SO WE THANK YOU FOR YOUR FAVOR, YOUR PROTECTION, AND YOUR PROVISION. WE CONFESS THAT WE HAVE SINNED AND WE HAVE FALLEN SHORT OF YOUR GLORY. WE REPENT ON BEHALF OF OUR CITY FOR EVERY EVIL THOUGHT, WORD, AND DEED THAT WE HAVE COMMITTED AGAINST YOUR WILL.

>> MAYOR NIRENBERG: THANK YOU, PASTOR MONTERIO. OUR FIRST ITEM FOR BUSINESS TODAY IS THE APPROVAL OF THE CITY COUNCIL MEETING MINUTES OF JUNE 5 AND 6 IN YOUR PACKET. I'LL ENTERTAIN A MOTION FOR THOSE.
THERE'S A MOTION AND A SECOND FOR APPROVAL OF THE CITY COUNCIL MEETING MINUTES, JUNE 5 AND 6, 2024. ANY DISCUSSION? HEARING NONE, PLEASE VOTE.
MOTION CARRIES. ALL RIGHT. WE HAVE A FULL AGENDA TODAY.
[CONSENT AGENDA ]
ALL ITEMS ARE LISTED ON CONSENT SO LET ME ASK MY COLLEAGUES NOW IF THERE ARE ANY ITEMS TO PULL FROM THE CONSENT AGENDA FOR INDIVIDUAL CONSIDERATION.ITEM 25 WILL BE PULLED. ALSO TO NOTE ITEM 8C HAS BEEN WITHDRAWN AND WILL NOT BE HEARD TODAY. ANY OTHER ITEMS? IF THERE ARE NONE, I'LL ENTERTAIN A MOTION FOR THE BALANCE OF THE CONSENT AGENDA.
THERE'S A MOTION AND A SECOND FOR APPROVAL OF THE CONSENT AGENDA.
I DO HAVE SOME FOLKS SIGNED UP TO SPEAK ON ITEMS THAT ARE REMAINING ON CONSENT.
IF YOU WISH TO USE YOUR TIME, PLEASE SIGNAL ME -- OR JUST COME ON UP WHEN I CALL YOUR NAME. IF YOU WOULD NOT, JUST WAVE AND I'LL CALL THE NEXT NAME.
SO FOR ITEM NO. 27, WE HAVE A FEW FOLKS. BRETT FINLEY.
MR. FINLEY, YOU WILL BE FOLLOWED BY JACK FINGER. >> GOOD MORNING, COUNCIL MEMBERS. MY NAME IS BRETT FINLEY, PRESIDENT AND CEO OF THE NORTH CHAMBER OF COMMERCE. I WANT TO RECOGNIZE AND SEND A SPECIAL THANK YOU TO THE DILIGENT WORK THAT THE SAWS STAFF AND THE SAWS BOARD OF TRUSTEES HAVE PUT INTO THE PROPOSED DROUGHT UPDATES ON WATERING RULES THAT ARE GOING TO BE IN FRONT OF YOU ALL TODAY FOR CONSIDERATION AND FINAL APPROVAL. I WANT TO PREFACE MY COMMENTS WITH WE SUPPORT THE VAST MAJORITY OF THESE RECOMMENDATIONS.
WE UNDERSTAND THAT WATER IS SUCH A PRECIOUS COMMODITY IN OUR COMMUNITY AND THROUGH THEIR DROUGHT MANAGEMENT PLAN THEY HAVE SEEN WHAT'S ON THE HORIZON AND LET'S NOT TAKE FOR GRANTED THAT PRECIOUS RESOURCE THAT WE HAVE AND LET'S PUT IN, IF
[00:10:02]
NEED BE, THE APPROPRIATE PLAN WITH THE APPROPRIATE RULES AND UPDATES NEEDED.I DO WANT TO SHED LIGHT ON A COUPLE OF ITEMS, JUST TO CONTINUE THE CONVERSATION MOVING FORWARD AS THOSE PROPOSED RULES, THAT WOULD BE IN REGARDS TO DRIP IRRIGATION. I WOULD ENCOURAGE YOU ALL TO RECOMMEND SUPPORT OF THAT ITEM SPECIFICALLY. BUT ALSO WITH THE CAVEAT OF LET'S CONTINUE TO EDUCATE DRIP IRRIGATION USERS TO MAKE SURE THOSE SYSTEMS ARE WORKING PROPERLY, THAT IF THERE IS ANY ADJUSTMENTS NEEDED TO THE SPRAY OF THE PSI THAT THEY'RE NOTIFIED AND CAN BE ADJUSTED. I WANT TO MAKE SURE ON THE PLAN REVIEW PROCESS THAT IF THERE'S UPWARDS OF 10,000-PLUS ANNUAL PLAN REVIEWS THAT ARE SUBMITTED FOR NEW IRRIGATION SYSTEMS, THAT WE CAN MAKE SURE THAT REVIEW PROCESS IS EXPEDIENT, THAT IT'S NOT GOING TO SLOW DOWN THE DEVELOPMENT OF NEW HOMES OR EXISTING HOMES, MAKING SURE THAT ECONOMIC DEVELOPMENT AND GROWTH CONTINUES TO MOVE FORWARD.
WE ARE GOING TO TAKE KIND OF A WAIT AND SEE APPROACH. WE WANT TO MAKE SURE THAT PROCESS IS PUT FORWARD, THAT IF THERE'S NINE STAFF MEMBERS FOR 10,000 AUDIO] SLOWDOWNS AND FEES THAT NEED TO BE ADJUSTED ACCORDINGLY.
FOR THE MOST PART, WE'RE SUPPORTIVE OF THE CHANGES PROPOSED IN FRONT OF YOU TODAY AND LOOK FORWARD TO THE IMPLEMENTATION MOVING FORWARD.
THANK YOU SO MUCH. >> MAYOR NIRENBERG: THANK YOU, MR. FINLEY.
JACK FINGER. MR. FINGER, YOU'RE SPEAKING ON MULTIPLE TOPICS SO GO
AHEAD AND TAKE YOUR TIME ON ITEMS 27, 32, 41, AND 45. >> WELL, MAYOR NIRENBERG AND OTHER MEMBERS OF OUR ILLUSTRIOUS SAN ANTONIO CITY COUNCIL.
FOR THE RECORD, MY NAME IS JACK M. FINGER. AND, YES, I SEE ALL THE ITEMS ON THE AGENDA ARE GOING TO SAIL RIGHT ON THROUGH.
SAD TO SAY I'M SORRY TO SEE THAT. I WANT TO -- REGARDING THE SAWS DROUGHT RULES HERE, YEAH. THE NEWSPAPER ARTICLE SAYS CITY COUNCIL SET TO VOTE ON DROUGHT RULES. MR. AUDIO-VISUAL MAN, BRING IT DOWN. YEAH, WHERE THE UNDERLINED AREA IS.
QUOTE, IF THE RULES ARE APPROVED BY THE COUNCIL, SAWS CUSTOMERS WHO WATER MORE THAN ALLOWED OR WHO WASTE WATER WILL NO LONGER RECEIVE A CITATION THROUGH THE MUNICIPAL COURT PROCESS. THE JUSTICE SYSTEM, YOU KNOW? INSTEAD, THEY'LL SEE A FINE ON THEIR WATER BILL, WHICH WILL ESCALATE FOR REPEAT OFFENDERS AND WILL BE HIGHER FOR LARGER WATER USERS. RETURN THE CAMERA, IF YOU WOULD. SO, YEAH, SO THE IDEA IS IF YOU'RE ACCUSED BY SAWS OF WATERING TOO MUCH AND NEED TO PAY A FINE OR WATERING IMPROPERLY, YOU WILL NOT BE ABLE TO GO TO COURT ON IT. YEAH. NO COURT PROCESS HERE.
INSTEAD, SAWS WILL JUST SIMPLY FINE YOU AND THAT WILL BE THAT.
AND YOU'RE GOING TO HAVE TO LIVE WITH THAT. ISN'T THAT UNCONSTITUTIONAL? I THOUGHT WE WERE ALLOWED OUR DAY IN COURT ON THESE THINGS, HUH? SOUNDS -- SOMETHING SOUNDS WRONG THERE AND MAYBE Y'ALL WOULD WANT TO REALLY ASK SOME QUESTIONS ON THAT. ANOTHER BIG ITEM ON THE AGENDA IS THE BIG TOYOTA TAX ABATEMENT. TOYOTA IS THREATENING TO LEAVE SAN ANTONIO IF WE DON'T -- ESSENTIALLY IF WE DON'T GIVE THEM WHAT THEY NEED.
TOYOTA CAME HERE -- WHAT WAS IT? 20 SOME-ODD YEARS AGO.
AND BACK THEN, YOU KNOW, WE GAVE THEM ALL KINDS OF TAX ABATEMENTS.
10, 20 YEARS AND SO FORTH. WHAT DOES THE UNDERLINED AREA SAY? THE COMPANY RECEIVED SUPPORT FROM THE CITY, COUNTY, AND STATE FOR THE PROJECT WAY BACK THEN. THE CITY FACILITATED BOTH EXPANSIONS WITH ADDITIONAL ECONOMIC DEVELOPMENT SUPPORT. WE HAVE BEEN GIVING THEM LOTS OF MONEY AND NOW THEY WANT A TAX ABATEMENT FOR $14 MILLION AND CHANGE AND PLUS CITY WAIVERS AND HALF A MILLION THERE . SAWS FEE WAIVERS, $300,000 THERE. THANK YOU. WHEN ARE WE GOING TO SIMPLY SAY NO TO THIS? HUH? I MEAN, TOYOTA IS NOT GOING ANYWHERE. IT'S ALREADY ESTABLISHED. DO WE REALLY NEED TO GIVE THEM MORE TAX ABATEMENTS? CAN YOU AND I GET A TAX ABATEMENTS LIKE THIS FROM THE CITY? 65%. CAN WE GET SAWS WAIVERS,
HUH? THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MR. FINGER. KEITH WALLDRIP FOLLOWED BY ROGER MARTINEZ.
[00:15:04]
>> THE SAWS PROPOSED CHANGE IN THEIR RESTRICTIONS AND STUFF, I'M A LICENSED IRRIGATOR. I'M PART OF THE SAN ANTONIO IRRIGATION ASSOCIATION AND A BACKFLOW TESTER . THERE'S A LOT OF THINGS THAT SAWS IS DOING, WHICH IS WONDERFUL TO SEE THAT THEY'RE WORKING TOWARD THERE.
THERE'S A LOT OF ITEMS WE NEED TO MAKE SURE THAT THE CITY IS AWARE OF.
IT STATES IT'S RECOMMENDED TO USE A MASTER VALVE. IT'S REQUIRED, WHICH WE WANT TO MAKE SURE THAT GETS CHANGED BECAUSE THAT IS A WATER-SAVER ASPECT FOR IRRIGATION SYSTEMS. IN THE EVENT THERE'S A LEAK SOMEWHERE, IT SHUTS IT OFF.
AND THAT'S PART OF THE REGS WE NEED TO LOOK AT. DRIP IRRIGATION IS VERY IMPORTANT. IT NEEDS TO BE CONSIDERED TWO TIMES A WEEK TO MAKE SURE THE PLANT MATERIAL IS THERE. IT'S GOING TO SUSTAIN IT.
THE OTHER, THE VALVES THAT PEOPLE ARE USING, THERE ARE SOME NO-FLOW ADJUSTMENTS ON ANY OF THESE VALVES THAT NEEDS TO BE WRITTEN IN. A LOT OF THE ISSUES WE HAVE IS THERE'S NOT ENOUGH ENFORCEMENT. BECAUSE IT WAS PUT IN 2010 THAT THERE ARE SUPPOSED TO BE FLOW CONTROL VALVES INTO THE SYSTEM WHEN THEY ARE INSTALLED. PEOPLE ARE STILL INSTALLING FLOWS WITH NO ADJUSTMENT CAPABILITIES. A LOT OF THIS IS HAPPENING BY NON-LICENSED INDIVIDUALS SO THE ENFORCEMENT WE NEED TO MAKE SURE IS THERE. WITH THE TRANSITION WHERE SAWS IS LOOKING TO TAKE OVER THE INSPECTIONS OF THE IRRIGATION SYSTEM WHEN IT GOES IN, WE NEED TO MAKE SURE, PRIOR TO THAT, THAT DSD IS ON BOARD WITH ALL OF THIS BECAUSE THERE'S A LOT OF THINGS SLIPPING THROUGH THE LINES.
DEPTHS OF PIPES ARE NOT WHERE THEY SHOULD BE. THEY ARE JUST 3 TO 4 INCHES BELOW GROUND WHERE THEY SHOULD BE AT LEAST 12 INCHES BELOW THE SURFACE.
THESE ARE SOME OF THE THINGS WE'RE LOOKING AT TO MAKE SURE IT GETS CHANGED.
