IT FURTHER SPECIFIED THAT THE INITIATIVE MUST ADDRESS THE ROOT CAUSES OF SCHOOL SHOOTINGS AND IT ALSO CITED THAT WE SHOULD BE USING THE SA FORWARD PLAN TO INFORM THE PROPOSED PREVENTION CRISIS RESPONSE AND DAMAGE REDUCTION PLANS. SO ONE OF THE THINGS THAT WE HAVE BEEN DOING OVER THE PAST SEVERAL MONTHS, THE METRO HEALTH AND THE POLICE DEPARTMENT PARTNERED WITH OTHER STAY-AT-HOME HOLDERS IN OUR -- STAKEHOLDERS AND DEVELOPED A STRATEGIC PLAN. THIS PARTICULAR PLAN BUILDS UPON THE SA FORWARD PLAN AND IT INCORPORATES PREVENTION STRATEGIES FOR COMMUNITY VIOLENCE ISSUES SPECIFICALLY PRIORITIZING GUN VIOLENCE WITH THE GOALS OF PREVENTING GUN VIOLENCE INVOLVING ADULTS AND YOUTH, IMPROVING ACCESS TO SERVICES AND SUPPORT FOR VICTIMS AND SURVIVORS AS WELL AS REDUCING REPEATED VIOLENCE BY PERPETRATORS. THIS PARTICULAR STRATEGY WAS PRESENTED TO OUR PUBLIC SAFETY COMMITTEE BACK IN NOVEMBER OF 2023. THE PLAN IS COMPLETED. THE STRATEGIES HAVE BEEN IDENTIFIED, AND THE METRO HEALTH DEPARTMENT IS PRESENT TO GO THE FULL CITY COUNCIL AT A B SESSION ON WEDNESDAY THE SPECIFIC PLAN AS WELL AS THE DIFFERENT STRATEGIES. MANY OF THE AREAS THAT ARE HIGHLIGHTED IN THE CCR ARE ADDRESSED IN THE STRATEGIC PLAN SO WE LOOK FORWARD TO BRIEF CITY COUNCIL ON WEDNESDAY TO BE ABLE TO LAY OUT THOSE STRATEGIES AND HIGHLIGHT HOW THIS PARTICULAR PLAN WILL BE INCORPORATING THE REQUESTS BY THE CCR. IN ADDITION TO THAT, THE CCR ALSO TALK ABOUT THE CITY SPECIFICALLY THE POLICE DEPARTMENT TO BEGIN WORKING WITH SCHOOL DISTRICTS TO BE ABLE TO IDENTIFY SOME OF THE EFFORTS THAT CAN BE DONE IN TERMS OF PREVENTION IN SCHOOLS THROUGHOUT OUR COMMUNITY, SO THE SAN ANTONIO POLICE DEPARTMENT STARTED THAT PROCESS LAST YEAR AND THEY HAVE IDENTIFIED WAYS IN WHICH THEY HAVE ENHANCED, THE WAY THAT THEY COORDINATE WITH SCHOOL DISTRICTS WHEN IT COMES TO TABLE-TOP EXERCISES TO BE ABLE TO ADDRESS A THREAT AND ALSO IMPORTANTLY TO RESPOND TO A THREAT. ONE OF THE INNOVATIVE ISSUES THAT THE POLICE DEPARTMENT AND THE SCHOOLS HAVE BEEN PARTNERING WITH IS THE USE OF AN APP CALLED LIFE SPOT, WHICH IS A SAFETY AND SECURITY APPLICATION THAT IS ASSIGNED TO BE ABLE TO PROVIDE NOTIFICATION INCLUDING FIRST RESPONDERS, IN THIS CASE THE POLICE DEPARTMENT, WHEN THERE IS [00:05:03] THREAT OF AN ABSOLUTE AT A SCHOOL. THIS NOTIFICATION GOES IMMEDIATELY TO THE POLICE DEPARTMENT AND THEY COORDINATE WITH THE SCHOOL ISDS TO RESPOND. THOSE ARE SOME OF THE EFFORTS WE HAVE ALREADY STARTED WITH IN THE POLICE DEPARTMENT AND WE LOOK FORWARD TO PRESENTING METRO HEALTH STRATEGIC PLAN ON WEDNESDAY TO BE ABLE TO HIGHLIGHT THE STRATEGIES THAT ARE RECOMMENDED WITHIN THE CCR. AND WITH THAT, I'M GOING TO TURN IT OVER TO ALEX LOPEZ FOR THE NEXT CCR. THANK YOU. >> LOPEZ: GOOD AFTERNOON, COMMITTEE. THE NEXT ITEM WE WILL BE -- I'LL BE SHARING PERTAINS TO ASSISTANCE TO SMALL BUSINESSES THAT ARE