SO WE HAVE ONE ITEM ON THE B SESSION AGENDA, IT WILL BE AN UPDATE FROM DR. BRIDGER ON THE CITY AND OUR EFFORTS WITH OUR NONPROFIT PARTNERS AND OUR MIGRANT RESOURCE CENTER JUST AS A QUICK REMINDER, AT THE END OF MARCH, THE CITY AND OUR PARTNERS BEGAN ASSISTING INDIVIDUALS WHO WERE WITHIN THE ASYLUM-SEEKING PROCESS ESTABLISHED BY THE FEDERAL GOVERNMENT. THE GOAL OF THIS WAS THAT WE TREAT THEM WITH COMPASSION AS THEY'RE TEMPORARY VISITORS.

OUR HUMAN SERVICES DEPARTMENT, MELODY, EDWARD, JESSICA, PATRICK, HAVE DONE AN OUTSTANDING JOB OF REPRESENTING THIS ORGANIZATION, THIS COMMUNITY, AND I WANT TO THANK YOU FOR ALL THE HARD WORK.

TINO, YOU AS WELL.

THERE'S BEEN A LOT OF COORDINATION FROM THE DEPARTMENT LEVEL.

OVER THE LAST FOUR MONTHS, WE HAVE SEEN ALMOST A LITTLE OVER 29,000 INDIVIDUALS PASS THROUGH SAN ANTONIO, AND IN PARTNERSHIP WITH OUR COMMUNITY PARTNERS, CATHOLIC CHARITIES, INTERFAITH WELCOME COALITION, TRAVIS PARK CHURCH, FOOD BANK, IT HAS BEEN CERTAINLY A TEAM EFFORT.

SO WE'LL GIVE YOU AN UPDATE TODAY.

I WILL SAY THAT THERE'S BEEN A LOT OF WORK, AND WE'VE TALKED ABOUT THIS PREVIOUSLY ABOUT POTENTIAL FEDERAL REIMBURSEMENT.

THOSE GUIDELINES WERE RELEASED BY FEMA LAST WEEK, AND SO WE WILL BE WORKING WITH THE UNITED WAY AND OUR PARTNERS TO SECURE THAT REIMBURSEMENT.

SO CERTAINLY WANT TO THANK THE TEAM, AND WE'LL GIVE YOU TODAY'S UPDATE.

SO I'M COLLEEN BRIDGER, ASSISTANT CITY MANAGERMENT WE TOOK THE INTERIM OFF.

IT'S JUST TOO MANY WORDS AND I'M HAPPY TO GIVE THIS REPORT.

SO THE GOAL, AS THE CITY MANAGER MENTIONED, IS THAT WE WANT TO PROVIDE SERVICES AND A WELCOMING ENVIRONMENT FOR ASYLUM SEEKERS TRAVELING THROUGH SAN ANTONIO WITH THE PRIMARY OBJECTIVES OF MAKING SURE THAT THEIR STAY HERE IS SAFE, THAT IT IS RELATIVELY SHORT, AND THAT IT IS COMPASSIONATE.

BACKGROUND INFORMATION, STARTING EARLY THIS CALENDAR YEAR, SAN ANTONIO STARTED SEEING MORE AND MORE ASYLUM SEEKERS TRAVELING THROUGH SAN ANTONIO ON THEIR WAY TO THEIR FINAL DESTINATION CITIES.

BUT THE REAL SURGE STARTED HAPPENING IN LATE MARCH, AND ON MARCH 30TH, WE HAD A CALL FROM OUR NONPROFIT PARTNERS SAYING WE NEED HELP.

WE CAN'T DO WHAT NEEDS TO BE DONE IN ORDER TO HELP THESE ASYLUM SEEKERS GET THROUGH SAN ANTONIO ON THEIR WAY SOMEPLACE ELSE, CAN THE CITY PLEASE HELP US? SO WE HAD AN ALL HANDS-ON DECK CONVERSATION ABOUT THAT, WE IDENTIFIED SOME SPACE WHERE WE COULD HELP FOR DAY SHELTER.

WE IDENTIFIED STAFF WHO COULD HELP, AND WE PUT TOGETHER WHAT I LIKE TO DESCRIBE AS A FOUR-LEGGED STOOL.

SO WE HAVE CATHOLIC CHARITIES AS A CRITICA PARTNER, WE HAVE THE FOOD BANK AS A CRITICAL PARTNER, WE HAVE TRAVIS PARK CHURCH AS A CRITICAL PARTNER, AND THEN WE HAVE THE INTERFAITH WELCOME COALITION AS A CRITICAL PARTNER.

SO -- AND THEN THE CITY, I GUESS, IS THE SEAT.

SO WE HAVE WORKEDKE EXCEPTIONALLY WELL TOGETHER AS

WE HAVE ADDRESSED THIS EVER-CHANGING SITUATION.

