WE HAD TWO VIRTUAL COMMUNITY MEETINGS. WE HAD THREE TOURS FOR COMMUNITY RESIDENTS FROM THE PROPOSED SITE OF AN EXISTING PERMANENT SUPPORTIVE HOUSING COMMUNITY. AND ALL OF THAT WHILE I CAN'T REPORT TO YOU THAT WE MAY HAVE ELIMINATED OPPOSITION, I WOULD SAY DID YIELD SUPPORT.
WE HAVE LETTERS OF SUPPORT, SOME HANDWRITTEN BY RESIDENTS IN THE MISSING AREA OR IN THE PROPOSED AREA, RATHER AND PERHAPS JUST AS IMPORTANTLY WE HEARD THE FEEDBACK WHICH YIELDED RESULTS IN THE FORM OF DECREASING THE ORIGINAL ACREAGE FROM 56 ACRES TO THE 12 ACRES THAT MELISSA MENTIONED WHICH WE ARE IN SUPPORT OF. THIS PROJECT MEETS THE SHIP GOALS. IN FACT, IT MEETS BY ITSELF 20% OF THE GOALS STATED IN THE SHIP WHICH WAS TO PROVIDE 1,000 OF THESE TYPES OF UNITS OVER THE NEXT TEN YEARS. THE CITY, AS YOU PROBABLY KNOW, THE CITY COUNCIL ALLOCATED $11 MILLION TOWARDS THIS EFFORT.
CITY STAFF IS RECOMMENDING SUPPORT, ZONING COMMISSION RECOMMENDED SUPPORT.

THIS DEMARCATION IS DEFINED BY SOUTHEAST MILITARY, WITH THE HOUSING TO THE NORTH PRIMARILY INCOME DETERMINED. ON THE SOUTH ON BROOKS IS PRIMARILY MARKET RATE.
IN ORDER FOR THE LESS FORTUNATE TO REINTEGRATE INTO SOCIETY, THEY NEED TRANSPORTATION, ACCESS TO QUALITY FOOD AND MEANINGFUL EMPLOYMENT.

THEY ARE VERY LIMITED.
THE CLOSEST BUSINESSES ARE THE VAPE SHORE, STRIPES. THIS IS NOT A WAY FOR HEALTHY LIVING AND TO REINTEGRATE PEOPLE. SEGREGATING THOSE IN NEED ONLY FURTHER STIGMATIZES THEM AND HINDERS FUTURE POTENTIAL.
HOT WELLS ALREADY IS A MARGINALIZED AREA WITH FEW RESOURCES FOR THEM.
IT IS NOT A GOOD LOCATION FOR THIS TYPE OF FLAT. -- FACILITY.
WE ORIGINAL SERVE THIS MARGINALIZED COMMUNITY AS MUCH OR MORE THAN ANY NEIGHBORHOOD IN TOWN WITH THE STATE HOSPITAL AND OTHER ITEMS IN THERE.
THE LOSS OF TAX DOLLARS FROM THIS TAX EXEMPT PROJECT, SCHOOL CLOSURES, THE DISINVESTMENT IN OUR REGION, THE DAMAGE THAT THIS KIND OF HIGH DEVELOPMENT WILL DO WILL CAUSE A DOWNWARD TRAJECTORY OF THE STATE HOSPITAL AREA.
CENTRALIZING WASTE TREATMENT AND REFUSE TREATMENT OR DISPOSAL IS A GOOD IDEA.
TREATING PEOPLE LIKE TRASH AND CRAP AND PUTTING THEM IN THE SAME AREA IS WRONG.
THE UNFORTUNATE RESULT OF THIS IS SAN ANTONIO IS THE MOST SEGREGATED LARGE CITY IN AMERICA AND WILL CONTINUE TO BE SO AS LONG AS THIS POLICY IS CONTINUED.

