WE'LL CALL OUR MEETING TO ORDER. MADAME CLERK, COULD YOU READ THE ROLL? >> CLERK: SIR, WE HAVE A QUORUM. >> MAYOR NIRENBERG: GOOD MORNING, EVERYONE. BEFORE WE GET STARTED TODAY, I THINK MANY OF YOU KNOW WE LOST A CHAMPION FOR OUR COMMUNITY, IN PARTICULAR FOR MEMBERS OF OUR MOST VULNERABLE PEOPLE IN OUR COMMUNITY, AND THAT IS MARY ROSE BROWN PASSED AWAY RECENTLY. TO RECOGNIZE HER AND HER SERVICE TO OUR CITY FOR SO MANY YEARS, I WOULD LIKE US ALL TO TAKE A MOMENT OF SILENCE. HER MISSION CONTINUE. NOW I'D LIKE TO TURN IT OVER TO COUNCILMEMBER ROCHA GARCIA TO WELCOME OUR INVOCATOR. >> GARCIA: THANK YOU, MAYOR. AND PLEASE HELP ME WELCOME ERICK CRUZ. ERICK IS A SEMINARIAN FOR THE ARCHDIOCESE OF SAN ANTONIO. HE HOLDS A BACHELOR'S DEGREE. CURRENTLY HE IS PURSUING A DOUBLE MASTER'S IN THEOLOGY AND DIVINITY HERE IN SAN ANTONIO. HIS MINISTRY EXPERIENCE INCLUDES WORKING WITH UNDERPRIVILEGED CHILDREN IN TEXAS AND IN WEXFORD, IRELAND. THANK YOU SO MUCH FOR JOINING US TODAY AND THE FLOOR IS YOURS. >> THANK YOU. BEFORE WE START PRAYER, LET US TAKE A MOMENT JUST TO QUIET OUR MINDS AND OUR HEARTS. ALMIGHTY AND EVER-LOVING GOD, WE GIVE YOU THANKS AND PRAISE YOU FOR ALL OF YOUR MIGHTY WORKS. YOU ARE LOVING AND GOOD AND GRACIOUS TO US. WE THANK YOU FOR CREATING US AND SUSTAINING US DAY BY DAY. WE THANK YOU THAT YOU MADE US IN YOUR IMAGE, TO EXIST IN COMMUNITY WITH OTHERS. WE ASK FOR YOUR BLESSING ON THE PEOPLE WHO HAVE BEEN CALLED TO LEAD OUR COMMUNITY. WE PRAY FOR WISDOM, FOR STRENGTH, FOR COURAGE TO DO WHAT IS RIGHT, GOOD, AND JUST FOR ALL PEOPLES. MAY WE PUT THE INTERESTS OF OTHERS ABOVE OUR OWN. MAY WE ACT WITH LOVE FOR THE COMMON GOOD. LORD, THERE ARE MANY WHO SUFFER IN OUR COMMUNITY, WHETHER IT BE FROM HOUSING ISSUES OR HOMELESSNESS, SICKNESS OR DISEASE, ISSUES OF MENTAL HEALTH, DEPRESSION, SUICIDE, DOMESTIC VIOLENCE, AND MANY OTHER THINGS. GIVE US THE GRACE, HEAVENLY FATHER, SO THAT WE MAY NOT ONLY BE GOOD NEIGHBORS, RECOGNIZING YOUR IMAGE IN [00:05:02] EVERY PERSON THAT WE MEET IN OUR LIVES. BUT THAT WE ALSO DO NOT TURN OUR FACES AWAY FROM THOSE WHO ARE MOST IN NEED. WE PRAY FOR OUR FIRST RESPONDERS, OUR HOSPITAL STAFF, OUR TEACHERS, CONSTRUCTION WORKERS, AND ALL THOSE WHO WORK TO MAKE THIS CITY THAT WE CALL HOME SUCH A WONDERFUL PLACE TO LIVE.. WE THANK YOU, LORD FOR THIS COUNCIL, OUR MAYOR, OUR CITY STAFF. SEND A SPIRIT OF WISDOM OVER THEM AND GUIDANCE OVER THEM AS WELL SO THAT THEY CAN DO WHAT IS GOOD FOR OUR CITY AND FOR OUR PEOPLE. WE ASK THIS ALL, LORD, IN YOUR NAME, AMEN. >> MAYOR NIRENBERG: THANK YOU VERY MUCH, DEACON CRUZ. ALL RIGHT. OUR FIRST ITEM FOR BUSINESS TODAY IS THE APPROVAL OF THE CITY COUNCIL MEETING MINUTES OF AUGUST 7, 8, 14, AND 15, 2024. I'LL ENTERTAIN A MOTION FOR THOSE. THERE'S A MOTION AND A SECOND FOR APPROVAL OF THOSE CITY COUNCIL MEETING MINUTES UNDER ITEM 2 -- EXCUSE ME, ITEM 3. ANY DISCUSSION? HEARING NONE, PLEASE VOTE. COUNCILMEMBER KAUR? >> KAUR: AYE. >> MAYOR NIRENBERG: COUNCILMEMBER WHYTE. >> WHYTE: AYE. >> MAYOR NIRENBERG: ALL [POINT OF PERSONAL PRIVILEGE  ] RIGHT. MOTION CARRIES. OKAY. WE HAVE SEVERAL SPECIAL GUESTS IN OUR AUDIENCE TODAY SO IT IS MY PRIVILEGE TO KICK US OFF BY INTRODUCING ONE OF OUR NEWEST PARTNERS TO THE CITY OF SAN ANTONIO IS THE PARENT COMPANY AND FRANCE'S LARGEST, AT ONE TIME THE WORLD'S LARGEST PRODUCER OF ELECTRICITY. DALKIA ENTERED INTO AN AGREEMENT WITH CPS ENERGY AND WE'RE THRILLED TO PROMISE WITH AN ORGANIZATION TO LIGHT THE WAY FOR OUR FUTURE. MS. JOHANNA, THANK YOU VERY MUCH FOR JOINING US TODAY AND PLEASE INTRODUCE YOURSELF TO OUR COMMUNITY. >> THANK YOU, MR. MAYOR. IT'S AN HONOR TO BE HERE TODAY IN THIS VIBRANT CITY OF SAN ANTONIO. WHERE OUR SUBSIDIARY HERE IS THE U.S. HEADQUARTERS. I WANT TO EXPRESS MY GRATITUDE TO MAYOR NIRENBERG AND RUDY FOR THEIR INSPIRING VISION AND TO THE PEOPLE OF SAN ANTONIO FOR WELCOMING US INTO YOUR DYNAMIC NEIGHBORHOODS. I AM PROUD OF THE WORK MY TEAM HAS ACHIEVED TO BE A PART OF THIS IMPORTANT INITIATIVE AND WE LOOK FORWARD TO WORKING TOGETHER TO LIGHT THE FUTURE OF SAN ANTONIO. OUR PARTNERSHIP WITH CPS ENERGY AND THE CITY OF SAN ANTONIO DEMONSTRATES THE POWERFUL OUTCOMES WE CAN ACHIEVE WHEN WE FUSE INNOVATION WITH A SHARED COMMITMENT TO BUILDING A BETTER FUTURE, ONE THAT NOT ONLY ENHANCES OUR ENVIRONMENT BUT ALSO STRENGTHENS LOCAL ECONOMY THROUGH ACTIVE COMMUNITY, PARTICIPATION, AND COLLABORATION. SO WE ARE NOT ONLY HAVE TO BUILD SUSTAINABLE PROJECTS BUT WE ARE HERE TO CREATE OPPORTUNITIES THAT EMPOWER INDIVIDUALS AND SUPPORT SMALL BUSINESSES. BY INVESTING IN EDUCATION AND PRIORITIZING THE HIRING OF LOCAL TALENTS, WE ARE DEDICATED TO CONTRIBUTING TO THE ECONOMY OF THE CITY. AS I HAVE MENTIONED DURING THE PRESS CONFERENCE JUST BEFORE, OUR JOURNEY IS DRIVEN BY A SHARED VISION WITH THE CITY OF SAN ANTONIO OF CREATING SAFER, MORE SUSTAINABLE, AND RESILIENT COMMUNITY. THANK YOU VERY MUCH. >> MAYOR NIRENBERG: THANK [00:10:08] YOU VERY MUCH, MS. JOHANNA. COUNCILMEMBER CABELLO HAVRDA. >> HAVRDA: THANK YOU FOR YOUR WORDS. THIS INITIATIVE IS ABOUT ENHANCING PUBLIC SAFETY, CONNECTING OUR COMMUNITY, AND BOOSTING LOCAL GROWTH. AND I SAID THIS MORNING BUT THIS IS TRULY INNOVATION. WE TALK A LOT ABOUT INNOVATION BUT AS WE MOVE FORWARD THIS IS REALLY SHOWING WHAT WE'VE GOT AS PARTNERS WITH DALKIA, CPS, AND THE CITY. IT SHOWS WHAT WE ARE ACCOMPLISH WHEN WE ALL SHARE IN A VISION. STREET LIGHTING IS MORE THAN JUST CONVENIENCE, IT'S CRUCIAL FOR KEEPING OUR NEIGHBORHOODS SAFE. WELL-LIT STREETS HELP DETER CRIME AND ENSURE EVERYBODY FEELS SECURE. I THANK YOU AGAIN FOR THE WORK AND PARTNERSHIPS AND I LOOK FORWARD TO SEEING ALL OF SAN ANTONIO LIT UP. THANK YOU. THANKS, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CABELLO HAVRDA. COUNCILMEMBER MCKEE-RODRIGUEZ. >> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. WELCOME TO SAN ANTONIO. IT IS REALLY EXCITING TO HAVE YOU. I SAY ALL THE TIME THAT YOU CAN'T FORCE BUSINESSES OR ORGANIZATIONS TO INVEST IN COMMUNITIES THEY DON'T CARE ABOUT. AND BY CHOOSING SAN ANTONIO TO BE YOUR TEXAS HEADQUARTERS, IT'S A DEMONSTRATION THAT YOU CARE AND ARE COMMITTED TO OUR RESIDENTS HERE IN SAN ANTONIO. AND FOR THAT, SAN ANTONIO IS GOING TO BE A SECOND HOME TO YOU. BEFORE -- I MENTIONED THIS AT THE PRESS CONFERENCE. BEFORE I WAS ELECTED I WAS A TEACHER AND I OFTEN TALK ABOUT HOW MY STUDENTS WOULD HAVE TO WALK TO SCHOOL SOMETIMES ON VERY DARK, DAMAGED ROADS WITH NO SIDEWALKS. AND SO BACK IN 2021 DURING MY FIRST BUDGET, I ADVOCATED FOR STREET LIGHTING INDEX THAT WOULD IDENTIFY THE GAPS OF LIGHTING THROUGHOUT THE CITY SO THAT WE CAN BE MORE PROACTIVE ABOUT APPLYING THAT LIGHTING AND INCREASING PUBLIC SAFETY AND MAKING MORE WALKABLE ROADS AND INFRASTRUCTURE. AND IT'S BEEN PRETTY FRUSTRATING THESE PAST FEW YEARS BECAUSE WITH TRADITIONAL STREET LIGHTING WE HAVE TO ACQUIRE EASEMENTS AND THAT TAKES MONTHS AND MONTHS AND SOMETIMES IT DOESN'T HAPPEN AND SO THIS WAS A VERY INNOVATIVE SOLUTION AND SO I REALLY WANT TO THANK YOU SO MUCH FOR BEING A PART OF THAT INNOVATION AND THAT CREATIVITY AND MAKING THAT ORIGINAL VISION FOR A SAFER COMMUNITY A REALITY. CANNOT WAIT TO CONTINUE BUILDING THIS RELATIONSHIP AND PARTNERSHIP. THANK YOU, AGAIN. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER MCKEE-RODRIGUEZ. COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU, MAYOR. AND WELCOME AGAIN. WE'RE SO EXCITED TO HAVE YOU ALL HERE. WHEN I FIRST GOT ON COUNCIL, SIMILAR TO COUNCILMAN MCKEE-RODRIGUEZ, I ASKED IN PARTICULAR FOR MY DISTRICT TO BE LIT UP A LITTLE BIT MORE. I WAS LOOKING FOR HOW MANY LIGHTS WE COULD GET UP AS SOON AS POSSIBLE. AND SO TOGETHER WITH CPS ENERGY AND WITH OUR PARTNERS WE WERE ABLE TO GET A LOT OF LIGHTS UP. BUT NOW WE'RE GOING TO BE ABLE TO WORK A LOT FASTER. AND SO I WAS EXPLAINING TO SOME FOLKS THAT WERE ASKING THIS MORNING WHAT THAT MEANS FOR MY COMMUNITY. IT MEANS THAT THERE'S LESS TIME OF DISRUPTION. IT MEANS THAT THERE'S LESS DOWNTIME, BECAUSE WHEN WE THINK OF SOLAR LIGHTS AND ANYTHING THAT CAN IMPACT IT, JUST LIKE SOMEBODY HITTING A GENERATOR OR SOMETHING BLACKING OUT FOR A LITTLE BIT, THOSE SOLAR LIGHTS ARE STILL RELIABLE. I'M SO GRATEFUL THAT THAT SECURITY ELEMENT IS IN PLACE FOR THE RESIDENTS OF SAN ANTONIO AND WE HOPE TO CONTINUE TO PARTNER WITH YOU ON MANY, MANY, MANY MORE LIGHTS THAN THE ORIGINAL ONES THAT ARE PLANNED. BUT JUST ON A PERSONAL NOTE, I WAS FAN GIRLING. I WAS SO EXCITED BECAUSE IT WAS A WOMAN AT THE HEAD OF A COMPANY. AND SO I WAS TRYING TO MAKE IT AS SOON AS I COULD SO THAT I WOULDN'T BE LATE TO JUST SAY HOW HONORED WE ARE TO SERVE ON THE CITY COUNCIL IN CITY OF SAN ANTONIO. YOU CAN SEE WE'RE A MAJORITY-FEMALE COUNCIL AND SO WE'RE JUST SO EXCITED TO BE ABLE TO WELCOME YOU AND TO SHOWCASE THAT WE HAVE THIS DYNAMITE WOMAN WHO IS ON OUR READY TO WORK ADVISORY COMMITTEE THAT THE MAYOR HELPED APPOINT. AND SHE IS WORKING ON MAKING SURE THAT THE TOOLBELT GENERATION, GEN Z HAVE ACCESS TO THAT. I THINK A PARTNERSHIP IS GOING TO BE KEY TO CONTINUING TO HAVE THAT GEN Z BUT SPECIFICALLY WOMEN IN THE TRADE. CONGRATULATIONS TO YOU AND FOR ALL OF YOUR WORK AND THANK YOU TO EVERYONE WHO IS HERE TODAY AND WELCOME TO SAN ANTONIO. THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. COUNCILMEMBER VIAGRAN. >> VIAGRAN: THANK YOU. I WANT TO THANK YOU FOR BEING HERE TODAY. HERE IN SAN ANTONIO OUR GOAL IS TO TELL THE WORLD ABOUT WHO WE ARE AND BRING THEM HERE. AND I'M SO GLAD THAT YOU'RE GOING TO BE HERE AND I WAS IN THE BACK AND THEY WERE LIKE A FRENCH COMPANY. OH, LIKE BAKERLY. WE HAVE THAT ON THE BROOKS CAMPUS. WELCOME. YOU'RE GOING TO REALLY ENJOY WORKING WITH CPS, I KNOW THAT. THE IMPACT AND GRATEFULNESS YOU'LL SEE FROM THE COMMUNITY IS GOING TO BE UP THERE WITH WHAT I KNOW YOU HAVE SEEN OVERSEAS. [00:15:04] SO, WELCOME. WE'RE SO GLAD YOU'RE HERE. I LOOK FORWARD TO WORKING WITH YOU AND SEEING THE WORK CONTINUE AND MAKING SURE THAT WE KEEP SAN ANTONIO SAFE. AND SO WELCOME TO OUR COMMUNITY. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN. AGAIN, THANK YOU TO THE ENTIRE DALKIA TEAM AND TO CPS ENERGY FOR CONSUMMATING A GREAT PARTNERSHIP. A LONG TIME COMING BUT WE'RE LOOKING FORWARD TO WORKING WITH YOU. TODAY WE ALSO HAVE, IN OUR AUDIENCE, OUR CONGRESSMAN GREG CASAR WHO IS HERE TO HELP US JOIN IN CELEBRATION OF LINDA CHAVEZ THOMPSON, WHO HAS TURNED 80 YEARS OLD. HAPPY BIRTHDAY, LINDA. LINDA IS KNOWN BY HER LABOR BROTHERS AND SISTERS AS THE MOUTH OF THE SOUTH BECAUSE OF HER CHAMPIONING OF LABOR RIGHTS FOR A LONG, LONG TIME IN OUR COMMUNITY. AT RISK OF HEARING MANY STORIES THAT MANY OF US MIGHT NOT WANT TO HEAR, I'M GOING TO ASK YOU TO COME ON FORWARD, LINDA, AS I READ THE FOLLOWING PROCLAMATION . LINDA CHAVEZ THOMPSON, CONGRATULATIONS IN HONOR OF YOUR 80TH BIRTHDAY ON AUGUST 3, 2024. WE THANK YOU FOR YOUR DEDICATION AND PIONEERING EFFORTS IN THE LABOR ORGANIZATIONS THAT WORKED TO PROTECT THE RIGHTS OF ALL EMPLOYEES. AS THE PRESIDENT OF SAN ANTONIO AFSCME 2399 IN THE LATE '70S YOU LAID THE GROUNDWORK FOR ADVOCACY AND LEADERSHIP. YOUR ELECTION AS EXECUTIVE VICE PRESIDENT OF THE AFL-CIO IN 1995 WAS A HISTORIC MOMENT. YOU PAVED THE WAY FOR OTHERS BEING THE FIRST WOMAN, PERSON OF COLOR, AND HISPANIC PERSON ELECTED AS AN AFL-CIO OFFICER. YOUR LEGACY IS ONE OF COURAGE, DETERMINATION, AND UNWAVERING COMMITMENT TO JUSTICE. THE MEMBERS OF THIS CITY COUNCIL OF THE CITY OF SAN ANTONIO ARE PROUD TO JOIN YOUR FAMILY, FRIENDS, AND COMMUNITY IN CELEBRATING YOU ON THIS MOMENTOUS OCCASION. WE FURTHER EXTEND YOU SINCERE BEST WISHES FOR MANY MORE ENJOYABLE AND CHERISHED YEARS. HAPPY 80TH BIRTHDAY PRESENTED THIS 29TH DAY OF AUGUST 2024. HAPPY BIRTHDAY, LINDA AND TO YOUR FAMILY. THANK YOU VERY MUCH FOR SHARING YOUR MOM WITH US ALL THESE YEARS. >> THANK YOU. [APPLAUSE] THERE ARE SOME OF MY OTHER FAMILY, MY UNION BROTHERS AND SISTERS HERE TODAY. AND I SAY THANK YOU TO THEM FOR BEING HERE. THEY'VE PUT UP WITH ME FOR QUITE A FEW YEARS. RON HASN'T TOLD YOU EVERYTHING. I MEAN, THE MAYOR HASN'T TOLD YOU EVERYTHING. I GOT PUSHY WITH HIM TOO. IN FACT, THAT'S HOW WE MET. HE WAS BLOCK WALKING FOR THE MAYORAL RACE THAT HE WON AND I ASKED HIM WHAT WAS HIS PLAN, BECAUSE I KNEW HE WAS RUNNING. THERE WERE OTHER PEOPLE RUNNING AS WELL. AND, SEE, I'M HONORING YOU TODAY TOO. AND HE SAID HE WAS BLOCK WALKING. AND I SAID HERE? WHY? I THINK HE LOOKED AT ME A LITTLE FUNNY. NO, HE REALLY DID LOOK AT ME A LITTLE FUNNY BECAUSE HE'S LIKE WHO THE BLANKEDY BLANK IS THIS WOMAN TELLING ME WHAT TO DO? I'M GOING TO BE THE MAYOR. I LIKED HIM RIGHT AWAY BECAUSE HE AGREED WITH ME. HE SAID -- NOT ALL THE TIME, OKAY? BUT HE DID A GOOD JOB WINNING THE MAYORAL. AND, MR. MAYOR, I CANNOT SAY ENOUGH AND THAT I'M PROUD ENOUGH THAT I BULLIED YOU THAT ONE TIME, ONE TIME. I HAVEN'T BULLIED HIM IN A LONG TIME SO IF ANYBODY WANTS TO GET IN ON IT, I'LL HELP YOU OUT. I HAVE HAD MANY MAYORS IN MY LIFE REDEVELOPMENTING THE AMERICAN FEDERATION OF STATE AND COUNTY EMPLOYEES AND MANY OF THOSE MAYORS DID NOT TAKE ON THE JOB AS WELL AS I HOPED THAT THEY WOULD. RON HAS DONE THAT AND I THANK YOU, RON, BECAUSE YOU THINK OF OTHERS. WE THINK OF YOU. MY CHILDREN, MY TWO CHILDREN --R THEM TO STAND AND I'M GOING TO EMBARRASS THEM. MY DAUGHTER AND MY SON, WOULD THEY PLEASE STAND? [APPLAUSE] MY OTHER SISTERS AND BROTHERS IN THE LABOR MOVEMENT. I HAVE BEEN TUGGING AWAY AT THE LABOR MOVEMENT SINCE 1967. I AM NOT GOING TO ADD UP THE YEARS. YOU HAVE TO ADD THEM UP YOURSELF. I FELL IN LOVE WITH THE [00:20:02] LABOR MOVEMENT. THAT'S WHERE I GOT MY NICKNAME, MOUTH OF THE SOUTH. NOBODY CAN SHUT ME UP, ESPECIALLY WHEN I HAVE SOMETHING TO SAY THAT HELPS OTHERS. BUT FOR THOSE 57 YEARS THAT I HAVE GIVEN, I HAVE HAD SO MUCH RETURN TO ME. AND ONE OF THE PEOPLE THAT I BULLIED WHEN HE RAN FOR MAYOR IS STILL SITTING HERE AND I'M SO GLAD THAT HE HAS SPENT THESE YEARS DOING FOR THE GOOD OF SAN ANTONIO, BEING A FRIEND OF LABOR AND MANY, MANY THINGS THAT WILL TAKE TOO LONG FOR ME TO SAY HERE. BUT I SAY TO YOU, AS MEMBERS OF THE CITY COUNCIL, THAT THE UNION FOLKS LOVE THIS CITY. THE UNION FOLKS FIGHT FOR BENEFITS AND RESPECT IN THEIR PARTICULAR UNIONS. I WOULD LIKE FOR YOU TO APPLAUD MY UNION BROTHERS AND SISTERS. WOULD THEY PLEASE STAND? [APPLAUSE] YOU ALWAYS HAVE TO SACRIFICE A LITTLE WHEN YOU'RE IN THE JOBS THAT YOU HAVE, IN THE JOBS THAT THEY HAVE BECAUSE THEY'RE AWAY FROM FAMILY. SOMETIMES THEY TRY TO DO TWO THINGS AT THE SAME TIME. BUT I WANT TO LET YOU KNOW THAT I AM HUMBLED BY YOUR PRESENTATION, MR. MAYOR, AND THE YEARS THAT I HAVE BEEN ALLOWED TO HARASS YOU AND LIKE YOU AND THANK YOU FOR WHAT YOU HAVE DONE FOR SAN ANTONIO. I DON'T KNOW IF THERE'S ANY WAY TO STRETCH IT FURTHER DOWN BUT IF THERE'S A WAY, WE'LL BE GLAD TO DO THAT. THANK YOU SO MUCH. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, LINDA. LINDA, I WOULDN'T GO ANYWHERE BECAUSE I THINK MY COLLEAGUES WANT TO ALSO RECOGNIZE YOU. COUNCILMEMBER ALDERETE GAVITO. >> GAVITO: THANK YOU, MAYOR. I HOPE YOU HAD A WONDERFUL 80TH BIRTHDAY EARLIER THIS MONTH, LINDA. I'M HONORED TO HAVE THE OPPORTUNITY TODAY TO THANK YOU FOR YOUR DEDICATION IN ADVANCING LABOR RIGHTS AS WELL AS YOUR WORK IN POLICY AND ADVOCACY. I ALSO WANT TO GIVE A SPECIAL THANK YOU BECAUSE ALL OF US REMEMBER WHAT IT'S LIKE DOING OUR FIRST CAMPAIGN AND WHEN YOU HAVE THOSE FIRST SUPPORTERS THAT COME OUT FOR YOU, IT MEANS SO MUCH. YOU WERE THAT FOR ME SO THANK YOU SO MUCH FOR BELIEVING IN ME. WE CELEBRATE NOT ONLY YOUR REMARKABLE CAREER BUT THE PROFOUND IMPACT YOU'VE HAD ON COUNTLESS INDIVIDUALS IN YOUR 80 YEARS OF LIFE. YOUR ADVOCACY AND WISDOM HAVE MADE A LISTING DIFFERENCE IN OUR COMMUNITY AND BEYOND. THANK YOU FOR YOUR YEARS OF PUBLIC SERVICE AND FOR MAKING THIS WORLD AND SAN ANTONIO A BETTER PLACE. YOU ARE AN INSPIRATION TO ME AND YOUR ACCOMPLISHMENTS SHOW LATINA GIRLS AND WOMEN TO NEVER STOP USING OUR VOICE AND FIGHTING FOR WHAT IS RIGHT. THANK YOU AND HERE'S TO ANOTHER HEALTHY TRIP AROUND THE SUN. THANK YOU. THANK YOU, MAYOR. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ALDERETE GAVITO. COUNCILMEMBER CABELLO HAVRDA. >> HAVRDA: THANK YOU, MAYOR. LINDA, YOUR LIFE HAS BEEN A TESTAMENT TO PERSEVERANCE AND LEADERSHIP. FROM YOUR DAYS AS A LABOR ORGANIZER TO BECOMING A TRAILBLAZER FOR WORKERS' RIGHTS YOU FOUGHT TIRELESSLY FOR FAIRNESS AND JUSTICE. WATCHING YOU AS I HAVE GROWN UP HAS BEEN AN INSPIRATION. YOU BROKE BARRIERS NOT JUST FOR YOURSELF BUT FOR COUNTLESS OTHERS WHO HAVE COME AFTER YOU. YOUR WORK WITH THE AFL-CIO AND YOUR ROLE AS VICE CHAIR OF THE DEMOCRATIC NATIONAL COMMITTEE INSPIRED GENERATIONS OF LEADERS TO CARRY FORWARD THE TORCH OF EQUITY AND EMPOWERMENT. WE HAVE HAD DISCUSSIONS ABOUT BEING PETITE WOMEN, BEING MIDDLE CHILDREN, AND HOW WE HAVE TO FIGHT A LITTLE HARDER AND I CAN'T SAY ENOUGH HOW MUCH YOU HAVE INSPIRED ME, ESPECIALLY IN MY ROLE HERE ON COUNCIL AND I THANK YOU FOR THE WORK YOU HAVE DONE. I ALSO THANK YOUR LEADERSHIP, YOUR FAMILY, YOUR CHILDREN OF COURSE FOR SHARING HER WITH US OVER THE MANY, MANY YEARS. AND YOUR UNION FAMILY. AND I WOULD BE REMISS IF I DIDN'T POINT OUT HALF OF YOU LIVE IN DISTRICT 6. THAT'S KIND OF COOL. BUT ALSO, YOU KNOW, JUST A REAL QUICK SHOUT OUT TO ALL UNIONS. A LOT OF DISTRICT 6 WAS FORMED BECAUSE OF KELLY. MY OWN MOM WAS AFG LEADERSHIP THERE AT KELLY. AND THAT'S PART OF THE FABRIC OF NOT JUST DISTRICT 6 BUT PART OF THE FABRIC OF OUR CITY AND SO MUCH OF THAT IS OWED TO YOU, LINDA. AND I THANK YOU FOR IT. THANKS, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CABELLO HAVRDA. COUNCILMEMBER COURAGE. >> COURAGE: THANK YOU, MAYOR. AND THANK YOU, LINDA. IT WAS 44 YEARS AGO THAT I FIRST MET LINDA ORGANIZING AND LEADING AFSCME. I MIGHT NOT BE HERE TODAY. I MIGHT NOT HAVE BEEN [00:25:06] INVOLVED IN POLITICS IF IT WASN'T FOR HER DETERMINATION TO HELP ME AND SEVERAL OTHERS GET ELECTED TO THE BEXAR COUNTY JUNIOR COLLEGE DISTRICT BOARD, WHICH IS TODAY ALAMO COLLEGES . AND I ALWAYS APPRECIATED WHAT SHE DID IN GETTING PEOPLE OUT TO SUPPORT, NOT JUST ME BUT EVERY OTHER GOOD, WELL-THOUGHT OUT CANDIDATE WHO WANTED TO SERVE THE COMMUNITY. AND SHE CERTAINLY MADE ME RESPECT UNIONS. WHEN I BECAME A TEACHER, I JOINED A UNION BECAUSE I RECOGNIZED THE IMPORTANCE OF WHAT THEY DO IN OUR COMMUNITY. AND SHE'S STILL DOING IT TODAY. YOU KNOW, ONE THING WE DECIDED ON THE ALAMO COMMUNITY COLLEGE BOARD WAS TO BUILD PALO ALTO COLLEGE . THERE WERE A LOT OF PEOPLE WHO DIDN'T WANT THAT BUILT ON THE SOUTHSIDE. THEY WANTED ANOTHER COLLEGE BUILT ON THE NORTHSIDE. BUT IT WAS A DETERMINATION OF LINDA AND THE UNION AND A LOT OF OTHER PEOPLE TO SAY WE NEED TO HAVE A COLLEGE ON THE SOUTHSIDE. AND SO, YOU KNOW, YOU CAN SAY THAT PALO ALTO IS THERE BECAUSE OF THE WORK OF LINDA AND THE UNION PEOPLE WHO ELECTED WISE COUNCIL TO THAT BOARD MANY YEARS AGO. SO I JUST WANT TO THANK HER FOR ALL THE WORK SHE'S DONE ALL THESE YEARS. SHE'S ALWAYS STOOD FOR THE RIGHT PEOPLE DOING THE RIGHT JOB FOR OUR COMMUNITY AND FOR THE COUNTRY. THANK YOU VERY MUCH, LINDA. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER COURAGE. COUNCILMEMBER CASTILLO. >> CASTILLO: THANK YOU, MAYOR. AND HAPPY BIRTHDAY. IN 1995 THE LA TIMES WROTE AN ARTICLE AFL-CIO AS INSPIRED CHOICE, RECRUITMENT OF LATINOS, MINORITIES, AND AMONG GOALS. THAT ARTICLE CHRONICLES LINDA'S ABILITY TO NAVIGATE THE MACHISMO CULTURE AND IT HIGHLIGHTS HOW SHE WAS SO SKILLFUL IN WEAVING TOGETHER TO ENSURE SHE BROUGHT WORKERS ALONG AND WON THE FAIR CONTRACTS THAT FOLKS DESERVED. HERE WE ARE YEARS LATER AND YOU'RE STILL STANDING ON THE STEPS OF CITY HALL, WHETHER IT'S TO HELP CHAMPION THE WATER BREAK ORDINANCE THAT DR. ROCHA PUT FORTH OR FIGHT ALONGSIDE STARBUCKS EMPLOYEES. YOU'RE STILL OUT VERY PRESENT AND I LOOK FORWARD TO MANY YEARS TO COME STANDING ALONGSIDE YOU TO DEMAND THAT WE SEE WORKERS ACHIEVE THE FAIR CONTRACTS THAT THEY DESERVE. SO THANK YOU SO MUCH, LINDA. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CASTILLO. COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU, MAYOR. LINDA, HAPPY BIRTHDAY. WONDERFUL THINGS HAPPEN WHEN WE COME TOGETHER AS A COMMUNITY AND IT ALWAYS TAKES SOMEONE TO LEAD THAT AND TO UNITE. AND I THINK THAT YOU'VE DONE JUST AN EXCELLENT JOB AT DOING THAT. PEOPLE WANT TO BE AROUND YOU. PEOPLE WANT TO FOLLOW YOU AND I THINK THAT A LITTLE BIT IS YOUR POSITIVITY BECAUSE YOU STILL BRING POSITIVITY. YOU DO HAVE A LITTLE BIT OF A LOUD MOUTH BUT WE NEED THAT. WE ABSOLUTELY NEED THAT. BUT YOU BRING EVERYBODY IN AND IT'S JUST SO AWESOME. EVERY TIME I GET TO SEE YOU AND GET TO GIVE YOU A HUG, IT'S JUST SO AWESOME TO SEE THAT A LATINA THAT HAS COME BEFORE ME HAS OPENED THE WAY FOR ALL OF US TO BE HERE TODAY AND THAT DOES NOT GO UNNOTICED. I THOUGHT IT WAS REALLY NEAT THAT COUNCILMAN COURAGE MENTIONED PALO ALTO COLLEGE BECAUSE THE LAST TIME THAT WE WERE TOGETHER ADVOCATING ON BEHALF OF THE PEOPLE THAT MOST NEED US WAS THERE AT PALO ALTO COLLEGE AND LINDA WAS THERE AS WELL. ONE OF THE THINGS WE WERE DOING WAS HELPING WITH PEOPLE WHO WANTED TO GET CITIZENSHIP. AND YOU WERE THERE. YOU WERE THERE WITH ALL OF THE OTHER RESOURCES THAT COME WHEN PEOPLE COME TO GET LEGAL HELP TO A PATHWAY TO CITIZENSHIP. WE KNOW IT'S A ROOM FULL OF RESOURCES THAT YOU AND OTHER ORGANIZATIONS WERE THERE FOR. AND I JUST WANT TO THANK YOU BECAUSE YOU DON'T HAVE TO BE THERE. LIKE, YOU HAVE SO MANY PEOPLE THAT WOULD WANT TO GO AND SUPPORT, BUT YOU TAKE THE OPPORTUNITY TO BE THERE EVERY CHANCE THAT YOU GET. AND YOU BELIEVE IN THE MISSION OF HELPING OTHERS AND EMPOWERING OTHERS BUT YOU STILL HAVE THIS INCREDIBLE PRESENCE. AND SO I JUST WANT TO SAY THANK YOU FROM THE BOTTOM OF MY HEART. THANK YOU FOR ALL YOU'VE DONE FOR OUR COMMUNITY AS A WHOLE AND YOU. GRACIAS. THANK YOU, MAYOR. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. COUNCILMEMBER VIAGRAN. >> VIAGRAN: THANK YOU. THANK YOU, LINDA FOR ALL YOUR HARD WORK. AS YOU KNOW MY FAMILY IS A UNION FAMILY. MY AUNTS AND UNCLES, CWA, MY COUSIN. AND WHEN I THINK ABOUT MY AUNTS, WHO ARE AT SOUTHWESTERN BELL, I KNOW THAT PROBABLY SEEING YOU, KNOWING THAT YOU WERE ADVOCATING FOR WORKERS AND [00:30:03] FOR LABOR IS WHAT PROBABLY INSPIRED THEM TO JOIN. BECAUSE THEY HAD A BIG BROTHER, WHICH WAS MY DAD, WHICH WAS WITH THE CITY AND, NO, YOU JUST DO YOUR JOB. BUT IT WAS A DIFFERENT GENERATION. HE WAS PART OF YOUR GENERATION AND YOU INSPIRED MY AUNTS, THE YOUNGER WOMEN TO GET INVOLVED TO HAVE A VOICE. AND THAT CONTINUES TODAY. AND I'M UP HERE PRO LABOR BECAUSE OF YOUR EFFORTS AND WHAT YOU DID AND HOW YOU GOT MY FAMILY INVOLVED. AND LIKE MY COUNCIL COLLEAGUES SAID, THE WORK CONTINUES. NOT ONLY ARE YOU BRINGING ON MORE MEMBERS FOR LABOR BUT YOU'RE ALSO KIND OF GROOMING A NEW LEADERSHIP SO THAT WE CAN CONTINUE. BECAUSE THE STRUGGLE IS NOT OVER. IT CONTINUES. AND WITH EVERY NEW COMPANY, EVERY NEW BUSINESS THAT SEES CHEAP LABOR, LABOR HAS TO GO OUT AND LET THEM KNOW THEIR VALUE. THAT IS PART OF YOUR LEGACY. WE SIT HERE TODAY BECAUSE OF PART OF YOUR LEGACY AND I WANT TO THANK YOU FOR ALL YOUR EFFORTS. BUT YOU CAN TAKE BREAKS SOMETIMES AND GO ON VACATION WITH YOUR KIDS. AND THANK YOU FOR SHARING YOUR MOTHER WITH THE COMMUNITY. AND WE COMPLETELY APPRECIATE THAT. BECAUSE IF SHE HADN'T, THERE WOULD BE A GENERATION OF YOUNG WOMEN. IT WAS THE '70S. WHAT RIGHTS DID WE HAVE THAT WE WOULD NOT BE HERE TODAY AND YOU WOULD NOT SEE A DAIS THAT YOU SEE NOW. THANK YOU VERY MUCH. CONGRATULATIONS. ENJOY. TAKE A VACATION. THANK YOU. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN. COUNCILMEMBER MCKEE-RODRIGUEZ. >> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. HAPPY BIRTHDAY, MS. LINDA. THANK YOU SO MUCH FOR BEING A LEADER, A FIGHTER, AND A CHAMPION. WE KNOW OUR SOCIETY THRIVES WHEN OUR WORKERS THRIVE. AND THAT MEANS QUALITY AND SUSTAINABLE WAGES, WORKING CONDITIONS, BENEFITS, AND SO MUCH MORE. OFTEN THAT MEANS THAT YOU HAVE TO APPROACH EXISTING STRUCTURES AND SYSTEMS OF POWER AND AUTHORITY AND YOU HAVE TO DO SO WITH AUDACITY AND TENACITY. AND WITH THE KNOWLEDGE THAT YOUR VOICE IS AMPLIFIED AND EMPOWERED BY ALL OF THOSE VOICES WHO ARE WITH YOU IN THE STRUGGLE. I WANT TO SAY THANK YOU FOR BEING A BRAVE AND AUDACIOUS LEADER. HAPPY BIRTHDAY AND MAY YOU HAVE MANY, MANY MORE YEARS OF CHALLENGING THOSE SAME SYSTEMS AND STRUCTURES AS NOT ONLY THE MOUTH OF THE SOUTH BUT THE MATRIARCH OF THE MOVEMENT. AND OF REMINDING THE FOLK IN SEATS LIKE THESE WHO WE ARE REALLY ACCOUNTABLE TO. THANK YOU. [APPLAUSE] >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER MCKEE-RODRIGUEZ. COUNCILMEMBER PELAEZ. >> PELAEZ: HEY, LINDA, WHAT'S UP? I GOT TO TELL YOU THERE ARE THREE WOMEN ON THIS PLANET THAT I ADMIRE ABOVE ALL OTHERS. AND THAT'S MY MOM, MY WIFE, AND THAT'S YOU. AND EVERYBODY ELSE, YOU KNOW, IS A LITTLE BIT LOWER ON THE LADDER OF ADMIRATION. AND I THINK ONE OF THE THINGS THAT, YOU KNOW, YOU ARE A LABOR ICON AND I'M GOING TO SPEND NO TIME TALKING ABOUT THAT BECAUSE MORE THAN ANYTHING YOU'RE JUST A FRIEND TO HUMAN BEINGS. AND YOU ARE WALKING TALKING GOODNESS. YOU'RE A RAY OF SUNSHINE IN THE LIVES OF A LOT OF PEOPLE AND ONE OF THE GREAT HONORS OF MY LIFE WAS YOU ALLOWING ME TO BE YOUR LEADERSHIP COACH. [LAUGHTER] NO, I'M KIDDING. I LOVE YOU, LINDA. CONGRATULATIONS. HAPPY BIRTHDAY. >> MAYOR NIRENBERG: THANK YOU, COUNCILMAN PELAEZ. LINDA, CONGRATULATIONS TO THE WHOLE FAMILY, YOUR BIG FAMILY. CONGRATULATIONS TO YOU. THANK YOU FOR EVERYTHING YOU DO TO OUR COMMUNITY. YOU'RE ONLY 80. 80 IS THE NEW 30 SO YOU'VE GOT A LOT OF FIGHT LEFT, LINDA, AND WE'RE LOOKING FORWARD TO DOING THAT ALONGSIDE OF YOU. CONGRATULATIONS AND HAPPY BIRTHDAY. [APPLAUSE] ALL RIGHT. I AM A PRODUCT OF SOUTHWEST ISD AND FOR A LONG TIME YOU HAD A BOARD MEMBER AND HE WOULD TALK WONDERS ABOUT ZACHRY AND HOW THEY WOULD ALLOW HIM TO PARTICIPATE. THANK YOU FOR ALLOWING YOUR EMPLOYEES TO PARTICIPATE IN THE AREAS THAT MOST NEED IT. YOU ALL ARE BIG SUPPORTERS OF UNITED WAY BUT YOU ALSO GIVE FAMILIES A WAY UP. [00:40:01] AND SO IN PARTICULAR I'VE HAD A LOT OF FAMILY MEMBERS THAT WERE EMPLOYED BY ZACHRY AND THAT'S THE ONLY REASON THEY HAD ACCESS TO HEALTHCARE WHEN THEY MOST NEEDED IT. AND SO I HAVE A DAD THAT WORKED CONSTRUCTION AND SO I UNDERSTAND FIRSTHAND THE NEEDS OF CONSTRUCTION WORKERS. AND YOU ALL ARE ALWAYS READY TO LISTEN WHEN WE SAY THAT WE WANT TO TALK A LITTLE BIT ABOUT WATER BREAKS. WHEN WE SAY WE WANT TO TALK ABOUT QUALITY OF LIFE. Y'ALL ARE LEADING IN THAT AREA AND I APPRECIATE THE WILLINGNESS IN THE FACT THAT YOUR GOVERNMENT AFFAIRS TEAM HAS ALWAYS BEEN READY TO LISTEN AND TO HEAR AND TO WORK WITH US, MORE IMPORTANTLY. CONGRATULATIONS ON CELEBRATING 100 YEARS. THIS IS THE TYPE OF COMPANY THAT WE'RE PROUD TO HAVE IN SAN ANTONIO. THANK YOU. THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. COUNCILMEMBER MCKEE-RODRIGUEZ. >> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. AND HAPPY 100 YEARS. THAT'S QUITE A MILESTONE. I WANT TO WISH YOU -- ONE, I'LL SAY, JUST LIKE COUNCILWOMAN MARINA MENTIONED, YOU'RE VERY MUCH A PART OF THE HISTORY OF SAN ANTONIO AND THE LIVES OF SO MANY PEOPLE AND FAMILIES THROUGHOUT SAN ANTONIO. I WANT TO WISH YOU ANOTHER 100, 200, 300 MORE YEARS OF SUCCESS AND COMMITMENT TO OUR COMMUNITY. AND OPPORTUNITY FOR THE FAMILIES THAT YOU EMPLOY. SO, THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER MCKEE-RODRIGUEZ. COUNCILMEMBER CASTILLO. >> CASTILLO: THANK YOU, MAYOR. CONGRATULATIONS TO 100 YEARS OF SERVICE. AS A HISTORIAN OF URBAN POLICY, OFTENTIMES LEFT OUT OF THE LITERATURE ARE THE COMPANIES THAT HELP FACILITATE THE CONSTRUCTION OF CITIES. AND I JUST KNOW THAT IT'S FASCINATING HISTORY TO SEE WHICH PROJECTS Y'ALL HAVE HAD, NOT JUST IN SAN ANTONIO BUT THROUGHOUT TEXAS IN NOT JUST CREATING JOBS BUT ALSO CREATING CITIES. CHEERS TO 100 MORE YEARS. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CASTILLO. AGAIN, DAVID, TO THE ENTIRE ZACHRY TEAM, CONGRATULATIONS ON 100 YEARS. I WILL CONSIDER IT A PRIVILEGE IN MY TIME HERE TO HAVE GOTTEN TO KNOW YOUR DAD AND RECOGNIZE WHAT AN ICON HE HAS BEEN IN OUR COMMUNITY FOR SO MANY YEARS. BUT ALSO TO GET TO KNOW YOU AS WE BRIDGE TO THE NEXT GENERATION. AND I SEE THE VALUES THAT YOUR FATHER INSTILLED IN YOU THROUGHOUT THE COMPANY AND THE WORK THAT YOU'RE DOING. AND OBVIOUSLY TAKING HIS VISION TO THE NEXT LEVEL HERE IN SAN ANTONIO. CONGRATULATIONS, DAVID. >> THANK YOU VERY MUCH. THANK YOU, ALL. [APPLAUSE] >> MAYOR NIRENBERG: ALL RIGHT. WE HAVE SOME CHAMPIONS IN THE HOUSE. YES? SAN ANTONIO WARRIORS, COME ON FORWARD. THEY ARE THE STATE CHAMPIONS AND SO WE HAVE A PROFESSIONAL FOOTBALL TEAM WINNING STATE CHAMPIONS HERE IN SAN ANTONIO. AND SO THE SAN ANTONIO WARRIORS, IN HONOR OF THE 2024 BSFL STATE CHAMPIONSHIP, THE 2024 CHAMPIONSHIP COMPLETED A WINNING SEASON BY DEFEATING THE TEXAS RED RAIDERS THAT EXTENDED INTO OVERTIME. YOUR AWARD IS A TESTAMENT OF YOUR ATHLETICISM, HARD WORK, AND DEDICATION. THROUGHOUT THE 20-YEAR HISTORY YOU HAVE DEDICATED AND DOMINATED IN NUMEROUS LEAGUES AS NATIONAL CHAMPIONS IN 2004, LEAGUE CHAMPIONS IN 2004, 2009, 2011, AND NOW IN 2024. YOUR LEGACY ON THE FOOTBALL FIELD IS TRULY WORTHY OF A COMMENDATION. NOW THEREFORE I, RON NIRENBERG, MAYOR OF THE CITY OF SAN ANTONIO IN RECOGNITION THEREOF DO HEREBY PROCLAIM AND CONGRATULATE YOU ON MUCH SUCCESS IN THE PLAYING FIELD FOR MANY YEARS TO COME . CONGRATULATIONS, Y'ALL. >> THANK YOU SO MUCH. MR. MAYOR, MEMBERS OF THE CITY COUNCIL, DISTINGUISHED GUESTS IT'S AN HONOR AND PRIVILEGE TO BE HERE TODAY. IT'S A BITTERSWEET THING. FOR ME, I HAVE BEEN IN THE ORGANIZATION SINCE 2003. COACH WHITE RECRUITED ME OFF THE SIDELINES OF THE YOUTH FROM FORT SAM AND I BECAME ASSISTANT HEAD COACH. THIS YEAR, IN OUR 20TH SEASON BEFORE WE STARTED, UNFORTUNATELY COACH WHITE SUCCUMBED TO CANCER AND SO NOW WE HAVE TO NAVIGATE THE GRIEF WE FELT, GET THROUGH THE SEASON. WE LOST OUR FIRST GAME, WON 11 IN A ROW, AND IT WAS ONE OF THOSE THINGS WHERE GRIEF KIND OF DROVE US. CONGRESSCOMMONALITY OF PURPOSE. IT WAS AN HONOR AND A PRIVILEGE TO WIN THAT CHAMPIONSHIP AND WE WANT TO THANK THE CITY COUNCIL AND THE MAYOR AND THE CITY OF SAN ANTONIO FOR ALL YOUR SUPPORT OVER