[Approval of Minutes  ]

[00:00:39]

OF THE MINUTES FROM OCTOBER 15TH, 2024. ARE THERE ANY CHANGES OR EDITS? ANYTHING TO DISCUSS? I'LL ENTERTAIN A MOTION. I HAVE A COUPLE PEOPLE HERE.

>> I MOVE TO APPROVE THE MINUTES AS IS. >> SECOND.

>> MOTION AND A SECOND. ALL IN FAVOR SAY AYE. OPPOSED? MOTION CARRIES. ARE THERE ANY -- IS THERE ANY PUBLIC COMMENT

[Consent  ]

TODAY? >> WE HAVE NO MEMBERS OF THE PUBLIC SIGNED UP TO

SPEAK TODAY. >> WE HAVE A CONCEPT ITEM.

DO YOU WANT TO PULL THAT? DO YOU NEED THE PRESENTATION? OKAY. SO I'LL ENTERTAIN A

MOTION ON THE CONSENT ITEM. >> I MOVE TO APPROVE THE

CONSENT ITEM. >> SECOND. >> ALL RIGHT.

ALL THOSE IN FAVOR SAY AYE. ANY OPPOSED?

[Briefing and Possible Action on  ]

MOTION CARRIES. WE'LL MOVE ON TO ITEM -- THE NEXT ITEM, HOLIDAY

TIPS. TAKE IT AWAY, CHIEF. >> GOOD AFTERNOON, EVERYBODY. SO WE'RE GOING TO TALK A LITTLE BIT ABOUT SOME HOLIDAY SAFETY TIPS TODAY. MOST OF THIS STUFF THAT WE'RE GOING TO BE TALKING ABOUT IS PRETTY COMMON KNOWLEDGE, BUT WE'RE GOING TO GO OVER IT AGAIN IN HOPES THAT PEOPLE WON'T BECOME VICTIMS OF CRIME OVER THIS HOLIDAY SEASON. SO VEHICLE THEFTS,ABLIS, FRAUD, DWI ARE THINGS WE'RE GOING TO TALK ABOUT.

AND IF YOU DO BECOME THE VICTIM OF A CRIME OR THERE'S SOMETHING THAT YOU'RE CONCERNED ABOUT, THEN WE'RE GOING TO LET YOU KNOW HOW AND WHEN TO CONTACT SAPD. SO FOR VEHICLE BREAK-INS, PREVENTION, VEHICLE THEFT PREVENTION, SO WE ALWAYS WANT TO PARK IN WELL LIT AREAS. WE WANT TO LOCK OUR VEHICLES.

WE WANT TO SECURE OUR VALUABLES. THAT WILL REDUCE OUR CHANCE OF BECOMING THE VICTIM OF A VEHICLE BURGLARY OR THEFT.

IN 2023, DURING THE HOLIDAY SEASON, THERE WERE 3200, JUST OVER 3200 OR 16.4% OF ALL RECORDED -- REPORTED VEHICLE THEFTS, THEY OCCURRED DURING A HOLIDAY SEASON. THEN, AGAIN, IN 2023, DURING THE HOLIDAY SEASON, 3500 OR 16.2% OF ALL REPORTED VEHICLE BREAK-INS OCCURRED DURING THE HOLIDAY SEASON.

THEN DWI, ONE SIMPLE RULE, DON'T GET BEHIND THE WHEEL IF YOU'VE BEEN DRINKING, AND AS TXDOT SAYS, DRINK, DRIVE, GO TO JAIL OR DRIVE SOBER OR GET PULLED OVER. SIMPLE RULE. DON'T GET BEHIND THE WHEEL IF YOU'VE BEEN DRINKING. PORCH THEFTS, IF YOU LIVE IN A HOUSE WHERE THE -- YOUR FRONT DOOR OR PORCH IS CLOSER TO THE SIDEWALK OR THE STREET, THEN YOU'RE MORE VULNERABLE FOR HAVING YOUR PACKAGES STOLEN OFF YOUR PORCH. SO TRY TO TRACK THE DELIVERY DATE AND THE TIME OF ARRIVAL, IF YOU CAN.

IF YOU WON'T BE HOME AND SOMEONE CAN RECEIVE THAT PACKAGE FOR YOU, THAT WILL REDUCE YOUR RISK OF HAVING THAT PACKAGE STOLEN, AND DON'T ADVERTISE YOUR GIFTSLY LEAVING BOXES AT THE CURB.

A WELL LIT EXTERIOR ALWAYS REDUCES YOUR RISK OF BECOMING THE VICTIM OF A BURGLARY FROM YOUR PORCH OR INSIDE YOUR HOUSE FOR THAT MATTER.