I FIRST MOVED TO SAN ANTONIO IN 2010 TO PURSUE MY EDUCATION. AND AFTER ABOUT A YEAR, I BECAME THE VICTIM OF A SEXUAL ASSAULT. I SUFFERED TREMENDOUSLY FROM PTSD.
I WAS NOT FAMILIAR WITH THE U.S. HEALTH CARE SYSTEM. I WAS UNAWARE OF THE POLICE DEPARTMENT AND HOW TO REPORT THE CRIME. SO I SUFFERED IN SILENCE UNTIL 2013 WHEN I WENT BRACK TO SOUTH KOREA TO VISIT MY FAMILY.
AND PEOPLE SUGGESTED THAT I -- BECAUSE I HAD BEEN SEXUALLY ASSAULTED, THAT I

SHOULD SEEK TREATMENT. I ENDED UP GOING TO A PSYCHIATRIC FACILITY BECAUSE I AGREED WITH THEM. I FELT VERY UNWELCOME. I HAD TO FIGHT FOR ACCESS AND FOR SERVICES. I WANTED TO CONTINUE MY EDUCATION.BECAUSE THAT WAS MY GOAL. MY LIFE WAS COMPLETELY UPTURNED.
I WAS DIAGNOSED WITH PTSD. MY STUDENT VISA EXPIRED. I NEEDED TO GET A VICTIM VISA. AND SO I NEEDED ASSISTANCE TO GO THROUGH THAT PROCESS AND IT WAS A LONG, ARDUOUS PROCESS. I DIDN'T KNOW WHERE ALL TO GO BECAUSE I DIDN'T HAVE IDENTIFICATION. I STAYED AT DIFFERENT PEOPLE'S HOUSES, I COUCH SURFED. THERE WERE TIMES WHEN I SLEPT OUTSIDE. I WAS HOMELESS. AND THEN LUCKILY SOMEONE TOLD ME ABOUT HAVEN FOR HOPE AND I GOT INTO THE HAVEN FOR HOPE PROGRAM.
I DID HAVE TO GO TO A PSYCHIATRIC HOSPITAL AGAIN BECAUSE OF SUICIDAL THOUGHTS. AND MY PTSD. I SUFFERED FOR MANY YEARS.
AND THEN FINALLY I GOT INTO THE PROGRAM WITH SAMMINISTRIES WHERE I FELT SAFE. THEY HELPED ME GET INTO AN APARTMENT AND IT WAS GOOD FOR ME. I FELT SAFE. MY CASE MANAGER CAME TO CHECK ON MY FREQUENTLY TO MAKE SURE THAT I WAS SAFE. AND TO PROVIDE -- MAKE SURE THAT ALL OF MY NEEDS WERE BEING MET. THEY HELPED ME GO THROUGH THE VISA PROCESS AND I FINALLY GOT MY VISA, WAS RENEWED IN 2019.
IT WAS REALLY DIFFICULT. MY CASE MANAGER WAS VERY SUPPORTIVE.
A STRONG SUPPORT. I BEGAN FEELING WELL ENOUGH THAT I COULD SEEK EMPLOYMENT AND I SECURED EMPLOYMENT WITH HPB2342019. I STILL STRUGGLED THROUGHOUT THE FIRST TWO YEARS OF MY EMPLOYMENT WITH SYMPTOMS. SAMMINISTRIES SUPPORTED ME CONTINUOUSLY. I HAVE MAINTAINED MY JOB AT HEB.
MY SITUATION HAS IMPROVED. I HAVE MOVED TO ANOTHER APARTMENT WHERE I ALSO FEEL SAFE AND SECURE, AND THAT WAS OBTAINED THROUGH SAMMINISTRIES AND THEIR SUPPORTIVE HOUSING PROGRAM. I HAVE FACED A LOT OF CHALLENGES.
I HAD MY APPENDIX BURST AND I HAD TO STAY IN THE HOSPITAL FOR QUITE SOME TIME FOR A COUPLE OF MONTHS DUE TO THE MASSIVE INFECTION. AND AT THAT TIME I WAS ONLY WORKING PART TIME. AND BENEFITS WERE A PROBLEM. AND SO I STILL HAVE A MOUNTAIN OF HOSPITAL BILLS THAT I AM RESPONSIBLE FOR. THEN COVID HIT.
AND I STARTED TO EXPERIENCE WHAT I CALL ASIAN HATE. A LOT OF DISCRIMINATION BASED ON MY RACE. AND I DIDN'T ALWAYS FEEL SAFE TRAVELING ON THE BUS BACK AND FORTH TO WORK. AND SO I FELT LIKE I NEED TO DO BUY A CAR, WHICH I AM MAKING PAYMENTS ON. LUCKILY THEN MY JOB CONVERTED TO FULL TIME AND I WAS ABLE TO AFFORD TO PURCHASE THE CAR. AND RIGHT NOW I AM MANAGING MY LIFE WELL BECAUSE OF THE PERMANENT SUPPORTIVE HOUSING PROGRAM THAT I WAS ELIGIBLE FOR THROUGH SAMMINISTRIES. THE THERAPY, THE COUNSELING HAS HELPED TREMENDOUSLY, AND NOW I CAN DO WITHOUT MEDICATION. WHICH WAS A BIG ACCOMPLISHMENT AND I THINK THAT I AM READY TO BECOME A LITTLE MORE INDEPENDENT AND MORE INDEPENDENT. AND SO I AM A STRONG ADVOCATE FOR THE HOUSING

