>> MAYOR NIRENBERG: ALL RIGHT. GOOD AFTERNOON, EVERYONE. WELCOME TO OUR CITY COUNCIL B SESSION.

THE TIME IS 2:08 P.M. ON DECEMBER 18TH, 2024. WE'LL CALL OUR MEETING TO

ORDER. MADAM CLERK? >> CLERK:

[ ITEMS  ]

MAYOR, WE HAVE A QUORUM. >> MAYOR NIRENBERG: ALL RIGHT.

GOOD AFTERNOON. SO TODAY'S ITEM IS NOTHING BUT GOOD NEWS, AND -- TO SEND US OFF ON THE HOLIDAYS. SO ALTHOUGH A LOT OF THE CITY OFFICES, ADMINISTRATIVE OFFICES ARE CLOSED DURING CHRISTMAS TO NEW YEAR'S, MANY OF OUR DEPARTMENTS AND PROGRAMS CONTINUE THEIR REGULAR WEEKLY TASKS AND DAILY TASKS, ESPECIALLY AROUND THE SPECIAL EVENTS THAT WE'LL HAVE OVER THE NEXT COUPLE WEEKS, SO THREE THINGS WE WANTED TO HIGHLIGHT FOR THE COUNCIL TODAY. ONE, KIND OF A HIGHLIGHT OF ALL THE EVENTS THAT ARE OCCURRING AROUND TOWN AND SHANNON MILLER WILL GIVE THAT PRESENTATION. THEN MICHELLE RAMOS FROM SAPD WILL COVER SOME OF THE SAFETY TIPS THAT WE ARE -- THAT THE POLICE DEPARTMENT IS CONTINUING TO SHARE WITH THE PUBLIC, AND THEN WE'LL WRAP UP WITH THE FIRE DEPARTMENT AND THEIR HOME SAFETY AND COLD WEATHER PREPAREDNESS TIPS, EVEN THOUGH YESTERDAY WAS 84° OUTSIDE, SO... SO WE'LL KICK OFF WITH SHANNON, AND THEN GO THROUGH MICHELLE AND JOE.

SHANNON? >> MILLER: GREAT. THANK YOU, ERIK, AND GOOD AFTERNOON, MAYOR AND COUNCIL. I'M SHANNON MILLER, DIRECTOR OF THE OFFICE OF HISTORIC PRESERVATION, AND I'M EXCITED TO GET TO TALK TO YOU TODAY ABOUT SOME OF THE AMAZING EVENTS HAPPENING FOR THE HOLIDAYS AND DOWNTOWN SAN ANTONIO. WE'LL TALK A LITTLE BIT ABOUT SOME OF THE EVENTS THAT HAVE ALREADY HAPPENED AND THEN PREVIEW EVENTS THROUGH THE REST OF THE MONTH AND THE BEGINNING OF 2025.

IT'S BEEN SUCH AN EXCITING TIME SO FAR, STARTING WITH THE DAY AFTER THANKSGIVING. AS MANY OF YOU KNOW, BECAUSE YOU WERE THERE, WE KICKED OFF ON THE 29TH OF NOVEMBER WITH THE TRAVIS PARK HOLIDAY LIGHTS, THE H-E-B CHRISTMAS TREE, AND THEN -- AND OF COURSE THE ROTARY ICE RINK IS ALSO ACTIVE IN TRAVIS PARK AND IT IS OPEN UNTIL JANUARY 5TH. THE TREE AND THE LIGHTING WILL BOTH BE ON UNTIL JANUARY 7TH, SO STILL PLENTY OF TIME FOR PEOPLE TO ENJOY THAT ENVIRONMENT IN TRAVIS PARK. NO HOLIDAY INN SAN ANTONIO IS COMPLETE WITHOUT VISITING THE RIVERWALK TO SEE THE HOLIDAY LIGHTS.

THANKS TO THE GREAT WORK OF THE TEAM AT CCDO, I KNOW JOHN JACKS IS HERE IN THE AUDIENCE. STARTING WITH THE OFFICIAL LIGHTING BY THE MAYOR DURING THE RIVER PARADE, WE TURNED ON OVER 24 MILES OF LIGHTS ON THE RIVER, AND THAT INCLUDES ABOUT 200,000 INDIVIDUAL LIGHTS.

HARD TO IMAGINE, BUT IT'S TRUE. NEW LAST YEAR, BUT EXPANDED THIS YEAR ARE ALSO LIGHTS ON HOUSTON STREET THAT INCLUDE NEW LIGHTING SUCH AS WREATHS ON THE STREET LAMPS, BUT ALSO PERMANENT INTERSECTION LIGHTING, BISTRO LIGHTING AT EACH OF THE INTERSECTIONS ON HOUSTON STREET, AND THOSE ARE AVAILABLE FOR USE ALL YEAR LONG AND CAN BE PROGRAMMED FOR DIFFERENT HOLIDAY SEASONS. SO ALL OF THOSE LIGHTS WILL BE AVAILABLE TO THE PUBLIC UNTIL JANUARY 13TH, SO STILL PLENTY OF TIME TO ENJOY THAT AS WELL. NEXT WE HAVE A VIDEO.