SO 2,195 OR 17% OF PROPERTY THEFT CRIMES OCCUR DURING THE HOLIDAY

[00:05:04]

SEASON IN 2023. SO THEY ALMOST ALWAYS RESULT WHEN SOMEONE OR SOME GROUP GETS AHOLD OF YOUR FINANCIAL INFORMATION, A PIN NUMBER, OR YOUR BANK ACCOUNT, AND THEY CAN ALWAYS STEAL YOUR MONEY WHEN THEY DO THAT. DON'T GIVE UP YOUR INFORMATION OVER THE PHONE. PASS WARDS OR ACCOUNT NUMBERS SHOULD BE KEPT WELL GUARDED AND DON'T ADVERTISE WHEN YOU'LL NOT BE HOME.

SO CELEBRATORY GUNFIRE OR ANY GUNFIRE FOR THAT MATTER, THIS HAPPENS EVERYWHERE AROUND SAN ANTONIO. GUNFIRE FOR WHATEVER REASON, WHETHER IT'S CELEBRATORY OR TESTING OUT YOUR NEW GUN OR THE GUN YOU STOLE, IS DANGEROUS WHETHER IT'S NEW YEAR'S EVE, FOURTH OF JULY, OR, AGAIN, IF YOU'RE JUST TESTING OUT A NEW GUN.

IF YOU HEAR IT, CALL IT IN. CALL THE NON-EMERGENCY NUMBER. AVERAGE DAILY SHOTS FIRED DURING 2023 WAS 102. THE NUMBER OF SHOTS FIRED ON JANUARY 1 WAS 361, UP FROM 102. ON JULY 4TH, 304, AGAIN, UP FROM 102.

THEY GO WAY UP ON THOSE TWO DATES. SO THE PUBLIC -- THIS PUBLIC CAMPAIGN WILL BE SHARED OVER ALL THESE IMMMEDIA OUTLETS.

WE'LL DO SERVICE ANNOUNCEMENTS, CAMPAIGN, COMMUNITY ENGAGEMENT AT MEETINGS, COLLABORATIONS WITH LOCAL MEDIA, AND THE DIGITAL ENGAGEMENT WILL BE IN BOTH ENGLISH AND SPANISH.

>> HEY, SANTA, I'M OFFICER HARDIN, AND I'M OFFICER MRS. MRS., AND WE'RE WITH THE SAN ANTONIO POLICE DEPARTMENT AND WE'RE HERE TO GIVE YOU VERY IMPORTANT SAFETY TIPS ABOUT THE HOLIDAY

SEASON. >> LOCK YOUR VEHICLE AND NEVER, EVER LEAVE YOUR KEYS OR KEY TO BE OR YOUR FIREARM IN YOUR VEHICLE.

>> DON'T BE DISTRACTED. STAY OFF YOUR PHONE AND PLEASE DON'T TEXT AND

DRIVE. >> DON'T DRINK AND DRIVE.

PLAN AHEAD. MAKE ARRANGEMENTS WITH A RIDE SHARE COMPANY OR A

TAXI. >> DON'T ANNOUNCE WHAT YOU'VE GOT AS A GIFT.

BURGLARS ARE LOOKING OUT FOR THAT. CUT OFF YOUR BOXES AND ALWAYS

RECYCLE. >> NEVER LEAVE YOUR VALUABLES IN PLAIN SIGHT. HIDE THEM OR TAKE THEN WHEN YOU WHEN YOU GO

SHOPPING. >> IF YOU SEE SOMETHING SUSPICIOUS, SPEAK UP AND SAY SOMETHING. CALL 207-SAPD. FOR AN EMERGENCY, DIAL

91. >> BE AWARE OF PORCH PIRATES.

WHEN YOU'RE EXPECTING A PACKAGE, MAKE SURE TO NOTIFY A FAMILY MEMBER OR NEIGHBOR. SOME COMPANIES ALSO REQUIRE YOU TO SIGN FOR

YOUR PACKAGE IF YOU WANT TO RECEIVE IT. >> HAPPY HOLIDAYS FROM

THE SAN ANTONIO POLICE DEPARTMENT. >> STAY SAFE.

>> HO HO HO. >> PEOPLE ARE UP IN ARMS ABOUT VEHICLE BURGLARS AND IN HOTELS AND WHATNOT. SO I HAD A GROUP COME TOGETHER OF LOCAL BUSINESS LEADERS THROUGHOUT THE COMMUNITY, AND WE HAD THIS VEHICLE BURGLARY TASK FORCE.

AS A RESULT OF THAT TASK FORCE, WE CAME UP WITH THIS LOGO WITH A LITTLE STICK MAN LEANING INTO A CAR AND SAYS LOSE IT, LEAVE IT.

THOSE SIGNS ARE OUT THERE TODAY IF YOU SEE THEM AROUND MUCH THAT'S WHERE THEY CAME FROM. ONE OF THE PERSONS ON THE TASK FORCE DURING ONE OF THE MEETINGS LEANS OVER TO ME AND SAID, THIS IS THE BURGLARY VEHICLE TASK FORCE AND LEANS OVER TO ME AND SAID, CHIEF, I JUST GOT MY CAR BROKEN INTO. I SAID, WHAT DID YOU HAVE IN IT? HE SAID MY GOLF CLUBS. THEY WERE ON THE TASK FORCE TO PREVENT VEHICLE BURGLARIES. ANYWAY, LASTLY, WE HAVE A HOLIDAY CRIME REDUCTION TASK FORCE. THAT TASK FORCE IS MADE UP OF DETECTIVES. THEY START AROUND THANKSGIVING AND THEY GO THROUGH THE END OF -- I THINK IT'S THROUGH JANUARY 6TH.

