[00:05:03]
>> THANK YOU, MAYOR AND COUNCIL. JUST A QUICK BACKGROUND ON THIS PROPERTY. THIS IS A SMALL WAREHOUSE THAT'S BEEN IN MY FAMILY SINCE THE 1960S. MY GRANDFATHER, WHO WAS A SIGN PAINTER, BUSINESSES WOULD HIRE HIM TO PAINT SIGNS ON THE FRONT OF THEIR STORES BY HAND HE WOULD PAINT, AND HE DID THAT HIS WHOLE LIFE. HE RAN THAT BUSINESS OUT OF THIS WAREHOUSE. WHEN HE GOT TOO OLD TO WORK, HE SOLD IT TO MY UNCLES WHO RAN A PAINT SHOP. THEY PAINTED HOUSES, SOLD IT TO MY DAD WHO RAN AN A C REPAIR BUSINESS. IT'S BEEN A SMALL WAREHOUSE SINCE THE 1960S AT THIS LOCATION. MY DAD, WHO DOES NOT FOLLOW CITY POLITICS CLOSELY WAS UNAWARE THAT THERE WAS A PLANNING PROCESS AND THAT IT CHANGED THE ZONING OF THIS COMMERCIAL BUILDING TO RESIDENTIAL. AND WHEN HE DID DISCOVER IT, HE ASKED FOR MY HELP TO GUIDE HIM THROUGH THE PROCESS.
IT'S BEEN QUITE A JOURNEY, BUT WE HAVE RECEIVED APPROVAL FROM PLANNING AND ZONING TO RETURN IT BACK TO A USE THAT WILL ALLOW A TRADES PERSON TO OPERATE A
SMALL BUSINESS OUT OF IT. I ASK FOR YOUR SUPPORT. >> MAYOR NIRENBERG: THANK YOU VERY MUCH, MR. VILLARREAL. COUNCILMEMBER VIAGRAN.
>> VIAGRAN: I WANT TO THANK THE APPLICANT AND MY ZONING COMMISSIONER FOR WORKING TOGETHER ON CONDITIONS FOR THIS CASE. AS WAS MENTIONED BEFORE, THIS WAS HISTORICALLY A -- AS RECENTLY LOW-INTENSITY COMMERCIAL BUILDING FOR DECADES. THE UDC CODE CONVERSION CHANGED ZONING FROM B-3R.
THIS CORRIDOR HAS BEEN USED FOR ZONING AND WE ARE PROPOSING TODAY THAT THIS WILL BE LESS INTENSE THAN WAS ORIGINALLY ALLOWED AND THE APPLICANT HAS AGREED TO INCLUDE A NO ALCOHOL. MOTION TO APPROVE WITH CONDITIONS AS READ.
>> SECOND. >> MAYOR NIRENBERG: THERE'S A MOTION AND SECOND FOR APPROVAL OF ITEMS 5 AND 6 WITH CONDITIONS AS READ. ANY DISCUSSION? HEARING NONE, PLEASE VOTE. MOTION CARRIES. ITEMS 8 AND 9.
OPPOSITION. >> MAYOR NIRENBERG: WE HAVE A FEW FOLKS SIGNED UP TO SPEAK ON ITEMS 8 AND 9. I'LL CALL IN ORDER OF SIGN-UP.
WE HAVE JOHN WHITZETT, FOLLOWED BY PETE OLANASE. >> QUESTION, IT SHOWS THREE MINUTES. I WAS TOLD I GOT THREE MINUTES PER CASE SINCE I'M
SPEAKING ON BOTH 8 AND 9. >> MAYOR NIRENBERG: WE'RE TAKING THEM BOTH UP AT THE
SAME TIME. YOU WILL HAVE THREE MINUTES. >> ALL RIGHT.
CAN YOU AT LEAST START MY THREE MINUTES OVER. I APPRECIATE THAT.
>> GOOD AFTERNOON, MAYOR AND CITY COUNCILMEMBERS. MY NAME IS JOHN WHITZETT, 203 HASKIN. I'M CURRENTLY ZONING 10 MY CAPACITY. I'M REQUESTING THAT YOU VOTE IN FAVOR OF BOTH ITEMS 8 AND 9. NOT TO SUGGEST THAT THE ZONING SHOULD BE -- NOT BE APPROVED, BUT I'M CONCERNED ABOUT THE CONFLICT OF INTEREST CREATED BY FIVE COUNCILMEMBERS AND SERVING ON THE BOARD. THE PLANNING AND ZONING STAFF WAS RECOMMENDING DENIAL OF WHAT IS THE CITY'S OWN PROJECTS ZONING REQUEST.