ONE THING IS WE NEED TO MAKE SURE THAT MASTER VALVES ARE INSTALLED AS A PERMANENT REQUIREMENT, THAT THE CITY REGS NEED TO BE CHANGED. IT'S NOT AN OPTION.
IT'S SOMETHING THAT HAS TO BE DONE. THANK YOU.
>> MAYOR NIRENBERG: THANK YOU, MR. WALLDRIP. ROGER MARTINEZ FOLLOWED BY
D.J. SIEGEG. >> MY NAME IS ROGER MARTINEZ.
I'M A LICENSED IRRIGATOR WORKING FOR THE DOMINION HOME ASSOCIATION.
I'M A FORMER MEMBER OF THE AMERICAN SOCIETY OF LANDSCAPE ARCHITECTS .
I'M HERE TO EXPRESS OUR SUPPORT FOR THE PROPOSED WATER RESTRICTIONS, IN PARTICULAR ALLOWING THE DRIP TO WATER TWO TIMES PER WEEK. THIS REDUCTION FROM SEVEN DAYS TO TWO WEEKS IS A REASONABLE REQUEST AND CONSIDERING THE WATER SITUATION WE'RE IN AND CONSIDERING THE GROWTH OF OUR CITY.
I'M HERE TODAY TO PROPOSE ADDITIONAL WATER-SAVING IDEAS TO CONSIDER.
NUMBER ONE, WE NEED TO REQUIRE PRESSURE-COMPENSATING HEADS.
VERY FEW IRRIGATION SYSTEMS OPERATE AT THE PROPER PRESSURE.
THESE HEADS REDUCE THE PRESSURE AND ALLOW THEM TO OPERATE AT THE PRESSURE RECOMMENDED BY THE MANUFACTURER. THOUSANDS OF GALLONS ARE SAVED BY USING THESE HEADS. NINE STATES CURRENTLY MANDATE THAT THESE HEADS BE USED AND MORE ARE MOVING TOWARD THIS DIRECTION. SAWS IS EVEN OFFERING REBATES FOR CONVERTING TO A PRESSURE-COMPENSATING HEAD. SECOND, PROMOTE POINT SOURCE DRIP IRRIGATION. OTHER THAN RAINFALL THIS IS PROBABLY THE MOST PRECISE WAY TO WATER PLANTS. IT'S SIMILAR TO BUBBLERS. DRIP IRRIGATION SHOULD STILL BE CONSIDERED. IT IS MORE EFFICIENT AND NOT AFFECTED BY WINTER EVAPORATION. WATER IS NOT BLOWN INTO THE STREETS AND RUNOFF IS MINIMAL. IT APPLIES WATER AT THE GROUND AND IS AVAILABLE AT THE ROOT SYSTEM ALMOST IMMEDIATELY. REQUIRE DEEPER SOIL DEPTHS.
ANY APPLICATION OF ORGANIC MATERIAL FOR NEW HOMES AND COMMERCIAL INSTALLATIONS.
CURRENTLY THE DEPTHS ARE 4 INCHES WITH A QUARTER INCH OF ORGANIC MATERIAL.
A MINIMUM OF 1.5 INCHES OF ORGANIC MATERIAL SHOULD BE INCORPORATED.
SOIL PREPARATION CONSERVES WATER. REQUIRE SAWS AUDITS ON RESIDENTIAL HOMES. I DISAGREE THAT ONLY 10% OF THE NUMBER ARE ABUSERS.
I THINK THE NUMBER IS GREATER. A LOT OF YOU SEE IT EVERY DAY IN COMMUNITIES WHERE WATER IS RUNNING DOWN THE STREET DUE TO BROKEN WATER LINES. I BELIEVE WE CAN EDUCATE OUR RESIDENTS AND PROMOTE WATER-SAVING MEASURES AT THE SAME TIME. WE NEED TO REVISE OUR LANDSCAPE ORDINANCE TO HELP LANDSCAPE ARCHITECTS BETTER SUPPORT THE WATER RESTRICTIONS. THE PLANT NEEDS TO BE REVISED.
LASTLY, INCLUDE TNLA AND ALL FUTURE SAWS PROPOSED WATER RESTRICTIONS AT CONCEPTION .
[00:20:01]
INCLUDE THESE ORGANIZATIONS THAT ARE CONSIDERED WITH THE SAN ANTONIO SAISD -- I MEAN, DSDS. WE HAVE A WEALTH OF KNOWLEDGE.WE ALL HAVE AS MUCH WATER-SAVING KNOWLEDGE AS EVERYONE ELSE BUT THESE COMPANIES WANT TO ENSURE THEIR COMPANIES THRIVE AND CONTINUE TO PROVIDE JOBS FOR
THEIR EMPLOYEES. >> MAYOR NIRENBERG: THANK YOU, MR. MARTINEZ.
D.J. SIEGER FOLLOWED BY LORI CASILLAS . >> GOOD MORNING, MAYOR AND COUNCIL. I'M THE PRESIDENT OF SIEGER WATER CORPORATION.
WE'RE AN IRRIGATION AND PLUMBING COMPANY. WE SERVE SAN ANTONIO AND AUSTIN AND EVERYWHERE IN BETWEEN. SPEAKING ON AGENDA ITEM NO.
27, I JUST WANT TO SAY WE ARE INCREDIBLY GRATEFUL AS A COMPANY AND AS AN INDUSTRY TO HAVE KAREN GUZ AT SAWS. SHE HAS INCLUDED US ON EVERY STAGE OF THESE DROUGHT RESTRICTIONS CHANGES AND A LOT OF THE CHANGES THAT HAVE BEEN MADE ARE BECAUSE OF INPUT FROM COMPANIES LIKE MINE, BECAUSE OF INPUT FROM THE TNLA, SAIA AND ALL THE OTHER FOUR-LETTER ACRONYMS. I DO WANT TO SAY I THINK IT'S INCREDIBLY IMPORTANT THAT WE KEEP THE COMPROMISE THAT WAS MADE IN REGARDS TO DRIP IRRIGATION.
AS MANY OF YOU KNOW IT STARTED -- RIGHT NOW IT'S SEVEN DAYS A WEEK.
IT'S A FREE FOR ALL. THE ORIGINAL PROPOSAL WAS FOR ONE DAY A WEEK.
AND OF COURSE WE'VE BROUGHT IT UP TO THE 4-2-2-1 PLAN. TWO DAYS A WEEK ON STAGES 2 AND 3 AND ONE DAY A WEEK ON STAGE 4. COMPANIES LIKE MINE HAVE SOLD CUSTOMERS TENS OF MILLIONS OF DOLLARS IN CONVERSIONS FROM OVERDOSE SPRAYS AND ROTORS TO DRIP IRRIGATION AND WE WANT TO MAKE SURE THE PROMISES WE MADE TO OUR CLIENTS WITH THOSE LOWER FLOW RATES AND PRESSURES, WE WANT TO MAKE SURE THAT OUR PROMISES HOLD TRUE. WE WANT TO MAKE SURE WE CONTINUE TO SERVE OUR CUSTOMERS IN THE BEST POSSIBLE CAPACITY.
THE LAST THING I WANT TO SAY IS CHAPTER 1903 OF THE TEXAS OCCUPATION CODE MAKES IT A CRIMINAL OFFENSE IN TEXAS TO DESIGN, REPAIR, SELL, MARKET, OR INSTALL A LANDSCAPE IRRIGATION SYSTEM WITHOUT AN IRRIGATION LICENSE ISSUED BY THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. IT'S A CLASS C MISDEMEANOR AND AN SAPD OFFICER CAN WRITE YOU A TICKET. I APPRECIATE YOUR TIME THIS
MORNING AND THANKS FOR YOUR CONSIDERATION. >> MAYOR NIRENBERG: THANK YOU VERY MUCH, MR. SIEGER. LORI CASILLAS FOLLOWED BY LINDA DAVILA.
>> MY NAME IS LORI CASILLAS. I HAVE A CALLED BEST LANDSCAPES.
I'M A LICENSED IRRIGATOR AND LANDSCAPE DESIGNER AND MY COMPANY WORKS PREDOMINANTLY WITH HOMEOWNERS ASSOCIATIONS AND WE WORK HARD TO INSTALL AND ADVISE OUR CUSTOMERS ON DROUGHT-TOLERANT LANDSCAPES AND EFFICIENT IRRIGATION SYSTEMS. DRIP IS A VERY IMPORTANT COMPONENT OF THAT AND WE APPRECIATE THE PROCESS THAT SAWS HAS DONE. WE STARTED DISCUSSIONS ON THIS LAST SEPTEMBER AND OCTOBER. IT'S BEEN VERY DELIBERATE. ALL THE DIFFERENT COMPONENTS OF THE ORDINANCE CHANGES HAVE BEEN WELL-THOUGHT-OUT AND INCLUDED STAKEHOLDERS' PARTICIPATION THROUGHOUT THE ENTIRE PROCESS. THE REASON I'M HERE TODAY TO SPEAK IS BECAUSE OF THE COMPROMISE THAT WAS REACHED TO ALLOW DRIP TO WATER TWO DAYS PER WEEK DURING STAGE THREE. THAT REALLY IS CRITICAL TO OUR CUSTOMERS BEING ABLE TO HAVE LANDSCAPES. HOAS DON'T HAVE THE MONEY TO THROW IT OUT AND START OVER. YOU KNOW, THEY HAVE BUDGETS, JUST LIKE WE ALL DO. ONE DAY A WEEK WOULD LITERALLY BE CATASTROPHIC TO OUR HOAS. SO TWO DAYS A WEEK IS A COMPROMISE THAT WILL ALLOW US TO WORK WITH OUR CUSTOMERS OVER TIME, TO MIGRATE THEIR IRRIGATION AND LANDSCAPES TO MORE DROUGHT TOLERANT. WE APPRECIATE THE COUNCIL'S CONSIDERATION OF THIS AND WE APPRECIATE SAWS' WILLINGNESS TO LISTEN AND COMPROMISE
DURING THIS ENTIRE PROCESS. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MS. CASILLAS. LINDA DAVILA ON ITEM 45. MR. DAVILA, YOU WILL BE
FOLLOWED BY ASHLEY CHAVEZ. >> MAYOR, CITY COUNCIL, I'M LINDA DAVILA.
I'M A COPS/METRO LEADER AND I'M HERE ON BEHALF OF OUR NEIGHBORS ACROSS THE STREET AT CASSIANO HOMES. WE COMMEND YOU ON APPROVING THE $1 MILLION OPPORTUNITY HOME ACCESS AND OPERATIONS FUND, WHICH IS PART OF OUR CITY'S BUDGET FISCAL YEAR '24. THIS IS AN EXTRAORDINARY, MOST LIKELY FIRST OF ITS
[00:25:03]
FUND ACROSS ANY MAJOR CITY THAT IS DIRECTLY USED FOR MAINTENANCE AND ACCESSIBILITY OF OUR PUBLIC HOUSING RESIDENTS. WE ASK THAT YOU CONTINUE THIS LINE ITEM IN OUR CITY BUDGET. DON'T STOP NOW.THE RESIDENTS, ESPECIALLY CHILDREN, DESERVE A HAPPY, SAFE, AND HEALTHY PLACE TO CALL HOME. THANK YOU. INSTEAD OF ASHLEY, I HAVE
MS. ZUGIAS HERE. IS THAT OKAY? >> I'M HERE ON BEHALF OF THE RESIDENTS OF CASSIANO HOMES TO SAY THANK YOU. THANK YOU FOR SHOWING AN INTEREST WITHIN OUR COMMUNITY TO CREATE A SAFE ENVIRONMENT FOR OUR CHILDREN. MAY GOD'S HANDS BE ON THESE PLANS TO RESTORE IT AND MAY
IT NOT STOP THERE. GOD BLESS YOU. >> MAYOR NIRENBERG: THANK
YOU VERY MUCH. REYNALDO RAMIREZ ON ITEM 50. >> I WANT TO THANK YOU AND THANK THE QUIROGA FAMILY, IN PARTICULAR EPI FOR MAKING ME A PART OF THIS GREAT PROJECT I WAS ASKED TO BE A PART OF THE SPORTS MEDICINE TEAM FOR YOUNG ATHLETE, ROBERT QUIROGA IN THE LATE '80S, TO WORK AS HIS PHYSIOLOGIST AND CLINICAL NUTRITIONIST.
HE FOUGHT AT A WEIGHT OF 115 TO 117 POUNDS. I USED TO SAY HE FOUGHT AT WHAT MOST WOMEN WISH THEY WEIGHED. HE WOULD SOMETIMES GET UP TO 128 POUNDS AND THEY WANTED TO MAKE SURE HE DIDN'T LOSE THE WEIGHT WITHOUT LOSING HIS POWER. THAT WAS MY DUTY WITH HIM . AND MANY PEOPLE AROUND THE WORLD HEARD THAT HE WAS A GREAT CHAMPION. SAN ANTONIO, TEXAS, THE WORLD CHAMPION, ROBERT QUIROGA. EVERY TIME HE FOUGHT, THAT WAS EXPRESSED. THEY DIDN'T SAY CORPUS CHRISTI, TEXAS OR HOUSTON, TEXAS, IT'S SAN ANTONIO, TEXAS. OUR NATIVE SON, THE CITY'S SON, A WORLD CHAMPION. SAN ANTONIO'S FIRST. I WORKED WITH THE SAN ANTONIO SPURS FOR 12 YEARS WITH DR. SIMMONS AND THEY WERE WORLD CHAMPIONS TOO BUT IN 1999 HE WAS CHAMPIONED WAY BEFORE THAT, ALMOST A DECADE BEFORE THAT.