AND WE ALSO LOOKED AT WHAT CITY AND COUNTY RESOURCES WERE AVAILABLE FOR MY NEIGHBORS TO USE AND FOR THE UNSHELTERED TO TAKE ADVANTAGE OF.
ONE OF THE PROACTIVE SOLUTIONS THAT WE NURTURED WAS BUILDING COMMUNICATION LINES BETWEEN OUR SAFFE OFFICERS, THE NATIONAL PARK POLICE AND THE BEXAR COUNTY POLICE. THIS PROJECT WILL HOUSE THE UNSHELTERED AND HAVE ON-CAMPUS SERVICES FOR MENTAL HEALTH, SUBSTANCE ABUSE, EMPLOYMENT TRAINING AND GUIDANCE TO SUCCEED. IT IS ALSO NEAR TWO MAJOR CORRIDORS, SOUTH PRESA CORRIDOR WHICH NOW CURRENTLY HAS VIA THAT GOES NORTH AND SOUTH, AND THE MILITARY DRIVE CORRIDOR. THIS PAST DECEMBER OUR COMMUNITY CELEBRATED THE LIVES OF 322 INDIVIDUALS WHO PASSED AWAY WHILE EXPERIENCING HOMELESSNESS LAST YEAR.
OUR UNSHELTERED NEIGHBORS ARE DYING AT ALARMING RATES BECAUSE SAN ANTONIO SIMPLY DOES NOT HAVE ADEQUATE SUPPLY OF PERMANENT SUPPORTIVE HOUSING.
THE CITY IS MAKING BOLD MOVES TO REMEDY THIS THROUGH THE VOTER APPROVED 2022 HOUSING BOND AND THE ADDITIONAL FEDERAL RESOURCES PROVIDED BY BOTH THE CITY AND THE COUNTY MAKING $42.5 MILLION AVAILABLE FOR PERMANENT SUPPORTIVE HOUSING. THE COMMONS AT ASAKIA TRAILS HAS BEEN AWARDED FUNDING TO

PROVIDE HOUSING AND WRAP-AROUND SUPPORTIVE SERVICES FOR 200 INDIVIDUALS. THIS INVESTMENT PROVIDES A PERMANENT SOLUTION FOR SOME OF OUR COMMUNITY'S MOST VULNERABLE. THOSE WHO HAVE EXPERIENCED CHRONIC HOMELESSNESS AND WHO ALSO HAVE A DISABLING PHYSICAL OR MENTAL HEALTH CONDITION. WE HAVE AMENDED OUR APPLICATION AS A CONCESSION TO THE ORIGINALLY REQUESTED 55-ACRE TRACT. CONCERNS AROUND PARKING AND ACCESS TO TRANSIT OR TRANSPORTATION HAVE ALSO BEEN RAISED.
GIVEN THE INCOME LEVELS OF CLIENTS MEETING THE CRITERIA FOR PERMANENT SUPPORTIVE HOUSING, FEWER THAN 25% OF VEHICLES OF THEIR OWN LIMITING THE TRAFFIC IMPACT.
IN REGARDS TO TRANSIT, VIA IS IN SUPPORT OF THIS PROJECT AND A TRANSIT LINE IN FRONT OF OR ADJACENT TO THE SITE IS CURRENTLY IN THE WORKS.