THE ONLY EXPLANATION FOR STAFF'S DENIAL MUST BE PARAGRAPH 24 ZONING FROM THE EXHIBIT C AGREEMENT IN THE 2003 PROJECT STARBRIGHT THAT CREATED A BUFFER SEASON RESTRICTING HEAVY AND INDUSTRIAL USES. PER THAT AGREEMENT, WHICH IS ON THE SCREEN, THE CITY AGREED TO INITIATE ZONING CHANGES, CREATE A THREE-MILE
[00:10:06]
ZONING DISTRICT. TO SATISFY TOYOTA'S REQUIREMENTS.SUBSEQUENTLY IT'S BEEN ARGUED BY CITY MANAGER ERIK WALSH AND RUDY THIS IS JUST AN ECONOMIC DEVELOPMENT AGREEMENT. THEY ARE CORRECT, BUT THERE ARE OBLIGATIONS THAT THE CITY HAS REGARDING ZONING AND LAND USES.
A FEW EXAMPLES INCLUDE IN 2003, CITY COUNCIL MEETING MINUTES THE MAYOR AT THAT TIME SAID OWNERS MUST LIVE WITHIN THE RESTRICTIONS AND HE CONSIDERS THAT HE WAS HESITANT TO GRANT WAIVERS WITHIN TOYOTA'S THREE-MILE BUFFER.
2007, TOYOTA SENT A LETTER TO THE SAN ANTONIO CITY MANAGER GIVING APPROVAL OF THE TEXAS A&M CAMPUS WITH EXCEPTIONS THAT NO RESIDENTIAL BE BUILT.
FINALLY, EXAMPLE IN 2008, A FAMILY WANTED TO SELL THEIR LAND ON LOOP 1604.
THEY APPLIED TO REZONE. THEY WERE TURNED DOWN BY STAFF, PLANNING AND ZONING, BUT YET COUNCIL APPROVED THEIR ZONING ANDND YET TOYOTA THEN NOTIFIED THE COUNCIL THAT THAT REZONING VIOLATED THE STARBRIGHT AGREEMENT AND COUNCIL SUBSEQUENTLY REVERSED THE ZONING 30 DAYS OR SO LATER, MUCH TO SHARE SHOCK.
TOOK THEM 11 YEARS TO SELL THEIR LAND AND THEN THE ESTATE HAD TO SELL IT.
FINALLY, MY REQUEST IS THAT THE CITY, IF THEY BELIEVE ALONG WITH TOYOTA IT'S VITAL TO CONTINUE TO HAVE THIS BUFFER ZONE AROUND TOYOTA'S PLANT, THEN THEY SHOULD DRAW A LINE AROUND THE PLANT HOWEVER BIG AND PURCHASE THE LAND OR PAY PROPERTY OWNERS FOR CONSERVATION EASEMENTS IN SATISFACTION OF ANY OBLIGATIONS CREATED BY THE STARBRIGHT AGREEMENT. THAT'S NOT ONLY THE FAIR THING TO DO SHE IT'S THE RIGHT THING. IT'S IMPORTANT PROPERTY OWNERS KNOW THERE'S SOMEBODY OTHER THAN CITY MAKING DECISIONS. AND FINALLY IN CLOSING, I WOULD SAY AS TOYOTA GIVEN THEY ARE APPROVAL FOR THIS CHANGE.
>> MAYOR NIRENBERG: THANK YOU. PETE OLANASE.
>> GOOD AFTERNOON, MAYOR AND CITY COUNCIL. I'M THE EXECUTIVE DIRECTOR FOR THE SAN ANTONIO HOUSING TRUST. FIRST OFF, THANK YOU FOR YOUR CONSIDERATION OF THE REZONING REQUEST ON THE SAN ANTONIO HOUSING TRUST 20-ACRE MASTER PLAN DEVELOPMENT LOCATED ALONG SOUTH SARS MORE IS A IN COUNCIL DISTRICT 4. THE [INAUDIBLE] WILL I BELIEVE CORPORATE SUSTAINABLE, RESILIENT AND UNIVERSAL DESIGN ELEMENTS TO MEET -- AND INCOMES.