THE YEARS. AND FOR THIS PROCLAMATION. THANK YOU SO MUCH. I REALLY APPRECIATE IT. AND I WOULD LIKE TO INTRODUCE CYNTHIA AS WELL. [00:45:01] SHE'S BEEN A MEMBER OF OUR ORGANIZATION FOR 20 YEARS. AND I'D LIKE TO GIVE HER AN OPPORTUNITY TO TALK AS WELL. THANK YOU, AGAIN. >> THAT WAS QUITE A CHAMPIONSHIP. I WAS THERE AND, OVER TIME THROUGH NCA RULES. IT WAS VERY EXCITING. I WAS PRAYING UP IN THE BOOTH. COACH WHITE, COME ON, HOLD THEM. THE DEFENSE KICKED IN AND CLUTCH DEFENSE, WON THE GAME. IT WAS WONDERFUL. GOOD MORNING. MY NAME IS CYNTHIA TRINIDAD. I'M EXECUTIVE DIRECTOR FOR THE WARRIORS ORGANIZATION. I WAS RECRUITED IN 2006 BY COACH GLENN WHITE. HE SAW ME WITH SEMI PRO TEAMS WORKING WITH THEM AND RECRUITED ME . I'M A FORMER -- I WAS HIS DANCE AND CHEER DIRECTOR FROM 2006 TO 2011. I AM NFL AND NBA ALUMNI AND ONE OF AMERICA'S SWEETHEARTS. I HAVE BEEN INVOLVED WITH SAN ANTONIO SPORTS SINCE 1980, INCLUDING THE SAN ANTONIO CHARROS, THE MISSIONS, WHICH WAS THE SA DODGERS AT THE TIME . I WAS ON THE FIRST DANCE SQUAD FOR THE NBA SPURS, QUICK SILVER DANCERS, USFL GUN SLINGERS, CHEERLEADERS, AND MADE THE DALLAS COWBOYS CHEERLEADERS . I CAME BACK TO SAN ANTONIO AFTER THAT GLORIOUS YEAR AND GAVE BACK WITH ALL MY EXPERIENCE AND HELPED OUT LOCAL SAN ANTONIO SPORTS. I ALSO DID -- DIRECTED ALL THEIR DANCE CHEER SQUADS AND WORKED WITH MANY TEAMS. AND I HAVE SEEN THEM COME AND I HAVE SEEN THEM GO. AND I HAVE STAYED WITH THE WARRIORS BECAUSE THEY PROVED TO BE A STAYING POWER. THEY HAVE INTEGRITY. THEY WERE TRANSPARENT. THEY DID NOT PROMISE MORE THAN THEY COULD DO. THEY DID WELL. PLAYERS COME FROM EVERYWHERE. WE SEE MANY APPLICATIONS. JUST THIS WEEK I SAW SOME FROM LOCAL HIGH SCHOOLS THAT USED TO BE QUARTERBACKS FROM ROOSEVELT, FROM MARSHALL, FROM, YOU KNOW, OTHER HIGH SCHOOLS HERE THAT THEY LOVE FOOTBALL. AND IT'S AFTER HIGH SCHOOL AND THEY HAVE -- THEY DIDN'T GO ON TO THE PROS. AND EITHER THEY HAD INJURIES OR LIFE COMES INTO PLAY. BUT GLENN WHITE SET UP THIS WONDERFUL ORGANIZATION AND THEY'RE A CUT ABOVE AND NOT AN AVERAGE SEMI PRO TEAM. WE CALL THEM A MINOR PROFESSIONAL TEAM BECAUSE THEY ARE EXCEPTIONAL. I WEAR MANY HATS, BOTH WITH THE WARRIORS AND WARRIOR MAIDENS, PROMOTIONS, ET CETERA, ET CETERA. THANK YOU FOR HAVING US AND I WANT TO DO A SPECIAL THANK YOU TO NANCY, CITY COUNCIL CEREMONIAL COORDINATOR FOR MAKING THIS POSSIBLE, AND COUNCILWOMAN PHYLLIS VIAGRAN, DISTRICT 3 . THE WARRIORS ARE CELEBRATING 20 YEARS OF BEING HERE IN SAN ANTONIO WINNING AND PLAYING. COACH WHITE GAVE US A CONSISTENT TEAM WITH INTEGRITY. THE PLAYERS ARE, JUST FOR THE WORDS WARRIORS. IT'S NOT JUST A NAME, IT'S HOW THEY PLAY. THEY HAVE WON NUMEROUS CHAMPIONSHIPS AND A NATIONAL CHAMPIONSHIP. THEY HAVE BEEN EARNING THEIR DUE AND I'M HERE TO ADVOCATE FOR THEM AND TO SPEAK FOR THEM THAT THEY -- I WANT THEM TO BE ON THE MAP IN SAN ANTONIO. AND THANK YOU FOR HAVING US TO MAKE THAT POSSIBLE. THEY'VE DONE IT ON WHAT I CALL A SHOESTRING. A CLEAT, FOOTBALL SHOESTRING. THEY WENT THROUGH A LOT OF OBSTACLES TO MAKE THIS CHAMPIONSHIP. THEY LOST THEIR COACH. WE LOST OUR SPONSOR. WE HAD TO GO TO DIFFERENT VENUES JUST TO FINISH IT OUT. IT WAS A LOT AND THEY STILL DID THAT. SO THEY'VE GOT INTEGRITY. THEY'VE GOT TENACITY AND THEY HAVE STAYING POWER. LET'S SEE WHAT ELSE. THIS TEAM [00:50:06] WE NEED -- AND ARE NOW AT THIS POINT THAT COACH WHITE IS GONE, WE CANNOT DO THIS BY OURSELVES. WE NEED COMMUNITY SUPPORT. WE NEED LOCAL SPONSORSHIP. WE NEED MEDIA SUPPORT FOR AUTHENTIC CLASSIC FOOTBALL GAMES IN AN OUTDOOR VENUE. WHAT MAKES THIS SPECIAL IS WE ARE THE MINOR LEAGUE. WE'RE THE FEEDER FOR THE NEXT LEVEL. I KNOW, MAYOR NIRENBERG HAS BEEN QUITE A WONDERFUL ADVOCATE ON BRINGING SPORTS, GOOD SPORTS TO SAN ANTONIO, AND I JUST WANT HIM TO KNOW THAT WE'RE HERE TO FEED THE TEAMS COMING UP. AS A MATTER OF FACT, ONE OF OUR -- TWO OF OUR WARRIORS WENT ON TO BE ON THE SAN ANTONIO ARENA GUNSLINGERS. MANY OF OUR PLAYERS GO ON TO THE NEXT LEVEL . WE ARE A STEPPING-STONE, NOT JUST FOR THE PLAYERS BUT FOR THE DANCERS. MANY OF OUR DANCERS -- AS A MATTER OF FACT ONE LAST YEAR WENT TO THE GUNSLINGERS ALSO. WENT TO ARTICLE. WE HAD ONE GO TO THE ATLANTA FALCONS AS A PROFESSIONAL CHEERLEADER. THEY MOVE ON AND I HAVE HELPED MANY DO SO. WE ARE ECONOMICALLY FAMILY-FRIENDLY SPRING FOOTBALL GAMES MARCH THROUGH JUNE. THEY ARE EVENING GAMES. WE KNOW BETTER NOT TO DO IT IN THE AFTERNOON. THEY'RE SATURDAY, USUALLY 7:00 TO 10:00. CONCESSIONS ARE FAMILY-FRIENDLY. WE COVER ENTERTAINMENT, OPENING CEREMONIES, MUSIC, COLOR GUARD, SINGERS, COIN TOSS, SPECIAL GUESTS, SIDELINE AND HALF-TIME. ADMISSION WAS ONLY $10 ADULTS, $8 STUDENTS, 6 THROUGH 18, SENIORS 55 PLUS WAS ONLY $7. ACTIVE DUTY MILITARY IS FREE WITH I.D. AND CHILDREN 5 AND UNDER FREE. NO SERVICE CHARGES AND FREE PARKING. SO THIS IS ECONOMIC AND FAMILY-FRIENDLY PRICES AND A GREAT SPORTS VENUE TO SEE AUTHENTIC, REAL FOOTBALL IN AN OUTDOOR VENUE. WE ARE UPDATING OUR NONPROFIT STATUS. WE WILL BE NONPROFIT SO WE WILL BE LOOKING FOR SPONSORS. IT'S BEEN UPDATED. WE NEED A HOME STADIUM AND CORPORATE SPONSORS. WE HAVE BEEN AND WE CONSIDER HARLANDALE MEMORIAL OUR HOME STADIUM. I WOULD REALLY LIKE TO SEE US IN ALAMO STADIUM. THEY KNOW COACH AND THEY LOVE OUR TEAM BUT THEY WOULD PREFER TO SEE US IN A DIFFERENT LEAGUE, WHICH WE ARE GOING TO A DIFFERENT LEAGUE. I WANT TO THANK LOCAL MEDIA. RITA HERNANDEZ, INSPIRATION FOR LIFE. SHE HAS A DIGITAL MAGAZINE COVER AND PUT A WONDERFUL ARTICLE FOR US AND A LOT OF SUPPORT. HECTOR FOR MENTIONING THE WARRIORS ON CW35. SHELLY MILES OF SA LIVING FOR HAVING US WITH THE CHAMPIONSHIP TROPHY. AND KTSA -- KSAT 12 SA LIVING FOR HAVING US ON WITH THE CHAMPIONSHIP TROPHY. MARY FOR COMING OUT TO INTERVIEWING AND GIVING US A SEGMENT AND WINNING CLIP OF THE PLAY OF THE WEEK ON KSAT. AND LARRY RAMIREZ FOR ANNOUNCING . I CAN NAME THE PEOPLE THAT HELPED US IN THE MEDIA BECAUSE WE NEED MORE MEDIA INDIVIDUALS TO SOMETIMES SAY SOMETHING ABOUT US. MR. ROBERT ROMO FROM WALMART FOR HAVING THE SPRING CHAMPIONSHIP TROPHY FOR A GRAND REOPENING. AND LIZ FROM CENTRO SAN ANTONIO FOR HAVING THE WARRIORS MARCH DOWN HOUSTON STREET TO ALAMO PLAZA. AND THE STARS AND STRIPES FOURTH OF JULY PARADE, CELEBRATING WINNING THE CHAMPIONSHIP, HOLDING THE PICTURE OF OUR COACH AND OUR TROPHY. AND THAT WAS OUR CELEBRATION PARADE. >> MAYOR NIRENBERG: THANK Y'ALL VERY MUCH. APPRECIATE IT. CONGRATULATIONS, EVERYBODY. ALL RIGHT. LAST BUT NOT LEAST, WE ARE ALSO JOINED BY A VERY SPECIAL GUEST. I WANT TO FORMALLY RECOGNIZE DR. WILLIAM ELIZONDO. DOC, COME ON UP, CELEBRATING YOUR 94TH BIRTHDAY LAST MONTH. GRADUATED BRACKENRIDGE HIGH SCHOOL, HE SERVED ON THE SAISD BOARD FOR 12 YEARS AND SERVED AS LULAC NATIONAL HEALTH DIRECTOR. AND WE'RE GRATEFUL FOR HIS LIFE'S WORK AS AN OPTOMETRIST OVER 50 YEARS IN OUR COMMUNITY. BUT I KNOW HE AND AURELIA, HIS WIFE, HAVE BEEN LONGTIME [00:55:01] RESIDENTS OF DISTRICT 7. I'LL TURN IT OVER TO COUNCILMEMBER ALDERETE GAVITO. >> GAVITO: THANK YOU, MAYOR. I AM SO EXCITED TODAY TO HONOR OUR SPECIAL GUEST WHO JUST CELEBRATED HIS 94TH BIRTHDAY ON JULY 16. HE IS JOINED BY HIS WIFE. I WANT TO SHARE THIS PAST JUNE THEY CELEBRATED THEIR 61ST WEDDING ANNIVERSARY TOGETHER. CONGRATULATIONS, YOU TWO. [APPLAUSE] I WOULD ALSO LIKE TO RECOGNIZE THEIR SON, BEN ELIZONDO FOR MAKING THE TRIP DOWN TO SAN ANTONIO FROM COLLEGE STATION TO JOIN US TODAY. I ALSO WANT TO SAY THANK YOU TO KATHY VEL FOR HELPING MY OFFICE COORDINATE WITH DR. ELIZONDO AND HIS FAMILY SO WE WOULD BE ABLE TO CELEBRATE THEM