THEY WORK AREAS THAT ARE HIT HEAVILY BY VEHICLE BURGLARS.

AT THE END OF THIS TIME PERIOD, THEY TYPICALLY HAVE A NUMBER OF REAL GOOD ARRESTS, AND THEY TARGET INDIVIDUALS WHO HAVE BEEN ARRESTED IN

[00:10:01]

THE PAST FOR VEHICLE BURGLARIES AND INDIVIDUALS THAT THEY HAVE INTELLIGENCE ON WHO'LL BE COMMITTING BLARES DURING THIS HOLIDAY SEASON. THAT'S UP COMING FOR THIS TASK FORCE.

IT WILL BE STARTING HERE NEXT WEEK. THAT'S THE END OF MY PRESENTATION.

>> THANKS, CHIEF. >> GOOD AFTERNOON. A LITTLE TOO TALL.

SO TODAY I AM HERE TO TAKE THIS OPPORTUNITY TO DISCUSS FIRE SAFETY DURING THE HOLIDAYS, PARTICULARLY. SO I KNOW IT IS PRETTY MUCH COMMON KNOWLEDGE AS CHIEF MCMANUS MENTIONED,S BUT IT'S EXTREMELY IMPORTANT BECAUSE YEAR AFTER YEAR, IT SEEMS WE HAVE AN INCREASE IN FIRES DURING THIS TIME OF YEAR. A LOT OF THAT IS RELATED TO, YOU KNOW, THE HOLIDAY DECORATIONS, BUT MUCH OF IT ALSO, WITH THE COOLER TEMPERATURES -- I CAN'T SAY COLD BECAUSE IT SEEMS LIKE IT'S NEVER GOING TO HAPPEN, BUT THERE ARE COOLER TEMPERATURES, AND, YOU KNOW, PEOPLE JUST TRYING TO STAY WARM IN THEIR HOMES. SO AS FAR AS CHRISTMAS TREES AND DECORATIONS, JUST PLEASE ENSURE THAT YOU KEEP DECORATIONS AT LEAST THREE FEET AWAY FROM ANY FLAMMABLES. IT SOUNDS, YOU KNOW, LIKE IT'S COMMON KNOWLEDGE, BUT IT REALLY ISN'T. THERE'S SO MANY HOMES THAT FIREFIGHTERS WALK INTO AND OUT OF, AND IT JUST SEEMS LIKE THERE'S ALWAYS HAZARDS, WHETHER IT'S CANDLES BURNING NEAR FLAMMABLES AND, YOU KNOW, THE FIREPLACES ARE DECORATED AND, OBVIOUSLY, THAT'S A FLAMMABLE -- THERE'S A RISK OF FIRE WHEN THERE'S DECORATIONS NEARBY.

SO JUST THINGS TO KEEP IN MIND. AND AS FAR AS STAYING WARM, SAME THING GOES. I MEAN, MAKE SURE THAT IF YOU LEAVE YOUR HOME, YOU TURN YOUR SPACE HEATER OFF. ALSO, YOU NEVER LEAVE IT ON OR NEAR CURTAINS OR NEAR ANYTHING FLAMMABLE.

KEEP IT AT LEAST THREE FEET, AGAIN, AWAY FROM FLAMMABLE SURFACES.

THE MAINTENANCE IS EXTREMELY IMPORTANT AS WELL, MAKING SURE YOU CHECK YOUR HEATERS AND FIREPLACES ONCE A YEAR TO MAKE SURE THEY ARE IN GOOD ARRESTED AND CLEAN -- GOOD ARR ORDER AND CLEAN.

THE DUST ACCUMULATION CAN OCCUR JUST OVER THE COURSE OF TIME AND JUST SOMETHING TO KEEP IN MIND. HOLIDAY COOKING SAFETY TIPS, WELL, AS FAR AS STOVE TOP COOKING, NEVER LEAVE IT UNATTENDED.

THEN WITH THE OVEN, MAKE SURE IT'S ALWAYS HELPFUL, ESPECIALLY FOR ME -- I TEND TO BE FORGETFUL AT TIMES. IT'S HELPFUL TO HAVE A TIMER AND CHECK IN PERIODICALLY. ASIDE FROM THAT, I MEAN, SMOKE DETECTERS, IT'S ALWAYS IMPORTANT TO CHECK THOSE AT LEAST ONCE A YEAR, AND THOSE NEED TO BE TESTED JUST BY PRESSING THE BUTTON AND THEN MAKING SURE THEY ARE REPLACED EVERY TEN YEARS.

