>> MAYOR NIRENBERG: GOOD AFTERNOON, EVERYONE. WELCOME TO OUR CITY COUNCIL SPECIAL SESSION. THE TIME IS 1:09 P.M. ON THE 9TH DAY OF MAY 2024.
WE'LL CALL OUR MEETING TO ORDER. MADAME CLERK, COULD YOU READ THE ROLL?
>> CLERK: MAYOR, WE HAVE QUORUM. >> MAYOR NIRENBERG: ALL
[ ITEMS]
RIGHT. OUR SPECIAL BRIEFING TODAY IS ON THE STATUS OF THE REES FUND. THE RESILIENCY, ENERGY EFFICIENCY, AND SUSTAINABILITY FUND FOR THE FY25 BUDGET . SO IF I CAN GO AHEAD AND ASKDAVID TO GET US STARTED. >> MCCARY: THANK YOU, MAYOR.
MAYOR AND CITY COUNCIL, I'M DAVID MCCARY, ASSISTANT CITY MANAGER.
DOUG AND I HAVE THE PLEASURE OF WORKING IN TANDEM TO PRESENT TO YOU AND BRING YOU UP TO SPEED ON OUR SA CLIMATE READY. RESILIENCY, ENERGY EFFICIENCY, AND SUSTAINABILITY FUND, BETTER KNOWN AS REES FUND.
YOU WILL ALSO HEAR ABOUT OUR URBAN HEAT ISLAND. WE WILL ALSO HEAR FROM ANA LOZANO, THE DIRECTOR OF TECHNOLOGY AND PRODUCT INNOVATION FOR CPS ENERGY.
SO WE'LL GET STARTED. TODAY WE'LL COVER IN THE AGENDA OUR CLIMATE READY BACKGROUND. YOU'LL ALSO HEAR ABOUT OUR REES FUND OVERVIEW AND WHERE WE ARE TODAY, OUR SA CLIMATE READY COMMUNITY ACTION FUND, AS WELL AS OUR COMMUNITY-BASED INITIATIVES CLIMATE RESILIENCE PROGRAM. YOU'LL ALSO HEAR HOW WE'RE LEVERAGING THE GRANTS FOR THE CAAP PLAN . WHEN YOU HEAR TODAY ABOUT OUR URBAN HEAT ISLAND APPROACH, YOU'LL ALSO GET A LITTLE TREAT TODAY.
YOU WILL HEAR MORE ABOUT OUR NEW HEAT STORY BOARD. YOU'LL ALSO HEAR ABOUT CPS ENERGY AND WHERE THEY ARE WITH SOME OF THEIR PROGRAMS. CLIMATE ACTION AND ADAPTATION WAS ADOPTED IN OCTOBER OF 2019. A LOT OF SYNERGY HAS OCCURRED OVER THE LAST FIVE YEARS. OUR CAAP PLAN CONTINUES TO BE THE CITY'S ROAD MAP OF OUR JOURNEY TO BECOMING CARBON NEUTRAL BY THE YEAR 2050. THIS PLAN IS BASED ON THE AVAILABILITY OF CLIMATE SCIENCE, AND WHILE WE ARE DOING WELL IN MAKING PROGRESS, MORE ACTION IS NEEDED. THIS NEXT SLIDE DESCRIBES KEY ELEMENTS OF OUR PLAN OF ACTION STRATEGIES. I'LL JUST HIGHLIGHT A FEW. WHEN YOU SEE "ENERGY," PLEASE NOTE THAT YOU HAVE 13 MEGAWATTS OF MUNICIPAL SOLAR PROJECTS UNDERWAY.
WHEN YOU HEAR "TRANSPORTATION," PLEASE NOTE THAT OUT OF OUR 51 ELECTRIC VEHICLES IS A PART OF OUR COSA FLEET TODAY. WE WILL DOUBLE THAT NEXT YEAR IN 2025 TO 100. WHEN YOU HEAR "HEALTH AND ECOSYSTEM," THINK OF OUR URBAN HEAT ISLAND MITIGATION AND WHAT WE DO THERE. WEATHERIZATION, EQUITREE, COOL ROOFS, THE LIST GOES ON. AND ALSO, WHEN YOU HEAR ABOUT "EDUCATION AND EMPOWERMENT" OUR MAYOR'S YOUTH ENGAGEMENT COUNCIL, PART OF OUR NEXT GENERATION IS ACTIVELY A PART OF THE STRATEGY AND A PART OF THE PROCESS SO THAT THEY CAN LEAD OTHERS. THE SLIDE HERE IS A REFRESHER OF OUR REES FUND, THE FOUR BUCKETS. SINCE INCEPTION, THE REES FUND HAS ACTIVELY AND EFFECTIVELY SUPPORTED SA CLIMATE READY IMPLEMENTATION FOR BOTH SUSTAINABILITY AND RESILIENCY INITIATIVES. THE FOUR BUCKETS INCLUDE GRANT TO COMMUNITY ORGANIZATIONS. YOU HAVE YOUR BUSINESS INCENTIVES, LEVERAGING GRANT OPPORTUNITIES, AND OUR URBAN HEAT ISLAND.
LET'S TRANSITION TO OUR COMMUNITY GRANTS PROGRAM . THIS PROGRAM IS AIMED TO EMPOWER LOCAL COMMUNITY ORGANIZATIONS TO IMPLEMENT PROJECTS DESIGNED TO CREATE A MORE SUSTAINABLE AND RESILIENT SAN ANTONIO. THIS FIRST COMMUNITY PROGRAM IS FOR A MILLION DOLLARS. IT PROVIDES GRANTS UP TO $20,000 FOR NEIGHBORHOOD AND COMMUNITY ORGANIZATIONS. IT ACTUALLY SELECTED PROJECTS MUST HAVE MEASURABLE IMPACTS AND COMMUNITY BENEFITS MUST BE IDENTIFIED.
WE HAVE RECEIVED PROPOSALS ON E-BIKES, COMMUNITY GARDENS, SOLAR PROJECTS,
[00:05:03]
JUST TO NAME A FEW. THE SECOND COMMUNITY PROGRAM IS $125,000 PROVIDING COMMUNITY-BASED ORGANIZATIONS DIRECT SUPPORT AT A GRASSROOTS LEVEL.THE EQUITY BASE CLIMATE ENGAGEMENT AND IT ALLOWS US TO CREATE THAT TWO-WAY DIALOGUE FOR COMMUNICATION WITH THE COMMUNITY SO THAT THEY'LL UNDERSTAND WHAT EXACTLY OUR CAAP PLAN IS A PART OF. THE THIRD COMMUNITY PROGRAM IS $300,000. IT PROVIDES RESILIENCE CAPACITY BUILDING FOR OUR COMMUNITY-BASED ORGANIZATIONS. WE WERE SUCCESSFUL IN LAUNCHING CLIMATE READY NEIGHBORHOOD NETWORK , A CLIMATE RESILIENCE READINESS. THE FOURTH IS BUDGETED AT $825,000.
THIS WILL ALLOW US TO IDENTIFY AND IMPLEMENT PRIORITY URBAN HEAT ISLAND, CLIMATE RESILIENCE PROJECTS AND PROGRAMS. QUINTANA NEIGHBORHOOD WAS SELECTED TO BE A PART OF THE PILOT AS THE ACTUAL PILOT. FROM A RESILIENCY PLANNING AND PROGRAMMING PERSPECTIVE, WE LOOKED AT THE EQUITY INDICATORS WHEN MAKING THIS SELECTION. WE LOOKED AT CLIMATE VULNERABILITY AND CONSIDERATION FOR STRUCTURAL IMPROVEMENTS AS WELL. THE NEXT COMMUNITY GRANT PROGRAM IS $1.5 MILLION. IT IS ACTUALLY AIMED TO EMPOWER LOCAL BUSINESSES TO IMPLEMENT PROJECTS THAT SUPPORT OUR SA CLIMATE READY PLAN AND IT CREATES A MORE SUSTAINABLE AND RESILIENT SAN ANTONIO. EACH PARTICULAR GRANT CAN GO UP TO $20,000, DEPENDING ON THE PROJECT WE HAVE ALREADY RECEIVED, FOR OUR URBAN HEAT ISLAND-RELATED PROPOSALS FOR GREEN SPACE PROJECTS, A ROOFTOP SOLAR, ENERGY EFFICIENCY UPGRADES, AND EVEN REDUCED ENERGY CONSUMPTION. THIS YEAR, APRIL 22, WE ACTUALLY RECEIVED NOTIFICATION THAT THE TEXAS COALITION WAS AWARDED $249 MILLION FOR TEXAS SOLAR FOR ALL . THE COALITION INCLUDES HOUSTON, DALLAS, AUSTIN, AND SAN ANTONIO. THIS COALITION INTENT IS TO PROVIDE DIRECT FINANCIAL BENEFITS TO LOW INCOME, MARGINALIZED, AND ENERGY-BURDENED HOUSEHOLDS. SOLAR INSTALLATION ON RESIDENTIAL ROOFTOPS AND PARKING STRUCTURES ARE A PART OF THIS. IT EVEN HAS THE POTENTIAL TO ADD BATTERY STORAGE AS A PART OF THE STRATEGY. LAST YEAR, IN 2023, WE APPLIED FOR A GRANT FROM THE U.S. DEPARTMENT OF ENERGY. WE ARE STILL WAITING FOR A FORMAL NOTIFICATION FOR $1.2 MILLION. THIS WILL ALLOW US TO LOOK AT THREE SEPARATE PROJECTS FROM E-BIKES TO PUBLICLY-ACCESSIBLE CHARGING STATIONS, TO AIRPORT ENERGY MASTER PLAN AS WE MOVE FORWARD WITH THE AIRPORT THAT WILL ALSO HELP THEM AS THEY DEVELOP THEIR ROAD MAP. NEXT STEPS ARE THE MINUTE WE DO HEAR FROM OUR USDOE WITH THE FORMAL APPROVAL, WE WILL EXECUTE AN MOU WITH OUR OPPORTUNITY HOMES OF SAN ANTONIO. THIS NEXT SLIDE PROVIDES AN UPDATE TO OUR CLIMATE POLLUTION REDUCTION GRANT WE CALL CPRG.
AS A REMINDER, OUR OFFICE OF SUSTAINABILITY IS SUCCESSFULLY LEADING THIS TWO-PART GRANT AND IN ORDER TO QUALIFY FOR THE SECOND PART YOU HAD TO HAVE EXECUTED PART ONE. SO LET ME TELL YOU ABOUT THAT.
THE PART ONE OF THE CPRG GRANT WAS NON-COMPETITIVE AND IT COVERED OUR 13 COUNTIES WITHIN OUR REGION. AACOG IS TAKING THE LEAD ON ADVANCING THE WORK THERE.
THE SECOND PART OF THE CPRG GRANT IS A COMPETITIVE-IMPLEMENTED GRANT OF $4.6 BILLION. THIS PROVIDES THE OPPORTUNITY FOR US TO PARTNER WITH CPS ENERGY, SAWS, COSA, AND THE TEXAS ENERGY POVERTY RESEARCH INSTITUTE . OUR APPLICATION THAT WE SUBMITTED IS FOR $164 MILLION. WE ARE SCHEDULED TO UPDATE THE CAAP PLAN FOR FY2025.
[00:10:02]
THE PLAN HAS THE SELECTED SCOPE OF WORK. I'LL JUST HIGHLIGHT A FEW UNDER THAT SCOPE. WE'RE GOING TO CONTINUE TO COMMUNICATE AND ENGAGE THE PUBLIC WITH THIS CAMPAIGN. WE'RE ALSO GOING TO HAVE THE ASSESSMENT EVERY THREE TO FIVE YEARS OF THE CAAP PLAN TO MAKE CERTAIN WE STAY RELEVANT AS SCIENCE PROGRESSES. WE'RE ALSO LOOKING TO UPDATE OUR GREENHOUSE REDUCTION TARGETS AND UPDATE AND PRIORITIZE OUR COMMUNITY AND MUNICIPAL CLIMATE MITIGATION STRATEGIES, WHICH IS A KEY COMPONENT AS WELL. WE'LL ALWAYS KEEP OUR EQUITY FRAMEWORK IN PLACE AND LOOK FOR CLIMATE VULNERABILITY. I LIKE TO TAKE THIS TIME TOINVITE DOUG MELNICK TO COME IN WITH OUR TANDEM APPROACH. >> GOOD AFTERNOON, MAYOR, COUNCIL. DOUG MELNICK, CHIEF SUSTAINABILITY OFFICER.
THANK YOU FOR HAVING US HERE THIS AFTERNOON. OUR DEPUTY CHIEF SUSTAINABILITY OFFICER JULIA MURPHY IS RETIRING AND IT'S ALSO HER BIRTHDAY TODAY.
SO JUST WANTED TO RECOGNIZE HER FOR ALL HER WORK. [APPLAUSE] NOW BACK TO BUSINESS. SO THANK YOU, DAVID. A LOT IS GOING ON HERE AND WHEN WE START TALKING ABOUT WHY IS CLIMATE IMPORTANT AND WHY ARE WE DOING THIS WORK, WHEN WE LOOK AT SAN ANTONIO AND OUR CLIMATE RISKS -- I DON'T NEED TO TELL YOU ALL THIS. HEAT. IT IS HOT.
THIS IS JUST AN IMAGE THAT SHOWS LAST SUMMER. EVERY RED BOX WAS ABOVE AVERAGE. AND THEN YOU CAN SEE THE IMAGE ON THE RIGHT IS THE NUMBER OF DAYS OVER 100. AND YOU CAN SEE 2023 WE HAD 75.
I'VE BEEN USING THIS SLIDE AT PRESENTATIONS THAT I'VE BEEN DOING AROUND THE COUNTRY AND THEN I SHOW THIS. IN 2018, OUR CLIMATE PROJECTIONS THAT WE WORKED WITH UTSA ON SAID THAT BY MID CENTURY WE WOULD EXPECT OVER 61 DAYS OVER 100 DEGREES. WE HIT 75.
SO BASICALLY, CLEARLY THINGS ARE ACCELERATING AND HEAT NEEDS TO BE A PRIORITY.
AND SO YOU ALL HAD THE WHEREWITHAL TO PRIORITIZE HEAT MITIGATION AS A KEY STRATEGY AND PROVIDED FUNDING IN THE REES. THIS IS AN ONGOING STRATEGY.
IT'S NOT SOMETHING THAT WE'RE JUST GOING TO ACCOMPLISH IN ONE YEAR.
IT'S GOING TO REQUIRE MANY MULTI-YEAR PILOTS, LOTS OF WORK WITH OUR RESEARCH PARTNERS AT UTSA, LEARNING HOW DO WE MITIGATE, WHAT DO WE DO TO TACKLE THIS PROBLEM. IN FY23 WE HAD INSTALLED COOL PAVEMENTS IN EACH CITY COUNCIL DISTRICT. I'LL BE PROVIDING YOU AN UPDATE ON THAT.
AND WORKED WITH UTSA TO DO A CITYWIDE HEAT AND EQUITY MAP TO HELP FOCUS OUR WORK.
AND THEN THIS PAST YEAR WE HAVE BEEN WORKING ON A HEAT STORY BOARD TO REALLY HELP TELL OUR COMMUNITY WHAT IS HEAT AND WHY IS IT IMPORTANT.
AND THEN WE CONTINUE TO REFINE OUR HEAT MAPPING WITH UTSA AND HAVE LAUNCHED WHAT WE'RE CALLING A COOL NEIGHBORHOOD PILOT PROGRAM. AND THEN WE CONTINUE TO WORK WITH PUBLIC WORKS ON DEPLOYING ADDITIONAL COOL PAVEMENT BASED ON WHAT WE'VE LEARNED. SO THE FIRST THING I'M GOING TO DO IS I'M GOING TO SHIFT OVER TO THIS. THIS IS A STORY BOARD THAT WE WORKED WITH PUBLIC WORKS.