ONE OF THE THINGS WE LIKE TO SAY ABOUT THIS RESPONSE IS THAT EVERY DAY IS A NEW DAY TO DO SOMETHING A LITTLE BIT BETTER, BECAUSE EVERY DAY WE'RE GIVEN A DIFFERENT SET OF CHALLENGES.

SO THIS HAS BEEN A REALLY GREAT OPPORTUNITY TO WORK WITH OUR COMMUNITY PARTNERS.

WE DO HAVE REPRESENTATIVES HERE FROM THE FOOD BANK, WE HAVE MARIO HERE FROM TRAVIS PARK CHURCH, WE HAVE GAVIN.

AND FROM CATHOLIC CHARITIES WE HAVE ANTONIO AND LIZZY.

THANK YOU SO MUCH FOR BEING HERE AND FOR ALL OF THE WORK THAT YOU AND YOUR STAFF HAVE DONE ON BEHALF OF THIS RESPONSE.

SO WE ARE -- OUR FOCUS IS ON PROVIDING BASIC SERVICES.

PUBLIC HEALTH, FOOD, SHELTER.

WHEN WE FIRST STARTED THIS, WE WERE LOOKING FOR A WARM PLACE FOR PEOPLE TO WAIT FOR THE BUS.

NOW WE'RE LOOKING FOR A COOL PLACE FOR PEOPLE TO WAIT FOR THE BUS.

BUT, YOU KNOW, A PLACE OUT OF THE ELEMENTS BECAUSE IF YOU DON'T HAVE A BUS TICKET OR IF YOUR BUS TICKET ISN'T IN THE NEXT SEVERAL HOURS, YOU'RE NOT ALLOWED TO WAIT AT THE BUS STATION, SO WE NEEDED A PLACE FOR FOLKS TO WAIT.

SO WE'VE GOT FROM THE TIME PEOPLE GET OFF THE SHUTTLE THAT COMES FROM THE DEL RIO AREA, THEY ARE GREETED BY IWC AT THE BUS STATION, HELPS PEOPLE UNDERSTAND IF THEY HAVE A BUS TICKET, WHAT THE PROCESS IS.

IF THEY DON'T HAVE A BUS TICKET OR IF THEIR BUS TICKET IS NOT UNTIL THE FOLLOWING DAY, THEY CAN GO ACROSS THE STREET TO THE MIGRANT RESOURCE CENTER AND THERE IS FOOD, THERE ARE TOYS AND BOOKS AND CRAYONS FOR THE KIDS.

THERE ARE PHONES FOR PEOPLE TO CALL FAMILY HERE IN THE UNITED STATES TO MAKE ARRANGEMENTS FOR TICKETS, OR JUST TO LET THEM KNOW THAT THEY'VE MADE IT SAFELY AS FAR AS SAN ANTONIO.

A LOT OF FOLKS WHEN THEY GET THERE, ONE OF THE FIRST QUESTIONS THEY ASK IS WHERE AM I? AND SO, YOU KNOW, WE LET THEM KNOW THAT THEY'RE IN SAN ANTONIO AND PROVIDE THEM ACCESS TO PHONES.

WE ALSO PROVIDE ACCESS TO WIFI, SO THAT THEY CAN, THROUGH VARIOUS APPS, CALL THEIR FAMILY BACK IN THEIR HOME COUNTRY AND LET THEM KNOW THAT THEY'VE MADE IT SAFELY TO SAN ANTONIO.

WE PROVIDE, OF COURSE, MEDICAL TRIAGE AND SERVICES, AND I'LL GO INTO MORE DETAILS ON THAT.

SO WHO ARE THESE FOLKS? AND SO YOU CAN SEE IN THE BACKGROUND THE MAP, THE RED AREAS INDICATING WHERE THE PREDOMINANT NUMBER OF OUR ASYLUM SEEKERS ARE COMING FROM, BUT WHAT WE SEE IS A LOT OF FOLKS FROM CENTRAL AMERICA, HONDURAS, GUATEMALA, EL SALVADOR, BUT WE ALSO SAW IN -- AND ARE CONTINUING TO SEE MIGRANTS FROM THE DOMINICAN REPUBLIC OF CONGO, AN GO LA AND HAITI.

EVERY TIME I TALK ABOUT THIS, I HAVE TO STATE: THESE FOLKS ARE ALLOWED TO TRAVEL LEGALLY IN THE UNITED STATES.

THEY CROSS THE BORDER, THEY PRESENT THEMSELVES TO BORDER PATROL.

BORDER PATROL PROCESSES THEM, DETERMINES IF THEY'RE ELIGIBLE TO BEGIN THE ASYLUM-SEEKING PROCESS, AND IF THEY DEEM THEM ELIGIBLE TO DO THAT, THEY RELEASE THEM WITH PAPERS INTO THE UNITED STATES THAT SAYS THAT THEY ARE HERE LEGALLY.