THE PRIORITIES -- THE PROPERTY WILL BE SOLELY OWNED BY THE SAN ANTONIO HOUSING TRUST ENSURING THE PROJECT WILL BE PERMANENTLY AFFORDABLE.
AS OUR PROJECT MASTER PLANNING PROCESS MOVES FORWARD, WE LOOK FORWARD TO UNVEILING THE SPECIFIC CONCEPTS AND DETAILS FROM EACH OF THE PHASES THAT WILL MAKE THIS PROJECT UNIQUE AND FORWARD THINKING. I APPRECIATE THE SUPPORT FROM OUR 11-MEMBER SATPFC BOARD TO EMPOWER OR TEAM TO MOVE THIS FORWARD AND APPRECIATE THE FULL COUNCIL'S SUPPORT IN MOVING THIS REZONING FORWARD.
THANK YOU. I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE ABOUT
THIS EXCITING PROJECT. THANK YOU. >> MAYOR NIRENBERG: DAVID
TREVINO. >> GOOD AFTERNOON. A LITTLE INTRODUCTION, I'M RETIRED AVIONICS TECH. I'M NOT AN EXPERIENCED PUBLIC SPEAKER.
I'M A MEMBER OF THE NEWLY FORMED STARBRIGHT OVERLOOK NEIGHBORHOOD ASSOCIATION.
I WILL BE SPEAKING FOR THE COMMUNITY AND RESIDENTS AND PROPERTY AND BUSINESS OWNERS. ME STATUS AS RETIREE, WEE GREW UP AND WANT TO SHARE BLESSINGS WITH OUR NEIGHBORS. WE LIVE VERY NEAR TO THIS PROJECT. BECAUSE OF OUR LOCATION NEXT TO TAMSA, I HAVE BEEN PARTICIPATING IN SEVERAL OF THE LAND USE PLANNING MEETINGS IN 2019, AND RECENTLY BECAME INVOLVED IN CITY ZONING ISSUES WHEN I RECEIVED THE LETTER ABOUT THE ICOD INDUSTRIAL COMPATIBILITY OVERLAY DISTRICT.
OUR COMMUNITY INPUT ANUSOL DARED AGAINST ICOD CONVINCED THE ZONING COMMISSION TO REJECT IT. WE WILL CONTINUE TO WORK FOR ICOD TODAY TO VOICE THE STARBRIGHT OVERLOOK SOUTH NEIGHBORHOOD ASSOCIATION
[00:15:01]
SUPPORT OF THE PROPOSED ZONING STATUS, CHANGE IN THIS CASE.THIS PROJECT PROVIDES MUCH NEEDED AFFORDABLE HOUSING FOR ONE OF THE FASTEST GROWING SECTORS IN THE CITY. THE NEW HOUSING WILL BE IN CLOSE PROXIMITY TO EMPLOYERS AND EDUCATIONAL INSTITUTIONS, TOYOTA, AND A HALF STAR, JCB, THE NEW HEALTH HOSPITAL, PALO ALTO COLLEGE, ET CETERA. WE LIKE THE THREE PHASES OF THE CONCEPT. THE GOALS OF PROVIDING HOUSING, DIFFERENT TYPES OF HOUSING AND UNITS AND SIZES, THE DEVELOPMENT PLAN WILL PROVIDE FUTURE RESIDENTS VARIOUS STAGES OF LIVING LIKE FAMILIES, COLLEGE STUDENTS AND SENIORS WITH DISABILITIES. THE PLAN ALSO IS PEDESTRIAN FRIENDLY AND CYCLING FRIENDLY AND PROVIDES GREEN SPACES. I'M A LIFE-LONG BICYCLIST.
WE URGE THE CITY COUNCIL TO CONSIDER THE MERITS OF THIS REZONING PLAN AMENDMENT.
WE FEEL IT WILL HAVE LONG-TERM ADVANTAGE TO OUR COMMUNITY.
THIS PLAN ALIGNS WITH THE CITY'S VISION FOR DEVELOPMENT AND CREATING MIXED AND USE AFFORDABLE HOUSING THAT BENEFITS RESIDENTS AND BUSINESS.
I THANK YOU FOR YOUR TIME CONSIDERATION. A LETTER STATING THIS SUPPORT WAS SENT TO CITY COUNCIL, TO THE MAYOR AND CITY COUNCIL.
