>> MAYOR PRO TEM: ALL RIGHT. THANK YOU LADIES AND GENTLEMEN FOR COMING TODAY TO OUR B SESSION. BECAUSE WE'RE STARTING A LITTLE LATER, WE WILL HAVE A TOTAL OF SEVEN MINUTES FOR YOUR FIRST ROUND AND WE WILL HAVE A SECOND ROUND BASED ON TIME, WE WANT TO BE EFFICIENT WITH OUR PROCESS. SO WE'LL GO AHEAD AND GET STARTED WITH MADAM CLERK, CAN YOU PLEASE CALL ROLL?

>> CLERK:

>> MAYOR PRO TEM: THANK YOU. SO TODAY WE CONTINUE OUR BUDGET JOURNEY, AND CAN YOU PLEASE READ THE CAPTION, MADAM CLERK, AND

[ ITEMS  ]

THEN, JESUS, I THINK YOU'RE UP. >> CLERK: ITEM NUMBER ONE IS STAFF PRESENTATION ON THE FISCAL YEAR 2025 PROPOSED BUDGET FOCUSING ON, BUT NOT LIMITED TO, THE FOLLOWING CITY DEPARTMENTS OR

INITIATIVES. AIRPORT. >> THANKS.

I GUESS THAT'S ME. GOOD AFTERNOON, MAYOR PRO TEM, COUNCILMEMBERS, THANK YOU ALL SO MUCH FOR YOUR TIME, YOUR SUPPORT OF THE ENTIRE AIRPORT TEAM. EXCITED FOR TODAY'S PRESENTATION.

IT'S TRULY -- GOOD AFTERNOON, SIR -- IT'S TRULY A TEAM EFFORT BY SO MANY AND A REFLECTION OF ALL OF US WORKING TOGETHER AND EXECUTING ON OUR STRATEGIC INITIATIVES. IN TODAY'S PRESENTATION, WE'LL BE COVERING A HIGH-LEVEL OVERVIEW ON A NUMBER OF IMPORTANT ITEMS. WE'LL BEGIN WITH A 2025 PROPOSED OPERATING BUDGET IN ALIGNMENT WITH OUR ESTABLISHED 2023 THROUGH 2028 STRATEGIC PLAN, WE WILL COVER CURRENT KEY PERFORMANCE IND INDICES WE ARE TRACKING THE AIRPORT'S OVERALL PERFORMANCE. ENCOMPASSING THIS PERFORMANCE SUMMARY ARE OUR PERFORMANCE METRIC AND AIR SERVICE DEVELOPMENT UPDATE, THE PASSENGER GROWTH AND STATISTICS ASSOCIATED THAT WE'VE EXPERIENCED THIS PAST YEAR, OUR INCREDIBLE FEDERAL PARTNERSHIPS AND EFFORTS, THE COMMUNITY ENGAGEMENT WITH THE BRIEFING ON WHAT WE'VE DONE THUS FAR, AND AN UPDATE ON STINSON MUNICIPAL AIRPORT, AND ITS OVERALL MASTER PLAN. WE CONTINUE TO MAKE STRIDES IN OUR AIRPORT DEVELOPMENT PROGRAM. WE WILL PROVIDE THE UPDATE ON THE CURRENT PROGRESS AND NEXT STEPS AS WE EMBARK ON THIS INCREDIBLE CAPITAL IMPROVEMENT PROGRAM AND CONTINUING TO FOCUS ON THE SPEED OF DELIVERY FOR SCOPE, SCHEDULE AND BUDGET. AND THEN LASTLY, WE WILL PRESENT TO YOU TWO PRESOLICITATION BRIEFINGS KEY TO OUR TERMINAL DEVELOPMENT PROGRAM AND AIRFIELD DEVELOPMENT PROGRAM.

THE AIRPORT'S AN ENTERPRISE FUND. WE ARE OPERATED AND MAINTAINED COLLECTING TENANT AND PASSENGER FEES THROUGH OUR PARTNERSHIP WITH OUR FEDERAL AGENCIES. WE ALSO RECEIVE FEDERAL GRANTS THAT HELP THE AIRPORT DEVELOP. A VERY TRANSPARENT BUSINESS MODEL WITH CLEAR ACCOUNTABILITIES AND ESTABLISHED IN THE REGULATORY FRAMEWORK WE OPERATE WITHIN. GROWTH, EXCELLENCE AND ENGAGE. , ALONG WITH OUR SERVICE TO OUR PASSENGERS ARE OUR VALUES. WE REMAIN COMMITTED AND FOCUSED ON EACH OF THOSE. BUT THERE IS NO GREATER VALUE THAN OUR OWN PEOPLE, THE TEAMS THAT GET THE WORK DONE DAY IN AND DAY OUT.

I WILL BE HIGHLIGHTING SOME OF THE AIRPORT'S GREATEST ACCOMPLISHMENTS. YOU KNOW, IN 2023, WE RECEIVED THE BUSINESS OF THE YEAR AWARD FROM THE SAN ANTONIO BUSINESS JOURNAL, AND WE LOOKED AT EVERYTHING THAT WE DID AND WE WANT TO SHOW YOU WHAT WE'VE DONE THUS FAR IN 2024. I COULD NOT BE MORE HAPPIER, MORE PROUD, TO BE AT THE BOTTOM OF THIS TRIANGLE AS A SEREVENT LEADER FOR ALL OF THE PEOPLE WHO WORK AT THIS AIRPORT. ESPECIALLY WITH THE NUMBER OF INCREASES THAT WE'VE SEERNSED AND YOU'LL SEE SOME OF THAT IN SOME OF THE FOLLOWING SLIDES. THE TEAM REMAINS COMMITTED AND HAS STOOD STEADFAST DELIVERING THE SERVICE TO ALL OF OUR AIRPORT PASSENGERS AND DELIVERING THE SERVICE THAT THEY HAVE BECOME ACCUSTOMED TO.

FOR THE SECOND YEAR IN A ROW, WE'RE NOT REQUESTING ANY ADDITIONAL STAFF.

A CLEAR DEMONSTRATION OF THE INNOVATION AND EFFICIENCY AND THE WORK OF THE 400 PLUS TEAM MEMBERS THAT DO GOOD FOR OUR AIRPORTS EVERY DAY.

[00:05:01]

I MUST REMIND YOU, AN AIRPORT NEVER CLOSES, THEY'RE OPEN 24 HOURS A DAY, SEVEN DAYS A WEEK, 365 DAYS A YEAR. A NUMBER OF EFFORTS HAVE CONTRIBUTED TO OUR REVENUE PERFORMANCE, THE INCREASED TRAFFIC, OUR LEVEL OF SERVICE THAT WE'RE DELIVERING DAY IN AND DAY OUT, THE NUMBER OF AIRCRAFT OPERATIONS AND THE INCREASED NUMBER OF NONSTOP DESTINATIONS.

OUR INTERNATIONAL MARKET IS A KEY FACTOR TO OUR OVERALL SUCCESS IN THE INCREASE AS YOU SEE THE PROJECTED 20.1% INCREASE IN THOSE REVENUES.

OUR AIRLINE REVENUES, YOU KNOW, CONTINUE TO GROW, AND WE'RE FINALIZING A NEW USE AND LEASE AGREEMENT THAT WE PLAN ON BRINGING TO COUNCIL IN THE MIDDLE OF SEPTEMBER FOR YOUR APPROVAL. A LOT OF WORK HAS BEEN DONE BY THE ENTIRE TEAM TO WORK ON THIS AGREEMENT.

ALL OUR AIRPORT COST ALLOCATIONS ARE BEING ADJUSTED, ALLOWING FOR MORE FLEXIBILITY AND BETTER UTILIZATION OF OUR ENTIRE OVERALL ASSET.

ON THE NONAIRLINE REVENUE SIDE, YOU SEE THE INCREASE OF 4.4 MILLION, AND THAT'S ASSOCIATED TO PARKING AND CONCESSION REVENUES.

THOSE ARE PROJECTED TO INCREASE BY 6.5%, OR AN ADDITIONAL 4.3 MILLION IN REVENUE. THE CONCESSIONS ARE INCREASING OVER 9.6%, BASED ON ON OR OVER 3.4 MILLION DUE TO INCREASED CONCESSION COMMISSIONS AND THE REVENUE BASED ON INCREASED PASSENGER TRAFFIC AND INCREASES TO THE CONCESSIONS AS WE SHARE THOSE REVENUES.

THE PARKING REVENUES ARE UP 3%, REFLECT INCREASE VALET REVENUES OF CLOSE TO $1 MILLION. I'M GLAD TO TELL YOU THAT, YOU KNOW, AS WE STARTED TO OFFER THAT SERVICE OFFERING IN THE FALL OF 2022, WE STARTED WITH 40 SPACES. THIS ENTIRE SUMMER WE HAVE CLOSED THE GARAGE EVERY DAY. AND THE VALET HAS HAD OVER 600 CARS PARKED A DAY INSIDE THE VALET SERVICE. PEOPLE HAVE REALLY TAKEN A LIKING TO THAT SERVICE, AND I'LL TALK TO YOU A LITTLE BIT MORE ABOUT SOME CHANGES THAT WE HAVE FORTHCOMING TO BETTER SERVICE OUR CUSTOMERS FOR THE PEOPLE THAT WANT THAT LEVEL OF SERVICE. SO, YOU KNOW, WE'RE IN THE FINAL STAGES ALSO, WE BROUGHT TO YOU IN A PRESOLICITATION THE CONCESSIONS AGREEMENT, THERE'S A TOTAL OF 19 PACKAGES, TWO FOOD AND BEVERAGE AND ONE RETAIL WILL BE COMING TO YOU HERE IN OCTOBER TO BRENG YOU THE POSTSOLICITATION BRIEFING ON THE CONCESSIONS THAT WILL ADD ADDITIONAL -- AND WE LISTENED AND WE HEARD FROM YOU ALL ON THE IMPORTANCE OF HAVING 40% ON LOCAL PARTICIPATION. AND I THINK YOU'RE GOING TO TAKE A REALLY GOOD LIKING TO WHAT WE'RE GOING TO BE BRINGING FORWARD. FOR THE OPERATING PROPOSED BUDGET, ON THE OPERATING MAINTENANCE, WE CAME IN AT 120 WITH THE REVISED OF 122.

AND THE PROPOSED FOR 2025 IS 127, PRETTY CLOSE TO A 6% INCREASE.

ONE WOULD ASK WHY 120 TO 122? A HEAVY PIECE OF THAT, SIX NEW AIRLINES, WE'RE HAVING TO DO AIRLINE INCENTIVES IN CREATING THOSE MARKETS AND STIMULATING THOSE MARKETS FOR WHAT WE'RE DOING.

I HAVE A FULL PRESENTATION, I'M GOING TO GO OVER ON THE AIR SERVICE DEVELOPMENT SIDE, IT'S VERY EXCITING, SO WE'LL COVER SOME OF THAT. AND JUST THE COMMODITIES WE USE DAY IN AND DAY OUT, AND I'LL SHARE WITH YOU A LITTLE BIT OF THE INCREASE ON THE NUMBER OF PASSENGERS THAT ARE IN THERE AS WELL. I SHOULDN'T SAY LITTLE BIT. IT'S A BIG INCREASE. ON THE CAPITAL IMPROVEMENT FUND TRANSFER THAT'S DIRECTLY RELATIVE TO OUR REVENUES -- IN AUDIO] -- WE CAME IN AT 15. WE'RE BRINGING IN 20.

AND IN 2025, WE'RE PROPOSING CLOSE TO 37 FOR 145% INCREASE.

THE RESTRICTED FUNDS, WHICH IS OUR PASSENGER FACILITY CHARGES AND OUR CSES, OUR CONRAD FACILITY, THAT, TOO, HAS CONTINUED TO GROW.

WE EXPECT THAT TO COME IN AT 16.2% ABOVE THE CLOSE TO 35 OF 2024 FOR A TOTAL OF 496 FOR THE PROPOSED BUDGET AT A 17.4% INCREASE.

WHAT YOU SEE IN ARPA AND CARES IS THE REMAINING OF WHAT'S LEFT WITH ARPA CARES AND CHRIS SAN ANKRSA, WE'VE USED ALL OF THAT GIVING CLOSE TO $5 MILLION BACK TO THE CONCESSIONS IN HELPING THEM CONTINUE DO WELL. POSITIONS AS I MENTIONED EARLIER SITS AT 47 IN 2024, AND WE'RE COMING IN AT 47 IN 2025. FOR THE REVENUE ENHANCEMENT, TWO BIG FEATURES THAT WE HAVE FOR THOSE, WE BUILT THE

[00:10:06]

CUSTOMS AND BORDER PROTECTION FACILITY ON THE OTHER SIDE OF THE AIRFIELD THAT'S USED FOR GA LANDING ON THE FIS INSPECTION FEES AND LANDING FEES. SO NEVER BEEN A COST RECOVERY MODEL ASSOCIATED WITH THAT. WE'RE PUTTING ONE IN SPECIFICALLY ON THE FIS SIDE. I'LL TELL YOU A LITTLE BIT ABOUT THE TRAFFIC THAT'S COMING IN FROM MEXICO AND WHERE WE STAND ACROSS THE ENTIRE COUNTRY WITH REGARDS TO THAT, AND WE WANT TO MAKE SURE THAT WE'RE CAPTURING ALL OF OUR LANDING FEES ASSOCIATED WITH THAT. INCREASE AIRCRAFT REMAIN OVERNIGHT, THAT'S AN INCREASE FROM 125 TO 150.

AND THAT'S A REFLECTION ON THE NUMBER OF AIRCRAFT WE HAVE PARKED.

WE HAVE ORIGIN TO DESTINATION. I ENCOURAGE YOU IF YOU WANT TO SEE AIRCRAFT, TO COME OUT TO THE AIRPORT AT 4:00 IN THE MORNING OR 10:00 AT NIGHT, AND WE HAVE AN ABUNDANCE OF AIRCRAFT LANDING AND AN ABUNDANCE OF AIRCRAFT TAKING OFF, WE'RE JUST CONTINUING TO MOVE FORWARD. AND ONE OF THE EFFORTS THAT WE'LL BE BRINGING TO COUNCIL, WE'LL BE TALKING ABOUT THE INCREASE ON THE NUMBER OF OVERNIGHT PARKING, THE RON POSITIONS. WE'RE INCREASING THAT FROM FOUR TO SEVEN ON AN ALTERNATIVE THAT WE PUT THROUGH WITH YOUR SUPPORT. WE HAVE WELL OVER 30 METRICS THAT WE'RE CONSTANTLY MONITORING AS AN AIRPORT. WE WANTED TO GIVE YOU THE ONES IN 2025 THAT MEAN THE MOST TO US. THE NUMBER OF NONSTOP DESTINATIONS, AS YOU LOOK AT PREPANDEMIC, WE WERE AT 38.

THE BIGGEST YEAR THE AIRPORT HAD EVER EXPERIENCED.

WE ARE NOW AT 45, AND WE ARE CHASING LIKE HECK NUMBER 46, HINT, HINT, SAT TO DCA WITH HOPES OF THAT HAPPENING AS QUICKLY AS POSSIBLE, BUT WE HAVE A TARGET IN 2025 TO GET TO 48. TOTAL NUMBER OF PASSENGERS IN 2023, WE HAD 10.3. YOU LOOK AT WHERE WE'RE GOING TO LAND IN 2025 AT 11.6, THAT'S AN INCREASE OF 1.3 MILLION PASSENGERS IN 24 MONTHS OF WHAT WE'RE DOING. I ATTRIBUTE THAT TO THE ENTIRE TEAM AND THE WORK THAT EVERYONE'S BEEN DOING.

THE TDP DESIGN COMPLETION IS AT 30%. I'LL GIVE YOU AN OVERALL OF WHERE WE'RE AT BY THE END OF 2025, WE WANT TO BE CLOSE TO 70% ON THAT DESIGN. AND WE WILL START SOME OF THE [INDISCERNIBLE] WORK AND I'LL TALK ABOUT THAT IN A MINUTE. THE RELATED PROJECTS UNDER CONSTRUCTION FOR 2024, WE HAD TWO. THE ESTIMATE IS AT TWO, AND IN 2025, WE WANT TO HAVE SEVEN. THE DOLLAR SPEND FOR THE DESIGN AND TAKE IN MIND, WE NOW HAVE THE CONSTRUCTION MANAGER AT RISK ON BOARD, IS WORKING CLOSELY WITH THE MASTER ARCHITECT, WE TARGETED 8%. THE FY 2024 ESTIMATE IS AT 4%, AND I ATTRIBUTE

THAT TO, YOU KNOW, TIM OH CRONLY, SAM. >> MCKEE-RO RODRIGUEZ. WE HAVE A NUMBER OF SAVINGS, SO WE'LL PUT THAT PROJECTED SPIN AT 11% OF WHAT WE HAVE. BUT DID REALLY, REALLY WELL THIS YEAR WITH WHAT WE'VE ACCOMPLISHED. THE PERCENT OF PASSENGERS THROUGH SECURITY CHECKPOINTS AND THE NUMBER OF PASSENGERS THROUGH CUSTOMS, WHEN WE LOOK AT OUR TOTAL VOLUME OF PASSENGERS, WE WANT TO CONTINUE TO MAINTAIN THAT LEVEL OF SERVICE. I WILL TELL YOU ON AN AVERAGE, IT TAKES YOU LESS THAN SEVEN MINUTES TO GO THROUGH OUR TSA CHECKPOINT. ON AN AVERAGE, IT TAKES YOU LESS THAN 15 MINUTES TO GO THROUGH CVP. WE WANT TO CONTINUE TO FOCUS ON THAT, AND WE'LL TALK A LITTLE BIT MORE OF THAT AS WE CONTINUE TO WORK FORWARD ON OUR O'ER ALL EFFORTS. -- OVERALL EFFORTS. .