HE WAS PART OF THE GREATEST FIGHT OF THE 20TH CENTURY. I THINK HE WAS RANKED NO. 10 IN THE 20TH CENTURY AND THAT'S BY ESPN. THIS IS A GREAT SIGN OF HIM BEING A WORLD CHAMPION AND GREAT BOXER. THAT WAS RECOGNIZED BUT THERE'S ANOTHER SIDE TO THIS YOUNG MAN. HE'S A LOCAL HERO.
HE WAS A HIM WHEN HE WENT TO ELEMENTARY SCHOOLS TO ENCOURAGE CHILDREN TO STAY OUT OF GANGS. I STARTED A PROGRAM WITH MY COMPANY.
WE CALLED IT DON'T HANG WITH GANGS. SOME OF Y'ALL MAY REMEMBER.
SOME OF YOU MAY NOT. IT WAS PUBLICIZED QUITE A BIT IN THE SAN ANTONIO NEWSPAPERS. AND THE WORLD CHAMPION LOVED IT.
HE AND HIS TRAINER, JOE LOPEZ, WOULD PUT ON A DEMONSTRATION IN FRONT OF A SCHOOL ASSEMBLY. TWO CHAIRS AND THE KIDS STANDING UP.
JOE WOULD HOLD OUT THESE PADS AND ROBERT WOULD HIT THEM.
HE'S ABOUT THAT TALL. AND THE KIDS WOULD SAY, WAIT A MINUTE.
WHEN IS HE GOING TO FIGHT MIKE TYSON? THAT WAS THE NUMBER ONE THING THEY WOULD BRING UP. HE SAID I DON'T KNOW IF I'M GOING TO FIGHT MIKE TYSON.
THEY SAID, CAN YOU BEAT MIKE TYSON? BUT WHEN THEY SAW THAT BEAUTIFUL WORLD CHAMPIONSHIP BELT, THE KIDS' EYES OPENED UP.
HE WALKED THESE STREETS. HE WENT TO THESE STORES. Y'ALL MIGHT HAVE RUN INTO HIM AND MAY NOT HAVE KNOWN WHO HE WAS. HE WAS VERY UNASSUMING.
A GREAT ROLE MODEL AND I REALLY SUPPORT THE PAVILION BEING NAMED FOR HIM AT ROSEDALE PARK. THANK YOU VERY MUCH. [APPLAUSE]
>> MAYOR NIRENBERG: THANK YOU VERY MUCH, MR. RAMIREZ. EPEE QUIROGA FOLLOWED BY
HENRY RODRIGUEZ. >> THANK YOU, MAYOR. THANK YOU, CITY COUNCIL FOR HAVING US HERE TODAY. A SPECIAL THANKS TO DISTRICT 5, TERI CASTILLO FOR TAKING THIS ON AND RECOGNIZING SOMEBODY THAT REALLY NEEDS A RECOGNITION, ROBERT QUIROGA.
ROBERT WAS THE FIRST WORLD CHAMPION OXER OF SAN ANTONIO BUT BETTER THAN THAT, HE WAS THE FIRST AMERICAN TO LEAVE SAN ANTONIO AT THE YOUNG AGE OF
[00:30:05]
19 AND GO TO ENGLAND AND CAPTURE THE IBF SUPER FLYWAY.THE JAPANESE HAD IT, THE KOREANS HAD IT. THE ITALIANS HAD IT BUT ROBERT WAS THE FIRST AMERICAN TO CAPTURE THAT WORLD-CLASS CHAMPIONSHIP.
HE ACCOMPLISHED SOME GREAT THINGS IN HIS BOXING CAREER. HENRY RODRIGUEZ FROM LULAC HAS SPEARHEADED THIS PUSH AS WELL. THANK YOU VERY MUCH, HENRY FOR DOING THAT. ROBERT DID SOME AMAZING THINGS IN HIS BOXING CAREER.
THE 100 GREATEST TITLE FIGHTS OF ALL TIME. WHEN YOU THINK ABOUT WHEN BOXING STARTED TO GET RECORDED, HE MADE THAT LIST, THE TOP 100 GREATEST TITLE FIGHTS OF ALL TIME. SO ROBERT HAD SOME GREAT ACCOMPLISHMENTS IN BOXING IN 1991. HE HAD A FIGHT RIGHT HERE IN SAN ANTONIO.
A LOT OF PEOPLE MIGHT REMEMBER THAT FIGHT. 12 ROUNDS, NONSTOP ACTION.
IT WAS JUST A BEAUTIFUL FIGHT AND IT WENT DOWN IN HISTORY.
UNFORTUNATELY, ROBERT WAS MURDERED IN 2004 BY HIS MIDDLE SCHOOL BULLY.
HIS BULLY HAD HATE AND JEALOUSY FOR ROBERT. WE STARTED A PROGRAM CALLED THE USA SA BULLY-FREE CAMPAIGN AND WE HAVE TAKEN ROBERT'S STORY ALL OVER THE CITY OF SAN ANTONIO. 36,000 KIDS IN SAN ANTONIO HAVE HEARD ROBERT'S STORY ABOUT HIS ACCOMPLISHMENTS, WHAT HE DID FOR OUR COMMUNITY.
BUT HOW HATE AND JEALOUSY TOOK HIM AWAY FROM US. I HAVE GONE TO EVERY SCHOOL DISTRICT HERE IN SAN ANTONIO. 36,000 KIDS HAVE HEARD HIS STORY AND HAVE MADE A COMMITMENT TO NOT BULLY ANYBODY.
SO WE'RE REALLY EXCITED ABOUT THE PROGRAM. THE PROGRAM IS MOVING FORWARD FROM SAISD TO JUDSON ISD, NORTH EAST ISD, BANDERA ISD, EVEN AUSTIN, TEXAS.
FOR YOU TO RECOGNIZE HIM AT HIS 20TH ANNIVERSARY IS A BEAUTIFULTI THING.
THANK YOU, GUYS VERY MUCH. PLEASE APPROVE THIS PAVILION NAMING FOR ROBERT QUIROGA.
IT WOULD BE A GREAT HONOR FOR OUR FAMILY. THANK YOU, MAYOR.
>> MAYOR NIRENBERG: THANK YOU VERY MUCH, MR. QUIROGA. HENRY RODRIGUEZ.
>> THANK YOU VERY MUCH. HENRY RODRIGUEZ. I'M THE EXECUTIVE DIRECTOR FOR LULAC AND BEFORE I FINISH RAMBLING HERE, I WANT TO GO AHEAD AND SAY THANK YOU. HE LED THE PROGRAM THAT EPEE QUIROGA SHOULD BE SUPPORTED BY EVERY ONE OF YOU. SOMEBODY HAD TO TAKE THE LEAD AND HE IS .
CERTAINLY I WANT TO THANK COUNCILWOMAN TERI CASTILLO FOR TAKING THE LEAD ON THIS AND I WANT TO THANK YOU IN ADVANCE FOR YOUR VOTE OF CONFIDENCE FOR THIS GREAT EFFORT TO NAME THAT PAVILION ROBERT QUIROGA. IT HAS BEEN MY PLEASURE, MY HONOR, MY PRIVILEGE TO HAVE KNOWN THE ENTIRE QUIROGA FAMILY AND I FELT LIKE BEING PART OF AN EXTENDED FAMILY. AND THERE'S SO MUCH TO SAY THAT YOU CANNOT PUT IT INTO THREE MINUTES HERE BUT I WILL TELL YOU THAT WE ARE A VERY PROUD COMMUNITY ON THE WESTSIDE, VERY PROUD CITY, AND THE WHOLE WORLD NEEDS TO KNOW THE ACCOMPLISHMENT OF THIS YOUNG MAN. YOU SAW HIM ON THE STREET, YOU COULD NEVER KNOW THAT HE WAS A FIERCE FIGHTER IN THE RING. HE WAS A PERFECT GENTLEMAN AND A SCHOLAR. THAT YOUNG MAN WAS THE EPITOME OF WHAT A GOOD STUDENT, A GOOD SON, A GOOD BROTHER TO EVERYONE SHOULD BE LIKE.
THAT WAS ROBERT PAQUIN QUIROGA. I HAD THE PLEASURE AND THE HONOR, AS A RING ANNOUNCER, TO ANNOUNCE MANY OF HIS FIGHTS, MOSTLY AMATEUR.
A COUPLE OF HIS PROFESSIONAL FIGHTS, INCLUDING ONE CHAMPIONSHIP FIGHT.
YOU KNOW, TO STAND THERE AND SAY, LADIES AND GENTLEMEN, INTRODUCING THE INTERNATIONAL BOXING FEDERATION JUNIOR BANTAM WEIGHT CHAMPION OF THE WORLD, ROBERT QUIROGA. THAT WAS MY PRIDE. I FELT SO PROUD .
SO I ASK YOU TO PLEASE UNANIMOUSLY GIVE US YOUR SUPPORT.
AND I KNOW YOU WILL. BUT I HAVE TO SAY IT. AS LULAC, WE SUPPORTED A BUNCH OF BOXING PROGRAMS BUT MOSTLY ANGELS BOXING CLUB AND OF COURSE THE FAMOUS
[00:35:07]
ZARZAMORA STREET GYM WHERE ROBERT TRAINED AS W WELL , BESIDES ANGELS BOXING CLUB.I REALLY THANK EACH AND EVERY ONE OF YOU AGAIN AND THANK YOU, COUNCILWOMAN CASTILLO FOR YOUR LEADERSHIP AND ALL OF YOU. GRACIAS.
>> MAYOR NIRENBERG: THANK YOU VERY MUCH. LET'S GET INTO COUNCIL DISCUSSION ON ITEMS REMAINING ON CONSENT. I DON'T HAVE A QUEUE SO SIGNAL ME. COUNCILMEMBER CABELLO HAVRDA.
>> HAVRDA: THANKS, MAYOR. I'M HIGHLIGHTING 28D. THE APPOINTMENT OF JANIE MCCLINCHIE TO THE SAN ANTONIO ARTS COMMISSION. JANIE IS A LOCAL ARTIST AND HAS BEEN AN ARTS VENDOR FOR MORE THAN A DECADE. STHANKS, JANIE FOR AGREEING TO REPRESENT DISTRICT 6 AT THE SAN ANTONIO ARTS COMMISSION.
THANKS, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CABELLO
HAVRDA. COUNCILMEMBER VIAGRAN. >> I WOULD LIKE TO HIGHLIGHT A COUPLE OF ITEMS. ONE IS ITEM NO. 7. IN ADDITION, ITEM NO. 40 BUT I'M GOING TO STICK WITH ITEM NO. 7, WHICH IS AUTHORIZING A CONTRACT WITH LYNEVERSE TECHNOLOGY TO PROVIDE METRO HEALTH WITH A CASE MANAGEMENT FOR THE DOMESTIC VIOLENCE PROGRAM. METRO HEALTH SUPPORTS OVER 12,000 RESIDENTS ANNUALLY WHO EXPERIENCE DOMESTIC VIOLENCE. THIS IS WHAT I DID FOR THE CITY WHEN I WORKED WITH THE CITY. WE WERE UNDER THE POLICE DEPARTMENT AND WE DID NOT HAVE A CASE MANAGEMENT SYSTEM SO I AM SO THANKFUL THAT THIS IS COMING FORWARD AND MOVING ON TODAY. THIS SYSTEM WILL STREAMLINE THE PROCESS, DATA INPUT, AND REPORTING. THIS NEW SYSTEM WILL ENABLE DOMESTIC VIOLENCE TEAM TO SECURELY MANAGE CLIENT INFORMATION AND THIS WILL BE A COMPREHENSIVE SYSTEM. THIS IS A TOOL THAT WE USE TO PROVIDE SOLUTIONS AND I LOOK FORWARD TO IT BECAUSE WE KNOW THAT THE CITY'S I.T. PROGRAM IS KIND OF THERE AND MAKING SURE THAT THIS CASE MANAGEMENT PROGRAM WORKS. BECAUSE THE CITY'S GOAL IS TO ESTABLISH AND STREAMLINE A COMPREHENSIVE APPROACH FOR ADDRESSING THIS ISSUE.
THIS DOESN'T GO ALONE AND THAT'S WHY I WANTED TO HIGHLIGHT ITEM 40 ALSO, BECAUSE THIS IS FOR PROJECT WORTH. IT BEGINS BELIEVING THAT YOU DON'T HAVE TO PUT UP WITH AN ABUSIVE PARTNER. AND I HOPE EVERYONE HEARS THAT LOUD AND CLEAR TODAY. THE OTHER ITEM I WOULD LIKE TO HIGHLIGHT IS ITEM 27.
