AND I'M SURE THAT IT'S AN EXTREMELY DIFFICULT JOB AND I'M APPRECIATIVE. AND I UNDERSTAND YOU PROBABLY HEAR THOUSANDS OF ZONING CASES DURING YOUR TENURE, AND THEY ALL HAVE SOME FORM OF LAUNDRY LIST OF CONCERNS. TRAFFIC, INFRASTRUCTURE, DENSITY, AND CHANGES THAT ARE OUT OF SYNC WITH THE NEIGHBORHOOD. I WANT TO STRESS THAT WE ARE NOT ANTI-DEVELOPMENT. I KNEW WHEN I BUILT MY HOME THAT THE UNDEVELOPED LAND IN THE AREA THAT WAS SO ATTRACTIVE TO ME WOULD EVENTUALLY BE DEVELOPED. AND I FULLY BELIEVE PEOPLE HAVE THE RIGHT TO SELL THEIR PROPERTY AND MOVE ON. BUT THIS IS WHERE THE CITY COMES IN. AS OUR CASE HAS A UNIQUE ISSUE. AND THE DENSITY OF THE PROPOSED DEVELOPMENT WILL COMPOUND TRAFFIC DRASTICALLY, ADDING ANYWHERE BETWEEN 350 TO 700 CARS TO A HALF MILE STRETCH OF ROAD. THE INFRASTRUCTURE IS NOT COMPATIBLE WITH THE GROWTH OVER THE PAST 10 YEARS. AND IT IS THE MAIN PROBLEM WITH THIS NEW DEVELOPMENT AND, FRANKLY, ANY NEW DEVELOPMENTS THAT GO IN THAT AREA AND THERE ARE OVER 15,000 IN A THREE-MILE RADIUS. OUR NEIGHBORHOOD HAS ONE PUBLIC ROAD WITH A NARROW TWO-LANE BRIDGE. AND THERE'S NO WAY TO BYPASS STOPPED TRAFFIC.
AND HAD GROWTH PROJECTIONS BEEN MORE AGGRESSIVE, AND THE BRIDGE WOULD HAVE BEEN BUILT WITH FOUR LANES INSTEAD OF TWO. AND THIS RAISES VALID CONCERNS ABOUT THE HEALTH AND THE SAFETY OF OUR RESIDENTS, FUTURE FAMILIES, AND ANYONE TRAVELING TO THE SCHOOLS OR BUSINESSES ON OUR SIDE OF THE BRIDGE. AND THE TRAFFIC LIGHT AT TALIBER RIDGE AND CAMP BULLIS ROAD, THE BOTTLENECK, OFTEN BECOME OVERWHELMED DURING THE PEAK HOURS, CAUSING TRAFFIC BACKUPS, EXCEEDING ONE MILE. AND THIS COULD DELAY EMERGENCY VEHICLES LIKE AMBULANCES OR FIRE TRUCKS, POTENTIALLY MAKING LIFE-THREATENING RESPONSES. AND THIS ISSUE IS ALREADY IMPACTING HOMEOWNERS, VISITORS TO TMI AND THE PINEAPPLE SCHOOL AND THE RESIDENTS AT THE DOMINION USING THE WEST TEJAS ACCESS AND THOSE FURTHER DOWN CAMP BULLIS ROAD.
I'M PASSIONATE ABOUT THIS ISSUE BECAUSE THESE CONCERNS WERE RAISED 6 1/2 YEARS AGO WHEN A LARGE PARCEL IN OUR NEIGHBORHOOD WAS REZONED FROM RESIDENTIAL TO COMMERCIAL.
AND OUR CONCERNS ABOUT BRIDGE TRAFFIC WERE VALID THEN, AND HAVE SINCE MATERIALIZED.
AND THE DEVELOPER ACKNOWLEDGES THE TRAFFIC PROBLEM AND INFORMED DISTRICT 8 OFFICE.
WHERE WE DIFFER IS THAT THE DEVELOPER BELIEVES THAT TWEAKING THE STOPLIGHTS AND ADDING A DEDICATED LEFT-TURN LANE FROM CAMP BULLIS LANE INTO THEIR PROPOSED DEVELOPMENT WILL SOLVE THE PROBLEM. WE DISAGREE. THAT'S JUST A BAND-AID.
THE ONLY WAY TO FULLY SOLVE THE PROBLEM IS TO WIDEN THE BRIDGE TO FOUR LANES -- TWO LANES IN AND TWO LANES OUT. AND, AGAIN, THIS SOLUTION COULD HAVE BEEN STARTED SIX AND A HALF YEARS AGO. THIS PROBLEM WILL WORSEN AS MORE HOMES, BUSINESSES, AND DEVELOPMENTS ARE BUILT NEAR THE DOMINION AND ALONG CAMP BULLIS ROAD.
THE AMOUNT OF OPPOSITION THAT WAS RECEIVED FOR THIS CASE WAS STAGGERING, LOCATED INSIDE OF 200 FEET AND OUTSIDE OF 200 FEET BOUNDARIES. I BELIEVE THAT THERE'S MORE THAN 20% OPPOSITION. I FIND IT VERY DISAPPOINTING THAT I WAS DENIED ACCESS TO SEEING THE CALCULATIONS FOR THE 20% OPPOSITION IN A TIMELY MANNER AS I WILL NOW HAVE TO PERFORM AN OPEN RECORDS REQUEST, WHICH IS ULTIMATELY FUTILE AS YOU'LL ALL BE VOTING TODAY.