WE WORKED WITH I.T. AND SEVERAL OTHER DEPARTMENTS. AND, AGAIN, HEAT IS A COMPLEX ISSUE. IT'S NOT JUST HEAT MITIGATION, WHAT WE DO TO REDUCE HEAT IN OUR COMMUNITIES. THERE'S ALSO AN ELEMENT OF HEAT RESPONSE. WHAT ARE WE DOING FOR OUR COMMUNITY MEMBERS DURING THOSE EXTREME HEAT EVENTS. SO WE WANTED TO PULL ALL THAT INFORMATION INTO ONE PLACE. IF WE CAN PULL UP THE WEBSITE.
THIS IS LIVE NOW. IT'S HOSTED ON OEM'S BEET THE HEAT WEBSITE.
WE WANTED TO TELL THE STORY. WHAT ARE THE HEAT ISSUES, NUMBER OF DAYS OVER 100.
WE WANTED TO CONNECT IT TO CLIMATE CHANGE. THAT'S REALLY A DRIVING FORCE. SO SINCE 1970, 3.5-DEGREE INCREASE.
THERE IS A CORRELATION. WE ALSO WANTED TO SHOW THE ACTUAL NUMBER OF DAYS.
THIS IS A UTSA DIAGRAM THAT JUST SHOWS THE NUMBER OF DAYS OVER 100 YEAR OVER YEAR. YOU CAN SEE THAT THINGS ARE TRENDING HOTTER.
WE ALSO WANTED TO START DEFINING HEAT VULNERABILITY AND THE URBAN HEAT ISLAND EFFECT FOR OUR COMMUNITY USING AS SIMPLE TERMS AS POSSIBLE.
AND THEN WE WANTED TO HIGHLIGHT THE CORRELATION BETWEEN HEAT AND MEDICAL ISSUES. AND SO THIS BASICALLY SHOWS THE NUMBER OF REPORTED HEAT ILLNESSES TO STRAC. YOU CAN SEE IT, SINCE 2014 IT WAS FAIRLY FLAT.
BUT THE LAST TWO SUMMERS WERE THE HOTTEST ON RECORD. AND YOU CAN SEE THE
[00:15:02]
CORRELATING SPIKE. THIS IS HAVING A DIRECT IMPACT ON OUR COMMUNITY.THEN WE WANTED TO SHOW OUR COMMUNITY -- THIS IS BASICALLY THE RESULTS OF THE UTSA RESEARCH. THIS IS A MAP THAT ANY RESIDENT CAN CLICK ON, FIND ANY PARTICULAR ADDRESS, FIND WHERE THEY LIVE. AND WHAT THIS SHOWS IS HEAT SCORE AS WELL AS OUR EQUITY SCORE. BASICALLY THE DARKER THE AREA, THE BROWNER THE AREA, THE HIGHER THE HEAT VULNERABILITY.
AGAIN, LETTING OUR COMMUNITY KNOW WHAT IS THE CHARACTERISTICS OF YOUR COMMUNITY RELATED TO HEAT VULNERABILITY. AND IF WE GO DOWN TO THE NEXT MAP, THIS NEXT MAP JUST BASICALLY IT'S THE SAME MAP BROKEN DOWN INTO TWO.
AND SOMEBODY CAN TOGGLE ON THE LEFT IS SHOWING HEAT SCORE.
AND ON THE RIGHT IS THE EQUITY SCORE. SO YOU CAN START LEARNING ABOUT THE CORRELATION BETWEEN EQUITY AND HEAT VULNERABILITY.
AND THEN THE NEXT THING WE WANTED TO SHOW IS WHAT RESOURCES ARE AVAILABLE FROM THE HEAT RESPONSE SIDE. SO THIS BASICALLY IS A MAP THAT HIGHLIGHTS SWIMMING POOLS, COOLING CENTERS, ANY PLACE THAT COULD BE OF ASSISTANCE DURING EXTREME HEAT EVENTS. AND IF WE SCROLL DOWN, JUST SOME FINAL ADDITIONAL INFORMATION. WE ALSO WANTED TO HIGHLIGHT OTHER RESOURCES AVAILABLE TO OUR COMMUNITY RELATED TO HEAT MITIGATION. OUR UNDER ONE ROOF PROGRAM.
WE WANTED TO HIGHLIGHT OUR COOL PAVEMENT PROGRAM. THIS IS WHERE RESIDENTS CAN ALSO ACCESS ALL THE UTSA STUDIES THAT WE'VE COMMISSIONED.
AND THEN WE WANTED TO END WITH WHAT CAN OUR RESIDENTS DO.
AND THERE'S THREE WEBSITES FROM THE FEDERAL GOVERNMENT THAT PROVIDE A LOT OF PRACTICAL TOOLS FOR RESIDENTS TO TAKE ACTION AT THEIR HOMES OR BUSINESSES.
SO THAT'S JUST ONE SNAPSHOT. IT'S GOING TO BE A GROWING RESOURCE.
I THINK AS WE DEVELOP NEW PROGRAMS, AS NEW INFORMATION COMES OUT, WE'LL BE INTEGRATING IT INTO THAT RESOURCE. WE'LL BE MAKING SURE YOU ALL HAVE THAT LINK IN ORDER TO PUSH OUT TO YOUR CONSTITUENTS.
IF WE CAN GO BACK TO THE POWERPOINT. SO COOL PAVEMENT RESULTS.
AGAIN, TEN INSTALLATION SITES, ONE IN EACH COUNCIL DISTRICT.
WE TESTED FOUR PRODUCTS. THE REAL DRIVER OF THIS RESEARCH WITH UTSA -- AND I WOULD ALSO LIKE TO POINT OUT THAT THREE OF THE RESEARCHERS FROM UTSA ARE HERE TODAY. WE HAVE THREE DOCTORS HERE TODAY SO IF YOU HAVE ANY SPECIFIC QUESTIONS ON THE RESEARCH, THEY'LL BE AVAILABLE TO ANSWER SOME QUESTIONS. BUT THE GOAL WAS TO UNDERSTAND A FEW DIFFERENT THINGS. WHICH PRODUCTS REDUCED SURFACE AND AMBIENT TEMPERATURE THE MOST AND THEN HOW DID THEY PERFORM, FROM A SAFETY PERSPECTIVE.
GLARE, SKID RESISTANCE. SO THE BASIC RESULTS WERE THERE WERE TWO PRODUCTS THAT ROSE TO THE TOP: SEAL MASTER AND ANOTHER PRODUCT CALLED GATH .
BASICALLY WE SAW ABOUT A 3.5 TO 4-DEGREE DIFFERENCE BETWEEN THESE PRODUCTS AND ONE OF THE CONTROL STREETS. BUT ONE OF THE THINGS THAT WE LEARNED IS THAT QUITE A FEW OF THE CONTROL STREETS WERE ALREADY SORT OF WEATHERED AND HAD LIGHTENED ALREADY BUT WHEN THESE PRODUCTS WERE TESTED AGAINST A FRESHLY-PAVED ASPHALT STREET, THE DIFFERENCE ROSE TO 18 DEGREES. WE LEARNED WHEN WE START THINKING ABOUT WHERE DO WE START DEPLOYING THIS MATERIAL, WE MAY NOT WANT TO USE IT ON A STREET THAT'S ALREADY BEEN WEATHERED BUT AS A PART OF A PROGRAM WHEN WE DO NEW PAVING, INCORPORATING IT INTO THAT PROCESS.
IN TERMS OF NEXT STEPS, WE ARE WORKING WITH PUBLIC WORKS TO REVIEW THIS FY24 PAVING LIST TO SEE ARE THERE LOCATIONS THAT WE CAN INCORPORATE THIS.
WE WANT TO TARGET ON THE HIGH-PRIORITY AREAS IDENTIFIED AS A PART OF THE UTSA STUDY. THERE'S TEN CENSUS BLOCKS THAT WE'LL BE FOCUSING ON.
THIS IS STILL A PILOT. WE'RE STILL WORKING WITH UTSA TO CONTINUE EVALUATING AND UNDERSTANDING HOW THESE MATERIALS WORK AND THE BENEFIT.
AND THE ONE LAST THING I'LL MENTION ON COOL PAVEMENT. WE CONTINUE TO TALK TO LOS ANGELES AND PHOENIX. LOS ANGELES IS UP TO 100 MILES OF THESE ROADWAYS WITH COOL PAVEMENT. THE REAL THING THAT WE'RE HEARING IS IT'S ABOUT CONCENTRATING. IT'S NOT ENOUGH TO PUT A BLOCK HERE AND THERE BUT ONCE YOU START GETTING A NEIGHBORHOOD SATURATED, YOU CAN START SEEING MORE SIGNIFICANT BENEFIT. SO WHAT'S OUR STRATEGY IN TERMS OF COOL NEIGHBORHOODS? YOU'LL SEE THAT MAP ON THE LEFT FROM UTSA WHICH SHOWS HEAT AND EQUITY.
THAT'S STILL A LOT OF AREA. WHAT WE WANTED TO DO IS FIGURE OUT HOW DO WE FOCUS A LITTLE IN A MORE TARGETED FASHION. WE WENT BACK TO UTSA AND SAID CAN YOU HELP WITH IDENTIFYING ADDITIONAL CRITERIA IN ADDITION TO HEAT
[00:20:05]
AND EQUITY. SO YOU'LL SEE HERE, THIS IS 12 PRIORITIZED SITES THAT USED WALKABILITY, IMPERVIOUS COVER, TREE CANOPY, VARIOUS HEALTH INDICATORS, TRANSIT AND VEHICLE ACCESS. JUST OTHER ISSUES ASSOCIATED WITH HEAT.AND WE WANTED TO EVEN REFINE THIS LIST EVEN MORE. AND SO LOOKING AT THE SITES IN MORE DETAIL, TRYING TO HAVE SOME GOOD GEOGRAPHIC SPREAD, WE CAME UP WITH THESE FOUR PILOT SITES FOR THIS COOL NEIGHBORHOOD. YOU'LL SEE THERE'S ONE IN D2, ONE IN D3, AND THEN THERE'S SO MUCH NEED IN D5 THAT WE IDENTIFIED TWO.
AND THE APPROACH IS TO, AGAIN, WORKING ACROSS DEPARTMENTS.
WE'RE TRYING TO FIGURE OUT HOW DO WE LEVERAGE THE EXISTING RESOURCES WE HAVE WITHIN THE ORGANIZATION, SUCH AS TREE CANOPY DOLLARS OR UNDER ONE ROOF DOLLARS.
TO COME UP WITH A MULTIMITIGATION STRATEGY. WE STARTED COMMUNITY ENGAGEMENT IN THESE NEIGHBORHOODS. WE WANT TO UNDERSTAND HOW DO THEY EXPERIENCE HEAT. WHERE ARE THE AREAS IN THE NEIGHBORHOOD THAT ARE OF MOST CONCERN. ARE THERE PARTICULAR CORRIDORS OR ROUTES THAT PEOPLE TAKE THAT WE SHOULD LOOK AT COOLING. SO WORKING WITH THEM AND WORKING ACROSS DEPARTMENTS, THE GOAL IS TO COME UP WITH A TARGETED PLAN THAT WOULD MORE THAN LIKELY BE AND THE OTHER THING I HAD MENTIONED LEVERAGING OTHER PROGRAMS AND WHERE WE ARE NOW IS WE'RE, AGAIN, STARTING ENGAGEMENT AND THE GOAL IS START BEGIN DEPLOYING TREATMENTS THIS SUMMER AND FALL.
GETTING BACK TO TREES, YOU CAN'T TALK HEAT MITIGATION WITHOUT TREES.
PARKS HAVE COMMITTED TO WORK WITH US ON THIS NEIGHBORHOOD PROGRAM.
THE GOAL IS START DEPLOYING TREES NEXT PLANTING SEASON, LATER THIS FALL.
PARKS CONTINUES WITH THE EQUITREE PROGRAM TRYING TO FOCUS ON THOSE AREAS OF THE MOST NEED PARTICULARLY AROUND HEAT AND EQUITY. AND THEN THE REES FUND ALSO HAD A MILLION DOLLARS COMMITTED FOR INCREASED WEATHERIZATION.
NHSD HAS BEEN USING THESE DOLLARS TO SUPPORT THEIR MAJOR REPAIR PROGRAM AND HAVE BEEN BASICALLY USING THESE DOLLARS TO ENSURE THAT ADDITIONAL INSULATION, UPGRADED HVAC SYSTEMS, WINDOWS, SIDING TREATMENTS, ANYTHING THAT'S GOING THE IMPROVE THE EFFICIENCY OF THAT HOME OR INCORPORATE INTO PROGRAMS AND PROJECTS.
AS OF '24, 24 PROJECTS HAVE BEEN SELECTED. FROM A HEAT PERSPECTIVE, THERE'S TWO THINGS AROUND WEATHERIZATION. ONE, IT IMPROVES THE COMFORT AND THE SAFETY OF THE HOME, BUT THE OTHER PART IS WHEN SOMETIMES WE DON'T THINK ABOUT THIS IS OUR AIR CONDITIONING PRODUCES WASTE HEAT.
IF WE CAN REDUCE THE AMOUNT OF WASTE HEAT, THAT'S GOING TO HELP REDUCE THE OVERALL AMBIENT TEMPERATURE IN COMMUNITIES. PROBABLY, SHADE, IT'S A GREAT CONCEPT. THIS IMAGE IS A PROPOSAL THAT'S PHOENIX HAD GOT FUNDED FROM BLOOMBERG TO DO A COMPETITION WHERE THEY ARE GOING TO BE SELECTING ARTISTS TO DO SHADE STRUCTURES AROUND THEIR COMMUNITY.
WHERE WE ARE RIGHT NOW, WE'RE PARTNERING WITH ARTS, JUST DOING SOME PRELIMINARY MAPPING. WHERE IS ART NEEDED, WHERE IS SHADE NEEDED.
AGAIN, WE'RE TRYING TO PRIORITIZE HEAT VULNERABILITY.
THROUGH CONVERSATIONS WE'VE BEEN TALKING WITH VIA, LOOKING FOR OPPORTUNITIES AROUND BUS STOPS. I THINK THERE'S AN OPPORTUNITY FOR A POTENTIAL PROGRAM THIS YEAR BY WHICH WE HAVE A COMPETITION TO COMMISSION LOCAL ARTISTS TO DEVELOP CREATIVE WAYS TO PROVIDE SHADE. THERE'S A POTENTIAL OF HAPPENING INTO FY25 REESE DOLLARS. THE TAKE-AWAY IS HEAT IS REALLY A MULTI-LAYERED STRATEGY CENTERED ON PEOPLE, CENTERED ON COMMUNITY, AND AGAIN, IT'S A BIG, BIG PRIORITY. SO WITH THAT, I WOULD LIKE TO TURN THIS OVER TO ANA FROM CPS TO JUST GIVE AN UPDATE ON CPS.
>> GOOD AFTERNOON, MAYOR, CITY COUNCIL. MY NAME IS ANA LOZANO, AND I'M DIRECTOR OF PRODUCT INNOVATION AT CPS ENERGY. IN THIS ROLE I HAVE THE OPPORTUNITY TO LEAD THE TEAM THAT'S CHARGED WITH DEVELOPING AND IMPLEMENTING PRODUCTS AND SERVICES FOR OUR CUSTOMERS. I'M HAPPY TO SHARE AN UPDATE REGARDING ONE OF OUR KEY INITIATIVES WHICH IS OUR PORTFOLIO OF ENERGY EFFICIENCY AND CONSERVATION PROGRAMS. ALSO KNOWN AS OUR SUSTAINABLE TOMORROW ENERGY PLAN OR OUR STEP PROGRAM. AS YOU MAY RECALL, WE HAD AN
[00:25:05]
ORIGINAL STEP PROGRAM CALLED OUR SAVE FOR TOMORROW ENERGY PLAN THAT HAD A GOAL OF SAVING 771 MEGAWATTS OF DEMAND. IT WAS A TEN-YEAR INITIATIVE AND WE ACCOMPLISHED OUR GOAL AHEAD OF SCHEDULE AND UNDER BUDGET.BEFORE MOVING ON THIS PROGRAM. AND IF WE DID ANOTHER PROGRAM, WHAT WOULD IT LOOK LIKE. AND THE RESULT OF THEIR FEEDBACK AND INPUT AND YOUR SUPPORT AND YOUR APPROVAL IS ON THE SLIDE TODAY. THESE ARE THE GOALS FOR OUR NEW FIVE-YEAR PROGRAM, OUR SUSTAINABLE TOMORROW ENERGY PLAN.