MAGICAL SIGHT, FROM FESTIVE SCENES TO JOYFUL CHEER, THROW THROUGH SAN ANTONIO'S DOWNTOWN WHERE HOLIDAY WONDERS AND JOY ABOUND.

SECOND AN YALG EVENT THIS YEAR. IT IS A PARTNERSHIP WITH THE CITY, VISIT SAN ANTONIO AND CENTRO SAN ANTONIO, ALONG WITH SEVERAL LOCAL PARTNERS SUCH AS THE ALAMO, THE MAJESTIC THEATRE, LEGACY PARK AND TEXAS PUBLIC RADIO. A NUMBER OF PRIVATE SECTOR SPONSORS THAT HELP MAKE IT ALL POSSIBLE AND THEN OF COURSE OUR PARTNERS AT THE CE GROUP. IN ADDITION TO THEIR FINANCIAL CONTRIBUTION, VISIT SAN ANTONIO HELPS WITH REGIONAL MEDIA AND WITH MARKETING, INCLUDING BEAUTIFUL THINGS LIKE THIS WONDERFUL COMMERCIALTIA WAS PLAYED ALL OVER THE STATE. HOLIDAYS ON HOUSTON MADE NEWS BOTH LOCALLY AND REGIONALLY AND THROUGHOUT THE STATE.

THERE WERE OVER 40 STORIES LOCALLY WITH A REACH OF ABOUT 2.5 MILLION. THAT INCLUDED A NUMBER OF THE MORNING SHOWS, AND THEN REGIONAL PR INCLUDED OVER 264 STORIES SO FAR INCLUDING LIFESTYLE TV SHOW IN DALLAS, FORT WORTH, HOUSTON AND OTHER CITIES AROUND THE

[00:05:02]

STATE. MARQUEE EVENTS DURING HOLIDAYS ON HOUSTON STREET INCLUDE A COMMUNITY DINNER, WHICH TAKES PLACE IN THE BLOCK THAT THE MAJESTIC THEATRE IS IN. THIS YEAR WE WERE ABLE TO DOUBLE THE EVENT TO 400 ATTENDEES, AND IT REALLY SHOWCASES THE FOOD OF VARIOUS RESTAURANTS ALONG HOUSTON STREET. THE HOLIDAYS ON HOUSTON MARKET WAS THIS PAST WEEKEND. OVER 50 SWREN DORS THIS YEAR, -- VENDORS THIS YEAR, AND EXTENDED HOURS WHICH INCLUDED ENTERTAINMENT, FOOD, KIDS ACTIVITIES, OF COURSE VISITS TO SANTA CLAUS AND THE HOLIDAY LIFE IN THE SKY DRUM SHOW. WE KNOW FROM PRELIMINARY DATA THAT OVER 100,000 PEOPLE VISITED THE MARKET FOOTPRINT THIS WEEKEND.

WE'VE HEARD FROM MANY VENDORS THAT THEY SOLD OUT, AND WHAT'S ALSO EXCITING IS THAT PERMANENT BUSINESSES ON HOUSTON STREET HAVE LET US KNOW THAT THEY HAD SOME OF THEIR BEST SALES DAY EVER OVER THIS PAST WEEKEND, AND SO WE KNOW IT REALLY HELPED A LOT OF OUR LOCAL BUSINESSES AS WELL. LAST NIGHT TRAVIS PARK WAS PACKED AGAIN FOR THE HOLIDAYS ON HOUSTON FUN RUN THAT IS PUT ON ENTIRELY BY THE AMAZING TEAM AT CCDO AND OHP, SO WE'RE REALLY PROUD OF THE GREAT WORK THEY DO TO MAKE THAT HAPPEN. WE HAD OVER 1,000 PARTICIPANTS LAST NIGHT, WHICH WAS DOUBLE -- ABOUT DOUBLE WHAT IT WAS LAST YEAR.

SO THE EVENT IS GROWING, AND WE CAN'T WAIT TO SEE WHAT IT WILL LOOK LIKE IN 2025. I WILL SAY THERE'S ONE MORE EVENT AS PART OF HOLIDAYS ON HOUSTON LATER THIS WEEK ON FRIDAY, THE HOT HOLIDAYS ON HOUSTON COFFEE FEST. TICKETS ARE STILL AVAILABLE FOR THAT AS WELL. MANY MORE EVENTS IN DECEMBER BEYOND THESE MARQUEE EVENTS THAT I'VE HIGHLIGHTED INCLUDING HOMEMADE CHRISTMAS AT THE ALAMO, HOLIDAY NIGHT CITY AT TPR, OTHER EVENTS LIKE THE TUBE MEISTER HOLIDAY CONCERT. OF COURSE, WE KNOW THAT WE'LL WELCOME FANS FROM COLORADO AND BYU AS PART OF THE VALERO ALAMO BOWL ON THE 28TH, WHICH IS SATURDAY NIGHT, AND THEN WE'LL CELEBRATE THE COUNTDOWN TO 2025 AT THE NEW YEAR'S EVE COUNT DOWPT ON DECEMBER 31ST AND REALLY TAKES PLACE ALL OVER DOWNTOWN INCLUDING HEMISFAIR, LA VILLITA, THE RIVERWALK. CONCERTS AT THREE DIFFERENT STAGES WILL TAKE PLACE THROUGHOUT AND THEN FIREWORKS AT MIDNIGHT.

