SO TODAY I'LL BE HAPPY TO DO A PRESENTATION, A BRIEFING ON WHAT WE CALL A MUNICIPAL SETTING DESIGNATION, COMMONLY KNOWN AS MSD FOR THE FORMER ZARZAMORA SERVICE CENTER LOCATED IN DISTRICT 5. SO WHAT I'LL DO, I'LL TALK A LITTLE BIT ABOUT WHAT AN MSD IS, WHAT ARE THE BENEFITS OF AN MSD AND TALK A LITTLE BIT ABOUT PROJECT TIMELINES AND THEN TALK ABOUT THE NEXT STEPS. AND THERE WILL BE A SECOND PART TO MY PRESENTATION, WHERE MR. KENNETH TRAMM FROM MODERN GEOSCIENCES WILL GET INTO A LOT MORE DETAIL, EXPLAINING, YOU KNOW, THE ISSUES WITH THE FORMER ZARZAMORA SERVICE CENTER.

BUT LET ME START BY TALKING ABOUT WHAT AN MSD IS. BACK IN 2003 ALLOWED THE MUNICIPALITIES TO AUTHORIZE MSDS, TO ADDRESS THE EXISTING GROUNDWATER CONTAMINATION BENEATH RE-DEVELOPING PROPERTIES. AGAIN, WE'RE LOOKING AT THE FORMER ZARZAMORA SERVICE CENTER. IN APRIL OF 2016, THE SAN ANTONIO COUNCIL APPROVED THE MSD ORDINANCE WHICH RESTRICTS THE POTABLE USE OF SHALLOW GROUNDWATER FOR HUMAN CONSUMPTION. JUST TO GIVE YOU A MAGNITUDE -- SINCE 2004, THERE'S BEEN OVER 500 MSDS APPROVED THROUGHOUT TEXAS, SO IT'S CERTAINLY NOT SOMETHING NEW, BUT A GREAT TOOL FOR REDEVELOPMENT. 500 MSD THROUGHOUT TEXAS IN OVER 20 CITIES. SO WHAT ARE THE BENEFITS OF THE MSD? IT ALLOWS US TO PROTECT THE PUBLIC FROM HUMAN CONSUMPTION AND SHALLOW CONTAMINATED GROUNDWATER AND PROMOTES THE REDEVELOPMENT OF UNDERUTILIZED PROPERTIES AND ALLOWS THE CITY TO TRANSFORM THIS OLD SERVICE CENTER, NOT ONLY WAS IT A SERVICE CENTER BUT IT WAS ALSO A FIRE TRAINING ACADEMY BACK IN THE DAY. IT ALLOWED US TO TRANSFORM IT INTO GREEN SPACE, PART OF OUR 2022 PROGRAM, WE'RE PRETTY EXCITED THIS WILL BE THE FUTURE HOME OF, YOU KNOW, A REGIONAL PART IF FOR DISTRICT 5, BASICALLY THE EXPANSION OF A NORMAL PARK. IT ALSO ENSURES THAT THE PARK IS SAFE FOR PUBLIC PARK USE.

A LITTLE BIT ON THE TIMELINE. EARLY 2023, WE PERFORMED AN ADMINISTRATIVE AND TECHNICAL REVEALED THE MSD APPLICATION. LATE IN 2023, IT WOULD DETERMINE THAT THE PLUME WAS STABLE, AND DECREASED -- DECREASED CONTAMINANTS. SO OUR NEXT PRESENTATION YOU WILL BE ABLE TO SEE HOW WE WERE ABLE TO MONITOR THE PLUME, AND HOW WE CAN, UM, ASSURE THAT IT'S STABLE, BUT NOT ONLY STABLE, BUT IT'S DECREASING AS WELL. JUNE OF 2024, IT WAS RECEIVED BY SAWS AND THE AQUIFER AUTHORITY FOR THEIR CONCURRENCE. LAST MONTH WE CONDUCTED A --

WHAT I BELIEVE IS A VERY SUCCESSFUL PUBLIC MEETING WITHIN DISTRICT 5 WHERE PEOPLE WERE ABLE TO SEE ALL OF THE TRANSFORMATION THAT IS HAPPENING AT THAT LOCATION.

NOT ONLY THAT, THE FUTURE THAT IT HOLDS, WHICH IS GREEN SPACE IN A PUBLIC PARK.

SO THE PEOPLE -- THE PUBLIC WAS VERY WELL RECEIVED. OF COURSE DECEMBER 2024, WE'RE HERE TODAY GIVING YOU A BRIEFING AT THIS COMMUNITY HEALTH COMMITTEE.

FOR THE NEXT STEPS, OUR PLAN IS TO TAKE THIS TO THE FULL CITY COUNCIL FOR APPROVAL IN JANUARY 2025, FOLLOWED BY A SAWS BOARD AND A RESOLUTION OF SUPPORT BY SAWS IN FEBRUARY 2025.