THE FIVE-YEAR PROGRAM THAT GOES BEYOND JUST DEMAND MANAGEMENT.
IT'S STILL A KEY GOAL TO SAVE DEMAND FOR OUR COMMUNITY BECAUSE IF WE REDUCE DEMAND ALL CUSTOMERS BENEFIT. BUT OUR COMMUNITY CHALLENGED TO GO BEYOND THAT SO WE'VE LAID OUT ADDITIONAL DOLES. CUSTOMERS TOLD US IN ADDITION THEY WANTED TO SEE BILL SAVINGS, REDUCED KILOWATT HOURS ON THEIR BILL. WE HAVE A GOAL AROUND THAT TO HELP ALL OF OUR CUSTOMERS SAVE ENERGY ON THEIR BILL. IN ADDITION TO THAT, A KEY COMPONENT OF THIS PROGRAM IS TO HELP US ADDRESS EQUITY, ENSURE ALL OF OUR CUSTOMERS PAY FOR STEP.
WE WANT TO MAKE SURE THERE'S AN OFFERING FOR ALL OUR CUSTOMERS.
SO TO BE EQUITABLE IN PROGRAM DELIVERY AND DEVELOPMENT AND OUTREACH.
OUR CUSTOMERS ALSO CHALLENGED US TO BE INNOVATIVE.
NOT ONLY TO SUPPORT INNOVATIVE TECHNOLOGIES TO HELP SAVE ENERGY, BUT TO BE INNOVATIVE IN OUR APPROACHES HOW WE SERVE THEM AND DEVELOP PROGRAMS. AND WE LAST BUT NOT LEAST A GOAL AROUND EMISSION REDUCTIONS.
IT IS A FIVE-YEAR PROGRAM THANKS TO THE SUPPORT OF OUR BOARD AND COUNCIL, THIS PROGRAM WENT INTO EFFECT AUGUST 1ST OF 2022 AND WE'RE IN THE SECOND YEAR OF THIS PROGRAM. ON THIS SLIDE, THIS SLIDE SHOWS OUR PORTFOLIO OF STEP PROGRAMS AND IT IS EVER GROWING. TODAY WE HAVE 23 DIFFERENT OFFERINGS FOR OUR CUSTOMERS. AGAIN, OUR GOAL IS TO DEVELOP SOMETHING FOR EVERYONE. IT DOESN'T MEAN THAT EVERY PROGRAM IS A GOOD FIT BUT DOES MEAN ALL OF OUR CUSTOMERS SHOULD BE ABLE TO FIND AN OFFERING THAT BENEFITS THEM. WHETHER YOU ARE A RESIDENTIAL CUSTOMER WHO OWNS OR RENTS A HOME OR YOU ARE A SMALL LOCAL BUSINESS OR A LARGE INDUSTRY, WE WANT TO HELP YOU SAVE ENERGY AND CREATE AN OFFERING FOR YOU. HIGHLIGHTED IN THE GREEN BOX HERE ARE OUR NEW EQUITY FOCUSED PROGRAMS, NEW TO THIS STEP PROGRAM.
TO BE EQUITABLE, WHAT WE THINK IS ALWAYS A BARRIER IS UPFRONT COSTS AND FINANCIAL BARRIERS. OUR GOAL IS REDUCE THESE BARRIERS FOR CUSTOMERS.
A LOT OF THESE PROGRAMS ARE LOW COST OR NO COST. ONE OF OUR VERY POPULAR PROGRAMS IS OUR FREE HOME ENERGY ASSESSMENT. THIS PROGRAM IS FREE AND ENERGY SPECIALISTS WILL IDENTIFY SAVING OPPORTUNITIES.
THEY WILL WALK AROUND THE HOME WITH THE HOMEOWNER, THEY WILL DEVELOP A REPORT CUSTOM TO THAT HOME AND LIST ALL THE RECOMMENDATIONS AND ALSO PROMOTE ANY OF THE OTHER PROGRAMS THAT MAY BE OF ASSISTANCE TO THEM. IF A CUSTOMER IS LACKING INSULATION, THEY WILL LEAVE INFORMATION ABOUT OUR INSULATION REBATE.
WHETHER CUSTOMERS WANT TO INSTALL IT ON THEIR OWN, THEY CAN DO THAT, WE HAVE A REBATE FOR THEM. ANOTHER OPTION IS GET A CONTRACTOR TO INSTALL IT AND WE HAVE A LIST OF TRADE CONTRACTORS PARTICIPATING IN THE PROGRAM TO HELP MAKE IT AS EASY AS POSSIBLE FOR CUSTOMERS TO BECOME MORE ENERGY EFFICIENT SO WE HAVE A REBATE FOR THAT AS WELL. WE'LL LEAVE THAT REPORT. IT'S KIND OF A GATEWAY TO OTHER PROGRAMS. AND BEFORE LAS VEGAS THE SPECIALIST WILL INSTALL ENERGY SAVING MEASURES TO GIVE CUSTOMERS A HEAD START ON BEING MORE EFFICIENT.
ANOTHER PROGRAM TO POINT OUT IS OUR DISCOUNTED RETAIL PROGRAM.
NOW, WE HAD A PROGRAM SIMILAR IN OUR PREVIOUS STEP PROGRAM, BUT THIS ONE IS TARGETED TO LIMITED-INCOME CUSTOMERS IN TARGETED DISTRICTS, AND WHILE PREVIOUSLY WE WERE IN RETAILERS SUCH AS COSTCO, HOME DEPOT AND LOWE'S, WE'VE ADJUSTED OUR APPROACH AND NOW CUSTOMERS CAN FIND US IN DOLLAR TREES, GOOD BILL, HABITAT FOR HUMANITY OR SALVATION ARMY. FOR THIS YEAR AND A HALF, WE'VE ALREADY SOLD AND REBATED ALMOST A MILLION LED BULBS IN THOSE STORES.
IT IS A POPULAR PROGRAM. EXPANDED WEATHERIZATION, AGAIN, OUR WEATHERIZATION PROGRAM IS ONE OF OUR EQUITABLE OFFERINGS, BEEN SUCCESSFUL FOR MANY YEARS.
WE'RE SAYING IT'S EXPANDED BECAUSE IT ALIGNED WITH OUR GOALS, WE'RE EXPANDING THE WAYS WE OFFER OUR PROGRAMS. WE'VE EXPANDED ELIGIBILITY BEYOND JUST QUALIFYING BASED ON ENERGY, WE'VE ADDED INCOME BURDEN. THEY MAY QUALIFY BASED ON ENERGY BURDEN, OPENING UP THE NET TO ADDRESS ENERGY NEEDS FOR MORE CUSTOMERS.
[00:30:06]
IN ADDITION TO THAT, JESSE, HERNANDEZ, HE HELPS US LEAD THIS PROGRAM INTERNALLY AT CPS ENERGY AND HE WILL TELL YOU THAT MORE OFTEN THAN NOT ONE OUT OF EVERY TWO HOMES THAT QUALIFY, CUSTOMERS WHO QUALIFY ARE NOT ABLE TO GET WEATHERIZED BECAUSE THEY NEED SOME TYPE OF MINOR REPAIR. MAYBE IT'S A FEW SHINGLES, WHATEVER IT IS AND WE'RE NOT ABLE TO WEATHER SIZE THE HOME.WE GIVE THEM RESOURCES AND HOPE THEY COME BACK IN THE PROGRAM.
THIS TIME JESSE HAS WORKED HARD AND COLLABORATED WITH OTHER COMMUNITY ENTITIES TO CREATE A FUND TO HELP WITH MINOR HOME REPAIRS. WE'LL TALK A LITTLE MORE ABOUT THAT. WE ARE ABLE TO NOW, I THINK WE HAVE BEEN WEATHERIZING -- I'M SORRY, THESE NUMBERS HERE. WE HAVE RECEIVED FUNDING FROM NHSD WHICH WE APPRECIATE, A MILLION DOLLARS IN FUNDING OVER TWO YEARS. WE WERE JUST AWARDED A MILLION DOLLAR PLEDGE FROM CONGRESSMAN CASTRO. SINCE DECEMBER WE HAVE BEEN ABLE TO WEATHERIZE 171 HOMES THROUGH THE MINOR HOME REPAIR FUND WHO OTHERWISE WOULD NOT HAVE BEEN WEATHERIZED. LASTLY, ON THIS SLIDE MULTI-FAMILY WEATHERIZATION, AGAIN OPENING UP THE NET TO MORE CUSTOMERS. THERE ARE LIMITED-INCOME CUSTOMERS WHO COULD BENEFIT, BUT WE DID NOT HAVE AN OFFERING FOR CUSTOMERS WHO LIVED IN MULTI-FAMILY COMPLEXES AND THAT'S A NEW INITIATIVE FOR THIS PROGRAM.
BEFORE I LEAVE THIS SLIDE, WE HAVE A LIST OF PARTNERS. WE'RE NOT ABLE TO DO ALL OF THIS ALONE SO WE HAVE A LIST OF OUR LOCAL PARTNERS HERE. A LOT OF THEM ARE LOCAL SMALL BUSINESSES WHO HELP US REACH OUR CUSTOMERS AND BRING THESE PROGRAMS TO LIFE FOR THEM AND THEN NATIONAL INDUSTRY LEADERS WHO HELP US SCALE THE PROGRAMS. NOW, THIS IS A DASHBOARD OF OUR FIRST-YEAR PERFORMANCE. OUR SECOND YEAR WILL END JULY 31. I HOPE THAT WE'RE INVITED BACK AGAIN TO SHOW PERFORMANCE OF THE SECOND YEAR, BUTTER AS OF TODAY, -- BUT AS OF TODAY, WE'VE EXCEEDED GOALS FOR DEMAND SAVINGS 151 MEGAWATTS, 410 OVER FIVE YEARS.
WE DID VERY WELL THE FIRST YEAR. THE TAKE-AWAY FOR THIS SLIDE IS THAT THE PROGRAMS ARE WORKING. CUSTOMERS ARE USING THEM.
AND THEN LASTLY, PROGRAMS ON THE HORIZON. OUR MULTI-FAMILY WEATHERIZATION PROGRAM IS AN INITIATIVE AGAIN TO BRING WEATHERIZATION TO CUSTOMERS WHO LIVE IN MULTI-FAMILY COMPLEXES. WE WILL NOT BE QUALIFYING CUSTOMERS ON AN INDIVIDUAL BASIS BUT THROUGH THE COMPLEX.
IF THE COMPLEX IS A 5013C OR AT LEAST 25% OF TENANTS RECEIVE SOME TYPE OF LOW-INCOME ASSISTANCE, WE WILL WEATHERIZE THE ENTIRE COMPLEX SO EVERYBODY GETS THE BENEFIT OF WEATHERIZATION. WE ARE FINALIZING THAT STRUCTURE NOW AND LOOK FORWARD TO LAUNCHING THAT IN THE SUMMER AND BRING BACK AN UPDATE. LASTLY COMMUNITY SOLAR. WE HAVE EXPANDED GOALS FOR COMMUNITY SOLAR. WE'VE HAD TWO VERY POPULAR AND SUCCESSFUL COMMUNITY SOLAR PROGRAMS AND LATE LAST YEAR WE LAUNCHED AN RFP FOR UP TO 50 MEGAWATTS.
WE HAVE ABOUT 6 RIGHT NOW, SO 50 OPENS THE DOORS FOR THOUSANDS OF CUSTOMERS.
WE WANTED TO MAKE SURE IT WAS EQUITABLE AND CUSTOMERS ARE ABLE TO PARTICIPATE.
REDUCE BARRIERS FOR CUSTOMERS. COMMUNITY SOLAR IN GENERAL IS PROBABLY MORE EQUITABLE BECAUSE CUSTOMERS DON'T HAVE TO PAY FOR A SYSTEM ON THEIR ROOF. IT'S A SYSTEM AT AN OFF-SITE LOCATION AND TYPICALLY THEY CAN ENROLL OR PURCHASE AS MUCH OR LITTLE AS THEY LIKE. WE LOVE THE LOOK OF SOLAR SO WE WANT TO SEE IT. THIS ISN'T A SOLAR FARM ON THE EDGE OF TOWN.
WE WANT OUR CUSTOMERS AND PARTICIPANTS TO SEE IT CLOUT THE COMMUNITY.
LOCAL PARTNERSHIPS AND WE'RE HOPING TO CREATE OPPORTUNITIES FOR LOCAL BUSINESSES TO PARTICIPATE AS WELL. THE RFP WAS LAUNCHED LATE LAST YEAR AND WE'RE IN THE EVALUATION PHASE NOW. OKAY.
SWITCHING GEARS A LITTLE TO TALK ABOUT POWER GENERATION. SO AFTER COMMUNITY INPUT PROCESS, OUR CPS ENERGY BOARD OF TRUSTEES APPROVED OUR VISION 2027 POWER GENERATION RESOURCE PLAN IN JANUARY OF 2023 AND RESOLVED A BLEND OF GAS, SOLAR, WIND AND ENERGY WOULD POWER SAN ANTONIO THROUGH 2030 AND ANNOUNCES SEVERAL RETIREMENT DATES FOR FOSSIL UNITS. AFTER THAT BOARD DECISION WAS MADE WE STARTED IMPLEMENTING PLANS RIGHT AWAY. UNDER CONTRACT TODAY WE HAVE 50 MIG WATTS OF ENERGY STORAGE AND 730 OF SOLAR UNDER DEVELOPMENT.
WE CONTINUE TO EXPAND EFFORTS FOR SOLAR CAPACITY. WE CURRENT HAVE OPEN RFPS
[00:35:06]
FOR SOLAR AND STORAGE. THIS EFFORTS BUILD ON EXISTING PORTFOLIO WHICH INCLUDE OVER 1,000 MEGAWATTS OF WIND AND 500 OF UTILITY SCALED STORAGE AND BATTERY STORAGE. IN ADDITION TO THE WORK BEING DONE, WE HAVE RECENTLY ADDED DISPATCHABLE POWER RESOURCES OR SOURCES WE CAN CALL ON WHEN WE NEED THEM.ABOUT A WEEK AGO WE ANNOUNCED ACQUISITION OF 1700 MEGAWATTS OF GAS-POWERED GENERATION LOCATED IN SOUTH TEXAS IN CORPUS AND LAREDO.
BRINGING OUR OWNERSHIP OF STP TO 42%. AND WE ALSO RECENTLY ENTERED INTO A LONG-TERM POWER PURCHASE AGREEMENT FOR AN ADDITIONAL THAT WILL BE AVAILABLE TO OUR CUSTOMERS IN TIME FOR SUMMER THIS YEAR.
THESE TWO ACTIONS, THE RECENT ADDITION OF GAS AND NUCLEAR POWER MEANS WE'RE ABLE TO THESE RECENT OPPORTUNITIES CREATED MORE VALUE NUMBER OF OUR COMMUNITY AND SHIFTED PLANS UP. TO YOU MEAN IS UP EFFORTS, BY 2030, THE NEW FLEET OF VENERATION HELPS US ACHIEVE AN EVEN LOWER CARBON INTENSITY.
THESE EFFORTS ALIGN AND KEEP US ON TRACK WITH OUR BOARD'S COMMITMENT TO THE CITY'S CLIMATE ACTION AND ADAPTATION PLAN WHICH INCLUDES A RESOLUTION TO SUPPORT THE CAAPS GOAL. THANK YOU. THAT CONCLUDES MY UPDATE FOR
TODAY. >> MAYOR NIRENBERG: ALL RIGHT.
