEO SPEND SOME TIME WITH THE FAMILY.
AND I HOPE YOU ALL TAKE THAT TO HEART AND DO THAT EVERY OPPORTUNITY YOU CAN.
AND REMEMBER WHAT'S MOST IMPORTANT.
THANK YOU ALL FOR THE OPPORTUNITY.
LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN HALL.
COUNCILMAN SALDANA, YOU HAVE THE LAST WORD.
>> MAYOR, CITY ATTORNEY, REY SALDANA, VICTORIA LAKE, REPRESENTING MYSELF.
I JUST WANT TO SAY, THIS IS -- OH, A LOT OF FOLKS SAY I STARTED THIS ACTUALLY A LITTLE YOUNG.
[00:50:01]
THERE'S AN ACTUAL PICTURE OF ME ON MY FIRST DAY.I WANTED YOU ALL TO GET THE SENSE OF HOW QUICKLY YOU HAVE TO GROW UP IN THIS JOB.
[APPLAUSE] SO I WANT TO THANK MY NEPHEW FOR MAKING THAT CAMEO APPEARANCE.
LET ME JUST SAY HOW PROUD I AM TO GET TO BE ON THIS SIDE, GETTING TO WATCH YOU ALL HERE ON THIS END.
IT IS WITHOUT A DOUBT NOW THE MOST GOOD LOOKING COUNCIL THAT WE'VE HAD IN OUR ERA.
AND THAT'S NOT JUST BECAUSE TREVINO AND COURAGE GOT A HAIR CUT YESTERDAY, IT'S BECAUSE WE NOW HAVE A FEMALE MAJORITY COUNCIL THAT I'M SO THRILLED ABOUT, AND SO I WANT TO GIVE A SHOUT-OUT TO MY COUNCILWOMAN, COUNCILMAN ARIANA GARCIA, WHO I'VE KNOWN FOR SUCH A LONG TIME AND HAVE KNOWN FROM THE VERY DAY I MET HER, THAT SHE WAS GOING TO BE A LEADER.
AND THAT SHE WOULD BE A COUNCILWOMAN.
I JUST HAD TO RUN FOR COUNCIL BEFORE SHE DID, BECAUSE I DIDN'T WANT TO HAVE TO RUN AGAINST HER.
BUT COUNCILWOMAN, YOU'RE GOING TO ENJOY THIS JOB.
YOU ARE GOING TO HATE THIS JOB.
YOU ARE GOING TO STRESS ABOUT THIS JOB.
BUT YOU ARE GOING TO LOVE EVERY PIECE OF IT.
AND THE AUDIT ON THIS SIDE IS ACTUALLY JUST A THRILL TO ME.
BECAUSE I REMEMBER MY FIRST DAY THINKING, I DON'T KNOW HOW I'M GOING TO DO THIS, I DON'T KNOW WHAT VISION TO LAY OUT FOR THE DISTRICT, AND I THINK WE ALL KIND OF FIND OURSELVES IN THAT POSITION WHEN WE JOIN COUNCIL FOR THE FIRST TIME.
WE JUST DON'T WANT TO BREAK THINGS.
BUT LET ME SAY, THIS IS A GROUP THAT LIKES TO BREAK THINGS EVERY ONCE IN A WHILE.
SO I'M HOPEFUL AND I'M GRATEFUL THAT YOU'RE GOING TO GET IN THERE AND START MIXING IT UP WITH THEM.
THAT REMINDS ME TO THANK THE FOLKS WHO HAD CONFIDENCE IN ME IN THE LAST EIGHT YEARS, THE VOTERS OF DISTRICT 4 WHO GAVE ME FOUR DIFFERENT OPPORTUNITIES TO COME UP HERE.
I JUST WANT TO TAKE A QUICK SECOND FOR EACH ONE OF THE COUNCIL MEMBERS.
THIS IS A LITTLE BIT OF INSIDE BASEBALL SO FOLKS MIGHT NOT GET ALL THE INSIDE JOKES.
BUT COUNCILMAN PERRY, I WANT TO THANK YOU FOR BEING EXACTLY WHO YOU ARE.
AND I SAY THAT, BECAUSE WE DO DISAGREE ON A LOT.
BUT YOUR VOICE IS INCREDIBLY IMPORTANT.