SPRINGTIME, THE TCEQ WILL BE CONDUCTING THEIR REVIEW AND RIGHT NOW THE INTENT IS TO HAVE IT COMPLETED, APPROVED BY TCEQ IN SUMMER OF 2025. AND SO NOW WE GOT OUR PRESENTATION UP. AND NOW I'M GOING TO GIVE MR. KEN EGHTS TRAMM THE OPPORTUNITY TO SPEAK IN A LITTLE MORE DETAIL ABOUT THE CONTAMINANTS IN THE ZARZAMORA

WELL I'M AN AGGIE, AS YOU CAN TELL. [LAUGHTER] IT'S AN HONOR TO COME IN AND TO GET A CHANCE TO VISIT WITH ALL OF YOU.

SO WHAT I HAVE TRIED TO DO -- BECAUSE I'M KNOWN FOR BEING HIGHLY VERBOSE IS TO ACCEPT THE CHALLENGE TO SUMMARIZE AS FEW SLIDES AS POSSIBLE SO THAT WAY WE CAN HAVE TIME TO VISIT ON ANY QUESTIONS THAT YOU HAVE. BUT I HAVE TAKEN SOME INFORMATION FROM THAT PUBLIC MEETING PRESENTATION AND CONDENSED IT SOMEWHAT, JUST TO TOUCH A LITTLE BIT ABOUT THE SPECIFICS OF THIS SITE. AND SINCE A LOT OF THEM COME ACROSS YOUR DESK.

THIS SITE ITSELF IS APPROXIMATELY 29 ACRES, AND AS YOU HEARD BEFORE ITS OPERATIONS INCLUDED VEHICLE MAINTENANCE, AS WELL AS FIREFIGHTER TRAINING. IT HAD 12 UNDERGROUND STORAGE TANKS THROUGH ITS LIFE. AND AS WE MOVE FORWARD IN THE TIMELINE IN THE 1980S, GROUNDWATER IMPACT WAS IDENTIFIED RELATIVE TO THE KELLY AIR FORCE BASE PLUME.

SO THAT'S -- WE'RE CLOSE TO WHAT IS KNOWN AS ZONE 4 FROM THE KELLY AIR FORCE BASE.

THEY'VE ASSESSED OF COURSE PORTIONS AROUND THIS PROPERTY, BUT NOT THIS PROPERTY, TO UNDERSTAND THE IMPACT TO THE NEIGHBORHOOD PREVIOUSLY. AND THE HEALTH COMPONENT OF W THAT WAS LOOKED AT AT STR, AND SO THAT'S ALREADY BEEN LOOKED AT.

TO ZOOM INTO THE AREA, YOU WILL FIND KIND OF A REGIONAL AREA MAP AND IT SHOWS ZARZAMORA IN THE CENTER. IN RED IS THE BOUNDARY OF ZARZAMORA IN THE GREEN AND THE GREEN OVERLAY IS THE SETTING DESIGNATION THAT INCLUDES THE STREETS THAT WERE ADJACENT.

THAT'S THE ONLY DIFFERENCE BETWEEN THOSE BOUNDARIES. AND THEN THE LARGER PLUME OF THE -- KNOWN FOR THE KELLY AIRS FORCE BASE IS THERE IN WHITE. SO YOU CAN KIND OF SEE THAT BECOMES PART OF OUR STORY AND ANY ENVIRONMENTAL EVALUATION HAS TO BE INCLUSIVE OF THAT AS WELL. AS FAR AS ASSESSMENT AND REMEDIAL ACTIVITIES THAT WERE PERFORMED ON THIS SITE, ALL OF THOSE 12 UNDERGROUND STORAGE TANKS HAVE NOW BEEN REMOVED.

AND EVERYONE THAT HAD A ASSOCIATED RELEASE, THEY GET A UNIQUE LSPT NUMBER AND ALL OF THOSE NUMBERS ARE CLOSED AS WELL. IN 2014, THE FLUORINATED COMPOUNDS AND WE KNEW OF CHLORINATED AND NOW WE KNOW OF FLUORINATED COMING TO THE SITE AND WERE ALSO ASSOCIATED WITH THE FIREFIGHTING -- FIREFIGHTER TRAINING, WITH THE USE OF FOAM ON THE SITE. BUT IN 2014, THE SITE WAS EVALUATED BY A POTENTIAL PURCHASER. THEY ENTERED THE SITE INTO THE VOLUNTARY CLEANUP PROGRAM.

WHEN THE POTENTIAL PURCHASER IS REMOVED FROM THIS STORY, THE CITY THEN TAKES OVER AND MOVES IT THE REST OF THE WAY. SO SINCE THAT TIME THE CITY HAS COMPLETED EXTENSIVE INVESTIGATIONS, OVER 250 INVESTIGATION POINTS WHERE IT BE GROUNDWATER, SOIL, SOIL/GAS OR ACTUAL WIPE SAMPLES AND THOSE 12 UNDERGROUND STORAGE TANKS AS I HAVE MENTIONED HAVE BEEN REMOVED. WE HAD THE REMOVE OFF WILL BURN PIT RESIDUE AND THEN THE DRAIN SYSTEMS THAT WERE IMPACTED WERE REMOVED FROM THE SITE. AND THE TOWER PLACED IN THE SOUTHWEST CORNER OF THE PROPERTY THAT WILL BE INCORPORATED INTO THE FUTURE REDEVELOPMENT. AND THAT WAS DONE SPECIFICALLY AFTER DISCUSSIONS WITH SAWS TO ADDRESS THE LAST CONCERNS THAT THEY HAD. KIND OF LIGHT HERE, BUT HOPEFULLY YOU CAN SEE ON THE LEFT THAT KIND OF BOUNDARY. I HAVE ZOOMED IN A BIT ON THE PROPERTY ITSELF SO THAT YOU CAN SEE WHERE SPECIFIC USE CONCERNS WERE.