BUT WE'RE NOT DONE. SO ONCE 2025 BEGINS, THERE ARE MORE EVENTS ALREADY ON THE CALENDAR FOR 2025, INCLUDING THE MLK MARCH AND THE CLIMATE READY NEIGHBORHOODS COMMUNITY RESILIENCE FAIR, THE HOUSING EVENT THAT IS SET TO TAKE PLACE. THIS IS THE THIRD ANNUAL EVENT WILL BE ON SATURDAY, JANUARY 25TH AT SOUTH SAN ANTONIO HIGH SCHOOL FROM 10:00 TO 2:00. THE 38TH ANNUAL MLK MARCH IS MONDAY, JANUARY 20TH AT 10:00 A.M. AND IN ADDITION TO THE MARCH, THERE WILL BE FOOD, MERCHANDISE VENDORS, YOUTH AREA, MULTICULTURAL PERFORMANCES AND THAT ROUTE INFORMATION IS AVAILABLE ONLINE.

AND THEN FINALLY, WE HAVE THE CLIMATE READY NEIGHBORHOODS COMMUNITY RESILIENCE FAIR ON JANUARY 21ST. THIS IS FROM 5:00 TO 8:00 P.M. AT THE MAESTRO ENTREPRENEURIAL CENTER ON LAREDO STREET.

THIS WILL REALLY SHOWCASE THE INTERACTIVE EXHIBITS AND HANDS-ON RESOURCES THAT HELP TO BUILD COMMUNITY RESILIENCE AND CLIMATE READINESS.

THERE WILL BE PANEL DISCUSSIONS SO THAT PEOPLE CAN COME AND REALLY LEARN HOW TO INCREASE THEIR CLIMATE READINESS AND BUILD RESILIENCE IN THEIR OWN NEIGHBORHOODS. AND WITH THAT, I'LL TURN

IT OVER TO CAPTAIN MICHELLE RAMOS. >> GOOD AFTERNOON, EVERYONE. SO WE'RE GOING TO START OUR SAPD HOLIDAY SAFETY TIPS WITH A QUICK VIDEO.

>> CUTE VIDEO. SO WITH THE HOLIDAYS, EVERYBODY SEES THAT THERE'S A LOT OF PORCH PIRATE INCIDENTS THAT HAPPEN IN SAN ANTONIO, SO WE'RE GOING TO GO OVER SOME OF OUR HOLIDAY SAFETY TIPS.

SO I'M GOING TO BEGIN WITH -- WE'RE GOING TO TALK ABOUT VEHICLE THEFT, VEHICLE BREAK INS, DWIS INCREASE DURING THE HOLIDAY SEASON, CELEBRATORY GUNFIRE. WITH VEHICLE THEFT AND BREAK-INS, WE REMIND EVERYONE PARK IN WELL-LIT AREAS, REMOVE OR HIDE ANY VALUABLES IN YOUR VEHICLE, LOCK YOUR VEHICLE AND NEVER LEAVE YOUR KEY FOB INSIDE THE

[00:10:02]

VEHICLE. PLACE SHOPPING BAGS, ELECTRONIC BOXES IN THE TRUNK OF YOUR VEHICLE AND AVOID LEAVING ITEMS IN PLAIN VIEW.

KIND OF SKIPPED A LITTLE BIT. OH.

SO ABOUT 16% OF ALL REPORTED VEHICLE THEFTS OCCUR IN THE HOLIDAY SEASON -- OCCURRED IN THE HOLIDAY SEASON IN 2023, AND A LITTLE OVER 16% OF ALL REPORTED VEHICLE BREAK INS OCCURRED IN THE HOLIDAY SEASON IN 2023.

DRIVING WHILE INTOXICATED, WE WANT TO REMIND EVERYBODY, DON'T DRINK AND DRIVE, HAVE A SOBER RIDE HOME. MAKE ARRANGEMENTS TO USE A RIDESHARE APP OR A TAXI, AND ALWAYS REMEMBER DRIVE SOBER OR GET PULLED OVER. OVER 15% OF ALL DWI ARRESTS OCCURRED DURING THE HOLIDAY SEASON IN 2023. WE WANT TO REMIND EVERYBODY OF -- WHAT'S GOING ON HERE -- FRAUD SCAMS PREVENTION.

THE FAKE PACKAGE DELIVERY TEXT SCAMS, SOCIAL MEDIA ADS WITH FAKE STORIES ONLINE OR LOOK-ALIKE STORES. THERE'S ALSO FAKE CHARITIES OUT THERE. GIVE THE ORGANIZATIONS YOU KNOW OR HAVE RESEARCH, MAKE SURE YOU KNOW WHICH ORGANIZATIONS YOU'RE DONATING TO.

THERE'S FRAUDULENT SEASONAL JOBS THAT ARE ONLINE, BE AWARE OF FAKE TEXT E-MAILS OR PHONE CALLS FROM YOUR BANK OR CREDIT CARD COMPANY.

JUST A REMINDER, IF IT SOUNDS TOO GOOD TO BE TRUE, IT PROBABLY IS.