THE ECONOMIC IMPACT STUDY, IF YOU LOOK BACK PREPANDEMIC IN '19, WHICH WAS THE BEST YEAR WE EVER HAD AT THIS AIRPORT, WE HAD AN ECONOMIC IMPACT OF 5.2 BILLION. I'M PROUD TO TELL YOU THAT OVER THE LAST, YOU KNOW, 20 TO 30 MONTHS, WE'VE INCREASED THAT, AND NOW THE AIRPORT HAS A $7.4 BILLION ECONOMIC IMPACT. WE PERFORMED A STUDY, THESE ARE EARLY NUMBERS. HAVE A LITTLE BIT MORE WORK TO DO, BUT I FEEL VERY COMFORTABLE IN TELLING YOU THAT THAT'S OUR NEW NUMBER AS OF TODAY. INDIRECT OR DIRECT JOBS WAS SOMEWHERE AROUND 45,000. 45,000 PREPANDEMIC, TODAY THAT NUMBER'S APPROXIMATELY 50,000 JOBS SUPPORTED BY SAT AND SSF.

[00:15:02]

WE CONTINUE TO DO GOOD AND CREATE THE IMPACT THAT THERE AIRPORT SHOULD HAVE ON THE OVERALL CITY AND CONTINUING TO GROW. BEFORE I TALK ABOUT OUR PASSENGER GROWTH, I WANTED TO MAKE SURE EVERYONE UNDERSTANDS THE INFORMATION ON THE AIR SERVICE PROGRAM AT SAN ANTONIO INTERNATIONAL AIRPORT. WE SERVE 45 NONSTOP DESTINATIONS IN THE UNITED STATES AND EIGHT INTERNATIONAL DESTINATIONS, INCLUDING OUR FIRST TRANSATLANTIC FLIGHT INTO GERMANY THAT BEGAN IN MAY, AND TWO NEW MEXICO DESTINATIONS. THIS IS A LITTLE OVER 18% INCREASE OVER 2019, WHERE WE ONLY HAD 38 DESTINATIONS. LAST YEAR, WE INITIATED SIX NEW NONSTOPS, DESTINATIONS THAT'S SHOWN -- AUDIO] -- WE'VE WORKED REALLY, REALLY HARD AT ADDING NEW AIR SERVICE AS A RECORD PACE, NOT ONLY ON THE NEW NONSTOP MARKETS BUT ALSO ON THE NEW AIRLINES ENTERING AND EXITING THE MARKET AS SHOWN IN THE LITTLE BOXES ON THE MAP, SUCH AS SPIRIT ENTERING DFW MARKET, OR LAST WEEK, [INDISCERNIBLE] ANNOUNCING IT WOULD START SERVING INTO MONTERREY MEXICO ALONG WITH VIA AIRBUS. WHAT'S NOT SHOWN ARE INCREASES LIKE AMERICAN ADDING IT'S 13TH DAILY FLIGHT TO FDW AND UNITED ADDING A SECOND DAILY TO SFO. ALSO NOT SHOWN HERE ON THE GRAPH ARE INCREASES IN AIRCRAFT SIZE, RESULTING IN MORE SEATS, MORE AMENITIES FOR TRAVELERS, AND AN OVERALL BETTER TRAVEL EXPERIENCE. LIKE MEXICO ADDING A BOEING 737 ON ONE OF THE TWO DAILY FLIES REPLACING A SMALLER AIRCRAFT OR DELTA AIRCRAFTS REPLACING 8320S TO NEW YORK, OFFERING MORE SEATS TO BOTH ECONOMY AND IN FIRST CLASS TRAVELERS. NOW FOR THE NUMBERS. OVERALL, WE'VE EXPERIENCED A STRONG RECOVERY. WE ARE ANTICIPATING MORE PASSENGERS THAN OUR ORIGINAL TARGET FOR 2024 AT 11.2 MILLION COMPARED TO OUR ORIGINAL TARGET OF 10.9. THE ANTICIPATED INCREASE IN PASSENGERS OF APPROXIMATELY 1.3 MILLION SINCE 2023 IS EQUIVALENT TO THE FLYING OF MORE THAN 8,000 737S IN ONE YEAR.

IT'S A MATTER OF PERSPECTIVE FOR US WITH AIRCRAFT, SORRY.

WE'RE OUTPACING MANY OF OUR PEERS AS A MEDIUM HUB, WE SAW A SIX% INCREASE IN PASSENGERS IN 2019 TO 2023. ACCORDING TO AIRPORT'S COUNCIL INTERNATIONAL RANKING US EIGHTH IN RECOVERY COMPARED TO THE 230 MEDIUM AIRPORTS. THIS HAS BEEN THE BUSIEST MONTH EVER THIS MONTH.

WE ALSO SAW A YEAR-TO-YEAR INCREASE OF 20% IN INTERNATIONAL TRAVEL COMPARED TO 2023, DUE IN PART TO THE NEW CONCONDOR SERVICE AND THE MEXICO MAR MARKETS THAT HAVE INCREASED TREMENDOUSLY.

IN FACT, SAT OFFERED THE MOST SEATS TO MEXICO BY FAR COMPARED TO OTHER MEDIUM HUBS AND RANKED NUMBER 11 IN THE ENTIRE COUNTRY, A STAGGERING RANKING CONSIDERING THAT PLACES -- THAT THIS PLACES SAT ABOVE MAJOR AIRLINE HUBS LIKE NEWARK, CHARLOTTE, SEATTLE AND SALT LAKE CITY.

ADDITIONALLY, SAT RANGED NUMBER TWO AGAINST MEDIUM HUB AIRPORTS FOR TOTAL INTERNATIONAL SEATS ONLY BEHIND HOUSTON HOBBY WHICH IS A MAJOR BASE FOR SOUTHWEST AIRLINES IN THEIR INTERNATIONAL NETWORK.

AS THE CITY MANAGER MENTIONED AT THURSDAY'S BUDGET PRESENTATION, WE'RE IN THE MIDDLE OF NEGOTIATIONS WITH THE AIRLINES AND WE'RE EXCITED TO CONTINUE TO MOVE FORWARD WITH THEM IN A VERY SYMBIOTIC AND GOOD RELATIONSHIP FOR A LONG-TERM AGREEMENT HERE AT SAN ANTONIO INTERNATIONAL AIRPORT. PROGRESS TOWARD GETTING READY TO GROW IS DONE THROUGH MULTIPLE RELATIONSHIPS AND PARTNERSHIPS.

THEY'RE NOT EASY. THROUGH DEEP RELATIONSHIPS AND ONGOING COMMUNICATION WITH FAA LEADERSHIP AT THE NATIONAL AND REGIONAL LEVEL, SAT HAS BEEN ABLE TO NAVIGATE TECHNICAL AND FINANCIAL CHALLENGES TO ACHIEVE A HIGH LEVEL OF AWARENESS AND SUPPORT FOR BOTH THE TERMINAL AND AIRFIELD PROGRAMS. THE POSITIONS OF SAN ANTONIO -- THIS POSITIONS SAN ANTONIO WELL AS A NEW FAA REAUTHORIZATION ACT BEGINS TO HAVE FUNDS APPROPRIATED TO NEW PROGRAMS.

[00:20:03]

IT ALSO ENSURES THE FAA IS FULLY AWARE THAT PROJECTS AT SAT ARE SHOVEL-READY AND ARE BEING EXECUTED. AND CAPABLE OF MOBILIZING GRANT FUNDS QUICKLY AND EFFICIENTLY. THIS IS EVIDENCED BY THE ADDITIONAL $5 MILLION RECENTLY AWARDED FOR THE GROUNDLOAD FACILITY ON TOP OF THE ORIGINAL 20 MILLION THAT WE RECEIVED THE ORIGINAL AWARD FOR. AS THE BIPARTISAN INFRASTRUCTURE LAW EXPIRES IN 2026, SAT IS POSITIONING ITSELF TO BE A CHOICE RECIPIENT OF FAA FUNDS THAT WILL NEED TO BE DISTRIBUTED BEFORE THAT EXPIRATION.

FVMENT AA HAS ENTRUSTED SAT TO BE THE ONLY TEST SITE IN THE COUNTRY TO DEVELOP THE RIPSA SAFETY PROGRAM, I'VE MENTIONED THAT A NUMBER OF TIMES.

I WANT TO GIVE A LOT OF CREDIT TO TOM BARTLETT, THE DEPUTY DIRECTOR OVER OPERATIONS AND RYAN ROCHA AS WELL FOR THE HARD WORK THEY DO FOR TWO YEARS IN A ROW, THE FAA HAS COME TO AUDIT US AND HAS FOUND ZERO DISCREPANCIES IN THE WAY WE PERFORM AND THE WAY WE DO OUR MAINTENANCE OUT ON THE AIRFIELD AND IN AND AROUND THE COMPLEXES. A LOT OF HARD WORK BY ALL THE PEOPLE THAT ARE MAINTAINING EVERYTHING. WITH THE DEPARTMENT OF ENERGY, SAT'S WORKING WITH THE COSA OFFICE OF SUSTAINABILITY TO UTILIZE 500,000 OF DOE FUNDS TO DEVELOP AN ENERGY MASTER PLAN FOR THE AIRPORT.

THIS WILL POSITION SAT TO HAVE RESILIENCY AND ENERGY SAVING PROJECTS IDENTIFIED AS ELIGIBLE FOR FUTURE FUNDING OPPORTUNITIES THROUGH THE DOE AND OTHER ENERGY-DRIVEN AGENCIES. SAT AND SFF HAVE ENTERED A PARTNERSHIP AGREEMENT WITH THE DEPARTMENT OF ENERGY, CPS AND UTSA TO SUPPORT THE DEVELOPMENT OF ADVANCED RESEARCH AGENCY.

CONGRESSIONAL DELEGATES HAVE BEEN INCREDIBLY HELP PA.

WITH THE ASSISTANCE OF THE COSA GOVERNMENT AFFAIRS TEAM LED BY SALLY SOTO, WE'VE BEEN ABLE TO CASTRO. THESE GRANTS HELP WITH ELECTRIC SHUTTLE BUSES AND THE RELATED INFRASTRUCTURE AND THE MASTER PLAN THEY'LL WITH SUPPORT AND COMPLEMENT THE DOE MASTER PLAN. IT TOOK A BIPARTISAN EFFORT TO ACCOMPLISH THIS ACT. I CAN'T THANK ALL OF YOU ENOUGH FOR THE HELP, SUPPORT AND THE COMMITMENT YOU'VE GIVEN TO OUR AIRPORT. THIS WAS CHAMPIONED, OBVIOUSLY, BY SENATOR TED CRUZ AND THE SUPPORT OF SENATOR CORNYN, REPRESENTATIVE CASTRO, CHIP ROY AND ALMOST EVERY OTHER MEMBER OF THE TEXAS CONGRESSIONAL DELEGATION. WE ANXIOUSLY AWAIT THE DISPOSITION OF THE TOTAL NUMBER OF SLOTS THAT ARE GOING TO BE GRANTED, AND I WILL TELL YOU, WE RECEIVED OVER 150 LETTERS OF SUPPORT FROM THIS COMMUNITY, A LOT OF THANKS GOES OUT TO VSA, GREATER SA, ALL THE HELP THAT THEY HAVE GIVEN US.

SO WE ARE READY AND I COULD NOT SAY ENOUGH ABOUT AMERICAN AIRLINES AS WELL FOR EVERYONE IN THEIR GOVERNMENTAL AFFAIRS POSITIONS AND THE WORK THAT THEY HAVE DONE TO GET US READY. ANOTHER IMPORTANT PARTNERSHIP OF NOTE IS THE MILITARY PARTNERSHIP, THROUGH AN INTERNATIONAL PARTNERSHIP WITH JBSA AND JBSA RANDOLPH, THEY'VE REFINED AND COORDINATED THE AIRFIELD IN A WAY THAT MINIMIZES AIRSPACE DISRUPTION.

THIS PARTNERSHIP CONTINUES TO SEEK OPPORTUNITIES FOR RESOURCES TO EXPEDITE THE AIRFIELD PROGRAM IN AN EFFORT TO MAXIMIZE SAFETY AND MILITARY BENEFIT. THE COMMUNITY PARTNERSHIPS OF THE SAN ANTONIO BUSINESS COMMUNITY, INCLUDING GREATER SA AND VISIT ARE A SIGNIFICANT ROLE IN THE OPPORTUNITY TO COMPETE FOR SLOTS TO DCA. I JUST HAVE TO GIVE A SHOUT OUT TO OUR AIRPORT ADVISORY COMMISSION FOR ALL THE WORK THEY DO IN HELPING US IN DOING WHAT THE PARTNERSHIPS THAT WE'VE BEEN ABLE TO ACCOMPLISH WHAT WE'VE BEEN ABLE TO ACCOMPLISH. THE 2024 GRANT SUMMARY FOR PROJECTS IS A TOTAL OF 133.7 MILLION IN FEDERAL GRANTS AWARDED THROUGH 2020 FOR THE CIP PROGRAM. WE HAVE AN [INDISCERNIBLE] RESILIENCY MASTER PLAN. THAT FUNDING WILL BE UTILIZED FOR THE SAN ANTONIO INTERNATIONAL AIRPORT TO CONDUCT EFUNDING AS MENTIONED BEFORE -- ELECTRICAL FUNDING AS MENTIONED BEFORE.

THE ELECTRIC SHUTTLE BUS PROGRAM AS WELL WILL BE FUNDED AND USED FOR THE SAN ANTONIO INTERNATIONAL TO ELECTRICIFY THREE SHUTTLE BUSES.

[00:25:03]

THE BUSES WILL BE USED TO MOVE PASSENGERS FROM PARKING AREAS TO THE AIRPORT TERMINAL AND THE LOWER USE INTERNAL COMBUSTION ENGINE, THEY CALL THEM THE ICE SHUTTLE BUSES, HELPS REDUCE EMISSIONS FROM VEHICLE OPERATIONS AND IMPROVE AIR QUALITY. ANOTHER SPENDING EFFORT FROM CONGRESSMAN CASTRO. A NUMBER OF EFFORTS AS YOU CAN SEE, WE HAVE 36 MILLION FOR 2024 THAT WE'VE ALREADY RECEIVED. DWEE OF THAT MILLION IS FOR THE -- 23 OF THAT MILLION IS FOR THE GROUNDLOAD FACILITY IN THE NEW TERMINAL. AND 12 MILLION FOR THE TAXIWAY NORTH AND THE ELECTRICAL SYSTEM UPGRADE AND THE EXPANSION AS WELL.

ANOTHER 970,000 FOR ENVIRONMENTAL WORK FOR OUR AIRFIELD PROGRAM FROM THE SUPPLEMENTAL GRANT FUNDS. WE ANXIOUSLY AWAIT ON ADDITIONAL SUPPLEMENTAL DISCRETIONARY FUNDING THAT WE'VE SUBMITTED FOR THAT WE MIGHT RECEIVE AS WELL. WE DO A LOT OF THINGS AT THE AIRPORT. WE MAKE A DIFFERENCE IN A LOT OF DIFFERENT WAYS, BUT I'LL TELL YOU, THIS IS ONE OF THE ONES THAT I COULD NOT BE MORE PROUD OF IN WHAT WE'RE DOING HERE. I'VE BEEN ASKED TO SPEAK ON A NATIONAL CONFERENCE HERE IN ATLANTA TO HIGHLIGHT T THE IMPORTANCE OF WOMEN IN AVIATION, AND I'M EXCITED TO BE THREE OF FOUR DIRECTORS, MEN, GOING TO GO TALK ABOUT WHAT WE'RE DOING FOR WOMEN IN AVIATION HERE IN SAN ANTONIO. IN JANUARY OF 2024, OUR CUSTOMER EXPERIENCE TEAM VISITED THE NORTHEAST INDEPENDENCE SCHOOL DISTRICT AND THE INSTITUTE OF CYBERSECURITY AND INNOVATION FOR A TOUR AND CONVERSATION ABOUT FUTURE PARTNERSHIPS AND OPPORTUNITIES TO DEVELOP THE NEXT GENERATION OF AVIATION ENROLLED IN THE SPACE AND ENGINEERING TECHNOLOGIES ACADEMY. IT IS KNOW FOR WHAT CAN BE ACCOMPLISHED WHEN INDUSTRY AND EDUCATION COPRODUES A WORKFORCE DEVELOPMENT PROGRAM. EARLIER THIS MONTH, WE GAVE A TOUR OF SAT TO NEISD MAGNET MIDDLE SCHOOL STUDENTS, SEVERAL MANAGERS ALSO SHARED THEIR CAREER EXPERIENCES WORKING IN ENGINEERING AND INSTRUCTION TO HELP INSPIRE AND SHAPE THE MINDS OF THE NEXT GENERATION OF ENGINEERS AND AVIATORS. FOR FISCAL YEAR 2024, WE'VE HAD 27 ENGAGEMENTS WITH 20 ORGANIZATIONS TO MORE THAN 2,500 KIDS TO SHARE INFORMATION ON OUR FLIGHT SIMULATOR PROGRAM AND AVIATION CAREER OPPORTUNITIES.

LAUNCHED SAT AVIATION EXPLORERS, IT HAS A WEBSITE WITH INFORMATION ON SCHOLARSHIPS AND INTERNSHIP PROGRAMS FOR OUR AREA YOUTH.

IT'S HOSTED INAUGURAL CLASSES WITH THE UNIVERSITY OF TEXAS AT SAN ANTONIO AND THE AIR FORCE AIM HIGH FLIGHT ACADEMY, AND LAUNCHED SOUTHWEST ISD AIRCRAFT AT STINSON AIRPORT ACADEMY AS WELL.

WE'VE HOSTED GIRLS IN AVIATION WITH WOMEN IN AVIATION AT THE ALAMO CHAPTER AT STINSON, AND WE'LL BE DOING THAT IN SEPTEMBER.

AND WE'RE DEVELOPING AAM WITH NORTHEAST ISD SCHOOL DISTRICT.

INDUSTRY DAYS AND PUBLIC MEETINGS HAVE HAPPENED AS WELL.

WE'LL HAVE THE STINSON MUNICIPAL AIRPORT LAYOUT PLAN FOR THE OPEN HOUSE.

WE'VE HAD THE AIRPORT SAFETY ENHANCEMENT AND IMPROVEMENT PROGRAM THAT WE DID LAST NIGHT, AN OPEN HOUSE FOR TERMINAL DEVELOPMENT PROGRAM, AND AIRPORT VENDOR OUTREACH ENGAGEMENTS WITH COUNCIL'S OFFICES.

