AS THE MAYOR JUST MENTIONED TODAY'S MEETING IS A BRIEFING BY SALLY BBAR SUE TO. THE LEGISLATURE WILL CONVENE, IN PREPARATION OF THAT EVENT, STAFF DEVELOPS AND ULTIMATELY THE COUNCIL DEVELOPS A LEGISLATIVE PROGRAM THAT GUIDES OUR ADVOCACY EFFORTS IN AUSTIN, ADVOCACY AND DEFENSE EFFORTS IN AUSTIN. FOR THE PAST SEVERAL SESSIONS, THE ENVIRONMENT AT THE CAPITOL HAS BEEN CHALLENGING FOR CITIES, AND THERE HAVE BEEN MANY EFFORTS TO LIMIT THE AUTHORITIES OF HOME RULE CITIES. AND MOST OF THE WORK DURING THE FIVE MONTHS OF THE SESSION ARE FOCUSED ON PRESERVING THE COUNCIL'S ABILITY TO SET POLICY, ENACT ORDINANCES TO BEST SERVE THE COMMUNITY'S UNIQUE NEEDS. HAVING SAID THAT, THERE ARE ALWAYS UNEXPECTED DEVELOPMENTS AND OPPORTUNITIES THAT PRESENT THEMSELVES AND SALLY WILL TALK ABOUT SOME OF THEM TODAY. THE PROPOSED LEGISLATIVE AGENDA IS INTENDED TO SERVE THE BEST INTEREST OF OUR COMMUNITY AND IS GUIDED BY THIS BODY'S INPUT AND ULTIMATE APPROVAL. AFTER TODAY'S BRIEFING, I'M SURE WE'LL GET A LOT OF GOOD FEEDBACK FROM THE COUNCIL. OUR INTENT IS TO BRING IT BACK TO THE FULL CITY COUNCIL FOR APPROVAL LATER ON THIS MONTH AHEAD OF THE START OF BILL FILING IN NOVEMBER AND IN COORDINATION WITH THE NORMAL THINGS WE'VE DONE IN THE PAST WHICH ARE ENGAGING WITH OUR LOCAL DELEGATION. IT IS A PRIVILEGE TO BE BEFORE YOU TODAY TO HAVE THE OPPORTUNITY TO LAY OUT OUR DRAFT 89TH SESSION STATE LEGISLATIVE PROGRAM. BEFORE I GET STARTED, BEFORE SPECIAL NOTE OF SOME MOVEMENT THAT WILL BE HAPPENING THAT WE'RE ANTICIPATING FOR THE NEW LEGISLATIVE SESSION, THE LEGISLATURE IS COMPRISED OF 31 SENATORS AND 150 HOUSE OF REPRESENTATIVES. OF SPECIAL NOTE, IT WAS REPORTED IN THE SUMMER THAT DUE TO VARIOUS RETIREMENT DECISIONS FROM SEVERAL MEMBERS, AS WELL AS SOME LOST REELECTIONS, WE ARE ANTICIPATING AND PREPARING FOR A NEW BENCH OF TEXAS LEGISLATORS THAT WE WILL BE WORKING DILIGENTLY TO ENGAGE THE NEW MEMBERS AND THEIR STAFF. WE ANTICIPATE THAT SOME OF THESE MEMBERS WILL LAND ON KEY COMMITTEES WITH JURISDICTIONS OF CITY BILLS, SO IT WILL BE VERY IMPORTANT FOR US TO ENGAGE IN THAT OUTREACH. OKAY. SO THE STATE LEGISLATIVE PROGRAM IS A MULTILAYERED MULTIMONTH PROCESS. [00:05:05] AS YOU CAN SEE HERE WHEN WE LAUNCH OUR INTERNAL ACTIVITIES, WE WORK WITH THE DEPARTMENT HEADS AND THEIR STAFF IN ORDER TO IDENTIFY THOSE PRIORITY INITIATIVES THAT HAVE THE PULSE ON THE COMMUNITY SO WE ENSURE TO GET THEIR FEEDBACK AS WE ARE COMPILING THE FIRST DRAFT OF OUR STATE LEGISLATIVE PROGRAM. THE STAFF THEN MOVES ONWARD TO DRAFT FIRST A PROGRAM DOCUMENT WHICH WE TAKE TO THE MAYOR, CITY COUNCIL, WHICH INCLUDES THE IGR COUNCIL COMMITTEE, THE CITY MANAGER FOR THAT INPUT. ULTIMATELY, WE REQUEST THE CITY COUNCIL'S APPROVAL, WHICH WILL HAPPEN TOWARDS THE END OF THIS MONTH. AND ULTIMATELY TO GET US STARTED IN FULL MODE FOR THE STATE LEGISLATIVE SESSION IN JANUARY OF 2025. OF SPECIAL NOTE, OUR ONGOING OUTREACH TO OUR DELEGATION, OUR STATE AND COMMUNITY STAKEHOLDERS IS AN A TO Z PROCESS. WE DO THAT FROM THE BEGINNING OF THE DEVELOPMENT THROUGH THE BEGINNING OF