CELEBRATORY GUNFIRE, WE WANT TO REMIND EVERYBODY ONCE AGAIN, IT'S ILLEGAL IN TEXAS. GUNFIRE CAN CAUSE HARM TO PEOPLE, DAMAGE PROPERTY AND AFFECT PUBLIC SAFETY. WE ALSO WANT EVERYBODY TO KNOW YOU CAN REPORT THOSE GUNFIRE INCIDENTS TO THE NONEMERGENCY LINE.

LAST YEAR, OUR AVERAGE DAILY SHOTS FIRE CALLED FOR 2023 WAS 102.

THE NUMBER OF SHOTS FIRED CALLS FROM JANUARY 1ST WAS 361 AND JULY 4TH WAS 304. OUR HOLIDAY SEASON PUBLIC SAFETY CAMPAIGN, THESE ARE A NUMBER OF THINGS THAT SAPD'S DOING, PUBLIC AWARENESS CAMPAIGN, SOCIAL MEDIA BLASTS, PUBLIC SERVICE ANNOUNCEMENTS.

WE COLLABORATE WITH LOCAL MEDIA. WE'VE DONE A NUMBER OF STORIES WITH KSAT, NEWS FOUR, EVEN OUR SPANISH CHANNELS, COMMUNITY ENGAGEMENT, WE HAVE OUTREACH THROUGH NEIGHBORHOOD ASSOCIATION AND THEN WE SEND OUT TEXT MESSAGES IN SPIDER TECH. A LOT OF THESE ARE IN SPANISH AND ENGLISH. WE HAVE A SECOND VIDEO TO SHOW YOU.

>> OKAY. NEXT SLIDE, ONCE AGAIN, WE PARTNERSHIP WITH LOCAL MEDIA, WE'VE DONE A NUMBER OF STORIES, HOW TO PREVENT CAR BURGLARIES, PROTECTING YOURSELF DURING ONLINE SHOPPING, SAFEGUARDING CREDIT CARD INFORMATION, AND THIS IS ALL DUE TO INCREASE AWARENESS ABOUT FRAUDULENT ORGANIZATIONS THAT OFTEN SCAM INDIVIDUALS DURING THE HOLIDAY SEASON. AND LAST, BUT NOT LEAST, WE HAVE OUR HOLIDAY CRIME REDUCTION TASK FORCE. MULTIPLE SAPD UNITS FOCUS ON PROACTIVELY REDUCING CRIMINAL ACTIVITY BY IDENTIFYING AND APPREHENDING KNOWN CRIMINALS WHO ENGAGE IN VEHICLE BURGLARIES, RETAIL THEFTS AND OTHER HOLIDAY CRIMES DURING THE SEASON. WE DO THIS DURING THE MONTH OF DECEMBER AND NOVEMBER. NEXT I'M GOING TO TURN IT

OVER TO [INDISCERNIBLE] >> MY NAME IS JOE AIRING TON.

I'M PUBLIC INFORMATION FOR SAN ANTONIO FIRE. TODAY WE'RE GOING TO TALK A LITTLE BIT ABOUT OUR OUTREACH EFFORTS IN THE FIRE DEPARTMENT WITH A

[00:15:01]

HOLIDAY DECORATING SAFETY, AND A CITYWIDE EVENTS TO COLD WEATHER EVENTS. THE BIGGEST EFFORT WE HAVE IS THROUGH OBVIOUSLY OUR TV INTERVIEWS. WE DO -- I DO MORE HOME HEATING SAFETY AND HOLIDAY DECORATING SAFETY THIS TIME OF YEAR THAN ANYTHING ELSE.

I THINK WE'RE UP TO 12 SO FAR THIS YEAR. SOCIAL MEDIA POSTS, WE RELY HEAVILY ON SOCIAL MEDIA TO -- FOR TIMELY INFORMATION, TO GET THE TIMELY -- IF A COLD WEATHER EVENT'S COMING IN, TO GET THAT INFORMATION OUT, THE HOME HEATING SAFETY, ALL OF THOSE MESSAGES GOING OUT. WE'RE WORKING WITH PARTNERSHIP NOW WITH COMMUNICATION ENGAGEMENT TO DO A JOINT SOCIAL MEDIA BETWEEN THE FIRE DEPARTMENT AS WELL AS THE COSAGOV ACCOUNTS. WE HAVE OUR FIRE SAFE SA.COM WEBSITE WHICH IS A GREAT WEBSITE FOR NOT ONLY OUR RESIDENTS BUT ALSO OUR SCHOOLS. A LOT OF THE INFORMATION FOUND THERE IS IN ENGLISH AND SPANISH ALONG WITH VIDEOS. OUR MESSAGING DOES CHANGE BASED ON SCENARIOS, SO OUR SITUATIONAL AWARENESS.

IF IT'S COLD WEATHER, THAT'S GOING TO BE OUR MAIN FACTOR.

RIGHT NOW IT'S HOLIDAY DECORATING AND HOME HEATING SAFETY.

RIGHT NOW WE HAVE A SPECIAL LANDING PAGE ON THAT FIRESAFESA.COM WEBSITE THAT I'M TALKING ABOUT THAT FOCUSES ON HOLIDAY DECOR SAFETY.

