SO MANY OF THEM IMPORTANT ONES WITH MEXICO AND SO WE WELCOME YOU AND THE REST OF YOUR DELEGATION. AT THIS TIME, WE DON'T HAVE ANY MINUTES ON OUR AGENDA TO APPROVE SO WE HAVE A FULL CONSENT AGENDA. THAT IS ALL ITEMS 3 THROUGH 29. AND SO THERE ARE NO ITEMS FOR INDIVIDUAL CONSIDERATION. 9 AND 10 WILL BE IF YOU WOULD FOR CONDEMNATION PURPOSES. ARE THERE ANY OTHER ITEMS TO HEAR INDIVIDUALLY.
I'LL MAKE A CORRECTION. 9 HAS BEEN PULLED FROM THE AGENDA AND WILL NOT BE CONSIDERED TODAY. SO IT WILL COME BACK AT THE NEXT AGENDA.
BUT 10 IS PULLED FOR INDIVIDUAL CONSIDERATION FOR CONDEMNATION.
ARE THERE ANY OTHER ITEMS? ITEMS 27, 28, AND 29. ANY OTHERS? ALL RIGHT. HEARING NONE, I'LL ENTERTAIN A MOTION FOR THE BALANCE OF THE CONSENT. ALL ITEMS SAVE FOR 10, 27, 28, AND 29.
FOR THE RECORD, 9 IS NOT GOING TO BE CONSIDERED. >> SO MOVED.
>> SECOND. THERE'S A MOTION AND A SECOND FOR THE BALANCE OF THE CONSENT AGENDA. THERE ARE A COUPLE OF FOLKS. JACK FINGER ON ITEMS 16 AND 20.
>> WELL, GOOD MORNING, MAYOR NIRENBERG, OTHER MEMBERS OF OUR ILLUSTRIOUS SAN ANTONIO CITY COUNCIL. FOR THE RECORD, MY NAME IS JACK M. FINGER.
AND BEING FAIRLY PATRIOTIC TODAY WITH MY PATRIOTIC TIE AND IF YOU'RE LOOKING FORWARD TO LONGER FOUR-YEAR TERMS, JUST REMEMBER YOU'LL HAVE JACK FINGER FOR ANOTHER FOUR YEARS. YES. A COUPLE OF ITEMS I WISH TO BRING TO YOUR ATTENTION ON THIS PORTION OF THE AGENDA. YEAH, SKIP AROUND A LITTLE BIT. ITEM NO. 20 IS ABOUT APPROVING AN AGREEMENT AND ACCEPTING FUNDING OF $8,000 FROM THE PUBLIC POLICY RESEARCH INSTITUTE OVER AT TEXAS A&M UNIVERSITY FOR THE CITY OF SAN ANTONIO, PARTICIPATION IN THE TEXAS YOUTH ACTION NETWORK'S MENTOR PROGRAM. BUT THE DEVIL'S IN THE DETAILS ON THIS ONE, THOUGH. I NOTICED EXACTLY WHAT IS THIS?
[00:10:01]
MR. AUDIO-VISUAL MAN, TAKE A LOOK AT THE UNDERLINED AREA. BACKUP DOCUMENTS TELL US IT IS AN AGREEMENT AND ACCEPTANCE OF FUNDS IN THE AMOUNT OF $8,000 FOR THE RESEARCH INSTITUTE AT TEXAS A&M, ET CETERA, ET CETERA, FOR THE PROJECT WORTH PROGRAM. PROJECT WORTH PROGRAM. TURN THE PAGE OVER AND SEE WHAT ELSE DOES IT SAYS ABOUT PROJECT WORTH THERE. WORKS WITH TEENS THROUGH CITY INITIATIVES INCLUDING VARIOUS TEEN PREGNANCY PREVENTION CAMPAIGNS.RETURN THE CAMERA TO THE PODIUM, IF YOU WOULD. PROJECT WORTH, FOR YOUR INFORMATION, PROJECT WORTH HAS BEEN AROUND FOR A GOOD 10, 20 MAYBE MORE YEARS HERE IN TOWN. BUT THE NOT SO SECRET DIRTY LITTLE SECRET ABOUT PROJECT WORTH IS THAT IT TENDS TO CORRUPT OUR TEENS WHEN IT COMES TO TEEN PREGNANCY PREVENTION. THEY DO LITTLE MORE THAN JUST SUGGESTING ABSTINENCE, THEY PROMOTE BIRTH CONTROL DEVICES AND CONDOMS, ET CETERA, ET CETERA, ET CETERA AMONG THE TEENS. OF COURSE WHEN ALL THE BIRTH CONTROL FAILS, WHERE DO THE TEENS GO AFTER THAT? HUH? YOUR LOCAL PLANNED PARENTHOOD FOR ASKING THEM WHERE DO I GET AN ABORTION. NO, I'M SORRY THAT TEXAS A&M HAS DECIDED TO SHELL OUT MONEY FOR US. I'M SORRY FOR US THAT WE STILL HAVE PROJECT WORTH WITH US HERE. YOU GUYS, SOMEBODY NEEDS TO JUST SAY NO TO THIS. AND ALSO JUST AS A LITTLE SIDE NOTE, ITEM NO. 16 IS ABOUT A LAWSUIT WHEREBY WE'RE GOING TO SHELL OUT HOW MUCH? OH, $175,000 FOR WHEREBY ONE OF OUR CITY DRIVERS STRUCK A VICTIM WITH ONE OF OUR CITY VEHICLES. WILL THAT DRIVER EVER FACE ANY CONSEQUENCES?