THE SESSION AND ALL THROUGHOUT THE SESSION. WE COULDN'T DO OUR WORK FROM THE GOVERNMENT AFFAIRS PERSPECTIVE WITHOUT THE SUPPORT AND THE EXPERTISE OF OUR CITY DEPARTMENTS AND OUR STAKEHOLDERS ACROSS THE COMMUNITY. AS YOU SEE HERE, THERE ARE VARIOUS LEVELS OF PARTNERSHIPS AND OUTREACH. THE CITY COUNCIL IS FRONT AND CENTER. WE PRESENTED TWO PRESENTATIONS AND HAD TWO ROBUST DISCUSSIONS DURING THE IGR COUNCIL COMMITTEE MEETINGS AND THERE WERE SOME EDITS AND SOME UPDATES MADE TO THE PROGRAM THAT YOU WILL SEE MOMENTARILY. AS I SAID EARLIER, THE EXPERTISE IN THE PARTNERSHIP OVER THE COSA DEPARTMENTS IS VERY IMPORTANT TO US, AS WELL AS THE INFLUENCE AND THE FEEDBACK OF OUR DELEGATION MEMBERS, NOT ON THE PROGRAM -- JUST ON THE PROGRAM, BUT ALSO DURING THE STATE SESSION. WE HAVE COUNTERPARTS THAT ARE INTERGOVERNMENTAL RELATIONS -- THAT YOU ARE FAMILIAR WITH ACROSS THE CITY AND ACROSS THE STATE THAT EXTEND TO STATE TRADE ORGANIZATIONS, KEY COMMITTEES HAVE VERY IMPORTANT, ESPECIALLY THE ONES THAT HAVE JURISDICTION OVER CITY-RELATED BILLS. HERE ARE A LIST, A NONININCLUDESIVE LIST OF MANY OF OUR COMMUNITY STAKEHOLDERS. SOME OF THEM ARE JOINING US HERE TODAY AND SOME OF THEM ARE LISTENING VIRTUALLY. I JUST WANT TO SEND THEM A SHOUTOUT AND A THANK YOU FOR SUPPORTING THE SAN ANTONIO COMMUNITY IN ALLOWING US THE OPPORTUNITY TO ADVOCATE ALONG WITH THEM. OUR ADVOCACY EFFORTS AND OUR COLLABORATION DURING THE SESSION EXTENDS WIDE AND DEEP, MUCH THANKS TO THE WORK AND THE EXPERTISE IN THE VARIOUS AREAS THAT FALL OUTSIDE THE CITY JURISDICTION. I WILL NOTE THAT THIS IS NOT AN ALL INCLUSIVE LIST. THIS LIST WILL EXPAND FURTHER WITH ANY EMERGING ITEMS THAT ARISE DURING THE LEGISLATURE. I WANTED TO MAKE SURE TO PUT BEFORE YOU THE STATE LEGISLATIVE PROGRAM PRINCIPLES. OUR PROGRAM IS GUIDED BY THE PRINCIPLES THAT YOU SEE HERE IN FRONT OF YOU. THE PROGRAM AIMS TO IMPROVE THE LIVES OF RESIDENTS AND THE QUALITY THROUGH THE ABILITY OF OUR MAYOR AND COUNCIL TO MAKE THOSE POLICY AND FUNDING DECISIONS. YOU ARE THE BODY CLOSEST TO THE COMMUNITY, AND YOU HAVE THE PULSE OF THE NEEDS AND INTERESTS OF OUR RESIDENTS. THE GOVERNMENT AFFAIRS TEAM ADVOCATES IN AUSTIN DURING THE LEGISLATURE ON BEHALF OF THE SAN ANTONIO RESIDENTS IN ORDER TO ENSURE THAT WE CONTINUE THE DELIVERY OF SERVICES, OF QUALITY SERVICES, TO THE SAN ANTONIO COMMUNITY. AND AS I MENTIONED EARLIER, WE DON'T DO THAT ALONE. WE DO THAT IN COLLABORATION WITH OUR PARTNERS, STAKEHOLDERS AND WITH THE STATE OF TEXAS. HERE IS THE STATE LEGISLATIVE PROGRAM STRUCTURE. IT IS COMPRISED OF FIVE PILLARS, INITIATIVES, PROTECTION OF COMMUNITY INTERESTS, COMMUNITY DEVELOP LT, PUBLIC HEALTH AND SAFETY AND INFRASTRUCTURE AND RESILIENCY. THE PROGRAM IS STRATEGICALLY, BY DESIGN, PREPARED TO BE A BROAD AND GENERAL PROGRAM TO ALLOW THE GOVERNMENT AFFAIRS TEAM AND OUR DEPARTMENTS TO BE ABLE TO BE NIMBLE AND BE ABLE TO PIVOT ACCORDINGLY AS WE ARE DOING OUR ASSESSMENT AND OUR ANALYSIS OF OUR BILLS. SO BY DESIGN, YOU WILL NOTE THAT THE LANGUAGE IN THE PROGRAM IS RECOMMENDED TO REMAIN WITH