NOT OVERLOADING OUTLETS. WE WORK WITH A LOCAL SMALL BUSINESSES TO CREATE CARTOONS THAT ARE GENERALLY GEARED TOWARDS A YOUNGER AUDIENCE BECAUSE WE KNOW THROUGH YEARS OF EXPERIENCE IF WE CAN CONTACT AND GET IN TOUCH WITH A YOUNGER AUDIENCE, THAT MESSAGE IS GOING TO SPREAD THROUGHOUT THE HOME TO THE FAMILY. WE HAVE SOME GREAT CARTOONS WORKING WITH A LOCAL BUSINESS THAT HAVE CREATED THOSE.

THIS IS THE SPANISH VERSION OF THAT FIRE SAFE SA.COM WEBSITE.

IF YOU GO TO IT, YOU CAN -- AT THE TOP AND BOTTOM, THE OPTION TO VIEW THE PAGE IN BOTH ENGLISH AND SPANISH. THE DOCUMENTS THAT WE HAVE THERE ARE BOTH PRINTABLE AND VIEWABLE ONLINE ARE AVAILABLE IN ENGLISH AND SPANISH. WE WORK WITH NFPA ON A LOT OF THOSE DOCUMENTS TO PROVIDE THEM, AND SOME OF OUR CARTOONS ARE ALSO IN SPANISH.

SO NOT ONLY ON THE FIRESAFESA DOLT COME, NOT ONLY FOR THIS TIME OF YEAR, FOR COLD WEATHER, HOLIDAYS, THERE'S A SECTION IN THERE WHERE YOU CAN GET SAFETY TIPS IN EVERY SEASON. TURN AROUND, DON'T DROWN IN THE SPRINGTIME WHEN THERE'S A LOT OF FLOODING, A HUGE SECTION DEDICATED TO SCHOOL RESOURCES SO THEY CAN PRINT THINGS DURING OCTOBER WHICH IS FIRE SAFETY MONTH. DIFFERENT -- THESE ARE EXAMPLES OF OUR DIFFERENT -- OUR VARIOUS MESSAGING THAT IS AVAILABLE FOR THE WINTERTIME. TURKEY FRYING IS A HOT BUTTON ISSUE ON THANKSGIVING AND CHRISTMAS.

COOKING SAFETY, ELECTRIC HEATING SAFETY, PORTABLE HEATERS, AS WELL AS COLD WEATHER. WE CAN SEE OUR FAMOUS FIRE DEPARTMENT VIDEOS.

NOW, THESE ARE BOTH CARTOONS, ONE IN ENGLISH AND ONE IN SPANISH.

DOING A HOME SAFETY SCAM, SMOKE ALARMS, REMEMBER TO TEST THEM REGULARLY.

SEE, CLEAR A PATH OF ESCAPE, A, HAVE AN ACTION PLAN IN CASE OF FIRE.

AND N, NEIGHBORS, CHECK ON YOUR VULNERABLE NEIGHBORS.

FIND MORE SAFETY TIPS ON SAFIRE.COM AND LEARN HOW TO DO A PLAN WITH YOUR FAMILY.

BACK AND FORTH ON WHETHER WE SHOULD LAUNCH SANTA CLAUS OVER THE SKY, AND IN THE END, IT WASN'T THE POPULAR VOTE. NOW, FOCUSING ON COLD WEATHER PREPARATION, THE CITY'S RESPONSE TO COLD WEATHER, THIS IS AN EFFORT SPIRITED BY THE EMERGENCY OPERATION CENTER, BUT IT IS A HUGE COLLABORATIVE EFFORT, MULTIPLE CITY AGENCIES, MULTIPLE REGIONAL AND COUNTY AGENCIES AS WELL. THIS IS AN EXAMPLE OF OUR WINTER PREPAREDNESS GUIDE, CAN BE A DOOR HANGER AND AVAILABLE FOR PRINT ONLINE.

IT'S VERY THOROUGH, IT EXPLAINS WHAT TO DO TO PREPARE FOR COLD WEATHER, WHAT RESOURCES ARE THERE FOR YOU. IT'S COMPLETELY COMPREHENSIVE. IT'S AN EFFORT WE'RE GOING TO PUT THEM ON DOORS WITH THE DOOR HANGARS, AS WELL AS IT CAN BE PRINTED AS A PDF ONLINE. OBVIOUSLY WE PREACH THE FOUR PS.

[00:20:03]

PEOPLE, PETS, PLANTS AND PIPES. A LOT OF TIME THE EMERGENCY RESPONSE, FIRE SERVICE AND PD, WE KIND OF REPEAT THE SAME MESSAGE OVERAND OVER SO IT'S OLD HAT. STOP, DROP AND ROLL.