THANK YOU. >> MAYOR NIRENBERG: THANK YOU, MR. FINGER.
ALL RIGHT. WE'LL MOVE TO COUNCIL DISCUSSION ON THE CONSENT AGENDA NOW. SIGNAL ME IF YOU WOULD LIKE TO SPEAK ON CONSENT.
COUNCILMEMBER CASTILLO. >> CASTILLO: THANK YOU, MAYOR.
I WOULD LIKE TO HIGHLIGHT ITEM 20. ALL THE INCREDIBLE WORK OF PROJECT WORTH PROGRAM. KEEPING OUR CITY SAFE AND HEALTHY REQUIRES INVESTMENT IN PROGRAMS LIKE PROJECT WORTH THAT HELP PROACTIVELY ADDRESS ISSUES LIKE TEEN PREGNANCY, UNHEALTHY SMOKING HABITS, AND EVEN DOMESTIC VIOLENCE.
BY ADDRESSING THESE ISSUES AT THEIR CORE AND EMPOWERING OUR YOUNG PEOPLE TO ENGAGE IN THIS ISSUE WITH THEIR PEERS, WE'RE NOT ONLY MAKING INVESTMENT DIRECTLY IN OUR YOUNG PEOPLE TO LEAD THEIR COMMUNITIES BUT ALSO INVESTING IN THE OVERALL SAFETY AND HEALTH OF OUR CITY. THANK YOU TO METRO HEALTH AND THEIR TEAM FOR LEADING TO WAY ON THIS PROGRAM AND THANK YOU TO A&M SAN ANTONIO FOR BEING A PART OF THIS WORK. THANK YOU TO ALL THE PROJECT WORTH AMBASSADORS FOR DOING THEIR HARD WORK TO KEEP YOUR PEERS AND ALL OF OUR RESIDENTS SAFE AND HEALTHY WELL INTO THE FUTURE. THANK YOU, MAYOR.
>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CASTILLO. COUNCILMEMBER ALDERETE
GAVITO. >> GAVITO: THANK YOU, MAYOR.
I WANTED TO QUICKLY HIGHLIGHT TWO ITEMS. FIRST I WANTED TO HIGHLIGHT ITEM NO. 15. JUST TO TAKE A QUICK MOMENT TO RECOGNIZE OUR COLLEAGUE, DR. ADRIANA ROCHA GARCIA FOR HER CONTINUED SERVE OR THE BEXAR COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS. SHE HAS BEEN SERVING IN THIS ROLE SINCE 2022.
RECENTLY SHE TOOK PART IN UNANIMOUSLY APPROVING A NEW POLICY THAT WOULD FREEZE APPRAISAL VALUES FOR A YEAR WHEN HOMEOWNERS SUCCESSFULLY CONTEST THEIR APPRAISALS.
THAT WAS A HUGE WIN FOR RESIDENTS. COUNCILWOMAN, I WANT TO THANK YOU FOR YOUR SERVICE ON THE BOARD AND SUPPORT THE VOTES BEING ALLOCATED TO COUNCILWOMAN DR. ROCHA GARCIA. I ALSO WANTED TO HIGHLIGHT ITEM NO. 26, WHICH IS -- WHICH WILL AWARD CONTRACTS TO TWO AGENCIES FROM MARKETING AND COMMUNICATION FOR THE TRANSPORTATION DEPARTMENT.