I WANT TO THANK ALL THE SPEAKERS FOR COMING. THANK THOSE SPEAKERS THAT BROUGHT SOLUTIONS. WE NEED TO WORK TOGETHER AND I'M LOOKING FORWARD TO SEEING THIS IMPLEMENTED AND SEEING HOW IT WORKS AND ADDRESSING SOME OF THE CONCERNS MY CITIZENS HAVE REGARDING SOME BIGGER WATER USERS.
BUT I THINK WHAT THE SPEAKERS BROUGHT US TODAY WAS THAT THERE ARE SOLUTIONS OUT THERE. WE JUST NEED TO WORK TOGETHER TO IMPLEMENT THEM.
AND THE OTHER THING IS WE DO NEED TO LOOK AT OUR SOIL. SO I LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE AND I THINK THIS IS PART OF SOMETHING WE NEED TO ADDRESS IS OUR SOIL ISSUES HERE IN SAN ANTONIO. THANK YOU.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN. COUNCILMEMBER ROCHA GARCIA.
>> GARCIA: THANK YOU, MAYOR. I'D LIKE TO HIGHLIGHT ITEM NO. 26, WHICH IS THE PRICE MAIN GRANT PROGRAM WITH ROCK USA.
THIS IS REALLY EXCITING FOR RESIDENTS OF DISTRICT 4. WITH THIS GRANT, WHICH IS A $22 MILLION GRANT, HOUSING BONDS AND A PARTNERSHIP WITH THE SAN ANTONIO HOUSING TRUST, WE WILL IMPROVE THE LIVES OF MANY FAMILIES WITH A MOBILE HOME PARK IN DISTRICT 4. DISTRICT 4 HAS THE MOST NUMBER OF MOBILE HOME PARKS.
PETE ALANIZ IS HERE AND I WANT TO RECOGNIZE HIS WORK . WE HAVE FAMILIES THAT ARE LIKE EVERY OTHER FAMILY IN OUR COMMUNITY. THEY ARE HARD WORKING AND THEY WANT A SAFE PLACE TO LIVE AND I BELIEVE THIS GRANT IS GOING TO BE AN ADDITIONAL LEVEL OF HELP FROM THEM. WE HAVE DONE ONE SIMILAR AT THE CITY, SIMILAR MODEL TO THIS IN DISTRICT 3 WITH MY COLLEAGUE, COUNCILWOMAN VIAGRAN, AND I'M EXCITED TO BEGIN THE PROCESS IN D4 TO UPLIFT A WHOLE COMMUNITY JUST DOWN THE STREET FROM OUR FIELD OFFICE. I WOULD LIKE TO THANK NHSD, ROC USA, AND THE SAN ANTONIO HOUSING TRUST. ADDITIONALLY I WOULD LIKE TO HIGHLIGHT 44 AND I WOULD LIKE TO FIRST THANK JOHN, THE PRESIDENT OF THE HERITAGE NEIGHBORHOOD ASSOCIATION. MELODY WOOSLEY AND HOMER GARCIA FOR COMMITTING TO NAME OUR NEW SENIOR CENTER THE ROBBIE ROBINETTE SENIOR CENTER. I WOULD LIKE TO THANK KATHLEEN FOR KEEPING MY OFFICE UP TO DATE ON CONSTRUCTION. THANK YOU TO YOLANDA PEREZ
[00:40:03]
FOR EXECUTING THE NAMING PROCESS. AFTER A ROCKY START, CONSTRUCTION HAS MOVED ALONG QUICKLY AND I LOOK FORWARD TO THE RIBBON CUTTING THIS FALL. FINALLY, LET ME TAKE A MOMENT TO REMEMBER ROBBIE AND HER DREAM TO ONE DAY BUILD THIS NEW COMMUNITY VENUE THAT WILL HOST COUNTLESS CHILDREN AND ADULTS FOR YEARS TO COME. I HOPE SHE IS LOOKING DOWN AT US TODAY AND IS JUST AS THRILLED AND EXCITED AS WE ARE TO OPEN THIS COMMUNITY ASSET. THANK YOU FOR HER VISION, LEADERSHIP, AND FOR NEVER GIVING UP ON HER DREAM. HER PERSISTENCE HAS PAID OFF.>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA.
COUNCILWOMAN CASTILLO. >> CASTILLO: PACKED EDUCATION AND A LOT OF ITEMS TO HIGHLIGHT IN DISTRICT 5. ITEM 19 I'M HAPPY TO HIGHLIGHT IS THE LEASING SPACE FOR AN ACS SPAY AND NEUTER CLINIC ON THE WESTSIDE OF SAN ANTONIO.
RESIDENTS HAVE LONG CALLED ON THE CITY OF SAN ANTONIO TO EXPAND SPAY AND NEUTER SERVICES ALONG WITH THE GENERAL ACS SERVICES AS OUR CITY CONTINUES TO GROW THIS FACILITY WILL BE CRUCIAL IN DELIVERING ACS'S STRATEGIC PLAN AND OVERALL ASSISTING IN ACS TO SCALE UP. WHILE THIS IS THE FIRST STEP AND IT'S GOING TO TAKE SOME TIME BEFORE THIS CLINIC IS UP AND RUNNING, I'M PROUD TO SAY THAT THESE SERVICES WILL BE BASED OUT AND DELIVERED IN DISTRICT 5. ITEM 28, IT'S AN HONOR TO APPOINT DISTRICT 5 RESIDENT AND SAN ANTONIO LEADER, MARIA SALAZAR TO THE LGBTQ+ ADVISORY BOARD DURING THE MONTH OF PRIDE. SHE HAS LONG BEEN A CHAMPION OF LGBTQ+ RIGHTS IN OUR CITY AND HAS WORKED DILIGENTLY. SO WE'RE EXCITED TO APPOINT MARIA, WHO HAS BEEN A PART OF THE COMMITTEE SINCE THE MAYOR INITIATED IT.
ITEM 41 REPRESENTS A MAJOR WIN FOR DEEPLY AFFORDABLE HOUSING AND PERMANENT SUPPORTIVE HOUSING. NEARLY 40%, 361 OF THESE UNITS WILL HOUSE FAMILIES AT OR BELOW 30% AMI. THE PRESERVE AT THE PORT IN DISTRICT 5 IS RECEIVING FUNDING WHICH WILL ENSURE FAMILIES OF ALL INCOME LEVELS CAN LIVE AND WORK AND PLAY NEAR PORT SAN ANTONIO. WHAT IS SO COOL ABOUT THE PRESERVE OF THE PORT IS THEY ESTABLISHED A PARTNERSHIP WITH THE MUSEUM OF SCIENCE AND TECH TO BRING THE EXPERIENCE TO FAMILIES LIVING THERE. I'M EXTREMELY GRATEFUL TO THE BOARD AND ALL THEIR WORK AND I WANTED TO THANK THE COMMUNITY FOR VOTING IN FAVOR OF THE HOUSING BOND AND ANY TRUSTEE AND THE VARIOUS EVALUATION COMMITTEE MEMBERS AND ALL OF OUR HOUSING PARTNERS MAKING SURE THESE HOUSING BOND PROJECTS COME TO FRUITION. ITEM 45 IS EXCITING BECAUSE IT'S THE FIRST TIME, AS LINDA MENTIONED IN HER PUBLIC COMMENT, THAT A TEXAS CITY'S GENERAL FUND WILL BE USED TO SUPPORT PUBLIC HOUSING. WITH THESE FUNDS, ALL 499 APARTMENT WINDOW UNITS AT THE CASSIANO HOMES WILL BE REPLACED WITH MINIMAL IMPACT TO RESIDENTS. IT'S IMPORTANT TO HIGHLIGHT THESE WINDOWS HAVEN'T BEEN REPLACED SINCE CONSTRUCTION IN 1951. I WANT TO THANK MY COLLEAGUES FOR THEIR SUPPORT DURING THE LAST BUDGET CYCLE AND I HOPE WE CONTINUE TO INVEST IN OUR PUBLIC HOUSING TENANTS. I WANT TO BE SURE AND THANKS COPS/METRO FOR THEIR LEADERSHIP AND WORK AND NONE OF THIS WOULD BE POSSIBLE WITHOUT THE SUPPORT AND LEADERSHIP OF ED HINOJOSA OF OPPORTUNITY HOME.
HE'S THE BEST THING THAT HAS HAPPENED TO OPPORTUNITY HOME LAST BUT NOT LEAST, I'M EXCITED TO HIGHLIGHT ITEM 50.
THIS IS AN EXTREMELY NEAR AND DEAR ITEM TO THE HEARTS OF MANY RESIDENTS IN DISTRICT 5 WHO ADMIRE THE SPORT OF BOXING. IT'S ALWAYS GREAT TO HAVE DISTRICT 5 RESIDENTS PRESENT IN THE COUNCIL CHAMBERS, ESPECIALLY FOR THIS ITEM.
AS HENRY RODRIGUEZ MENTIONED, HE AND JOE CAME INTO OUR OFFICE TO TALK ABOUT THE NEED TO HIGHLIGHT AND RECOGNIZE THE HISTORY AND THE FAMILY OF THE QUIROGA FAMILY. WITH THAT, ROBERT QUIROGA WAS THE FIRST U.S. IBV WORLD BOXING CHAMPION AND SUCCESSFULLY DEFENDED HIS TITLE FIVE TIMES.
AS HIS BROTHER MENTIONED, THIS IS HISTORIC FOR A NUMBER OF REASONS BECAUSE NOT ONLY WAS HE THE FIRST WORLD CHAMPION FROM THE CITY OF SAN ANTONIO BUT THE FIRST AMERICAN CHAMPION TO TAKE ON THE TITLE. IT'S IMPORTANT THAT WE RECOGNIZE THAT HISTORY AND THE FACT THAT HE WAS A GRADUATE FROM MEMORIAL HIGH SCHOOL OUT OF EDGEWOOD AND HIS LEGACY INSPIRED SO MANY OTHERS.
AND TO CONTINUE TO TELL THAT STORY AND TO CONTINUE TO CHALLENGE BULLYING IN OUR SCHOOLS. DISTRICT 5 HAS THE MOST CONCENTRATION OF BOXING GYMS THAN ANY OTHER COUNCIL DISTRICT AND THAT'S WHY I ALWAYS SAY THAT DISTRICT 5 IS FULL OF FIGHTERS, FULL OF CHAMPIONS AND YOU GOT TO PRACTICE BEFORE YOU CHALLENGE US. SAN ANTONIO IS OFTEN REFERRED TO AS ONE OF THE BOXING MECCAS OF THE WORLD AND WHEN SEVERAL COMMUNITY MEMBERS CAME TO OUR OFFICE WE JUMPED ON THIS OPPORTUNITY TO HELP THE FAMILY AND HENRY RODRIGUEZ ENSURE THAT WE RECOGNIZE ROBERT QUIROGA. WITH THAT, I'M EXCITED THAT
[00:45:02]
THIS IS ON THE CONSENT AGENDA AND LOOK FORWARD TO SUPPORTING IT.THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CASTILLO.
COUNCILMEMBER PELAEZ. >> PELAEZ: I AM LOATHE TO CONTRADICT -- I SAID THIS THE LAST TIME. I'M LOATHE TO CONTRADICT COUNCILWOMAN TERI CASTILLO BUT I'M GOING TO DO IT AGAIN. HE'S NOT JUST THE FIRST SAN ANTONIAN TO WIN A BOXING CHAMPIONSHIP ON A WORLD LEVEL.
HE IS THE FIRST SAN ANTONIAN TO WIN ANY ATHLETIC CHAMPIONSHIP IN THE WORLD.
[APPLAUSE] I'M GREEN WITH ENVY. I'VE GOT THE MEDICAL CENTER, UTSA, USAA, ALL THOSE GREAT ORGANIZATIONS BUT I'D GIVE ANYTHING TO HAVE JUST SOME OF THOSE BOXING GYMS AND SOME OF THAT HISTORY AND LORE IN DISTRICT 8.
I WISH VISIT SAN ANTONIO WAS WATCHING BECAUSE, YOU KNOW, THEY PRESENTED TO US THE OTHER DAY THEIR CAMPAIGN ABOUT BEING THE TEXAS CAPITAL OF FOOD AND THE TEXAS CAPITAL OF A BUNCH OF ITEMS. WE ARE THE TEXAS CAPITAL OF BOXING AND I'M NOT SURE THAT THAT GETS SUFFICIENT RECOGNITION AND I'M SO HAPPY THAT TERI CASTILLO DID THAT BECAUSE WE STAND HERE IN THIS CITY THAT BIRTHED JESSE JAMES LEIJA WHO GAVE A START TO AMAZING CAREERS FOR ROBERT QUIROGA, JESSE RODRIGUEZ, JOHN MICHAEL JOHNSON AND JOE FRANCO, ALL WORLD CHAMPIONS.