AND UNDERGROUND STORAGE TANKS, WHICH YOU SEE KIND OF IN THE DARKER -- THE TANK PITS THERE.

AND ON THE RIGHT SIDE, IN YOUR HANDOUT YOU WILL SEE WHERE THE UNDERGROUND STORAGE TANKS WERE REMOVED AND SOIL BORINGS ARE GOING IN AND SO WE HAVE A DRILLING RIG THAT WE'RE BEHIND AND THE RAZING OF THE FORMER TOWER AND THE REMOVAL EVEN OF SOME OF THOSE BURN PITS.

THE AREAS THAT HAD SOIL IMPACT THAT REMAIN IN PLACE AND ARE ABOVE DEFAULT -- SO THE MOST CONSERVATIVE CONSIDERATION FOR THOSE FLUORINATED COMPOUNDS NEAR THE SOUTHWEST CORNER OF THE SITE. YOU CAN SEE THEM KIND OF ON TOP OF EACH OTHER.

AND THOSE ARE THE FOUR COMPOUNDS SO THAT YOU HAVE THOSE INDIVIDUAL NAMES AND THEIR ACRONYMS AND I PROMISE THAT I WON'T TURN THIS INTO AN ACRONYM GAME AND WE ALREADY HAVE ENOUGH OF THOSE IN OUR LIVES ALREADY. BUT THOSE ARE THE ONES IN PARTICULAR.

HERE'S SOME PHOTOS OF THE INITIALED CAP SYSTEM BEING PUT IN PLACE.

YOU CAN SEE IT ON THE BOTTOM LEFT. AND THEN ON THE RIGHT, YOU CAN SEE -- AS WE ZOOM OUT FROM THE SITE A LITTLE BIT, YOU CAN SEE OUR RELATIONSHIP TO THE NORMOYLE PARK IMMEDIATELY ADJACENT TO THE WEST. AND SO, HENCE, THAT OBVIOUSLY MAKES THAT PART OF THE FUTURE STORY OF THIS SITE. AS FAR AS GROUNDWATER IMPACT, THIS IS AN EXAMPLE OF ONE OF THE TWO COCS, CHEMICALS OF CONCERN.

ANOTHER ACRONYM -- I APOLOGIZE. SO THIS ONE IS PFOS. THIS IS THE ONE THAT IS KIND OF THAT JELLY BEAN SHAPE. AND YOU WILL NOTICE ON HERE THAT WE HAVE GROUNDWATER FLOE MAPS AND SO IN THIS CASE YOU CAN SEE THAT WE'VE GOT FLOE DIRECTION COMING AT US FROM THE NORTH, FROM THE WEST AND FROM THE SOUTHWEST, AND THEN WE LEAVE KIND OF GOING EAST/NORTHEAST.

AND THE GROUNDWATER TABLE IS IN EXCESS OF 20 FEET BELOW THE GROUND SURFACE.

AND AS WE LOOK AT THIS SITE RELATIVE TO THINGS THAT YOU ARE FAMILIAR WITH, LIKE THE EDWARDS ITSELF THAT IS WHERE THE SITE SITS AND THEN THE IMPACTED GROUNDWATER IS THIS THIN UNIT THAT WE WILL ENCOUNTER IN GENERAL PROBABLY ABOUT 30 FEET AND THEN IT EXTENDS ONLY ANOTHER 15 FEET AND THEN WE HAVE OVER A THOUSAND FEET WHAT WE REFER TO AS THE AQUITARD.

JUST SOIL PROPERTIES WHERE THEY ARE SHALE OR RELATED THAT ACTUALLY PREVENT VERTICAL MIGRATION. SO IT'S JUST THAT VERY SHALLOW UNIT AND IT'S NOT USED FOR DRINKING WATER TODAY, BUT WE WANT TO HAVE AN ORDINANCE IN PLACE THAT ACTUALLY PROHIBITS ITS USE, SO IT LIVES WITH THE PROPERTY GOING FORWARD. AND SO THIS WAS AN EVALUATION OF REGISTERED WELLS WITHIN A HALF MILE. IT'S NOT A VERY EXCITING MAP BECAUSE YOU CAN SEE THAT THERE'S NO WELLS IN A HALF MILE WHICH IS ONE OF THE REASONS THIS IS AN APPROPRIATE TOOL, THE MSD, TO APPLY TO A SITE LIKE THIS. A SECOND COMPONENT OF MAKING THE DECISION TO APPLY AN MSD IS THAT THERE'S ACTUALLY AVAILABLE WATER.

AND SO, OF COURSE, SAWS SERVICES THIS AREA -- LET'S SEE IF I CAN PUSH THE BUTTON AND GET MY MAGIC SITE TO COME UP THERE -- AND, OF COURSE, IT OBTAINS ITS WATERS FROM DEEPER RESOURCES SO OTHER AQUIFERS AND WHEN NEEDED EVEN SUPPLEMENTING WITH SURFACE WATER.