IMPACTED BY CITY CONSTRUCTION. AND SO WE'VE HAD PAST EFFORTS, PAST PROGRAMS THAT WE'VE PROVIDED SUPPORT TO SMALL BUSINESSES. FOR EXAMPLE, THE -- IN 2022 WE HAD THE COVID-19 IMPACT GRANT PROGRAM WHICH DISTRIBUTED OVER $15 MILLION IN AMERICAN RESCUE PLAN FUNDS TO 524 SMALL BUSINESSES. OF THOSE, 135 RECEIVED AN ADDITIONAL $10,000 JUST BECAUSE OF THE GEOGRAPHIC LOCATION AND THAT THEY WERE BEING IMPACTED BY CONSTRUCTION. LAST YEAR WE HAD ANOTHER PROGRAM WHERE WE DISTRIBUTED 2.45 MILLION IN ARPA FUNDS AS WELL, AND THIS WAS SPECIFICALLY FOR CONSTRUCTION-IMPACTED SMALL BUSINESSES. WE HAD 91 GRANTS THAT WE AWARDED THROUGH THAT PROGRAM. AND THEN SPECIFICALLY THE CCR DISCUSSED -- BEING DISCUSSED RIGHT NOW WAS FILED IN JULY OF MCKEE-RODRIGUEZ AND MARC WHYTE AND IT WAS A REQUEST FOR CREATION OF A GRANT FUND TO ASSIST SMALL BUSINESSES AFFECTED BY CONSTRUCTION. THE CCR SPECIFICALLY ASKED FOR US TO GO AND SEEK INPUT ON THE CREATION OF THE PROGRAM WHICH WE HAVE BEEN DOING AND WE HAVE ALREADY IDENTIFIED 1.4 MILLION IN ADDITIONAL ARPA DOLLARS THAT WE'LL BE ABLE TO USE FOR THIS PROGRAM. AS FAR AS THE PROCESS TO DATE, STAFF HAS ALREADY STARTED GATHERING INPUT FROM SMALL BUSINESSES WHICH AGAIN WAS PART OF WHAT THE CCR CALLED FOR. FIRST THERE WAS A SURVEY THAT WAS ISSUED TO BUSINESSES IN CONSTRUCTION CORRIDORS TO SPECIFICALLY GET THEIR FEEDBACK. AND WE WANTED TO KNOW WHAT CRITERIA WE SHOULD BE CONSIDERING AS FAR AS THE CORRIDORS, THE PROJECTS THAT WE SHOULD BE INCLUDING, THE TIME FRAME, AND THE ELIGIBILITY AS FAR AS THE BUSINESSES. IF THERE'S ANYTHING THAT WE SHOULD BE CONSIDERING DIFFERENTLY THERE AS WELL. WE ALSO COORDINATED WITH LYFT FUND TO DO A SURVEY OF THOSE BUSINESSES THAT ACTUALLY GOT PREVIOUS GRANT DOLLARS SPECIFICALLY FOR CONSTRUCTION SO WE COULD SEE HOW THEY USED IT AND IF THERE WAS ANY OTHER FEEDBACK THAT WE WANTED TO INCORPORATE AS WELL. WE DID ALSO GET INPUT FROM THE SMALL BUSINESS ADVISORY COMMISSION DURING THEIR DECEMBER MEETING. THEY SPECIFICALLY HAD THIS TOPIC ON THEIR AGENDA. AND LASTLY, THE CITY AUDITOR'S OFFICE IS IN THE PROCESSES OF WORK IN JANUARY AND FEBRUARY. SO ANY FINDINGS, ANY RECOMMENDATIONS WE CAN INCORPORATE INTO THIS PROGRAM DESIGN WE PLAN TO DO SO. WE'VE ALREADY COORDINATED WITH KEVIN AND HIS TEAM. OUR PLAN IS TO COME BACK AT THE B SESSION ON FEBRUARY 28TH TO PRESENT THE FULL COUNCIL WITH WHAT THE PROGRAM WILL BE -- WHAT WE'LL BE PROPOSING AT THAT TIME. I BELIEVE I'M TURNING IT OVER TO ROD. >> SANCHEZ: I'VE GOT THE NEXT THREE. THIS NEXT ONE WAS A CCR SUBMITTED BY COUNCILMEMBER CASTILLO BACK IN AUGUST OF 2023. THIS ONE IS FOCUSING OUR NON-SERVICE ALLEYS. CCR LOOKS AT A LOT OF THE ISSUES WE'VE HEARD OVER THE LAST COUPLE YEARS. THE OVERGROWN VEGETATION, TRASH AND DEBRIS AND RUTTING IN THE ALLEYS AND SHE ASKED US TO LOOK AT RESTORES THOSE USING PERMANENTABLY SURFACES. WE HEARD