DETAILING OUR SUPPORT. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MR. TREVINO. ALL RIGHT. COUNCILMEMBER ROCHA GARCIA.
>> GARCIA: THANK YOU, MAYOR. AND I'D LIKE TO START OFF BY THANKING SPECIFICALLY PETE OLANASE FOR BEING HERE. FIVE OF US THAT SIT ON THE SAN ANTONIO HOUSING TRUST AND PUBLIC FINANCE CORPORATION ARE HAPPY TO LEARN ALL ABOUT THE PROJECTS AND MAKE INFORMED DECISIONS HERE ON THE DAIS.
WE'VE APPROVED ITEMS IN THIS AREA IN THE PAST AREA TO POPULAR BELIEF, AND I'M LOOKING FORWARD TO ONE COMING ALSO IN D10 SOON. WITH THAT, MAYOR, ON AGENDA ITEM 8 AND 10, I WOULD LIKE TO MAKE A MOTION FOR APPROVAL.
>> SECOND. >> GARCIA: AND JUST TO CLARIFY, THAT WILL BE GOING
AGAINST STAFF RECOMMENDATION. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. THERE IS A MOTION AND SECOND FOR APPROVAL OF ITEMS 8 AND 9. COUNCILMEMBER PELÁEZ.
>> PELÁEZ: THIS IS MY ONLY CONCERN IS WHY DID STAFF NOT RECOMMEND IT?
>> STAFF WAS CONCERNED THE INTENSITY, 40 UNITS PER ACRE, WAS INCONSISTENT WITH THE DEVELOPMENT PATTERN IN THE AREA. IT'S ALSO NOT CONSISTENT
WITH THE ADOPTED PLAN. THAT WERE STAFF'S CONCERNS. >> PELÁEZ: WHAT THRESHOLD
WOULD BE CONSISTENT? >> OUR UNIFIED DEVELOPMENT CODE HAS A NUMBER OF MULTI-FAMILY DENSITIES PER ACRE. I THINK SOME OF THE LESS DENSE CATEGORIES WOULD HAVE BEEN CONSISTENT, BUT IF COUNCIL FEELS THAT'S AN APPROPRIATE DENSITY, 600 UNITS, THIS WOULD BE THE ZONING CATEGORY TO ASK FOR.
>> PELÁEZ: IN RELATION TO THE TOYOTA CAMPUS, IS THIS -- WHERE IS THIS?
>> I BELIEVE THIS IS DUE WEST OF THE A&M CAMPUS AND THEN NORTHWEST OF THE TOYOTA
FACILITY. >> PELÁEZ: OKAY. THANK YOU.
THOSE ARE MY QUESTIONS. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER PELÁEZ.
COUNCILMEMBER COURAGE. >> COURAGE: THANK YOU. YOU ANSWERED ONE OF THE QUESTIONS I ALSO HAD, BUT LET ME ASK PETE OLANASE, PETE, WE'VE HEARD THE WORD AFFORDABLE. CAN YOU EXPLAIN WHAT THE AFFORDABILITY IS GOING TO BE
IN THIS PROJECT? >> WELL, I THINK OUR PREMISE IS TO MAKE SURE WE HAVE AFFORDABILITY WITH ALL PERSONS OF BODY TYPES, ABILITIES, AGES AND INCOMES.
WE'RE LOOKING FOR DEEP AFFORDABILITY THAT MEETS THE SHIP GOALS TO THE MAXIMUM EXTENT AS POSSIBLE. 30%, 60%, IT COULD GO 80 TO 100 DEPENDING ON THE FOR SALE PRODUCT WE'RE ANTICIPATING HERE. BUT WE'RE CURRENTLY INVOLVED IN OUR MASTER PLANNING PROCESS WHICH IS GOING TO HELP US IDENTIFY THE PROPER MIX AND RATIO. WITH RESPECT TO THE DENSITY FOR THE PROPERTY, IT ACTUALLY COMES OUT TO JUST ABOVE 30 -- 30 UNITS PER ACRE, EVEN THOUGH IT'S MF-40 DESIGNATION. IT'S BECAUSE THE DENSITIES ARE NOT SPREAD OUT, THEY ARE JUST PROPORTIONED A LITTLE DIFFERENTLY. WE JUST NEED A LITTLE MORE
FLEXIBILITY IN THAT ZONING. >> COURAGE: WHEN I HEAR AFFORDABILITY AND THEN I
HEAR, WELL, MAYBE 100%, WHICH IS MARKET RATE -- >> FOR FOR SALE PRODUCTS.