AND SO THIS WAS TOUCHED ON A LITTLE BIT BEFORE, BUT THE MSD PROCESS INCLUDES AN APPLICATION TO THE CITY AND IT GETS TECHNICAL REVIEW AND THEN IS DEEMED COMPLETE.

AND THEN IT'S ALLOWED TO MOVE FORWARD. THEN THE PUBLIC NOTICE HAPPENS.

AND SO THAT INCLUDED IN THIS CASE ANYBODY WITHIN ROUGHLY 2500 FEET.

I SAY THAT BECAUSE WE HAVE EXPANDED IT TO INCLUDE THE STREET TO KIND OF GET A FEW MORE. SO, ANYWAY, THEY WERE IDENTIFIED AND GIVEN A QR CODE TO ACTUALLY LOOK AT THE ACTUAL INFORMATION IN-DEPTH SO THEY COULD SEE IT ONLINE VIA LINK.

AND I KNOW THAT YOU WALKED US THROUGH SOME OF THE COMPONENTS ON THE DRINKING WATER, RIGHT, THAT THIS IS WATER THAT'S NOT GOING TO -- WE'RE NOT GOING TO TAP INTO IT. CAN YOU JUST REMIND US ABOUT WHAT THAT CLAY CAP MEANS FOR COMMUNITY AND WATER IN THAT AREA?

>> SURE. SO THE IMPACTED GROUNDWATER -- IN FACT, I MIGHT -- IF I CAN GO -- I'M GOING TO GO BACK TO -- UM, IT'S THAT ONE. SLIDE 10.

RIGHT, SO AS WE TALK ABOUT THAT -- SO NOW YOU KNOW VERTICALLY WHAT WE'RE TALKING ABOUT. AND LET'S GO 30 FEET BELOW THE GROUND THAT WE WOULD STAND ON IF WE WERE AT THE SITE. THAT'S WHERE YOU CAN ENCOUNTER THE SHALLOW GROUNDWATER.

AND THEN IT EXTENDS 15 FEET. AND THEN THAT'S THE EXTENT OF IT.

SO IT'S A VERY PERCHED UNIT. SO THAT GROUNDWATER HAS BEEN KNOWN TO BE IMPACTED SINCE THE 1980S. AND IT'S NOT A VIABLE RESOURCE FOR SEVERAL REASONS.

ONE, THE VOLUME YOU COULD PROBABLY GET OUT OF IT WOULDN'T BE ABLE TO SERVICE MANY HOMES AND IT'S A LIMITED RESOURCE. BUT BESIDES THAT, OBVIOUSLY, SHALLOW PERCHED UNITS OF THAT NATURE IN AN URBAN ENVIRONMENT ALSO SUFFER FROM SANITARY SEWER IMPACTS AND, YOU KNOW, EVEN THE HOME SEWER SYSTEMS, THE SEPTIC SYSTEMS, ETC.. THAT'S MORE THAN YOUR QUESTION WAS BUT IT'S THIS VERY SHALLOW PERCHED UNIT THAT IS IMPACTED WANT AND THROUGH THE WORK THAT WAS DONE BY THE CITY AND ALL OF THE INVESTIGATION POINTS THAT WE SPOKE ABOUT, THEY WERE ABLE TO CONFIRM THAT THERE'S SOME CONTRIBUTION FROM THE SITE ITSELF IN THE SOUTHWEST CORNER.

BUT THAT IS IN STEEP DECLINE. OVER THE FIVE-YEAR PERIOD, EVERY COMPONENT THAT EXCEEDED A DRINKING WATER NUMBERS, ASSUMING THAT I COULD PUT IT IN A GLASS AND DRINK IT, SO BASED ON THAT CRITERIA, WHICH WE'RE NOT BUT WE'RE GOING TO USE THAT CRITERIA TO BE CONSERVATIVE.

AND ALL OF THE COMPOUNDS THAT EXCEED AID NUMBER WENT DOWN 75% OVER THAT FIVE-YEAR PERIOD.

BEYOND THAT, OF COURSE, YOU CAN SEE A LARGER PLUME THAT GOES THROUGH THIS AREA, THAT HAS PRIMARY CHLORINATED COMPOUNDS AND IT HAS FLUORINATED COMPOUNDS COMING TO THE SITE AS WELL.

BUT BECAUSE OF THAT -- AND SO WE CAN'T STOP THE FLOW OF THAT WATER.

WE WANT TO PROHIBIT PEOPLE FROM DRINKING IN THE FUTURE. THEY'RE NOT TODAY FOR REALISTIC REASONS, BUT IT WOULD BE BETTER IF WE GET IT ON THE DEED SO THAT IT LIVES WITH THE PROPERTY SO THAT WE CAN HAVE THAT CERTAINTY THAT GOES WITH THAT. SO DEEPER -- GOING ANOTHER THOUSAND FEET -- AND THEN YOU CAN START TO GET TO THE TOP OF THE EDWARDS AND THE VIABLE GROUNDWATER. SO HOPEFULLY I TOUCHED ON A DECENT ANSWER.