AS OF THIS MORNING, I CAN TELL YOU THAT MORE THAN 8,000 KIDS HAVE HAD THE OPPORTUNITY TO EXPERIENCE OUR FLIGHT SIMULATOR OVER THE LAST TWO AND A HALF YEARS. IT'S AN INCREDIBLE ENDEAVOR WHEN YOU START TO PUT KIDS BEHIND A FLIGHT SIMULATOR AND LET THEM KNOW WHAT IT MEANS TO FLY A PLANE.

COMMEMORATIVE AIR FORCE, WOMEN IN AVIATION, ALAMO CITY CHAPTER AND THE TUSKEGEE AIRMEN FROM THE SAN ANTONIO CHAPTER THE INCARNATE WORLD CHAPTER ALL OF THESE PITCHED IN TO BUILD THIS AVIATOR. STUDENTS USED THEIR PROBLEM-SOLVING SKILLS TO PARTICIPATE IN A MULTITUDE OF HIGHER ORDER THINKING THAT ALLOWED THEM TO COMPLETE THE BU BUILD IN 2022.

ONE OF THOSE STUDENTS WAS MARIANA. SHE'S THE FIRST PERSON FROM SAN ANTONIO SELECTED FOR THE 10-WEEK PROGRAM, WHICH INCLUDES COMPLETING A CHALLENGING PILOT GROUND SCHOOL PROGRAM AND RECEIVE A $36,000 PILOT SCHOOL SCHOLARSHIP. INCREDIBLE EFFORT. SO WE CONTINUE TO WORK -- I'VE GOT TO GIVE A LOT OF CREDIT TO ERIK WARNER IN THE WORK THAT HE DOES.

HE'S VERY COMMITTED TO HELPING YOUNG KIDS AND WE'RE PUTTING AVIATION OUT ON THE MAP WITH CHILDREN. SORRY FOR THE EXTENSION OF THE INFORMATION, BUT IT'S GOOD FOR THE FUTURE OF AVIATION.

[00:30:03]

LASTLY BEFORE WE GET INTO THE CIP, I'LL COVER THE STINSON MUNICIPAL PLAN, WHAT YOU SEE HIGHLIGHTED THERE IN THE BLUE ARE SHORT-TERM EFFORTS THAT WE HAVE ONGOING, THAT WILL HAPPEN OVER THE NEXT 24 MONTHS OF WORK THAT WE HAVE EITHER ON THE AIRFIELD OR IN AND AROUND HANGAR SPACE OR WORK THAT WE'RE DOING TO THE TERMINAL. I'LL GIVE YOU SOME OF THOSE HIGHLIGHTS OF THE 24 MONTHS IN THE 2025 CIP.

WHAT YOU SEE IN THE YELLOW IS THE MIDTERM DEVELOPMENT, THAT'S WORK THAT WE'RE DOING OVER THE NEXT THREE TO FIVE YEARS, AND WHAT YOU SEE IN THE GREEN IS EVERYTHING WE'RE DOING LONG-TERM. WE HAVE MASTER PLAN, SIMILARLY TO WHAT WE DID WITH SAT, WE'RE DOING THE SAME THING WITH SSF, PREPARING IT AS THE SOUTH SIDE CONTINUES TO GROW, AND WE PREPARE FOR THOSE EFFORTS, WE OR VERY FOCUSED ON WHAT WE'RE DOING THERE AT STINSON.

WHEN I ARRIVED HERE, ERIK SAID, HEY, I DON'T WANT YOU TO COME IN HERE AND TALK ABOUT IT, WE WANT TO GET THINGS DONE. SO WE'RE EXECUTING.

A LOT OF WHAT WE'RE DOING TODAY IS ABOUT ENSURING THAT WE EXECUTE ON EVERYTHING THAT WE HAVE IN FRONT OF US. SPEAKING ABOUT EXECUTION, WHAT ARE THE DRIVERS TO OUR CAPITAL IMPROVEMENT PROGRAM? THE DRIVERS REFLECT A NEEDS FOR THE CHANGES TO THE CIP, SUCH AS THE GROUND TRANSPORTATION CENTER, THE TERMINAL DEVELOPMENT PROGRAM, SOME TERMINAL A RENOVATIONS AND THE AIRFIELD. AND I'LL TALK A LITTLE BIT ABOUT THOSE PRESOLICITATIONS AND WHY IT'S IMPORTANT THAT WE DO THAT. WITH PASSENGER GROWTH, WE NEED TO ADD CAPACITY AND ASSURE OURSELVES AND PASSENGERS THAT WE ARE CONTINUING TO STRIVE TO PROVIDE EXCELLENT CUSTOMER SERVICE, NOT ONLY THROUGH THE NEW FACILITIES, BUT CRITICAL INFRASTRUCTURE SUCH AS A SECOND BAG BELT IN THE FEDERAL INSPECTION BUILDING IN THE FIS THAT WE'LL BE REQUESTING YOUR APPROVAL FOR AN UPCOMING CHANGE ORDER, TO THE TERMINAL A GROUNDLOAD FACILITY WITH THE ADDITIONAL FEDERAL FUNDING THAT WE RECEIVED, OUR MATCH HAS TO MATCH THAT AS WELL. SO WE'RE TAKING WHAT WAS ORIGINALLY A FOUR-POSITION RON, WE'RE EXPANDING THAT TO SEVEN.

THROUGHOUT OUR PROCESS IN COORDINATION WITH OUR PARTNERS INCLUDING THE FAA, JOINT BASE SAN ANTONIO AND AIRSPACE CONFLICTS IN AIRLINES AND OTHERS, WE'VE BEEN ABLE TO WORK TOGETHER TO FIND -- DEFINE BETTER, SAFE OPERATIONS AND MORE EFFICIENCIES. IN THAT ACTION, WE WILL ALSO BE REQUESTING ADDITIONAL WORK FOR OUR REMAIN OVERNIGHT PROJECT INTO THE SAME CHANGE ORDER, MOVING THIS WORK UP, NOT ONLY FOR CAPACITY ISSUES, BUT ALSO FOR REVENUE POTENTIAL. WE FOCUS ON THE PASSENGER GROWTH AS I MENTIONED TO YOU 1.3 MILLION ADDITIONAL PASSENGERS, AS WE CONTINUE TO MOVE FORWARD AND PREPARE OURSELVES FOR THE FUTURE OF THE AIRPORT. IN LESS THAN THREE TO FIVE YEARS, WE COULD BE A LARGE HUB AIRPORT IF WE CONTINUE AT THE GROWTH RATE THAT WE'RE AT.

WE DON'T SKIP ON THE LEVEL OF SERVICE, WE HAVE TEAMS THAT ARE COMMITTED, OUR RELATIONSHIPS WITH TSA AND CVB CONTINUE TO WORK WELL, OUR STAKEHOLDER COORDINATION WITH ALL OF THOSE AGENCIES CONTINUE TO WORK AND OBVIOUSLY WE TAKE SERIOUSLY THE POTENTIAL -- THE REVENUE POTENTIALS THAT ARE OUT THERE IN THE WAY WE TREAT OUR OVERALL ASSET.

NOW FOR THE CIP PROGRAM, TOTAL OF TWO NIERN 2 MILLION SPEND ON THE TD PROJECTS. AS I MENTIONED, WE HAVE THE CONSTRUCTION MANAGER AT RISK ON BOARD NOW, SO WE'RE WORKING CLOSELY WITH THEM TO CONTINUE TO WORK THE DESIGN EFFORTS WITH THE NEW RENDERINGS FOR THE TERMINAL FACILITY. ON THE AIRFIELD, WE HAVE A PRESOLICITATION REQUESTING YOUR APPROVAL TO INITIATE W UNDER THE DELIVERY OF THE MANAGER AT RISK, AND WE WANT TO CONTINUE TO THE REHABILITATION OF TAXIWAY HOTEL. ON THE TERMINAL WE HAVE CONSTRUCTION OF THE GROUNDLOAD FACILITY UNDERWAY. THAT HAS ALREADY BEEN STARTED AND WE EXPECT THAT TO BE COMPLETED IN THE LATTER PART OF SEPTEMBER OF 2025. IN LESS THAN 10 MONTHS WE SEAL HAVE THE GLF COMPLETED. THE DESIGN WITH TERMINAL B AND ASSOCIATED IMPROVEMENTS. I DON'T KNOW IF YOU EVER WALK THROUGH TERMINAL A AND YOU SAW A NUMBER OF BUCKETS THAT WERE THERE BEFORE AND WE WOULD PUT A TUBE UP BECAUSE WE HAD A LOT OF LEAKS ON THE ROOF.

I'M PROUD TO TELL YOU THAT WE'VE COMPLETED THAT WORK ON THE ROOF AND NOW YOU DON'T SEE ANY MORE YELLOW BUCKETS FOR SLIPS AND FALLS.

THE TRANSIT AND ROADWAY INSTALLATION OF ELECTRIC SHUTTLES, I'VE MENTIONED THAT, PROCUREMENT FOR EARLY PLANNING FOR THE GROUND TRANSPORTATION CENTER IN THE NEW PARKING. WE'RE GOING TO TALK ABOUT THE MOVEMENT OF THAT. THAT ORIGINAL PLAN HAD 500 SPACES.

IT'S NOT GOING TO BE ENOUGH, AND WE'RE GOING TO NEED AN ADDITIONAL SPACE FOR THE NUMBER OF PARKING. I'M SURE SOME OF Y'ALL MAY HAVE RECEIVED SOME CALLS, AND MAYBE SOME COMPLAINTS ABOUT PARKING. AS I MENTIONED, WE CLOSED EVERY DAY THIS YEAR

[00:35:04]

DURING SUMMER, AND WE'VE GOT TO DO SOMETHING ABOUT THAT, AND WE'RE MOVING AS QUICKLY AS POSSIBLE. AND THE LAST ONE, STINSON MUNICIPAL, AS I MENTIONED, WE'VE GOT SOME TERMINAL ROOF REPAIR. WE'RE DOING SOME WORK TO THE AIRFIELD GENERATOR FOR REDUNDANCY, AND THEN WE'RE GOING TO INITIATE DRAINAGE AND UTILITY IMPROVEMENTS BASED ON THE AIRPORT LAYOUT PLAN WE'VE PERFORMED. QUICK RENDERING, I WON'T TELL YOU EVERYTHING I WANT TO TELL YOU ABOUT THIS, BUT I WILL SHARE WITH YOU THAT WE'RE MOVING FORWARD. WE'RE AT 95% DESIGN. WE'VE ALREADY STARTED EARTH WORK. IF YOU DRIVE ON 410 OR 281, YOU SEE THE WORK THAT'S ALREADY HAPPENING. I WILL TELL YOU THIS BUILDING ENCOMPASSES WHAT HAS BEEN ABSENT FOR MANY, MANY YEARS, THE NEW AIRPORT DESIGN STANDARDS. SO THE COLORS THAT YOU WILL SEE ON THE INTERIORS AND THE THINGS THAT YOU WILL SEE IN THERE ARE ALL REFLECTION OF THE NEW DESIGN STANDARDS THAT WE HAVE ESTABLISHED FOR THE OVERALL AIRPORT. THOSE WILL REMAIN CONSISTENT, AND THEY WILL BE THE WAY WE RELEASE PROJECTS TO ENSURE THAT AS ARCHITECTURAL ENGINEERS COME AND DO WORK AT OUR AIRPORT, THEY ARE IN ACCORDANCE WITH THE DESIGN STANDARDS THAT HAS BEEN ESTABLISHED BY THE TEAM.

SO A LOT OF DEMOLITION WORK IS HAPPENING. WE'LL ALSO DISPLACE THE VEHICLE GATE 20 THAT WAS ADJACENT THERETO THE T TERMINAL A TO GO FURTHER OUT. ADDITIONAL RON WORK, AND THAT ACTION WILL ADD WORK FOR ANOTHER PROJECT AS WELL, THE ADDITION OF A SECOND BAGGAGE HANDLING BELT INSIDE OUR CUSTOMS FACILITY, AND ALL OF THIS IS TO ENSURE THAT WE CONTINUE TO ELEVATE THE OVERALL PASSENGER EXPERIENCE IN THE COMPLEX. I WANTED TO SHOW YOU REALLY QUICK THE LAYOUT OF THE GROUNDLOAD FACILITY AS YOU CAN SEE IT ON THE CAD DRAWING WHICH IS BEING DESIGNED UNDER OUR NEW DESIGN STANDARDS AND SERVICE, OUR FIRST OPPORTUNITY TO INITIATE CHANGE IN THE WAY WE DO DESIGN TO INCLUDE PASSENGER ENHANCEMENTS, SUCH AS A QUIET ROOM, A NURSING ROOM, FAMILY BATHROOM, ADULT CHANGING ROOM AND A PET RELIEF ROOM.

ALL OF THESE ARE VERY IMPORTANT TO THE PASSENGER, WE WANT TO CONTINUE TO REMAIN THOSE TRENDS. I'M PROUD TO TELL YOU, WE'VE WORKED VERY CLOSELY WITH MORGAN'S WONDERLAND AND GORDON, AND ALL OF THE EFFORTS THAT THEY HAVE AS WELL. THEY'VE BEEN INVOLVED WITH A LOT OF OUR DESIGN STANDARDS AS WE MOVE FORWARD.

WE'RE INSTILLING THE BEST POSSIBLE EXPERIENCE FOR ALL OF OUR PASSENGERS.

ANOTHER ONE OF MY FAVORITE SLIDES AND I KNOW GETS BORING FOR MANY PEOPLE, BUT THIS IS HOW WE HOLD OURSELVES ACCOUNTABLE TO THE SCOPE, SCHEDULE AND BUDGET. YOU KNOW, WE'RE FINALIZING THE ENVIRONMENTAL WORK THAT WE'RE DOING, WE ANTICIPATE ANY DAY.

FAA WAS HERE WITH US ALL DAY YESTERDAY. HAD A GREAT CONVERSATION, A LOT OF MORE GOOD THINGS TO COME. WE FULLY ANTICIPATE TO GET THE ENVIRONMENTAL APPROVAL HERE IN THE LAST QUARTER OF 2024 AND EARLY 2025. FIRST QUARTER OF 2025, SO WE CAN BEGIN THE GROUND BREAKING INTO THE NEW TERMINAL COMPLEX. AS YOU SEE, THE PRECONSTRUCTION THAT WE'RE DOING TODAY, WE'RE ALREADY DOING RON WORK, WE'VE GOT EARTH WORK THAT'S HAPPENING. I KNOW THE TEAM THAT'S LEADING THIS IS READY TO GET STARTED. SO THE DESIGN IS SITTING AT APPROXIMATELY 30% AND WORKING THAT CONTINUOUSLY, AND WE CONTINUE TO DO FINANCIAL ANALYSIS. AND AS I MENTION, WE'RE WRAPPING UP THE AIRLINE DISCUSSIONS. SPECIFIC TO THE TDP, WE ESTIMATED 1.4 BILLION ON OUR TOTAL 2.4 BILLION PROGRAM THAT WE HAVE.

WE REMAIN COMMITTED TO WHAT WE'RE DESIGNING. AD SUMP SHUNS WERE MADE EARLY AT A LESS THAN 5% CONSTRUCTION MANAGER AT RISK.

THAT CMAR PROCESS IS VERY TECHNICAL. WE WROUGHT IN THE CONSTRUCTION MANAGER AT RISK, THEY'RE WORKING WITH THE MASTER ARCHITECT, THEY'VE DONE A NUMBER OF THEIR RECONCILIATIONS, SO WE CONTINUE TO GROW THAT 30%. WE WANT TO BUILD TO A GUARANTEED MAXIMUM PRICE, WHICH THEY ASSUME AT 90% OF THE RISK OF COST ESCALATIONS. SO SOMETIME IN THE LATTER PART OF 2025, WE WILL BE AT 90%. TODAY, WE'RE ESTIMATED AT 1.68.

WE'RE STILL WITHIN THE BUDGET OF THE 2.4 THAT WE'VE GIVEN YOU FOR THE OVERALL SIX-YEAR CIP. SOME THINGS THAT WE'RE WATCHING VERY CLOSELY IS THE COST OF MATERIALS, THEY'RE CONSTANTLY INCREASING.

ADDITIONAL NEEDS BY STAKEHOLDERS EVERY DAY, NEW INNOVATION SURFACE AND WE COVER THOSE. AIRLINES ARE HAVING SPECIFIC REQUESTS AND WE'RE BEING ATTENDANT TO THOSE. I'M HAPPY TO TELL YOU IN OUR NEGOTIATIONS WE HAVE AN AIRLINE THAT'S COMMITTED TO SPENDING $40 MILLION FOR A 10,000 SQUARE FOOT LOUNGE THAT WILL BE IN THE NEW TERMINAL COMPLEX, SO WE'RE EXCITED ABOUT THAT.

AND THEN A NUMBER OF TSA REGULATORY REQUIREMENTS THAT CONSISTENTLY CHANGE AND WE OR VERY CONCERNED WITH THAT AS WELL -- WE'RE VERY CONCERNED WITH

[00:40:03]

THAT AS WELL AS WE GO INTO THE FINAL DESIGN STANDARDS.

WE'LL CONTINUE TO DESIGN AND REFINE THAT UNTIL WE GET TO 90%.

IT'S CURRENT ESTIMATE WILL CONTINUE TO EVOLVE AS PART OF THE PROCESS; HOWEVER, AS WE MOVE TO 60, AND EVENTUALLY 90, THE C MAR WILL ASSUME MOST OF THAT RISK AND ANY COST ABOVE THE GMP, AND I MENTIONED, WE'LL BRING THAT TO YOU IN FALL OF 2025 FOR COUNCIL APPROVAL OF THE FINAL GMP AS WE GO THROUGH THIS PROCESS. I DID WANT TO TAKE SOME TIME, A LITTLE BIT, TO TALK ABOUT ONE OF THE THINGS THAT WE'RE PULLING OUT OF THE TDP SPECIFICALLY, WE NEED TO MOVE FASTER WITH THE TERMINAL DEVELOPMENT WITH THE PARKING GARAGE AND THE GROUND TRANSPORTATION CENTER.