AS MUCH AS WE DISAGREE, IF YOU HAD A ROOM OF FOLKS WHO ALL THOUGHT LIKE YOU, YOU WOULD BE IN A WORLD THAT WOULDN'T HAVE BEEN BATTLE TESTED FOR THE KINDS OF IDEAS THAT YOU WANT TO COME UP WITH, WHETHER IT'S POLICY ON HEALTH CARE, HOUSING, TRANSPORTATION.
IF I DON'T HAVE SOMEBODY TO PUSH BACK, I CAN'T GET TO THE BEST PRODUCT AVAILABLE.
AND SO I WANT TO THANK YOU FOR BEING THAT VOICE FOR DISTRICT 10.
AND THE PREDECESSORS IN YOUR SEAT WHO HAVE BEEN IN THAT VOICE.
IN MAY OF 2017, I WAS THRILLED ABOUT THE RESULTS OF MY ELECTION BUT NOT AS THRILLED ABOUT YOU GETTING ELECTED IN DISTRICT 9, AND IT SAYS A GREAT DEAL ABOUT THIS CITY FOR FOLKS WHO BELIEVE WE'RE A CITY DIVIDED, THAT WE HAVE AREAS THAT ARE CONSERVATIVE AND LIBERAL.
YOU GAVE THIS CITY A GREAT GIFT BY YOUR REELECTION.
YOU'VE BEEN THE KIND OF PERSON THAT DISTRICT 9 HAS DESERVED FOR A LONG TIME, THAT WE DESERVED ON THIS COUNCIL AS A POWERFUL VOICE.
I'M GLAD AS A FRESHMAN I GOT TO SHOW YOU AROUND.
VERY SOON YOU'RE GOING TO BE DOING THE SAME THING FOR THE FOLKS COMING IN NEW, BECAUSE YOU HAVE SIX MORE YEARS IN THAT POSITION IF YOU WANT IT.
>> YOUR THREE MINUTES ARE UP, SIR.
[LAUGHTER] TRUE FORM, COUNCILMAN PELAEZ MAKES EVERY MEETING AN EXCITING ONE.
I'M GOING TO MISS PULLING PRANKS ON COUNCILMAN PELAEZ.
YOU'LL SEE WHEN HE SWITCHES HIS BUTTON TO PROSECUTOR.
IT SCARES THE PANTS OUT OF MOST FOLKS WHO ARE ON THIS SIDE OF THE MIC.
IT'S SCARY AND INTIMIDATING TO SEE YOU FROM THIS DISTANCE AND THIS POSITION, COUNCILMAN.
BUT WHEN YOU DO IT, I SEE A PIECE OF HEART THAT COMES FROM YOU, WHETHER IT IS ABOUT THE ISSUELAMO, STATUES, OR PAID SICK LEAVE.
YOU'VE BEEN SOMEBODY WHO'S SHOWN THROUGH AND I THINK YOU'LL HAVE AN OPPORTUNITY TO BE A LEADER ON MORE IMPORTANT ISSUES.
THE SAME COMICAL NATURE THAT YOU HAVE, TO DISAGREE WITH US, BUT NEVER BURN BRIDGES.
COUNCILWOMAN SANDOVAL, YOU HAVE AN UNMISTAKABLE POTENTIAL TO YOUR LEADERSHIP.
I'M REALLY, REALLY EXCITED TO SEE WHERE YOU TAKE THE INITIATIVES WE'RE WORKING ON, WHETHER IN CLIMATE OR TRANSPORTATION, AND THE EFFORTS THAT HAVE RECENTLY SPRUNG UP AROUND DOMESTIC VIOLENCE AND THE REST OF THE WOMEN WHO ARE TAKING ON THIS ISSUE.
I ENTRUST THAT THE DISTRICT 7 RESIDENTS KNEW EXACTLY WHAT THEY WERE DOING WHEN THEY ELECTED YOU, AND YOU WERE FEARLESS IN THAT FIRST RACE.
I DON'T KNOW MANY PEOPLE WHO COME AFTER AN INCUMBENT AND SUCCEED.
BUT AGAIN, THAT MEANS THAT YOU GOT THIS BEAUTIFUL OPPORTUNITY FOR THE NEXT SIX YEARS TO MAKE SOMETHING GREAT OUT OF WHAT IS
[00:55:01]
POSSIBLE WITH YOUR LEADERSHIP, AND CONFIDENCE THAT THE VOTERS HAVE WITH YOU.I'M CERTAIN THAT IS GOING TO HAVE YOUR NAME PLATE FOR SEVERAL YEARS.