AND YOU ASKED ABOUT THE CAP SO I'LL MENTION THAT PIECE. THIS VOLUNTARY PROCESS WAS LAUNCHED BACK IN 2011, AND IT IS A FIVE-YEAR DESIGNATION CONFERRED UPON LOCAL, TRIBAL AND STATE HEALTH DEPARTMENTS. THE FIRST WAVE OF HEALTH DEPARTMENTS ACROSS THE UNITED STATES BECAME PHAB ACCREDITED IN 2013 AND THE METRO HEALTH WE EARNED THE DEINATION IN 2013, AND WE'RE ONE OF EIGHT HEALTH DEPARTMENTS IN TEXAS WITH THIS DESIGNATION.

WE HAVE SUBMITTED OUR APPLICATION FOR REACCREDITATION WHICH WE EXPECT TO RECEIVE IN THE COMING YEAR. SO WITH THIS AS A BACKDROP, JUST KNOW THAT METRO 2.30 SERVES AS AN ORANGER TO OUR EXISTING DEPARTMENTAL PLANS AND OTHER REQUIREMENTS INCLUDE BUT NOT LIMITED TO WORKFORCE DEVELOPMENT PLAN, A COMMUNITY HEALTH NEEDS ASSESSMENT AND OUR HEALTH COMMUNITY DEVELOPMENT PLAN. OUR TEAM REVIEWED THE EXISTING PLANS TO ENSURE CROSS-DEPARTMENTAL ALIGNMENT WITH ORGANIZATIONAL AND COMMUNITY GOALS AND OBJECTIVES, THE ALIGNMENT WITH NATIONAL FRAMEWORKS LIKE PUBLIC HEALTH. WE HAVE OUR OFFICE OF HEALTH EQUITY THAT HAS HOSTED 16 HEALTH EQUITY TRAININGS.

AND WE'VE HELD COMMUNITY CONVERSATIONS, FOCUS GROUPS AND DISTRIBUTED NEARLY 400 INDIVIDUAL SURVEYS ON FOOD INSECURITY. AND THE NEXT PRIORITY AREA IS TIED TO OUR METRO 2.0 PLAN AND SO LOOKING AT LESSONS LEARNED FROM THE PANDEMIC.

SO OUR PLAN -- THIS AREA AROUND DATA AND INFORMATION TECHNOLOGY, UM, SEEKS TO TRANSFORM OUR DEPARTMENT INTO A 21ST CENTURY PUBLIC HEALTH SYSTEM. SO WE AIM TO ACCOMPLISH THIS BY IMPLEMENTING A DEPARTMENT-WIDE DATA AND INFRASTRUCTURE MOD EIZATION PLAN.

THIS PLAN WILL STREAMLINE OUR DATA EFFORTS AND PRACTICES, ENHANCE OUR DATA AND INFORMATION SYSTEMS AND STRENGTHEN OUR TECHNICAL CAPABILITIES AND THE EXPERTISE OF OUR STAFF.

THIS IS REALLY TO APPLY LESSONS LEARNED FROM THE PANDEMIC. IT DOES ALIGN WITH OUR SA FORWARD PRIORITY AREA, WITH ONE OF THEM. THEY ARE HELPING TO ACCELERATE OUR INFORMATION SYSTEMS IMPROVEMENTS.

THEY ARE INCREASING OUR STAFF'S KNOWLEDGE BASE AND IMPROVING THE DATA EXCHANGED INTERNALLY WITH OUR EXTERNAL PARTNERS. MOST FOLKS LOST SIGHT OF THE FACT THAT OVER AN EIGHT-YEAR PERIOD, UM, IF YOU GO BACK TO 2008, THROUGH 2016, THE AGGREGATE GOVERNMENT-TO-PUBLIC HEALTH WORKFORCE LOST ABOUT A QUARTER OF ITS CAPACITY ACROSS THE UNITED STATES. YOU FAST FORWARD TO THE PANDEMIC AND WE NOW ARE SEEING AT LEAST A REINVESTMENT AND, AGAIN, IT'S UNEVEN ACROSS THE 3,000 LOCAL HEALTH DEPARTMENTS BUT JUST KNOW THAT WE ARE PAYING MORE ATTENTION TO THE NEEDS OF OUR VERY FATIGUED STAFF BUT ALSO TAKING ADVANTAGE OF THE OPPORTUNITIES TO INVEST IN THEIR WORK.

SO JUST KNOW THAT THE CRUX OF THE CDC'S PUBLIC HEALTH INFRASTRUCTURE GRANT WHICH SUPPORTS THE EFFORTS OF OVER A HUNDRED GRANTEES NATIONWIDE, AND WE'RE ONE OF THEM IT LOOKS AT TRANSFORMING THE LOOK AND FEEL AND MADE POSSIBLE BY THE INCREDIBLE TALENT THAT WE'RE LEVERAGING ON THE GROUND. A COUPLE OF EXAMPLES TO SHARE WITH YOU IS THAT THIS PAST YEAR WE TOOK GREAT STRIDES IN DEVELOPING A DIVERSE AND HIGHLY SKILLED AND RESILIENT PUBLIC HEALTH WORKFORCE. I CAN'T SAY THANKS ENOUGH TO OUR INCREDIBLE TEAM ON THE GROUND WHO HAVE HUNG IN THERE AND EVEN THE STAFF WHO MADE THE TREK TO JOIN US AT METRO HEALTH.