WE PAT OURSELVES ON THE BACK A LOT ABOUT OUR VERY WONDERFUL SPURS AND OUR UTSA FOOTBALL TEAM BUT I'M NOT SURE WE SPEAK WITH THE SAME LOUD VOICE THAT WE SHOULD ABOUT OUR BOXING TRADITION. AND I GOT TO GO TO THE MEETING THAT COUNCILWOMAN CASTILLO PUT TOGETHER AT THIS PARK AT ROSEDALE AND I WAS GREEN WITH ENVY BECAUSE I DON'T KNOW HOW YOU ARE ABLE TO BRING OUT THAT MANY PEOPLE FOR A TOWN HALL TO NAME A PAVILION. IT WAS AMAZING. I WOULD KILL FOR THOSE KINDS OF CROWDS AT OUR TOWN HALL. MAKING ME THINK I'M GOING TO NAME SOME PAVILIONS ROBERT QUIROGA, JUST TO GET SOME PEOPLE OUT THERE. I DO WANT TO ENCOURAGE EVERYBODY IN THIS ROOM TO WATCH A DOCUMENTARY CALLED ONE CHANCE.
IT'S THE STORY OF ROBERT QUIROGA. IT'S VERY, VERY IMPORTANT FILM. IT FEATURES SOME OF OUR OWN LOCAL LUMINAIRES GOING BACK AND TALKING ABOUT THIS HISTORY. YOU'LL FIND HENRY CISNEROS TALKING ABOUT IT AND PARTICULARLY THE FIGHT WHERE ROBERT DEFENDED HIS TITLE.
AND IT IS ONE OF THE GREATEST FIGHTS IN BOXING HISTORY AND IT HAPPENED RIGHT HERE IN SAN ANTONIO. AND SO THAT HISTORY NEEDS TO BE TOLD AND NEVER FORGOTTEN AND I CAN'T THANK MY COUNCILWOMAN COLLEAGUE ENOUGH FOR MAKING THIS A REALITY TODAY FOR THIS FAMILY BUT ALSO FOR THE BOXING FANS IN SAN ANTONIO WHO PAY ATTENTION TO MOMENTS LIKE THESE. THANK YOU.
[APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER PELAEZ.
COUNCILMEMBER MCKEE-RODRIGUEZ. >> MCKEE-RODRIGUEZ: THANK YOU. THERE'S A LOT OF BOXING FANS HERE TODAY.
I'M MUCH MORE OF A STREET FIGHTER MYSELF. [LAUGHTER] LET ME TELL Y'ALL ABOUT HOW FANTASTIC TODAY IS GOING. IT IS SUCH AN AMAZING DAY FOR DISTRICT 2 AND I ASK MY COLLEAGUES TO BEAR WITH ME. WE'RE GOING TO START WITH ITEM 16, AN AGREEMENT WITH UNION PACIFIC. DISTRICT 2 HAS THE HIGHEST NUMBER OF RAILROAD CROSSINGS IN THE CITY AND THIS SPECIFIC CROSSING AT RITTIMAN ROAD SOMETIMES THERE STOP FOR 45 MINUTES. PEOPLE ARE CALL NONSTOP BECAUSE THEY'RE STUCK AND THIS IS ON THE NORTHEAST SIDE OF MY DISTRICT.
IT'S A WELCOME SIGN THAT THE CITY WILL GET ONE STEP CLOSER TO ELIMINATING THIS RAILROAD CROSSING. I WOULD LIKE TO THANK UNION PACIFIC AND I'M LOOKING FORWARD TO GETTING RID OF THE REST OF THE RAILROAD CROSSINGS.
NOW ITEM 20, A LEASE AGREEMENT FOR AN ACS SPAY AND NEUTER CLINIC AT 1604 SOUTH NEW BRAUNFELS. WE ARE SO EXCITED TO BE A NEW SPAY AND NEUTER TO DISTRICT 2, SPECIFICALLY DENVER HEIGHTS. WHEN WE DO OPEN OFFICE HOURS AT TONY GS AND THE DAKOTA ICEHOUSE, WE HAVE PEOPLE COME WITH A RANGE, ALL THE THINGS. NO MATTER WHAT ISSUE THEY COME TO CHAT WITH ME SPECIFICALLY ABOUT, THEY WILL 100% OF THE TIME BRING UP A CONCERN ABOUT STRAY AND ROAMING ANIMALS. ALL THAT TO SAY THIS IS AN AREA OF HIGH NEED AND WE ARE SO EXCITED FOR THE FUTURE OF THIS ACS CLINIC. AND ALL OF THE GOOD THAT IT'S GOING TO DO TO BRING THESE SERVICES TO AN AREA WHERE IT'S MOST NEEDED.
[00:50:03]
THANK YOU SO MUCH TO MY COLLEAGUES IN THE WESTSIDE WHO COLLABORATED WITH US TO ADVOCATE FOR THE EASTSIDE SPAY AND NEUTER HUBS, WHICH INCLUDES 19, THAT YOU HEARD FROM COUNCILWOMAN CASTILLO. THIS IS ANOTHER EXAMPLE OF HOW CONNECTED OUR STRUGGLES ARE AND HOW WHEN WE SUPPORT AND WORK ALONGSIDE ONE ANOTHER OUR COMMUNITY BENEFITS IN A BIG WAY. THIRD IS ITEM 39, AN AGREEMENT WITH H-E-B FOR INSULIN SUPPORT AND PHARMACY SERVICES. BACK IN 2022 I FILED A COUNCIL CONSIDERATION REQUEST FOR AN INSULIN COST SHARE PROGRAM AND IT WAS FUNDED AS A PART OF THIS YEAR'S BUDGET. IT'S TAKEN SOME TIME BUT IT'S HERE AND I COULDN'T BE MORE HAPPY BECAUSE HEALTH DISPARITY IS A REALITY WE FACE IN DISTRICT 2 AND PARTICULARLY FOR BLACK PEOPLE.THIS INCLUDES HIGHER CRATES OF CHRONIC ILLNESSES LIKE DIABETES.
MY OFFICE HAS RECEIVED CALLS FROM PEOPLE CHOOSING BETWEEN RENT, UTILITIES, GROCERIES, AND MEDICATIONS LIKE INSULIN. THANK YOU TO METRO HEALTH FOR YOUR WORK ON THIS ISSUE. WE LOOK FORWARD TO ANNOUNCING THIS TO OUR RESIDENTS AND MAKING SURE THEY HAVE ACCESS TO THIS LIFE-SAVING RESOURCE.
LASTLY, A FEW WEEKS AGO WE PURCHASED LAND ON THE EASTSIDE FOR FUTURE DEVELOPMENT OF A SENIOR CENTER WITH AFFORDABLE HOUSING.
IT BRINGS ME JOY TO HIGHLIGHT ITEM 47, AN ORDINANCE AUTHORIZING AN AGREEMENT BETWEEN THE INNER CITY TIRZ AND THE HOUSING TRUST TO ACQUIRE ANOTHER 8.6 ACD ADJACENT TO PRE-K 4 SA'S EASTSIDE CAMPUS. AS I HAVE MENTIONED PREVIOUSLY, I AM IN MY LAND BANKING ERA AND IT'S IMPORTANT FOR ME TO ACQUIRE LAND FOR PUBLIC GOOD. THIS IS AN AREA THAT'S BEING TAKEN OVER BY WAREHOUSES, 18-WHEELERS, AND INDUSTRIAL USES AND IT'S ALSO AN AREA WHERE THERE'S A GROWING NEED FOR CITY SERVICES, AMENITIES, AND THINGS TO DO. MY HOPE FOR THIS SITE IS A COMMUNITY CENTER WITH AFFORDABLE HOUSING. THANK YOU.
I KNOW THAT WAS A LOT BUT IT'S A GREAT DAY FOR DISTRICT 2.
THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER
MCKEE-RODRIGUEZ. COUNCILMEMBER KAUR. >> KAUR: THANK YOU.
ALSO A GREAT DAY FOR DISTRICT 1. SOME OF THE LA VILLITA OWNERS ARE HERE. I WOULD LIKE FOR Y'ALL TO STAND, PLEASE.
I WANT TO SAY THANK YOU TO LORI, TO JOHN, TO CITY STAFF FOR MAKING THIS POSSIBLE.
HIGHLIGHTING ITEMS 21 AND 31. Y'ALL'S LEASES ARE GOING TO BE RENEWED FOR TWO YEARS AND GIVE YOU A 75% REDUCTION IN RENT FEES BECAUSE YOU HAVE BEEN SO PATIENT . WE REALLY APPRECIATE YOUR PARTNERSHIP, YOUR ADVOCACY, AND YOUR WILLINGNESS TO STICK IT OUT WITH US. WE'RE THANKFUL FOR YOU ALL AND GRATEFUL WE'RE ABLE TO HELP IN THIS WAY. ALSO HIGHLIGHTING ITEMS 28A AND 29, APPOINTING ROLLETTE SCHRECKENGHOST FOR THE BUILDING STANDARDS BOARD AND JOANN MOLINA. BOTH IMPORTANT BOARDS FOR OUR COMMUNITY AND THANKFUL TO YOU ALL FOR STEPPING UP. ITEM 46 IS THE INSTALLATION AND DONATION OF TWO PEDESTRIAN BRIDGES ACROSS THE RIVER THAT'S GOING TO CONNECT THE PEARL AND THE DOWNTOWN AREA. WE KNOW WE NEED TO MOVE TOWARDS MORE UNIQUE AND INNOVATIVE MODES OF TRANSPORTATION LIKE WALKING. SO WE'RE EXCITED THAT THESE PEDESTRIAN BRIDGES ARE GOING TO BE, ONE, ACCESSIBLE, AND, TWO, ALLOW FOLKS TO CROSS BETWEEN PARTS OF THE DISTRICT. LASTLY, ITEM 10 AUDIO] FOR OUR YOUTH. IT BRINGS PERFORMING ARTS TO SO MANY OF OUR YOUNG ONES THAT DON'T NECESSARILY ALWAYS GET THE ACCESS TO IT. I KNOW IT'S GOING TO BE A FEW YEARS IN THE WORKS AND WE STILL NEED TO DO MORE WORK THERE BUT IF YOU HAVEN'T CHECKED OUT THE MAGIK THEATER, PLEASE SUPPORT THEM.
THEY ARE A GREAT INSTITUTION FOR DISTRICT 1 AND OUR ENTIRE CITY.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER KAUR. ANY FURTHER DISCUSSION ON THE CONSENT AGENDA? I WOULD LIKE TO MAKE A FEW COMMENTS, JUST GENERALLY ON THE AGENDA. IT WAS SAID THERE'S A LOT IN THIS.
PASTOR, FIRST, ON YOUR PRAYER. THANK YOU VERY MUCH FOR THE PRAYER. IT'S A PACKED AGENDA BECAUSE THIS IS THE LAST AGENDA BEFORE THE COUNCIL GOES ON OUR BRIEF RECESS. NOT FOR THE PURPOSES OF VACATION BUT IT'S REALLY TO GIVE OUR STAFF SOME SPACE TO DO THE IMPOSSIBLE TASK OF TAKING ALL THE FEEDBACK THAT THEY HAVE RECEIVED OVER THE LAST SEVERAL MONTHS AND TRYING TO ASSEMBLE A BUDGET THAT MEANS THE NEEDS OF THIS CITY.
THAT'S WHY THIS AGENDA IS SO PACKED AND WE APPRECIATE THAT SUPPORT AND UPLIFT THIS MORNING. I WOULD ALSO SAY THAT THERE IS ABSOLUTELY A TON IN THIS AGENDA TO FEEL GOOD ABOUT AND TO CELEBRATE IN THIS COMMUNITY.
THERE'S A NUMBER OF INVESTMENTS THAT MAKE SIGNIFICANT STEPS FORWARD IN OUR OVERALL AFFORDABILITY GOALS FOR OUR HOUSING PLAN, OUR STRATEGIC HOUSING IMPLEMENTATION PLAN. A NUMBER OF THEM HAVE BEEN NOTED.
WE SHOULD CELEBRATE THOSE. THOSE ARE SIGNIFICANT VARIOUS GOALS OF HOUSING IN THIS COMMUNITY. I DO WANT TO SAY A SPECIAL
[00:55:04]
NOTE OF THANKS TO MY COLLEAGUE, COUNCILWOMAN CASTILLO.A LOT OF COMMENTS ABOUT THE RENAMING OF THE ROSEDALE PAVILION IN HONOR OF ROBERT QUIROGA. SUITABLE, IMPORTANT. IT'S VERY IMPORTANT THAT WE RECOGNIZE THE LEADERS OF THIS COMMUNITY, THE PEOPLE WHO HAVE BUILT THE HISTORY, THE HERITAGE OF THIS CITY. QUIROGA IS ONE OF THOSE CHAMPIONS AND UNFORTUNATELY IN THIS CITY THE STORIES WE TELL ABOUT OURSELVES ARE SO IMPORTANT FOR THE NEXT GENERATION AND FOR GENERATIONS THEY HAVE NOT BEEN TOLD ABOUT OUR LATINO LEADERS IN THIS CITY. COUNCILMEMBER CASTILLO HAS MADE IT A PERSONAL MISSION TO CHANGE THAT AND I HAVE SEEN THAT HAPPEN OVER THE SERIES OF THE LAST SEVERAL MONTHS. THANK YOU, COUNCILMEMBER CASTILLO.