I'M REALLY EXCITED TO HAVE HAD AT LEAST TWO YEARS TO OVERLAP TO GET TO BE A PART OF THAT.
MELISSA, THANK YOU FOR ALLOWING ME TO BE JUST A LITTLE BIT IN THE SUN OF DISTRICT 6 WHEN WE KNOCKED ON DOORS, TO SUPPORT YOU, AND THERE WAS NO HESITATION ANYTIME ANYBODY OPENED THE DOOR TO YOU BECAUSE THEY KNEW YOU WERE GENUINE IN YOUR APPROACH.
THEY KNOW YOU'RE GOING TO BE GENUINE TO THEM IN YOUR SERVICE TO THEM.
GOOD LUCK TO YOU IN DISTRICT 6.
YOUR STORY IS STILL TO BE TOLD.
JUST DON'T LET MANNY CHIP IN ON ANY OF THAT, BECAUSE HE WILL TURN IT AROUND.
COUNCILMAN GONZALES, I REALLY LOVE THAT I GOT TO BE YOUR NEIGHBOR.
YOU REPRESENT ONE OF THE MOST IMPORTANT PARTS OF OUR CITY, THE PART OF OUR CITY THAT HAS BEEN OVERLOOKED, IGNORED, AND YOU ARE THE KIND OF COUNCIL PERSON, AND INDIVIDUAL THAT YOU DON'T FIND , THAT I'VE HAD THE OPPORTUNITY TO SEE AND WATCH.
YOU'RE A LEADER WELL BEYOND ANYBODY WHO'S EVER SERVED IN DISTRICT 5.
I'M REALLY GRATEFUL I GOT TO SEE YOUR SERVICE.
YOU'RE GOING TO ACHIEVE YOUR GOAL.
WE'RE GOING TO DRIVE DOWN TO ZERO DEBTS.
I'M EXCITED ABOUT THE WAY YOU APPROACH THE ISSUES, WITHOUT FILTER, WITHOUT CANDOR.
YOU JUST GET RIGHT TO THE CORE OF MANY ISSUES, AND YOU TELL US THAT IT'S SILLY WE'VE JUST BEEN FOCUSED ON CARS IN THE LAST HUNDRED YEARS.
YOU CUT THROUGH THAT AND I THINK I'VE BEEN REALLY PROUD TO GET TO SEE YOU FLOURISH INTO THE POSITION.
AND NOW BE THE SENIOR AMONGST THE NEW FRESHMEN.
I THINK YOU'LL DO IT VERY WELL.
COUNCILWOMAN VIA GRAN, YOUR INTRODUCTION TO COUNCIL WAS ONE OF THE ROUGHEST, NOT BECAUSE OF YOU AND YOUR ABILITY TO LEAD, BUT BECAUSE OF HOW YOU WERE TESTED IN YOUR FIRST YEAR ON COUNCIL, WHETHER IT WAS ONE CONTROVERSIAL ISSUE TO ANOTHER, YOU CAME IN AS WE WERE JUST ABOUT TO VOTE ON THE NDO, AND WE WERE HERE UNTIL 1:00, 2:00 A.M.
THAT WAS THE KIND OF INTRODUCTION TO COUNCIL THAT I THINK IF YOU WANTED SOMEBODY WHO WAS BATTLE TESTED, IT IS DISTRICT 3 COUNCILWOMAN REBECCA VIAGRAN.
AND SHE'S STILL BATTLING YEAR AFTER YEAR.
I KNOW YOU'RE NOT GOING TO GIVE UP ON THAT VOICE FOR THE SOUTH SIDE.
SO I'M REALLY GRATEFUL THAT I'VE BEEN YOUR NEIGHBOR, AND I'M REALLY HAPPY THAT I GET TO SAY I'VE SERVED SIX YEARS WITH TWO STRONG WOMEN TO EACH SIDE OF ME.
SO I'M REALLY GRATEFUL FOR THAT.
JADA, YOU ARE PART OF THIS GREAT RESET THAT'S HAPPENING IN DISTRICT 2.