JUST KNOW OVER THE COURSE OF THE PAST YEAR WE HAVE EXECUTED THE HEALTH MEMORANDUM OF UNDERSTANDING WITH U.T. HEALTH HOUSTON AND YOU I W AND WE'RE ESTABLISHING A MORE ROBUST PARTNERSHIPS, AGAIN, RECOGNIZING -- RECOGNIZED AS AN ACADEMIC HEALTH DEPARTMENT THOUGH IT'S NOT A FORMAL DESIGNATION IT REQUIRES HAVING THESE FORMAL MOUS IN PLACE.

AND SUSTAINING THE EFFORT THAT WE HAVE IN THE INVESTMENT FOR ESTABLISHING THE NEW U.T. PUBLIC HEALTH OF SAN ANTONIO THAT HAS THE PIPELINE THROUGH THESE PARTNERSHIPS.

KNOW AS OF THE END OF AUGUST, THE SCHOOL OPENED UP AND ACCEPTED 45 APPLICANTS FOR THE INAUGURAL COHORT AND I'M HAPPY TO REPORT BACK THAT WE HAVE EIGHT OF OUR METRO HEALTH STAFF MAKING UP NEARLY A QUARTER OF THE INAUGURAL CLASS. JUST KNOW THAT IN ADDITION WE HAVE HOSTED 21 INTERNS, AND NEARLY 400 CLINICAL STUDENT ROTATIONS THAT HAVE BEEN COMPLETED THROUGH THE WORK OF OUR DEPARTMENT. SO WE HAVE REALLY LEANED IN, THE CDC GRANT ALLOWS US TO ACCELERATE THE TRANSFORMATION OF OUR WORK.

AND JUST KNOW THAT THIS DOVETAILS OTHER EFFORTS AND INVESTMENTS WITH OUR STAFF.

SO WE'VE HAD 11 STAFF WHO HAVE COMPLETED THE NATIONAL CERTIFICATION PROGRAM CALLED "BUILDING EXPERTISE IN ADMINISTRATION AND MANAGEMENT." AND WE HAVE 14 STAFF WHO ARE PURSUING CERTIFICATION. AND WE HAVE REVAMPED OUR NEW HIGHER ORIENTATION CURRICULUM AND IT'S NOW A SIX-MONTH ONBOARDING PROCESS WITH IN-PERSON SESSIONS, ONLINE AND MICRO LESSONS AND VIRTUAL SUPPORT SESSIONS AND WE HAVE ACHIEVED 100% ATTENDANCE RATE FOR OUR ORIENTATION AND UP FROM 75% WHEN WE HAD THIS INITIAL PRODUCT AVAILABLE FOR OUR STAFF. SO WITH THAT, I'M GOING TO CONCLUDE MY PRESENTATION BY SAYING THAT AS YOU CAN SEE THAT WE'RE VERY, VERY, VERY PROUD OF THE WORK OF DEPARTMENT AS WE POSITION OURSELVES TO BE VIEWED AS A NATIONAL MODEL. HOWEVER, RIGHT, I THINK THAT IT'S IMPORTANT WHEN WE ARE HIRING INTERNS, WHETHER IT'S LIKE A CONSTITUENT SERVICES OFFICE OR WITH ANY DEPARTMENT WITH THE CITY OF SAN ANTONIO, THAT WE ENSURE THE UNIVERSITY THAT WE'RE PARTNERING IN HAS A HEALTHY CULTURE IN WHICH THEIR STUDENTS GET TO EAT.

AND IT'S NOT A CULTURE THAT WE PERPETUATE, RIGHT? WE HAVE ALL BEEN IN THE GRAD SCHOOL PROGRAMS OR THE COURSE WHERE WE DON'T EAT, BUT TO ENSURE THAT OUR STUDENTS THAT ARE INTERNING WITH THE CITY OF SAN ANTONIO ARE HAVING AN OPPORTUNITY TO EAT.

BECAUSE THAT'S BEEN THE TREND. AND IT'S CONCERNING. BUT I KNOW THAT IT'S WHAT MANY OF US HAVE GONE THROUGH BUT I DON'T THINK THAT IT'S SOMETHING THAT WE SHOULD PERPETUATE.

SO THIS IS REALLY LOOKING ON A MACRO LEVEL FOR THE INFRASTRUCTURE AND WHAT IS REQUIRED. THERE WAS NEARLY A $4 BILLION EARMARK THAT HELPED TO SUPPORT THIS EFFORT. WE'RE RECEIVING $25.5 MILLION IN ONE OF MANY, SO THAT'S THE

SO WE USED AN INDEX, AN EQUITY INDEX AND AN EQUITY ATLAS, TO AT LEAST LOOK AT THE TOPOGRAPHY OF THE CITY TO FIGURE OUT WHERE DO WE DEPLOY RESOURCES.