THAT GETS A LITTLE BIT CONFUSING FOR FOLKS, BUT THE INDIVIDUALS THAT WE ARE SERVING HAVE BEEN CLEARED BY THE FEDERAL GOVERNMENT TO BE HERE AND ARE HERE LEGALLY.

SO A LITTLE BIT OF BACKGROUND ABOUT A ASYLUM SEEKING THAT INDIVIDUALS GO THROUGH IF THEY WOULD LIKE TO SEEK ASYLUM IN THE UNITED STATES.

THE FIRST ONE IS THE REFUGEE RESETTLEMENT PROCESS.

THAT'S A SITUATION WHERE THEY APPLY BEFORE THEY COME TO THE UNITED STATES.

AND IF THEY ARE GRANTED ASYLUM DURING THAT PROCESS, THEN THEY ARE BROUGHT IN AS REFUGEES.

AND THEY ARE GIVEN ACCESS TO ESSENTIALLY MORE SUPPORT AND MORE BENEFITS THROUGH THAT PROCESS.

THE SECOND ONE IS SOMEBODY WHO COMES INTO THE UNITED STATES LEGALLY WITH A VISA, AND ONCE THEY GET HERE, THEY PRESENT WITH A REQUEST FOR ASYLUM, AND THEN THE THIRD IS WHAT WE'RE DEALING WITH HERE, AND THOSE ARE FOLKS WHO COME TO THE BORDER, CROSS OVER THE BORDER, PRESENT THEMSELVES TO BORDER PATROL, AND REQUEST ASYLUM.

SO THROUGHOUT THIS PRESENTATION, WE WANTED TO PUT A HUMAN FACE ON SOME OF THE INDIVIDUALS THAT WE'VE BEEN WORKING WITH SO WE WANTED YOU TO MEET JULIE.

[INDISCERNIBLE] AND THIS IS A CONSISTENT THEME WITH FOLKS COMING THROUGH OUR MIGRANT RESOURCE CENTER WHERE IF THEY WORK HARD, THEY CAN MAKE A BETTER LIFE FOR THEIR CHILDREN.

SO WHAT DO WE DO? WE PROVIDE A VARIETY OF SERVICES, AND I'M GOING TO COVER THEM PRETTY QUICKLY, BUT AS I MENTIONED WHEN THEY GET OFF THE BUS, THE FIRST THING THAT THEY SEE IS A VOLUNTEER IN A BLUE VEST THAT SAYS WELCOME TO SAN ANTONIO.

HOW CAN I HELP YOU? AND THEY DIRECT THE MIGRANTS, EITHER TO THE BUS STATION OR TO THE MIGRANT RESOURCE CENTER, DEPENDING ON WHAT THEY NEED AND HOW LONG IT'S GOING TO TAKE THEM TO GET TO THEIR FINAL DESTINATION.

WE PROVIDE FOOD.

WE PROVIDE THREE MEALS A DAY, HOT MEALS A DAY, THANKS TO THE FOOD BANK, AND I KNOW A LOT OF Y'ALL HAVE VOLUNTEERED AT THE MIGRANT RESOURCE CENTER AND YOU KNOW THAT THE BUSIEST TIME FOR US AS VOLUNTEERS AT THE MRC IS DURING THE FOOD DISTRIBUTION PERIOD.

THERE'S A LOT OF PEOPLE TO GET THIS WARM MEAL TO AND THAT'S AN ALL HANDS ON DECK SITUATION, SO WE APPRECIATE YOUR VOLUNTEERING.

WE PROVIDE SHELTER BOTH DURING THE DAY, AGAIN, KEEPING FOLKS OUT OF THE ELEMENTS, WHETHER IT'S TOO HOT OR TOO COLD OUTSIDE, AND WE PROVIDE SHELTER AT NIGHT.

SO THANKS TO TRAVIS PARK CHURCH, WE HAVE A PLACE WHERE MIGRANTS CAN SPEND THE NIGHT IF THEIR TICKET DOESN'T LEAVE UNTIL THE NEXT DAY OR THEY ARE STRUGGLING TO GET THE TICKET TO THEIR NEXT DESTINATION.

WE PROVIDE AN OPPORTUNITY FOR THEM TO CONNECT WITH FAMILY.

WE PROVIDE AN OPPORTUNITY FOR THEM TO GET HEALTH SCREENINGS, SO IF SOMEBODY COMES TO THE MIGRANT RESOURCE CENTER AND ISN'T FEELING WELL, FOR EIGHT HOURS A DAY, WE HAVE MEDICAL STAFF THERE ON SITE THAT CAN PROVIDE SCREENING AND REFERRAL TO EITHER URGENT CARE OR EMERGENCY CARE, AND WE'VE DONE BOTH.