THIS IS AN OPPORTUNITY -- I SAY WE DON'T COME IN WITH A CLEAN SLATE, BUT I THINK COUNCILMAN HALL GAVE YOU THE BEST CHANCE TO DO THAT ON YOUR OWN RUNWAY, AND THIS IS A GREAT OPPORTUNITY FOR DISTRICT 2 THAT HAS GONE BACK AND FORTH, WHETHER IT'S INTERIM COUNCIL PERSONS OR COUNCIL PEOPLE WHO HAVE DECIDED TO JUMP TO OTHER POSITIONS.
THIS IS A GREAT RESET FOR DISTRICT 2, AND IT NEEDS IT AT THIS TIME.
YOU'RE THE RIGHT PERSON AT THE RHYME TIME, AND I'M GRATEFUL THAT YOU GOT THE SEAT.
COUNCILMAN TREVINO, ANOTHER PERSON WHO I THINK CAME THROUGH AND DECIDED TO TAKE EVERY CONTROVERSIAL ISSUE ON AT ONE TIME.
AND WHETHER IT WAS THE ALAMO, OR ANYTHING RELATED TO DOWNTOWN, YOU'VE GOT ONE OF THE MOST SENSITIVE DISTRICTS IN THE ENTIRE CITY.
AND SO IT IS VERY DIFFICULT TO BE THE COUNCIL PERSON FOR DISTRICT 1.
AND NOT JUST ANYONE CAN PULL IT OFF, AND YOU'VE DONE IT WITH A KIND OF GRACE THAT I WOULD HOPE WE SEE IN OUR ELECTED OFFICIALS.
SO I'M -- I THINK THERE'S A LOT THAT I CAN SAY ABOUT YOU, BUT I THINK THE BEST I CAN PARTAKE IS THE FACT THAT WHEN I GOT TO KNOW YOU, YOU WERE SOMEBODY WHO WAS JUST LOOKING TO SERVE, AND YOU WERE PART OF THE AIRPORT ADVISORY COMMITTEE WHERE WE DECIDED TO PUT YOU ON BECAUSE WE KNEW THIS GUY HAS TO SERVE SOMEWHERE.
WE'RE GRATEFUL YOU APPLIED FOR THE D-1 POSITION AND NEVER LOOKED BACK.
SO THANK YOU FOR TAKING ON SOME OF THE TOUGHEST ISSUES WE'VE SEEN HERE ON THE COUNCIL WITHOUT FLINCHING.
I HOPE YOU'LL CONTINUE TO DO THE SAME.
MAYOR NIRENBERG, I REMEMBER THE FIRST DAY YOU CAME TO VISIT ME AS RON NIRENBERG WHO WAS RUNNING FOR DISTRICT 8.
IT WAS 2012 WHEN YOU CAME, AND PRESENTED ME YOUR RESUME AND WHY YOU WERE SO QUALIFIED TO BE THE DISTRICT 8 COUNCIL MEMBER.
I THOUGHT, THIS IS SOMEBODY WHO NEEDS TO SERVE.
I KNOW THAT YOU HAD ONE OF THE TOUGHEST RACES TO GET HERE.
OUTSIDE OF COUNCILWOMAN SANDOVAL PERHAPS.
AGAIN, YOU HAVE BEEN SOMEBODY WHO'S BEEN RELENTLESS IN THEIR PURSUIT, AND I THINK I'VE LEARNED A LOT FROM YOU WITH RESPECT TO THAT.
THE ABILITY TO TAKE ON BIG ISSUES, THE ABILITY TO UNDERSTAND WHAT IT'S LIKE TO HAVE TO WORK WITH A TEAM AS DIVERSE AS THIS ONE.
[01:00:01]
BATTLE TESTED FIRST TWO YEARS, YOU NO DOUBT HAVE ONE OF MOST BATTLE TESTED, FORGED THROUGH FIRE, FIRST-YEAR EXPERIENCES AS MAYOR.I THINK YOU'RE GOING TO BE A GREAT MAYOR BECAUSE OF THAT IN THE NEXT TWO YEARS.
THE ENTIRE CITY IS PUTTING THEIR CONFIDENCE AND THEIR TRUST IN YOU, MAYOR, AND I AM LOOKING FORWARD TO THIS COUNCIL GETTING BEHIND YOU TO DO THAT.
I KNOW I'M WELL OVER MY TIME LIMIT, COUNCILWOMAN PELAEZ.
BUT I HAVE A FEW FOLKS TO THANK.