BROAD STROKES. THE INITIATIVE SECTION INCLUDES THE EAST/WEST BUSINESS CORRIDOR. WE ARE RECOMMENDING SUPPORT FOR THE DEVELOPMENT OF AN EAST/WEST ROADWAY BETWEEN HIGHWAY 35 AND HIGHWAY 37 ACROSS THE SOUTHERN REGION OF SAN ANTONIO, PROVIDING ACCESS TO MAJOR [00:10:06] MANUFACTURING AND RETAIL EMPLOYERS. IMPROVEMENTS ARE NEEDED TO ENHANCE ACCESS AND CONNECTIVITY TO THE MAJOR EMPLOYERS IN SUPPORT OF THE ECONOMIC DEVELOPMENT GROWTH THAT HAS BEEN VERY ROBUST IN THIS PART OF THE CITY. IT'S SEEING AN INCREDIBLE AMOUNT OF INVESTMENT THAT'S HAVE BEEN GREATLY SUPPORTED BY GOVERNOR ABBOTT AND LEADERSHIP IN AUSTIN. WE LOOK FORWARD TO COORDINATING WITH THEM FURTHER IN THIS PROJECT. WE ANTICIPATE THAT IN THE NEXT FOUR YEARS, THERE WILL BE AT LEAST 2,000 MORE JOBS IN THE AREA THAT WILL REQUIRE THE NEED FOR ADDITIONAL TRANSPORTATION INFRASTRUCTURE IN ORDER TO SUPPORT THE CONTINUED GROWTH OF THE BUSINESS AND RESIDENTIAL COMMUNITY IN THIS AREA. ON TO PROTECTION OF COMMUNITY INTERESTS, THIS IS THE CITY'S OVERARCHING LEGISLATIVE PRIORITY TO PRESERVE AND PROTECT THE VOICE OF OUR RESIDENTS AS EXPRESSED IN THE CITY'S CHARTER AND OTHER VOTER-APPROVED AMENDMENTS. WE AIM TO MAINTAIN A FISCALLY SOUND AND WELL-MANAGED ORGANIZATION TO ALLOW FOR THE CONTINUATION OF QUALITY SERVICES TO OUR RESIDENTS AND OUR BUSINESSES. THESE PARTICULAR ISSUES UNDER THE PROTECTION OF COMMUNITY INTERESTS, LOCAL GOVERNANCE, MILITARY CITY AND MUNICIPALLY OWNED UTILITIES ARE AN AREA WHERE THE GOVERNMENT AFFAIRS TEAM SPENDS A GREAT DEAL OF TIME AND EFFORT MAKING SURE THAT YOU SECURE AND MAINTAIN YOUR ABILITY TO BE ABLE TO MAKE THOSE LOCAL AND FUNDING DECISIONS. PROTECTIONS UNDER LOCAL GOV GOVERNANCE EXTEND TO DEVELOPMENT IN MAKING SURE YOU'RE ABLE TO RETAIN THE ABILITY TO MAKE THOSE LOCAL DECISIONS FOR PERMITTING AND OTHER AREAS THAT FALL UNDER THE OPERATIONS OF THE CITY. UNDER MILITARY CITY USA IN COORDINATION WITH GENERAL AYALA WE WORK CLOSELY WITH OUR MILITARY PARTNERS DURING THE LEGISLATURE TO ENSURE PROTECTION FOR MILITARY MISSIONS, OPPOSE ENCROACHMENT AND MUNICIPAL MLY OWNED UTILITIES IS AN AREA DURING THE LEGISLATURE THAT SOMETIMES COMES UP NOT POSITIVELY. LAST SESSION THERE WAS A BILL THAT WOULD HAVE IMPACTED GROSSLY THE GENERAL FUND OF BUDGET OF THE CITY OF SAN ANTONIO DUE TO PROPOSALS TO REDUCE UTILITIES PAYMENTS TO MUNICIPALLY OWNED MODELED ACROSS THE STATE. FOR THESE THREE ISSUES UNDER THIS PILLAR, WE SPEND A LOT OF TIME DOING ADVOCACY UNDER THIS UMBRELLA. SPECIFICALLY, WE ARE RECOMMENDING SUPPORT LEGISLATION THAT MAINTAINS LOCAL AUTHORITY FOR ELECTED OFFICIALS IN SAN ANTONIO TO PROTECT OUR EXISTING ORDINANCES AND CREATE NEW ONES. ADDITIONALLY, OPPOSE LEGISLATION THAT WOULD BE DETRIMENTAL TO THE CITY'S INTEREST AND RESULT IN LOSS OF REVENUE OR OUR INABILITY TO GENERATE NEW REVENUES, AS WELL AS OPPOSE LEGISLATION THAT WOULD ERODE MUNICIPAL AUTHORITY TO ENFORCE DEVELOPMENT RELATED REGULATIONS. LASTLY ON THIS LIST IS PROPOSED LEGISLATION THAT IS DISCRIMINATORY AND UNDERMINES THE CITY'S NONDISCRIMINATION ORDINANCE. AS YOU CAN SEE