IS THAT THE END OF THE ENTIRE REESE THINGS? THANK YOU TO OUR CITY, OUR CITY COUNCILS CURRENT AND PREVIOUS FOR INTRODUCTION OF THE REES FUND WHICH WAS AN INCREMENT OFF THE FEE BEING PAID BY ALL CPS CUSTOMERS ON THE STEP PROGRAM, THE SAVING TOMORROW ENERGY PROGRAM. AS WE CORDONED OFF THAT, WE ARE DEDICATING TO ADDITIONAL RESILIENCY WHICH ALLOWED US TO DO A COUPLE THINGS, ONE IS FOCUS ON URBAN HEAT ISLANDS. DOUG, I WANT TO THANK YOU AND DAVID FOR PRESENTING A VERY CLEAR CASE ABOUT WHERE THOSE FUNDS NEED TO BE CONCENTRATED.
THE URBAN HEAT ISLAND IS VERY WELL COORDINATED IN TERMS OF GEOGRAPHY AND THAT'S WHERE WE NEED TO FOCUS THOSE FUNDS. I WANT TO RECOGNIZE THE FACT THOSE FUNDS THAT WE DO PROGRAM PROVIDED US GREAT FLEXIBILITY IN LEVERAING AGAINST THE INFLATION REDUCTION ACCOUNT AS WELL AS SEVERAL OTHER OPPORTUNITIES.
SO THOSE -- THIS REES FUND -- MY ONE ASK I HEARD ONE CLAP WHICH I APPRECIATED WITH RESPECT TO HOW MANY HOMES HAVE BEEN NOW WEATHERIZED.
WE CAN CONTINUE TO DO A LOT BETTER IN TERMS OF PLUGGING ALL THE HOME WEATHERIZATION PROGRAMS TOGETHER WITH OUR HOME REPAIR PROGRAMS. SOME OF THOSE ELIGIBILITY CRITERIA DON'T QUITE MATCH UP, SO WHEREVER THERE IS THAT MISMATCH, I WOULD LIKE FOR US TO EXPLORE HOW WE CAN ALIGN THOSE AND MAKE SURE THAT WE ALLOW MORE PEOPLE TO ACCESS THEM. AND WE MENTIONED YESTERDAY, ERIK, PART OF THE HOME AFFORDABILITY EFFORTS WE HAVE HERE, THE DIFFERENT PROGRAMS WE INVOLVE OURSELVES WITH OUR HOUSING AFFORDABILITY PROGRAMS AND NHSD IS ALSO TITLE CLEARANCE. I CONTINUE TO HEAR THIS IS ONE OBSTACLE FOR FOLKS TO ENROLL IN HOME REPAIR AND ENERGY EFFICIENCY PROGRAMS. IF WE CAN CONTINUE TO MAKE SURE WE HAVE ENOUGH FUNDS IN THE TITLE CLEARANCE ACTIVITIES, THAT WOULD BE
HELPFUL. SO ERIK, GO AHEAD. >> WALSH: I WASN'T HERE AT THE BEGINNING, BUT THERE WERE TWO PIECES I WANTED TO SHARE WITH THE COUNCIL.
ONE, AND DOUG MAY OR MAY NOT HAVE MENTIONED IT, BUT IF YOU SAW THE GOAL SETTING REPORT WE SENT TO COUNCIL, ONE OF THE ITEMS WE'LL BE DISCUSSING THIS SUMMER IS SOME OF THE COUNCIL FEEDBACK ON THE 80/20 SPLIT. I THINK SPECIFICALLY COUNCILMEMBER CASTILLO AND OTHERS TALKED ABOUT LOOKING ADJUSTING THAT SPLIT A LITTLE BIT AND ALSO INCORPORATING METRO HEALTH ASPECTS.
[00:40:03]
THIS IS A REPORT OF THE AS IS AND THESE ARE STILL THINGS WE'LL LOOK AT THROUGH SUMMER. THE LAST PART AND IT'S CRITICAL AND WE'LL COME BACK TO COUNCIL FOR MORE CONVERSATION, WE HAVE TWO ADVISORY COMMITTEES ORIGINALLY CREATED WITH THIS PLAN. ONE WAS A TECHNICAL COMMITTEE AND ONE WAS AN EQUITY COMMITTEE. THE STAFF HAS BEEN WORKING WITH CITY CLERK AND SOME OF THE STAKEHOLDERS TO INTEGRATE THOSE INTO ONE COMMITTEE AND WE THINK THAT THAT WILL IMPROVE EFFICIENCY AND CONVERSATION TO CONTINUE TO MAKE MEASURABLE IMPROVEMENT IN SOME OF THESE AREAS.WE'LL COME BACK TO COUNCIL WITH A PROPOSAL ON HOW TO DO THAT.
WE'LL CONTINUE TO WORK AND PUT THE FINER POINTS ON THAT, BUT WE THINK THAT'S AN IMPORTANT PART OF CONTINUING THE WORK AND THE ADVISORY EFFORTS THAT WE'LL NEED AS WE START TO TACKLE MORE OF THESE ITEMS. THANKS, MAYOR.
>> MAYOR NIRENBERG: THANKS, MAYOR. LET'S GET INTO COUNCIL DISCUSSION ON THE REES FUND. START WITH COUNCILMEMBER VIAGRAN.
>> VIAGRAN: THANK YOU, MAYOR. THANK YOU FOR THE PRESENTATION. I THINK WE NEED TO THINK BACK TO OCTOBER 17, 2019 WHEN WE ADOPTED THE CLIMATE ACTION AND ADAPTATION PLAN. WHAT I REALLY APPRECIATED IS THAT WE REALLY KIND OF LOOKED AND MADE THIS PLAN SO IT WOULD WORK WITH OUR GROWING CITY. AND THE FISCAL YEAR 2023, THE REES PROGRAM WAS ESTABLISHED TO ADDRESS THE URBAN HEAT ISLAND. WE JUST HEARD YESTERDAY THE ARBORETUM IS BEGINNING THEIR MASTER PLANNING FOR THEIR AREA AND TO BRING TREES BACK IN A GREEN SPACE. SO VERY EXCITED ABOUT THAT. DISTRICT 3 WAS ONE OF THE FIRST COUNCIL DISTRICTS CLOSE EVEN FOR THE COOL PAVEMENT PILOT PROGRAM SPECIFICALLY TO BENEFIT THE RESIDENTS OF DISTRICT 3 WHO HAVE LONG LIVED WITH THAT HEAT ISLAND EFFECT. AND SO WE SAW MORRISON ROAD AND 415 FEET ON LUCINDA STREET GET TAKEN CARE OF. DOUG AND I WERE ABLE TO SIT ON A PANEL SOMETIME LAST YEAR TO DISCUSS THAT AND SEE WHAT WE COULD DO IN TERMS OF MORE PROGRESS THERE.
DISTRICT 3 WAS THE LOCATION FOR A FOOD FOREST PROJECT ON PADRE PARK AND OUR SECOND FOOD FOREST AT VIA CORONADO PARK. YEARS AGO WE PILOTED THE HELTER CORNER STORES PILOT PROGRAM TO ADDRESS THE HEALTH INEQUITIES THAT WE HAD THERE AND THE FOOD DESERTS THAT WE HAD. AND THEN DISTRICT 3 HAS AIMED FOR AFFORDABLE AND CLEAN ENERGY AND INDUSTRY INNOVATION AND THE MAYOR AND I WERE THERE YESTERDAY WITH MISSION SOLAR ENERGY WHO CELEBRATED TEN YEARS IN A NEW BUILDING TO STORE ALL THE SOLAR PANELS THAT THEY ARE MAKING AND SOLELY ORGANICS IS LOCATED ON BROOKS AND WE ARE LOOKING FORWARD TO BRINGING BUSINESSES THAT TAKE IN OUR CLIMATE ACTION PLAN BECAUSE THEY OFFER EMPLOYMENT AND EDUCATION ON CLEAN ENERGY. AND THEN, OF COURSE, THE HIGHLIGHT FOR DOUG AND I WERE THE DISTRICT 3 SYMPOSIUM WHICH THE HONORABLE HENRY CISNEROS SPOKE AT AND WE NEED TO DO TAKE CARE OF OUR CITY. ONE THING THAT CAME OUT OF THAT MOST DEFINITELY WAS THAT THERE WERE -- THERE WERE ASPECTS OF SOIL THAT WE NEEDED TO LOOK AT. THAT THERE WERE ASPECTS THAT WE NEEDED TO COME AND ADDRESS A LITTLE FASTER THAN BEFORE. I LOOK FORWARD TO WORKING WITH DOUG AND THE TEAM AND PUBLIC WORKS AS WE MOVE FORWARD ON THESE PROJECTS AND SO EXCITED WHERE WE'RE MOVING. I DO HAVE A FEW QUESTIONS, SO ON SLIDE 4 WHEN WE TALK ABOUT THE RESILIENCY HUBS, I DON'T KNOW WHO CAN SPEAK ON THIS. ARE WE DOING REMEMBER HVAC MAINTENANCE FOR OUR
RESILIENCY HUBS? >> I'M NOT SURE. WE'LL HAVE TO GET BACK TO YOU. I'M SURE THAT AS PART OF BSD'S ONGOING MAINTENANCE
THAT IT'S -- WE CAN CONFIRM. >> VIAGRAN: AND THEN DOUG, I'M GLAD YOU ARE UP HERE BECAUSE I WOULD LIKE TO -- TO KEEP THEM UPDATED WITH WHAT NEW HVAC SYSTEMS ARE COMING IN THE INCIDENT WE DO NEED TO REPLACE IT THAT WE GET A MORE CLEAN ENERGY HVAC IN THERE AND WE'RE NOT USING OLD SYSTEMS THAT ARE HARDER TO MAINTAIN.
>> YES, MA'AM. >> VIAGRAN: THANK YOU FOR THAT.
ON PAGE 5, WHETHER IT COMES TO LOW-INCOME WEATHERIZATIONS, ARE WE WE WORKING ON ALTERNATIVES FOR RESIDENTS THAT MAY NOT QUALIFY BECAUSE THEY LIVE IN
OLDER HOMES OR THEY HAVE HOMES THAT FACE CODE ISSUES? >> LET ME SEE IF VERONICA --
[00:45:05]
>> VIAGRAN: THERE SHE IS. >> THERE SHE IS. >> YES, COUNCILWOMAN.
SO WE ARE SELECTING THOSE ARE PART OF OUR CURRENT MAJOR REHAB PROGRAM.
FOR PEOPLE WHO DON'T QUALIFY, WE SERVICE OLDER HOMES ALL THE TIME AND THEN AS THE CPS TEAM HIGHLIGHTED WE HAVE THAT PARTNERSHIP NOW SO IF THEY DON'T MEET OUR CURRENT CITY CRITERIA, WE CAN REFER THEM TO CPS ENERGY AND THEY CAN GET THOSE MINOR REPAIRS THAT THEY NEED AND THEN THE FULL WEATHERIZATION REPAIRS THAT THEY NEED.
>> VIAGRAN: THANK YOU. JUST WHATEVER OUR OFFICE CAN DO TO HELP COMMUNICATE THOSE MESSAGES AND ESPECIALLY THOSE WITH OLDER HOMES OR HOMES THAT FACE CODE, MANY CODE VIOLATIONS, WE WANT TO MAKE SURE THAT WE'RE WORKING IN CONJUNCTION WITH YOU ALL.
>> ABSOLUTELY. >> VIAGRAN: ON SLIDE 6, AND I DON'T THINK CAT IS HERE, I DON'T KNOW IF ANYBODY FROM THAT DEPARTMENT IS THERE, BUT WHETHER WE LOOK AT THE BIKE COMMUTING AND SUPPORT PROGRAMS, ARE WE PRIORITIZING SIGNAGE, RAZI? DOES RAZI HAVE AN ANSWER OR JOHN? YOU GOT THIS, JOHN?
ALL RIGHT. >> COUNCILWOMAN, IF YOU COULD -- SORRY, GIVE ME
CLARITY ON THE QUESTION. >> VIAGRAN: WE MET WITH [INAUDIBLE] ON BIKES AND ONE OF THEIR PRIORITIES IS MAKING SURE WHEN WE DO ALL OUR PLANS WE MAKE SURE WE
HAVE ENOUGH SIGNAGE. >> ABSOLUTELY. >> VIAGRAN: I WANT TO MAKE SURE THAT WE'RE DOING THAT. AND I LOVE ALL THESE DIFFERENT DEPARTMENTS COMING UP TO SHARE BECAUSE IT'S NOT JUST DOUG'S RESPONSIBILITY, IT'S THE CITY'S RESPONSIBILITY ON TAKING CARE OF ALL OF THIS AS WE MOVE FORWARD.
AND THEN DOUG, NOW THIS ONE IS FOR YOU. TALK TO ME ABOUT SOLAR FOR
ALL AND HOW WE'RE USING THAT PROGRAM. >> FIRST THING I WANT TO SAY REALLY QUICKLY IS RECOGNIZE ALL THE DEPARTMENTS THAT ARE HERE, PARTICULARLY AROUND URBAN HEAT. WE HAVE A MULTI-DISCIPLINARY INTERDEPARTMENTAL TEAM THAT MEETS EVERY OTHER WEEK. MR. MCCARY OVERSEES THAT. THAT IS A MODEL.
WHEN WE TALK TO OTHER CITIES ACROSS THE COUNTRY, THAT'S THE FIRST THING WE SAY THIS IS ABOUT GETTING PEOPLE TOGETHER. SOLAR FOR ALL IS HUGE.
BASICALLY THIS COALITION THAT DAVID DESCRIBED, WE REQUESTED $400 MILLION.
WE GOT 40% OF THAT. AND SO WHERE WE ARE RIGHT NOW IS HARRIS COUNTY IS THE LEAD. THEY ARE BEGINNING CONVERSATIONS WITH THE EPA.
WE'RE LOOKING TO GET GUIDANCE FROM THEM AS FAR AS WHAT THEY WOULD LIKE US TO SEE HAPPEN. IF WE WERE TO JUST TAKE A 40% PORTION OF WHAT WE HAD SUBMITTED AS PART OF THE PROPOSAL, IT WOULD BE ABOUT $21 MILLION FOR COSA, AGAIN IN PARTNERSHIP WITH CPS, AND THEN OPPORTUNITY HOMES WOULD BE GETTING ABOUT $24 MILLION. THESE ARE DOLLARS THAT ARE SPECIFICALLY FOR LOW-INCOME, ENERGY-BURNING COMMUNITIES. EPA IS LOOKING FOR A GUARANTEED FINANCIAL BENEFIT OF AT LEAST 20% OF BILLS. WE HAD WRITTEN INTO OUR APPLICATION, WE WORKED WITH WORKFORCE DEVELOPMENT. THERE'S MONEY IN THERE FOR PARTNERING WITH OTHER INSTITUTIONS ON JOB TRAINING. SO IT'S A GREAT OPPORTUNITY.
THE THING I'M MOST INTERESTED ABOUT IS TO SEE IF THERE'S A WAY OF DEVELOPING THE PROGRAM TO BE SELF-SUSTAINING. I'M NOT SURE IF YOU FOLKS HAVE SEEN EPA RELEASED BILLIONS OF DOLLARS FOR GREEN BANKS THAT HAVE BEEN ESTABLISHED THAT ARE SUPPOSED TO BE PROVIDING LOW-INCOME -- LOW-INTEREST LOANS, CAN WE LEVERAGE THAT SO THIS IS HOPEFULLY NOT A ONE-TIME INVESTMENT.
>> VIAGRAN: I'M EXCITED ABOUT THAT. AS WE SEE NEW HOMES COME UP, WE CAN SEE THAT MOVE INTO SOLAR AND INTO ALTERNATIVE ENERGY THAT DOESN'T PLACE THAT BURDEN ON THE PLANTS THAT WE CURRENTLY HAVE THAT WE STILL SNEAD IN TEXAS, SO -- NEED IN TEXAS. MY LAST CONFINED OF QUESTION BECAUSE YOU KNOW HOW I LOVE PARKS IS THE CANOPIES IN CITY PARKS WHERE MORE TREES NEED TO BE IDENTIFIED.
DO WE HAVE A PRIORITY LIST FOR THAT YET? >> SO FROM A -- FROM THE URBAN HEAT ISLAND PERSPECTIVE AND THAT PARTNERSHIP, WE ARE FOCUSING ON OUR FOUR TARGET CENSUS BLOCKS. THAT'S IN ADDITION TO THE WORK HOMER IS DOING ON THE BROADER EQUITREE PROGRAM. IS THAT ACCURATE?
