AND AGAIN, CAT, YOU WILL BE DOING THE PRESENTATION? >> TODAY I'LL BE DOING AN UPDATE FOR FOR THE CITY'S BIKE NETWORK PLAN THAT WILL BE UP FOR CONSIDERATION WITH COUNCIL IN JANUARY. DURING OUR LAST BRIEFING TO THE COMMITTEE IN APRIL OF THIS YEAR WE PROVIDED AN UPDATE ON THE FIRST TWO PHASES OF PUBLIC ENGAGEMENT WHICH PROVIDED THE FEEDBACK NEEDED TO ESTABLISH EXISTING CONDITIONS, GOALS AND VISIONS OF THE PLAN WITH OVER 2800 SURVEY RESPONSES RECEIVED.
AT THE APRIL MEETING WE RECEIVED FEEDBACK FROM THE COMMITTEE ABOUT THE TIMELINE AND AS A RESULT WE WORKED WITH OUR CONSULTANT TO MOVE UP THE COMPLETION OF THE PLAN TO JANUARY. THIS IS FOUR MONTHS EARLIER THAN ORIGINALLY PLANNED FOR.
THE NEXT FEW SLIDES I'LL SUMMARIZE THE ENGAGEMENT, THE COMPONENTS OF THE PLAN THAT WE HAVE BEEN RECEIVING FEEDBACK FOR AND THE RECOMMENDATION RECEIVED AS PART OF THE APPROVAL PROCESS. AS MENTIONED PREVIOUSLY, WE HELD THREE PHASES OF ENGAGEMENT. PHASE 1 WAS TO BETTER THE COMMUNITY'S THOUGHTS ON RIDING. PHASE 2 WAS TO GET FEEDBACK ON POTENTIAL DESIGNS AND ROUTING AND PHASE 3 WAS TO RECEIVE ROAD BY ROAD FEEDBACK ON THE DRAFT NETWORK. FEEDBACK WAS TAKEN ONLINE AND IN-PERSON SURVEYS WITH OVER OF HUNDRED SURVEY RESPONSES THAT WERE RECEIVED THROUGH 43 ENGAGEMENT EVENTS. THERE WERE FOUR STAKEHOLDER COMMITTEES TO HELP GUIDE THE PROCESS AND RECEIVE INPUT FROM THE MANY DIFFERENT ORGANIZATIONS AND GROUPS, EACH WITH A DIFFERENT OUTLOOK ON WHAT THE PLAN SHOULD LOOK LIKE FOR THE CITY. THIS SLIDE SUMMARIZES THE DIFFERENT COMMITTEES INVOLVED AS WELL AS THE ROUNDTABLES THAT WERE CONDUCTED, ENSURING FEEDBACK WAS RECEIVED ON THE COMPONENTS OF THE PLAN.
THE COMMITTEES INCLUDES THE INTERNAL ADVISORY COMMITTEE, TECHNICAL ADVISORY COMMITTEE, MOBILITY WORKING GROUP AND OUR HEALTH IMPACT ASSESSMENT COMMITTEE.
THE FIVE STAKEHOLDER ROUND TABLES THAT WE RECEIVED FEEDBACK ON, ESPECIALLY ON THE NETWORK, INCLUDED THE DEVELOPMENT COMMUNITY, DISABILITY ADVOCACY ORGANIZATIONS, OUR PARTNER CITIES, CONSTRUCTION AND REACH INSTITUTIONS -- RESEARCH INSTITUTIONS. THE NEXT FEW SLIDES SUMMARIZE THE COMPONENTS OF THE PROPOSED PLAN. IN THE EXISTING CONDITIONS ASSESSMENT WE DOCUMENTED THE CURRENT STATE OF THE BIKE FACILITIES AND WHERE THEY WERE LOCATED.