THIS IS AN EFFORT THAT WILL ALWAYS CONTINUE. IT'S A COORDINATED RESPONSE, THE CITY, MULTIPLE DEPARTMENTS WITHIN THE CITY, THE COUNTY, CPS, OUR INFRASTRUCTURE, OUR UTILITIES, AS WELL AS VIA IF WE NEED TO TRANSPORT FOLKS, EMCIS THROUGH THE EMERGENCY OPERATION CENTER WHICH IS A GROUP OF OVER 400 STAKEHOLDER GROUPS HERE IN THE REGION THAT GET INVOLVED AS WELL. THESE ARE -- I'LL GO BACK TO THEM. THESE ARE EXAMPLES OF PRESS RELEASES THAT WE'LL SEND OUT, MEDIA ADVISORIES ANY TIME WE'RE GOING TO ACTIVATE ONE OF OUR LEVEL -- COLD WEATHER -- OUR PREPAREDNESS LEVEL.

SO LEVEL WUN 1 IS STANDARD OPERATIONS, DAYTIME WARMING CENTERS, LIBRARY, ANYWHERE THEY NEED TO GET WARM IF THEY NEED TO GET OUT OF THE ELEMENTS. LEVEL 1 ACTIVATION IS ANY TIME WE'RE BELOW FREEZING, FREEZING OR BELOW, DRY CONDITIONS, 35 OR BELOW WITH PRECIPITATION OR A WINDCHILL BELOW 32. THAT'S GOING TO BE YOUR LIBRARY, SENIOR CENTERS, ALL OPEN DURING REGULAR BUSINESS HOURS.

LEVEL 2 WE'RE TALKING ABOUT OPENING THE RESILIENCY HUBS.

IN A COUPLE SLIDES YOU'LL SEE A MAP. THOSE ARE GOING TO BE ACTIVATED ANY TIME WE HAVE HAZARDOUS WEATHER. POOR ROAD CONDITIONS, SNOW, SLEET, ICE, SOMETHING WE'VE STEEN IN THE PAST, OBVIOUSLY, THEY WILL BE STAFFED FOR 24 HOURS THAT NEED BE FOR THE FOLKS THAT DO NEED THEM. WE CAN TALK ABOUT THE UNHOUSED IN A SECOND ABOUT HOW THAT PAR LAYS INTO THIS AS WELL. AND LEVEL THREE IS OUR MASS SHELTERING, CATASTROPHIC EVENTS, HURRICANES, TORNADOES, WE SAW TORNADOES A NUMBER OF YEARS AGO, NOW WE HAVE THE RESOURCE IS THERE IF WE NEED TO SHELTER MASS AMOUNTS OF FOLKS, OVER AT THE ALAMODOME DOME, CONVENTION CENTER, THOSE TYPE OF RESOURCES. FOR OUR UNHOUSED COMMUNITY, THE SHELTERING LEVELS HERE, SO STANDARD OPERATIONS THROUGH DECEMBER THROUGH MARCH, REALISTICALLY R YEAR ROUND, IS GOING TO BE WITH HAVEN FOR HOPE. LEVEL 2 AND LEVEL 3 WHICH TIE BACK TO OUR COLD WEATHER ACTIVATION PLANS, THAT'S WHERE WE CAN UTILIZE OUR COMMUNITY STAKEHOLDER GROUPS, THE -- WHETHER IT'S RELIGIOUS COMMUNITY OR THE CHARITABLE COMMUNITY, WE CAN RELATE -- UTILIZE THOSE RESOURCES AND LEVEL 3, OBVIOUSLY THEY TIE TOGETHER. THIS IS WHEY MENTIONED EARLIER, THE RESILIENCY HUBS. IN RED ARE OUR CURRENT ONES, AND BLUE ARE OUR PROPOSED, WILL BE COMING SOON.

AGAIN, THE KEY STRESS ON THIS IS, THIS IS NOT JUST A CITY OF SAN ANTONIO EFFORT, IT'S NOT JUST THE EMERGENCY OPERATION CENTER, IT'S NOT JUST THE FIRE, THIS IS A JOINT EFFORT THAT CANNOT BE DONE EFFECTIVELY WITHOUT ALL OF THESE PEOPLE LISTED HERE. AT THE VERY BOTTOM, THAT IS 400 PLUS STAKEHOLDERS IN OUR COMMUNITY THAT WE CAN RELY ON TO SPREAD OUR MESSAGE, IF WE NEED RESOURCES, YOU KNOW, WE NEED THEM TO RESOURCE THE STAFF, IF WE HAVE TO DO A MASS SHELTER, WE CAN STAFF WITH THESE FOLKS, AND EVERYONE IS A KEY STAKEHOLDER IN WEIGHING IN ON HOW THESE THINGS HAPPEN, HOW THEY'RE -- THEY PLAY OUT. SITUATIONAL AWARENESS.

SO WHAT WILL HAPPEN, IF THESE EVENTS TAKE PLACE AND SAY WE'RE AT A HIGHER LEVEL OF OPERATIONS, THE EMERGENCY MANAGEMENT TEAM WILL MEET AND BRIEF THE CITY MANAGER'S OFFICE, AND FROM THERE, THE CITY MANAGER'S OFFICE WILL BRIEF MAYOR AND COUNCIL ON -- KIND OF A SIT REP, A SITUATIONAL AWARENESS OF WHAT'S UNFOLDING, YOU'LL BE KEPT IN THE LOOP OF KNOWLEDGE OF WHERE WE ARE, SO THAT YOU CAN COMMUNICATE TO YOUR COMMUNITIES AS WELL.