>> VIAGRAN: GREAT. BECAUSE I WANT TO MAKE SURE OUR PARKS ARE SHADED AND I
[00:50:03]
WANT TO MAKE SURE THIS SHADE IS ART ALSO GETS PUT AS A PRIORITY.BECAUSE IF WE CAN'T GET THE TREES, WE CAN GET ART. THANK YOU SO MUCH FOR THE PRESENTATION AND FOR ALL YOUR HARD WORK. I FEEL LIKE WE'RE MOVING IN THE RIGHT DIRECTION. WHEN WE STOP POINTING FINGERS AT EVERYBODY ON WHO IS DOING BAD, WHO IS DOING GOOD, BUT WE START TO WORK TOGETHER WE CAN START TO SEE
REAL PROGRESS. THANK YOU, DOUG. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN. COUNCILMEMBER MCKEE-RODRIGUEZ.
>> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. I'M HAPPY I GET TO GO EARLY IN THE CONVERSATION. I DON'T FEEL LIKE THIS HAPPENS OFTEN.
BEFORE BEGIN GETS ANY UNDERSTANDS ABOUT DIMINISHING THE IMPORTANCE OF THE OFFICE OF SUSTAINABILITY OR CLIMATE CHANGE EFFORTS, PLEASE CONSIDER THE MOST VULNERABLE RESIDENTS ARE THE ONES IMPACTED THE MOST AND EVERY INVESTMENT WE MAKE IS LIFE SAVING TO FOLKS HIT THE HARDEST.
WE ALL HAVE PROGRAMS LIVING IN POORLY INSULATED HOMES. AS WE MAKE DIFFICULT BUDGET DECISIONS, I WANT TO CONTINUE TO BE AN ADVOCATE FOR SUSTAINABILITY EFFORTS AND BUILD ON ITS BUDGET BY SEEKING AND WINNING GRANTS TO LEVERAGE FUNDS FOR YOUR IMPORTANT WORK. I WANT TO UP LIFT THE WORK OF COMMUNITY ORGANIZATIONS AND FOLK ON THE GROUND DOING AND ASSISTING IN THESE EFFORTS AND THAT CAN'T GO UNRECOGNIZED BECAUSE THERE'S THOUSANDS AND THOUSANDS OF PEOPLE DOING -- WHO ARE ARM IN ARM DOING THIS WORK. SO WHEN I LOOK AT DEPARTMENTS LIKE YOURS, I THINK OF WHAT MORE WE CAN DO. AND THAT'S OUT OF EXCITEMENT AND A BELIEF IN ALL OF THE GOOD YOU ARE DOING, NOT NECESSARILY IN A BELIEF YOU ARE NOT DOING ENOUGH. IT'S ABOUT EXCITEMENT AND WHAT'S NEXT.
I WONDER WHAT LOW-LIFT INITIATIVES WE MIGHT BE ABLE TO ADOPT SUCH AS AIR CONDITIONER AND WINDOW UNIT UPGRADES LIKE IN NEW YORK. MAYBE IT'S NOT EVERY PERSON NEEDS A $20,000 HOME IMPROVEMENT, SOME PEOPLE JUST NEED THAT LITTLE SOMETHING TO MAKE THEIR HOME MORE COMFORTABLE. I RECEIVED THIS INFORMATION SHEET FROM PUBLIC CITIZEN, THANK YOU, DEBRA, I'M INTERESTED IN EXPLORING MORE OPPORTUNITIES LIKE THAT. THANK YOU SO MUCH AND THIS WAS AN EXCITING AND LENGTHY
PRESENTATION. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER MCKEE-RODRIGUEZ. COUNCILMEMBER ALDERETE GAVITO.
>> GAVITO: THANK YOU, MAYOR AND THANK YOU SO MUCH FOR THIS PRESENTATION.
IT WAS HELPFUL. I DID JUST HAVE A FEW QUESTIONS.
REGARDING THE EQUITREE PROGRAM, CAN I GET A LITTLE MORE CLARIFICATION ON THAT? ACTUALLY EARLIER THIS WEEK I WAS AT AN INGRAM HILLS NEIGHBORHOOD ASSOCIATION MEETING AND BEXAR BRANCH PRESENTED. ONE, THEY WANT MORE TREES ON THEIR STREETS AND THE EQUITREE PROGRAM WAS REFERRED THERE.
ALSO TOO I DIDN'T KNOW IF AND HOW WE WERE COORDINATING WITH BEXAR BRANCHES ALIGNS.
>> IN OUR CURRENT BUDGET, $11.9 MILLION FOR TREE INVESTMENTS.
OF THAT, A LITTLE OVER 3 MILLION IS FOR RESIDENTIAL TREE PLANTING AND THAT INCLUDES OUR HE HE CAN -- OUR EQUITREE. WHEN YOU THINK ABOUT THE BROADER APPROACH, WE HAVE FUNDS FOR COMMUNITY PARTNERSHIPS AND THEY ARE IN SOME SCHOOLS AS WELL. IN EXTENSION OF EQUITREE, WE HAVE A THREE-PRONGED APPROACH THAT IS WORKING AND COLLABORATING WITH HOUSING FOR THEIR HOME STOCK PROGRAMS AND STACKING BENEFITS AND MAKING TREES AVAILABLE THAT WAY.
WE HAVE OUR EQUITREE AND COLLABORATING WITH CPS UNDER THE CASA VERDE PROGRAM.
WE HAVE REAL ESTATE IN THEIR COLLATERAL SO WHEN A HOMEOWNER WILL BE
PARTICIPATING, THEY ALSO HAVE ACCESS TO TREES. >> GAVITO: PERFECT.
THANK YOU. HOW WOULD RESIDENTS OR NEIGHBOR ASSOCIATIONS GO ABOUT REQUESTING SOME TREES? BECAUSE AT THIS NEIGHBORHOOD ASSOCIATION, THEY WERE ALREADY IDENTIFYING STREETS, THEY WERE READY, THEY WANTED TREES.
AND I'M SORRY, LET ME CAVEAT AND SAY IT WAS ALSO IN THE AREA OF THE PRESENTATION WHERE BEXAR BRANCHES ALIGNS HAD SAID THIS -- ALLIANCE HAD SAID THIS PART OF DISTRICT 7 WOULD BE MORE VULNERABLE IF A DISASTER WERE TO OCCUR.
IT'S NOT LIKE IT WAS AN AREA THAT DIDN'T NEED TREES. THE DATA WAS THERE AND SHOWING THAT THEY NEEDED TREES, BUT THEY WERE READY TO SIGN UP AND ASK FOR THEM.
>> YOU CAN DIRECT THEM TO MY OFFICE. WE DO HAVE A PROGRAM WHERE WE'RE ABLE TO CONNECT WHETHER IT'S BEXAR BRANCHES WORKING IN SCHOOLS IN THAT
[00:55:04]
EXAMPLE, BUT WE ALSO WORK WITH HOAS, POAS DIRECTLY SO THEY CAN HAVE AN OPPORTUNITY TO INCLUDE TREES WHETHER IT'S IN THEIR NEIGHBORHOOD OR TREE GIVE-AWAYS. THE SHORT ANSWER IS WE DO HAVE FUNDS AND YOU CANDIRECT THEM THEM TO ME. >> GAVITO: THANK YOU. I'M SO GLAD YOU MENTIONED THE TREE GIVE-AWAY. WE STALKED -- TALKED ABOUT HOW SUCCESSFUL THE TREE GIVE-AWAY IT WAS AND ALSO DISCUSSING DURING THAT NEIGHBORHOOD ASSOCIATION MEETING ON HOW COULD WE HAVE MORE TREE GIVE-AWAYS. RESIDENTS GET SO EXCITED, THEY LOVE THEIR TREES. OBVIOUSLY THEY ARE LINING UP AND STAYING THERE FOR, YOU KNOW, SEVERAL MINUTES, MAYBE EVEN AN HOUR TO GET A TREE. I THINK IT'S A REALLY WELL-LOVED PROGRAM AND WE WOULD LOVE TO SEE MORE OF THAT.
THANK YOU. WE'LL WORK WITH YOU OFF-LINE AND INGRAM HILLS NEIGHBORHOOD ASSOCIATION AND OTHERS WHO MIGHT BE REQUESTING THE SAME THING.
I WOULD ALSO JUST WANT TO ADVOCATE FOR ADDRESSING THE SIDEWALK GAPS IN SAN ANTONIO. I KNOW SOMETHING THAT TENDS TO GO ALONG WITH THE LACK OF THIS IS ALSO LACK OF BIKABILITY IN MANY AREAS. I WOULD LOVE TO SEE MORE PROJECTS FOCUSED ON INCREASING ACCESSIBILITY FOR BIKES AND HOW WE CAN WORK WITH THE BIKE NETWORK PLAN SO THAT WAY -- THAT'S A MORE VIABLE OPTION FOR PEOPLE.
ON SLIDE 8, I LOVE THE IDEA OF SUPPORTING SMALL BUSINESSES WITH CLIMATE-FRIENDLY INITIATIVES. IT CAN BE COGS PROHIBITIVE FOR BUSINESS OWNERS TO MAKE SHOWS UPGRADES SO I'M GLAD WE'RE DOING SOMETHING TO SUPPORT LONG-TERM ACTION GOALS THROUGH BUSINESSES. AND THIS IS ALL GREAT WORK.
THERE'S STILL SO MUCH TO DO, BUT I REALLY APPRECIATE Y'ALL'S TIME AND EFFORT ON
THIS. THAT'S ALL I HAVE. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ALDERETE GAVITO. COUNCILMEMBER CABELLO
HAVRDA. >> HAVRDA: THANK YOU, MAYOR, AND THANKS FOR THE PRESENTATION. CAN YOU TALK ABOUT HOW THE CLIMATE READY ACTION PLAN IS --R THE POPULATION GROWTH. SORRY, I SAID THAT AWKWARDLY.
>> I THINK THAT'S A REAL -- IF WE LOOK AT THE CLIMB PLAN AND THE OBJECT -- CLIMATE PLAN AND OBJECTIVES, IT'S REDUCING THOSE EMISSIONS AND ADAPTING TO THOSE IMPACTS.
AND WITH GROWTH COMES THE CHALLENGE OF MORE PEOPLE, MORE CONSUMPTION AND MORE DEVELOPMENT. SO I THINK, YOU KNOW, IT'S REALLY ABOUT TRYING TO IDENTIFY WORKING WITH THE COMMUNITY, WORKING WITH STAKEHOLDERS, WORKING WITH LEADERS, TRYING TO FIND THE BEST BALANCE BETWEEN SMART -- SMART GROWTH POLICIES, BUT AT THE SAME TIME THEY ARE GOING TO BE BALANCED WITH A PRACTICAL APPROACH. AND I THINK A LOT OF THE WORK THAT WE'RE DOING NOW IS TRYING TO ADDRESS THAT GROWTH. YOU KNOW, WHEN WE WORK WITH PUBLIC WORKS AND DIFFERENT DEPARTMENTS TO WORK ON BOND PROJECTS TO MAKE SURE HOW DO WE INCORPORATE AS MANY SUSTAINABILITY FEATURES. IF WE'RE BUILDING A NEW BUILDING, ENSURING THAT WE'RE USING AS MANY TREES AS POSSIBLE, WE'RE USING REFLECTIVE MATERIALS, MAKING SURE THEY ARE AS EFFICIENT AS POSSIBLE.
I THINK IT'S REALLY ABOUT INTEGRATING THE THINGS WE SHOULD BE DOING INTO WHAT
ING.E DO >> HAVRDA: IT'S A GOOD POINT ABOUT POLICY.
WE HAVE TO STAY AHEAD OF IT AS A CITY AND CONTINUE TO LEAD ON SUSTAINABILITY PROGRAMS ESPECIALLY AS WE GROW, SO I APPRECIATE THAT. TELL ME MORE ABOUT HOW YOU ARE LEVERAGING THE EPA GRANT ACTIVITIES AND HOW THOSE GRANTS ARE ALIGNED WITH OUR
GOALS? >> THEY ARE VERY ALIGNED. THERE'S ALMOST TOO MANY.
I THINK ONE OF THE OPPORTUNITIES I'M MOST EXCITED ABOUT, NOT JUST SOLAR FOR ALL, WE SHOULD BE HEARING ABOUT THE OTHER -- THE KIND OF PLUGS REDUCTION GRANT THAT WE SUBMITTED IN PARTNERSHIP WITH SAWS AND CPS.
THE ONE I'M MOST EXCITED ABOUT, THERE'S A PROGRAM BY EPA CALLED THE COMMUNITY CHANGE GRANT PROGRAM AND IT'S FOCUSED ON COMMUNITY-BASED ORGANIZATIONS. AND ONE OF THE THINGS THAT WE'VE KNOWN AND WE'RE HEARING, I'VE HAD OTHER CITIES REACH OUT TO LEARN ABOUT WHAT YEAR DOING, THERE'S A BARRIER FOR COMMUNITY-BASED ORGANIZATIONS AND NON-PROFITS TO GO AFTER THOSE DOLLARS. WE'VE BEEN WORKING WITH A SMALL COHORT OF CBOS AND TRYING TO GET THEM IN CONTACT WITH OTHER TECHNICAL ASSISTANCE PROVIDERS TO HELP BUILD CAPACITY. THESE WOULD GO DIRECTLY TO COMMUNITY-BASED ORGANIZATIONS AROUND BIDDING CLIMATE RESILIENCE.
[01:00:04]
THERE'S -- I THINK IT'S A FULL-TIME JOB KEEPING TRACK OF WHAT'S GOING ON ON THEGRANT FRONT WHERE IT'S ALL HANDS ON DECK. >> HAVRDA: HOW WILL THE COMMUNITY BE INTEGRATED INTO THE CLIMATE RESILIENT PLANNING? I KNOW THE COMMITTEES HAVEN'T MET FOR A COUPLE OF YEARS.
>> THE LAST TIME THEY MET WAS LAST FEBRUARY. THE CORNERSTONE TO OUR WORK IS ENGAGEMENT. WE'RE STILL OUT THERE. WE'VE REALLY BEEN WORKING THROUGH OUR COMMUNITY PARTNERS BECAUSE ONE OF THE THINGS THAT WE'VE ALSO LEARNED IS THAT THE BEST MESSENGER SOMETIMES IS THE PERSON WHO IS TRUSTED MOST AND KNOWS THEIR COMMUNITY MOST. WE'VE HAD A VERY ACTIVE PROFILE NOT JUST THROUGH, YOU KNOW, WEB OR SOCIAL MEDIA, BUT ALSO IN PERSON.
WE'VE ALSO, AND IF YOU HAVE A CHANCE TO GO OVER TO PLAZA ARMIS, THERE'S A PROJECT WE COLLABORATED WITH ARTS ON, LOCAL ARTISTS CREATED -- THIS IS IMPORTANT AND HOW PEOPLE CAN BE ENGAGED AND GET INVOLVED.
>> HAVRDA: THANK YOU. I THINK ALL OF THAT IS REALLY IMPORTANT.
I SPECIFICALLY WANT TO KNOW ABOUT THE COMMITTEES -- >> AS THE CITY MANAGER HAD MENTIONED, WE'LL BE COMING BACK TO COUNCIL WITH A PROPOSAL AS FAR AS WHAT THIS WILL LOOK LIKE. AS QUICKLY AS WE CAN GET THAT THROUGH YOU ALL, WE'RE READY TO GO. I THINK WHAT WE'RE LOOKING TO DO IS SHIFTING TO A COUNCILMEMBER APPOINTEE PROCESS SO WE'LL HAVE TO WORK VERY CLOSELY WITH EACH OF YOU TO FIND THE RIGHT CANDIDATE. BUT WE DESPERATELY, I AGREE WE NEED TO GET THIS GOING PARTICULARLY SINCE WE'LL BE LAUNCHING THAT REVIEW AND
UPDATE OF THE SA SA CLIMATE PLAN. >> HAVRDA: WAS IT
DISBANDED? >> WE WERE HAVING TROUBLE MAKING QUORUM.