THERE WERE DIFFERENT TYPES OF FACILITIES THAT HAVE BEEN CONSTRUCTED, INCLUDING TRADITIONAL BIKE LANES TO SHARED USE PATHS. ALL OF THESE DESIGNS ARE IMPORTANT PARTS OF THE BIKE NETWORK, BUT THEY NEED TO BE APPLIED WITH SENSITIVITY TO ROADWAY CONTEXT, INCLUDING MOTOR VEHICLE SPEEDS AND VOLUMES, ROADWAY CLASSIFICATION, WHETHER IT'S LOCAL, COLLECTOR OR HIS DESIGNEE MATERIAL, AND SURROUNDING LAND USES. THE PROPOSED PLAN INCLUDES THE DIFFERENT OPTIONS FOR DESIGNS OF BIKE FACILITIES TO PROVIDE GUIDANCE DEPENDING ON WHAT TYPE OF ROADWAY. THE PLAN INCLUDES CONSIDERATIONS FOR BIKE FACILITIES SUCH AS A BIKE BOULEVARD WHERE IT IS USEFUL FOR SLOW SPEED NEIGHBORHOOD STREETS WHERE BIKES AND CARS CAN SHARE SPACE SAFELY. FOR BIKE BOULEVARDS TO BE TRULY SAFE AND EFFECTIVE THE ROADWAY MUST BE TRAFFIC CALM BY SPEED HUMPS OR MEDIAN ISLANDS. AND POTENTIALLY FEATURE A SPEED LIMIT REDUCTION IN ALIGNMENT WITH THE CITY'S VISION ZERO PLAN. PROTECTED BIKE LANES OR ONSEAT LANES THAT FEATURE BARRIERS BETWEEN BIKES AND CAR TRAFFIC AND PROTECTED LANES WITH FEATURE POURED CONCRETE, BUT COULD ALSO INCLUDE MORE FLEXIBLE MATERIALS. THE PLAN ALSO INCLUDES GUIDANCE TO GET THROUGH INTERSECTIONS. AND WE ARE SEEING MORE OF THAT ON OUR ROADWAYS SO THAT BIKES CAN GET SAFELY ACROSS MAJOR INTERSECTIONS, DEPENDING ON THE TYPE OF ROADWAY. THE PLAN PROVIDES GUIDANCE FOR SPECIAL CIRCUMSTANCES, SUCH AS RIGHT TURN SLIP LA LANES, THE PLAN ALSO INCLUDES SPECIAL GUIDANCE IN OTHER AREAS, THESE INCLUDE ADA COME COMPLIANT PARKING WITH BIKE LANES, THE LOADING AND PARKING ZONES WAS A FOCUS OF THE 2011 PLAN, AND THE BIKE NETWORK PLAN PROVIDES FOR INTERACTING WITH BIKE LANES. BUS STOPS WITH BIKE LANES IS WHEN BUSES ENTER BIKE LANES TO LOAD PASSENGERS AND IT'S DANGEROUS FOR USERS, THE BIKE NETWORK PLAN INCLUDES PLANS FOR THAT AS WELL AS FLOATING ISLANDS, AND THERE'S BIKE PARKING GUIDANCE WHERE IT RECOMMENDS STANDARDS FOR THE PLACEMENT DESIGN AND FUNCTIONALITY OF BIKE PARKING. THE PLAN PROVIDES A RECOMMENDED NETWORK THAT INCLUDES A PRIMARY NETWORK OF RECOMMENDED MILES, WHICH ARE DIRECT BIKEWAYS TO KEY DESTINATIONS THAT SERVE THE MOST PEOPLE, ARE ALREADY POPULAR, AND ESSENTIAL TO A COMPLETE NETWORK. A NEIGHBORHOOD NETWORK INCLUDES MILES OF NEIGHBORHOOD STREETS THAT SERVE AS ALTERNATE CONNECTIONS TO GREENWAYS AND MAJOR ROADS AND VISIONARY FACILITIES THAT ARE LESS DIRECT, SERVE FEWER CONNECTIONS OR FEATURE DIFFICULT CONNECTIONS, CR CROSSINGS, OR ALIGNMENTS, OTHERWISE KNOWN AS THE CHALLENGING OR OPTIMISTIC NETWORK. AS WE IMPLEMENT WE'RE ABLE TO OVERLAP THESE PROJECTS WHICH GIVES US THE HEAD START WE NEED TO SET US UP FOR PROJECTS FOR IMMEDIATE DEPLOYMENT OR IDENTIFYING PROJECTS FOR LARGER FUNDING OPPORTUNITIES. THE PLAN ALSO PROVIDES POLICY RECOMMENDATIONS, AS YOU HEARD ABOUT EARLIER FOR FUTURE IMPLEMENTATION TO TOUCHING BOTH THE SAN ANTONIO UNIFIED DEVELOPMENT CODE, MUNICIPAL CODE, AS WELL AS POLICIES TO ADVOCATE FOR AT THE TEXAS LEGISLATURE AND NEW POLICIES TO BE CREATED.