THIS IS AN EXAMPLE OF HOW WE COMMUNICATE TO THE MEDIA.

SO WE'RE GOING TO HAVE -- WE WILL HAVE ROUTINE MEDIA ADVISORIES, WHERE WE ARE, WHAT WE KNOW, WHAT THE CITY AND COUNTY ARE DOING TO TAKE CARE OF OUR RESIDENTS. THIS IS A -- AN EXAMPLE. IT'S A LITTLE BIT DATED, BUT THIS IS THE SAME BASIC IDEA OF WHAT YOU GET, WHAT YOU SEE.

AND WITH THAT, I THINK I AM DO DONE. >> MAYOR NIRENBERG: ALL RIGHT. THANK YOU, EVERYBODY, FOR THE PRESENTATION AND GOOD CREATIVE. ANXIOUS TO HEAR OTHER OPINIONS.

WE'LL START WITH COUNCILMEMBER ROCHA GARCIA.

>> GARCIA: THANK YOU, MAYOR. THANK YOU TO EVERYBODY FOR THE PRESENTATIONS. BY THE WAY, I LOVED HECTOR THE DETECTOR.

THAT'S SUCH A CUTE IDEA. I HAD NO IDEA HE EXISTED.

I'M GOING TO BE USING HIM, BY THE WAY. AND SO ANYWAY, SO I APPRECIATE, AND ALSO I'LL START OFF BY CONGRATULATIONS TO ALL OF THE TEAM THAT'S BEEN WORKING, I THINK FOR THE LAST FEW YEARS, ON THE HOLIDAYS ON HOUSTON. THAT'S A TEAM EFFORT, AND I'VE BEEN HEARING ABOUT IT, OF COURSE, THROUGH VISIT SAN ANTONIO, BUT ALL OF THE PROMOTIONS

[00:25:02]

THAT CENTRO HAS DONE AND YOUR TEAM, EVERYBODY IS JUST INCREDIBLE.

SO I WAS AT THE LAV LA VILLITA LAST WEEKEND FOR THE GINGERBREAD HOUSE COMPETITION. I LOVED HOW THEY INCORPORATED THE STUDENTS AT ST. PHILLIP'S COLLEGE AND THEY WERE SO EXCITED TO BE ABLE TO BE THERE.

AS I WAS LOOKING, AS I WAS THINKING, LIKE, THANK YOU FOR CLEARING -- I DON'T KNOW IF Y'ALL CLEARED IT UP IN TIME, BUT THE CONSTRUCTION, EVEN THOUGH IT WAS STILL GOING ON, THERE WAS MORE OF A WALKWAY NOW, SO I APPRECIATE -- I DON'T KNOW WHO DID THAT, BUT I KNOW THAT THAT WAS ONE OF THE THINGS THAT THEY HAD IN MIND, SO THANK YOU FOR THAT.

BESIDES THE ALAMO BOWL, ARE WE ALSO TRACKING ATTENDEES THAT ARE COMING TO THAT TYPE OF EVENT? LIKE ALL OF TE VENTS THAT LA VILLITA AND THE ONES

THAT YOU JUST MENTIONED, LIKE ALL OF THE -- >> YES, BOTH CENTRO SAN ANTONIO AND VISIT SAN ANTONIO DO A LOT OF DATA TRACKING AND HAVE SERVICES, AND SO WE WORK WITH THEM. AND, OF COURSE, THE ENE TO UNDERSTAND HOW MANY PEOPLE ARE COMING TO EACH OF THE EVENTS.

THERE'S A LITTLE BIT OF A LAG FOR US TO FIND OUT -- YOU KNOW, WE DON'T LEARN IMMEDIATELY, BUT WE DEFINITELY WILL HAVE DATA AT THE END OF THE MONTH ABOUT WHO ATTENDED WHAT AND ON WHICH DAYS GRASSER GARCIA WONDERFUL.

THANK YOU. I'D LOVE TO SEE THE BREAKDOWN OF HOW MANY WERE LOCAL VERSUS THE PEOPLE WHO WERE HERE AS GUEST.

>> FOR SURE. IT HIGHLIGHTS BY ZIP CODE OF ORIGIN, AND SO WE KNOW THAT PEOPLE FROM ALL OVER THE CITY CAME, FOR EXAMPLE, FOR THIS WEEKEND AT THE MARKET. MANY OF THE ZIP CODES IN THE CITY WERE REPRESENTED, AND OF COURSE, OUT OF TOWN GUESTS BUT WE CAN FOLLOW

UP WITH MORE INFORMATION. >> GARCIA: THANK YOU.

Y'ALL HAD BABY GOATS. THEY WERE THE CUTEST THING.

THEY WERE WEARING THEIR SWEATERS AND EVERYTHING. THEY MIGHT HAVE BEEN A LITTLE HOT NOW THAT I THINK OOH ABOUT IT, BUT IT WAS CUTE.

CHIEF, I JUST HAVE A COUPLE OF QUESTIONS -- OR MICHELLE, DO WE HAVE DWI CHECKPOINTS LIKE DURING THE HOLIDAYS BY ANY CHANCE? AND I KNOW THAT OTHER CITIES DO THAT, BUT I DIDN'T -- IT'S NEVER

OCCURRED TO ME TO ASK? >> NO, WE DON'T. >> GARCIA: OKAY.