>> COURAGE: AND I ALSO DO HEAR OFTENTIMES WE SAY 30%, BUT SOMETIMES THAT MEANS ONE OUT OF TEN UNITS MAY BE AT 30%. YOU DON'T HAVE A MORE THOROUGH PROPOSAL OF WHAT THOSE NUMBERS ARE AT THIS TIME?
YOU ARE STILL -- >> NO, SIR, NOT AT THIS TIME.
WE'RE STILL GOING THROUGH THE FINANCIAL MODELING OF ALL 600 UNITS.
[00:20:01]
IT'S THREE PHASESS OF DEVELOPMEN WERE ANTICIPATED TO E MULTI-FAMILY IN NATURE, ONE SERVING SENIORS, THE OTHER SERVING SMALLER FAMILIES. AND THE THIRD ONE IS A FOR SALE CONCEPT THAT WE'RE STILL PUTTING TOGETHER THAT WILL HELP ACHIEVE THE ABILITY OF HOMEOWNERSHIP FOR A PORTION OF A POPULATION THAT NEEDS THAT.>> COURAGE: OKAY. THANK YOU. >> MAYOR NIRENBERG: THANK
YOU, COUNCILMEMBER COURAGE. COUNCILMEMBER KAUR. >> KAUR: THANK YOU, PETE, WILL YOU JUST STAY UP. I JUST WANTED TO VERIFY THIS PROCESS OPPORTUNITY TO WORK TO DISCUSS THE AFFORDABILITY OF THIS.
>> ABSOLUTELY. ABSOLUTELY. WE'RE HIGHLY COMMITTED TO DEEPEST SUPPORTABILITY AS POSSIBLE, AND ANY WAY WE CAN ESTABLISH THAT FROM THE GET-GO, WE WILL. AND I THINK WHAT'S KEY IS THIS IS GOING TO BE PERMANENT AFFORDABILITY. WE'RE NOT TREATING THIS HOUSING AS A COMMODITY.
THIS WILL NEVER BE SOLD. WE WILL BE ABLE TO REINVEST THE EARNINGS FROM THE PROPERTY BACK INTO THE PROPERTY LONG TERM. SO NONE OF THE VALUE OF THE
PROPERTY WILL EVER BE EXTRACTED OUT OF THE SITE. >> KAUR: THANK YOU, PETE.
I'LL SUPPORT THIS ITEM WITH MY COUNCILMAN. I JUST WANT TO THINK OF A WAY FOR STAFF TO ALSO WHEN CONSIDERING DEEP AFFORDABILITY, IS THERE A WAY WE CAN TAKE THAT INTO CONSIDERATION WHEN WE'RE MAKING OUR RECOMMENDATIONS, PARTICULARLY AS THEY MAY DIFFER A LITTLE BIT FROM THE PLANS.
THANKS. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER KAUR.
ANY FURTHER DISCUSSION ON ITEMS 8 AND 9? HEARING NONE, THERE'S A MOTION AND SECOND FOR APPROVAL. PLEASE VOTE.
MOTION CARRIES. ITEMS 12 AND 13. >> CLERK: CASE] WE MAILED 66 NOTICES. WE RECEIVED ZERO IN FAVOR AND ZERO IN OPPOSITION AND THERE IS NO REGISTERED NEIGHBORHOOD ASSOCIATION.
>> MAYOR NIRENBERG: WE HAVE TWO RESIDENTS SIGNED UP TO SPEAK ON THIS ITEM.
ASHLEY FAIRMONT. YOU WILL BE FOLLOWED BY LEO CASTILLO.
>> THANK YOU, MAYOR. I JUST WANTED TO MAKE A COUPLE OF COMMENTS AND THANK YOU ALL FOR LETTING ME SPEAK ON THIS. I DO REPRESENT THE OWNER AND THE DEVELOPER OF THIS PROJECT. IT IS A MIXED USE PROJECT IN THE SENSE THAT THE FRONTAGE ON 410, ABOUT AN ACRE, WILL BE DEVELOPED FOR COMMERCIAL USES. BEHIND THAT WOULD BE SENIOR LIVING.
THE IDEA OF THE SENIOR LIVING IS THAT THEY ARE SMALLER UNITS, MORE AFFORDABLE WITH COMMON AMENITIES. SO COMMON FOOD SERVICE, AS WELL AS MEDICAL ASSISTANCE AS NEEDED. AND THAT IS THE FOCUS.