TODAY. ALSO MY DAD FOR BEING HERE TO SUPPORT. THAT'S ACTUALLY HOW I GOT CLOSE TO THE ELIZONDOS. WE WERE WORKING LATE ON MY DAD'S ALAMO COLLEGE CAMPAIGN AND WE WOULD BE AT THEIR HOUSE WORKING, WORKING, WORKING. DR. ELIZONDO HAS BEEN A PILLAR IN OUR COMMUNITY FOR MANY YEARS. I WANTED TO HIGHLIGHT HIS MANY ACCOMPLISHMENTS AND THANK HIM FOR ALL THAT HE HAS DONE FOR THIS GREAT CITY. DR. ELIZONDO IS A DISTRICT 7 RESIDENT AND I'M HONORED TO SERVE AS THEIR COUNCILWOMAN. DR. ELIZONDO GREW UP ON THE SOUTH SIDE OF SAN ANTONIO WHERE HE HELPED HIS FATHER'S GROCERY STORE SELLING CANDY AT SIX YEARS OLD. LIKE THE MAYOR SAID, HE ATTENDED BRACKENRIDGE HIGH SCHOOL AND JOINED THE MARINES SHORTLY AFTER. HE WENT ON TO FIGHT IN THE KOREAN WAR WHERE HE RECEIVED A BATTLEFIELD PROMOTION TO SERGEANT AS WELL AS THE PRESIDENTIAL UNIT AWARD. DR. ELIZONDO RECEIVED THE AMBASSADOR FOR PEACE MEDAL IN 2002. AFTER THE WAR, HE WOULD GO ON TO GRADUATE FROM THE SOUTHERN CALIFORNIA COLLEGE OF OPTOMETRY AND SERVE AS THE NATIONAL HEALTH DIRECTOR FOR LULAC IN 1963. DR. ELIZONDO'S COMMITMENT TO THE COMMUNITY AND ADVANCEMENT OF OPPORTUNITY FOR LATINOS WAS FURTHER HIGHLIGHTED BY HIS 12 YEARS OF SERVING ON THE SAISD BOARD OF TRUSTEES. I LOVED SEEING OUR PEANUT BRITTLE THAT WAS AT EACH OF Y'ALL'S DESKS WITH A CAMPAIGN CARD ATTACHED TO IT. THAT WAS A NICE THROWBACK. HIS INCREDIBLE WORK SPANS HIS ENTIRE LIFE THROUGH HELPING ELECT HENRY GONZALES TO THE STATE SENATE. IN ADDITION TO HIS IMMENSE PUBLIC SERVICE AND ADVOCACY, DR. ELIZONDO HAS ENJOYED A SUCCESSFUL 55-YEAR CAREER HELPING PEOPLE AS A TOP-TIER OPTOMETRIST. HE CONTINUED TO ADVANCING THE FIELD. DR. ELIZONDO IS AN EXAMPLE OF A TRUE SERVANT AND OUR CITY AND COUNTRY WOULD NOT BE WHERE IT IS TODAY WITHOUT HIS EFFORTS. SO PLEASE JOIN ME IN THANKING DR. ELIZONDO FOR ALL HIS HARD WORK AND HONORING A LIFETIME OF ACHIEVEMENT. THANK YOU. [APPLAUSE] >> THANK YOU VERY MUCH, COUNCIL LADY. IT'S A PLEASURE TO BE HERE AND MAYOR AND MEMBERS OF THE CITY COUNCIL, IT'S A PLEASURE TO BE HERE. IT BRINGS BACK A LOT OF MEMORIES AND ONE OF THOSE MEMORIES I'M GOING TO SHOW YOU IN JUST A MOMENT. BACK IN 1961 WHEN WE FIRST APPEARED HERE, MAYOR MCALLISTER. AND I HAPPENED TO SEE THIS PICTURE THE OTHER DAY AND I SAID I'M GOING TO BRING IT WITH ME TODAY. BUT IT'S A PICTURE OF A YOUNG BEN ELIZONDO WAS WITH US. >> MAYOR NIRENBERG: WE CAN PUT IT UP ON THE SCREEN, DOC. >> KIND OF COMICAL, IN A SENSE, BUT IT'S VERY RELEVANT FOR TODAY BECAUSE THE ONLY ONE OF THE THREE SONS THAT COULD BE HERE TODAY WAS BEN. AND SO WE APPRECIATE HIM. YOU CAN MAYBE SEE THAT. CAN YOU SEE THAT ALL RIGHT? [APPLAUSE] THERE'S BEN WHEN HE WAS 7 YEARS OLD AND MAYOR MCALLISTER BACK IN 1961 OR SO, WHEN I WAS THE PRESIDENT OF THE BEXAR COUNTY DISTRICT OPTOMETRIST SOCIETY HERE IN SAN ANTONIO THINGS WE'VE DONE THROUGH THE YEARS. IN YOUR CASE , IT'S BEEN HEMISFAIR TO SKYSCRAPERS TO NEW AIRPORT, NO GARAGE OUT THERE. A LOT OF THE THINGS THAT YOU'RE DOING ARE VERY POSITIVE AND YOU FORGET [01:00:03] ABOUT THE POTHOLES OF THE OTHER AREAS IN SAN ANTONIO THAT WE DON'T WANT TO THINK ABOUT SOMETIMES BUT WE'VE GOT TO GET DONE. AND YOU'RE THE ONES THAT DO IT. AND YOU'RE THE ONES TO BE COMMENDED FOR THE TREMENDOUS SERVICE THAT YOU'RE GIVING TO THE COMMUNITY AND FOR THE THINGS THAT YOU DO EVERY DAY. BECAUSE IT'S THOSE KINDS OF ACTIVITIES THAT WE HAVE HERE IN SAN ANTONIO THAT CONTRIBUTES TO THE WELL-BEING OF CITIZENS ALL OVER THE COMMUNITY AND ALL OVER THE CITY. SO YOU'RE TO BE COMMENDED FOR BEING AS COHESIVE AS YOU ARE. I THINK EVEN THOUGH YOU HAVE DIVERGENT VIEWS -- WE ALL HAVE DIVERGENT VIEWS AND WE HAVE HAD THEM THROUGH THE YEARS, IN OUR CASE. AND THIS IS ONE OF THE REASONS THAT I DECIDED WAY BACK IN 1974 TO RUN FOR THE SCHOOL BOARD. DIDN'T HAVE ANY REAL REASON TO IT OTHER THAN WE SAW THE SCHOOL SYSTEM JUST WASN'T QUITE DOING WHAT THEY'RE SUPPOSED TO BE DOING. SO I DECIDED TO JUMP INTO PUBLIC LIFE AT THAT TIME. AND IT WAS -- IT BROUGHT IN A LOT OF THINGS AND SOME OF THE THINGS THAT IT BROUGHT IN TO GO SEE THINGS LIKE WE WENT TO PASADENA, CALIFORNIA TO SEE THE ROVER IN MARS, WHICH IS 60 MILLION MILES AWAY. AND SOME OF THOSE PICTURES THAT THE CHAIRMAN OF THE LABORATORY GAVE US THAT DAY, WE WERE ABLE TO GIVE THAT TO UTSA OUT HERE AND IT HANGS IN THE SCIENCE DEPARTMENT. IT'S A 12-FOOT PICTURE OF THE FIRST AND ONLY PICTURES OF -- UP-CLOSE PICTURES OF MARS THAT YOU CAN SEE, WHICH IS, AS I SAID, 60 MILLION MILES AWAY. IT'S THINGS LIKE THAT THAT YOU CAN DO THAT WE'VE BEEN ABLE TO DO AND THROUGH THE HELP OF THE MAYOR, MAYOR, IT'S A PLEASURE TO SEE YOU AGAIN. LAST TIME WE SAW YOU WAS AT THE WITTE. THE MAYOR WAS THERE AT A FUNCTION FOR THE WITTE MUSEUM. I WANT TO THANK MARINA, OUR CITY COUNCIL LADY, WHO IS SO DESIROUS OF US BEING ABLE TO DO THIS. AND KATHY VAIL. SHE IS A YOUNG LADY WE HAD A PARTY FOR WHEN SHE WAS 15, 16 YEARS OF AGE AT THE HOUSE. IT BRINGS BACK A LOT OF MEMORIES BECAUSE THEN WE SWITCH OVER TO JOE ALDERETE WHEN HE RAN FOR THE CITY COUNCIL. I REMEMBER COMING TO HIM TELLING HIM WE WANT HIM TO RUN AGAINST A SITTING CITY COUNCILMAN WHEN I WAS THE PRESIDENT OF THE SAN ANTONIO SCHOOL DISTRICT. AND IT WAS PAYBACK TIME IN A SENSE AT THAT TIME -- WE WON'T MENTION ALL THE DIFFERENT PORTIONS OF IT -- BUT THERE WAS A BIG REASON FOR IT AND JOE ALDERETE DECIDED TO COME TO THE FOREFRONT AND HE WAS ABLE TO BEAT A CITY COUNCILMAN AT THE TIME, 1977. IS THAT RIGHT? THANK YOU SO MUCH FOR BEING HERE. YOU AND THE FAMILY, CHRIS ARE ALWAYS SUPPORTIVE. WE APPRECIATE THAT VERY, VERY MUCH. AND, OF COURSE, KATHY VAIL AND HER FATHER, THE SENATOR, WE GO BACK A LONG WAYS. I WOULD REALLY KIND OF LET MY SON SAY HELLO TO EVERYBODY HERE. HE CAME AS A RESULT OF THIS ACTIVITY TODAY. AND WE WANT TO THANK HIM. AND MY WIFE, OF COURSE. >> MAYOR NIRENBERG: THANK THANK YOU, DR. ELIZONDO. I THINK MY COLLEAGUES NOW WANT TO SAY A FEW THINGS TO YOU. >> WELL, THANK YOU. THANK YOU SO MUCH. BUT, BEN, IF YOU WOULDN'T MIND SAYING A COUPLE OF WORDS TO THE MAYOR AND CITY COUNCIL PERSONS WHO ARE HERE. >> I THINK YOU CAN SEE THAT MY FATHER IS VERY PROUD OF THIS CITY, AS WE ALL ARE. AND THIS IS HIS WAY OF SAYING IT. SO HE LOVES THIS PLACE. HE LOVES WHAT YOU DO. THANK YOU FOR EVERYTHING YOU DO, FROM OUR ENTIRE FAMILY. >> THANK YOU. THANK YOU FOR THE HONOR TO BE ABLE TO ADDRESS YOU HERE TODAY. THAT IS A BIG HONKING BACK TO THE PODIUM HERE. >> MAYOR NIRENBERG: THANK YOU, BILL. DON'T GO ANYWHERE. [01:05:03] MY COLLEAGUES WANT TO GIVE YOU SOME ACCOLADES AS WELL. >> HAVRDA: YOUR LEGACY IN SAN ANTONIO HAS BEEN ONE OF LASTING IMPACT AND DEDICATION TO THE COMMUNITY YOU LOVE, AS WE'VE SEEN HERE TODAY. YOU ALWAYS UNDERSTOOD THE TRUE POWER OF SERVICE, NOT JUST DURING YOUR TIME IN THE KOREAN WAR BUT THROUGHOUT YOUR ENTIRE LIFE. AS HAS YOUR BEAUTIFUL WIFE, AURELIA. AND THANK YOU FOR THE SNACKS. I UNDERSTAND THEY COME FROM YOUR FAMILY FARM. DR. ELIZONDO, AS A LEADER IN LULAC YOU WERE A STRONG LEADER IN THE LATINO COMMUNITY. USING YOUR VOICE TO DRIVE MEANINGFUL CHANGE. YOUR INFLUENCE WAS FELT MOST STRONGLY IN SAISD SCHOOL BOARD WHERE YOU SERVED FOR PRESIDENT FOUR TIMES, I UNDERSTAND. YOU'VE BEEN A PASSIONATE CHAMPION FOR QUALITY EDUCATION, MULTI-LINGUAL LEARNING AND THAT HAS OPENED DOORS FOR FUTURE GENERATIONS. I HAVE HAD THE PLEASURE OF VISITING YOU IN YOUR OFFICE AND I UNDERSTAND YOUR DEDICATION TO EDUCATION BECAUSE EVERY TIME I LEAVE WITH AN ARMFUL OF BOOKS THAT YOU GIFTED ME, YOU WANT ME TO READ. I THANK YOU FOR YOUR PERSONAL CONTRIBUTIONS AND AURELIA AND BEN AND YOUR