WE MUST DO MORE TO HELP OUR UNHOUSED NEIGHBORS.THE CITY OF SAN ANTONIO HAS MADE A SIGNIFICANT INVESTMENT IN EXPANDING STREET OUTREACH THAT WITHOUT PSH OUR COMMUNITY WILL STRUGGLE -- CONTINUE TO STRUGGLE WITH UNSHELTERED HOMELESSNESS AND AS WELL THE CONCERNS ACROSS THE COMMUNITY THAT COME WITH A GROWING UNSHELTERED POPULATION.
PROVIDING PERMANENT SUPPORTIVE HOUSING IS MORE COST EFFECTIVE THAN RELYING ON EMERGENCY SERVICES SUCH AS HOSPITALS AND JAILS. BY ADDRESSING THE ROOT CAUSES OF HOMELESSNESS AND PROVIDING ONGOING SUPPORT, PERMANENT SUPPORTIVE HOUSING CAN REDUCE RELIANCE ON COSTLY CRISIS INTERVENTIONS INCLUDING THE SAN ANTONIO POLICE DEPARTMENT. THE COUNCIL APPROVED STRATEGIC HOUSING IMPLEMENTATION PLAN OR SHIP CALLED FOR 1,000 UNITS OF PSH OF WHICH THIS PROJECT ALONE WOULD OFFER 20% TOWARDS THAT GOAL. AND CURRENTLY THIS PROJECT IS SUPPORTED WITH FUNDING FROM THE CITY'S HOUSING BOND, FUNDING FROM HUD AND SAN ANTONIO HOUSING TRUST. WE HOPE TO SIGNAL TO BEXAR COUNTY COMMISSIONERS WHO ARE VOTING NEXT WEEK THAT THIS PROJECT IS URGENT AND NEEDS THEIR APPROVAL.

WE HAVE ENTERED INTO AN AGREEMENT WITH THE SAN ANTONIO HOUSING TRUST AND WE WILL BE BUILDING A SENIOR INDEPENDENT AFFORDABLE COMMUNITY AS WELL AS A MULTI-FAMILY AFFORDABLE COMMUNITY.
AND WE'RE NOW PROUD TO BE HERE WITH SAMMINISTRIES WITH NAKESHA AND HER TEAM AND THE PASSION THEY HAVE FOR THEIR MISSION. MR. ELIZONDO AS WELL. THE REASON WE'RE DOING THIS WORK IS BECAUSE THE PUBLIC WANTS IT, THEY SUPPORT IT. THEY CAME OUT OVERWHELMING WITH THEIR SUPPORT FOR THE HOUSING BOND WHICH WE HAVE INCLUDED IN THIS PROJECT. THEY DO THAT BECAUSE WE'RE BEING RESPONSIVE TO A GREAT NEED IN OUR COMMUNITY WITH RESPECT TO ENDING CYCLES OF HOMELESSNESS. THIS IS WHERE THE RUBBER HITS THE ROAD.
SO, YOU KNOW, AT THE ZONING DAIS AND IN DIFFERENT COMMITTEES, WE HAVE THE OPPORTUNITY EITHER ADVANCE OUR BIG LOFTY GOALS ON ENDING HOMELESSNESS OR SET THEY CAN BACK. THIS IS WHAT WE'RE DOING TODAY IS MOVING THEM FORWARD. I WILL SAY THAT THE CONCERNS OF NEIGHBORS ARE NOT EVER LOST ON US AND THAT'S WHY COUNCILMEMBER VIAGRAN HAS BEEN WORKING SO HARD TO THIS IN ORDER FOR US AS A COMMUNITY TO CONTINUE TO HAVE THAT SUPPORT AND WE NEED IT, WE'RE GOING TO CONTINUE TO HAVE TO WORK WITH COMMUNITIES THAT HAVE PARTICULAR OBJECTIONS AND THAT'S NO DIFFERENT IN THIS CASE.
I WOULD JUST SAY THAT WE HAVE TO RECOGNIZE THAT WE HAVE A GREAT NEED IN THIS COMMUNITY, AND COUNCILMEMBER CASTILLO SAID THIS IS ONE EFFORT THAT WOULD CHIP AWAY AT IT. 20% IS A BIG HUNK, BUT THESE PROJECTS ARE EXTREME LIGHTHOUSELY IMPORTANT. THEIR CONCERNS ARE BEING HEARD AND THEY ARE BEING ADDRESSED. BUT WE TOGETHER HAVE TO CONTINUE TO WORK ON OUR BIGGER GOALS OF MAKING SURE THAT PEOPLE CAN LIVE IN DIGNITY IN THE CITY AND PERMANENT SUPPORTIVE HOUSING IS ONE HUGE GAP THAT THIS COMMUNITY IS FILLING. I WILL ALSO SAY BIG, GREAT THINGS HAPPEN WHEN WE COLLABORATE, AND AS WAS THE WITH HUDSON AND A COUPLE OTHER PROPERTIES WITH THE COUNTY, WE APPRECIATE THE COUNTY'S SUPPORT. WE CAN'T END HOMELESSNESS IN THIS CITY WITHOUT THE COUNTY AND THE CITY WORKING TOGETHER.