I'LL SHOW YOU IN THE PRESOLICITATION BRIEFINGS ON SOME OF THOSE SLIDES WHAT THAT LOOKS LIKE, SO WE WANT TO GO PROCURE A SEPARATE DESIGN/BUILD CONTRACTOR IN 2025 TO INITIATE THAT WORK. THE PROJECT WILL CENTRALIZE GROUND TRANSPORTATION OPERATIONS FOR AIRPORT AND INITIAL PUBLIC PARKING SPACES AND IT WILL GIVE US THE OPPORTUNITY TO ADD MORE PARKING IN LATER PHASES AS WE MOVE FORWARD. NOW, I'LL SHIFT OVER, WE'VE GOT TWO PRESOLICITATION BRIEFINGS.

I PROMISE I'LL GO AS FAST AS I CAN. I APOLOGIZE FOR THE LENGTH. THESE TWO PRESOLICITATION BRIEFINGS WILL ENCOMPASS THE FIRST ONE ON THE GROUND TRANSPORTATION CENTER AND THE SECOND ONE ON AIRFIELD ENHANCEMENT AND IMPROVEMENTS AS WE MOVE FORWARD.

FOR THE GROUND TRANSPORTATION CENTER, IT'S DESIGN AND CONSTRUCT A NEW PARKING STRUCTURE. YOU SEE THE NEW LOCATION.

PREVIOUSLY -- I'M SORRY, I DIDN'T FLIP THE SLIDE. IT'S MY FAULT.

THE PROPOSED LOCATION FOR THE NEW PARKING GARAGE. WE'RE GOING TO NEED MORE THAN 500 SPACES, AND WE KNOW THAT. IF YOU SEE THAT GREEN GRASSY AREA IN THE FRONT OF THAT SLIDE, THAT'S WHERE THE ORIGINAL DESIGN WAS FOR THE GROUND TRANSPORTATION CENTER, BUT IT LIMITED US TO THE NUMBER OF SPACES. WE'VE BEEN ABLE TO LOOK AT THE SPACE THAT WE HAVE NOW, AND WE WILL BE ABLE TO BUILD AND CONSTRUCT A LARGE PHASED GARAGE COMPLEX AS WE MENTIONED FOR THE SCOPE, FOR THE GTC CENTER.

THE STWRUKURE WILL INCLUDE PUBLIC PARKING, GROUND TRANSPORTATION FOR VIA, SHUTTLE BUSES, TAXIS AND RIDESHARE AND WHERE ALL PROJECTS CAN BE CONSTRUCTED IN PHASES. THE DELIVERY METHOD IS A DESIGN BUILD.

IT'S AN ESTIMATED 125 MILLION. IT'S PART OF THE PROPOSED 2025 CIP PROGRAM. IT WILL BE PAID AND FUNDED THROUGH AVIATION CAPITALS FUNDS IN THE SOLICITATION DOCUMENTS RELEASE ARE SCHEDULED FOR NOVEMBER 8TH. ON THE EVALUATION COMMITTEE IS ASSISTANT CITY MANAGER JEFF COYLE, MYSELF, KATHERINE HERNANDEZ, THE TRANSPORTATION DIRECTOR, MICHAEL GARNAT, SAM RODRIGUEZ, I DON'T KNOW IF ALL OF Y'ALL HAVE MET SAM. SAM USED TO BE THE DIRECTOR OF EL PASO, SO WE WELCOME HIM TO SAN ANTONIO.

A BIG ADDITION TO OUR TEAM UNDER DEPUTY DIRECTOR TIM OH O'CRONLY, AND WE FINISHED WE'D GO BOTHER ROD SANCHEZ, AND HE WAS VERY KIND TO SAY YES AND MAYOR REAN SWEERS WILL BE A PART OF THAT SELECTION COMMITTEE AS WELL. WE'LL DO IT UNDER TWO STEPS, REQUEST FOR QUALIFICATIONS AND THEN REQUEST FOR PROPOSALS. EXPERIENCED BACKGROUND, UNDERSTANDING THE PROJECT AND THE PROPOSED MANAGEMENT PLAN, WHAT'S THE DESIGN/BUILD'S TEAM PAST EXPERIENCE AND THEN 20%, THIS WILL BE A SMALL BUSINESS ECONOMIC DEVELOPMENT ADVOCACY, SO IT WILL BE SBEDA ELIGIBLE, AND STEP 2 IS A REQUEST FOR PROPOSALS FOR THE FINAL DESIGN PLAN, THE PROPOSED CONSTRUCTION PLAN, PROPOSED FEES, DESIGN TEAM BUILD.

THE REQUIRED SERVICES AND THEN AGAIN 20 POINTS FOR SBEDA.

ON THE CONSTRUCTION MANAGER AT RISK FOR THE 13 RIGHT, 31 LEFT REHABILITATION FROM 25 TO 27, THE PROJECT SCOPE, YOU CAN SEE IT'S DIFFICULT TO SEE HERE, BUT IF YOU LOOK ON THE SIDES OF THE TVS, YOU CAN SEE THE RED AREAS, THOSE ARE AREAS THAT WE'RE HEAVILY FOCUSED ON.

WE WANT TO EXTEND THE LIFE OF 13 RIGHT, AND 31 LEFT.

WE CALL IT OUR WORK HORSE. IT'S WHERE ALL OF OUR COMMERCIAL ACTIVITIES OCCUR FOR THE MAJORITY OF OUR AIRCRAFT.

IT'S PROBABLY AN 80/20 SPLIT BETWEEN 13 RIGHT, 31 LEFT AND FOUR TWO-TWO. SO WE WANT TO GET SOME OF THAT WORK DONE.

THE PREDOMINANT MOVEMENTS WILL MOVE TO FOUR TWO-TWO DURING THOSE TIME PERIODS AND WE WANT TO MOVE ON THAT AS QUICKLY AS POSSIBLE.

FOR THE AIRFIELD SAFETYEN IMPROVEMENTS, AS I MENTIONED THE REHABILITATION OF THE -- OUR WORKFORCE RUNWAY, WE WANT TO CONSTRUCT AND UPGRADE 13 LEFT AND 31 RIGHT AS WELL AS AN AIR CARRIER RUNWAY ULTIMATELY. CONSTRUCT MIDFIELD TAXIWAY AND AN FAA

[00:45:01]

INFRASTRUCTURE INSTA LAITION ON A NUMBER OF OTHER EQUIPMENT.

THE DELIVERY METHOD IS CONSTRUCTION MANAGER AT RISK.

THE ESTIMATED CONTRACT VALUE OF THAT FOR THOSE FIVE YEARS IS $370 MILLION WORTH OF WORK. THE POTENTIAL WORK IN FUTURE YEARS IS PENDING CITY COUNCIL APPROVAL FOR FUTURE PRODUCTS, AND THEN THE FUNDING SOURCES, OBVIOUSLY, AS WE RECEIVE FAA GRANTS AND AVIATION CAPITAL FUNDS AS A MATCH, WE NORMALLY DO A 75/25% MATCH ON THOSE.

THE EVALUATION COMMITTEE IS JEFF COYLE, MYSELF, TIM O'CRONLY, THE DEPUTY DIRECTOR, SAM RODRIGUEZ, THE AIR AVIATION DEVELOPMENT ADMINISTRATOR, CANDICE SELBY, A PROFESSIONAL ENGINEER WE HAVE ON STAFF. SHE MANAGES ALL OF THE CAPITAL PROGRAMS ON THE AIRFIELD, THE MECHANICAL ENGINEER AND THE DEPARTMENT OF THE AIR FORCE, CHRIS CRUZEL, HE'S PROFESSIONAL ENGINEER AS WELL.

WE'VE BEEN WORKING CLOSELY WITH ALL OF OUR D CONFLICT SHUNS AND THEN THE ASSESSMENT DIRECTOR OF EL PASO T AND THAT IS MRS. SHANE BROOKS.

THE RELEASE OF THAT SOLICITATION WE'RE HOPING IS BY SEPTEMBER 13TH.

TWO-STEP QUALIFICATION AS WELL, EXPERIENCE AND BACKGROUND.

THE CONCEPTUAL APPROACH, THE QUALIFICATIONS FOR KEY PERSONNEL.

THE DETAILED APPROACH WILL BE ON THE WORK PLAN AND THEN THE COSTING METHODOLOGY AND THEN 10 ON THE DISADVANTAGE, THIS WILL BE A DBE PROGRAM AS WE MOVE FORWARD AS WE WILL GET GRANT FUNDINGS FOR THAT.

THAT CONCLUDES MY PRESENTATION TODAY. THANK YOU SO MUCH FOR GIVING US THE OPPORTUNITY. AND WE'LL MAKE OURSELVES AVAILABLE, SHOULD YOU HAVE ANY QUESTIONS. THANK YOU.

>> MAYOR PRO TEM: THANK YOU, JESUS. THANK YOU FOR THAT PRESENTATION. SO WE WILL HAVE SEVEN MINUTES IN THE FIRST ROUND, JUST BECAUSE WE'RE -- I'M LOOKING AT TIME AND I WANT TO KEEP THIS TO THE THREE HOURS THAT WE'VE DESIGNATED, AND I WILL BEGIN -- AND THIS IS ABOUT BUDGET AND ABOUT SPECIFICALLY THE AIRPORT.

SO THANK YOU FOR THOSE TWO BRIEFING ITEMS. I THINK WE MAY -- I MAY HAVE MORE QUESTIONS LATER ON HOW WE MOVE FORWARD WITH THOSE TWO BRIEFING ITEMS ON THE RFPS AND MAKING SURE WE GET THAT OUT.

WE'VE DONE SUCH A GOOD JOB OF GETTING QUALITY TO MAKE SURE WE UNDERSTAND THE AIRPORT'S GETTING TO THE NEXT LEVEL, SO I'M LOOKING FORWARD TO SEE WHAT YOU BRING BACK ON THE POSTSOLICITATION THAT YOU HAVE FOR THE CONCESSION AND THEN WHAT WE'RE GOING TO HEAR ABOUT THE PRESOLICITATION FOR THESE TWO ITEMS. BUT IF WE GET TO THE SLIDE SHOW, IF WE COULD PUT OUT SLIDE NUMBER 9. SO IN SLIDE NUMBER 9, WE SEE THE FLIGHTS.

ARE THERE ANY PLANS TO GET US A DIRECT FLIGHT TO THE RIO GRANDE VALLEY IN

THE WORKS? >> I WAS TRYING TO THINK OF THE TERM OF WHAT I SIGNED, SO -- NDA. I JUST SIGNED AN NDA, AND ALL I CAN TELL YOU IS THE VALLEY IS A VERY ATTRACTIVE DESTINATION FOR US.

>> MAYOR PRO TEM: THANK YOU. >> IT'S THE BEST WAY I

CAN ANSWER THAT FOR YOU. >> MAYOR PRO TEM: IT IS. AND WHEN I'M AT EVENTS IN DISTRICT THREE, I ALWAYS DO A ROLL CALL AND ASK FOR WHO HAS RELOCATED FROM THE VALLEY, AND I GET A LOT OF HANDS UP. AND SO THANK YOU FOR

LOOKING INTO THAT. >> YEP. >> MAYOR PRO TEM: AND THEN IN SLIDE NUMBER 11, IF WE COULD PULL UP THAT ONE.

I WAS THERE AT THE SIGNING FOR THE ADVANCED RESEARCH PROJECT AGENCY, SUPER EXCITED ABOUT WHAT'S GOING ON AT STINSON.

IS THERE ANY WAY WE CAN EXPAND KIND OF WHAT WE'RE DOING AT STINSON TO INCLUDE KIND OF THE U.S. CUSTOMS AND IMMIGRATION FOR JUST PRODUCTS, OR DO WE NEED TO PUT THAT ON OUR LEGISLATIVE AGENDA IF WE WANT TO SEE THAT ROLE EXPABD AT STINSON? DO WE HAVE THE CAPACITY THERE?

>> I DON'T KNOW IT OFF THE TOP OF MY HEAD. I WILL TELL YOU IN THE MOST RECENT LEGISLATION THAT WAS PASSED, THERE IS A NUMBER OF OFFICERS THAT ARE COMING FROM CBP. WE'VE ALREADY HAD THE CONVERSATION WITH OUR LOCAL OFFICER HERE, AND -- WITH OUR PORT DIRECTOR, AND WE'RE PLANNING A TRIP TO WASHINGTON, D.C. AS WE TALK ABOUT THE NEW CBP FIS FOR THE FUTURE AT SAT, AND ALSO THE NEW CHECKPOINT FOR TSA, SO WE'RE PLANNING ON HAVING A CONVERSATION WITH THEM AS WELL.

AND WE CAN LOOK INTO THE POSSIBILITIES OF HAVING SOME OFFICERS AT STINSON. I WILL TELL YOU, SIMILARLY TO WHAT WAS BUILD AT SAT, YOU'RE GOING TO HAVE TO ERECT A BUILDING IN ORDER FOR THEM TO DO, AND THEY HAVE -- THEY HAVE SPECIFIC TECHNICAL DESIGN

[00:50:05]

STANDARDS THAT WERE ESTABLISHED IN 2019 THAT IF THEY'RE GOING TO BRING THEIR OFFICERS, THEY HAVE TO HAVE X NUMBER, SO THAT'S SOMETHING WE CAN

CERTAINLY CONSIDER. >> MAYOR PRO TEM: THANKS, JESUS.

AND THE GREAT THING IS THE CONGRESSMAN CUELLAR'S OFFICE, SALLY AND I WERE THERE TO RECEIVE A CHECK FOR STINSON IN THE IMPROVEMENTS, AND -- THAT WE HAVE FOR THE INFRASTRUCTURE THERE, SO YOUR TEAM WAS GREAT.

WE'VE GOT SO MUCH OPPORTUNITY THERE, SO I'M REALLY LOOKING FORWARD TO SEEING HOW WE CAN CONTINUE TO WORK WITH OUR -- OUR U.S.

LEGISLATIVE TEAM TO BRING MORE DOLLARS HERE. >> CAN'T THANK YOU ENOUGH FOR THAT SUPPORT, COUNCILWOMAN. IT'S BEEN REALLY, REALLY HELPFUL, AND IT'S PART OF OUR AIRPORT MASTER PLAN AS WE'VE COMMITTED TO GET THAT ROLLING, SO WE'LL BE LOCKSTEP WITH YOU ON EVERYTHING THAT WE'RE

DOING THERE. >> MAYOR PRO TEM: GREAT. AND THEN FINALLY, SLIDE 13, THE COMMUNITY ENGAGEMENT PIECE, WHEN WE LOOK AT THE BUDGET, THIS IS -- THIS IS THE ONE I'M SO EXCITED ABOUT BECAUSE PEOPLE ARE COMING OUT TO STINSON AND THEY DO WANT TO EXTEND THE INVITATION TO THE REST OF MY COUNCILMEMBERS, IS THAT WE -- YOU CAN GET UP ON A PLANE.

THERE ARE PEOPLE THAT ARE VOLUNTEERING TO TAKE YOU GUYS UP SO THAT YOU CAN SEE JUST WHAT WE'RE DOING THAT. AND THAT IS THE CAF WITH OLD YELLER. I'VE HAD OTHER PEOPLE THAT JUST HAVE PLANES,TH HEY, YOU WANT TO GO FOR A RIDE? I WAS LIKE, NOT RIGHT NOW. BUT THERE'S JUST GREAT OPPORTUNITY.

AND THE YOUTH ARE REALLY INTERESTED IN THAT FLIGHT SIMULATOR PROGRAM.

I'VE TRIED IT A LITTLE, AND THEN I JUST KIND OF GIVE THE CONTROLS OVER TO SOMEONE ELSE. I'M ALL FOR THE KIND OF AUTOMATED TECHNOLOGY THAT'S GOING ON THERE, SO I ENCOURAGE Y'ALL TO COME OUT AND I'M REALLY LOOKING FORWARD TO WHAT YOU GUYS HAVE DONE WITH THIS BUDGET AND TO HEAR MORE ON THE BRIEFINGS AS WE GET MORE INFORMATION FOR THAT PRE AND POST

SOLICITATION. >> THANK YOU. .

>> MAYOR PRO TEM: AND WE'LL GO AHEAD. AND I'M TRYING -- OH, OKAY. I -- NOW I KNOW HOW THE ORDER GOES. AND WE'LL

BEGIN WITH COUNCILMAN ROCHA. >> GARCIA: THANK YOU, MAYOR PRO TEM AND THANK YOU SO MUCH, JESUS, CONGRATULATIONS TO THE ENTIRE AIRPORT TEAM AND WHAT YOU DO ON A DAILY BASIS TO MAKE SURE WE'RE BEING SO SUCCESSFUL. I WANTED TO ALSO ACKNOWLEDGE THAT A TIME WHILE OUR NEIGHBORS 80 MILES TO THE NORTH HAVE LOST MORE THAN 30 NONSTOP FLIGHTS, WE'RE CONTINUING TO GROW. SO I DON'T THINK THAT THAT FOLKS ARE PAYING ATTENTION TO THAT, BUT FOR THOSE WHO ARE AIRPORT NERDS LIKE MY CHIEF OF STAFF, EVERY TIME THAT CERTAIN CITY LOSES A FLIGHT, HE TELLS ME ABOUT IT. AND SO CONGRATULATIONS THAT YOU ALL AREN'T LOSING THE NONSTOP FLIGHTS.

ON YOUR AIRLINE REVENUE, IT'S PROJECTED TO INCREASE BY 20% IN FISCAL YEAR 2025. IT LOOKS LIKE IT'S LANDING FEES AND TERMINAL RENTS. ARE WE COMPETITIVE WITH OUR PEER AIRPORTS IN COMPARISON WITH THE LANDING FEES AND TERMINAL RENT?

>> YEAH, IT'S ONE OF THE THINGS THAT WE TAKE VERY SERIOUSLY AS WE LOOK AT WHAT WE CALL THE COST FOR EMPLANEMENT, THE CPE. OBVIOUSLY WE'RE WORKING VERY HARD TO PREPARE OURSELVES IN A FINANCIAL POSITION AS WE GO OUT, AND, YOU KNOW, AT SOME POINT IN 2025, WE PLAN ON ISSUING DEBT FOR SOME OF THAT, BUT WE CONTINUE TO FOCUS, AS IT RELATES TO COMPETITIVE.