ENTIRE FAMILY AND YOUR LOVE FOR SAN ANTONIO REALLY DOES SHOW. I'M THANKFUL FOR IT. THANKS. THANKS, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CABELLO HAVRDA. COUNCILMEMBER COURAGE. >> COURAGE: THANK YOU, MAYOR. DR. ELIZONDO, YOU'VE REALLY SERVED THIS COMMUNITY SO WELL FOR SO LONG. I REMEMBER 50 YEARS AGO GOING OUT AND CAMPAIGNING FOR YOUR RE-ELECTION. AND YOU WERE RE-ELECTED SIX TIMES, I BELIEVE, TO LEAD SAISD, WHICH AT THAT TIME WAS THE LARGEST DISTRICT IN THE CITY. OVER 90,000 STUDENTS AND 100 SCHOOLS. OR FACILITIES. SO, YOU KNOW, THAT WAS SUCH A CRITICAL TIME FOR THIS COMMUNITY. AND ALL THE OTHER ACCOMPLISHMENTS YOU'VE HAD AND SO MUCH MORE YOU HAVE DONE TO HELP OTHERS ADVANCE THEMSELVES IN SERVING THE PUBLIC. THANK YOU FOR DOING THIS AND THANK YOUR WIFE FOR SUPPORTING YOU. I KNOW, ALL OF US KNOW IF YOU'VE GOT A SPOUSE, THEY'RE WITH YOU ALONG THE WAY. AND I CAN SEE YOUR SON'S VERY PROUD OF WHAT YOU'VE DONE. SO I HOPE YOU CAN CONTINUE ANY WAY YOU CAN TO SERVE THIS COMMUNITY AND THANK YOU FOR DOING SUCH A GREAT JOB WITH SAISD. >> THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER COURAGE. COUNCILMEMBER MCKEE-RODRIGUEZ. >> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. I'LL BE SHORT. THANK YOU SO MUCH FOR YOUR CONTRIBUTIONS TO OUR COMMUNITY. HAPPY 94TH BIRTHDAY AND I WISH YOU MANY, MANY MORE. MAYOR RON INFORMED US 80 IS THE NEW 30 AND I HEARD ELSEWHERE 94 IS THE NEW 35. SO I KNOW YOU'LL KEEP IT UP. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER RODRIGUEZ. COUNCILMEMBER VIAGRAN. >> VIAGRAN: THANK YOU, DR. ELIZONDO FOR ALL YOUR WORK. THANK YOU TO YOUR FAMILY, CONGRATULATIONS. HAPPY BIRTHDAY . I THANK YOU FOR MAKING SURE THAT WE ARE NO LONGER AN AT-LARGE CITY COUNCIL BUT WE ARE A SINGLE-MEMBER DISTRICT. AND I KNOW THAT TOOK TIME AND EFFORT. BUT THANK YOU FOR YOUR CONTRIBUTION. AND, AGAIN, YOUR LEGACY, JUST LIKE LINDA'S, IS SITTING UP HERE ON THE DAIS AND WE CONTINUE TO SERVE AND LEAD AND MAKE CHANGES TO MAKE YOU PROUD OF THIS CITY. SO THANK YOU SO MUCH FOR BEING HERE TODAY AND I THOUGHT YOU WERE STILL GOING TO RUN AGAIN. I WAS LIKE, OH, THERE'S AN ELECTION? SO, THANK YOU. >> THE REASON FOR THE CANDY AND PEANUT BRITTLE IS BECAUSE WE RAISED SOME OF THAT IN WILSON COUNTY, WHERE MY WIFE WAS FROM. SHE'S ORIGINALLY FROM FLORESVILLE BUT WE HAD SOME LAND OUT THERE. I WANT TO DO A LITTLE SOMETHING FOR THE COUNCIL TO LET YOU KNOW WE APPRECIATE EACH ONE OF YOU. THANK YOU SO MUCH FOR THE THOUGHT. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN. COUNCILMEMBER ROCHA GARCIA. >> GARCIA: THANK YOU, MAYOR. HAPPY BIRTHDAY, DR. ELIZONDO. I WANTED TO LET YOU KNOW THAT WE'RE STILL FIGHTING TO PROVIDE THE HIGHEST QUALITY OF EDUCATION FOR OUR CHILDREN BUT IT'S ALSO BECAUSE OF THE WORK THAT YOU STARTED AND YOU LED. WE'RE STILL FIGHTING FOR SAFE TRAVEL FOR CHILDREN GOING TO AND FROM SCHOOLS. YOU SAW THAT WE HAD A BUDGET CONVERSATION WITH SIDEWALKS. AND SO YOUR WORK CONTINUES AND WE CONTINUE TO BE PROUD TO SAY THAT WE STAND ON THE SHOULDERS OF GIANTS WHO CAME BEFORE US. THANK YOU SO MUCH. HAPPY BIRTHDAY AND MANY, MANY MORE AND THANK YOU TO YOUR FAMILY FOR SHARING YOU WITH US. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. COUNCILWOMAN CASTILLO. >> CASTILLO: I ATTENDED HARRIS MIDDLE SCHOOL AND IT'S GREAT TO SEE ALL YOU HAVE ACCOMPLISHED AND CONTINUING TO CONNECT SAN ANTONIANS TO HEALTHCARE. [01:10:03] AND AS WELL AS BEING A CHAMPION, A TRUE CHAMPION FOR PUBLIC EDUCATION AND WORKING TOWARDS BRIDGING THE GAP BETWEEN ADMINISTRATION AND TEACHERS. THAT STRUGGLE CONTINUES TODAY AND I'M EXTREMELY GRATEFUL FOR THE WORK YOU HAVE DONE AND THAT YOU CONTINUE TO DO. THANK YOU SO MUCH. >> THANK YOU, MS. CASTILLO. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CASTILLO. BILL, HAPPY BIRTHDAY AND MANY, MANY MORE TO COME. I WILL BE GRATEFUL TO YOU AND ALL OF THE SERVICE YOU AND YOUR FAMILY HAVE DONE FOR THIS COMMUNITY BUT ALSO BEING ON EVERY OCCASION THE MOST PLEASANT PEOPLE TO RUN INTO OUT IN THE COMMUNITY. I NEVER SEE YOU ALL WITHOUT SMILES ON YOUR FACES AND GOOD THINGS TO SAY ABOUT OUR CITY AND THE PEOPLE. >> THANK YOU, MAYOR. THANK YOU TO ALL OF YOU. [CONSENT AGENDA  ] >> MAYOR NIRENBERG: WE WILL NOW GET INTO OUR BUSINESS AGENDA. AND WE DO HAVE A FULL CONSENT AGENDA TODAY. ALL ITEMS ARE LISTED FOR CONSENT. WE DO HAVE SOME FOLKS SIGNED UP TO SPEAK ON CONSENT BUT FIRST LET ME ASK MY COLLEAGUES IF THERE ARE ANY ITEMS TO PULL FOR INDIVIDUAL CONSIDERATION. OKAY. HEARING NONE, I'LL ENTERTAIN A MOTION FOR THE CONSENT AGENDA. >> COURAGE: SO MOVED. >> SECOND. >> MAYOR NIRENBERG: OKAY. THERE'S A MOTION AND A SECOND FOR APPROVAL OF THE CONSENT AGENDA. THAT'S ALL ITEMS 4 THROUGH 40. WE DO HAVE A FEW FOLKS SIGNED UP TO SPEAK ON CONSENT. JACK FINGER ON MULTIPLE ITEMS. MR. FINGER, YOU WILL BE FOLLOWED BY ANDREW NICHOLAS ON ITEM 40. >> WELL, MAYOR NIRENBERG, OTHER MEMBERS OF OUR ILLUSTRIOUS SAN ANTONIO CITY COUNCIL. I GUESS I SHOULD BE GLAD THAT WAS ONLY AN HOUR OF CEREMONIES RIGHT THERE. WE HAVE HAD THREE HOURS BEFORE. YES. ON THIS PORTION OF THE AGENDA HERE -- LET ME WAKE UP HERE. YEAH. ONE ITEM IN PARTICULAR THAT I WANTED TO BRING TO YOUR ATTENTION IS THE VERY LAST ONE. ITEM NO. 40. WHAT IS IT? IT'S ABOUT THE IDEA OF ORDINANCE ADOPTING TEXAS A&M SAN ANTONIO AREA REGIONAL PLAN AS A COMPONENT OF THE CITY'S COMPREHENSIVE MASTER PLAN FOR APPROXIMATELY A 15-SQUARE MILE AREA GENERALLY BOUND BY SOUTHWEST LOOP 410. ALL THE AREA SOUTH OF LOOP 410, THE SOUTH CENTRAL PART OF TOWN HERE. IN FACT, I EVEN HAVE A MAP OF IT HERE AND I JUST WANT TO SHOW IT TO YOU THERE, FROM YOUR BACK-UP DOCUMENTS. IF YOU CAN SEE THAT. NOW, THE TOP EDGE IS THE BOTTOM EDGE OF SOUTH LOOP 410. AND YOU CAN SEE VARIOUS NAMES OF VARIOUS CREEKS AND WATERSHEDS AND SO FORTH. MY QUESTION TO ALL OF YOU LOOKING AT THIS -- AND YOU HAD THIS IN YOUR BACK-UP DOCUMENTS. DO YOU SEE THE BIG 800-POUND ELEPHANT IN THE ROOM ON THIS MAP? JUST CURIOUS TO KNOW IF YOU CAN SEE IT THERE? IN CASE YOU CAN'T SEE IT, ALLOW ME TO MARK IT OFF FOR YOU HERE. IT'S KIND OF FADED. DO YOU RECOGNIZE WHAT'S IN THAT BIG CIRCLE RIGHT THERE? YES. IT'S THE TOYOTA MANUFACTURING PLANT. YEP. THAT'S RIGHT. WHY ISN'T TOYOTA MENTIONED ON THE MAP AND NOT EVEN ON THE PLAN? YEAH. WELL, YOU CAN RETURN THE CAMERA NOW. MAYBE I JUST WANT TO LET YOU KNOW SOMETHING. MAYBE YOU'RE AWARE OF THE BIG CONTROVERSY THAT'S TAKING PLACE DOWN BELOW LOOP 410. SOME PEOPLE WHO LEGITIMATELY WANT TO ESTABLISH RESIDENCES IN THAT AREA WITHIN A ONE OR TWO OR THREE-MILE PERIMETER OF TOYOTA. THEY WANT TO TRY AND DO THAT BUT SUPPOSEDLY THE CITY, 20 YEARS AGO, GRANTED TOYOTA ALL KINDS OF GIVEAWAYS, INCLUDING ITS SUPPOSED TO RIGHT TO HAVE ITS OWN RESTRICTIONS ON WHERE IT WANTS TO -- WHAT IT WANTS TO HAVE WITHIN THREE-MILE PERIMETER OF THE TOYOTA MANUFACTURING THERE. WHICH IS, QUITE FRANKLY, DOWNRIGHT ILLEGAL. [01:15:01] YES. AND THE CITY COUNCIL APPROVED IT. MR. MANNY PELAEZ, I THINK YOU WERE ACTUALLY A LAWYER WITH TOYOTA WAY BACK WHEN. SUPPOSEDLY TOYOTA KNEW WHAT WAS GOING ON BUT ALLOWED THE CITY TO DO IT ANYWAY FOR THEIR BENEFIT SO THEY COULD GET TOYOTA OVER HERE. NO -- >> MAYOR NIRENBERG: THANK YOU, MR. FINGER. ANDREW NICHOLAS ON ITEM 40. MR. NICHOLAS, YOU'LL BE FOLLOWED BY DAVID TREVINO. >> FIRST OF ALL, I WOULD LIKE TO THANK THE CITY COUNCIL FOR GIVING THE LANDOWNERS, SUCH AS MYSELF, WHO ARE IMPACTED BY THE IMPLEMENTATION OF THE TEXAS A&M REGIONAL PLANNING CENTER A VOICE. I WOULD LIKE FOR THE CITY COUNCIL TO RECOMMEND A MOTION TO REVISE LANGUAGE IN THE PLAN