HERE, TO BE MORE SPECIFIC, WE ARE RECOMMENDING SUPPORT, INCREASED SUPPORT FOR FUNDING FOR DEAAG. TO DATE, THE SAN ANTONIO COMMUNITY HAS SUCCESSFULLY RECEIVED $33 MILLION IN DEAAG FUNDING. THIS IS A CARRYOVER ITEM THAT WE ALWAYS SUPPORT TO BE ABLE TO FACILITATE INFRASTRUCTURE PROJECTS TO SUPPORT OUR MILITARY PARTNERS. WE OPPOSE LEGISLATION THAT UNDERMINE'S THE CITY'S ABILITY TO STAIB, THE TEXAS NATIONAL GUARD MISSION READINESS AS WELL AS SUPPORT FACING ACTIONS THAT WOULD INCREASE A NUMBER OF THE DOD'S TEXAS NATIONAL GUARD MILITARY MISSIONS IN SUPPORT OF OUR SAN ANTONIO REGION. ONTO MUNICIPALLY OWNED UTILITIES AS I MENTIONED EARLIER, THIS IS A CARRYOVER ITEM RECOMMENDING SUPPORT LEGISLATION THAT PROTECTS OUR MOU MODEL FOR CPS AND SAWS. UNDER COMMUNITY DEVELOPMENT, THE CITY OF SAN ANTONIO IS PREPARED FOR GROWTH IN A WAY THAT IS COMPATIBLE WITH THE COMMUNITY'S VISION. THIS VISION INCLUDES INVESTMENTS IN STRONG LOCAL ECONOMY, INCREASING STABLE HOUSING FOR RESIDENTS IN AN EDUCATED AND TRAINED WORKFORCE. UNDER THE ECONOMIC DEVELOPMENT ISSUE, WE SUPPORT ADDITIONAL FUNDING IN MAKING SURE THAT THE STATE TOOLS IN ORDER TO MAKE OUR COMMUNITY STRONGER TO BE [00:15:02] ABLE TO COMPETE FOR VARIOUS MAJOR EVENTS, SUCH AS THE EVENT TRUST FUND AND OTHER STATE TOOLS. UNDER HOUSING STABILITY, WE WANT TO MAKE SURE THAT THERE'S NOT ONLY ACCESS FOR OUR RESIDENTS FOR HOUSING, BUT THAT THERE IS ALSO -- THAT THEY HAVE THE ABILITY TO STAY IN THEIR HOMES. UNDER THE WORKFORCE FRONT, TO ADD ANOTHER LAYER OF SUPPORT FOR SA READY TO WORK INITIATIVES, WE HAVE LANGUAGE THAT SUPPORTS TRAINING, WORKFORCE AND APPRENTICESHIPS. AS YOU WILL SEE HERE, WE SUPPORT THE CONTINUATION OF LOCAL AND STATE INCENTIVES TO SUPPLEMENT THE LOCAL ECONOMIC DEVELOPMENT STRATEGIES TO RETAIN OUR CURRENT EMPLOYERS AND COMPETE FOR MAJOR SPORTING EVENTS AND CONVENTIONS. IN ADDITION, SUPPORT ADDITIONAL FUNDING FOR THE ARTS AND FILM INDUSTRY. THIS IS SPECIFICALLY THE TEXAS MOVING IMAGE INDUSTRY INCENTIVE PROGRAM. AGAIN, A TOOL UNDER THE GOVERNOR'S ECONOMIC DEVELOPMENT TOOLBOX. UNDER HOUSING STABILITY, WE SUPPORT LEGISLATION THAT HELPS LOCAL GOVERNMENTS TO INCREASE AFFORDABILITY, QUALITY, ACCESSIBILITY AND CHOICE IN HOUSING. WE KNOW THAT ACCESS TO HOUSING AND AFFORDABLE HOUSING ARE IMPORTANT ISSUES TO THE CITY COUNCIL AND TO THE COMMUNITY, SPECIFICALLY THROUGH THE COUNCIL-APPROVED SHIP POLICY HOUSING FRAMEWORK. LAST SESSION, THE LEGISLATURE PASSED APPROXIMATELY $18 BILLION WORTH IN PROPERTY TAX RELIEF. WE ARE CLOSELY MONITORING INTERIM SESSION DISCUSSIONS IN THIS SPACE, AND WE ANTICIPATE THAT THESE DISCUSSIONS WILL CONTINUE INTO THE NEW LEGISLATIVE SESSION. THIS, OF COURSE, INCLUDES SUPPORT FOR LEGISLATION THAT PROVIDES SUSTAINABLE PROPERTY TAX RELIEF TO SAN ANTONIO RESIDENTS. UNDER THE B WORKFORCE FRONT, WE RECOMMEND, SUPPORT LEGISLATION THAT INVEST IN EDUCATIONAL, JOB PLACEMENT PROGRAMS AND INCREASE ACCESS TO CHILDCARE TO PROVIDE SUPPORT FOR OUR GROWING WORKFORCE. WE KNOW THAT ACCESS TO CHILDCARE IS VERY IMPORTANT TO OUR COMMUNITY, ESPECIALLY FOR