WE REMAIN COMPETITIVE ACROSS THE BOARD. WE CORRELATE THAT THROUGH WHAT I REFERENCED, THE COST FOR 'EM PLANED PASSENGER.

WILL THAT GO UP A LITTLE BIT? IT WILL BUT AS WE CONTINUE TO DRIVE COST AND BE EFFICIENT AS WHAT WE'RE DOING, AUDIO]. WE HAVE SOME OTHER ANNOUNCEMENTS THAT WILL BE COMING HERE SHORTLY KNOWING EXACTLY WHERE WE'RE HEADING AND THE AIRLINES ARE CONTINUING TO WANTING TO GROW IN SAN ANTONIO.

AND THAT'S -- LOOKING AT POSSIBLE INCREASES, WILL THAT -- HOW DO YOU THINK IT WOULD AFFECT OUR INTEREST FROM NEW DESTINATIONS OR ADDITIONAL SEAT

CAPACITY? >> I THINK IT WILL CONTINUE TO GROW.

SAN ANTONIO, AS THE CITY MANAGER REFERENCED EARLIER IN THE BUDGET PRESENTATIONS, IS THE FASTEST GROWING CITY IN THE UNITED STATES AS POPULATION, HOUSEHOLDS AND JOBS CONTINUE TO GROW.

PEOPLE WANT TO CONTINUE. WE'RE -- WE'RE PREPARING OURSELVES FOR THE DEVELOPMENT PROGRAM, BUILDING THE ADDITIONAL 17 GATES.

WE'RE EXCITED TO TELL YOU THAT THOSE 17 GATES ARE SOLD, AND WE'RE IN 2024.

WE'LL BE FINISHED OUT IN 2028. WE'RE IN NEGOTIATIONS WITH THEM CONSTANTLY TO TRY AND, YOU KNOW, ENSURE THAT WE'RE AT A GOOD, COMPETITIVE COST. THERE IS A LOT OF GIVE AND TAKE, BUT I WILL TELL

[00:55:01]

YOU, I'VE ALWAYS ADDRESSED IT AS A SYMBIOTIC RELATIONSHIP BETWEEN US AND THEM. WE SHARE OUR REVENUES WITH THEM AS WELL, THAT FURTHER DRIVES THE COST TO SAY THE MORE YOU GROW, THE MORE WE GROW, AND

IT'S A SHARED EFFORT ON THE WAY WE DO THINGS. >> GARCIA: THANK YOU.

I ALSO -- BEFORE I FORGET, THANK YOU SO MUCH, I LOVE THE QUIET ROOM THAT YOU HAVE ON THERE AND THE FACT THAT YOU'VE BEEN WORKING WITH MORGAN'S WONDERLAND IS WONDERFUL. AND THEN ALSO THE ADULT CHANGING ROOM. I THINK THAT THAT'S SOMETHING THAT WE'RE FORGETTING ARE CARETAKERS THAT HAVE ADULT COMPANIONS, RIGHT, SO

THANK YOU FOR THAT. >> ABSOLUTELY. >> GARCIA: AND THEN WE'VE ALSO SEEN AN INCREASE IN THAT CONCESSION REVENUE, AND PARKING AND CONCESSION. DO YOU THINK IT'S DIRECTLY ATTRIBUTED TO

THE NEW PARKING VENDOR? >> NOT JUST YET. >> GARCIA: OKAY.

>> I -- I WAS SHORTENING A LOT OF MY PRESENTATION.

I'M EXCITED TO TELL YOU ABOUT THE VALET. WE HAVE A NEW RESERVATION SYSTEM. WE HAVE BRAND-NEW BUSES THAT ARE COMING.

WE ARE, BECAUSE THE GARAGES ARE CLOSING EVERY SINGLE DAY, WE'RE PUSHING A LOT OF OUR PASSENGERS TO THE SURFACE LOTS. WE'RE FOCUSING ON THAT EXPERIENCE, ON THE HEADWAY TIME GOING BACK TO THOSE SURFACE LOTS.

AS THEY CONTINUE TO INTRODUCE A NEW YIELD MANAGEMENT SYSTEM, A NEW RESERVATION SYSTEM, I'M PROBABLY GOING TO GET IN TROUBLE FOR SAYING THIS, BUT OH, WELL, WE'RE IN THE FINAL NEGOTIATION STAGES WHERE YOU CAN CHECK YOUR BAG AT THE PARKING GARAGE, WHETHER YOU'RE AT THE SHORT-TERM OR LONG-TERM, SO YOU DON'T HAVE TO CARRY YOUR BAG THROUGH THE GARAGE ANYMORE, AND WE'RE GOING TO TAKE IT FROM YOU AND PUT IT IN.

SO A LOT OF THAT IS REALLY ATTRACTIVE TO THE PASSENGER, SO UTILIZING THOSE GARAGES, AND WE LOOK FORWARD TO YIELDING MORE REVENUE OFF OF THAT. WE'RE AT CAPACITY INSIDE THOSE GARAGES, SO I CAN'T NECESSARILY ATTRIBUTE THAT TO THE PARKING OPERATOR JUST YET.

THEY HAVE A LOT OF NEW CREATIVE IDEAS THAT I THINK ARE GOING TO CREATE

ADDITIONAL REVENUE STREAMS FOR US. >> GARCIA: IS THAT CHECK THAT YOU'RE TALKING ABOUT HOW YOU PLAN TO ADDRESS SLIDE 23, WHICH IS WHEN YOU'RE LOOKING AT THE NEW -- THE GROUND TRANSPORTATION CENTER AND

THAT WALK, IF YOU WILL. >> THAT IS CORRECT. >> GARCIA: WONDERFUL.

GOT IT. THAT'S PERFECT. >> YEP.

>> GARCIA: I NOTICED IN THE BUDGET ON PAGE 278, YOU TALKED SPECIFICALLY ABOUT A NEW LAND SITE OPERATIONS TEAM. WHAT DO YOU ENVISION THEM

DOING? >> THAT WAS PART OF THE -- WHEN WE WENT IN AND DID THE PARKING OPTIMIZATION, THE AIRPORT HAS NEVER HAD A LAND SITE OPERATIONS TEAM. AND WHAT I MEAN BY THAT IS, AS WE GET CERTIFIED UNDER WHAT'S CALLED THE PART 139 CERTIFICATE ON THE AIRFIELD, THAT IS CONTINUING GEOGRAPHICALLY TO GROW AROUND THE AIRPORT, AND WHAT WE CALL THE NONMOVEMENT AREA. SO WE'RE PREPARING OURSELVES TO BE SAFE AND SECURE IN WHAT WE'RE DOING, AND TO CONTINUE TO ELEVATE OUR EXPERIENCE, WHETHER YOU'RE ON THE CURBS, UPPER OR LOWER, WHETHER YOU'RE IN THE GARAGES OR WHETHER YOU'RE INSIDE THE TERMINAL COMPLEX, AS WE GROW BY 850,000 SQUARE FEET, WE'RE PREPARING FOR OUR STAFF TO BE READY TO DELIVER THAT SERVICE. WE'RE GOING TO HAVE A VERY GOOD SIGNAGE PLAN, BUT AS WE START, WE WANT TO MAKE CERTAIN WE CONTINUE TO PREPARE OUR STAFF FOR THE FUTURE OF GROWTH. BUT MORE IMPORTANTLY, TO

BE THERE FOR THE CUSTOMER. >> GARCIA: GOT IT.

WELL, THANK YOU. THOSE ARE ALL MY QUESTIONS.

THANK YOU AGAIN. GOOD JOB. THANK YOU, MAYOR PRO

TEM. >> MAYOR PRO TEM: THANK YOU.

COUNCILWOMAN CABELLO HAVRDA? >> HAVRDA: THANK YOU, MAYOR PRO TEM, AND THANKS, JESUS FOR THE PRESENTATION.

I THINK IT'S CLEAR WHILE Y'ALL CHOSE THE AIRPORT TO BE THE KICKOFF OF OUR BUDGET DISCUSSIONS, IT'S A GOOD START. IT'S NOT JUST GOOD NEWS, THIS IS A SENSE OF FORWARD MOMENTUM AND EXCITEMENT AND HOPE, AND I'M GLAD TO HEAR IT. THE AIRPORT IS, YOU KNOW, ALWAYS JUST MORE THAN JUST A BUDGET ITEM, IT'S A SELF-SUSTAINING ENGINE, NO PUN INTENDED, FUNDED BY ITS OWN FEES AN GRANTS. SO FIRST AND FOREMOST, I CONGRATULATE THE ENTIRE AIRPORT TEAM, JEFF, JESUS, CAT, EVERYBODY FROM THE ADMINISTRATORS TO THE BAGGAGE HANDLERS TO THE SECURITY, EVERYBODY, BECAUSE Y'ALL'S HARD WORK IS KEEPING THE ENGINE RUNNING. AS YOU KNOW, I'VE BEEN A STAUNCH ADVOCATE FOR THE AIRPORT, AND IT'S MORE THAN JUST A TRANSIT HUB, IT'S AN ECONOMIC GENERATOR, IT'S A JOB CREATOR, AND IT'S A GATEWAY THAT BRINGS ENERGY AND LIFE TO OUR COMMUNITY. WE'VE WITNESSED, AS YOU'VE MENTIONED UNPRECEDENTED GROWTH AT THE AIRPORT, SO LIKE EVER, EVER, JULY OF THIS YEAR WAS THE BUSIEST MONTH EVER, EVER? WOW. I'M CURIOUS, WHAT DO YOU ATTRIBUTE THAT TO?

>> WELL, I TALK A LOT ABOUT THE PEOPLE, AND I TALK ABOUT THE SERVICE AND THE COMMITMENT OF THE PEOPLE THAT ARE BEHIND ME.

I MEAN, WE GO AT IT 24/7. WE ENJOY WHAT WE DO.

THAT'S WHY WE'RE IN THIS BUSINESS. THE RELATIONSHIPS WE'VE BUILT WITH OUR AIRLINES, YOU KNOW, WHEN YOU ASK ME WHAT IS THAT ATTRIBUTED

[01:00:03]

TO, PEOPLE ARE GOING TO MAKE DECISIONS ON WHERE THEY TRAVEL OUT OF -- AND I'LL JUST SHARE THIS EXAMPLE WITH YOU, BECAUSE I THINK IT'S IMPORTANT THAT PEOPLE HEAR THIS, BECAUSE PEOPLE USED TO ALWAYS ASK ME, JESUS, HOW CAN WE HELP YOU? WELL, WE CAN START BY STOP MAKING, YOU KNOW, NEGATIVE COMMENTS ABOUT THE AIRPORT. I THINK YOU AND I HAVE

HAD THAT CONVERSATION A NUMBER OF TIMES. >> HAVRDA: ABSOLUTELY.

>> I WAS APPROACHED JUST YESTERDAY, I'M NOT GOING TO SAY WHO THE PERSON IS, BUT HE'S A PRETTY HIGH OFFICIAL, NOT HERE IN SAN ANTONIO, HE'S OUT OF DALLAS, AND HE SAID, I'M DRIVING TO SAN ANTONIO TO TAKE A FLIGHT OUT OF MEXICO BECAUSE IT'S -- OUT OF DALLAS, IT'S 1200, AND OUT OF SAN ANTONIO, IT'S $300. AND WHEN YOU ASK ME WHAT IS THAT ATTRIBUTED TO? IT'S ABOUT US, THE STRATEGIC PRIORITIES THAT WE ESTABLISH AS A TEAM THAT WE PUT TOGETHER TO FOCUS SPECIFICALLY ON MEXICO, BECAUSE THAT'S WHERE IT'S AT. AND AS WE TALK ABOUT THE ECONOMIC IMPACT OF A DOMESTIC PASSENGER AND THE ECONOMIC IMPACT OF AN INTERNATIONAL PASSENGER, THAT'S WHY WE DO THE THINGS THAT WE'RE DOING. SO THAT 20% GROWTH IN INTERNATIONAL MARKET, ALONG WITH THE ADDITIONAL GROWTH THAT WE'RE SEEING DOMESTICALLY, IS WHERE THAT COMES, AND PEOPLE FIGURING OUT THAT WHEN I COME TO SAN ANTONIO, I CAN GET THROUGH THE CHECKPOINT IN A CERTAIN AMOUNT OF TIME, AND I CAN GO THROUGH THIS AT A CERTAIN AMOUNT OF TIME.

AND THERE'S NOW A STARBUCKS IN TERMINAL B, AND THEY DO AN INCREDIBLE JOB OF GETTING YOUR COFFEE IN A CERTAIN AMOUNT OF TIME, AND PEOPLE LOVE THAT, AND THAT'S THE EXPERIENCE THEY LONG FOR.

>> HAVRDA: YEAH. AND I THINK YOU MENTIONED ALSO -- OF COURSE, I AGREE WITH ALL OF THAT, ESPECIALLY THE PEOPLE, BUT WHEN YOU TALK ABOUT SERVICE, YOU'RE PROPOSING TODAY THAT WE MIGHT MOVE TO BAGGAGE CLAIM AT THE PARKING GARAGE, OR AT LEAST BEING ABLE TO DROP YOUR BAG OFF.

I THINK IT'S LITTLE THINGS LIKE THAT, THAT SERVICE, THE MORE CONVENIENT YOU MAKE IT FOR A TRAVELER, THE MORE THEY'RE LIKELY TO GO AROUND IN SAYING HOW GREAT OUR AIRPORT IS, RIGHT? SO I THINK THAT SEEMS KIND OF LIKE A SMALL TWEAK, BUT I THINK IT CAN MAKE A HUGE DIFFERENCE FOR FOLKS. AND OBVIOUSLY, PEOPLE THAT ARE PARKING IN THE GARAGE ARE MOSTLY LOCALS, SO IT'S ALSO GOOD FOR US TO STOP US BAD TALKING OUR AIRPORT LIKE YOU SAID.

>> YEAH. >> HAVRDA: THIS IS EXCITING -- AUDIO] -- FOR OUR REGION'S FUTURE, THAT KIND OF MIRRORS THE EXCITEMENT AND THE GROWTH, AND YOU MENTIONED THE TRAVEL TO MEXICO AND ALL OF THAT IS REALLY EXCITING. I'M NOT -- I HAVE KIND OF A QUESTION FOR YOU, BUT MORE THAT I WANT TO WORK WITH YOU ON THIS.

>> OKAY. >> HAVRDA: THIS MORNING I PRESIDED OVER THE MPO EXECUTIVE EXIT TEE AND THERE'S A KEUL FOR PROJECTS COMING UP FOR INFRASTRUCTURE PROJECTS AND I WONDER IF WE SHOULD START LOOKING AT THE AREA AROUND THE AIRPORT, THE PATH TO THE AIRPORT, TO MAKE SURE THAT THAT'S JUST AS CONVENIENT FOR THE TRAVELER AS INSIDE THE AIRPORT.

>> LOVE TO HAVE THAT CONVERSATION. >> HAVRDA: ABSOLUTELY.

>> OKAY. THAT'S ALL. COUNCILWOMAN ALDARETE

GAVITO? >> GAVITO: THANK YOU, MAYOR PRO TEM.

THANK YOU SO MUCH, JESUS, FOR THIS PRESENTATION. OBVIOUSLY IT'S GREAT TO SEE THE CONTINUED GROWTH AND SUCCESS OF THE SAN ANTONIO AIRPORT.

JUST HAD A FEW QUICK QUESTIONS AND COMMENTS. ON SLIDE NUMBER 4, IT LOOKS ABOUT HOW THAT EXCLUDES FEDERAL FUNDING SUPPORT FROM COVID, HOW MUCH MONEY DID WE GET FOR FEDERAL FUNDING FROM COVID AND WHERE DID IT GO AND WHAT ARE WE GOING TO MISS WITH THAT MONEY BEING GONE?

>> I'LL HAVE MIKE COME UP HERE. HE'S PROBABLY GOING TO KNOW THIS NUMBER BETTER THAN ME, IF MEMORY SERI SERVES MANY WE WERE ABOUT 89 MILLION. WE USED A LOT OF THAT TO PAY OUR BILLS, WE WERE AT A REALLY BIG LOW. OF THAT 89, 5 MILLION OF THAT WENT TO OUR CONCESSIONS TO HELP PAY FOR, YOU KNOW, THEM BEING IN OPERATION WITHOUT ANY PASSENGERS AS WELL. TELL ME IF I MISSED ANYTHING ON THAT, MIKE.

>> YES, MICHAEL GARNET, I'M ASSISTANT DIRECTOR OF FINANCE, WE ALSO SUBSIDIZES SOME OF THE AIRLINES RATES AND CHARGES DURING THE FIRST YEAR OF COVID WITH A LITTLE BIT ABOUT $10 MILLION OR SO.

IT WITH US ARE L TO KEEP US AFLOAT DURING THOSE COVID YEARS.

AND AS JESUS SAID, SOME OF THAT WENT TO THE CONCESSION AREAS AS

WELL. >> GAVITO: SO IT KIND OF HELPED US OUT IN THAT SLUMP, BUT WE WEREN'T COUNTING ON IT FOR ANYTHING IN THE FUTURE?

>> NO, NO. >> GAVITO: JUST WANTED TO MAKE SURE.

>> NO, IT CARRIED US THROUGH THAT TIME PERIOD.

>> GAVITO: THANK YOU SO MUCH. ON SLIDE NUMBER SIX, WE TALKED ABOUT THE INCREASED AVIATION FEES AND THE ADDITIONAL REVENUE, IT WILL CREATE. ARE OUR NEW FEES ON PAR WITH OTHER AIRPORTS IN

THE AREA? >> THERE IS NO FEES. SO WE'RE GOING TO START CHARGING FEES. THERE'S 70 OTHER AIRPORTS ACROSS THE COUNTRY THAT

ARE CHARGING THIS FEE. >> GAVITO: THAT'S WHAT I WAS GETTING AT.

