[Public Hearing and Consideration of the following Adoption and Amendments of the Neighborhood, Community and Perimeter Plans as Components of the Master Plan and Zoning Cases. Plan amendments and Zoning cases presented by John Peterek, Interim Assistant City Manager; Amin Tohmaz, Interim Director, Development Services unless otherwise noted.  ]

WELL, WE HAVE THREE ITEMS SCHEDULED FOR INDIVIDUAL CONSIDERATION.

ITEMS 20, 21 AND 22. ITEM 17 IS SCHEDULED TO BE CONTINUED TO OCTOBER 3RD.

AND THEN ITEMS 8, 12, 25 AND 26 WILL BE CONTINUED TO SEPTEMBER 19TH.

>> MCKEE-RODRIGUEZ: THANK YOU. I WANT TO HIGHLIGHT ITEMS 9 AND 10. I WANT TO ADDRESS A TOPIC OF SIGNIFICANCE TO ME AND MY COMMUNITY AND I HOPE I HAVE THE EARS OF ENTIRE COUNCIL AND DEVELOPERS.

WE OFTEN SAY WE ARE COUNCILMEMBERS FOR NOT OUR OTHER DISTRICTS BUT FOR THE ENTIRE CITY. I TAKE IT PERSONALLY, AND YOU WILL HEAR ME MENTION THE WET AND SOUTH SIDE SIMILAR ISSUES TO THOSE OF THOSE IN MY DISTRICT.

AND I BEG AND PLEAD FOR MY COLLEAGUES TO ACKNOWLEDGE THE EAST SIDE AND THEIR ADVOCACY FOR EQUITY AND HEALTH, HOUSING, SOCIAL SERVICES AND MORE.

WE'VE SEEN SOME MOVEMENT THERE, BUT I WANT TO MAKE A PARTICULAR POINT ABOUT THIS CASE AND THOSE LIKE IT. THIS IS A ZONING CASE THAT WILL REDUCE ACCESS TO HOUSING AND GREEN SPACES IN AN AREA FAVORABLE TO INDUSTRIAL DEVELOPMENT.

THE DAMAGE IS DONE AND THERE IS NO HOUSING OR GREEN DEVELOPMENT THAT WILL EVER TAKE PLACE HERE AS IT IS SURROUNDED BY INDUSTRIAL USE.

MANY OF YOU ARE FAMILIAR WITH THE WAYS OUR COMMUNITIES ARE RED LINED AND SEGREGATED BY HIGHWAYS AND TRAIN TRACKS AND IT WAS A WAY TO KEEP BLACK AND BROWN PEOPLE IN THEIR PLACE, TO KEEP WEALTH IN WHITER COMMUNITIES AND PLACE TRASH, POLLUTION AND UNWANTED DEVELOPMENT AND CRUMBLING DEVELOPMENT IN LESS DESIRABLE POCKETS OF OUR COMMUNITY. PROPERTY NEAR HIGHWAYS AND TRAIN TRACKS ARE DESIRABLE FOR INDUSTRIAL DEVELOPMENT AND SOMEWHERE IT WAS DECIDED THE AREAS OF HIGHWAY IN DISTRICT 2 WOULD MAKE GREAT LOCATIONS FOR WAREHOUSES, MANUFACTURING FACILITIES, LANDFILLS, PORT-A-POTTY CLEANING FACILITIES AND MORE. THERE ARE NEIGHBORHOODS IN MY DISTRICT THAT HAVE LIVED NEXT TO PLACES THAT CLEAN [BLEEP]. I WOULD LIKE MY COLLEAGUES TO INDUSTRY MY BATTLE FOR INDUSTRIAL DEVELOPMENT IS OFTEN A LOSING ONE BECAUSE

THEY NOT ONLY THEATERS, GROCERY STORES AND OTHER AMENITIES. FOR YEARS THESE DEVELOPMENTS AND DEVELOPERS HAVE PROMISED IN EXCHANGE WE'LL GET JOBS. WHAT WE GET ARE LOW WAGE, NON-81 JOBS THAT DO NOT EMPLOY RESIDENTS OF MY DISTRICT.

IF WE CAN UNDERSTAND DEVELOPMENTS OF METAL REPSYCHING WILL FACILITIES ON THE WEST SIDE, WE SHOULD ALSO ON THE EAST AND NORTHEAST SIDES OF TOWN.

AGENDA ITEM 20 IS ZONING CASE REZONING FROM BP TO LS WITH SPECIFIC USE AUTHORIZATION FOR STORAGE OUTSIDE, OPEN WITH NO SCREENING REQUIRED.

IT IS GENERALLY LOCATED IN THE 14,000 BLOCKS OF SPEED WAY PARK.

STAFF AND ZONING COMMISSION RECOMMEND APPROVAL WITH THE CONDITION A 6-FOOT SOLID SCREEN FENCE IS BUILT ALONG THE SOUTHERN PROPERTY LINE. STAFF MAILED 17 NOTICES.

WE RECEIVED ONE IN FAVOR AND ONE IN OPPOSITION AND THERE IS NO REGISTERED NEIGHBORHOOD ASSOCIATION WITHIN 200 FEET. THANK YOU.

COUNCILMEMBER ROCHA GARCIA. >> GARCIA: TODAY'S REZONING CASE WILL GIVE RESIDENTS WITH OVERSIZED THE VEHICLES THE OPPORTUNITY TO PARK IN A SAFE AND DESIGNATED AREAS. WE'VE HAD RECENT DISCUSSIONS TO IDENTIFY WAYS WE CAN HELP OUR RESIDENTS FEEL SAFE IN THEIR NEIGHBORHOODS WITHOUT WORRYING ABOUT THE IMPACT OF OVERSIZED VEHICLES, BUT ALSO CONSIDERING THAT THERE IS A SHORTAGE OF PARKING SPACES FOR THESE TYPE OF VEHICLES. AND I'VE EXPRESSED BEFORE TO ALL THE RESIDENTS I REPRESENT DRIVE 18-WHEELER TRUCKS FOR A LIVING. I LOOKED FORWARD TO DISCUSSION IN COMMUNITY WHERE THE PROBLEMS STILL EXIST, BUT I WOULD MAKE