BUT MOST COMMONLY WHAT FOLKS NEED IS AN OVER-THE-COUNTER MEDICATION.

THEIR STOMACH GOT UPSET ON THE BUS ON THE WAY HERE, OR THEIR HEAD HURTS BECAUSE THEY HAVE BEEN STRESSED OUT AND THEY'RE TENSE.

THEY -- SO HAVING THAT OPPORTUNITY TO INTERACT WITH A MEDICAL PROVIDER WHO CAN HELP THEM UNDERSTAND WHETHER THIS IS SOMETHING THAT IS MINOR AND WE CAN HELP THEM HERE OR IS A LITTLE BIT MORE WORRISOME AND WE NEED TO GET THEM SOMEPLACE ELSE, WE PROVIDE THOSE SERVICES.

TRAVEL ASSISTANCE, CATHOLIC CHARITIES HAS DONE A PHENOMENAL JOB WITH HELPING FAMILIES WHO DON'T HAVE ENOUGH RESOURCES TO PURCHASE THE TICKET TO GET TO THEIR NEXT DESTINATION.

AND SO HAVING THEM AS PART OF THIS RESPONSE HAS BEEN INVALUABLE.

THE ALTERNATIVE IS WE HAVE FOLKS ARRIVING IN SAN ANTONIO WITH NO WAY TO GET TO THEIR FINAL DESTINATION, WHICH WOULD MEAN INDIVIDUALS STAYING HERE NOT JUST FOR DAYS, BUT FOR WEEKS AND POTENTIALLY EVEN MONTHS.

WE PROVIDE CLOTHING.

A LOT OF THESE INDIVIDUALS ARRIVE WITH ONLY THE CLOTHES THEY HAVE ON THEIR BACKS, AND ONLY THE CLOTHES THAT THE KIDS HAVE ON THEIR BACKS.

AND WE ALL KNOW KIDS ARE GOING TO GET DIRTY, THEY'RE GOING TO CRAWL AROUND, THEY'RE GOING TO SPILL SOMETHING.

SO WE'VE HAD A PARTICULAR FOCUS ON MAKING SURE THAT WE HAVE LOTS OF DIFFERENT SIZES OF CLOTHING FOR THE KIDS, TO MAKE SURE THAT WE CAN HELP THEM HAVE AT LEAST CLEAN CLOTHES WHEN THEY GET HERE.

WE ALSO THROUGH OTHER NONPROFIT PARTNERS CAN PROVIDE SOME LEGAL ORIENTATION, WHAT TO EXPECT NEXT IN THE ASYLUM-SEEKING PROCESS, IF THEY HAVE QUESTIONS, IF THEY NEED TO MOVE THEIR ASYLUM FIRST APPEARANCE DATE TO ANOTHER TIME.

WE HAVE HELP FROM TINO AND OTHER NONPROFITS, AND THEN EVERY ASYLUM SEEKER WHO COMES THROUGH THE MIGRANT RESOURCE CENTER, WHO COMES THROUGH TRAVIS PARK CHURCH GET AS HYGIENE KIT, SO IT HAS A TOOTHBRUSH, TOOTHPASTE, DEODE RANT, AND WE'VE RECENTLY BEEN ABLE TO START A SHOWER PROGRAM.

SO INDIVIDUALS WHO ARE HERE FOR TWO DAYS OR MORE ARE

PRIORITIZED TO RECEIVE SHOWER SERVICES, AND THAT'S BEEN VERY WELL RECEIVED.

SO HERE ARE OUR PRIMARY PARTNERS.

YOU CAN SEE THE EFFORT FOR THE CITY IS LED BY THE DEPARTMENT OF HUMAN SERVICES.

MEALS AND DONATION MANAGEMENT, SO PEOPLE WHO WANT TO DONATE DIAPERS AND FOOD CAN DO SO THROUGH THE FOOD BANK.

THAT'S BEING MANAGED BY SAN ANTONIO FOOD BANK.

CATHOLIC CHARITIES, AGAIN, HELPING WITH PURCHASING OF TICKETS.

THE OTHER THING THAT WE SEE FAIRLY FREQUENTLY IS A CHILD MAY HAVE CHICKENPOX, FOR EXAMPLE, AND RATHER THAN TRYING TO QUARANTINE THAT CHILD IN A ROOM AT THE CHURCH, WE WORK CLOSELY WITH CATHOLIC CHARITIES, AND THEY'RE ABLE TO GET A HOTEL ROOM FOR THAT FAMILY TO STAY IN, SO THAT WE'RE NOT HAVING OUTBREAKS OF CHICKEN BOX -- POX.