I WANT TO MENTION THAT LAURA GARZA FROM THE DA OFFICE HAS BEEN INVOLVED AND VERY HELPFUL IN WORKING WITH US AND THE DEVELOPER. SHE GOT PEOPLE FROM DEVELOPMENT SERVICES AND PUBLIC WORKS TO MEET US AT THE SITE SO THEY COULD SEE FIRSTHAND THE BOTTLENECK AT THE BRIDGE. THEY PROPOSED CHANGES TO THE STOPLIGHTS AND MENTIONED THE

THIS IS A TIMING ISSUE.IF THE BRIDGE WERE FOUR LANES, I WOULDN'T BE HERE. THERE WOULD BE NO PROBLEM OR DANGER OF BEING TRAPPED, OR DELAYING EMERGENCY SERVICES. YOU KNOW WELL -- SORRY -- THE FOREST CREST NEIGHBORHOOD IS A UNIQUE SITUATION AND IT IS A LAND-LOCKED AREA OF SAN ANTONIO. THE ONLY MANNER TO ENTER OR LEAVE IS THROUGH A ONE-LANE BRIDGE EACH DIRECTION LOCATED NEAR THE TRAFFIC LIGHT AT TALIBER RIDGE ON CAMP BULLIS ROAD. AND THE ROAD THROUGH CAMP BULLIS THAT I USED AS A KID WAS CLOSED AFTER 9/11. IF YOU ARE ON CAMP BULLIS ROAD AND ATTEMPTING TO REACH 10 AND THE CAR IN FRONT OF YOU TURNS LEFT, YOURS AND ALL OF THE VEHICLES BEHIND YOU IS BACKED UP UNTIL THE VEHICLE IS ABLE TO TURN.
SOMETIMES SEVERAL LIGHT CHANGES. CURRENTLY WE HAVE A CONGESTION WHICH IS INCREASED FROM TWO SCHOOLS, TMI AND THE PINEAPPLE SCHOOL. AND MORE VEHICLES ARE STARTING TO EXIT THE BACK GATE OF THE DOMINION, AND AS MORE HOUSES ARE BEING BUILT THERE.
AND THEN CONSTRUCTION TRAFFIC IN THAT ALSO. AND THERE'S BEEN A SHARP INCREASE IN LAND DEVELOPMENT OVERALL IN FOREST CREST WITH NEW HOUSES AT THE VERANDAS AT THE RIM AND SEVERAL LARGE PARCELS OF LAND THAT WILL EVENTUALLY BE DEVELOPED WHICH WILL ALL LIKELY INCREASE THE NUMBER OF VEHICLES PASSING THROUGH THIS ONE-LANE BRIDGE, OVER THE NEXT COUPLE OF YEARS. THE PROPOSED REZONING TO A HIGH DENSITY DEVELOPMENT OF OVER 350 UNITS WILL LIKELY CREATE A MAJOR HEADACHE AND POTENTIALLY DANGEROUS SITUATION FOR THE RESIDENTS OF THIS NEIGHBORHOOD. CURRENTLY DEMOGRAPHIC DATA INDICATES THAT THE OVERALL TOTAL POPULATION OF THE FOREST CREST AREA IS OVER 9,800 RESIDENTS WITH TOTAL HOUSEHOLDS AT OVER 5,300. I REQUESTED OUR DISTRICT 8 COUNCILMAN TO HAVE A TRAFFIC IMPACT STUDY ACROSS THE ONE-LANE BRIDGE AND I HAVE BEEN TOLD BY HIS OFFICE THAT IT WILL TAKE SEVERAL MONTHS TO COMPLETE ONCE ORDER. I'M NOT HERE TO CHANGE YOUR MINDS REGARDING THE REZONING OF THIS PROPERTY, HOWEVER, IT IS IMPORTANT THAT WE ALL UNDERSTAND THE BIGGER PICTURE. AND ENGAGE THE SITUATION WITH FORESIGHT INSTEAD OF HINDSIGHT.
FORESIGHT. INSTEAD OF HINDSIGHT. I ASK THAT EACH OF YOU CONSIDER THE IMPACT AND DANGER OF NOT ADDRESSING THE OBVIOUS SITUATION AT THE ONE-LANE BRIDGE.
IT IS IMPERATIVE THAT THE CITY CONSIDER FUNDING THE WIDENING OF THIS ONE-LANE BRIDGE IN AS SOON A TIMEFRAME AS POSSIBLE. IDEALLY THE REZONING CASE SHOULD BE POSTPONED OR TABLED UNTIL FURTHER EVALUATION OF THE NEIGHBORHOOD'S CONCERNS OF RESTRICTING INGRESS AND EGRESS INTO THIS NEIGHBORHOOD IS FURTHER EVALUATED, AND THE INFRASTRUCTURE CHANGES ARE IN

AT NIGHT THE GATES TO DOMINION CLOSE.
ALSO THE GATES TO THE LOCAL RAYMOND RUSSELL PARK CLOSE. SEVERAL YEARS AGO AS YOU MAY RECALL THAT THERE WAS A FIRE AT CAMP BULLIS AND EVERYONE IN THE NEIGHBORHOOD COULD SEE THE FIRES OVER THE HILLSIDES. IF THERE'S AN EMERGENCY IN THAT NEIGHBORHOOD THERE'S ONE WAY OUT. THERE'S NO OTHER EXIT. MANY OF THE RESIDENTS IN THIS CITY HAVE TWO WAYS OUT OF THEIR NEIGHBORHOODS. WE ONLY HAVE ONE WAY OUT.
AND SO IT'S NOT THAT WE'RE OPPOSED TO DEVELOPMENT OR OPPOSED TO NEW NEIGHBORS.
IT'S THAT EVEN JUST THE CURRENT SITUATION THAT WE HAVE IS UNSUSTAINABLE.
THE ADDITIONAL NEW HOMES WILL MAKE IT INTOLERABLE. SO I WOULD REALLY APPRECIATE IF WE COULD GIVE THIS A SECOND LOOK.