I PUT THAT IN THIS SAME CATEGORY. THIS IS ABOUT APPROPRIATELY RECOGNIZING THE LEADERS AND THE HISTORY OF SAN ANTONIO. I ALSO WANT TO SAY THANK YOU TO D.J. SIEGER WHO CAME UP AND RECOGNIZED KAREN GUZ. I AGREE WITH YOU.
SHE HAS DONE AN AMAZING JOB TO GET OUR DROUGHT MANAGEMENT POLICY WHERE IT SHOULD AND UPDATE IT TO REFLECT THE TIMES WE'RE LIVING IN.
IT WAS A COMPROMISE BUT GREAT INPUT FROM THE ENTIRE CITY AND I FEEL GOOD WITH WHERE WE'RE LANDING WITH THIS DROUGHT MANAGEMENT POLICY GIVEN THE STAKES OF OUR WATER SUPPLY AND THE EVENTS AND EXTREME WEATHER THAT WE'RE EXPERIENCING.
WE CANNOT COMPROMISE ON WATER SECURITY IN THIS CITY AND THIS POLICY APPROPRIATELY RECOGNIZES THAT. MR. SIEGER, THANK YOU FOR THOSE COMMENTS ABOUT OUR GREAT STAFF AT SAWS THAT PUT THIS ALL TOGETHER AND THANK YOU TO MY COLLEAGUES FOR THAT SUPPORT. I ALSO WANT TO SAY THANK YOU TO CITY STAFF FOR WORKING WITH TEAM TOYOTA HERE IN OUR CITY ON A GOOD DEAL THAT CONTINUES TO BUILD THE MANUFACTURING BASE OF SAN ANTONIO, TEXAS.
IT WOULD NOT BE AN OVERSTATEMENT TO SAY THAT TOYOTA'S INVESTMENT IN SAN ANTONIO, WHICH GROWS BY THE DAY AND EMPLOYS THOUSANDS OF SAN ANTONIANS, HAS CHANGED THE FACE OF THE SAN ANTONIO ECONOMY FOR THE BETTER. EMPLOYING THOUSANDS AND THOUSANDS OF SAN ANTONIANS. THIS INVESTMENT CONTINUES TO REAP DIVIDENDS FOR THE FAMILIES WHO ARE EMPLOYED, NOT JUST BY TOYOTA BUT THE VARIOUS MANUFACTURING SUPPLY NETWORK THAT THEY HAVE AND CONTINUE TO GROW THROUGHOUT THIS REGION.
AND SO WE'RE GRATEFUL FOR THAT CONTINUED INVESTMENT AND LOOK FORWARD TO SEEING ALL OF THIS COME TO FRUITION. LOTS IN THIS AGENDA.
LOTS TO CELEBRATE AND THANK YOU ALL FOR BEARING WITH US THROUGH A BRIEF DISCUSSION.
WE DO HAVE A MOTION AND A SECOND FOR APPROVAL OF ALL ITEMS SAVE FOR ITEM 8C, WHICH WAS WITHDRAWN, AND THEN ITEM 25, WHICH WILL BE TAKEN UP INDIVIDUALLY.
WITHOUT FURTHER DISCUSSION, PLEASE VOTE. >>
>> MAYOR NIRENBERG: WHAT'S YOUR NAME, MA'AM? I'M SORRY.
MS. QUIROGA, I'M NOT GOING TO SAY NO TO YOU. >> WE HEARD ABOUT THE BOXING PART AND ALL OF THIS. I JUST WANT TO LET EVERYONE KNOW WHAT KIND OF PERSON ROBERT WAS. HE WAS A HUMBLE, RESPECTFUL PERSON.
HE HAD TWO BEAUTIFUL DAUGHTERS, CRYSTAL AND KATHERINE .
HE WORKED WITH HEALTHCARE SERVICES FOR SEVERAL YEARS, WAS VERY INVOLVED WITH THE CHILDREN THERE AND ADULTS. AND HIS LAST JOB WAS RED MCCOMBS WHERE HE WAS AWARDED SEVERAL YEARS WITH BEING THE NUMBER ONE SALESMAN.
THAT WAS HIS THING. HE WAS ALWAYS VERY RESPECTFUL AND HUMBLE WITH
EVERYONE THAT HE MET IN THE STREET. >> MAYOR NIRENBERG: THANK YOU VERY MUCH, MS. QUIROGA. CONGRATULATIONS TO YOU AND THE FAMILY.
[APPLAUSE] ALL RIGHT. PLEASE VOTE.
MOTION CARRIES. ALL RIGHT. BEFORE WE GET TO OUR SPECIAL
[Acquisition, Sale or Lease of Real Property ]

MADAME CLERK, COULD YOU READITEM 25? >> CLERK: ITEM 25 IS AN ORDINANCE APPROVING THE ACQUISITION THROUGH NEGOTIATION OR CONDEMNATION OF INTERESTS IN PERMANENT AND TEMPORARY PARCELS OF LAND SUFFICIENT FOR PROJECT PURPOSES OF PRIVATELY-OWNED

[POINT OF PERSONAL PRIVILEGE ]
ALL RIGHT. NOW, WE GET TO INVITE SOME VERY SPECIAL GUESTS UP TO THE FRONT AND I WILL BEGIN WITH ONE OF THE ESSENTIAL PARTNERS OF THE CITY OF SAN ANTONIO AND THAT IS JOINT BASE SAN ANTONIO AND TODAY WE'RE GOING TO RECOGNIZE OUR OUTGOING BRIGADIER GENERAL, DIRK DRIGGERS. THIS IS A BITTERSWEET MOMENT FOR ME AND AS IT MEANS THE END OF BRIGADIER GENERAL DRIGGER'S ASSIGNMENT IS ENDING. I WANT TO MAKE SURE I WAS ABLE TO QUICKLY RECOGNIZE AND PUBLICLY RECOGNIZE YOU AND THE LASTING IMPACT YOUR LEADERSHIP HAS HAD ON JOINT BASE SAN ANTONIO. AND THE POSITIVE INFLUENCE THAT YOU AND JANET HAVE HAD ON THE MILITARY AND CIVILIAN COMMUNITY THAT LIVES OUTSIDE THE FENCE.I ALSO WANT TO POINT OUT THAT OUR LOCAL MILITARY AFFILIATED COMMUNITY CONSISTS OF MORE THAN 645,000 PEOPLE. SO YOUR RESPONSIBILITIES ARE IMMENSE. AND YOU HAVE PERFORMED YOUR DUTIES WITH THE UTMOST COMPETENCE AND PROFESSIONALISM. CONSIDERING WHAT YOUR LEADERSHIP HAS ACCOMPLISHED AND ACKNOWLEDGING YOUR TEAM'S SUPERB MILITARY AND CIVILIAN PROFESSIONALS, I WILL STEP DOWN FROM THE DAIS AND PRESENT YOU WITH ONE OF THE HIGHEST HONORS THE MAYOR OF SAN ANTONIO CAN BESTOW ON A MEMBER OF THIS COMMUNITY.
SINCE APRIL 22 YOU HAVE LED THE LARGEST JOINT BASE IN THE DEPARTMENT OF DEFENSE ALONG WITH ITS STAFF AND THE EXECUTION OF NEARLY 50 INSTALLATION SUPPORT FUNCTIONS. YOUR SUPPORT TO THE JBSA'S 266 MISSION PARTNERS AND THEIR 90,000 FULL-TIME PERSONNEL HAS ENABLED THEM TO PERFORM THEIR IMPORTANT MISSIONS, MANY OF WHICH ARE ESSENTIAL TO OUR NATIONAL DEFENSE.
YOU HIT THE GROUND RUNNING, PROVIDING YOUR TEAM CLEAR, CONCISE GUIDANCE AND INSTILLING A STRAIGHTFORWARD PURPOSE. QUOTE, PROVIDE THE BEST-POSSIBLE QUALITY OF LIFE, FACILITIES, AND INFRASTRUCTURE TO ENABLE MISSION PARTNER AND 502ND'S SUCCESS. YOU UNDERSTAND THE IMPORTANCE OF THE MILITARY AND COMMUNITY OF CIVILIAN-MILITARY RELATION.
YOUR LEADERSHIP HAS ESTABLISHED AND GROWN PARTNERSHIPS.
[01:05:04]
DURING YOUR WATCH, SEVERAL SIGNIFICANT ACTIONS TOOK PLACE WHICH WERE BENEFICIAL TO BOTH THE MILITARY AND THE CITY. IN SUPPORT OF MILITARY PRIORITIES, OUR CITY APPLIED FOR AND RECEIVED MILLIONS OF DOLLARS IN GRANTS THAT ENHANCED FORCED PROTECTION, ENERGY RESILIENCY, PUBLIC SAFETY, AND OPERATIONAL READINESS. MILESTONE AGREEMENTS WERE SIGNED BY OUR ORGANIZATIONS AND THESE INCLUDED A WORKFORCE DEVELOPMENT THAT PROVIDED EMPLOYMENT OPPORTUNITIES. A MEMORANDUM OF UNDERSTANDING WITH OUR FIRE DEPARTMENT TO DELIVER FIRST RESPONDER SERVICES TO BOTH MILITARY AND CIVILIAN FAMILIES. AND AN AGREEMENT WITH OUR UTILITY COMPANY THAT WILL HARDEN OUR MUTUAL ENERGY INFRASTRUCTURE. WE'RE APPRECIATIVE OF YOUR ADVOCACY FOR COMPATIBLE LAND USE, SPECIFICALLY FOR YOUR LETTERS TO THE TEXAS LEGISLATURE, HIGHLIGHTING THE IMPORTANCE OF BEING ABLE TO CONDUCT AVIATION MISSIONS SAFELY. I WOULD ALSO BE REMISS IF I DID NOT MENTION ACTIONS INITIATED DURING YOUR WATCH AND THESE ARE AND INCLUDE CRAFTING AN AGREEMENT THAT WILL INCREASE CHILDCARE AVAILABILITY FOR MILITARY FAMILIES.SUPPORTING OUR AIRPORTS, RUNWAY MAINTENANCE PLAN AND EFFORTS TO PROVIDE A HOME FOR ELEMENTS OF THE DEFENSE HEALTH AGENCY IN OUR CITY. WHILE THESE ACTIONS WON'T BE FINALIZED ON YOUR WATCH, YOUR SUPPORT HAS BEEN INVALUABLE TO ENSURING SAN ANTONIO CONTINUES TO FULLY SUPPORT THE MEN AND WOMEN WHO SERVE THIS NATION.
FOR THOSE WHO LISTEN TO WHAT BRIGADIER GENERAL'S PURPOSE AND VISION ARE, YOU WILL NOTICE WORDS QUALITY OF LIFE AND NUMBER ONE PLACE TO WORK AND LIVE.
THIS DOES NOT JUST APPLY TO MILITARY AND MISSION PERSONNEL.
THESE WORDS ARE INCLUSIVE OF MILITARY SPOUSES AND FAMILIES.
ALTHOUGH TODAY'S THAT BRIGADIER GENERAL DRIGGER'S PURPOSE AND MISSION WERE REALIZED.
JANET HAS WOR BEEN A LOCAL CHAMPION OF A PROGRAM STARTED BY THE FORMER AIR FORCE CHIEF OF STAFF'S SPOUSE WHICH FOCUSES ON THE QUALITY OF LIFE CHALLENGES MILITARY FAMILIES FACE. JANET, BECAUSE OF YOUR WORK, MILITARY FAMILIES ACROSS JBSA ARE SEEING IMPROVEMENTS TO CHILDCARE, EDUCATION, HEALTHCARE, HOUSING, AND SPOUSE EMPLOYMENT. THANK YOU FOR ALL YOU'VE DONE FOR MILITARY CITY, USA.
BRIGADIER GENERAL DRIGGERS, DIRK, MY FELLOW CITY COUNCIL MEMBERS AND I EXTEND OUR SINCERE APPRECIATION FOR YOUR OUTSTANDING LEADERSHIP, INVALUABLE CONTRIBUTIONS TO OUR NATIONAL DEFENSE, AND DEVOTED SERVICE TO OUR COMMUNITY.
WE OFFER BEST WISHES TO YOU ON YOUR NEXT VENTURE AND MANY YEARS OF CONTINUED SUCCESS. ALWAYS CONSIDER SAN ANTONIO YOUR HOME AWAY FROM HOME.
AND WITHOUT FURTHER DELAY, I'LL STEP DOWN FROM THE DAIS AND PROUDLY PRESENT YOU AN HOHONORARY CITIZEN CERTIFICATE. [APPLAUSE]
>> MAYOR, I WANT TO SAY THANK YOU SO MUCH FOR THIS HONOR.