USUALLY THE SMOKE DETECTERS THAT YOU BUY TODAY HAVE A TEN-YEAR BATTERY, BUT JUST MAKE SURE YOU FOLLOW UP WITH THAT TEST ESPECIALLY DURING THOSE COOLER MONTHS. CARBON MONOXIDE DETECTERS, IMPORTANT TO CHECK THOSE. THOSE ARE REPLACED A LITTLE BIT MORE FREQUENTLY. THOSE ARE EVERY FIVE YEARS. BUT, AGAIN, THEY HAVE A TEST FEATURE AS WELL.

SO THOSE ARE JUST SIMPLE HOLIDAY TIPS THAT WE CONTINUE TO COMMUNICATE EVERY SINGLE DAY IN THE FIRE DEPARTMENT. WITH THIS NEXT SLIDE, YOU'LL SEE THE MULTIPLE METHODS THAT WE USE TO COMMUNICATE.

ASIDE FROM OUR PUBLIC OUTREACH EFFORTS, WE ALSO DO, YOU KNOW, THE MEDIA. WE PARTNER WITH MEDIA OUTLETS.

AT TIMES WE DEMONSTRATE A FIRE -- CHRISTMAS TREE ON FIRE AND DEMONSTRATE HOW QUICKLY THOSE GO UP. SO ALSO, WE'LL USE SOCIAL MEDIA TO BLAST OUT INFORMATION AND OUR FIRE SAFE SA WEBSITE IS ANOTHER MEANS OF COMMUNICATING. SO AS FAR AS THE ONLINE MESSAGING THAT YOU SEE UP HERE, FIRE SAFE SA, IF YOU GO, THERE'S A SPECIAL LANDING PAGE THAT YOU SELECT HOLIDAY SAFETY 2024, AND YOU CAN FIND EVERYTHING IN THAT ONE PAGE THAT YOU CAN EITHER DOWNLOAD, PRINT.

THERE'S ALSO VIDEOS FOR THE HOLIDAYS. FIRES, WE OFTENTIMES TAKE THIS MATERIAL AND USE IT DURING OUR COMMUNITY SAFETY EVENTS AS WELL. HERE YOU'LL SEE ADDITIONAL INFORMATION

[00:15:02]

ON THE LEFT YOU'LL SEE SPANISH MESSAGE FOR SMOKE DETECTER TESTING AND REPLACEMENT. THEN THERE'S ALSO VIDEOS THAT ARE SPECIFIC FOR SMOKE DETECTERS. THAT IS OUR HECTOR DETECTER VIDEO.

I LOVE THAT VIDEO, BY THE WAY. THIS IS OUR SCAN MESSAGE. THEN ALSO SPECIFIC MATERIAL ON CHRISTMAS TREE FIRE SAFETY. THIS NEXT SLIDE IS THE FIRE SAFE SA.

DEPENDING ON THE TIME OF HERE, WE HAVE DIFFERENT MESSAGES AND MATERIAL THAT ARE GROUPED TOGETHER SO THEY'RE EASY TO FIND.

YOU'LL SEE HAZARDS THAT ARE PRESENT AT OTHER TIMES OF THE YEAR THAT WE HAVE, YOU KNOW, A SPECIFIC PAGE DEDICATED TO THAT.

HERE ARE THE PRINTABLE DOWNLOADABLE MATERIALS THAT I MENTIONED EARLIER. SO HERE YOU'LL FIND STUFF SPECIFIC FOR THANKSGIVING, THE TURKEY FRYER, YOU KNOW, THE REPLACEMENT OF SMOKE DETECTERS, CHRISTMAS TREE MESSAGES. SO ALL THE DETAILS ARE IN THE MESSAGING THAT'S ALSO AVAILABLE ON THE WEBSITE.

THEN WE GET TO THE FUN VIDEOS. OH, AND I WANTED TO MENTION THAT PD MENTIONED THAT THEY HAVE -- WHAT DID HE CALL IT? A NO REDUCTION TASK FORCE? WE DON'T HAVE A REDUCTION TASK FORCE. OUR TASK FORCE IS THE FIREFIGHTERS ON THE STREETS COMMUNICATING THE MESSAGE EVERY OPPORTUNITY THAT WE GET AND THEN OUR PUBLIC OUTREACH DIVISION ALSO DOES A GREAT JOB ATTENDING EVENTS AS WELL.

SO I WOULD LIKE TO SHOW THE HOLIDAY VIDEOS.

>> HOUSE FIRES ARE PREVENTABLE. ONE HERE OWE LEADS THE WAY. HECTOR THE DETECTER, BUT HE NEEDS YOUR HELP TO KEEP SAN ANTONIO SAFE BY DOING A HOME SAFETY SCAN.

SMOKE ALARMS, REMEMBER TO TEST THEM REGULARLY. CLEAR A PATH OF ESCAPE.