INDIVIDUALS PARTICIPATING IN WORKFORCE TRAINING AND EDUCATION PROGRAMS. IN 2023 DURING THE LEGISLATURE, THERE WERE SEVERAL BILLS THAT WERE FILED THAT WERE PROMPTING FOR ADDITIONAL FUNDING FOR THESE TYPE OF WORKFORCE BILLS. IN ADDITION, THERE WAS A PROPERTY TAX RELIEF BILL FOR CHILDCARE CENTER PROVIDERS THAT DID PASS. THERE WAS A JOINT RESOLUTION THAT DID PASS BY 65% IN NOVEMBER OF 2023. AS YOU WILL RECALL, EARLIER THIS YEAR, THIS CITY COUNCIL APPROVED THE CHILDCARE TAX EXEMPTION FOR 100% EXEMPTION OF PROPERTY TAX FOR CHILDCARE PROVIDERS. UNDER PUBLIC HEALTH AND SAFETY, WE SUPPORT LEGISLATION TO PROTECT AND IMPROVE THE HEALTH OF OUR COMMUNITY SO THAT ALL PEOPLE THRIVE IN A HEALTHY AND SAFE ENVIRONMENT. THIS INCLUDES HEALTHCARE NUTRITION AND VIOLENCE PREVENTION. THIS IS A VERY ROBUST PILLAR FOR -- THERE'S FIVE ITEMS LISTED HERE. THE FIRST ONE IS SUPPORT FUNDING TO EXPAND SAN ANTONIO PSYCHIATRIC AND BEHAVIORAL HEALTH SYSTEM AND FACILITIES TO IMPROVE ADDITIONAL MENTAL HEALTH SERVICES IN OUR COMMUNITY. CURRENTLY, THERE ARE LOCAL CONVERSATIONS HAPPENING, NOT JUST LOCALLY, BUT ALSO AT THE STATE LEVEL. WE ARE TRACKING THOSE DISCUSSIONS IN SPECIFIC INTERIM CHARGES AND OTHER DISCUSSION PANELS AT THE STATE LEVEL IN COORDINATION WITH OTHER LARGE CITIES. WE KNOW THAT THERE IS A NEED ACROSS THE STATE OF TEXAS, AND WE WANT TO MAKE SURE THAT WE HAVE A SEAT AT THE TABLE WHEN THOSE DISCUSSIONS ARE HAPPENING DURING THE LEGISLATURE. IN ADDITION, WE SUPPORT LEGISLATION THAT IMPROVES ACCESS TO NOT JUST HEALTHCARE, BUT ALSO MENTAL HEALTH SERVICES AND SUPPORT FOR ALL SAN ANTONIANS. IN ADDITION, WE SUPPORT ADDITIONAL ACCESS AND FUNDING FOR PROGRAMS THAT SUPPORT FOOD ASSISTANCE, INCREASED ACCESS TO NUTRITIOUS FOODS AND TO PROMOTE FOOD SECURITY. ALSO ON THIS LIST IS SUPPORT LEGISLATION THAT ENCOURAGES RESPONSIBLE PET OWNERSHIP AND IMPROVES THE HEALTH AND SAFETY AND WELFARE OF OUR RESIDENTS. WE HAVE STARTED PRELIMINARY CONVERSATIONS WITH OUR DELEGATIONS SPECIFICALLY REPRESENTATIVE LIZ CAMPOS. WE HAVE CONFIRMED THAT SHE WILL REFILE A BILL, PERHAPS NOT EXACTLY THE SAME. THEY REACHED OUT TO US, WANTED TO MAKE SURE THAT THE CITY'S INVOLVED IN THESE CONVERSATIONS, SO THAT WE CAN MAKE SURE THAT WE TRY TO ADDRESS THIS ISSUE DURING THE LEGISLATION. THIS LANGUAGE WOULD ALSO INCLUDE TO AIM AT IDENTIFYING POSSIBLE RESOURCES FOR THE POLICE DEPARTMENT. UNDER INFRASTRUCTURE AND RESILIENCY, WE ARE AIMING TO EXPAND ACCESS TO INFRASTRUCTURE AND RESILIENCY OPPORTUNITIES IN DIGITAL INCLUSION, TRANSPORTATION INFRASTRUCTURE, PEDESTRIAN SAFETY AS WELL AS PREPARING FOR THE IMPACTS OF EXTREME WEATHER EVENTS AND NATURAL DISASTERS. I WANT TO EXPRESS A BIT OF FRUSTRATION AND I HOPE THAT OUR COLLEAGUES HELP ME OUT ON THIS AND ARE LISTENING WHEN I SHARE THIS EXPERIENCE. WE KNOW THE IMPACT THAT VOUCHERS HAVE ON OUR PUBLIC SCHOOL SYSTEM AND MANY OF THESE SCHOOL DISTRICTS ARE NOW OPERATING FROM A DEFICIT BUDGET, SO MY EXPECTATION WOULD BE THAT WE SUPPORT THE SAN ANTONIO ALLIANCE, NORTH SIDE AFT AND OUR TEACHER'S UNIONS THAT ARE OPPOSING MANY OF