IT'S VERY HUMBLING. FOR THE COUNCIL, THANK YOU. EVERY ONE OF YOU IS A PART OF JOINT BASE SAN ANTONIO. WHETHER YOU HAVE ONE OF OUR INSTALLATION LOCATIONS IN YOUR DISTRICT OR NOT, YOU ARE SUPPORTIVE OF ALL THE FAMILIES WHO LIVE THROUGHOUT SAN ANTONIO AND THE GREATER SAN ANTONIO AREA. SO ALL OF YOU REPRESENT THE GREATEST SUPPORT TO THE MILITARY I'VE EVER SEEN THAT A CITY PROVIDES.
WE SET THE STANDARD IN SO MANY WAYS AND IT'S JUST AN HONOR TO BE ABLE TO DO THIS.
THIS IS OUR SECOND ASSIGNMENT IN SAN ANTONIO AND WE'VE LONG CONSIDERED SAN ANTONIO HOME. THIS JUST KIND OF MAKES IT OFFICIAL, SO THANK YOU VERY MUCH. I WILL SAY THAT ONE OF THE THINGS THAT THE MAYOR AND I HAVE DONE MANY TIMES WHENEVER WE FIND OURSELVES AT AN EVENT BOTH SPEAKING, I THINK IT'S A FUN LITTLE GAME THAT I THINK WE PLAY. WE DON'T COORDINATE ON EACH OTHER'S WORDS AND THEN HAVE TO FIGURE OUT HOW TO RIFF OFF OF EACH OTHER AFTER THE FIRST ONE SPEAKS. SO WE ALWAYS KIND OF HOPE TO HAVE THE HONOR OF SPEAKING FIRST SO YOU DON'T HAVE TO THINK ON YOUR FEET. YOU STOLE ALL MY WORDS, MAYOR, AND I'M VERY THANKFUL FOR YOUR PARTNERSHIP. I'M THANKFUL FOR THE ENGAGEMENT OF AN INCREDIBLE TEAM YOU HAVE HERE IN THE CITY AND I'M VERY THANKFUL
[01:10:03]
TO MY OWN INCREDIBLE TEAM BECAUSE THEY HAVE DONE SO MUCH WORK TO GET TO THEACCOMPLISHMENTS YOU LISTED. >> MAYOR NIRENBERG: THANK YOU VERY MUCH, DIRK.
DON'T MOVE. COUNCILMEMBER WHYTE. >> WHYTE: GENERAL, JUST WANTED TO SAY THANK YOU FOR ALL YOUR TIME HERE IN SAN ANTONIO, EVERYTHING YOU'VE DONE WITH THE BASE. THERE'S NO HIGHER CALLING THAN BEING A MEMBER OF OUR ARMED SERVICES. AND YOU AND YOUR FAMILY AND EVERYTHING THAT YOU'VE SACRIFICED TO DO IT, CERTAINLY HAVE NOT GONE UNNOTICED.
I'M HAPPY WE'RE HERE TODAY AND THANK YOU FOR EVERYTHING AND WE LOOK FORWARD TO
SEEING YOU IN THE FUTURE AND GOOD LUCK MOVING FORWARD. >> MAYOR NIRENBERG: THANK
YOU, COUNCILMEMBER WHYTE. COUNCILMEMBER COURAGE. >> COURAGE: THANK YOU, MAYOR. THTHANK YOU, GENERAL DRIGGERS FOR YOUR LEADERSHIP THAT I HAVE BEEN ABLE TO OBSERVE, BEING THE CHAIR OF THE MILITARY TRANSITION TASK FORCE. YOU'VE ALWAYS BEEN WELL PREPARED.
YOU'VE ALWAYS EXPLAINED THINGS IN SUCH AN EASY WAY FOR US TO UNDERSTAND HOW WE NEED TO WORK TOGETHER ON SO MANY THINGS TO SUPPORT THE MILITARY THAT WE HAVE HERE IN SAN ANTONIO. SO I APPRECIATE -- YOU JUST SEEM TO BE A MEMBER OF THE COMMUNITY WHEN I'VE SEEN YOU IN SO MANY WAYS, AND I THINK THAT'S IMPORTANT FOR ALL OF US. I ALSO WANT TO SAY IF YOU'RE GOING TO BE HERE THE WEEKEND AFTER NEXT, THERE'S ONE LAST THING I'D LIKE TO INVITE YOU TO IN DISTRICT 9.
WE'RE HAVING A MILITARY CITY, USA EXPOSITION FOR ACTIVE-DUTY MILITARY MEMBERS AND VETERANS. OVER 40 DIFFERENT ORGANIZATIONS ARE GOING TO BE PRESENTING IDEAS, SERVICES, THINGS OF THAT NATURE.
IT'S AT THE DISTRICT 9 SENIOR CENTER. I HOPE YOU CAN COME BY AND JUST SUPPORT THE ACTIVE DUTY FAMILIES AND VETERANS WHO WILL BE ATTENDING THAT EVENT. THANK YOU VERY MUCH. AND BEST WISHES.
>> THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER COURAGE.
COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU, MAYOR.
GENERAL DRIGGERS, THANK YOU SO MUCH FOR ALL THAT YOU'VE DONE.
FROM THE MOMENT I FIRST MET YOU AND MRS. DRIGGERS, I WAS SO EXCITED TO BE ABLE TO SAY THAT YOU ALL JUST HAD THIS GREAT DEMEANOR AND I KNEW THAT I COULD JUST APPROACH YOU ALL ABOUT ANYTHING. I WANT TO SAY THANK YOU FOR YOUR SUPPORT AND YOU UNDERSTOOD MY E-MAIL ABOUT THE IMPORTANCE OF TRYING TO DO THE GREAT TEXAS AIR SHOW OVER AT KELLY. I KNOW THAT LOGISTICALLY IT COULDN'T HAPPEN BUT YOU LISTENED AND UNDERSTOOD WHAT IT MEANT TO MY COMMUNITY AND YOU TRIED.
I WANT TO SAY I REALLY APPRECIATE YOU FOR TRYING. AND THEN MRS. DRIGGERS, YOUR WORK WITH THE THRIVE AND FIVE BUT ALSO WITH YOUR TRANSITION, WORKFORCE TRANSITION FOR MILITARY SPOUSES IS INCREDIBLE AND CAN'T THANK YOU ENOUGH AS WELL. CONGRATULATIONS. YOU KNOW, THIS IS ONE OF THE BEST CITIES TO RETIRE IN SO EVENTUALLY MAYBE YOU COULD JUST DECIDE TO RETIRE HERE.
BUT THANK YOU SO MUCH FOR ALL YOU'VE DONE. THANK YOU, MAYOR.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA.
DIRK, THANK YOU VERY MUCH FOR ALL THAT YOU HAVE DONE FOR THIS COMMUNITY AND WE ARE WITH YOU EVERY STEP OF THE WAY AND WE LOOK FORWARD TO YOU GUYS COMING BACK.
>> YOU CAN BET ON IT. THANKS, MAYOR. >> MAYOR NIRENBERG: THANK
YOU. [APPLAUSE] >> MAYOR NIRENBERG: NOW, IF I COULD HAVE OUR AV TEAM QUEUE UP A VIDEO I WOULD LIKE TO SHOW BEFORE I START MY REMARKS ON THE NEXT ONE.
OF SAN ANTONIO. >> THE NEW TRAINING PROGRAM IS MAINLY TO BOLSTER OUR WORKFORCE FOR AN ENGINE THAT'S GOING TO HAVE A MAJOR IMPACT ON THE CITY FOR
MULTIPLE YEARS. >> WHAT'S GREAT ABOUT IT IS WE'RE TRYING TO REACH SO MANY PEOPLE, WHETHER THEY HAVE EXPERIENCE, WHETHER THEY'RE TRANSITIONING FROM THE MILITARY, WHETHER THEY HAVE PRIOR AVIATION EXPERIENCE OR THEY HAVE NO
EXPERIENCE. >> WHAT WE'RE MOST LOOKING FOR IN CANDIDATES IS THE ABILITY TO LEARN, TO WANT TO EXCEL, TO WANT TO MAKE THEMSELVES BETTER.
THEY DON'T HAVE TO HAVE ANY MECHANIC EXPERIENCE COMING IN.
WE CAN TEACH THEM THAT. WE'RE JUST LOOKING FOR PEOPLE WHO WANT TO ADVANCE THEIR CAREER. WANT TO LEARN SOMETHING NEW AND ARE WILLING TO TAKE THE
TIME TO LEARN SUCH. >> THEY ALWAYS ANSWER YOUR QUESTIONS.
THEY ARE ALWAYS OFFERING HELP, NO MATTER WHAT. AND THAT'S THE BEST THAT
COULD BE GIVEN FOR SOMEONE LIKE ME WITH NO EXPERIENCE. >> THEY SAY THEY HAVE BEEN FASCINATED WITH AVIATION IN THE PAST BUT MAYBE IT WAS SOMETHING THEY DIDN'T THINK THEY COULD DO. HERE WE CAN REACH OUT TO THEM AND FULLY TRAIN THEM
AND PUT THEM INTO THE AVIATION INDUSTRY. >> ONE OF THE MAIN BENEFITS IS IT'S A PAID TRAINING SO PEOPLE WHO DON'T HAVE NECESSARY SPECIFIC BACKGROUND IN AVIATION HAVE AN OPPORTUNITY TO BREAK INTO THE CAREER FIELD WHILE ALSO
GETTING PAID AND GET TRAINED TO WORK ON AVIATION ENGINE. >> IT'S AN AWESOME EXPERIENCE TO COME IN AND LEARN THIS TRADE. THIS IS A GOOD TRADE TO BE
[01:15:03]
IN. >> THIS IS MY DAUGHTER, ALIYAH AND, YES, I'M VERY PROUD OF HER. WHEN I ACTUALLY SAW HER WALKING IN THE DOOR, I
ALMOST TEARED UP. >> MY DAD, HE'S BEEN IN THE BUILDING FOR 25 YEARS.
>> I'M EXCITED TO GET INTO SOMETHING THAT'S JUST NEW. SOMETHING THAT I'M EXCITED ABOUT. I'M DEFINITELY A HANDS-ON WORKER.
>> I WOULD LIKE TO SAY THAT I'M HAPPY TO BE GIVEN THE OPPORTUNITY TO HELP SAN
ANTONIO AND THE CITY. >> I LOVE IT. I'M EXCITED AND I CAN'T WAIT
FOR THE FUTURE. >> MAYOR NIRENBERG: ALL RIGHT.
IF I COULD HAVE THE STANDARD AERO TEAM COME UP. THEY ESTABLISHED THEIR OPERATIONS IN SAN ANTONIO IN 1999 AND WHEREAS FOUNDED MORE THAN A CENTURY AGO, STANDARD AERO IS ONE OF THE LEADING NAMES IN AEROSPACE WITH A NETWORK OF AIRCRAFT ENGINE MODERNIZATION AND MAINTENANCE OPERATIONS. AND WHEREAS STANDARD AERO, UPON ITS ARRIVAL TO SAN ANTONIO IN 1999, WAS AMONG THE FIRST PRIVATE SECTOR ENTERPRISES ESTABLISHED AT PORT SAN ANTONIO. THE SITE OF THE FORMER KELLY AIR FORCE BASE WHICH TODAY STANDS AS ONE OF THE NATION'S ENHANCING EVEN FURTHER SAN ANTONIO'S GLOBAL PROFILE AS A HUB OF AEROSPACE TECHNOLOGY EXCELLENCE AND EXPERTISE. WHEREAS STANDARD AERO'S PRESENCE HAS BOLSTERED THE ECONOMY AS WELL AS FOSTERED PARTNERSHIPS WITH EDUCATIONAL INSTITUTIONS FURTHERING OPPORTUNITIES FOR LIFELONG LEARNING AND CAREER LEARNING. THANK YOU, GUYS VERY MUCH. CONGRATULATIONS. [APPLAUSE] LET ME TURN THE FLOOR TO COUNCILMEMBER ROCHA GARCIA TO BEGIN OUR COMMENTS.
>> GARCIA: THANK YOU, MAYOR. AND SO STANDARD AERO IS IN D4, SO I'M REALLY PROUD OF THE COMPANY. YOU ALL JUST REALLY STEPPED IN, ESTABLISHING THE FIRST OPERATION AND WORKLOADS WERE ABLE TO TRANSITION FROM THE UNITED STATES AIR FORCE OVER TO WORK WITH YOU ALL. SO I'M VERY GRATEFUL FOR THAT. DURING YOUR TIME, YOU ALSO HAVE PROVIDED A LOT OF OPPORTUNITIES THAT JUST KEEP THE MOMENTUM GOING AND DAN GONZALES IS HERE WITH US TODAY. DAN IS ONE OF THOSE CLEAR EXAMPLES BECAUSE HE WAS AMONG ONE OF THEM. SO IT'S BEEN 25 YEARS, I GUESS, FOR YOU TOO, DAN.