HAVE AN ACTION PLAN IN CASE OF FIRE AND NEIGHBORS, CHECK ON YOUR VULNERABLE NEIGHBORS. FIND MORE SAFETY TIPS AND LEARN HOW TO DO A

HOME SCAN WITH YOUR FAMILY. >> HAPPEHAPPY

HOLIDAYS. >> THIS IS YOUR FIRST PUBLIC SAFETY MEETING AS CHIEF. RIGHT? SO WELCOME.

THANK YOU. APPLAUD. OKAY.

I HAVE A COUPLE QUICK QUESTIONS. CHIEF, IS -- THERE'S A SPECIFIC TASK FORCE FOR PROPERTY CRIME. IT'S NOT JUST DURING THE

HOLIDAY SEASON. CORRECT? >> CORRECT.

PROPERTY CRIMES TASK FORCE. >> SOMETIMES WE GET QUESTIONS OF, LIKE, I'M NOT SURE I'M USING THE RIGHT WORD BY DISPLACEMENT OF YOUR SERVICES, DISPLACEMENT OF WHERE OFFICERS MIGHT BE IF THEY WEREN'T SPECIFICALLY FOCUSED ON PROPERTY CRIME DURING THE HOLIDAYS. BUT THAT'S NOT THE CASE.

RIGHT? I MEAN, IT'S EVENLY DISBURSED THROUGHOUT THE

YEAR. >> IT IS. AGAIN, WE PULL TOGETHER -- THE BURGLARY OF VEHICLES PICKS UP DURING HOLIDAY SEASON.

SO WE PICK UP OUR EFFORTS AND WE PUT TOGETHER THIS HOLIDAY CRIMES TASK FORCE. WE'VE BEEN DOING THIS FOR, GOSH, I DON'T KNOW

HOW LONG. 10, 12 YEARS. >> OKAY.

SO IT OCCURS TO ME ALSO THAT -- WE'VE BEEN TO A COUPLE MEETINGS TOGETHER AND YOU TALKED TO -- LATELY ANYWAY, AND YOU TALK TO NEIGHBORHOODS ABOUT THE FACT THERE ARE PEOPLE WHO WILL WATCH CARS, YOU PUTTING THINGS IN THE TRUNK. WITH YOU TALK ABOUT THAT?

>> ESPECIALLY IN THE MALL PARKING LOTS, THEY HAVE SPOTTERS.

THEY'LL BE IN COMMUNICATION WITH THEIR PARTNERS.

WHEN THEY GET NOTIFIED THIS GUY IS LEAVING HIS CAR.

HE JUST WENT INTO SAKS OR WHEREVER IT MAY BE. THEY WILL HIT THAT VEHICLE WITHOUT ANY WORRY ABOUT THAT OWNER COMING BACK.

>> SO WHAT'S YOUR ADVICE TO AVOID -- >> YOU HAVE TO BE AWARE AND LOOK AROUND AND SEE IF ANYBODY IS WATCHING AND DON'T LEAVE ANYTHING VISIBLE IN YOUR CAR, NOT JUST VALUABLES. DON'T LEAVE ANYTHING VISIBLE IN YOUR CAR AND MAKE SURE THE DOORS ARE LOCKED.

>> THANK YOU. CHIEF, YOU CAN ALSO TALKED ABOUT THE SERVICE THAT THE FIRE DEPARTMENT PROVIDES IF YOU WANT YOUR SMOKE DETECTERS TO

BE CHECKED OR IF YOU NEED ONE. >> YES, MA'AM.

ACTUALLY, YOU CAN CALL 211, AND THAT IS THE UNITED WAY WILL ROUTE

[00:20:07]

THE REQUEST TO THE FIRE DEPARTMENT, AND THEN WE WILL FULFILL.

OUR TURNAROUND TIME HAS BEEN REALLY GOOD. SO THAT'S ONE WAY.

ALSO, ON THE FIRE SAFE WEBSITE, THERE IS A FORM THAT YOU CAN SUBMIT A REQUEST THROUGH THAT WEBSITE, AND WE WILL RESPOND THAT WAY AS

WELL. >> OKAY. THANK YOU.

AND HOW CAN WE SHARE THOSE VIDEOS? WHERE CAN WE FIND THOSE

VIDEOS? >> THOSE ARE ALL AVAILABLE ON FIRE SAFE

SA? >> PROFESSOR: CHIEF, IS YOURS ON THE CITY

WEBSITE AS WELL? ALL RIGHT. >> IF I MAY, WE WERE TALKING ABOUT THIS BEFORE THE MEETING. WE'LL SHARE THE RESOURCES WITH ALL THE COUNCILMEMBERS IF YOU WANT TO INCLUDE THEM ON YOUR NEWSLETTERS OR ANY OTHER COMMUNICATIONS TO YOUR CONSTITUENTS AS WELL. WE'LL PROACTIVELY DO THAT.