TRAVIS PARK CHURCH, THE OVERNIGHT SHELTER OPERATIONS HAVE BEEN PHENOMENAL, JUST ABSOLUTELY -- YOU KNOW, THERE'S NO PROBLEM THAT WE HAVEN'T BEEN ABLE TO WORK THROUGH, THE CAN-DO ATTITUDE IS AMAZING.

AND THEN IWC, WITH THEIR, YOU KNOW, WELCOMING, SMILING FACES.

REALLY CRITICAL PART OF THIS RESPONSE.

HERE ARE SOME OF THE CITY DEPARTMENTS WHO HAVE DONE KIND OF ABOVE AND BEYOND JUST THE VOLUNTEER SHIFTS.

SO METRO HEALTH WITH MEDICAL SERVICE COORDINATION, CENTER CITY DEVELOPMENT OFFICE, WE BASICALLY KICKED THEM OUT OF SOME OF THEIR OFFICE SPACE IN ORDER TO EXPAND THE MIGRANT RESOURCE CENTER.

THEY'VE BEEN SUPER FLEXIBLE ABOUT RELOCATING, THAT'S REALLY APPRECIATED.

THE POLICE DEPARTMENT HAS BEEN A CRITICAL PARTNER FOR US.

I'VE -- THE CHIEF'S HERE TODAY.

WE SO THANK YOU FOR YOUR SUPPORT.

WE'VE HAD A COUPLE SITUATIONS WHERE WE NEEDED A LITTLE BIT OF EXTRA SECURITY AND SUPPORT.

I SMILE BECAUSE ONE OF THOSE SITUATIONS WAS WHEN INFO WARS DESCENDED UPON US, AND I CAME DOWN TO DO THE INTERVIEW WITH INFO WARS AND I LOOKED UP AND THERE WERE EIGHT BICYCLE COPS, LIKE IN A BANK READY.

THEY WERE JUST READY.

WE DIDN'T NEED THEM, BUT I THINK THE FACT THAT THEY WERE THERE WAS ONE OF THE REASONS WHY WE DIDN'T NEED THEM.

SO THE FIRE DEPARTMENT WITH THEIR MOBILE INTEGRATED HEALTH UNIT WAS ONE OF THE CRITICAL MEDICAL SCREENING PERSONNEL IN THE BEGINNING, ESPECIALLY BEFORE WE COULD RAMP UP WITH SOME OF THE OTHER STUFF WE HAVE.

THE PUBLIC LIBRARY, THEY'VE BEEN REALLY HELPFUL WITH THINGS FOR KIDS TO DO.

IT'S A LONG DAY FOR THESE KIDS, AND THEY -- THEY NEED SOME ENTERTAINMENT.

THE LIBRARY'S BEEN VERY GOOD ABOUT THAT.

THE PARKS DEPARTMENT HAS ALSO BEEN REALLY GOOD TO HELP WITH THE KIDS.

AND THEN BESD, OF COURSE, YOU KNOW, WE HAD THE AIR CONDITIONING GO OUT, WE HAD THE TOILETS BACK UP, AND THEY'RE ALWAYS JOHNNY ON THE SPOT, REALLY THERE TO HELP US RESPOND WITH WHATEVER WE NEED.

SO AS THE CITY MANAGER MENTIONED, WE'VE HAD OVER 29,000 MIGRANTS COME THROUGH SAN ANTONIO ON THEIR WAY SOMEPLACE ELSE.

WE HAVE HAD 19,000, THIS IS AS OF YESTERDAY, 19,635 FOLKS SLEEPING AT TRAVIS PARK CHURCH, AND, YOU KNOW, THAT MEANS THAT THIS WEEKEND WE WILL LIKELY SURPASS THE 20,000 PEOPLE SLEEPING AT TRAVIS PARK CHURCH AS A RESULT OF THIS MIGRANT SURGE.

ALSO WANTED TO INTRODUCE YOU TO CARLOS ARTURO.

SO HE AND HIS SON JORDAN AND DAUGHTER MAYLAN CAME TO SAN ANTONIO.

THEY LEFT HONDURAS WHERE THEY WERE FLEEING VIOLENCE AND A LACK OF ECONOMIC OPPORTUNITY.

ALONG THE WAY, THEY MADE FRIENDS WITH THE OTHER INDIVIDUALS THAT YOU SEE IN THIS TO DO, AND THAT'S ANOTHER -- PHOTO, AND THAT'S ANOTHER REALLY NEAT THING THAT WE SEE WHEN GROUPS COME IN ON THE BUS, THEY'RE GROUPS THAT HAVE BONDED AS PART OF THEIR GURNEY HERE TO THE UNITED STATES.

AND THOSE BONDS ARE INCREDIBLY, INCREDIBLY STRONG.