THESE BILLS. I UNDERSTAND BROAD STROKES, THE BILLS STILL NEED TO BE FILED, WOE CAN'T HAVE EVERYTHING LAID OUT HERE BUT THAT WOULD BE MY HOPE AND EXPECTATION. I'M GRATEFUL TO SEE THAT COUNCILWOMAN ALDARETE GAVITO, HER CCR IS GOING TO BE RUNNING PARALLEL TO THIS AND I'M HOPEFUL THAT THE GOVERNOR DOES NOT VETO THE IMPORTANT BILL THAT MRS. CAM POS FILED. AND I WOULD HOPE THAT MEMBERS OF THE LEGISLATURE, WHEN THEY MEET AND THEY ADVOCATE NOT JUST FOR THEIR CONSTITUENTS AND THEIR LEGISLATIVE DISTRICT, BUT THEY KEEP IN MIND THAT THE DECISIONS THEY AND THEY NEED TO BE OPEN MINDED TO MAKE SURE THAT THE LEGISLATION THEY PASS DOESN'T SIMPLY SUPPORT A SPECIAL INTEREST OR CERTAIN GROUP. BUT THAT IT REALLY BENEFITS ALL OF US IN TEXAS AS THEY MEET EVERY TWO YEARS AND MAKE THOSE DECISIONS. WHEN WE TALKED ABOUT OUR PLAN, THREE THINGS I REALLY DIDN'T HEAR MUCH ABOUT, WHICH I THINK SHOULD BE PART OF OUR PLANS. OUR STAND ON EDUCATION, OUR STAND ON HEALTHCARE, AND OUR STAND ON ENERGY. AND I SAY THAT BECAUSE THE LAST LEGISLATIVE SESSION HAD A SURPLUS OF OVER $30 BILLION. MOST OF THAT HAS BEEN LEFT IN A BANK SOMEWHERE IN THE LAST TWO YEARS. THIS SESSION THERE COULD BE $40 BILLION IN ADDITIONAL REVENUE OVER AND ABOVE THE PRIOR BUDGET. WE CAN'T NOT PUT THAT FUNDING TO WORK TO IMPROVE THE LIVES OF EVERYBODY IN SAN ANTONIO AND EVERYBODY IN THE STATE OF TEXAS. UNDERFUNDING, PUBLIC EDUCATION LEADS TO RISING JOBLESSNESS. PEOPLE CAN'T GET A GOOD JOB BECAUSE THEY DON'T GET A GOOD EDUCATION. IT LEADS TO GROWING POVERTY. IT LEADS TO A HOUSING CRISIS WHERE PEOPLE CAN'T AFFORD TO FIND A PLACE TO LIVE BECAUSE THEY DON'T HAVE A GOOD JOB BECAUSE THEY DIDN'T GET A COMPLETE EDUCATION. IT LEADS TO HOMELESSNESS, WHICH WE SPEND IN THIS COMMUNITY ABOUT $75 MILLION A YEAR BETWEEN ALL OF OUR ORGANIZATIONS, NONPROFITS, CITY-COUNTY ON FIGHTING HOMELESSNESS. AND IT LEADS TO INCREASED CRIME BECAUSE IF PEOPLE DON'T HAVE A JOB, THEY'RE GOING TO FIND OTHER WAYS OF SUPPORTING THEMSELVES. SO, YOU KNOW, WE NEED TO HAVE, AS PART OF OUR LEGISLATIVE AGENDA, A COMPLETE COMMITMENT TO FULL FUNDING FOR PUBLIC EDUCATION THROUGHOUT THIS STATE. AND I JUST DON'T HEAR US SPEAKING LOUDLY ENOUGH ABOUT THAT. HEALTHCARE. YOU KNOW, WE HAVE UNDERFUNDED HEALTHCARE IN THIS STATE. WE RECENTLY REDUCED THE NUMBER OF CHILDREN ON MEDICAID IN THIS STATE. THAT MEANS MORE CHILDREN DO NOT HAVE THE HEALTHCARE THEY NEED AND THAT LEADS TO FURTHER PROBLEMS FOR FAMILIES. AND ALSO ALSO, YOU KNOW, WE HAVE REFUSED TO EXPAND MEDICAID. AND A FEW YEARS AGO IF THE STATE HAD AGREED TO EXPAND MEDICAID, THEY WOULD HAVE RECEIVED $10 BILLION AND WOULD HAVE HAD TO PUT IN $1 BILLION AS THEIR SHARE. A 10:1 RETURN AND BILLIONS OF DOLLARS FOR IMPROVING HEALTHCARE AND WE COMPLETELY [01:10:08] UNDERFUND IT THE THINGS THAT WE NEED TO ADVOCATE FOR BECAUSE WHO MAKES THE DIFFERENCE UP? IT'S THE MUNICIPALITIES. IT'S OUR METRO HEALTH DEPARTMENT. IT'S THE OTHER NONPROFITS THAT ARE COMMITTED TO PUBLIC HEALTH THAT HAVE TO PICK UP THIS TAB WHEN THE STATE CAN DO IT AND CAN MULTIPLY THEIR INVESTMENT BY TEN