>> OKAY. THANK YOU. ARE THERE ANY OTHER

QUESTIONS? >> THANK YOU, CHAIR. THANK YOU ALL FOR THIS PRESENTATION. I DID WANT TO FIRST -- I WANTED TO START OFF BY THANKING OR POLICE OFFICERS AND OUR FIREFIGHTERS FOR ALL OF THE HARD WORK OVER THE HOLIDAYS, NOT ONLY IS THE WORK Y'ALL ARE DOING INCREASED, BUT I ALSO AM FULLY AWARE YOU HAVE TO MISS HOLIDAYS AND FAMILY CELEBRATIONS BECAUSE OF THE SHIFTS Y'ALL ARE WORKING.

SO THANK YOU SO MUCH. I APPRECIATE IT AS WE ALL DO.

REALLY QUICK, ON SLIDE 8 FOR THE POLICE UPDATE, THANK YOU FOR PUSHING THIS EFFORT. THERE'S A CCR REGARDING GUNSHOTS.

WE WANT TO DO A PUBLIC SERVICE CAMPAIGN AND ALSO TO REFINED RESIDENTS HOW TO REPORT GUNSHOTS PROPERLY. I THINK -- I MEAN, MYSELF INCLUDED, I GET SO TIRED OF HEARING GUNSHOTS THAT YOU JUST GET OVER IT, YOU KNOW. SO YOU STOP CALLING BECAUSE IT BECOMES TOO COMMON. BUT IT IS A GROWING CONCERN, AND IT IMPACTS ALL NEIGHBORHOODS BECAUSE THAT MAKES RESIDENTS FEEL VERY UNSAFE EVEN IN THEIR OWN HOME. THANK YOU SO MUCH FOR YOUR EFFORTS AND MAKING SURE THAT YOU ALL ARE BEING RESPONSIVE TO

THIS. >> YEAH. AND THAT CCR IS GOING TO

GOVERNANCE ON WEDNESDAY, I BELIEVE. >> YES.

THAT'S RIGHT. >> IT WAS CANCELED. >> IT JUST GOT

CANCELED. DECEMBER. >> IT WILL BE HEARD ON

THE 18TH OF DECEMBER. >> YES. AND FOR CHIEF, THANKS SO MUCH FOR THAT PRESENTATION. ON SLIDE 13, YOU KNOW, I'M GLAD THAT WE'RE CUSTOMIZING THE MESSAGE DEPENDING ON THE WEATHER WE HAVE. I DID WANT TO HIGHLIGHT THAT OBVIOUSLY OLDER HOMES CAN BE AT HIGH RISK FOR FIRES, BUT ALSO, TOO, VACANT BUILDINGS FOR OUR UNSHELTERED POPULATION ARE TAKING UP SHELTER, DO WE HAVE ANY TARGETED OUTREACH TO OWNERS OF VACANT BUILDINGS TO LET THEM KNOW, HEY, YOU KNOW, ARE THINGS BOARDED UP PROPERLY? WE WANT TO MAKE SURE PEOPLE AREN'T ABLE TO GET INTO THIS VACANT BUILDING BECAUSE IT DOES POSE A RISK TO NEIGHBORHOODS OR

SURROUNDING NEIGHBORHOODS. >> YES.

WE HAVE PARTNERED WITH DEVELOPMENT SERVICES. SO AS FIRE CREWS OR, YOU KNOW, THE GENERAL PUBLIC, THEY WILL REPORT HOUSES THAT THEY BELIEVE TO BE VACANT OR HAVE, YOU KNOW, CRIMINAL ACTIVITY OR SOMETHING OF THAT NATURE. YOU KNOW, WE WILL FOLLOW UP AND JOIN DSD AND GO INSPECT OR INVESTIGATE TO SEE WHAT SORT OF ACTION CAN BE TAKEN TO

EITHER BOARD UP OR PREVENT ACCESS. >> OKAY.

AND -- I MEAN, I ALSO THINK MAYBE IT'S A PARTNERSHIP WITH THE OFFICE OF HISTORIC PRESERVATION BECAUSE THEY HAVE THE DATABASE OF SAKEATED BUSINESS BUILDINGS. WE ALL KNOW, AS I THINK COUNCILMEMBERS, ITEM CAN JUST TAKE SO LONG TO GET SOME OF THOSE VACANT HOUSEHOLDS ADDRESSED. THE LONGER IT TAKES, JUST OBVIOUSLY THE MORE RISK IT POSES TO THE NEIGHBORHOODS. SO I THINK ANYTHING WE CAN DO TO BE PROACTIVE TO REACH OUT NOT ONLY TO VACANT BUSINESS BUILDINGS BUT ALSO VACANT HOUSEHOLDS SO THAT WAY THE OWNER'S FULLY AWARE AND MAKING SURE THEY ARE DOING THEIR PART TO KEEP THINGS SAFE SO THAT THE RESIDENTS CAN STAY SAFE.

>> YES. AS YOU MENTION, IT IS A LENGTHY PROCESS.

I FAILED TO MENTION WE DO WORK WITH OF OFFICE OF HISTORIC

PRESERVATION AS WELL. >> AWESOME. THANK YOU. THAT'S ALL I

HAD. THANK YOU, CHAIR. >> THANK YOU.