CURRENTLY THE TRANSPORTATION DEPARTMENT HAS TO RELY ON OTHER DEPARTMENTS' MARKETING CONTRACTS AND DON'T HAVE THEIR OWN. FOR EXAMPLE, THE TRANSPORTATION DEPARTMENT, WE HAVE BEEN WORKING VERY CLOSELY WITH THEM TO IMPROVE THE BIKE LANES AROUND WOODLAWN LAKE PARK. THEY LEVERAGED FUNDING FROM THE BIKE MASTER PLAN TO DO OUTREACH AND CONDUCT A RESIDENT SURVEY, WHICH WAS A BIG SUCCESS. OVER 600 PEOPLE VISITED THE LANDING PAGE TO VIEW THE MATERIALS FOR THE PLAN CHANGE AND OVER 250 TOOK THE SURVEY TO PROVIDE THEIR INPUT. HAVING A CONTRACT DEDICATED SPECIFICALLY TO THESE EFFORTS WILL CONTINUE THAT MOMENTUM AND PROPERLY MARKET AND COMMUNICATE THE MANY MAJOR PROJECTS AHEAD WITH EVEN GREATER SUCCESS. I ALSO WANT TO BRIEFLY HIGHLIGHT THE TWO AWARDEES. KGB TEXAS FOR ALL OF THEIR GREAT WORK, INCLUDING THAT OF THE REBRANDING OF THE SAN ANTONIO INTERNATIONAL AIRPORT.
AND FOR POSITIONING ONLY, LLC, ALSO A LOCAL BUSINESS WITH APPRECIATION FOR LATINO CULTURE. I AM CERTAIN THESE AGENCIES ARE THE PERFECT CHOICE TO
[00:15:02]
TAKE ON THE TASK FORCE FOR THE TRANSPORTATION DEPARTMENT AND I LOOK FORWARD SEEING WHAT'S TO COME FROM BOTH OF THEM. THANK YOU, MAYOR.MOTION AND A SECOND FOR APPROVAL OF ALL ITEMS SAVE FOR 10, 27, 28, 29.
PLEASE VOTE. MOTION CARRIES. ALL RIGHT.

THE TRUTH IS WITNESSED EVERY DAY ACROSS SAN ANTONIO, WALK INTO ANY BUSINESS FROM A SMALL COFFEE SHOP TO A MAJOR CORPORATION AND YOU WILL FIND MARINES BUT THEY STILL CARRY THEMSELVES WITH THAT UNMISTAKABLE MARINE CORPS BEARING.
THEY SERVE AS POLICE OFFICERS, FIREFIGHTERS, TEACHERS, AND CIVIC LEADERS.
THEY RUN BUSINESSES, COACH SPORTS, AND CONTINUE TO SERVE THE COMMUNITY WITH THE SAME DEDICATION THEY SHOWED IN UNIFORM. EACH YEAR OUR MARINES TAKE IMMENSE PRIDE IN SUPPORTING SAN ANTONIO FIESTA CELEBRATIONS FROM PARTICIPATING IN THE BATTLE OF FLOWERS PARADE TO SUPPORTING MILITARY CEREMONIES AT THE ALAMO. OUR MARINES CHERISH AND EMBRACE THE SAN ANTONIO TRADITION. DURING THE HOLIDAY SEASON, OUR MARINES ORGANIZE ONE OF THE LARGEST TOYS FOR TOTS CAMPAIGN, ENSURING THOUSANDS OF SAN ANTONIO CHILDREN WAKE UP TO PRESENTS ON CHRISTMAS MORNING. I'M ESPECIALLY PROUD TO SAY THAT OUR RANKS ARE FILLED WITH TEXAS NATIVES, MEN AND WOMEN WHO GREW UP HERE IN SAN ANTONIO AND ACROSS THE LONE STAR STATE. THESE MARINES BRING NOT ONLY THEIR SKILLS AND DEDICATION TO THE CORPS BUT ALSO THE VALUES AND STRENGTH THAT THIS COMMUNITY INSTALLS IN THEM. THEY REPRESENT TEXAS PROUDLY. CARRYING THE SPIRIT OF SAN ANTONIO WITH THEM WHEREVER THEY SERVE. TEXAS AND SAN ANTONIO, IN