CONGRATULATIONS ON THAT. I'M JUST HONORED THAT YOU ALL ARE IN DISTRICT 4 AS THE LARGEST AND FASTEST-GROWING OPERATIONS OVER AT THE PORT SAN ANTONIO.
I AM APPRECIATIVE THAT YOU ALL HAVE CONTINUED MAKING SIGNIFICANT INVESTMENTS.
YOU ALL, I HEAR, ARE CREATING ONE OF THE MOST MODERN AIRCRAFT ENGINE MAINTENANCE, RESEARCH, AND TESTING SITES OF ITS KIND IN THE WORLD AND I'M JUST VERY PROUD THAT THAT HAPPENS TO BE IN DISTRICT 4. THE GROWTH AND MOMENTUM CONTINUES TO ACCELERATE AND I AM HAPPY THAT YOU ALL HAVE ANNOUNCED NEW WORKLOADS, INCLUDING THE GLOBAL COMMERCIAL AND CARGO FLEETS OF 757 AIRCRAFT.
IN JUST A FEW MONTHS OR A FEW MONTHS AGO YOU ALL ALSO CONTINUED THAT INVESTMENT BY INVESTING IN A MULTI-DECADE EFFORT TO MAINTAIN THE NEWEST LINE OF AIRCRAFT PROPULSION AND WE ARE HAPPY THAT YOU ALL CONTINUE TO INVEST IN THE CITY OF SAN ANTONIO. ALSO VERY EXCITED ABOUT YOUR TRAINING PROGRAM.
WE HEARD A LITTLE BIT ABOUT IT IN THE VIDEO BUT IT'S SO AWESOME TO SEE THAT RECENT GRADUATES ARE WORKING WITH THEIR PARENTS AND THAT THEY'RE GOING TO BE ADDED -- THERE'S GOING TO BE MORE ADDED IN THE MONTHS. I APPRECIATE EVERYTHING THAT YOU ALL DO FOR OUR COMMUNITY AND I ALSO WANT TO TAKE THE OPPORTUNITY TO THANK PORT SAN ANTONIO, WHO HAS BEEN A STEADFAST PARTNER IN YOUR SUCCESS.
CHAIR WILSON IS HERE. THANK YOU FOR YOUR WORK, ALONG WITH THE BOARD.
AND JIM AND HIS TEAM WORK TIRELESSLY TO MAKE SURE THAT STANDARD AERO IS SUCCESSFUL.

MEMBERS, THANK YOU FOR 25 YEARS OF SUPPORT. AS DR. ROCHA GARCIA SAID, I AM A FORMER KELLY AIR FORCE BASE EMPLOYEE. I WORKED AT KELLY FOR ABOUT A DOZEN YEARS BEFORE TRANSITIONING TO STANDARD AERO SO I HAVE BEEN IN THE UNIQUE POSITION OF BEING ABLE TO SEE AND LIVE THROUGH THE TRANSITION OF A CLOSING MILITARY BASE AND CONVERTING IT TO A VERY SUCCESSFUL COMMERCIAL PROPERTY.AND WE CAN ONLY DO THAT THROUGH THE PARTNERSHIP THAT WE HAVE WITH THE CITY OF SAN ANTONIO. THE PARTNERSHIP THAT WE HAVE WITH THE BEXAR COUNTY ORGANIZATIONS AND THEN OUR CLOSEST PARTNER IS PORT SAN ANTONIO.
WITH ME FROM STANDARD AERO IS THE VICE PRESIDENT OF STRATEGY AND BUSINESS DEVELOPMENT, MR. LOU VOGLER, A RETIRED HELICOPTER PILOT. HE HAS BEEN WITH US SEVEN OR EIGHT YEARS NOW AND HE IS REPRESENTING THE NEW WORK THAT WE'RE GOING TO BE BRINGING INTO STANDARD AERO BECAUSE THAT IS PART OF MR. VOGLER'S JOB IS TO LOOK FOR THE NEXT GENERATION OF WORK AND THE NEXT GENERATION OF WORKFORCE THAT WE'LL BRING IN. THE TRAINING VIDEO YOU SAW, WE IMPLEMENTED THAT FOR A LITTLE BIT LESS THAN A YEAR. WE HAVE GRADUATED APPROXIMATELY 100 TECHNICIANS INTO THE WORKFORCE, AND THAT'S BEEN FANTASTIC.
AND WE ARE GOING TO CONTINUE THAT PROGRAM FOR THE NEXT SEVERAL YEARS AS WE'VE GOT TO HIRE AND TRAIN ANOTHER 300 EMPLOYEES OVER THE NEXT FOUR YEARS.
ALL BRAND-NEW JOBS AND ALL INTEGRATE WORKING ENVIRONMENT.
WE THANK YOU FOR YOUR SUPPORT. ON BEHALF OF OUR CEO, HE HAS BEEN SEQUESTERED IN NEW YORK CITY, HE SENDS HIS THANKS AND HOPES TO SEE YOU SOON.

VISITING STANDARD AERO AND GOING INTO THE FACTORY AND ACTUALLY SEEING HOW YOUR STAFF AND EMPLOYEES CREATE THOSE TREMENDOUS ENGINES THAT FLY SO MANY SIGNIFICANT AIRCRAFT AROUND THIS COUNTRY, IT WAS AMAZING.
WE'RE VERY APPRECIATIVE OF IT. AND I KNOW THIS CITY IS GOING TO CONTINUE TO SUPPORT STANDARD AERO AND ALL OF THE WORK THAT IS GOING ON AT PORT SAN ANTONIO WHICH IS CREATING SO MANY JOBS AND ATTRACTING SO MANY MORE INDUSTRIES AND COMPANIES TO SAN ANTONIO. THANK YOU, DAN, FOR LEADING JIM, FOR ALL THAT YOU ARE DOING OVER AT THE PORT AND FOR ALL THE LEADERSHIP
THERE. THANK YOU. >> MAYOR NIRENBERG: THANK

I WAS THERE I GUESS SEVERAL MONTHS AGO TAKING A TOUR AND IT'S JUST REMARKABLE WHAT STANDARD AERO DOES IN THE COUNTRY AND CERTAINLY IT STARTS AT THE PORT.
I WANT TO PARTICULARLY HIGHLIGHT THE IN-HOUSE AVIATION MECHANIC TRAINING PROGRAM. IT'S JUST A GREAT SERVICE THAT YOU PROVIDE TO CITIZENS HERE IN SAN ANTONIO TO PUT THEM THROUGH THAT PROGRAM, GRADUATE THEM AND PROVIDE THEM JOBS HERE IN THE CITY. AND SO THANK YOU FOR ALL THAT YOU DO AND LOOK FORWARD TO YOU BEING HERE AT THE PORT FOR MANY, MANY YEARS TO COME.

AND I WANT TO JUST COMMEND YOU AND APPRECIATE YOU FOR BEING -- IT'S BEEN LEAN TIMES AND IT'S BEEN PROSPEROUS TIMES IN SAN ANTONIO WITHIN YOUR INDUSTRY AND CITY AND YOU'VE SEEN IT, AND INSTEAD OF SAYING HAVE JIM AND MARGARET HAS A WONDERFUL BOARD THAT DOES THAT AND YOU SEE THAT AND YOU SEE THAT THE EMPLOYEES ARE WORTH THE INVESTMENT AND THAT THE CITY IS WILLING TO WORK WITH YOU. SO THANK YOU BECAUSE, LIKE ANY RELATIONSHIP, IT'S NOT ALL HIGHS. IT'S BEEN A ROLLER COASTER AND WE'VE MADE IT TO 25.
LET'S MAKE IT TO 50. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN. CONGRATULATIONS, Y'ALL, ON 25 YEARS.

SHOES TO FILL, BUT I UNDERSTAND THERE'S SOME ADDITIONAL RESPONSIBILITIES OF BEING A PUBLIC HOSPITAL AND I THOUGHT YOU HAVE NAVIGATED THOSE WATERS VERY ABLY. I KNOW YOU WERE ON THE MISSION OF HEALTH EQUITY BEFORE IT BECAME A HOUSEHOLD WORD AND IT'S MADE A HUGE DIFFERENCE.I PERSONALLY WANT TO THANK YOU BECAUSE YOU HAVE PERSONALLY SEEN TO IT THAT PEOPLE WHO ARE VERY CLOSE TO ME OVER THE YEARS, I KNOW YOUR INSTITUTION HAS TAKEN EXTRA CARE TO SAVE MANY LIVES IN THIS COMMUNITY AND SOME OF THOSE ARE PEOPLE WHO ARE CLOSE TO ME. >> MY NAME IS ANGELICA AND MY TITLE IS MANAGEMENT ANALYST.
ON MY END I HELP A LOT WITH BACK END OF OPERATIONS SO I MAKE SURE WE HAVE OUR INVENTORY STOCKED, I PROCESS PAYMENTS FOR ANYTHING THAT WE DO AS FAR AS OUTSOURCE, MAKING SURE THE BILLS GET PAID. I HELP WITH THE ACTUAL PRINTING AND QUALITY CONTROL EVENT. HONESTLY, I LOVE THE PEOPLE THAT I WORK WITH. I THINK I SPEND A LOT OF MY TIME HERE AND WE HAVE VARIOUS DIFFERENT PROJECTS, BUT KNOWING THAT I CAN RELY ON MY TEAM AND THEY CAN RELY ON ME I THINK MAKES THE JOB ULTIMATELY WORTH IT. BEING ABLE TO SUPPORT ALL 40-SOMETHING DEPARTMENTS WITH THE CITY OF SAN ANTONIO I GET TO HAVE A LITTLE PEACE IN ALL OF IT AND SEE WHAT ALL THE DEPARTMENTS ARE DOING AND KNOWING THAT I'M DOING A LITTLE PIECE OF IT, THOUGH NOBODY MIGHT THINK OF IT, IT ULTIMATELY GETS DONE.
THAT'S GRATIFYING FOR ME. I'M A SECOND GENERATION COSA EMPLOYEE.
BOTH OF MY PARENTS WORKED AND RETIRED FROM THE CITY. EVER SINCE I WAS LITTLE THEY WOULD TELL ME ABOUT EXCITING PROJECTS THEY WERE WORKING ON AND HOW HAPPY THEY WERE TO SUPPORT AND INSTILLED THAT AT A YOUNG AGE. I WAS BORN AND RAISED HERE SO I LOVE NOTHING MORE THAN SUPPORT MY HOMETOWN AND I THINK I'M DOING A LOT OF
THAT HERE IN THIS POSITION. [APPLAUSE] >> MAYOR NIRENBERG: ALL RIGHT. WE DO HAVE AN EXEC TODAY, BUT BEFORE WE GO TO IT, I'M GOING TO TURN IT OVER TO COUNCILMEMBER VIAGRAN FOR A POINT OF PERSONAL PRIVILEGE.
>> VIAGRAN: JUNE IS NATIONAL JUNE GUY LENS COMMUNITY MONTH AND CALL OUR COMMUNITIES TO ACTION TO PREVENT IT. WE'VE ALREADY DONE THE BUY-BACK PROGRAM OR SAFELY RETURN YOUR -- SURRENDER YOUR WEAPONS, BUT WE KNOW THAT OWNING A FIREARM IS A CONSTITUTIONAL RIGHT THAT EVERY LAW-ABIDING CITIZEN ENJOYS BUT WHILE MANY GUN OWNERS ALREADY STORE THEIR FIREARMS SECURELY, THERE'S SOME PEOPLE THAT HAVE THAT WEAPON AND THEY BELIEVE IT IS SECURE.
THEY BELIEVE THAT THE CHILDREN OR A THIRD PARTY CAN'T GET TO IT.
WHILE WE WANT TO MAKE SURE IT IS SECURE. THIS SATURDAY AT SOUTHSIDE LION CONVENTION CENTER, IT'S 3303 PECAN VALLEY DRIVE, WE ARE HOSTING A PUBLIC SAFETY FAIR AND A FREE GUN SAFETY LOCKBOX GIVE-AWAY FROM 9:00 A.M. TO 11 A.M.
[01:40:05]
500 GUN LOCK BOXES WILL BE GIVEN OUT WHILE SUPPLIES LAST.OUR GOAL IS PREVENT CHILDREN OR UNAUTHORIZED PERSON FROM ACCESSING FIREARMS IN YOUR HOME. THIS IS TO PREVENT THEM FROM TAKING IT TO SCHOOL, PREVENT SUICIDES, PREVENT ALL SORTS OF TRAGEDIES FROM HAPPENING. PLEASE, THIS WILL BE ONE OF A FEW THAT WE DO THROUGHOUT THE CITY, BUT THIS WILL BE OUR FIRST, SO PLEASE COME OUT AND PARTICIPATE AND THANK YOU TO COPS/METRO, THE CITY MANAGER AND THE MAYOR FOR SECURING THE FUNDING FOR THIS. THANK YOU.