>> WE'RE NOT CHARGING ANY OF OUR TENANTS, BUT PEOPLE THAT ARE COMING IN AND COMING IN TO UTILIZE THE FEDERAL INSPECTION FACILITY THAT TODAY

[01:05:04]

DIDN'T HAVE A COST RECOVERY MODEL IS WHAT WE'RE PUTTING IN PLACE, SO IT HAS BEEN NONEXISTENT, COUNCILWOMAN.

>> GAVITO: OKAY. SOUNDS GOOD. ON SLIDE 12, WE WERE TALKING ABOUT THE -- THE 25.5 MILLION IN -- WHERE IS IT AT -- FOR THE

FEDERAL -- FOR THE FEDERAL GRANT. >> YEAH, IT'S THAT LAST BULLET. WE'RE AWAITING 25.5 ADDITIONAL MILLION.

>> GAVITO: THERE IT IS. WHEN ARE WE EXPECTED TO HEAR BACK FOR THAT?

>> WE HOPE HERE SHORTLY. WE SUBMITTED FOR ALL OF THOSE, WE THINK -- SO WE SUBMITTED IN WHAT WE CALL THE NOFO, THE NOTICE OF FUNDING OPPORTUNITY THAT WENT OUT FOR 2024, BECAUSE OF YOU ALL'S SUPPORT, WE MEET BIWEEKLY WITH THE ENTIRE EXECUTIVE LEADERSHIP TEAM HERE WITH THE CITY, WE'RE CONSTANTLY TALKING ABOUT THE THINGS THAT WE'RE DOING, TRYING TO MOVE AS EFFICIENTLY AS POSSIBLE. I GIVE YOU AN END DATE OF 2028 FOR THE CAPITAL DEVELOPMENT PROGRAM THAT WE HAVE ONGOING. THAT WAS ORIGINALLY 2030, 2031. WE'VE CUT 24, 30 MONTHS SCHEDULE OFF THAT BECAUSE WE'RE ABLE TO DO THAT, WE'RE GOING TO START TO RELEASE SOME OF THESE PACKAGES, THE 22 TO 25, WE'RE GOING TO GET THE APPROVAL FROM THE ENVIRONMENTAL, AS THAT RELEASES AND WE'RE READY TO GO, THERE'S LIKE --

SOME AIRPORTS AREN'T READY. >> GAVITO: UH-HUH.

>> AND THEY'RE NOT MOVING. SAN ANTONIO, YOU'RE READY, WE HAVE X THE NUMBER OF DOLLARS AVAILABLE.

YOU WANT TO GO? SO WE MEET WITH THEM QUARTERLY TO TALK ABOUT WHERE OUR PROJECTS ARE AT, AND THEN THEY COME BACK AND SAY, I KNOW YOU SUBMITTED A NOTICE OF FUNDING OPPORTUNITY FOR THE GROUNDLOADING FACILITY. WE GAVE YOU 20. HERE'S ANOTHER FIVE, CAN YOU DO THAT TO HELP THE [INDISCERNIBLE] PROJECT ON THE RON? YES, WE'LL BRING THAT TO YOU GUYS AN COUNCIL AND SAY, WE NEED TO MATCH THAT, SO WE'RE MOVING FORWARD AND ESCALATING OUR EFFORTS TO MOVE FORWARD ON THOSE EFFORTS. AND THIS IS AN ADDITIONAL 25.5 THAT'S OUT THERE THAT WE'RE BEING CONSIDERED FOR, SO WE'RE IN CONSTANT

COMMUNICATION. OCTOBER, NOVEMBER. >> GAVITO: THANKS.

AND ALSO I'M SURE WE COULD WORK WITH COUNCILMAN PELAEZ AND THE IGR COMMITTEE TO CONTINUE CHASING SOME OF THESE FEDERAL GRANT OPPORTUNITIES, BECAUSE, YOU KNOW, WE'VE BEEN LANDING THEM, SO WE MIGHT AS WELL KEEP GOING WITH THEM, TOO. ON SLIDE 13, JUST DEFINITELY WANTED TO THANK YOU ALL FOR ALL THAT Y'ALL ARE DOING FOR THE COMMUNITY AND THOSE 8,000 PEOPLE WHO HAVE USED THE FLIGHT SIMULATOR, THE GIRLS IN AVIATION, SO I THINK YOU MENTIONED ERIK WARNER, SO I JUST WANTED TO MAKE SURE TO RECOGNIZE THAT. ONE LAST QUESTION, DO WE -- OFTENTIMES WHEN I'M PRESENTED AT NEIGHBORHOOD MEETINGS, PEOPLE ARE SEEING THE POSITIVE HEADLINES ABOUT THE AIRPORT, WHICH IS GREAT.

DO WE HAVE AN INFOGRAPHIC OR SOME DIGESTIBLE INFORMATION THAT WE COULD SHARE WITH RESIDENTS SO THAT THEY CAN EXPECT -- THEY CAN KNOW WHEN TO EXPECT THE TIMELINE ON WHEN IT'S GOING TO BE READY.

I ALSO THINK THE PERKS THAT WE WERE TALKING ABOUT, THE NURSING -- THE NURSING ROOM, THE ADULT CHANGING STATION, ALL OF THOSE WILL GET RESIDENTS EXCITED, SO IT WOULD BE GREAT IF WE WERE ABLE TO HAVE SOMETHING

DIGESTIBLE, ONE-PAGER, WHATEVER, TO SHARE >> SAENZ: I THINK THAT'S AN INCREDIBLE IDEA. WE HAVE THE YEAR IN REVIEW THAT WE PUT OUT AT THE END OF EACH YEAR. WE DON'T WANT A PRINT A BUNCH OF COPIES BUT WE CAN PROVIDE YOU WITH THAT. WE AS THE LEADERSHIP TEAM AT THE AIRPORT, WE CAME TOGETHER AND LOOKED AT ALL OUR STRATEGIC ACTIVITIES AND INITIATIVES FOR 2024 AND WHAT WE'RE DOING FOR 2025. WE CAN GIVE YOU A BULLETED LIST THAT REFLECTS EVERYTHING WE'VE GOT GOING ON AND YOU CAN HAVE THAT TO SHARE WITH YOUR

CONSTITUENTS, MA'AM. IT'S A GREAT IDEA. >> GAVITO: AWESOME.

THANK YOU. THAT'S ALL MY QUESTIONS. >> VIAGRAN: THANK YOU.

COUNCILWOMAN CASTILLO. >> CASTILLO: THANK YOU FOR THE PRESENTATION.

I WANT TO EMPHASIZE OVER $133 MILLION IN FEDERAL GRANTS IS VERY IMPRESSIVE.

I WANTED TO THANK YOU AND YOUR TEAM AND JEFF AND SALLY AND THEIR TEAM FOR GOING AFTER THOSE FEDERAL GRANTS. I WANTED TO EMPHASIZE A SIMILAR POINT OVER THE COUNCIL. A CONSTITUENT ASKED IF I HAD BEEN ABLE TO GO ANYWHERE AND IT'S SENSORY OVERLOAD FOR THEIR DAUGHTER. MOM AND DAD TAKE TURNS BECAUSE IT'S VERY DIFFICULT TRAVELING AS A FAMILY. I THINK HAVING A PLAN WOULD BE GREAT AND NOW WE'LL SEE MORE FAMILIES TRAVELING AS A WHOLE INSTEAD OF HAVING TO TAKE TURNS, ESPECIALLY WITH THE SENSORY ROOM. SO JUST I THINK BEING ABLE TO SHARE WITH COMMUNITY WHAT THAT WILL LOOK LIKE I THINK WE'LL SEE MORE FOLKS FLYING

OUT. >> SAENZ: YEAH, I WILL SHARE WITH YOU -- IS KAREN HERE? SHE'S RIGHT THERE. I'LL ASK KAREN TO STAND UP.

KAREN GETS A LOT OF CREDIT FOR THIS. SHE OVERSEES THE ENTIRE

[01:10:02]

PASSENGER EXPERIENCE. WHEN YOU LOOK AT THE DECORATIVE THINGS WE HAVE ON THE WALL, KAREN, WHO OVERSEES FOR ALL OF THE DIFFERENT EFFORTS THAT WE HAVE AT THE AIRPORT.

MEETING AND ENSURING THAT NOT ONLY ARE WE DOING WHAT'S RIGHT AND JUST BUT WE'RE TRYING TO IMPROVE THE OVERALL PASSENGER EXPERIENCE FOR EVERYONE AS IT RELATES TO ACCESSIBILITY. TIM, SITTING NEXT TO ME, IS HEAVILY INVOLVED ON THE SUSTAINABILITY AND ACCESSIBILITY OF THE NEW TERMINAL COMPLEX AS HE HEADS THAT EFFORT. AND THOSE ARE SPECIFIC INTO OUR DESIGN STANDARDS.

>> CASTILLO: WONDERFUL! I'M PLEASED TO HEAR THERE'S CONVERSATIONS ABOUT THE RIO GRANDE VALLEY. I DON'T KNOW IF ANYBODY WENT TO THE CONCERT THIS WEEKEND AND THERE WERE SHIRTS THAT SAID 956. EVERYBODY WAS BUYING THEM AND ULTIMATELY WE KNOW THERE'S A LOT OF RELATIONSHIPS THAT WE COULD CONTINUE TO FOSTER BY HAVING A FLIGHT GO THAT WAY. ONE OF MY STAFFERS SAYS COUNCILWOMAN VIAGRAN REALLY REPRESENTS THE SOUTH SIDE BY ASKING THAT QUESTION.

GREAT QUESTION, COUNCILWOMAN >> SAENZ: DID YOU SING ALONG?

>> CASTILLO: OH, YES. IT WAS THE SECOND TO LAST SONG THEY PLAYED.

BUT JUST REALLY EXCITED TO CONTINUE TO SEE THE IMPROVEMENTS THAT ARE GOING TO BE MADE. LOOKING FORWARD TO THE CONVERSATIONS WHEN WE REVIEW THE CONTRACT TO COMPLETE SOME OF THIS WORK. AND OVERALL I WAS TALKING TO COUNCILMAN MCKEE-RODRIGUEZ AND YOUR TEAM ROCKS. IT'S GREAT NEWS AFTER GREAT NEWS ON EACH SLIDE. KEEP UP THE GREAT WORK AND THANK YOU SO MUCH.

THANK YOU, MAYOR PRO TEM. >> VIAGRAN: THANK YOU. COUNCILMAN WHYTE.

>> WHYTE: THANK YOU, MAYOR PRO TEM. JESUS, GREAT WORK.

TO ME, LOOK, THE AIRPORT IS ONE OF THOSE THINGS THAT WE DO RIGHT.

AND IT'S JUST SO GRATIFYING TO SEE ALL THE HARD WORK AND HOW IT'S PAID OFF.

SO I'M REALLY THANKFUL AND IMPRESSED WITH EVERYTHING THAT Y'ALL ARE DOING.

A COUPLE OF QUICK QUESTIONS. ON SLIDE 6 YOU MENTIONED ADDITIONAL FEES FOR REVENUE ENHANCEMENT. HOW DO THOSE COMPARE WITH SOME OF THE OTHER AIRPORTS

IN TEXAS? >> SAENZ: I DO KNOW THAT DALLAS LOVE HAS ALREADY INITIATED THOSE FEES. SOME AIRPORTS DO NOT HAVE THEM.

BECAUSE WE ARE A MIXTURE OF COMMERCIAL AND GA AT SAT AND HOW THE AIRPORT IS BEING UTILIZED, I WILL TELL YOU I KNOW THAT AUSTIN, DALLAS LOVE -- I DON'T REMEMBER AND I SHOULD KNOW THIS -- IF HOUSTON AND HOBBY -- IH AND HOBBY HAD THEM.

I CAN TELL YOU FOR THE FOUR MAJOR -- THREE OF THE FOUR MAJOR COMMERCIAL AIRPORTS IN

TEXAS, THEY HAVE THOSE FEES. >> WHYTE: OKAY. AND WE DON'T ANTICIPATE

THESE FEES, THOUGH, IMPACTING ANY COMMERCE HERE? >> SAENZ: WE DO NOT.

WE WILL KEEP STATS ON ALL OF IT. IF IT SHOULD START TO CHANGE, WE WILL CERTAINLY ADJUST AS NEEDED TO ENSURE THAT WE DON'T DISCOURAGE PEOPLE FROM WANTING TO COME TO SAN ANTONIO INTERNATIONAL AIRPORT.

>> WHYTE: ALL RIGHT. ON SLIDE 11, TALK ABOUT NEW TECHNOLOGIES TO IMPROVE EFFICIENCIES AND ENHANCING SAFETY. WHAT KIND OF THINGS ARE WE

TALKING ABOUT THERE? >> SAENZ: SO IN THE PICTURE THAT YOU SEE ON THE BOTTOM RIGHT-HAND CORNER ARE SOME LIGHTS THAT YOU SEE THERE.

WE ARE THE ONLY AIRPORT IN THE COUNTRY TO INSTALL RIPSA.

IT'S QUITE TECHNICAL . I CAN SEND A TON OF DATA TO YOU ON WHAT THAT MEANS TO US, WHAT THAT MEANS TO THE AIRPORT. IT'S A PROGRAM THAT'S BEING LAUNCHED BY THE DEPARTMENT OF TRANSPORTATION UNDER THE FAA TO INCORPORATE THAT INTO AIRPORTS ACROSS THE COUNTRY. WE ARE COLLECTING DATA WITH FAA ON INFORMATION THAT'S USED FROM THE TOWER TO GROUND CONTROL ON THE MOVEMENT OF ALL SURFACE MOVEMENTS ACROSS THE AIRPORT COMPLEX TO ENSURE THAT NO ONE GOES THROUGH THAT STOP BAR UNLESS THEY'VE BEEN GRANTED PERMISSION TO GO THROUGH THERE AS WE WORK FORWARD. I REALLY GOOD ADVANCE, INNOVATIVE EFFORT.

IT'S A NEW INNOVATION AND NO ONE HAS IT BUT SAT. WE'RE GOING TO DO STUDIES --

WE'RE GOING TO TURN THAT ON WHAT DAY? >>

>> SAENZ: LATER NEXT YEAR AND THEN WE'RE GOING TO START TO COLLECT DATA ON HOW IT'S PERFORMING AND IMPROVING ANY POSSIBLY INCIDENTS THAT COULD OCCUR.

>> WHYTE: SO MORE THINGS LIKE THAT ON THE HORIZON. >> SAENZ: YES, SIR.

>> WHYTE: YOU TALKED ABOUT NONSTOP FLIGHTS A BIT IN THE PRESENTATION.

WHAT DO YOU THINK OUR BIGGEST IMPEDIMENT IS HERE IN SAN ANTONIO TO GETTING

[01:15:01]

MORE NONSTOP FLIGHTS. >> SAENZ: WELL, I WOULD TELL YOU RIGHT NOW IT'S PROBABLY THE VOLATILITY OF THE MARKET. THE ENTIRE INDUSTRY, IF WE START TO TALK ABOUT AIRCRAFT MANUFACTURERS, AIRCRAFT ENGINES, I DON'T WANT TO BE SPECIFIC TO ANYONE. IT'S TOUGH MARGINS. WE'RE ELATED AT WHERE WE'RE AT. WE'VE DONE AN INCREDIBLE JOB AND I ATTRIBUTE THAT, OUR SUCCESS TO THE WAY THAT WE HAVE DONE THINGS AND MORE IMPORTANTLY FOR US BEING PREPARED FOR THE FUTURE. WE DON'T KNOW WHAT WE DON'T KNOW.

I DON'T NEED TO TELL YOU WHAT COMES OUT IN THE HEADLINES WITH THE SPECIFIC AIRCRAFT ISSUE THAT WE HAVE. BUT THAT'S DIFFICULT FOR THE AIRLINES.

THEY'RE ASKING FOR ADDITIONAL AIRCRAFT. THEY CAN'T GET IT IN THE TIME THEY WANT TO GET IT. I THINK THAT IMPACTS US A LITTLE BIT.

I THINK WE'RE STARTING TO PUT OURSELVES ON THE MAP. I USED TO TELL ERIK I WANT TO PUT SAT ON THE MAP. FROM A MEDIUM-SIZED AIRPORT WE'RE THERE.

AND HOW DO WE GROW IN THE NEXT THREE TO FIVE YEARS. >> WHYTE: IS THERE ANYTHING YOU CAN IDENTIFY THAT WE AS A CITY COULD DO TO ATTRACT MORE NONSTOP

FLIGHTS? >> SAENZ: I THINK IT GOES BACK TO THE ORIGINAL

COMMENT, LET'S NOT BE SO NEGATIVE ABOUT OURSELVES. >> WHYTE: I'M NOT TRYING

TO BE NEGATIVE. >> SAENZ: I AGREE WITH YOU.

>> WHYTE: FORWARD THINKING, RIGHT? >> SAENZ: YES.

>> WHYTE: AND I KNOW THAT A LOT OF US KNOW FOLKS AND ONE OF THE ISSUES THEY HAVE IS, HEY, HOW COME I CAN'T GO NONSTOP TO HERE OR THERE? I JUST WANT TO KNOW IS THERE ANYTHING YOU'VE IDENTIFIED THAT WE COULD DO AS A CITY TO GET MORE?

>> SAENZ: I THINK FROM OUR STANDPOINT WE CONTINUE TO GROW OUR TRANSPARENCY, CONTINUE TO BE COMPETITIVE ON THE COST OF FLIGHTS. YOU KNOW, WITH THAT MARGIN OF A TICKET PRICE USED TO BE AT X NUMBER FOR -- IF YOU WERE TO TRAVEL OUT OF AUSTIN VERSUS TRAVELING OUT OF SAT. THAT USED TO BE THE MARGIN. THAT IS THE MARGIN AND SOMETIMES THAT'S THE MARGIN. SO THAT HAS REALLY HELPED US.

THE FOCUS ON THE MARKET SHARE, PEOPLE SAY, HEY, WHY DO YOU HAVE THE ULTRA LOW-COST CARRIERS HERE? THAT'S A MARKET SHARE. THOSE ARE PEOPLE WHO WOULD NEVER HAVE TRAVELED ON A PLANE IF THEY COULDN'T GET THAT PRICE TICKET AT $49.

WE'RE WORKING ON THAT MARKET SHARE TO CONTINUE TO GROW THAT.