WANT TO GIVE A SHOUTOUT TO TEAMS FROM THE MARTINEZ STREET WOMEN'S CENTER, FROM VO LETTER RO, FROM THE CHURCH OF LATTER DAY SAINTS, FROM NORTHSIDE ISD AND OTHER GROUPS WHO'VE BEEN REALLY HELPFUL.

AND THEN IT WAS THE NEATEST THING BECAUSE THEN THEY WROTE ABOUT THEIR EXPERIENCE.

SO THEY WROTE ABOUT IT IN ENGLISH SO THE ENGLISH IS REALLY FUNNY TO READ, BUT THE SENTIMENT IS SO HEARTFELT.

AND JUST THIS REALLY NEAT VOLUNTEER SPIRIT OF COMING FROM ANOTHER COUNTRY INTO THE UNITED STATES AND SEEING HOW THE UNITED STATES WAS WELCOMING THOSE LESS FORTUNATE WAS REALLY MEANINGFUL TO THESE YOUNG MEN TO SEE.

SO WE HAVE SOME PICTURES OF THEM.

WE ALSO HAVE HAD SAN ANTONIO FOOTBALL CLUB HAS COME AND PLAYED SOCCER WITH THESE KIDS, THANKS TO COUNCILMAN TREVINO FOR ORGANIZING THAT.

AND THAT WAS -- THAT'S BEEN A GOOD, FUN WAY FOR THESE KIDS TO GET SOME OF THAT ENERGY OUT AND INTERACT WITH FOOTBALL PLAYERS.

I MEAN, WOW! SO WE ALSO HAVE HAD SOME NICE ASSISTANCE FROM THE RESTAURANT CAMORA ACROSS THE STREET FROM THE MRC, THEY'VE BEEN KIND OF ADN OVERFLOW FOOD STORAGE FOR US WHEN WE NEED IT.

AND THE COMMUNITY HAS JUST BEEN PHENOMENAL WITH THEIR DONATIONS.

SO AS FAR AS OPERATIONAL CHALLENGES GO, BASICALLY WHAT WE'RE DEALING WITH ARE THREE MAJOR THINGS: ONE IS TRAVEL FUNDS.

SO WE DO HAVE FAMILY WHOSE ARRIVE HERE IN SAN ANTONIO WITH NO WAY TO PURCHASE THE TICKET TO THE NEXT PLACE WHERE THEY WANT TO GO.

AND SO WE, AGAIN, HAVE WORKED WITH CATHOLIC CHARITIES.

WE HAVE BECOME QUITE GOOD IN OUR ROLE AS TRAVEL AGENT.

I WOULD LIKE TO ESPECIALLY GIVE A SHOUTOUT TO TINO WHO I THINK MISSED HIS CALLING.

ANYTHING THAT WE CAN GLEAN FROM THEM? WHAT WE CAN EXPECT MOVING FORWARD IN TERM OF THE FLOW OF RESOURCES.

>> WALSH: I'VE TALKED TO SOME OF THE CITY MANAGERS IN THE SMALLER CITIES CLOSER TO THE BORDER, I TALKED TO THE CITY MANAGER OF TUSCAN, THE COMMON DENOMINATOR OF HOW COMMUNITIES ARE DEALING WITH THIS ALONG THE BORDER STATES IS STRONG PARTNERSHIPS WITH COMMUNITY NONPROFITS.

THERE ISN'T ANYBODY THAT'S CAPABLE OF HANDLING IT ALL ON THEIR OWN, AND SO IN EACH OF

THOSE CITIES YOU SEE A BIG -- REAL STRONG TIE.

SO -- AND WE'VE GOT A GOOD RELATIONSHIP WITH THE NONPROFITS HERE.

YOU KNOW, AND I WOULD POINT BACK TO KIND OF OUR ROLE DURING HURRICANES ALONG THE COAST AND HOW WE WORK TOGETHER HERE IN THIS COMMUNITY, WHICH REALLY SETS A GOOD FOUNDATION.

SECONDLY, I THINK AS I'VE TALKED TO OTHER CITY MANAGERS AND WE DO NEED TO HAVE A LONGER TERM SOLUTION LOCALLY FOR THIS, WE'VE GOT -- YOU KNOW, I'M SUPER PROUD OF THE NUMBER OF EMPLOYEES THAT HAVE ASSISTED, THE LEADERSHIP.

I MEAN, I SAID AT THE BEGINNING OF THE MEETING, THE LEADERSHIP OVER THERE ON THAT SIDE OF THE ROOM HAS BEEN CARRYING A HEAVY LOAD SINCE THE END OF MARCH, AND THERE ARE A LOT OF DEPARTMENTS THAT ARE ENGAGED, AND IT'S THE RIGHT THING TO DO, BUT I DO THINK WE NEED TO THINK THROUGH FROM A LONGER TERM PERSPECTIVE HOW ARE WE GOING TO DEAL WITH THIS.