IF THEY WOULD DO IT. AND I THINK WE NEED TO GO AHEAD AND EMPHASIZE THAT AS WELL IN OUR LEGISLATIVE AGENDA BECAUSE THE CITY PICKS UP THE DIFFERENCE IN THESE THINGS. AND THEN ENERGY. YOU KNOW, WE HAVE BEEN ON THE PRECIPICE OF PROBLEMS IN OUR ENERGY OVER THE LAST COUPLE OF SUMMERS AND I THINK ALL OF US AGREE WE SHOULDN'T BE FACING THAT KIND OF A DILEMMA. YET WE HEAR RECENTLY THAT SAN ANTONIO IS AT THE CRUX OF A TRANSMISSION CRISIS IN BRINGING ENERGY INTO AND GETTING IT OUT OF SAN ANTONIO BECAUSE THE STATE HAS NOT INVESTED IN IMPROVING THE TRANSMISSION CAPABILITIES FOR THE GRID IN THE STATE. AGAIN, WE HAVE BILLIONS SITTING AROUND BUT WE HAVE INVESTED SOME MONEY IN ENERGY BUT IT'S GONE INTO THE OIL AND GAS INDUSTRY'S FAVORITE SOURCES OF ENERGY. IT HAS NOT GONE INTO DEVELOPING MORE ALTERNATIVE ENERGY, WHICH IS CHEAPER AND VERY RELIABLE. AND SO, YOU KNOW, IF WE'RE NOT INVESTING IN THESE THINGS, IT'S US AND IT'S THE PEOPLE IN THE CITY WHO SUFFER AND WHO SUFFER WHEN OUR ENERGY GOES OUT. AND WE GET CRITICIZED BECAUSE WE'RE CREATING MORE ENERGY, WE'RE GOING OUT AND BUYING THINGS AND WE HEAR WE HAVE TO TAKE A LOOK AT CPS AND WHAT THEY'RE DOING. THEY EXPECT US TO PAY FOR THE EXPANDING OF THE TRANSMISSION AROUND THIS AREA BUT THE STATE LEGISLATURE ISN'T DOING ENOUGH IN THAT AREA. AND THEN ALSO IN ENERGY, WE ARE BRINGING IN THESE ENERGY-HOG DATA CENTERS THAT, YOU KNOW, WE USUALLY SAY WE WOULD LIKE TO HAVE A BUSINESS IN HERE. WELL, WE DO WHEN THEY CREATE JOBS. BUT THESE DATA CENTERS, ESPECIALLY THE BITCOIN MINING CENTERS ARE NOT CREATING JOBS. SIX OR SEVEN RUN A HUGE FACTORY THAT USE ENOUGH ENERGY FOR 20,000 HOMES. THAT MAKES NO SENSE AND WE NEED TO SPEAK TO THAT IN OUR LEGISLATIVE AGENDA SO THE STATE, HOPEFULLY, WILL GIVE IT SOME KIND OF CONSIDERATION. ON THESE KINDS OF FACTORS IF THE STATE DOESN'T DO ITS JOB WE END UP DOING IT FOR THEM AND THAT PUTS IT ON THE BACK OF THE SAN ANTONIO RESIDENTS AND IT DOESN'T NEED TO BE ON OUR BACK WHEN THE CITY AND THE STATE SITS ON BILLIONS OF DOLLARS AND REFUSES TO PUT THOSE TO WORK FOR THE PEOPLE IN THE STATE. SALLY, CORRECT ME IF I'M WRONG, BUT MY UNDERSTANDING IS THAT MOST OF THE TIME WHEN WE'RE UP THERE OUR POSITIONS ON THE BILLS ARE NOT CONCRETE UNTIL THE FINAL VERSION OF THE BILL IS BEING SUBMITTED FOR A VOTE. AND THE REASON FOR THAT IS BECAUSE WE COULD BE AGAINST OR FOR THE BILL, DEPENDING ON WHAT DRAFT OF THE BILL WE'RE LOOKING ON AT ONE PARTICULAR DAY. MANY OF THESE BILLS HAVE FIVE DRAFTS. THEY HAVE HEARINGS AND THEN THEY GET MARKED UP. AND SO WE'VE ALL BEEN IN THE ROOM WHERE ONE DAY IT'S A GREAT BILL. THE NEXT DAY IT'S A TERRIBLE BILL AND THE DAY AFTER THAT IT'S A GREAT BILL AND SO IT'S VERY DIFFICULT TO CATEGORIZE THESE WITH SOME SORT OF BINARY CHOICE, RIGHT, WHICH IS FOR OR AGAINST. AND SO I THINK THAT THAT'S ONE OF THE CHALLENGES THAT WE WOULD FACE IN TRYING TO MAKE SURE THAT THE PUBLIC, BY WAY OF A DASHBOARD, KNOWS WHAT WE'RE TRYING TO ACCOMPLISH. THE SIMPLEST WAY TO ACHIEVE THIS TRANSPARENCY IS TO DO WHAT I THINK WE ALREADY DO. UNLIKE ANY OTHER POLICY