I WANT TO HIGHLIGHT THIS DOES HAVE FRONTAGE ON 410 SO THE IDEA OF THE PROJECT IS ENTER AND EXIT OFF 410 AND NOT TOWARDS THE RESIDENTIAL PROPERTIES IN THE REAR.
IF THERE ANY QUESTIONS, I'M HAPPY TO ANSWER THEM. THANK YOU.
>> MAYOR NIRENBERG: THANK YOU. LEO CASTILLO.
>> HOW ARE YOU DOING? THANK YOU FOR HAVING ME. MY NAME IS LEO CASTILLO AND I REPRESENT THE HOMEOWNERS ASSOCIATION FOR FREEDOM HILLS WHICH IS DIRECTLY NEXT TO IT. AND WE ARE IN OPPOSITION OF CHANGING THE ZONE.
THE OWNERS HAVE OWNED THE PROPERTY FOR A LITTLE UNDER A YEAR, HAVE DONE NOTHING TO SECURE THE SITE. THE ASSOCIATION ACTUALLY PAYS FOR SOME OF THE LANDSCAPING TO BE DONE ON THE BACK SIDE OF THE -- OF THE PROPERTIES.
SO THAT THE OWNERS CAN HAVE KIND OF A CLEAR AREA. THEY CLEARED IT OUT ABOUT MAYBE A COUPLE MONTHS AGO. DIDN'T SPEAK TO ANYBODY, DIDN'T REACH OUT TO ANYONE.
WE DON'T THINK THAT THE TYPE OF DEVELOPMENT THAT THEY WANT TO DO, WHICH IS LIKE DORM-STYLE DEVELOPMENT IS WHAT THE AREA NEEDS. BIG PROMISES ARE ALWAYS MADE AND WE JUST WANT TO MAKE SURE OUR VOICES ARE HEARD. THAT WE ARE IN COMPLETE OPPOSITION OF IT. IN ADDITION THERE HASN'T BEEN ANY STUDIES DONE AS FAR AS LIKE TRAFFIC OR ANYTHING LIKE THAT. BUT -- YEAH, THAT'S ALL I
GOT. >> MAYOR NIRENBERG: THANK YOU, MR. CASTILLO.
COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU, MAYOR.
AND I'D LIKE TO ASK THE STAFF IF THE NEIGHBORHOOD OF FREEDOM HILLS WAS ASKED
ABOUT THIS OR WAS -- SENT NOTIFICATION. >> THEY ARE NOT REGISTERED WITHIN 200 FEET, SO NO NEIGHBORHOOD ASSOCIATION WAS NOTIFIED.
[00:25:04]
>> GARCIA: OKAY. THANK YOU SO MUCH. WELL, IN KEEPING WITH MY THEME OF GOING AGAINST STAFF RECOMMENDATION, I WILL MAKE A MOTION FOR APPROVAL.
>> SECOND. >> MAYOR NIRENBERG: THERE'S A MOTION AND A SECOND FOR APPROVAL OF ITEMS 12 AND 13. IS THERE FURTHER DISCUSSION? HEARING NONE, PLEASE VOTE. MOTION CARRIES. ITEMS -- EXCUSE ME, ITEM 20.
>> SEVEN OPPOSED AND THE HEIGHTS OF CARRIAGE HILLS HOA IS IN SUPPORT.
THANK YOU. >> MAYOR NIRENBERG: ALL RIGHT.
WE HAVE ONE RESIDENT SIGNED UP TO SPEAK ON ITEM 20. ASHLEY FAIRMOUND.
>> SORRY, I'LL KEEP IT BRIEF ON THIS ONE. THANK YOU ALL AND THANK YOU, COUNCILMEMBER PELÁEZ FOR WORKING WITH US ON THIS CASE.
THIS IS A RESIDENTIAL COMMUNITY THAT WE'RE LOOKING TO ADD A FEW ADDITIONAL UNITS TO. IT CURRENTLY A I LOUSE FOR 1 SINGLE-FAMILY -- FOR 19 SINGLE-FAMILY HOMES. WE REZONED THE PROPERTY A COUPLE YEARS AGO AND DUE TO ECONOMIC CONCERNS, CONSTRUCTION COSTS, WE'RE LOOKING TO ADD SOME ADDITIONAL UNITS HERE. I DO WANT TO POINT OUT THAT THE OWNERS OF THIS PROPERTY ARE HERE TODAY SITTING IN THE BACK SO THANK THEM FOR BEING HERE.