THEN, YOU KNOW, GETTING MORE AND MORE INTO THE DESTINATIONS THAT WE NEED TO GET TO. OBVIOUSLY, EUROPE WAS A MAJOR FACTOR.

HOW DO WE EXPAND THAT SERVICE TO EUROPE? MEXICO CONTINUES TO GROW.

WE WANT TO GET INTO SOME OF THOSE LEISURE MARKETS. THOSE ARE THINGS WE'VE GOT TO WORK ON, COUNCIL MEMBER. I WOULD EVEN GO INTO SOUTH AMERICA.

WE HAVE NEVER BEEN INTO SOUTH AMERICA. IT'S ON OUR RADAR HEAVILY.

GETTING INTO THE CARIBBEAN AND SERVICE BACK TO CANADA. WE HAVE A THREE TO FIVE-YEAR AIR SERVICE DEVELOPMENT PLAN OF ACTION THAT WE'RE EXECUTING.

WE HAVE BEEN VERY AGGRESSIVE AND WE'RE AHEAD OF WHERE WE THOUGHT WE WOULD BE.

>> WHYTE: LAST THING -- AND THIS IS MAYBE, YOU KNOW, I LOOK THROUGH, OBVIOUSLY, OUR DATA IN THE BUDGET BOOK AND WHAT WE HAVE IN THERE RELATED TO OUR AIRPORT.

BUT I WAS WONDERING -- AND I DON'T KNOW IF THIS IS FOR YOU OR ERIK OR WHO.

WE LOOKED AT SOME OTHER CITIES AROUND THE STATE -- AND I'LL JUST PULL DALLAS AS ONE EXAMPLE HERE. AND THERE'S SORT OF ADDITIONAL DETAIL IN THEIR AVIATION REPORT THAT RELATES TO SORT OF LINE ITEM EXPENSES.

IT BREAKS DOWN PERSONNEL, WHAT TYPE OF PERSONNEL THEY'RE USING AT THE AIRPORT. IT TALKS ABOUT THE MAJOR BUDGET ITEMS IN THE BUDGET AND WHERE THE MONEY IS GOING FOR THOSE ITEMS. THEN YOU CAN SEE THE EXPENSE DETAIL HERE. THEY HAVE A FEW PAGES WHERE THEY REALLY BREAK DOWN ALL THEIR EXPENSES. IS THIS SOMETHING THAT WE HAVE, I'M SURE, THIS

INFORMATION? >> SAENZ: IT CERTAINLY IS. >> WHYTE: MAYBE I CAN GET WITH Y'ALL TO GET A HOLD OF THAT. OKAY.

THANKS, MAYOR PRO TEM. >> VIAGRAN: THANK YOU. COUNCILWOMAN KAUR.

>> KAUR: THANKS, MAYOR PRO TEM. THANK YOU SO MUCH FOR THE PRESENTATION, JESUS. LAST NIGHT WE HAD OUR BUDGET TOWN HALL.

THANKS TO CITY STAFF THAT WAS THERE. ONE OF THE QUESTIONS YOU DIDN'T GET TO BUT YOU ANSWERED TODAY. THE QUESTIONS WERE AROUND THE STATUS OF THE AIRPORT EXPANSION AND THE BUDGET. SO WHAT I HEARD YOU SAY IS RIGHT NOW THE ESTIMATED BUDGET IS $1.86 BILLION BUT WE WON'T KNOW THE FULL COST UNTIL THE BEGINNING OF 2026. RIGHT NOW IN THIS PROCESS WE HIRED A CMAR ARCHITECTS AND THEY ARE DOING A DESIGN, IS WHERE THE ESTIMATE IS FOR THAT.

[01:20:04]

THE CAPITAL BUDGET IS HOW IT'S FUNDED. >> SAENZ: THAT IS REALLY

GOOD. >> KAUR: JUST FOR CONSTITUENTS THAT ARE LISTENING, THE CAPITAL BUDGET, WHERE DO THOSE DOLLARS COME FROM?

>> SAENZ: CAPITAL DOLLARS COME FROM OUR REVENUES AND ANY GRANT WE RECEIVE FROM

THE FEDERAL GOVERNMENT. >> KAUR: CONSTITUENTS ALWAYS ASK US HOW THE AIRPORT IS FUNDED, ESPECIALLY IF THEY DON'T USE IT.

AIRPORT FUNDS ITSELF.

AND I THINK THE COST RECOVERY MODEL IS A GREAT WAY TO ADD SOME REVENUE TO THAT. OKAY. SO I'M GOING TO JUMP INTO METRICS, BECAUSE YOU KNOW I LIKE QUESTIONS ABOUT METRICS.

HOW DO WE DEVELOP THE METRICS THAT YOU ALL SHARED IN THE BUDGET? PART OF IT WAS SHOWN ON SLIDE 7 BUT I KNOW THERE'S OTHERS THAT WERE IN OUR

BUDGET WORKBOOK. >> SAENZ: MY STAFF IS GOING TO GET A TRUE KICK OUT SPENT SEVERAL DAYS GOING BACK AND FORTH ON WHAT WE FELT WAS MOST IMPORTANT.

WE GET INTO THE DETAIL OF NOT ONLY METRICS THAT WE HAVE AS A RESULT OF THE PERFORMANCE THAT HAPPENED THE DAY BEFORE, THE WEEK BEFORE, THE MONTH BEFORE, BUT WE ARE NOW STARTING TO TREND INFORMATION ON PREDICTIVE ANALYTICS.

IF YOU LOOK AT SOME OF OUR SMART RESTROOM TECHNOLOGIES, WE CAN TELL YOU HOW MANY PEOPLE WENT INTO THE RESTROOM AND HOW MANY TIMES WE HAVE TO CLEAN IT.

I THINK I MENTIONED BEFORE I USED TO WORK FOR UPS SO I GET PRETTY HEAVY INTO THE DATA AND WANTING TO KNOW WHAT THE NUMBERS ARE. THESE ARE THE ONES WE HAVE SELECTED. LOVE TO SIT DOWN AND TALK TO YOU ABOUT ALL THE OTHER THINGS THAT WE'RE TRACKING. WE TRACK OPERATIONS. WE TRACK MAINTENANCE.

WE TRACK CUSTOMER SERVICE. WE TRACK ON THE FINANCIALS BEYOND BELIEF.

SO WE CAN SIT AND HAVE A GOOD CONVERSATION ABOUT A NUMBER OF THOSE, IF YOU

WOULD LIKE. >> KAUR: YEAH. THAT WOULD BE GREAT BECAUSE SOME OF THE THINGS THAT HAVE COME UP TO US ARE OCCUPANCY ON FLIGHTS.

IS THAT SOMETHING? >> SAENZ: LOAD FACTORS. WE TRACK THAT.

JACOB IS NOT HERE TODAY BUT WE'VE GOT A STAF STAT THAT COMES OUT EVERY WEEK AND LAST WEEK

WE WERE AT 87% LOAD FACTOR. >> KAUR: DO WE TRACK THE AMOUNT OF TIME IT TAKES TO

PARK? >> SAENZ: TAXI IN AND OUT AND THEN THE TIME THE PASSENGER TAKES TO GET FROM, OBVIOUSLY, THE HEADWAY TIME WHEN THEY PARK AT A SURFACE LOT OR WHEN THEY PARK IN THE GARAGE AND HOW LONG THAT TAKES.

I DON'T KNOW IF YOU SAW THE POST BUT ONE OF OUR -- JACOB, AND I KIND OF GOT AFTER HIM A LITTLE BIT BECAUSE HE DID IT ON HIS OWN TIME AND POSTED IT ON SOCIAL MEDIA. AND HE SAID I PARKED AND I GOT THROUGH THE CHECKPOINT AND I'M SITTING AT MY GATE IN SEVEN MINUTES. TRY TO BEAT ME.

I SAID DON'T TELL PEOPLE THAT. >> KAUR: ONE OF MY FAVORITE METRICS IS THE PASSENGER CHECKPOINT METRIC BUT THERE'S A BILLBOARD ON I-10 THAT SAYS GET TO THE AIRPORT TWO HOURS EARLY. IS THAT BECAUSE PEOPLE ARE

USING AIRPORT FACILITIES? IS THAT THE PURPOSE? >> SAENZ: YOU'RE GETTING ME IN TROUBLE, COUNCILWOMAN. ERIK WANTS ME TO PUT A BILLBOARD BETWEEN AUSTIN AND

SAN ANTONIO THAT SAYS CURRENT WAIT TIME AT SAT -- >> KAUR: DO IT! I THINK IT'S A GREAT IDEA BECAUSE AS A PASSENGER I MIGHT WANT TO GO GET A SNACK BUT IF I'M THERE REALLY EARLY -- I THINK IT'S A GOOD IDEA.

OKAY. >> THE GOAL. IN 2023 OUR ACTUAL WAS ALMOST 25% BUT THAT GOAL AND ACHIEVEMENT HAS DROPPED AND IT'S 20% FOR '25. WHY IS THAT?

>> SAENZ: THIS IS FOR THE SOLICITATION. THE PRE-SOLICITATION, IT'S

20 POINTS. >> KAUR: NO, NO. THE GOAL WAS 24 --

>> WALSH: TALKING ABOUT THE MEASURE, NOT THE SOLICITATION.

>> KAUR: IT'S ON THIS CHART. BUT IF YOU CAN GET BACK TO US, I'M JUST CURIOUS AS TO WHY THAT GOAL WENT DOWN. AND THEN THE ONLY OTHER ADDITIONAL SAFETY -- I MENTIONED THOSE. ON THE COMMUNITY ENGAGEMENT SIDE -- WHILE YOU'RE LOOKING AT THAT.

>> SAENZ: OH, FOR THE ACTUALS FOR 2024, THE TARGET WAS 20.92.

THE ACTUAL WAS 24.4. 20.92. WE HAVEN'T SHIFTED THE GOAL.

IS THAT WHAT YOU'RE ASKING? >> KAUR: IN 23 IT WAS 24% AND WE SHIFTED IT DOWN FOR '24 AND KEPT IT AT THE LOWER MARK IF THE '25. I WAS CURIOUS IF THERE WAS A

DROPOFF. YOU CAN GET BACK TO ME. >> SAENZ: I'LL LOOK INTO

IT. >> KAUR: PERFECT. ON THE COMMUNITY ENGAGEMENT POINT I WANT TO ECHO THE FLIGHT SIMULATOR WORK. I WANT TO SEE THE STUDENTS

ACCESSING IT, A MAP OF WHERE THEY'RE COMING FROM. >> SAENZ: I WOULD BE SAFE

[01:25:03]

TO TELL YOU I THINK WE HIT ALL TEN DISTRICTS. >> KAUR: I WANTED TO SEE IF THERE WAS A VARIATION IN WHICH DISTRICT OR WHICH SCHOOLS, JUST AS A CURIOSITY TO MAKE SURE. SOME OF OUR DISTRICTS DON'T ALWAYS HAVE THE FUNDING TO

BE ABLE TO SEND FOLKS OUT. >> SAENZ: PLEASE DON'T HESITATE TO REACH OUT TO US.

WE WOULD LOVE TO CONTINUE THAT EFFORT TO GROW, YOU KNOW, PEOPLE IN AVIATION.

>> KAUR: OKAY. PERFECT. THE LAST QUESTION -- I HAVE TWO MORE THINGS REALLY QUICK. YOU MENTIONED THE PRICING FOR THAT MEXICO TRIP WHEN THAT INDIVIDUAL CALLED YOU. DO WE HAVE CONTROL OVER PRICING OR IS THAT JUST AIRLINES AND THEIR FLIGHT FREQUENCY?

>> SAENZ: MY INITIAL ANSWER WOULD BE WE DON'T HAVE CONTROL OVER PRICING BUT WE CERTAINLY CAN, YOU KNOW, STIMULATE THE PRICE MARKET SHARE AS AIRLINES LOOK AT THEIR MARGINS. AND WE DO A GOOD JOB OF KEEPING OUR COSTS DOWN AND BEING AS EFFICIENT AS POSSIBLE AND REDUCING THOSE COSTS.

THEN THAT CREATES MORE OPPORTUNITY FOR THEM. AND THEN THE OTHER PIECE THAT I WILL TELL YOU IS FOR HISTORICALLY, YOU KNOW, THERE HASN'T BEEN 14 CARRIERS HERE. SO THERE'S NOTHING BETTER THAN COMPETITION IN ANYTHING THAT WE DO. SO THAT TOO ALSO CREATES THE OPPORTUNITY FOR LOWER PRICES. AND THAT'S GOOD FOR THE CONSUMER.

>> KAUR: AGREED. THE LAST THING I'LL SAY THE THAT I LOVE THE IDEA OF THE SENSORY ROOM AND I THINK PEOPLE HAVE SHARED ABOUT IT. A YOGA ROOM WOULDWO BE A GREAT ADDITION. THAT WOULD MAKE TRAVEL EVEN BETTER.

>> SAENZ: POINT WELL TAKEN. >> VIAGRAN: THANK YOU.

COUNCILMAN PELAEZ. >> PELAEZ: THANKS, JESUS. I THINK A LOT OF THE GROUND I WANTED TO COVER HAS BEEN COVERED BY THE QUESTIONS BUT WHAT I HAVE QUESTIONS ABOUT IS THE -- BY THE WAY, I LIKE THE YOGA IDEA. THAT'S COOL.

I WAS IN HOUSTON RECENTLY AND THEY HAVE AN E-SPORTS PLACE.

THERE WAS A WHOLE BUNCH OF GROWN MEN GAMING DURING THEIR LAYOVER.

BUT THE QUESTIONS I HAVE ARE ABOUT GENERAL AVIATION. AND SO, SO, YOU KNOW, WHILE WE'VE BEEN TALKING I'VE BEEN LOOKING AT THE GAS PRICES. I THINK YOU AND I HAVE TALKED ABOUT THIS IN THE PAST BUT RIGHT NOW IN SAN ANTONIO THE AVERAGE GAS FOR THE GENERAL AVIATION IS $9.19, RIGHT? AND AT STINSON IT'S 3 BUCKS LESS. AT CASTROVILLE IT'S $5. SO IF I WAS FLYING A SESNA 172, ONE OF THE MOST COMMON PLANES FOR GENERAL AVIATION, AT 55 GALLONS AUDIO]. WHEREAS IF YOU JUST WANT TO SPEND, YOU KNOW, AN EXTRA 15 MINUTES ON THE ROAD IN A FREE CAR AT STINSON, FROM STINSON TO YOUR DESTINATION, YOU'RE PAYING 341 BUCKS. A LITTLE BIT LONGER FROM CASTROVILLE, 275 BUCKS.

MY IS A LOT OF PILOTS WILL CHOOSE WHICH AIRPORT TO LAND IN BASED ON THE PRICE OF THE GAS. I'M WORRIED WE'RE LOSING TRAFFIC TO SOME OF THE SURROUNDING AIRPORTS BECAUSE OUR TWO OR THREE FBOS OUT THERE ARE CHARGING SO MUCH FOR GASOLINE. MY UNDERSTANDING FROM THIS INDUSTRY, RIGHT, IS THAT HAVING A INEXPENSIVE PLACE TO LAND, REFUEL IS AN ECONOMIC DEVELOPMENT GENERATOR. AND SO WHAT ARE WE DOING AROUND THAT? ARE WE OKAY WITH HAVING EXPENSIVE GAS AND SENDING THESE PLANES TO CASTROVILLE? WHAT CAN WE DO TO BRING THAT PRICE DOWN TO ATTRACT MORE PLANES?

IS IT WORTH IT? >> SAENZ: WE CAN GO OUT AND DO SOME COMPARATIVE ANALYSIS AND TAKE THAT BACK TO THE LAST 12, 18 MONTHS AND SEE WHERE WE COMPARE AT.

I WILL TELL YOU IF I WERE TO PUT THE CHART UP -- AND THAT'S WHAT I REFERENCED -- I DIDN'T PUT ALL THE DATA THERE. IF YOU LOOK AT OUR NUMBER OF OPERATIONS COMMERCIALLY AND THEN NON-COMMERCIALLY, WE'RE GROWING IN BOTH AREAS.

SO I THINK PEOPLE ARE FLYING HERE. I GET IT.

YOU HAVE GENERAL AVIATION AND THEN YOU HAVE WHAT WE WOULD CALL THE CVOS, THE CORPORATE BUSINESS OPERATORS. THEY CREATE A LOT OF VOLUME HERE AS WELL. AS THOSE THINGS ARE HAPPENING IN THE UTILIZATION OF THE FIS, ALL OF THAT GOES INTO A COST RECOVERY MODEL ON HOW WELL WE'RE DOING.

ARE WE RECOVERING THAT COST? MY INITIAL ANSWER TO YOU IS WE ARE NOT.

AND WE ARE WORKING TOWARDS THAT AND WE DON'T WANT TO DISTRACT ANYONE FROM COMING TO -- TO COME OUT AND USE OUR FACILITIES. IDEALLY ONE WOULD THINK SAT IS PREDOMINANTLY JUST FOR COMMERCIAL USE. IT'S NOT.

WE HAVE A NUMBER OF DIFFERENT OPERATORS THAT ARE OUT THERE VERSUS WHAT WE WOULD LOOK AT AS A REGIONAL AIRPORT AROUND THE AREA OF SAN ANTONIO, INCLUDING

[01:30:05]

STINSON. IT IS NON-COMMERCIAL.

GOOD FACTORS. WE CAN GO OUT AND TAKE SOME MEASUREMENTS AND FIGURE OUT WHERE WE'RE AT AND THEN HAVE CONVERSATIONS. I WILL TELL YOU THOSE FBOS, THAT'S HOW THEY MAKE THEIR REVENUE AS WELL SO THAT'S A BIG FACTOR FOR THEM AS WELL. I CAN'T JUST GO TELL THEM LOWER YOUR GAS BECAUSE THEY DO THAT WELL AND THAT'S WHY WE RELEASE THAT OPERATION FOR THEM TO DO THAT.

>> PELAEZ: ARE WE SELLING ANY GAS? >> SAENZ: NO.