WE WOULD HAVE A MEETING, SCHEDULE THEM BOTH AT THE SAME TIME, BUT THE CITY ATTORNEY'S OFFICE DIDN'T LIKE THAT IDEA SO WE WANTED TO STEP BACK AND, AGAIN, DO RESEARCH, SEE WHAT THE BEST PRACTICES WAS AND COME BACK WITH A PROPOSAL TO BE MORE
EFFECTIVE AND EFFICIENT WITH THE COMMITTEES. >> HAVRDA: WHAT WHAT'S A
TIME LINE FOR RECONSTITUTING? >> I THINK WE COULD GET TO
COUNCIL, WE'RE READY TO GO, IT'S GETTING IT SCHEDULED. >> WALSH: WE COULD TRY TO
DO THAT BEFORE THE COUNCIL BREAK FOR SUMMER. >> HAVRDA: THAT WOULD BE GREAT. THANK YOU SO MUCH. THANK YOU, MAYOR.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CABELLO HAVRDA.
COUNCILMEMBER COURAGE. >> COURAGE: STATE OF MISSOURI.
I'D LIKE TO REMIND OUR -- THANK YOU, MAYOR. I WOULD LIKE TO REMIND THE AUDIENCE WHERE THE REES MONEY COMES FROM. CAN WE DO A BREAKDOWN OF EXACTLY HOW THAT MONEY IS ALLOCATED AND HOW MUCH WE'VE BEEN ALLOCATING THE LAST COUPLE OF YEARS IN THIS PROGRAM? AND I THINK THE CITY MANAGER IS IN A CONVERSATION SO HE PROBABLY CAN'T ANSWER RIGHT NOW.
>> LET'S SEE. SO WE HAVE HAD -- ACTUALLY -- URBAN HEAT
ISLAND MITIGATION WE HAD $2 MILLION -- >> COURAGE: I'M TALKING
ABOUT THE WHOLE REES FUND. >> CAN WE BRING IT BACK? >> COURAGE: IT DOESN'T HELP PEOPLE TUNING IN. WE DON'T KNOW HOW MUCH WE PUT IN THE REES FUND AND HOW
THAT IS DERIVED? >> NO, COUNCILWOMAN. IT WAS LIKE -- COUNCILMAN.
IT WAS LIKE 8.9 MILLION ASSESSED FOR THE REES FUND. SOME OF THE FUNDS, REMEMBER THE FOUR BUCKETS, THERE IS ONE DEALT WITH LEVERAGING GRANT FUNDING.
SO WE BUDGETED $3 MILLION TO THE SIDE FOR THAT. SO IT'S 8.9 GOING INTO THIS
YEAR'S BUDGET, AND ALL ACTIVITIES ARE IN PLACE. >> COURAGE: AND IT COMES AS PART OF CPS FUND. WHAT PERCENT, WHAT'S THE INCREMENT?
CITY MANAGER, DO YOU KNOW, DO YOU REMEMBER? >> WALSH: THAT ENTIRE REES
FUND IS ALL FROM THAT INCREMENT. >> COURAGE: WE'RE NOT
TAKING 14% OF STEP, IS THAT RIGHT? >> WALSH: CORRECT.
IT'S THAT 14% ASSOCIATED WITH STEP THAT PRIOR TO THE CREATION CAME TO CITY, WE HAVE SEGREGATED THAT INTO THE SPECIFIC FUND GOING FORWARD.
>> COURAGE: OKAY. SO IT'S THE 14% THE CITY WOULD DERIVE OUT OF THE STEP PROGRAM AS OUR SHARE OF THAT REVENUE. OKAY.
AND IT'S BEEN 8 OR $9 MILLION THAT'S BEEN ACTUALLY ALLOCATED FOR THE
[01:05:04]
EXPENDITURES. >> WALSH: AND IT'S ANNUALLY ADJUSTED BASED ON THE ACTUAL WORK AND IMPLEMENTATION THAT CPS DOES WHERE THE STEP PLAN.
SO I THINK OUR ORIGINAL PROJECTIONS ARE THAT IT CAN GET -- DEPENDING ON CPS'S WORK WITH THE BETTERIZATION AND THE STEP PROGRAM UP TO ABOUT $11 MILLION.
IT'S REALLY BASED -- IT'S A LOOK-BACK ON WHAT THEY'VE BEEN ABLE TO DO.
>> COURAGE: I DID SEE WE HAD INDICATED THERE WERE SEVERAL GRANTS THAT WE WERE ASKING FOR THAT WE MIGHT BE RECEIVING. A COUPLE OF THEM STOOD OUT IN MY MIND THAT CAME TO ABOUT $3.8 MILLION, A COUPLE OF GRANTS YOU HAD MENTIONED.
AND THEN THERE WAS ANOTHER $164 MILLION POT OF MONEY. WHAT WOULD WE BE ELIGIBLE FOR, HOW MUCH ARE WE ASKING OUT OF THAT FOR WHAT WE WANT TO DO?
>> SO THE 164 MILLION -- LET'S SEE, THAT'S SLIDE 11. IF WE COULD PULL THAT UP.
SO THAT WAS AN IMPLEMENTATION GRANT FOR THE CLIMATE POLLUTION REDUCTION PROGRAM. WE SUBMITTED APPLICATION IN PARTNERSHIP WITH CPS AND SAWS FOR 164 AND CHANGE. AND IF AWARDED, AND WE EXPECT TO HEAR MAY -- JUNE, JULY, THAT WOULD BE TO DO TWO THINGS. IT WOULD BE INSTALLING A 2.5-MER INSTALLATION AT THE H2 OAKS FACILITY. IT WOULD ALSO INCLUDE INSTALLING BATTERY STORAGE AT THE SUBSTATION FOR SAWS TO PROVIDE SOME REDUNDANCY IN CASE OF LIMITED OUTAGES. THE BIG POT WOULD GO TO THOSE DOLLARS WOULD GO TO CPS TO BUILD UPWARDS OF 100-MEGAWATT OF COMMUNITY SOLAR WHICH WOULD GO TO, AGAIN, ENERGY BURDEN, LOW-INCOME RESIDENTS, AS WELL AS SMALL MWBES AND A BIG COMPONENT FOR JOB TRAINING AND WORKFORCE DEVELOPMENT.
>> COURAGE: ARE THOSE OUTRIGHT GRANTS OR DO WE HAVE TO MATCH SOME OF THAT?
>> NO MATCH. OUTRIGHT GRANT. >> COURAGE: THAT'S VERY GOOD. I GET CONCERNED AS THIS PLAN GROWS, DO WE BELIEVE THAT 14% WILL BE ENOUGH OR ARE WE LOOKING AT TAKING ANY FUNDS OUT OF GENERAL FUND TO
CONTINUE TO SUPPORT THE GROWTH IN THIS PLAN? >> WALSH: NO, SIR, NOT AT
THIS TIME. >> COURAGE: THOSE ARE MY ONLY QUESTIONS.
I THINK THIS IS A GREAT PROGRAM. I WANT TO SEE IT FIN.
THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER COURAGE.
COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU, MAYOR.
I'LL THANK DAVID AND DOUG AND ALL THE CPS FOLKS FOR BEING HERE AND THE COMMUNITY MEMBERS, AND PETER, WHO IS WATCHING ONLINE. AND I KNOW THAT PETER MEETS REGULARLY. I THINK MONTHLY WITH CPS. PETER IS MY APPOINTEE -- OR WAS MY APPOINTEE, DISSOLVED, WILL BE AGAIN LIKELY. HE MEETS WITH YOU ALL MONTHLY TO TALK ABOUT LMI SPECIFICALLY AND STRATEGIC PLANNING.
THANKS FOR MEETING WITH HIM AND HE BRIEFS ME. I WANTED TO START OFF WITH SOME QUESTIONS. CONGRATULATIONS, JULIE ON YOUR RETIREMENT, SORRY TO SEE YOU GO AND HAPPY BIRTHDAY. THERE'S PARTNER AGENCIES THAT HAVE SOME GREAT IDEAS AND I APPRECIATE THE CULL IDEAS.
AS A MATTER OF FACT, DEBBIE BROUGHT ME ONE FROM NEW YORK CALLED THE HEAP.
WE TALKED ABOUT SPLITS LAST WEEK IN A MEETING. SOME OF OUR OLDER HOUSING STOCK IN PARTICULAR AND SOME OF OUR AREAS. I APPRECIATE WHAT YOU ALL DID WITH THE WHAT CAN YOU DO OR THE CALL TO ACTION SECTION ON THE SA SUSTAINABILITY WEBSITE. I THINK THERE'S A WAY WE CAN IMMEDIATELY HELP AND THERE'S A LIST AND YOU CAN CHOOSE YOUR WAY TO HELP. I APPRECIATE ALSO THAT YOU ALL TRY TO GET YOUTH INVOLVED, AND SO I KNOW THAT Y'ALL ARE -- SOLID WASTE IS TRYING TO DO THAT AGAIN SO I APPRECIATE THAT. QUESTION.
HOW ARE WE DEFINING SUCCESS AND HOW DO WE ANTICIPATE SCALING UP IF WE FIND SOME ADDITIONAL FUNDING FOR 2025? IN PARTICULAR I'M TALKING ABOUT THE COMMUNITY GRANTS PROGRAM, GRASS-ROOTS ENGAGEMENT AND MITIGATION PROGRAM.
>> THANK YOU, COUNCILWOMAN. IT'S A GREAT QUESTION. SO BASICALLY THOSE TWO PROGRAMS, THE BUSINESS GRANT PROGRAM AND THE COMMUNITY GRANT PROGRAM, IS CASTING A WIDE NET RIGHT NOW. AND BASICALLY WE'RE ASKING FOR GRANTS FOR ANYTHING
[01:10:04]
THAT'S GOING TO BE IN LINE WITH THE CLIMATE PLAN AND WE WANT TO SEE MEASURABLE IMPACTS. ALL OF THOSE GRANTS ARE -- OR PROPOSAL ARE GOING TO BE SCORED USING A RUBRIC BY CITY STAFF AS WELL AS EXTERNAL TECHNICAL EXPERTS FROM VIA, FROM CPS. WE HAD OVER 250 SUBMISSIONS SO FAR.I THINK WE'RE STARTING TO SEE A TREND AS FAR AS WHAT THE COMMUNITY AND BUSINESSES ARE LOOKING FOR, SO I THINK WE'LL SORT OF TRY TO BUILD OFF WHAT WE'VE LEARNED.
I THINK THE OTHER -- AND POTENTIALLY NEXT YEAR WE NEED TO HAVE CONVERSATIONS WITH THE CITY MANAGER AND WITH YOU ALL IS A MORE TARGETED APPROACH.
ONE OF THE EXAMPLES THAT WE OFTEN LOOK AT IS THE CITY AND COUNTY OF DENVER.
AND IF YOU GO AND LOOK AT WHAT THEY HAVE, THEY HAVE VERY SPECIFIC TARGETED PROGRAMS WITH VERY SPECIFIC METRICS ASSOCIATED WITH THEM.
AMOUNT OF ELECTRICITY REDUCED, AMOUNT OF CARBON SEQUESTERED.
I WOULD LIKE TO SHIFT FROM A GENERAL PROGRAM TO REALLY KNOWING THIS IS WHAT WE'RE
EXPECTING TO GET FROM THESE LOCALS. >> GARCIA: THANK YOU FOR LOOKING AT THE CITY OF DENVER. I REFERENCED THEM IN REGARD TO THEIR EMERGENCY PLAN. I LIKE THAT YOU HAVE A RUBRIC AND MY STUDENTS ARE IN FINALS SO I'VE BEEN USING MY RUBRIC, I STAYED UP TO 1:00 A.M. LAST NIGHT.
I APPRECIATE THERE'S A MECHANISM. IS THERE GOING TO BE
QUARTERLY CHECKS ON THESE -- >> ABSOLUTELY. I THINK THE LAST THING WE WANT TO DO IS HAND ANY DOLLARS OUT AND NOT TO CHECK TO MAKE SURE THEY ARE
DIFFERING WHAT THEY SAID THEY WOULD. >> GARCIA: MY FAVORITE PART ABOUT THE APPLICATION IS THE BUDGET TEMPLATE. I COULD SEE ONE OF MY
RESIDENTS FILL THIS OUT. >> THAT IS OUR GOAL. FOR THE COMMUNITY AND THE
BUSINESS, WE DIDN'T WANT THIS TO BE BUREAUCRATIC. >> GARCIA: FROM A MARKETING PERSPECTIVE, I THINK YOUR TERMINAL IS GREAT AND I LOVE THE PICTURES.
I DON'T KNOW IF WE COULD GET A LIST OF THE HOMES THAT HAVE BENEFITED UNDER CASA VERDE, BUT ALSO I WOULD LIKE TO KNOW HOW MANY QUALIFIED AND HOW MANY ENROLLED IN THE ADP. IN PARTICULAR IN THE QUINTANA AREA, BUT IT WOULD BE NICE FOR THE FULL COUNCIL TO KNOW. OKAY.
AND THEN I WOULD LIKE TO SEE THE CPS ENERGY TEAM FOCUSED, I WENT BLOCK WALKING WITH YOU, BUT GET THE WORD OUT SO WELL, I WOULD ENCOURAGE YOU TO WORK WITH THEM.
MY HOPE IS WE HAVE A PILOT THAT WOULD BE SUCCESSFUL AND REPLICATED THROUGHOUT THE CITY. DO YOU KNOW IF WE USE THE SAME METRICS AS THE ONES FOR THE URBAN HEAT NEIGHBORHOOD, SLIDE 17 IS THE ONE I'M TALKING ABOUT.
>> CPS? >> GARCIA: YES. >> WE SHARED THAT WITH CPS SO I ASSUME IT'S BEING INCORPORATED IN SOME OF THEIR DECISION-MAKING.
>> GARCIA: THE LIST YOU SHARED AND THE CENSUS TRACTS, THOSE BLOCKS THAT ARE WERE THOSE IDENTIFIED WITH THE MOST NEED, ARE THOSE THE ONES THAT ARE
BEING CONSIDERED FOR THE PILOT? >> YES, MA'AM.
JUST TO GET BACK TO THE CPS QUESTION, WHAT WE'VE BEEN DOING IS WE'VE BEEN SHARING THOSE FOUR CENSUS BLOCKS WITH ALL OF OUR PARTNER AGENCIES AND SAY WE WANT TO START TARGETING IN THERE. SO AGAIN, GETTING EVERYBODY ON THE SAME PAGE TO FOCUS
AND MEASURE WHAT THE IMPACT IS. >> GARCIA: WONDERFUL.
THANK YOU. I'D ALSO LIKE TO SEE THE DATA ON HEAT, ON EQUITY, WALKABILITY, IMPERVIOUS SURFACES, TREE CAB KNOW -- CANOPY.
IT HAS AN EFFECT AND ASTHMA. I DON'T KNOW IF METRO HEALTH COULD HELP WITH THAT.
HOW MUCH FUNDING WOULD WE NEED FOR ALL THE AREAS UTSA IS RECOMMENDING?
>> I THINK WHERE WE ARE RIGHT NOW FROM A HEAT MITIGATION PERSPECTIVE IS WE'RE STILL LEARNING WHAT THE SECRET FORMULA IS. I THINK WE'RE TRYING TO -- LET ME GET BACK TO YOU ON THAT, BUT I THINK WE'RE TRYING TO CONCENTRATE RIGHT
NOW. >> WALSH: WE DON'T KNOW. BUT THAT'S PART OF THE RECOMMENDATION IN TERMS OF STARTING TO INCORPORATE INTO OUR REGULAR IMP PROGRAM AND THOSE STREETS AND AREAS THAT UTSA IDENTIFIED, THAT OUGHT TO BE SECOND NATURE AND RAZI AND I WERE JUST TALKING ABOUT THAT. AS WE COME THROUGH IN THE BUDGET, WE'LL BE ABLE TO LAY OUT IN THE IMP, WHAT PERCENTAGE, HOW MANY
[01:15:02]
PROJECTS WE'RE GOING TO TREAT WITH THAT SURFACE BECAUSE THE MAP IS SUPER HELPFUL AND THE STORY BOARD THAT WAS PUT TOGETHER, BUT OVERALL COSTS TO DO ITEVERYWHERE, WE DON'T HAVE THAT. >> GARCIA: GOT IT.