INITIATIVE THIS COUNCIL TAKES, THIS IS THE ONLY ISSUE THAT EVERY TWO YEARS REQUIRES US TO MEET WEEKLY. AND, YOU KNOW, OUR LEGISLATIVE TEAM AND OUR IGR COMMITTEE, WE MEET VERY, VERY REGULAR BECAUSE THESE BILLS ARE BEING DRAFTED AND MARKED UP REALTIME AND BECAUSE THEY'RE BEING FILED. SOME DAYS WE'LL JUST GET SURPRISED OUT OF LEFT FIELD WITH SOMETHING THAT REQUIRES ALL-HANDS-ON-DECK. SO THERE IS NO CLEAR DELINEATION BETWEEN STATE JURISDICTION, FEDERAL JURISDICTION. WE ARE LITERALLY UP THERE MAKING SURE THAT AS THEY EXERCISE THEIR JURISDICTION THAT WE DON'T GET STEAMROLLED. THERE'S NOTHING WRONG WITH THAT. I SEE NO HARM IN INCLUDING PROTECTED CLASSES AND NAMING THEM BY NAME AND MAKING IT CLEAR THAT SAN ANTONIO IS A CITY THAT VALUES ALL OF ITS RESIDENTS AND IS GOING TO GO OUT OF ITS WAY TO PROTECT THE MOST MARGINALIZED. NUMBER ONE IS WE WANT TO ARTICULATE IN A WAY THAT MAKES THE JOB OF OUR TEAM EASIER, NOT HARDER. SO I CAN SYMPATHIZE WITH THE IDEA THAT, YOU KNOW, WE WALK INTO THE DOOR OF THE LEGISLATURE AND IMMEDIATELY, BECAUSE WE'RE AN URBAN COMMUNITY, A BIG CITY, WE HAVE A TARGET ON OUR BACK. THAT'S JUST THE WAY THINGS ARE. THAT'S POLITICALLY HOW IT'S ALIGNED AND HAS BEEN, FRANKLY, FOR THE LAST 25 YEARS. THAT'S ALREADY A LITTLE BIT OF A HANDICAP WHEN IT COMES TO ADVOCACY FOR THIS COMMUNITY AND OUR CONSTITUENTS. THE OTHER REASON I SAY THAT IS I UNDERSTAND THERE ARE DIFFERENCES OF OPINION. AND YOU DO REPRESENT YOUR CONSTITUENTS. BUT WHEN YOU GO UP AND ADVOCATE ON A POSITION, ON A BILL, YOU ARE -- IF YOU ARE REPRESENTING THE ENTIRE CITY THEN YOU NEED TO STICK TO THE CONSENSUS DOCUMENT. IF YOU'RE REPRESENTING YOURSELF AND PERHAPS IF YOU WANT TO ASSERT YOU'RE REPRESENTING YOUR CONSTITUENTS THAT ELECTED YOU, YOU MIGHT BE ABLE TO DEVIATE FROM THAT. I WOULD SAY WHEN WE WANT TO HAVE A VOICE AT THE LEGISLATURE AS THE CITY OF SAN ANTONIO, IT IS WHAT WE ADOPT AS A BODY. SO ON SOME OF THE FINER POINTS, FIRST ON COUNCILMEMBER COURAGE. I AGREE WITH A LOT OF THINGS HE SAID. I THINK I MADE THAT POINT. SOME OF THEM ARE VERY HIGH LEVEL. IN FACT, SOME OF THEM ARE ONLY GOING TO BE SETTLED BY NOVEMBER ELECTIONS, FRANKLY. I ALSO AGREE THAT THE LEGISLATURE DID NOT HANDLE A SURPLUS VERY WELL, CONSIDERING ALL THE LEVELS OF CRISES WE HAVE IN OUR COMMUNITY, AS WELL AS THE DIMINISHING FUNDING AND PARITY AT PUBLIC SCHOOL DISTRICTS. WE KNOW THERE'S GOING TO BE SPECIFIC PIECES OF LEGISLATION -- AND COUNCILWOMAN CASTILLO BROUGHT UP VOUCHERS -- THAT I THINK IT WOULD BE WORTHWHILE FOR OUR CITY TO SPEAK OUT ON, PROVIDED WE CAN HAVE A DEBATE AND REACH A CONSENSUS ABOUT. IN MY MIND THERE IS ROOM IN OUR LEGISLATIVE PROCESS TO DEBATE SPECIFIC PIECES OF LEGISLATION OR SPECIFIC LEGISLATIVE MOVES. IF WE WERE TO TAKE A POSITION ON SOMETHING LIKE THAT, IN MY VIEW IT WOULD COME AS A RESOLUTION, NOT JUST A SPECIFIC BILL. THERE IS ROOM FOR THAT DEBATE HERE. YOU KNOW, BECAUSE, AGAIN, WHEN IT COMES TO THE SPECIFIC PIECES OF LEGISLATION THAT WE MIGHT HAVE TO TAKE ISSUE, IT'S ALREADY BEEN STATED WE ARE GOING TO HAVE A POSITION ON THAT.