COUNCILMEMBER DR. KAUR. >> THANK YOU, CHAIR. YEAH.

SORRY. IT TOOK ME A LITTLE SECOND.

THANK YOU FOR THIS PRESENTATION. I REMEMBER RECEIVING A VERY SIMILAR PRESENTATION THIS TIME LAST YEAR WITH SIMILAR

[00:25:02]

VIDEOS. I WAS WONDERING, DO WE DO KIND OF AN IMPACT ANALYSIS OF HOW EFFECTIVE THESE VIDEOS AND PRESENTATIONS ARE IN TERMS OF ACTUALLY CHANGING THE AMOUNT OF CRIME OR VIOLENCE THAT

OCCURS OR INCIDENTS THAT OCCUR, I SHOULD SAY? >> THE ANSWER TO THE IMPACT ANALYSIS IS NO, BUT WHAT WE DO, WE LOOK AT OUR CRIME STATES ONE YEAR VERSUS THE NEXT YEAR. THAT'S HOW WE GAUGE WHETHER OR NOT OUR SOCIAL MEDIA PRESENCE AND OUR COMMUNITY ENGAGEMENT HAS BEEN

SOMEWHAT SUCCESSFUL. >> DO WE DO IT SPECIFICALLY FOR A CAMPAIGN? DO WE DO IT FOR THIS FIRE SAFE CAMPAIGN, OR I

GUESS BOTH OF THEM, I GUESS? >> I ACTUALLY DO NOT BELIEVE THAT WE DO, CHIEF. OKAY.

SO IT'S BEEN CONFIRMED. WE DO NOT, BUT AS HE MENTIONED, WE DO LOOK AT STATISTICS, AND IT'S VERY DIFFICULT JUST BECAUSE OF THE FIRE CAUSE. SOMETIMES IT IS DIFFICULT TO DETERMINE, AND THAT'S SOMETHING THAT WE WILL DEFINITELY LOOK INTO TO SEE HOW WE CAN MAYBE, YOU KNOW, SEE -- NOTICE ANY TRENDS OR ANYTHING THAT IS

SPECIFIC TO THE HOLIDAYS. >> GOT IT.

THANK YOU. >> YES, MA'AM. >> I WAS WONDERING, DOES CITY AUDITOR -- DO WE AUDIT THE POLICE DEPARTMENT AS WELL?

>> YES, THEY DO, COUNCILMEMBER. THERE ARE SEVERAL AUDITS

CONDUCTED EVERY YEAR. >> ONE QUESTION I HAD SPECIFICALLY ON THEFT WAS AROUND -- I'VE BEEN GETTING A COUPLE OF CALLS FROM CONSTITUENTS LATELY AROUND BURGLARIES AND HOW WE ADDRESS BURGLARIES AND WHETHER THERE IS AN OPPORTUNITY TO BE MORE PROACTIVE ON COMMUNITY ENGAGEMENT WITH BURGLARIES. I RECEIVED A COUPLE OF CHALLENGES WITH FOLKS LIKE GETTING THE RIGHT INFORMATION FROM THE PERSON THAT ANSWERED THE CALL, NOT GETTING A DETECTIVE ASSIGNED FOR FIVE WEEKS, AND EVEN WHEN THE DETECTIVE WAS ASSIGNED, HAVING LIKE WHAT THEY FELT LIKE WASN'T SUFFICIENT ANALYSIS OF THE STUFF THAT WAS BEING ROBBED.

APPARENTLY, THERE IS A TREND IN THE NEIGHBORHOOD THAT HAS THREE OR FOUR HOUSES WITH THE SAME TYPE OF THEFT WHERE THEY ARE GOING INTO THE MASTER BEDROOM AND STEALING JEWELRY AND SAFES FROM WOMEN AND THEN PAWNING THEM OFF TO SHOPS. I'M JUST WONDERING, SINCE WE'RE SEEING THIS TREND, WHAT DO WE DO -- ARE WE DOING ANY KIND OF ANALYSIS AND THE DETECTER SHOULD LOOK AT OTHER CASES TO SEE IF THERE ARE SIMILAR SITUATIONS COMING UP AND HOW CAN WE BE BETTER TRAINI PEOPLE ANSWERING THE PHONES SO THEY CAN SAY THIS IS WHAT YOU CAN EXPECT TO RECEIVE IN SERVICE FROM THE POLICE DEPARTMENT OVER THE NEXT X AMOUNT OF WEEKS IN TERMS OF SERVICE. BECAUSE I KNOW THE ONE PERSON I WAS TALKING TO YESTERDAY TOLD ME SHE HAD TO GO ONLINE TO FIND THE FORM TO FILL OUT AND WAS TOLD HER JEWELRY WOULD NOT BE COVERED, WHICH WAS NOT THE CASE. I'M TRYING TO FIGURE OUT HOW WE GO BACK AND LOOK AT THE CALLS AND THE SERVICE THAT WE'RE PROVIDING WHEN THEFT

LIKE THIS OCCURS. >> SURE. I'M FAMILIAR WITH THAT CASE YOU'RE TALKING ABOUT. I SPOKE TO THAT INDIVIDUAL FRIDAY, I BELIEVE IT WAS. SO THE CASES ARE ASSIGNED, AND THE DETECTIVES INVESTIGATE AND THEY DO ALL THOSE THINGS THAT YOU'RE TALKING ABOUT. I DON'T KNOW WHAT WAS MISSING IN THE INSTANT CASE THAT YOU'RE TALKING ABOUT, BUT TYPICALLY A CASE IS -- A REPORT'S MADE. THE CHIS CASE IS ASSIGNED. THEY LOOK FOR SOLVEABILITY FACTORS.