WE HAVE OVER 50 DIFFERENT PROGRAMS AND INITIATIVES AND WE'RE CONSTANTLY TRYING TO MAKE SURE THAT WE'RE NOT ONLY GEOLOCATING OUR FUNKS BUT PAYING ATTENTION TO THE NEEDS OF THE

HOW ELSE ARE YOU LOOKING TO MAINTAIN THE STABILITY OF THE PROGRAMMING?

REALLY OUR STORY IS UNIQUE IN TERMS OF OUR ACCELERATED GROWTH DURING GLOBAL CHAOS, WHICH IS WHY I'M SO APPRECIATIVE OF NOT ONLY THE SUCCESS OF OUR GRANTS WITH OUR FEDERAL PARTNERS, BUT LUNCHAGING THE SUPPORT OF THE FEDERAL FUND. IT'S NOT LOST TO ME WHY THAT IS IMPORTANT FOR OUR WORK.

HOW WE HAVE BEEN ABLE TO DO THAT IS LITERALLY THINKING AHEAD. SO WHAT WE PRESENTED DURING THE PANDEMIC WAS A PLAN, THE FIVE-YEAR PLAN. WE HAD -- AND WE TOOK ADVANTAGE OF A FEDERAL GRANT THAT ALLOWED US TO GET THE SA FORWARD PLAN OFF THE GROUND.

AND THE PIVOT IS THE METRO HEALTH 2.0 PLAN WHICH IS A REQUIREMENT FOR NATIONAL ACCREDITATION OR REACCREDITATION. SO WE ARE AGILE WITH RECOGNIZING OUR NEEDS AND WE'RE ALSO STILL EXPERIENCING THE FATIGUE FROM THE PANDEMIC.

SO THERE'S NOT ONE BUCKET OF FUNDING, WE'RE TRYING TO DEVERSE FEW OUR PORTFOLIO, BUT WE'RE ALSO BEING MORE JUDICIOUS WITH THE RESOURCES THAT WE HAVE AND SO WE'RE AT IT.

WE STILL KEEP AN EYE ON THE GROUND FOR OTHER FUNDING OPPORTUNITIES.

WE'LL SEE WITH THE NEW ADMINISTRATION WHAT THAT ALSO PRESENTS, WHETHER IT'S OPPORTUNITIES OR CHALLENGES, BUT THIS IS REALLY AN UPDATE SPECIFIC TO THIS PLAN THAT WE

WE'RE OVERWORKED, WE'RE FRAGILE IN TERMS OF OUR INFRASTRUCTURE AND WE DO KNOW THAT NATIONAL SURVEYS SHOWED THE TRAUMA THAT STAFF HAVE AND STILL EXPERIENCE TIED TO THE PANDEMIC.

BUT I WOULD SAY THAT IT'S LITERALLY MANAGING BURNOUT. SO RIGHT NOW WE'RE TRYING TO BE MORE INTENTIONAL WITH CREATING A GLIDE PATH FOR STAFF. WE ARE ONE OF MANY, OUR 107 GRANTEES AND TRYING TO SHOW HOW THIS WORKS ON THE GROUND AM SO THE IT'S NOT A UNIQUE CHALLENGE FOR OUR DEPARTMENT BUT IT'S OUR CHANCE TO TELL OUR STORY AND TO SHARE WITH OTHERS.

WE DO WANT TO TAKE IT TO COMMITTEE BEFORE WEEF GO TO A SESSION.

THIS IS AN OPPORTUNITY TO DO SOME FAIRLY MINOR CODE UPDATES TO CHAPTER 22 OF PARKS CITY CODE. THIS REALLY STEMMED INITIALLY A COUPLE OF MONTH AGO WE WERE APPROACHED BY DISTRICT 7 WITH A REQUEST TO POTENTIALLY LOOK AT HAVING

SOME VENDING SERVICES IN WOODLAWN LAKE PARK, SPECIFICALLY IN THE COMMUNITY ROOM HAS CONNECTED TO THE GYM. SO IN ORDER TO DO THAT WE WOULD HAVE TO MAKE A CHANGE TO CURRENT CITY CODE, SO IF WE'RE GOING TO MAKE THAT CHANGE WE WANT TO TAKE THAT OPPORTUNITY TO SEE IF THERE'S ANYTHING ELSE THAT WE CAN HELP CLEAN UP ALONG THE WAY. WE'LL WALK THROUGH A COUPLE OF OUR PROPOSED CHANGES. SECTION 22.2 IN CITY CODE WITH VENDING AND PARKS CURRENT CODE DOES PROHIBIT VENDING IN WOODLAWN LAKE PARK WITH THE EXCEPTION OF THE CURRENT VENDING PROGRAM THAT IS IN PLACE. SO THE CODE UPDATES WOULD ADD THE WOODLAWN LAKE COMMUNITY ROOM FOR VENDING FOR NON-ALCOHOLIC DRINK AND VENDING SERVICES. AS ALSO STREAMLINE LANGUAGE FOR THE CURRENT MOBILE VENDING PROGRAM. IT IS -- THE WORDING IS A LITTLE ANTIQUATED IN TERMS OF THE LOCATIONS OF THE PROGRAM AND WHATNOT. SO IT DOES HELP TO STREAMLINE THAT. JUST AS AN FYI, THE COMMITTEE DOES HAVE THE RED-LINED VERSION OF THE CODE UPDATES WITH YOU AS WELL.