PARTICULAR, HAS GIVEN THE MARINE CORPS SOME OF ITS FINEST WARRIORS. TODAY THAT PROUD TRADITION CONTINUES. FOR THE RECORD, MY NAME IS JACK M. FINGER. THESE ITEMS WE ARE BRINGING UP, 27, 28, AND 29 IS ABOUT A, OH, AN ANNEXATION TO OUR CITY OF A CERTAIN AREA JUST OUTSIDE OF THE CITY. AND IT WAS BROUGHT UP A FEW WEEKS AGO AND IT LOOKED LIKE THERE WAS GOING TO BE A HEALTHY DISCUSSION ON IT, DELIBERATION AND FINAL DECISION ON IT. BUT DURING THE DELIBERATION, IT WAS LEARNED OR CLAIMED THAT MR. MCKEE-RODRIGUEZ, YOU WERE SOMEHOW, WELL, MISREPRESENTING THE DOGGETT FREIGHTLINER SIDE OF THE CASE THERE SO THROUGH MUCH CONSTERNATION EVERYBODY DECIDED LET'S HOLD OFF ON THIS AND WORK BEHIND THE SCENES AND SEE WHAT WE CAN DO A FEW WEEKS AFTER THAT. SO TODAY IS THE DAY AND MAYBE SOMETHING HAS WORKED OUT BECAUSE I GUESS THIS CITIZEN IS THE ONLY ONE COMING UP FORWARD TO OFFER UP COMPLAINTS. BUT I THINK IT WOULD BEHOOVE US TO AT LEAST LOOK AT THE HISTORY ON THIS THING. THERE HAS BEEN CONTROVERSY BECAUSE, WELL, FOR ONE THING THE ZONING COMMISSION SAID THEY RECOMMENDED DENIAL TO THIS WHOLE THING.
WHY? WELL, IF YOU LOOK AT THE MAP, MR. AUDIO-VISUAL MAN, TAKE A LOOK AT THAT. IF YOU HAVE SEE IN THE BLACK CIRCLED AREA, IF IT ISN'T TOO BLEACHED OUT HERE. THERE ARE LITTLE NOTATIONS SAYING R-4.
THEY ARE THE ONES WHO HAVE TO LIVE RIGHT NEXT TO THIS DOGGETT FREIGHTLINER'S PROPOSAL FOR WHAT THEY'RE DOING THERE. THEY'RE CONCERNED ABOUT THE TRAFFIC, THE NOISE, AND EVERYTHING ELSE. SO, YES, AND THERE'S QUITE A NEW OF THEM THERE. AS YOU CAN SEE THERE ARE NO BUFFERS BETWEEN THEM AND THAT AREA THERE. RETURN THE CAMERA AND THEN ALSO HERE'S SOME OTHER THINGS HERE. HOW MUCH OPPOSITION WAS THERE? WELL, LET'S TAKE A LOOK AT THIS HERE. LET'S SEE, WELL, WITH A CONDITIONAL USE OF MANUFACTURED HOMES. SCROLLING DOWN, 76 NOTICES, 20 IN OPPOSITION. THAT'S ABOUT, WELL, OFF TO THE SIDE IT SAYS 26%.
YOU'RE DOING GOOD IF YOU GET ANYWHERE FROM 5 AND 10%. THIS IS 26%, MR. MCKEE-RODRIGUEZ. AND, YES, TURN THE PAGE, IF YOU WOULD.
WHAT ELSE DOES IT SAY THERE? LOOK AT ALL THOSE OPPOSITION.
30 PEOPLE SPOKE OUT AGAINST IT AT THE ZONING COMMISSION. YOU'RE DOING GOOD IF YOU GET ONE OR TWO. SEE, MR. MCKEE-RODRIGUEZ, PEOPLE HAVE TO LIVE HERE AT THESE THINGS. MAYBE YOU JUST WANT TO SAY NO TO THIS THING.
YES. THAT'S HOW BAD -- >> MAYOR NIRENBERG: THANK YOU, MR. FINGER. COUNCILMEMBER MCKEE-RODRIGUEZ.
>> MCKEE-RODRIGUEZ: THANK YOU, MAYOR. I MOVE TO CONTINUE THESE PERSISTENT NASTY THINGS CALLED 26, 28, AND 29 TO THE NOVEMBER 21, 2024 A SESSION.