AND A LOT OF PEOPLE ARE STRUGGLING WITH THAT RIGHT NOW.

>> MAYOR NIRENBERG: YEAH, I WOULD AGREE WITH THAT.

IN FACT, WE KNOW EVEN THE ORIENTATION ON THIS ISSUE CHANGES FROM ONE ADMINISTRATION TO THE NEXT.

EVEN IN THE PREVIOUS ADMINISTRATION WE WERE HAVING QUITE AN ANNUAL FLOW OF REFUGEES AROUND THE WORLD THROUGH THE OFFICE OF REFUGEE RESETTLEMENT PROGRAM, AND EVEN AT THAT TIME WE HAD TALKED ABOUT SOME KIND OF PERMANENT OR SEMIPERMANENT OPERATION AS IT RELATES TO WELCOMING NEW AMERICANS WAS ONE OF THE LIST OF BEST PRACTICES, I BELIEVE, THAT THE ADMINISTRATION HAD PUT OUT, TOO.

SO I WOULD LIKE TO SEE, YOU KNOW, A PROPOSAL, WHAT THAT WOULD LOOK LIKE FOR US, WHO WOULD BE INVOLVED, HOW WE CAN -- HOW WE CAN HELP.

I WOULD IMAGINE THAT INTERGOVERNMENTAL RELATIONS COMMITTEE MIGHT ALSO WANT TO TAKE A LOOK AT THAT, BECAUSE THERE ARE FEDERAL PROGRAMS THAT E WOULD NEED TO BE INVOLVED AS WELL.

BUT I AGREE, I THINK IT'S GREAT WHAT WE'RE DOING.

WE'RE DEMONSTRATING TO THE WORLD THAT IT CAN BE DONE, BUT IT'S NOT -- IN THE WAY THAT IT'S BEING CONDUCTED -- A PERMANENT SOLUTION AND WE'RE GOING TO NEED ONE.

MELODY AND I HAVE DISCUSSED THIS FOR A FEW YEARS, THERE'S SOME OPERATIONS IN PLACES LIKE HOUSTON THAT ARE BEING CONDUCTED WITH GREAT SUCCESS AND I THINK THERE'S SOME THINGS THAT WE CAN LEARN OUT THERE, TOO.

AND I -- YOU KNOW, I COULDN'T HELP BUT THINK, WE'VE PUT TOGETHER, THE CITY AND MANY PARTNERS, PUT TOGETHER THE TRICENTENNIAL.

WE HAD THE FINAL FOUR, WE HAD THE PEOPLE FROM THE HURRICANES, AND THE CITY REALLY STEPPED UP TO THAT.

AND I DON'T THINK WE'RE THERE YET AT THAT STEP UP POINT BECAUSE, YOU KNOW, YOU'VE BEEN LIMITED WITH THE RESOURCES THAT WE'VE GIVEN YOU.

AND I DON'T THINK ULTIMATELY THIS WILL ALL FALL ON THE CITY.

I THINK WE WILL HAVE TO LOOK AT SOME OF OUR PARTNERS, LOCAL AND BEYOND, INCLUDING THE FEDERAL GOVERNMENT, BUT OTHER PARTNERS TO PARTAKE IN THIS.

SO I WOULD ECHO THE MAYOR'S SENTIMENTS THAT I WOULD ALSO LIKE TO SEE WHAT DOES A LONGER TERM SOLUTION LOOK LIKE IN TERMS OF FACILITIES? IN TERMS OF COST? I KNOW WHEN I WAS THERE, THE BOTTLENECK IN GETTING PEOPLE THROUGH WAS FUNDING THOSE -- THE TRAVEL.

PEOPLE WERE WAITING FOR SEVERAL DAYS TO GET THAT -- GET THAT FUNDED, AND THAT THAT WON'T BE REIMBURSED BY THE FEDERAL GOVERNMENT, SO REALLY WHAT DOES THAT LOOK LIKE IF TINO BUYS ALL THE TICKETS? BECAUSE THAT WILL BE A LOWER COST THAN IF THEY HAVE TO BUY THEM ON THEIR OWN.

AND SO WHAT I'D LIKE FOR US TO THINK ABOUT IS THOSE LITTLE THINGS THAT WE -- THAT WE HAVE HERE AS RESOURCES THAT CAN HELP SOME OF THESE SMALLER COMMUNITIES, BECAUSE I THINK WHAT WE'RE SEEING IS, AS THESE BORDER STATES ARE SEEING, WHILE WE'RE BARELY SEEING IT NOW, THIS HAS BEEN GOING ON FOR YEARS IN MCALLEN.

AND AS THE PROBLEM STARTS TO REALLY GET TO A TIPPING POINT, WE START TO SEE IT.