SO THEN AS WE WOULD CONTINUE TO WORK WITH DISTRICT 7 WE WOULD RELEASE A SOLICITATION FOR THAT EFFORT AND SO WE'LL WORK WITH [INDISCERNIBLE] AS WE GO THROUGH THAT PROCESS WITH THE FINANCE DEPARTMENT AND PURCHASING. ADDITIONALLY, 22-1 DOES PROHIBIT THE SALE, POSSESSION OR CONSUMPTION OF ALCOHOL IN CITY PARKS, EXCEPT FOR A LIST OF EXEMPTIONS. SO THOSE ARE GOING TO BE, YOU KNOW, OUR GOLF COURSES, SOME OF OUR [INDISCERNIBLE] FACILITIES AS WELL.

WE DO HAVE A COUPLE OF PROPOSED MODIFICATIONS. THIS DOES REMOVE THE COKER STOKES SOFTBALL COMPLEX. THAT COMPLEX WAS REMOVED AS PART OF THE 2017 BOND PROJECT SO IT'S NO LONGER IN EXISTENCE. THE POLELY DRIVING RANGE, THE BUILDING KNOWN AS FIRST TEE AS WELL AS THE BOTH OF THOSE ADDITIONS ARE CONSISTENT. THE FIRST ONE WITH FIRST TEE IS CONSISTENT WITH THE COUNCIL APPROVED MANAGEMENT AGREEMENT WE TOOK JUST A COUPLE OF MONTHS AGO AND WE'LL BE TAKING AN EXTENSION OR A RENEWAL WITH THE CURRENT GOLF EXPANSION OPERATOR AT OP SCHNABEL PARK.

SO THAT WOULD GIVE THIS FACILITY CONSISTENCY WITH ALL OUR OTHER GOLF COURSES AND GOLF AMENITIES. AND ADDITIONALLY IT UPDATES A FEW OF OUR VARIOUS FACILITY NAME CHANGES THAT HAVE CHANGED OVER TIME JUST TO BE A LITTLE BIT CLEARER ON WHAT THAT IS. FOR EXAMPLE, SAN ANTONIO LITTLE THEATER IS NOW KNOWN AS THE SAN PEDRO PLAYHOUSE. IT DOES HAVE A COUPLE OF THOSE UPDATES AS WELL.

THE LAST COUPLE OF SLIDES ARE JUST GOING TO BE SOME CLEANUP FOR SOME REALLY OLDER ANT TA KUWAITED SYSTEM, THINGS THAT ARE NO LONGER APPLY OR EXISTING COUNCIL AGREEMENTS SUPERSEDE. SO THERE IS A SECTION FOR BOTANICAL GARDEN FEES. WE KNOW THAT THE SOCIETY DOES HAVE A LONG-TERM MANAGEMENT AGREEMENT IN THERE WHICH DOES THEN ALLOW THEM TO SET THOSE FEES.

SO THIS JUST REMOVES THAT SECTION. 22-28 FOR PARK CURFEWS, THERE IS A SMALL CALL OUT FOR COMANCHE LOOKOUT PARK. THAT WAS DONE A LONG TIME AGO WHEN WE WERE LOOKING BACK WITH OUR ATTORNEYS, PRE-THE LARGER PARK CURFEW PROCESS. SO WE DO HAVE A SECTION ON PARK CURFEW WHICH THEN COULD --T PARK WOULD BE THERE. SO THAT WOULD BE CONSISTENT WITH THE ADDITIONAL SECTIONS IN THE CODE. ADDITIONALLY THE HERSBERG CIRCUS MUSEUM FEES, THAT HAS NOW BEEN CLOSED FOR WELL OVER TWO DECADE. IT'S NOW THE BRISCOE WESTERN ART MUSEUM. THERE WAS A SECTION OF CODE THAT SET THE FEES FOR THE KERR SUSS MUSEUM. THIS GIVES AN OPPORTUNITY TO DO A CLEANUP.

AND THE NEXT ONE IS GOING TO BE ARTICLE 7 MUNICIPAL GOLF COURSES.

IT DOES REMOVE A NUMBER OF THE SECTIONS AND UPDATES. ONE SECTION REFERRING TO FEES. THIS IS GOING TO BE CONSISTENT LANGUAGE THAT SAYS ALL RULES AND FEES ARE SET FORTH AND CONSISTENT WITH CITY COUNCIL APPROVED MANAGEMENT AGREEMENT. WE KNOW WE JUST TOOK AN ITEM WITH MUNICIPAL GOLF ASSOCIATION SO THEIR AGREEMENT SETS THEIR OWN FEES THEY ARE THE OPERATORS OF THAT SO THIS JUST KIND OF HELPS TO CLEAN THAT UP SO THERE'S NO INCONSISTENCIES BETWEEN THAT. SO NEXT UP, AGAIN, THERE'S NO MAJOR SUBSTANTIVE POLICY SHIFTS OR CHANGES. REALLY JUST A GENERAL LANGUAGE CLEANUP.