AND I KNOW THAT COUNCILWOMAN DR. DAUGHTER AND CASTILLO ASKED FOR LETTER OF SUPPORT FOR A UTSA PROJECT AND I THINK EVERYTHING ALIGNS. ARE WE ALSO FOLLOWING UP DID THE TREES SURVIVE? I FULLY ADMIT I KILL LOTS OF TREES, I TRY TO PLANT THEM, THEY DON'T SURVIVE. DO WE FOLLOW UP ON THAT RATE? WHO FOLLOWS UP TO SEE IF WE WERE SUCCESSFUL? AND I CAN'T EVEN KEEP A
LITTLE CACTUS PLANT ALIVE. >> THE SHORT ANSWER IS YES. A LOT OF OUR CURRENT ADOPTED BUDGET INCLUDES CAPITAL PROJECTS. SO WE HAVE A WAY TO MONITOR THOSE, OF COURSE THOSE THAT MAYBE HAVE FAILURE WE HAVE A WARRANTY.
SEPARATE FROM THAT THROUGH OUR TREE PROGRAM, RAZI AND I WERE TALKING RIGHT NOW, WE ARE WORKING ON AND IT IS AN ASPIRATIONAL GOAL TO GET TO WHERE WE ACTUALLY BUILD AN INVENTORY SO WE CAN TRACK WITH OUR RESIDENTIAL TREES. WE RELY ON SOME HOMEOWNERS.
I WAS SPEAKING WITH SOMEBODY WHO SHARED AN EXPERIENCE. WE HAVE RESIDENTS THAT REACH OUT DIRECTLY AND SAY MAYBE THEY PARTICIPATED IN EQUITREE, NOW THE TREE IS FAILING. THROUGH EDUCATION WE CONNECT THE RESIDENTS TO WE HAVE A WAY TO MONITOR THAT, BUT WE NEED TO SCALE IT UP AND FIGURE OUT FOR OUR
RESIDENTIAL TREE PROGRAM AS A WHOLE. >> GARCIA: BUT WE DO TRACK
THE NUMBER OF TREES GRIFFIN AWAY? >> WE DO.
>> GARCIA: DO WE HAVE A PERCENTAGE THAT'S GOING TO DIE?
>> THAT IS CORRECT. OUR GOAL IS FOR OUR TREE SURVIVAL RATE FOR WHAT WE PUT OUT THERE, I THINK WE'RE AT 80, 82%. BUT WE WANT TO INCREASE
THAT. >> GARCIA: GOT IT. AND THEN CAN WE HAVE A COPY OF THE RESULTS OF THE URBAN HEAT COOL PAVEMENT PILOT RESULTS?
>> YES, MA'AM. THOSE ARE ALL -- THAT STORY BOARD I SHOWED YOU IS LIVE NOW. ALL OF THOSE DOCUMENTS ARE EMBEDDED, BUT WE'LL SEND A
FOLLOW-UP EMAIL TO ALL OF YOU. >> GARCIA: I WOULD LOVE TO LEARN MORE ABOUT THE SEAL MASTER PRODUCT AND IF IT WOULD BE COST EFFECTIVE TO INCORPORATE INTO CITY SIDEWALK PROJECTS AND JUST IN GENERAL.
THANK YOU FOR THAT, DOUG. AND THEN I'M RUNNING OUT OF TOWN, BUT I STILL HAVE A LOT MORE QUESTIONS. AS FAR AS CURRENT PAVING PROGRAM, I DON'T KNOW IF THIS IS FOR RAZI, HOW DOES PUBLIC WORKS DECIDE WHICH PROJECTS WILL BE FUNDED AND CONSTRUCTED, BUT IN PARTICULAR LIKE DO WE TAKE ANY CONSIDERATION? DO YOU ALL GIVE US SOME FEEDBACK ON YOU WOULD HELP MORE IN THIS REGARD?
>> COUNCILWOMAN, THE QUESTION WAS WHAT PROJECT WE DECIDED TO HAVE COOL
PAVEMENT? >> GARCIA: CORRECT. >> WE HAVE PROJECT LIST FOR 2024. WE HAVE PROVIDED THOSE LIST OF THE PROJECTS WE KNOW WE ARE GOING TO DO FOR 2024 FOR DOUG'S OFFICE. THEY OVERLAY THOSE PROJECTS REGARDING THOSE WHERE WE HAVE A HEAT ISSUE. THEN THEY PROVIDE THOSE LISTS BACK TO US AND WE START IMPLEMENTING. WE HAVE FIVE--YEAR PROGRAM, SEE HOW MUCH THAT WILL COST, WHAT WE DO FOR THE NEXT FIVE YEARS.
>> WALSH: MAYOR, I WANTED TO GIVE CPS AN OPPORTUNITY TO RESPOND.
MAKE SURE IT'S DOABLE. JUST RIGHT OFF WHAT RAZI IS TALKING ABOUT, PART OF THE ANALYSIS ON THIS COST IMPACT BECAUSE I THINK IN A NATURAL SENSE THE CONCEPT IS THAT THAT BECOMES -- WHEN WE HAVE TO DO THAT STREET, REDO A STREET ON THE IMP, IT'S NOT WHETHER OR NOT WE'RE GOING TO DO IT, IT'S WE'RE GOING TO DO IT BECAUSE IT'S IN THOSE AREAS. AND WE KNOW THE -- THROUGH THE PILOT WE KNOW WHAT THE ESCALATING COST IS FOR THAT ADDITIONAL APPLICATION. WE'RE HOPING AS WE GO INTO '25, AS WE GO INTO CONTRACTS TO BID IT WILL BE INCORPORATED IN THERE AND WE'LL EITHER ACCOMMODATE TO BE ABLE TO DO THAT. IT SHOULD BE A NATURAL PART OF THE WORK THAT WE DO IN THOSE AREAS THAT UTSA DEVELOP. I'M SORRY, GO AHEAD.
>> I JUST WANTED TO FOLLOW UP ON THE INFORMATION WE CAN SHARE FROM CPS.
FOR ADP WE HAD LIKE A HEAT MAP TO SHOW WHAT THE POTENTIAL PENETRATION
[01:20:03]
OPPORTUNITIES WERE. WE CAN DO SOMETHING LIKE THAT ON WEATHERIZATION.WE ARE LIMITED ON WHAT PERSONAL DATA WE CAN SHARE, WE'LL MAKE SURE I INCLUDE THAT IN THE QUARTERLY UPDATE I SEND TO EACH COUNCILMEMBER.
>> MAYOR NIRENBERG: COUNCILMEMBER CASTILLO. >> CASTILLO: THANK YOU, MAYOR, THANK YOU FOR THE PRESENTATION. ERIK, YOU ANSWERED MANY OF THE QUESTIONS I HAD. I WAS CURIOUS AS THE REES FUND AND MANY OF THE PROGRAMS GROW AND DEVELOP IF THERE WOULD BE OPPORTUNITY TO SUPPORT INFRASTRUCTURE PROJECTS THAT ARE SUSTAINABLE. I THINK OF BIOSWALES, DRAINAGE BUT NOT NECESSARY A FULL DRAINAGE PROJECT AND HOW CAN A BIOSWALE HELP ALLEVIATE THAT PONDING. I WANTED TO HIGHLIGHT SOME OF THE MEMBERS THAT ARE HERE TO CONNECT BUSINESSES TO BUSINESS INCENTIVES. I'M SURE THEY HAVE FOLKS INTERESTED TO LEARN MORE. I WANTED TO EXPRESS THANKS TO JEREMY.
AS MANY OF MY COLLEAGUES HAVE EXPRESSED GRATITUDE FOR DEDE AND REBECCA AND DEB I CAN'T FOR THE WORK IN CONNECTING COMMUNITY ON THE GROUND TO RESOURCES AND PROVIDE SUPPORT ULTIMATELY I'M REALLY EXCITED TO SEE THE REESE FUNDS EVOLVE PARTICULARLY AROUND INFRASTRUCTURE. THERE'S A HIGH HEAT ISLAND EFFECT AND COMMUNITY IS ASKING HOW CAN WE ACTIVATE MANY OF THESE CITY-OWNED VACANT PROPERTIES. HOW CAN WE ACTIVATE THESE SPACES THAT ARE JUST CREATING HEAT. AS WE TALK ABOUT TRANSPORTATION, WE HAVE AN EXAMPLE I CONTINUE TO HEAR FROM COMMUNITY. I TOLD ME TEAM WE MADE HAVE MADE AN APRIL FOOLS JOKE ABOUT IT BEING THE BUS INFRASTRUCTURE PROJECT, BUT THESE ARE CEMENT BLOCK BIKE LANES THAT D5 RESIDENTS ARE DISAPPOINTED WITH.
THEY ATTRACT HEAT AND HOW CAN WE INTEGRATE GREEN ASPECTS INTO THESE BIKE LANES SO THAT WAY WE'RE NOT JUST PUTTING MORE CEMENT IN AN AREA THAT'S ALREADY ATTRACTING A LOT OF HEAT.
SOME SUGGESTIONS AND I DON'T KNOW IF IT'S SOMETHING THAT WE DO ALREADY DO, BUT HE SHARED, YOU KNOW, HE WENT TO A TREE GIVE-AWAY AT ROSEDALE PARK.
FOLKS ARE LINED UP HOURS BEFORE THE EVENT OPENS. HE LEARNED A LOT OF FOLKS DIDN'T LIVE HAD THE CITY OF SAN ANTONIO AND LIVED IN THE OUTSKIRTS.
NOT SAYING WE SHOULD HOARD ALL THE TREES, BUT I'M A CITY OF SAN ANTONIO TAXPAYER, HOW ARE WE ENSURING CITY OF SAN ANTONIO RESIDENTS ARE ABLE TO ACCESS THESE RESOURCES. I DON'T KNOW IF THERE'S OPPORTUNITY TO MAYBE CHECK TO SEE, HAVE A UTILITY BILL, WHETHER IT'S SAWS OR CPS SO THAT WAY WE CAN TRACK THAT AS WELL. BECAUSE HE MENTIONED HE'S GONE MULTIPLE TIMES AND JUST LOSES. YOU'VE GOT TO GET THERE FIVE HOURS BEFORE THE EVENT TO CATCH A TREE. SOMETHING FOR US TO CONSIDER SO THAT WAY WE CAN ENSURE THAT SAN ANTONIO RESIDENTS GET TO TAKE A THREE HOME. THANK YOU.
THANK YOU, MAYOR. -- TREE HOME. >> MAYOR NIRENBERG: THANK
YOU, COUNCILMEMBER CASTILLO. COUNCILMEMBER WHYTE. >> WHYTE: THANKS, MAYOR.
I THINK A LOT OF MY QUESTIONS HAVE BEEN ANSWERED, BUT JUST QUICKLY A FEW. YOU MIGHT HAVE MENTIONED EARLIER, BUT WE EXTENDED THE
DEADLINES ON SOME OF THESE PROGRAMS -- >> TWO GRANT PROGRAMS.
>> WHYTE: THE REASON FOR THAT WAS? >> SO BASICALLY WE -- WE HAD $2.5 MILLION BUDGETED FOR BOTH THE BUSINESS AND THE COMMUNITY GRANT PROGRAMS. WITH WE WERE COMING UP -- WHEN COMING UP AGAINST THE FIRST DEADLINE THERE WAS A GAP SO WE EXTENDED AN ADDITIONAL MONTH. WE'VE SURPASSED THAT
ALREADY. >> WHYTE: WHEN YOU SAY THERE WAS A GAP.
>> THE AMOUNT OF GRANT APPLICATIONS WE RECEIVED DID NOT TOTAL THAT 2.5.
>> WHYTE: GOT IT. THERE WAS A LACK OF INTEREST OR PEOPLE COULDN'T MEET THE
REQUIREMENTS? >> I THINK OUR EXPERIENCE HAS BEEN AND PROBABLY SIMILAR ACROSS OTHER DEPARTMENTS, IT'S ALWAYS SLOW AT THE BEGINNING AND ONCE YOU START GETTING TOWARDS THAT DEADLINE THINGS CASCADE.
SO THERE'S BEEN MORE -- THERE'S BEEN A TREMENDOUS AMOUNT OF INTEREST IN THE
PROGRAM. >> WHYTE: GOT IT. OKAY.
ON SLIDE 8, WHERE YOU TALK -- EXCUSE ME, ON SLIDE 6.
TALK ABOUT MEASURABLE COMMUNITY IMPACT, HOW IS THAT CALCULATED?
>> IF SOMEBODY IS PROPOSING WHETHER IT'S WEATHERIZATION OR SOLAR PANELS, WE'RE GOING TO WANT TO CALCULATE WHAT'S THE ELECTRICITY REDUCTION AND WE CAN TRANSLATE THAT
[01:25:07]
INTO CARBON REDUCTION. SO WE WANT TO TRY TO TIE IT TO VERY SPECIFIC METRICS.>> WHYTE: OKAY. AND THEN ON SLIDE 8, ON THE BUSINESS INCENTIVES, MEASURABLE IMPACT. ARE WE TALKING THE SAME THING?
>> TALKING ABOUT THE SAME THING. VERY SIMILAR.
>> WHYTE: SAME SLIDE, SPECIAL FOCUS ON SMALL MINORITY AND WOMEN-OWNED
BUSINESSES. >> THE ORIGINAL INTENT WAS TO -- AGAIN, WHEN WE LOOK AT WHERE THE NEED IS THE MOST OR WHERE WE WANT TO INFLUENCE THE MOST, IT'S GENERALLY THOSE BUSINESSES THAT DON'T HAVE THE WHEREWITHAL OR THE RESOURCES TO DO THIS WORK. IF WE LOOK AT LARGE BUSINESS AND CORPORATIONS, THEY ARE DOING IT. THEIR BUILDINGS ARE EFFICIENT, YOU KNOW, THEIR FLEETS ARE EFFICIENT. WE WERE TRYING TO HOPEFULLY TARGET ON SMALL BUSINESSES AND WE DIDN'T REALLY DO ANYTHING TOO SPECIAL WHEN PROMOTING THIS, BUT ANECDOTALLY THE VAST MAJORITY OF THE APPLICATIONS THAT WE'VE RECEIVED HAVE
BEEN RELATIVELY SMALL BUSINESSES. >> WHYTE: OKAY.
I MEAN, WE'VE SPENT A LOT OF MONEY HERE, RIGHT? ON THIS PROGRAM.
I MEAN THAT'S FAIR, RIGHT? >> BASICALLY WHAT WAS APPROVED BY COUNCIL IN THE
BUDGET. >> WHYTE: YEAH. YOU KNOW, I'M HEARTENED TO SEE THAT IT LOOKS LIKE WE ARE REALLY LOOKING AT THE METRICS HERE, RIGHT, AND WHAT WE ARE ACTUALLY GOING TO NET FROM THIS PROGRAM. I MEAN I THINK THAT'S IMPORTANT. I'M, OF COURSE, A LITTLE BIT SKEPTICAL ON IF WE'RE GOING TO SEE TANGIBLE, YOU KNOW, RESULTS THAT MATTER. BUT AS YOU MENTIONED, COUNCIL APPROVED IT AND WE'RE GOING FORWARD ON IT AND SO I WOULD JUST ASK THAT WE CONTINUE TO LOOK AT THE METRICS TO ENSURE THAT WE'RE GETTING OUR RETURN ON
INVESTMENT HERE. >> YES, SIR. >> WHYTE: THANKS.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER WHYTE. COUNCILMEMBER KAUR.
>> KAUR: THANK YOU, MAYOR. THANK YOU FOR THE PRESENTATION.
OVERALL I'VE BEEN IN ALMOST 11 MONTHS AND I'M STILL LEARNING ABOUT THE DIFFERENT PROGRAMS. EVEN JUST RECEIVING ALL THE INFORMATION TODAY, IT WAS SO HELPFUL, BUT FOR CONSTITUENTS I'M THINKING ABOUT HOW THEY ARE ACTUALLY BEING ABLE TO SIPHON WHAT THEY CAN RECEIVE AND WHAT OUR BUSINESSES CAN RECEIVE AND HOW TO ACCESS IT IN AN EASY WAY. ONE HEM EDUCATION I WOULD HAVE -- RECOMMENDATION IS MAYBE A BOOKLET WHEN WE GO TO NEIGHBORHOOD MEETINGS.