AND I'D LIKE FOR US TO REALLY THINK ABOUT HOW WE CAN SHARE OUR RESOURCES IN A WAY THAT HELPS ALL OF US AND CONSIDERS THE FACT THAT THERE'S REALLY THESE TINY COMMUNITIES THAT ARE COMPLETELY OVERWHELMED.

EACH ORGANIZATION, LET'S SAY THE METHODIST, THE CATHOLICS, EPISCOPALS, OTHER REFUGEE AGENCIES ARE GIVEN A NUMBER BY THE FEDERAL GOVERNMENT.

WELL, THE TOTAL AMOUNT BETWEEN ALL THOSE LEGAL ORGANIZATIONS WAS REDUCED BY 85% IN THE LAST TWO YEARS.

AND SO THEREFORE THE AFRICAN MIGRANTS WHO WERE NORMALLY APPLYING THROUGH THE REFUGEE PROGRAM, HAVE A HARDER TIME DOING THAT BECAUSE IT WAS JUST REDUCED.

SO NOW THEY'RE JUST GOING THROUGH THE ASYLUM PROCESS.

STILL GETTING IN BUT IN MUCH MORE DISORGANIZED FASHION.

SO I THINK AS ELECTED OFFICIALS I CHALLENGE YOU TO CONTACT YOUR OTHER ELECTED OFFICIALS AND REALLY INCREASE THE REALLY ORGANIZED REFUGEE RESETTLEMENT

I THINK WE'VE CERTAINLY SHOWN, AS THE MAYOR SAID, THAT, YOU KNOW, WE ARE A COMPASSIONATE CITY.

BUT I HAVE TO WONDER HOW LONG CAN THIS CONTINUE? HOW LONG WILL IT CONTINUE? YOU KNOW, WHAT DO WE SEE, AS A CITY, AS TO SOME OF THE BARRIERS OR SOME OF THE LIMITATIONS THAT WE NEED TO BE LOOKING AT JUST IN THE COURSE OF THIS NEXT SIX MONTHS OR THIS NEXT YEAR? HOW LONG CAN OUR PARTNERSHIP CONTINUE WITH ALL OF THESE ORGANIZATIONS THAT ARE GIVING SO MUCH.

AND WE'RE LOOKING AT A BUDGET FOR OUR CITY, AND I DON'T THINK WE ANTICIPATED A MILLION DOLLARS WORTH OF DIRECT AND INDIRECT SUPPORT WE'VE GIVEN OUT OF THIS BUDGET TO THIS EFFORT.

AND NOW WE'VE GOT TO LOOK FORWARD TO THE NEXT BUDGET.

AND WILL IT BE THE NEXT BUDGET AFTER THAT TOO? SO I HOPE THAT WE MIGHT BE ABLE TO FIND MORE DIRECTION AND GUIDANCE FROM FEDERAL OFFICIALS, BUT ALSO I THINK WE NEED TO DECIDE AS A COMMUNITY HOW WE PLAN TO CONTINUE TO CARRY THIS ON AND WHAT WE CAN DO SO THAT IT DOESN'T HAVE TO CONTINUE.

THEY WERE LIKE ALL THE CHIPS.

ON ONE DAY IN PARTICULAR IF YOU WENT TO A CONVENIENCE STORE AND ALL THE CHIPS WERE MISSING, THEY WERE IN MY OFFICE.

THEY FILLED MY OFFICE TO THE CEILING WITH CHIPS AND SNACKS.

AND IT TOOK MULTIPLE TRIPS TO GET THEM DOWN THERE.

I DID TALK TO DR. BRIDGER FIRST AND ASK IF IT WAS OKAY IF I TOOK HIGHLY SATURATED FAT CONTENT, LOTS OF SODIUM CONTENT FOOD.

AND SHE SAID THIS ONCE.

I ALSO KNOW OUR LOCAL DOCTORS AND NURSES WERE ALSO SHOWING UP IN THEIR SCRUBS WITH THEIR STETHOSCOPES VOLUNTEERING THEIR TIME TOO.

PEOPLE DON'T REALIZE A LOT OF THAT WORK WENT IN THERE.

AND ONE OF OUR DOCTORS WHO DID THAT IS HERE.

AND, YOU KNOW, COUNCILMAN TREVINO AND I WERE TALKING ABOUT THIS YESTERDAY.

YOU KNOW, HE AND I ARE OF THE SAME MIND THAT WHEN BIGOTS THREATEN YOU YOU WEAR THAT AS A BADGE OF HONOR BECAUSE YOU KNOW YOU'RE ON THE RIGHT SIDE OF HISTORY.

BUT THE ONE THING THAT WAS SO HURTFUL WAS TO SEE THESE MOMS AND BABIES MALIGNED AND DEFAMED, RIGHT, WITH THIS EBOLA LIE.