TO PROVIDE MORE CLARITY WITHIN THE PLAN. IN PARTICULAR, PUT THE LANGUAGE FROM THE PLAN THAT I WOULD LIKE TO SEE REVISIONS TO. THE FIRST IS UNDER THE PLAN FRAMEWORK SECTION LAND USE. LAND USE RECOMMENDATION NUMBER TWO. I WOULD LIKE THE FOLLOWING MODIFICATION MADE TO THE PLAN TO READ: WITHIN THE CITY'S MUNICIPAL BOUNDARIES BE REPLACED TO WITHIN THE BOUNDARIES OF THE PLAN. FURTHERMORE, I WOULD LIKE THE FOLLOWING SENTENCE REMOVED FROM THE PLAN. IN THE CITY'S EXTRATERRITORIAL JURISDICTION THE PRIMARY TOOL IS CONTINUED IMPLEMENTATION OF THE CITY'S ANNEXATION AND GROWTH MANAGEMENT POLICY FROM 2023 THROUGH THE REVIEW OF PROPOSED PROJECTS SUCH AS REQUESTS FOR SPECIAL DISTRICTS. THE PURPOSE OF EXCLUDING THIS PARTICULAR SENTENCE IS THAT THE CITY DOESN'T ACTUALLY HAVE THE ABILITY TO REGULATE LAND USE AND ZONING WITHIN THE ETJ. SO I VIEW THIS AS NOT REALLY BEING REQUIRED AS PART OF THE LANGUAGE TO BE INCLUDED WITHIN THE PLAN. IN ADDITION, I WOULD LIKE THE FOLLOWING SENTENCE REVISED FOR CLARIFICATION REGARDING IMPLEMENTATION SECTION FOR LAND USE SUBSECTION STRATEGY 2.5. I WOULD LIKE THE FOLLOWING MODIFICATION MADE TO THE PLAN TO READ: CONSIDER DEVELOPMENT OF AN OVERLAY DISTRICT TO ADDRESS COMPATIBILITY ISSUES WITHIN THE BORDERS OF THE PLAN. I THINK THERE'S SOME LANGUAGE IN THERE THAT IS REALLY NOT NEEDED PAST THAT POINT. I HAVE ATTENDED THE PLANNING COMMISSION'S MEETINGS ON JUNE 12 AND JUNE 26 REGARDING THE TEXAS A&M REGIONAL CENTER PLAN AND VOICED MY CONCERN. THE PLANNING COMMISSION'S INTENT WITH THE MOST RECENT MODIFICATION AND APPROVAL WAS TO LIMIT LAND USE PLANNING FOR THE AREA THAT FALLS OUTSIDE THE BOUNDARIES OF THE TEXAS A&M REGIONAL PLAN. AND I BELIEVE THE LANGUAGE IS CURRENTLY WRITTEN INTO THE PLAN ALLOWS FOR SOME AMBIGUITY FOR LAND USES THAT FALL OUTSIDE OF THE PLAN BOUNDARIES. AND SO MY WHOLE CONCERN ABOUT THIS PLAN IS THAT ANY LAND USE DESIGNATION THAT THE CITY IMPLEMENTS FALLS WITHIN THE BOUNDARIES OF THE PLAN AND DOES SO THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MR. NICHOLAS. DAVID TRAVINO. >> ALL RIGHT, GOOD MORNING. THANK YOU FOR HAVING -- ALLOWING ME TO SPEAK. I WOULD SAY THAT I COME HERE TO REPRESENT THEERLOOK SOUTH NEIGHD ASSOCIATION. THE V.P. OF THAT ASSOCIATION. AND WHAT THAT GENTLEMAN SAID, WE AGREE WITH COMPLETELY AS FAR AS THE LANGUAGE AND THIS FORMAT DOES NOT ALLOW FOR THE COMPLETE DISCUSSION OF WHAT WE WANT TO DO ON THOSE CHANGES. I WOULD LIKE TO SET UP A MEETING WITH MS. VIAGRAN IF WE COULD, PLEASE, IF YOU COULD PUT ME ON YOUR CALENDAR AND WE COULD GO OVER THAT MORE DIRECTLY. SO I WANT THAT. LET ME ASK IF THE PLANS ALIGN WITH -- PERFECTLY WITH OUR PLANS FOR OUR PROPERTY AS FAR AS -- UM, SO WE ARE HOPING THAT THIS -- WE CAN CREATE A UNIQUE DEVELOPMENT FOR OUR 25-ACRE PROPERTY WITH PERMISSION, YOU KNOW, IF NEEDED FROM THE CITY COUNCIL AND IN REGARD TO ZONING AND HOW WE DEVELOP OUR PROPERTY. WE SIT RIGHT ON THE BORDER OF MARIMAN ROAD BASICALLY AT THE CENTER BORDER OF THE, UM, OF THE TEXAS A&M PLAN. THAT'S WHERE IT'S KIND OF DIVIDED NORTH AND SOUTH. TRANSITION THAT THEY'RE LOOKING FOR. AND THE LAND USE. WE OFFER GREENWAY. WE OFFER A TRAIL DIRECTLY FROM MARIMAN TO THE PRESERVE THAT THEY MENTIONED IN THE PLAN. SO, UM, I DO WANT TO BE -- LET [01:20:02] THE CITY COUNCIL KNOW THAT WE'RE GOING TO BE INVOLVED IN THAT. I HAVE A PERSONAL STAKE IN IT AND I REPRESENT ALL OF THE OTHER PROPERTY OWNERS AND OUR ORGANIZATION REPRESENTS ALL OF THE PROPERTY OWNERS AROUND THE AREA -- I DON'T KNOW, MOST OF Y'ALL PROBABLY RECEIVE THE WEBSITE THAT WE HAVE FOR THE -- FOR THE ASSOCIATION THAT IT DESCRIBES OUR BOUNDARIES FOR THAT AND WHAT OUR MISSION IS. BASICALLY TO PROTECT THE PROPERTY RIGHTS OF EVERYBODY OVER IN THAT AREA. AND TO MAKE SURE THAT WE GET GOOD DEVELOPMENT AND WE NEED, YOU KNOW, BIKE TRAILS AND APARTMENTS AND AFFORDABLE LIVING SPACES AND GREEN SPACES AND EDUCATIONAL SPACES. ALL OF THESE THINGS THAT ALIGN WITH OUR PLANS TOO. SO WE LIKE WHAT'S IN THE PLAN BUT I WOULD REALLY LIKE TO BE ABLE TO SIT DOWN WITH THE CITY COUNCIL AND -- AT LEAST MY DISTRICT MEMBER -- AND DISCUSS THIS FURTHER AND I THINK THAT IT'S A GOOD PLAN, BUT THERE IS SOME LANGUAGE, LIKE PROBABLY THE GENTLEMAN SAID THAT IT NEEDS TO BE CHANGED. AND WE WANT TO BE INVOLVED IN THOSE CHANGES DIRECTLY. AS MUCH AS POSSIBLE. BECAUSE WE HAVE SOME GOOD IDEAS AND I THINK THAT THERE'S GOOD IN THE PLAN AND IT OVERLAYS WITH THE HERITAGE SOUTH PLAN WHICH IS ALSO ONE OF MY NEIGHBORS, THE HERITAGE SOUTH PLAN. AND THE SAN ANTONIO PLAN. SO I GSOUESS THAT THE WAY IT LOS LIKE THE A&M PLAN IS NOW PART OF THE CITY PLAN AND I HAVE BEEN INVOLVED WITH THE A&M PLAN SINCE ALMOST THE BEGINNING. SO MY COUNCIL KNOW AND THE CITY KNOW THAT WE'LL BE OUT HERE ADVOCATING FOR OUR COMMUNITY AND WE WANT TO BE INVOLVED. >> MAYOR NIRENBERG: THANK YOU, MR. TRAVINO. I WANTED TO HIGHLIGHT THIS ITEM BECAUSE I BELIEVE THAT IT WILL HAVE A POSITIVE IMPACT ON OUR RESIDENTS. THIS CONTRACT WILL ADD 100 ADDITIONAL LIED ARE RADARS FOR SAVE OFFICERS TO USE FOR TRAFFIC ENFORCEMENT. ONE OF THE BIGGEST ISSUES IN DISTRICT SEVEN IS SPEEDING. OUR RESIDENTS LOVE THEIR SAFE OFFICERS AND I'M HAPPY TO SUPPLY THEM WITH THE TOOLS THEY NEED TO DO THEIR JOB MORE EFFECTIVELY. IT'S IMPORTANT FOR ALL OF US TO HOLD UNSAFE DRIVERS ACCOUNTABLE, ESPECIALLY WHEN THEY PUT OTHERS LIVES AT RISK THEORY THEIR SCHOOLS OR IN THEIR NEIGHBORHOODS. THIS WILL INCREASE THE PUBLIC SAFETY? SAN ANTONIO AND HELP OUR RESIDENTS FEEL SAFER. I'M SUPPORTIVE OF THIS INVESTMENT IN OUR SAFE OFFICERS AND IN OUR COMMUNITY. THANK YOU, MAYOR. THANKS, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ALDERETE GAVITO. AND COUNCILMEMBER MCKEE-RODRIGUEZ. >> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. I WANT TO HIGHLIGHT ITEM 11, AND MITIGATION FUND TO PURCHASE VEHICLES. NOT PULLING THIS ITEM BECAUSE AT THIS POINT THERE'S NOT AN ALTERNATIVE, BUT AS WE PREPARE FOR OUR 2025 BUDGET I WANT TO MAKE CLEAR THAT OUR GOAL FOR THE TREE CANOPY AND THE TREE MITIGATION FUND SHOULD BE DIRECT REPLACEMENT OF TREES THAT WE'RE LOSING TO DEVELOPMENT. ESPECIALLY AS TREE CANOPY REMAINS A CONCERN ON THE EAST SIDE OF SAN ANTONIO. AND I'M SURE THAT ON THE WEST AND THE SOUTHSIDE OF SAN ANTONIO AS WELL. THANK YOU. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER MCKEE-RODRIGUEZ. ANY FURTHER DISCUSSION ON THE CONSENT AGENDA? OKAY, HEARING NONE, THERE IS A MOTION AND A SECOND FOR APPROVAL OF ALL ITEMS. I'M SORRY, COUNCIL MORE, I APOLOGIZE FOR THAT. >> THANK YOU, MAYOR. I WANTED TO HIGHLIGHT A COUPLE OF ITEMS. FIRST I WANT TO SAY THANK YOU TO THE MAYOR AND MY COUNCIL COLLEAGUES FOR ALL OF THOSE HIGHLIGHTS ON EDUCATION. WE HAVE A TERM THAT SAYS GROW AND GLOW AND WE TALK ABOUT THE ABILITY TO GROW BUT IT'S REALLY IMPORTANT TO HAVE THE GLOW TOO, ESPECIALLY THE LEADERS THAT GOT US HERE. SO I WANTED TO JUST SAY THANK YOU FOR THE HONORING OF ALL OF THOSE LEADERS THIS MORNING AND HIGHLIGHTS. I HAVE TWO ITEMS THAT I WANTED TO BRING UP. THE FIRST IS ITEM NUMBER 22, WHICH IS THE ASSIGNMENT OF THE LEASE TO BE BEHIND THE BUSINESS. AND I WANTED TO HIGHLIGHT NUMBER 35, AND WE TALKED A LOT TODAY ABOUT EDUCATION AND THE IMPORTANCE OF THE WORK THAT WE'RE DOING WITH THE CITY FOR OUR YOUTH AND FAMILIES. AND THE APPROVAL OF TWO CONTRACTS FOR TWO NON-PROFITS TO TEACH THE POSITIVE PARENTING CURRICULUM THAT IS A PART OF THE -- THE SA FORWARD PLAN AND GUARDIAN HOUSE IS A D1 NON-PROFIT AND OFF SAN PEDRO, SO I'M JUST EXCITED THAT THEY'RE ABLE TO GET THIS CONTRACT TO DO THAT WORK AND CONTINUE THAT WORK.