OF COURSE, MY MOTHER WHO IS HERE, AND MY FATHER WHO IS NOT HERE.
THIS IS THE ONE TIME I GET A LITTLE CHOKED UP.
SO, I HAVE THIS GREAT GIFT IN MY MOTHER AND MY FATHER.
THEY'RE THE TWO FOLKS IN THE NEIGHBORHOOD WHO EVERYBODY WOULD GO TO FOR WHATEVER IT IS THAT THEY NEEDED.
IF YOU NEEDED SOMETHING COOKED, IF YOU NEEDED A BABYSITTER, YOU WOULD COME TO MY MOM.
IF YOU NEEDED YOUR ROOF DONE, YOU WOULD COME TO MY DAD.
>> MY WIFE TELLS ME I DON'T GET EMOTIONAL.
I THINK THESE ARE THINGS THAT REALLY PRESS MY BUTTONS.
PEOPLE ASK HOW I GOT INVOLVED IN PUBLIC SERVICE, I HAD SEEN IT HAPPEN IN MY HOME ALL THE TIME INFORMALLY WHERE FOLKS COUNTED ON MY PARENTS TO HELP WITH ONE ISSUE OR ANOTHER.
I JUST WANT TO THANK THEM FOR ALLOWING ME TO BE A YOUNG COUNCIL MEMBER.
REMEMBER, THIS WAS A NONPAID POSITION FOR THE FIRST FOUR YEARS.
AND THEY WERE NOT MY MOM AND DAD, THEY WERE MY ROOMMATES FOR A FEW YEARS.
THEY REALLY ARE THE ONES WHO GAVE ME THE PERMISSION TO SERVE AND DO SO FOR DISTRICT 4.
ANOTHER PERSON WHO IS BY MY SIDE IS MY WIFE.
AND SHE GAVE ME THIS GREAT GIFT ABOUT SEVEN MONTHS AGO THAT SHE'S HOLDING.
AND SO FOLKS WANT TO KNOW WHAT I'M GOING TO BE DOING AFTER CITY COUNCIL, I'M GOING TO BE ELI'S OLD MAN.
I'M GOING TO BE REALLY EXCITED, HAPPY TO BE DOING THAT.
OF COURSE, I WANT TO THANK MY STAFF, WHO HAS BEEN INCREDIBLE FOR THE LAST EIGHT YEARS.
NOBODY HAS GOTTEN TO SEE A STAFF AS POWERFUL AS THIS ONE.
THEY'VE BEEN MAINSTAYS, WHETHER IT'S RAUL, YOHANI, THOSE GUYS HAVE BEEN INCREDIBLE TEAMS. YOU CANNOT DO ANYTHING TO NEW COUNCIL MEMBERS ALONE, YOUR PEOPLE ARE GOING TO MAKE THINGS HAPPEN FOR YOU.
I HOPE YOU REMEMBER THAT, DON'T MISTREAT THEM AND DON'T MISTREAT THE STAFF EITHER.
ERIK, I'M GOING TO GIVE YOU SHOUT-OUT.
THESE ARE THE FOLKS WE NEED TO BE PARTNERS WITH AND TEAMMATES.
MY LAST PARTING THOUGHTS, I WROTE OUR SCREAMING BABY, ELI, AN E-MAIL THIS MORNING, AND I TOLD HIM, THE BEST THING YOU CAN DO ON THE CITY COUNCIL IS THE BEST ADVICE I GIVE HIM, LOOK, THIS WORLD IS NOT FAIR.
THE BEST THING WE CAN DO IS DO YOUR BEST TO CORRECT THAT.
AND I THINK YOU ALL HAVE THE OPPORTUNITY TO DO THAT.
THIS IS LIKE CLEANING OUT THE LOCKER ROOM ON THE LAST DAY.
I WON'T MISS CITIZENS TO BE HEARD AT 6:00, BUT I DO THINK I'LL MISS THE FACES AND NAMES.
MAYOR, THANK YOU FOR ALLOWING ME A FEW EXTRA MINUTES TO POUR INTO MY FAMILY WHO IS HERE, MY SISTER, MY NEPHEW, MY AUNT NORMA WHO HAS BEEN MY GREATEST TEACHER IN WALKING IN FAITH, AND WITH THAT, I LEAVE YOU TO THE CITY.
PLEASE DON'T BREAK TOO MANY THINGS.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMAN.