THEY OWN THE PROPERTY AND THEY ALSO LIVE ON THE PROPERTY AND THEY ARE MEMBERS OF THE TEMPLE WHICH IS JUST NORTH OF THE PROPERTY AND IT'S A REALLY INTERESTING COMMUNITY WHERE FRIENDS ARE GOING TO BE ABLE TO LIVE TOGETHER AND WALK TO THE TEMPLE. SO WE APPRECIATE YOUR SUPPORT ON THIS.
AND ALSO WE ARE GOING TO AMEND THE -- OUR IMPERVIOUS COVER REQUEST TO 60% AS OPPOSED TO 65. SO WE'RE SUPPORTIVE OF THAT IF THAT'S AN AMENDED MOTION.
THANK YOU. >> MAYOR NIRENBERG: THANK YOU.
COUNCILMEMBER PELÁEZ. >> PELÁEZ: THANKS, MAYOR. THANK MY TEAM AND THE APPLICANTS FOR DOING A GREAT JOB KNOWING WITH CARRIAGE HILLS OVERLOOK HOA AND THE HEIGHTS OF CARRIAGE HILLS. GETTING THEIR WRITTEN SUPPORT IS IMPORTANT TO GETTING MY SUPPORT. ADDITIONALLY I'M EXCITED ABOUT THIS PROJECT BECAUSE IT'S A FIRST-OF-ITS-KIND. IT'S GOING TO BE A TEMPLE SIKH COMMUNITY AND THAT'S UNIQUE AND SPECIAL AND I LOOK FORWARD TO SEEING WHAT YOU ALL DEVELOP.
I APPRECIATE THE OWNERS COMING UP TO 60%. THAT WAS AN IMPORTANT CONCESSION. THANK YOU FOR AGREEING TO DO TAT AND UNDERSTANDING WHY THAT'S IMPORTANT TO US. I MAKE A MOTION TO APPROVE ITEM 20 WITH SAWS 60%
IMPERVIOUS COVER. >> MAYOR NIRENBERG: THERE'S A MOTION AND A SECOND FOR APPROVAL OF ITEM 20 AS AMENDED. ANY FURTHER DISCUSSION? COUNCILMEMBER PELÁEZ. EXCUSE ME, COUNCILMEMBER COURAGE.
>> COURAGE: THANK YOU. I'VE HAULS BEEN CONCERNED ABOUT ANY KIND OF -- ALWAYS BEEN CONCERNED ABOUT ANY KIND OF DEVELOPMENT OVER THE AQUIFER.
I UNDERSTAND SAWS'S RECOMMENDATION AND I UNDERSTAND THE COMMUNITY WANTING TO DEVELOP THESE RESIDENCES. I'M SURE IT'S GOING TO BE GREAT. I APPRECIATE THE FACT THAT COUNCILMAN WORKED WITH THE COMMUNITY TO LOWER THE GROWN COVER SO THAT HOPEFULLY MORE WATER FLOWS INTO THE AQUIFER THAN DOWN THE STREET. AND I THINK, YOU KNOW, THIS IS A GOOD PROJECT AND I SUPPORT IT. I UNDERSTAND MAYBE THE CONSTRUCTION WILL EVEN BE LESS DENSE ON THE PROPERTY. SO HOPEFULLY IT ALL TURNS OUT WELL.
THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER COURAGE.
ANY FURTHER DISCUSSION? HEARING NONE, THERE IS A MOTION AND A SECOND FOR APPROVAL AS AMENDED. PLEASE VOTE. MOTION CARRIES.
ITEM 21 WAS APPROVED ON CONSENT. I MISTAKENLY SKIPPED OVER SOMEONE WHO WAS SIGNED UP TO SPEAK ON THAT ITEM. IS JAMES MARTINEZ STILL HERE? OKAY. WELL, I APOLOGIZE TO MR. MARTINEZ IF HE WAS HERE TO SPEAK ON THAT ITEM. IT HAS BEEN APPROVED ON CONSENT. THAT IS THE BALANCE OF OUR ZONING AGENDA.
IT'S 2:40 P.M. ON AUGUST 15, 2024, AND WE'RE ADJOURNED. THANKS, EVERYBOD