A LOT ABOUT THESE AND WE HAVE A THREE-YEAR PLAN IN THE BUDGET SESSION. I'VE ATTENDED SEVERAL OF YOUR BUDGET WORK SESSION MEETINGS AND TALKED ABOUT THIS IN GREAT DEPTH. WE HAVE OVER 3500 ALLEYS. THEY ALL HAVE ISSUES. THERE'S 412 OF THOSE THAT DON'T HAVE UTILITY SERVICES IN THEM. PUBLIC WORKS HAS ALREADY GONE OUT. WE'VE GRADED THEM, GIVEN THEM A GRADE FROM A TO F, F [00:10:04] FAILING, AND 80 HAVE A FAILINGS CORE. THE PLAN IS FOR THIS FISCAL YEAR TO GO OUT AND ADDRESS THOSE BY REMOVING VEGETATION, REGRADING THE ALLEYS AND USING THE PERMANENTABLY SURFACE. NEXT YEAR WE'RE GOING TO HIT THE NEXT 165. '26 WE WILL START A MAINTENANCE PROGRAM SO WE STAY ON TOP OF THESE ALLEYS SO THEY DON'T REVERT BACK TO WHERE THEY ARE TODAY. ALSO WE WILL BE WORKING WITH OUR UTILITY COMPANIES TO ADDRESS THOSE ALLEYS THAT DID HAVE UTILITIES AND HAVE THE UTILITIES HELP US ADDRESS THOSE ALLEYS. FOR THIS CCR, OUR RECOMMENDATION IS TO CONTINUE WITH THE PLAN THAT WE PUT IN THE BUDGET FOR THIS YEAR. THE NEXT CCR WAS SUBMITTED BY COUNCILWOMAN ROCHA GARCIA AND THIS ONE IS ASKING US TO LOOK AT IMPLEMENTING A CODE ENFORCEMENT STRATEGIC PLAN. AND COUNCILWOMAN, YOUR CCR IS TIMELY BECAUSE MIKE AND I THE LAST TIME WE WORKED ON THIS WAS 2013. THAT'S WHEN WE HAD THIS REVITALIZED CODE PLAN WHERE THE BIG FOCUS WAS TO BE MORE PROACTIVE. MORE PROACTIVE AT THE TIME WE WERE 80% PROACTIVE -- SORRY, 20% PROACTIVE, 80% REACTIVE. WE PUT THAT IN PLACE. WE INTRODUCED THE TIER SYSTEM WHERE WE FOCUSED ON TIER 1S, THE ONES WE GET WITHIN A DAY OR TWO AND WE HAVE TIER 1, 2, 3. TIER 3 WHERE MAYBE WE HAVE THE POSTS ON THE SIDEWALK AND WE DON'T GO OUT UNLESS THEY DON'T CORRECT THAT. IT'S TIMELY THAT WE DO THAT. SO HOW DO WE ADDRESS THOSE IS SOMETHING WE NEED TO LOOK AT. VACANT LOTS, WE HEARD LOUD AND CLEAR. WE NEED TO DO A BETTER JOB OF ADDRESSING THOSE VACANT LOTS. AND ALSO EDUCATE COMMUNITY. WHAT IS A CODE VIOLATION. AND ALSO LET THEM KNOW WHAT TOOLS WE HAVE AVAILABLE TO HELP THEM ADDRESS THOSE VIOLATIONS AND BRING THOSE LOTS INTO COMPLIANCE. IN FISCAL YEAR 2024, OUR BUDGET INCLUDED FUNDING FOR OUR COMMUNICATION MANAGER TO HELP WITH OUR PUBLIC [INAUDIBLE] PLAIN ON HOMELESSNESS BUT TO ALSO WORK WITH OUR MAJOR PUBLIC PARTNERS AND PRIVATE PARTNERS AND NON-PROFIT PARTNERS ON SUCH A CAMPAIGN. THE CITY OF SAN ANTONIO IS NOT THE ONLY ONE PLAYING IN THIS SPACE AND WE DON'T CONTROL SHELTER. THAT IS CONTROLLED BY OUR NON-PROFIT PARTNERS SO WE ARE DOING THIS CAMPAIGN TOGETHER. THE CAMPAIGN WILL ALIGN WITH COUNCILMEMBER PELÁEZ'S CCR AND INCLUDE VARIOUS STRATEGIES TO BUILD 'EM TAKE THINK AND AWARENESS OF HOMELESS IN SAN ANTONIO. IT WILL HAVE A COMPREHENSIVE COMMUNITY DASHBOARD. RIGHT NOW WE HAVE DASHBOARD LIMITED TO OUR ENCAMPMENT CLEANUPS AS WELL AS A NUMBER OF HOTLINE CALLS WE GET. THAT REALLY IS ONLY TELLING YOU ONE SMALL PART OF THE OVERALL PICTURE.