I KNOW A LOT OF REPRESENTATIVES WILL GO OUT TO EVENTS AND SHARE THEM.
BUT IT ALMOST FEELS LIKE MAYBE I'M NOT ELIGIBLE FOR THIS ONE PROGRAM, BUT MAYBE FOR ANOTHER. FIGURING A WAY TO COMMUNICATE ALL THE OPPORTUNITIES EVEN IF PARTNERSHIP WITH CPS AND NHSD WOULD BE HELPFUL.
>> ONE OF THE THINGS WE'VE DONE WITH THE TWO GRANT PROGRAMS IS PROVIDING INFORMATION FOR PARTNER AGENCY RESOURCES. IF SOMEBODY IS SUBMITTING A GRANT APPLICATION FOR SOME SORT OF ELECTRIFICATION OF THEIR BUILDING, WE WANT THEM TO TAKE A LOOK AT WHAT DOES CPS HAVE. WE WANT TO LEVERAGE OUR RESOURCES WITH OTHER RESOURCES THE CONSTITUENT MAY HAVE.
>> KAUR: OKAY. THANK YOU. ALONG THE LINES OF THE ELECTRIC VEHICLE, INCREASING THE AMOUNT IN OUR FLEET AND JUST THE INFRASTRUCTURE IN GENERAL, A LOT OF TIMES WE PUT THE CART BEFORE THE HORSE AND DON'T NECESSARILY THINK ABOUT THE INFRASTRUCTURE NECESSARY. IF YOU LOOK AT A MAP AT WHERE THE CHARGERS ARE, THEY ARE NOT IN WHERE WE ARE WITH CONSTRUCTION IN STREETS WHERE A LOT OF THAT STUFF IS FALLING BEHIND. I WANT TO EMPHASIZE THAT. ALSO WE HAVE GOALS FOR ELECTRIC VEHICLES. DO WE HAVE THEM FOR HYBRIDS AS WELL?
>> RUBEN FROM BSD WILL BE RIGHT HERE. >> GOOD AFTERNOON, COUNCILWOMAN. MY NAME IS RUEBEN FLORES, ASSISTANT DIRECTOR WITH BIDDING AND ASSISTANT SERVICES. ANY TIME WE'RE GOING TO PURCHASE A LIGHT-DUTY VEHICLE IT'S GOING TO BE A HYBRID VEHICLE.
OBVIOUSLY OUR PLAN IS TO CONVERT AS MANY HYBRID VEHICLES INTO ELECTRIC VEHICLES AS WE CAN. WE HAVE A GOAL OF 100EVS IN OUR FLEET BY 2025 WHICH
THEY ARE ON PACE TO SURPASS, AND 250 BY 2030. >> KAUR: AND THOSE ARE ALL
[01:30:02]
GOING TO BE HYBRID? >> THOSE ARE GOING TO BE HYBRID, PLUG-IN OR ALL-ELECTRIC. CURRENTLY IN OUR FLEET WE HAVE ABOUT 600 LIGHT-DUTY ADMINISTRATIVE SEDANS AND OUT OF THAT 600, 90% ARE HYBRID.
>> KAUR: GOT IT. THANK YOU. APPRECIATE THAT.
GOING ON TO THE DECONSTRUCTION PROGRAM. I UNDERSTAND THE PURPOSE OF THE PROGRAM, BUT WE HAD AN INCIDENT IN DISTRICT 1 WHERE THE DECONSTRUCTION IS MORE EXPENSIVE AND THE OWNER WADE AND THE HOUSE BURNED DOWN. WHEN WE SAY DECONSTRUCTION IS NECESSARY, WHAT DO WE DO TO SUPPORT THE HOMEOWNER TOUSLED SUPPORT IN THAT PROCESS AND HAVE WE MEASURED WHERE THE MATERIALS ARE GOING, IF THEY ARE ACTUALLY
BEING REUSED? >> I DON'T THINK WE HAVE ANYBODY FROM OHP HERE, BUT
WE'LL TAKE THAT QUESTION TO SHANNON AND GET BACK TO YOU. >> KAUR: GREAT.
WE WOULD JUST LIKE TO KNOW ABOUT THE IMPACT OF THAT PROGRAM AND MAKE SURE WE'RE NOT ALLOWING HOMES -- BECAUSE IT AFFECTS ALL THE NEIGHBORS AS WELL.
FOR THE GRANT PROGRAMS, SO I REMEMBER A COUPLE COUNCILMEMBERS AGO WAS TRYING TO PUSH FOR A WHITE ROOF PROGRAM. DID THAT EVER GET OFF THE
GROUND? >> CPS DOES HAVE A WHITE ROOF INCENTIVE NOW.
I THINK AS PART OF OUR UHI PROGRAM, WE'RE GOING TO BE SITTING DOWN WITH DEVELOPMENT SERVICES IN A COUPLE WEEKS TO START LOOKING AT POTENTIAL BEST PRACTICES IN CODE. BUT DEFINITELY WE'LL WANT TO LOOK AT -- AGAIN, IN TERMS OF THOSE FOUR TARGET AREAS THAT WE ARE FOCUSING ON IN TERMS OF THE CENSUS TRACTS FOR THE COOL NEIGHBORHOOD PILOT PROGRAM, WE WILL BE INTERESTED IN SEEING IF THAT'S SOMETHING THE RESIDENTS ARE INTERESTED IN AND THAT WE CAN INCENTIVIZE.
>> RIGHT, THE D1 REPRESENTATIVE STARTED THE UNDER ONE ROOM PROGRAM.
IT CONTINUES TODAY WITH FUNDING OF JUST OVER $3 MILLION.
THIS YEAR WE HAVE ENOUGH TO DO ABOUT 240, THEY ARE SUPER ENERGY EFFICIENT AND EVERY SINGLE ROOF WE DO UNDER THE PROGRAM MEETS THAT CRITERIA AS WELL AS ANY HOME THAT WE
DO UNDER OUR MAJOR REHAB THAT REQUIRES ROOF -- >> KAUR: IS THAT FUNDED
SEPARATELY? >> YES, AND IT'S ADMINISTERED BY OUR
DEPARTMENT. >> KAUR: THANK YOU. MAYBE WE CAN FOLLOW UP ABOUT
THAT. >> ABSOLUTELY. >> KAUR: WHEN WE GIVE OUT THESE GRANT PROGRAMS TO CONSTITUENTS OR BUSINESSES, DO WE REQUIRE THEM TO DO AN ENERGY AUDIT? WE'VE HAD SO MANY INSTANCES WHERE WE TRY ONE THING AND
IT'S NOT AS BENEFICIAL AS WE THOUGHT. >> WE DIDN'T WITH THIS PROGRAM, BUT IT'S SOMETHING WE CAN DEFINITELY LOOK AT GOING FORWARD.
>> KAUR: IT WOULD BE GREAT TO MAKE SURE WE'RE ADDRESSING THE RIGHT ISSUE.
AND THEN THE OTHER QUESTION I HAD WAS FOR THE BUSINESS MITIGATION PROGRAM.
NHSD IS DOING THESE GREAT PERMITS WHICH MAKES IT A LOT MORE ACCESSIBLE FOR FOLKS THAT WANT TO BUILD THEM. COULD WE CREATE SOMETHING LIKE THIS FOR THIS BUSINESS PROGRAM? I KNOW YOU'VE EXTENDED THE GRANT APPLICATION.
MAYBE A LIST OF APPROVED THINGS THEY COULD DO UNDER A CERTAIN COST.
>> ABSOLUTELY. I THINK THERE'S LOTS OF DIFFERENT WAYS WE CAN SLICE THIS AND TO COUNCILMEMBER WHYTE'S POINT IT'S ABOUT IMPACT AND WE'RE OPEN TO
DISCUSSIONS. >> KAUR: GREAT. WE WOULD LOVE TO SHARE IT WITH THE BUSINESSES IN OUR COMMUNITY TO MAKE SURE THEY ARE GETTING ACCESS TO IT.
AND THEN THE LAST THING ON THE URBAN HEAT ISLAND, I KNOW MY COUNCIL COLLEAGUES MENTIONED THIS, BUT THE COOL PAVEMENT PROGRAM HAS GOTTEN SO MANY FEEDBACK FROM THE COMMUNITY. WANT TO CONTINUE PUSHING THAT FORWARD AND ERIK MENTIONED THAT WILL BE INCLUDED POTENTIALLY MOVING FORWARD, BUT WE WOULD LIKE TO SEE THAT GROW. AT LEAST IT'S SHOWN CONSTITUENT SUPPORT, I DON'T KNOW ABOUT REAL SUPPORT. AS COUNCILMEMBER VIAGRAN MENTIONED ABOUT THE TREE PLANTING, SPECIFICALLY DOWNTOWN. WHEN YOU WALK THERE, THERE'S LITERALLY TREES EVERYWHERE. AND I JUST FEEL LIKE WE COULD DO SO MUCH MORE WITH TREE SHADING IN OUR COMMUNITY. AND THEN -- BUT THE LAST THING IS MAKING SURE WE TALK TO STAKEHOLDERS BEFORE WE PLANT.
WE HAVE AN INCIDENT IN OUR COMMUNITY WHERE A STAKEHOLDER HAD ASKED TO REMOVE THE TREE BECAUSE IT WAS IN THE PASSAGEWAY FOR CARS OR SOMETHING LIKE THAT.
MAKING SURE WE TALK TO FOLKS BEFORE WE TAKE THAT ACTION. LIKE COUNCILMEMBER ROCHA GARCIA SAID MAKING SURE WE FOLLOW UP ON THE IMPACT OF HOW MANY OF THEM ARE STAYING AND LASTING. AND THEN THE LAST THING I WANTED TO GIVE A SHOUT-OUT
[01:35:04]
TO CPS FOR THE UPCOMING WORK WITH MULTI-FAMILY HOUSING. THAT IS AN INCREDIBLY IMPORTANT ISSUE FOR DISTRICT 1 RESIDENTS BECAUSE WE HAVE SO MANY PARTICULARLY IN THAT 4 TO 12-UNIT RANGE AND A LOT ARE RENTERRERS. IF WE CAN'T ADDRESS ISSUES FOR THEM, THEIR RENTS DON'T GET AFFECTED. WE'RE SUPER EXCITED THAT IS COMING FORWARD AND CAN'T WAIT TO SEE IT I GUESS THIS SUMMER.THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER KAUR.
COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU. THE REST OF MY QUESTIONS.
AND I SUPPORT THE USE OF THE REESE FUNDSS TO SUPPORT THE EFFORTS, ANY EFFORTS THAT HAVE A POSITIVE IMPACT. THE 20 PROJECTS SELECTED FOR THE LOW-INCOME WEATHERIZATION PROGRAM, ARE THERE PLANS TO CONTINUE THAT SO I APPRECIATE THAT.
I'M GRATEFUL THERE'S SOME SORT OF UNDER THE CPRG IMPLEMENTATION GRANT, I HOPE WE'RE ABLE TO RECEIVE THAT SINCE WE HAVE SO MANY PARTNERS. I'VE MADE SEVERAL TRIPS THIS YEAR TO D.C. AND I'M ALSO EAGER TO HEAR WHAT OTHER CITIES ARE DOING AND WHAT'S ON THE LEGISLATIVE AGENDA. I THINK THAT JEFF COYLE AND SALLY AND EVERYONE ARE DOING A GREAT JOB AT FUNDING OPPORTUNITIES. EVERY TIME SOMEONE MENTIONS A FUNDING OPPORTUNITY, OH, YEAH, WE APPLIED FOR THAT OR DOING THAT ALREADY.
GREAT JOB IN KEEPING IN CONTACT WITH GOVERNMENT AFFAIRS OFFICE.
I WOULD LOVE TO SEE ADDITIONAL COORDINATION OR COLLABORATION SPECIFICALLY IN REGARD TO IMPLEMENTATION OF THE SA CLIMATE READY INITIATIVES IN GENERAL TO OUR SHIP GOALS. I FEEL THAT WE MIGHT STILL NEED A LITTLE HELP THERE SO WHATEVER IT IS WE CAN DO TO HELP WITH THAT, I WOULD BE HAPPY TO.
BUT IS THERE A REASON WHY THERE'S A CHECK IN -- THIS IS A STEP, I'LL GO TO CPS, IS THERE A REASON WHY THE CHECK-IN ISN'T UNTIL YEAR 3? IS IT A DATA COLLECTION
>> GARCIA: GOT IT. I DON'T KNOW SOME PEOPLE READ THROUGH THINGS AND RUBBER STAMP IT. I WOULD LOVE TO LEARN MORE ABOUT THAT.
AND I APPRECIATE THAT THE METRICS ARE SOMEWHAT DEFINED, BUT I WOULD ALSO LIKE TO SEE HOW WE'RE DEFINING THAT AS LAPSE LOW-PRESSURE SYSTEM.
I THINK SOMEONE ASKED ABOUT HOW WE -- I WOULD LOVE TO SEE IN THAT REGARD A SPECIFIC GOAL FOR ADDRESSING SPECIFICALLY ENERGY COST-BURDENED FAMILIARS.
AS I THINK IT WOULD BE GREAT ALSO TO PRIORITIZE THE MITIGATION STRATEGIES FOR FAMILIES, ESPECIALLY WITH CHILDREN AND ELDERLY RESIDENTS.
I FEEL LIKE THEY ARE THE ONES THAT MIGHT NOT KNOW AS MUCH ABOUT THE PROGRAMS. AND I KNOW RUDY IS DOING A GREAT JOB AND I KNOW THAT YOU ALL ARE WORKING REALLY HARD, BUT I JUST WANT TO MAKE SURE THAT THIS STORY IS BEING SHARED WITH THOSE RESIDENTS WHO WOULD NOT HAVE ACCESS TO IT. SO THE POWER OF THE -- I CALL IT THE POWER OF THE CONCEPT I THINK IS HUGE. ALSO WOULD LOVE TO TELL THE RESIDENTS THAT THE GOAL, LIKE MY GOAL WOULD BE TO ENROLL 90% OF THE HOUSEHOLDS INTO ADP AND WEATHERIZE 95% OF THE HOMES IN THE TEN CENSUS TRACTS THAT WERE IDENTIFIED BY YOUTHS, BUT THAT'S JUST -- UTSA. SEVERAL COLLEAGUES HAVE ASKED FOR UPDATES TO STEP, BRIEFINGS SPECIFICALLY BECAUSE WE GET QUARTERLY REPORTS, BUT I'M NOT CERTAIN THAT ANYBODY HAS ASKED FOR A LIST OF THE RELIABILITY PROJECTS THAT YOU ALL WERE WORKING ON AND HOW WE PLAN TO SUSTAIN THE FUNDING FOR THE FUTURE.
AND SO THAT'S WIN OF THE THINGS THAT I WOULD LIKE TO SEE MAYBE IN THE NEXT GO-AROUND. THAT'S SO THAT I COULD COMMUNICATE WITH MY RESIDENTS. HERE'S THE PLAN, HERE'S HOW MUCH WE MOVED, HERE'S HOW MUCH WE PLAN TO MOVE IN THE FUTURE, AND THIS IS HOW MUCH ENERGY WE'VE SAVED, ET CETERA, IN ADDITION TO THE MONEY SAVED. THOSE ARE ALL MY COMMENTS.
THANK YOU FOR ALL YOU ARE DOING AND I APPRECIATE YOUR WORK.
THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. ANY IF YOU ARE DISCUSSION ON OUR BRIEFING TODAY? IF NOT, THANK YOU VERY MUCH TO OUR PARTNERS IN THE REES FUND AND FOR OUR STAFF AND THE PRESENTATIONS. TIME 2:48 P.M. ON THE 9TH DAY OF MAY, 2024, AND WE ARE ADJOURNED. THANKS, EVERYBODY.