THEY CHECK THE PAWNSHOPS. I DON'T KNOW THE TIME LINE OF HOW THIS CASE UNFOLDED. BUT ALL THE THINGS YOU

MENTIONED WE DO. >> I REMEMBER WHEN I HAD A VEHICLE BURGLARY, I DIDN'T GET THE SAME -- YOU HAVE TO GO ONLINE AND FILL OUT THE FORM YOURSELF. SO I'M JUST WONDERING WHAT MORE WE COULD DO TO SUPPORT OUR RESIDENTS THAT HAVE BEEN THROUGH AN INCIDENT.

I KNOW IT'S NOT NEARLY THE SAME AS OTHER VIOLENCE ATTACKS THAT OCCUR. WE DO HAVE STRONGER PATHWAYS, FOR EXAMPLE, IF SOMEONE HAS GONE THROUGH SOME OTHER VIOLENT CRIME, THEY ARE REACHED OUT TO WITH MORE INFORMATION ON THE FRONT END FROM WHAT YOU COULD RECEIVE AS PART OF THE PROCESS, AN INVESTIGATION, WHAT LEVEL THE POLICE DEPARTMENT IS ACTUALLY GOING TO LOOK INTO IT, AT WHAT -- ARE THEY GOING TO SAY THAT'S ALL WE'RE GOING TO DO IN THIS CASE? HOW DOES THAT ROSS -- PROCESS GOING AND HOW CAN THAT INDIVIDUAL, WHAT TO EXPECT, YOU KNOW, A NOTE IF YOU GET THERE ROBBED, THAT IS WHAT YOU CAN EXPECT GUIDE FOR PEOPLE TO RECEIVE.

>> WE DO HAVE NOTIFICATIONS THAT GO OUT FROM A COMPANY CALLED SPIDER TECH. WHENEVER YOU CALL THE POLICE, YOU'LL GET AN INSTANT TEXT MESSAGE TELLING YOU ABOUT HOW LONG THE OFFICER WILL TAKE TO GET THERE, WHEN A DETECTIVE IS ASSIGNED TO THAT CASE, YOU'LL GET ANOTHER TEXT MESSAGE LETTING YOU KNOW THAT. TYPICALLY, AS FAR AS I

[00:30:01]

KNOW IT STILL WORKS THAT WAY. WHENEVER A DETECTIVE DOES ANYTHING WITH YOUR CASE, YOU'LL GET AN UPDATE ON A SPIDER TECH

TEXT MESSAGE. >> I WOULD LOVE TO SEE LIKE IF WE DID AN ANALYSIS OF HOW -- HOW MANY TIMES THAT ACTUALLY HAPPENS BECAUSE IT DIDN'T HAPPEN ON MY CASE. I'M WONDERING IF THERE'S A SPECIFIC REQUEST BECAUSE SOMETIMES LIKE WHEN YOU'RE CALLING IN FOR A SITUATION THAT HAPPENS IN YOUR NEIGHBORHOOD, YOU HAVE TO GET A CALL BACK. IF YOU DON'T ASK FOR A CALL BACK, THEY'RE NOT GOING TO CALL YOU BACK. I WOULD LOVE TO SEE WHAT ARE THE REQUIREMENTS FOR PEOPLE TO GET THOSE MESSAGES AND MAKE SURE THEY ARE GOING OUT.

>> SURE. WE DEFINITELY WILL DO THAT AND FOLLOW UP WITH YOU SPECIFICALLY ON PROPERTY CRIMES AND WHAT THE CHIEF IS MENTIONING, IF YOU CALL THE POLICE FOR AN ACCIDENT OR ANY OTHER 911 CALL, YOU GET AN AUTOMATIC CALL BACK OR A TEXT MESSAGE JUST TO LET YOU KNOW WHAT IS THE STATUS OF YOUR REQUEST. WE'LL FOLLOW UP WITH YOU

SPECIFICALLY ON PROPERTY CRIMES. >> AWESOME.

THANK YOU SO MUCH. THANK YOU. >> THANK YOU, COUNCILMEMBER, DR. KAUR. ANY OTHER QUESTIONS? NO? WE'RE GOING TO MOVE INTO EXECUTIVE SESSION.

I DIDN'T HAVE THE LANGUAGE. WITH THAT, NO OTHER ISSUES, WE WILL ADJOURN THE MEETING.