THAT'S THROUGH THE FIXED BASE OPERATORS. WE GET A SMALL PERCENTAGE, BASED ON THE AGREEMENT THAT WE HAVE. I CAN'T GIVE YOU THAT NUMBER

OFF THE TOP OF MY HEAD. >> PELAEZ: I CAN REPRESENT TO YOU, ERIK AND JESUS --

>> WE GET 7 CENTS. >> PELAEZ: I CAN REPRESENT TO YOU ON MY FIRST YEAR WHILE I WAS HERE ON COUNCIL, THIS WAS EXACTLY THE SAME SCENARIO.

THE DELTA BETWEEN US AND ALL THE OTHER REGIONAL AIRPORTS WAS PRETTY MUCH EXACTLY WHAT I'VE LAID OUT. IT HASN'T CHANGED. THEY'RE ALWAYS LOWER AND A LOT OF THESE PILOTS WILL JUST NOT FLY INTO SA T AND THEY'LL GO TO CASTROVILLE OR KERRVILLE BECAUSE IT'S A LOT OF MONEY TO FILL UP YOUR AIRPLANE.

THE SESNA 172 IS A LITTLE ONE. I'M WONDERING HOW MANY JETS WE'RE MISSING OUT ON. I'M WONDERING HOW MANY LARGER PLANES AND I WOULD LOVE FOR THOSE LARGER PLANES TO LAND IN SAN ANTONIO SO THEY CAN ENJOY SOME OF THE CONCESSIONS WE'VE GOT OUT THERE. SO THEY CAN RENT CARS AND DO WHATEVER THEY WANT. I DO THINK THAT THERE'S AN OPPORTUNITY HERE.

AND I KNOW YOU'RE NEW AND YOU WEREN'T HERE WHEN I FIRST STARTED MENTIONING IT BUT THIS IS NOT NEW. BY THE WAY, I MEAN, I'M CHANNELING, YOU KNOW, FORMER DISTRICT 1 COUNCILMAN ROBERTO TREVINO ON THIS. HE'S NOT WRONG.

THIS IS SOMETHING I HAVE BEEN LOOKING AT FOR SEVEN YEARS.

HE WAS LOOKING AT THIS LONG BEFORE THAT AND THIS IS A BIG CHUNK OF CHANGE.

I THINK YOU'RE PICKING UP -- >> SAENZ: WELL TAKEN. >> PELAEZ: THOSE ARE ALL

MY COMMENTS. THANK YOU, SIR. >> VIAGRAN: THANK YOU.

COUNCILMAN COURAGE. >> COURAGE: THANK YOU. I THINK THAT WE'VE GOT A GREAT PLAN MOVING FORWARD. AND I'M VERY ENCOURAGED BY THIS.

WE'VE GOT A GOOD AIRPORT. IT'S CLOSE TO DOWNTOWN. IT HAS, YOU KNOW, CONTINUED TO GROW IN THE SERVICES. IT'S PROVIDING EVERYTHING. THE PLAN WE HAVE LAID OUT IS REALLY A GOOD ONE. I DON'T KNOW ALL THE DETAILS BUT I HEARD FROM PEOPLE WHEN THEY EXPRESS A COMPLAINT. THOSE COMPLAINTS USUALLY REVOLVE AROUND ONE OF THREE THINGS. EITHER PARKING OR TSA WAITING TO GET TO THE PLANE.

OR BAGGAGE PICKUP. AND THEN THERE'S ONE OTHER EXPERIENCE I'VE HAD RECENTLY AND THAT WE HAVE NOW AT THE AIRPORT IS GROUND LOADING. WITH GROUND LOAD LOADING RIGHT NOW, PEOPLE ARE WALKING OUT TO A PLANE THAT THEY DON'T HAVE ANY COVER.

IF IT'S RAINING OR BLAZING SUN, I DON'T KNOW HOW FAR EVERY PLANE WOULD BE FROM WALKING OUT OF THE TERMINAL TO GET ON TO IT, THINGS OF THAT NATURE.

ONE OF THE THINGS WE'RE LOOKING AT IS GROUND LOAD SOMETHING WE'RE ALWAYS GOING TO HAVE AND HOW DO WE KNOW WHICH AIRLINE IS GOING TO GET THAT AND WHICH ARE GOING TO BE AT THE OTHER TERMINALS AND HOW DO WE MAKE THAT AN EASIER EXPERIENCE FOR THE

FLYERS? >> SAENZ: GREAT QUESTION, COUNCIL MEMBER.

I WILL SHARE WITH YOU, AS YOU LOOK AT THE PATRONS WALKING IN, WE DON'T SHOW YOU THE EXACT AIRCRAFT. BUT AS YOU COME OFF OF WHAT WE CALL THE RAMP OR THE STAIRS, THAT WILL HAVE A CANOPY OVER IT THAT WILL PROTECT THE AIRCRAFT AS YOU OPEN THE DOOR AND ALLOW THE PASSENGERS TO COME OUT. YOU'LL WALK ON THAT CANOPY.

IT'S LESS THAN A MINUTE WALK TO GET INTO THE BUILDING. SO I ALMOST WANT TO TELL YOU IT'S LESS THAN 30 SECONDS BECAUSE IT'S NOT FAR. WHEN YOU LOOK AT THOSE THREE MAIN POSITIONS. AND THAT'S EQUALLY, AS YOU COME OUT OF THE AIR-CONDITIONED BUILDING TO GO INTO THAT. THE GLF WILL SERVE ITS PURPOSE. WE FEEL LIKE THE COST RECOVERY MODEL ON THAT, BECAUSE WE ADDED THREE GATES, AS ERIK LIKES TO SAY, JESUS IS JUST PUTTING HOLES IN WALLS AND PUTTING GATES THERE. WE DID THAT IN TERMINAL A AND TERMINAL B. WE HAVE NO ADDITIONAL PLACE TO PUT GATES, WHICH IS WHY THE 17 THAT ARE ALREADY SOLD, THIS IS A BRIDGE THAT GETS US TO THE NEW TERMINAL DEVELOPMENT PROGRAM AS WE PUT THIS IN PLAY. WE WON'T THROW IT AWAY.

YOU KNOW, WE CAN CONTINUE TO UTILIZE THAT. WE'VE GOT PLANS TO BEGIN TO,

[01:35:03]

YOU KNOW, TRANSFORM TERMINAL A AS WELL. AS WE GO THROUGH THAT AND WE PHASE THE NORTH AND SOUTH PART OF TER TERMINAL A AND HOW DO WE KEEP OUR PASSENGERS CONTINUING TO OPERATE VERSUS TELLING EVERYONE WE'RE AT CAPACITY.

THAT'S THE WORST THING WE SHOULD TELL EVERYONE. WE WANT TO CONTINUE TO HAVE ADDITIONAL GATES. THIS TAKES US FROM 24, THE 27 THAT WE ADDED, WHICH GETS US TO 30. ONCE WE OPEN THIS, THIS GETS US TO 33 WITH TWO ADDITIONAL POSITIONS THAT COULD BE USED THAT CAN GET US AT 35. WE'LL DO THAT BETWEEN SIGNATORY AND NON-SIGNATORY CARRIERS. WE HAVE LEGACY CARRIERS THAT HAVE BEEN HERE. THEY WILL THUMP THE NON-SIGNATORY CARRIER AND SAY YOU GO TO THAT GATE. WE'RE GOING TO BE USING THIS GATE.

WE HAVE AGREEMENTS

>> COURAGE: OKAY. I JUST WANT TO MAKE SURE, BECAUSE I'VE HAD THE EXPERIENCE A FEW TIMES. IT'S KIND OF A LONG WALK AND NOT THE BEST WEATHER CONDITIONS. I WANT TO MAKE SURE THAT, YOU KNOW, PEOPLE FEEL COMFORTABLE WITH THAT. I APPRECIATE WHAT YOU'RE SAYING AND HAVING SOME KIND OF A COVERING TO PROTECT PEOPLE. THAT WILL BE GOOD.

I WANT TO GET BACK TO THOSE THREE OTHER ISSUES I MENTIONED, THOUGH.

PARKING, TSA, BAGGAGE PICKUP. I THINK WE HAVE A REALLY GOOD RECORD ON TSA ON GETTING THROUGH THE LINE AND EVERYTHING.

HAVE WE EVALUATED US COMPARED TO SOME OF THE OTHER AIRPORTS OUR SIZE TO

SEE HOW THAT WAIT PERIOD IS TO GET THROUGH THERE? >> SAENZ: IN 2023 WE RANKED AS THE NUMBER ONE AIRPORT IN THE COUNTRY FOR THE SPEED OF THROUGHPUT GOING THROUGH THE TSA CHECKPOINT. YOU CAN GO TO TSA.GOV AND IT SHOWS YOU A DAILY REFERENCE ON A LOT OF DATA POINTS ON HOW WE DO THAT.

I COULD NOT SAY ENOUGH ABOUT OUR FEDERAL SECURITY DIRECTOR, TOMMY, WHO WORKS WITH US. AND JANE. THEY'RE THERE AT 2:30 IN THE MORNING. WE HAVE HEAVY PEAK FLIGHTS THAT GO OUT AT 5:00 IN THE MORNING AS WE HAVE ADDED SERVICE. WE'VE GOT THE LANDSIDE TEAM THAT'S BEING THERE TO HELP.

YOU KNOW, FIVE AT TERMINAL B AND SEVEN AT TERMINAL A. ALL OF THOSE ARE CT SO THOSE ARE 3-D IMAGING MACHINES THAT HELPS US CONTINUE TO MOVE FASTER.

THE ENTIRE TEAM AND MYSELF ARE HAVING DISCUSSIONS WITH A NUMBER OF THESE DIFFERENT MANUFACTURERS, WHAT WE CALL ADVANCED SECURITY LANES. IH HAS THEM.

PORTLAND AND DENVER JUST PUT THEM IN. SAN FRANCISCO HAS THEM IN.

WE DO ABOUT 120, 130 PEOPLE PER HOUR PER LANE. WE KNOW WE CAN GET UP TO 200 TO 250 PER LANE. SO AS WE CONTINUE TO LOOK AT THIS EQUIPMENT AND THE WAY WE DESIGNED THE NEW CHECKPOINTS IS WHAT WE FOCUS IN ON.

EVERYBODY WANTS TO LEAVE EARLY AND COME BACK LATE. THAT MAKES IT VERY DIFFICULT FOR US BECAUSE WE'VE GOT SOME LOW PERIODS -- WE DON'T HAVE THOSE LOW PERIODS ANYMORE IN THE MIDDLE SO WE'RE WORKING ON TRYING TO BALANCE OUT NOT JUST THE TERMINAL FROM THE DAY BUT BALANCE OUT THE TERMINAL IN BETWEEN TERMINAL A AND TERMINAL B SO WE HAVE EQUALITY GOING THROUGHOUT THE ENTIRE PROCESS.

>> COURAGE: OKAY. AND THAT SOUNDS GOOD. IT SOUNDS LIKE YOU'VE GOT A GOOD PLAN FOR THAT. WHAT ABOUT BAGGAGE PICKUP? THAT SOMETIMES CAN TAKE A LONG TIME. AND WHAT ARE WE LOOKING AT TO MODERNIZE THAT WHOLE

PROCESS OR STREAMLINE IT? >> SAENZ: IT'S AMAZING. WE'VE KIND OF HAD SOME COMPLAINTS AND, YOU KNOW, PEOPLE HAVE SAID IT TOOK ME 30 MINUTES TO GET MY BAG.

SO I DON'T NEED TO TELL EVERYBODY, EVERYTHING YOU NEED TO DO AT THE AIRPORT IS ON CAMERA AND WE TRACK YOU WHEN YOU GET TO THE BAGGAGE CLAIM.

AND IT TOOK 11 MINUTES FOR YOU TO GET YOUR BAG, NOT 30 MINUTES.

WHEN WE EXPRESS THAT, WE UNDERSTAND. WE DO A GOOD JOB.

WE CONSTANTLY -- WE HAVE MONTHLY MEETINGS WITH ALL OF OUR CARRIERS AND WE HAVE BEEN STRESSING THE IMPORTANCE OF LET'S GET THE BAGS TO THE CAROUSELS AS QUICKLY AS POSSIBLE. BECAUSE OF THE INCREASE OF THE TRAFFIC, THOSE BAGGAGE CLAIM DEVICES WERE BUILT WAY BACK WHEN. WE'RE RUNNING OUT OF SPACE.

SO IF YOU'VE ARRIVED ON MONDAY NIGHT OR WEDNESDAY NIGHT OR FRIDAY NIGHT WHEN WE'RE BRINGING IN TWO OR THREE FLIGHTS FROM MEXICO AND WE'RE BRINGING IN THE FLIGHT FROM EUROPE ALL SIMULTANEOUSLY, WE'VE GOT PEOPLE PICKING BAGS SO

[01:40:04]

PEOPLE CAN SEE WHERE THEIR BAGS ARE AT VERSUS PUTTING 800 PEOPLE AT ONE TIME IN ONE CAROUSEL. IN 2025 WE'RE WORKING ON PUTTING ANOTHER CAROUSEL IN THERE AND ADDING SOME ADDITIONAL CAPACITY . IT'S A POINT WELL TAKEN AND

WE WILL CONTINUE TO SURFACE THAT WITH OUR AIR CARRIERS. >> COURAGE: THE LAST THING I'LL TALK ABOUT IS PARKING. RIGHT NOW HOW MANY SPOTS DOES THE VALET USE IN THE

PARKING LOT? >> SAENZ: A LITTLE OVER 550 SPACES THAT WE HAVE ON

LEVEL ZERO. >> COURAGE: THAT IS IN THE GARAGE?

>> SAENZ: THAT'S IN THE GARAGE. >> COURAGE: WHY AREN'T WE PARKING THOSE IN THE UNCOVERED SPACES AND ALLOWING THE GARAGE TO BE

USED BY PEOPLE COMING IN? >> SAENZ: IT MAKES IT DIFFICULT FOR THE NUMBER OF STAFF THEY HAVE TO PARK THOSE CARS AND COME BACK. WHEN I TELL YOU WE GET HIT HEAVILY IN THE MORNINGS, YOU CAN'T HAVE ENOUGH DRIVERS SO YOU WANT TO PARK THOSE CARS AS CLOSE AS POSSIBLE. AND THEN CERTAINLY WE CAN MOVE THEM.

WE HAVE MOVED SOME VEHICLES. WE TRY TO KEEP THEM COVERED BECAUSE THEY'RE PAYING A PREMIUM FEE. THAT'S SOMETHING WE HAVE DONE.

BUT IT'S A GROWING INDUSTRY. PEOPLE THAT COME REALLY, REALLY LIKE IT AND, YOU KNOW, TODAY WE'RE NOT HAVING ANY PRICE INCREASES TO WHAT WE'RE DOING SO WE DON'T WANT TO DISCOURAGE PEOPLE FROM USING VALET. IT'S A GOOD SERVICE.

PEOPLE LIKE IT AND WE CONTINUE TO WORK WITH THE PASSENGER.

AT THE END OF THE DAY, BECAUSE WE'RE UTILIZING SPACE IN WHAT WAS THEN THE SHORT TERM MAKES IT DIFFICULT FOR ADDITIONAL PARKING SPACES FOR LONG-TERM PASSENGERS BECAUSE SOME SHORT TERMS ARE GOING TO LONG TERMS BECAUSE WE HAVE EXCEEDED OUR SPACE COUNT. WHEN WE LOOK AT PASSENGER ACTIVITY LEVELS, WE'RE FAR EXCEEDING OUR PASSENGER ACTIVITY LEVELS WHICH IS WHY WE'RE SAYING WE'VE GOT TO

PULL THIS GARAGE OUT RIGHT NOW. >> COURAGE: I THINK I HAVE HEARD FROM PEOPLE WHO HAVE GONE LONG TERM HAVE BEEN CONCERNED ABOUT THEIR CARS BEING EXPOSED. ARE WE GOING TO BE DOING MORE TO COVER PARKING FOR

LONG-TERM LOTS AS OPPOSED TO LEAVING THEM OPEN? >> SAENZ: IT IS SOMETHING WE'RE DISCUSSING. EVEN IF WE'RE JUST COVERING SOME OF OUR SURFACE LOTS TO PROVIDE COVERAGE TO THOSE VEHICLES, IT'S SOMETHING WE ARE CONSIDERING.

>> COURAGE: MAYBE WE HAVE LONG-TERM SURFACE LOTS WITH COVERS AND SHORT-TERMS NOT.

>> SAENZ: GREAT IDEA. >> COURAGE: THANK YOU VERY MUCH.

THAT'S ALL. >> VIAGRAN: ALL RIGHT. IF THAT'S IT -- BECAUSE YOU WERE THE FIRST OF OUR SECOND ROUND. WE WILL BEGIN OUR SECOND ROUND WITH FIVE MINUTES. DOES ANYONE WANT TO CHIME IN AGAIN? ANY QUESTIONS? ERIK, WOULD YOU LIKE TO CLOSE US WITH A FEW WORDS?

ARE YOU GOOD TOO? >> WALSH: SO THIS IS THE FIRST WORK SESSION SO THERE WERE A NUMBER OF FOLLOW-UP ITEMS. JUST A REMINDER TO COUNCIL, JUSTINA IS BACK HERE, AND FREDDIE, DOCUMENTING. WE'LL PACKAGE UP THOSE RESPONSES AND GET THEM BACK TO THE COUNCIL. THAT WAY WE STAY ON TRACK AS WE GO THROUGH THE BUDGET WORK SESSIONS. AND WE'RE GOING TO TRACK, AS ONE OF THE BUDGET FOLLOW-UPS, THE SUGGESTION ABOUT KIND OF THE ONE-PAGE INFO GRAPHIC. THAT WAS A QUESTION THAT I WAS AT DISTRICT 9'S WORK SESSION LAST NIGHT AND WE HAD A GENERAL QUESTION ALSO. THAT WOULD BE -- WE'RE GOING TO WORK ON THAT AS PART OF THE BUDGET FOLLOW-UP. AND THE AIRPORT TEAM.

I THINK THAT WILL BE USEFUL IN A NUMBER OF DIFFERENT SETTINGS FOR US.

THANK YOU, MAYOR PRO TEM. >> VIAGRAN: THANK YOU. THE TIME IS NOW 3:46 AND THE MEETING IS ADJOURNED.