AND THEN REGARDING THE HOLIDAY CRIME REDUCTION TASK FORCE, ARE WE ALSO INVOLVED WITH SOME OF THE LARGE EMPLOYERS? I KNOW LIKE PORT SAN ANTONIO HAD RECENTLY BEEN RECEIVING -- ON THE RECEIVING END OF THOSE CAR THEFTS, ET CETERA, AND SO I'M JUST WONDERING IF WE'VE MADE ANY PROGRESS ON, LIKE, SOME OF THE TARGETED AREAS, THAT IT SEEMS LIKE THEY

HAD BEEN TARGETED? >> SO I KNOW A LOT OF THE TIMES IT'S THE CORRIDORS, RIGHT, ON THE HIGHWAYS. WE HAVE THE RIM, LA CANTERA, NORTH STAR MALL. BUT I KNOW OUR SAFE UNITS ARE ACTIVELY INVOLVED IN THAT AND REACHING OUT TO BUSINESSES. .

>> GARCIA: GOT IT OUR SAFE OFFERS ARE INCREDIBLE.

WE WERE JUDGING NEIGHBORHOOD ASSOCIATIONS, RIGHT? IT WAS A LOT OF FUN. AND THANK YOU, CHIEF, EVEN THOUGH WE SLOWED DOWN THE PARADE BY ABOUT AN HOUR, CHIEF MCMANUS WALKED THE ENTIRE BLUE SANTA PARADE AND I THINK GAVE A CANDY TO EVERY CHILD ALONG THAT ROUTE, AND SO THANK YOU, CHIEF, FOR ALWAYS BEING THERE. AND THEN CHIEF FRAWS TOE, ON YOUR WINTER PREPAREDNESS, HOW ARE YOU DISTRIBUTING -- DO YOU ALSO WORK WITH THE SCHOOL DISTRICTEDS, CHURCHES, SMALL BUSINESS CENTERS,

TAQUERIAS, LIKE WHERE DO WE DISTRIBUTE? >> CHIEF FRAUSTO: YES, MA'AM. EVERY OPPORTUNITY, EVERY EVENT THAT WE HAVE DURING THIS TIME OF YEAR, WE SHARE THAT INFORMATION. AND AS JOE MENTIONED, THE OCTOBER MONTH IS FIRE PREVENTION MONTH, IS REALLY WHERE WE CAPITALIZE ON GETTING THE INFORMATION OUT TO THE SCHOOLS AND TO REALLY ANY EVENT, INCLUDING COUNCIL EVENTS. AS YOU KNOW, WE SET UP A TABLE AND WE HAVE AND DISTRIBUTE ALL THAT INFORMATION.

>> GARCIA: WONDERFUL. THANK YOU. AND SO GREAT VIDEOS, FIRE ALWAYS DOES GREAT VIDEOS. I WAS A LITTLE SCARED OF THE SANTA CLAUS VIDEO IF I WAS A CHILD. IR'D BE LIKE, WHAT'S HAPPENING TO SANTA? BUT YOU KNOW WHAT? IT WASN'T AS DRAMATIC AS COUNCILMAN PELAEZ COOKIE EATING VIDEO THE OTHER DAY, BUT I LOVE WHAT YOU ALL DO ALWAYS, AND THE TARGET THAT THE KIDS -- LIKE I SAID THAT A COUPLE OF MONTHS AGO, AND THEY WERE LIKE, WHAT IS SHE TALKING ABOUT? I'M GLAD THAT Y'ALL SAID IT, I FEEL LIKE IF WE GET TO THE KIDS, THEY KIND OF REMIND THEIR GRANDPARENTS, PARENTS, ET CETERA.

AND THEN MY LAST QUESTION -- OR ACTUALLY, IT'S NOT A QUESTION, IT'S JUST A SHOUTOUT TO BOTH YOUR TEAM AND MARIA, RYAN NORRIS LAST WEEK MADE ME REALLY HAPPY DURING THE PUBLIC UTILITIES COMMITTEE MEETING BECAUSE HE MENTIONED THAT MILLER'S POND WAS BEING CONSIDERED AS ONE OF THE RESILIENCE HUBS, LIKE WHATEVER YOU CAN DO TO MAKE THAT HAPPEN.

I'M JUST SO EXCITED ABOUT IT. SO SHOUTOUT TO BRIAN NORRIS AND THE TEAM AND ALL THE WORK THAT YOU ALL DO.

[00:30:03]

>> VILLAGOMEZ: THANK YOU, COUNCILWOMAN. I JUST WANT TO SAY IT IS A RESILIENCY HUB LOCATION THAT WE HAVE CHOSEN TO DO THAT.

WHAT IS MISSING IS FOR US TO INSTALL A GENERATOR. AND ONCE WE DO THAT, THEN

WE'RE ALL GOOD TO GO. >> GARCIA: YAY! AWESOME.

GOOD. THAT WAS IT. THANK YOU SO MUCH, I

APPRECIATE IT. THANK YOU, MAYOR. >> WALSH: MAYOR, JUST ONE THING. COUNCILWOMAN, ON YOUR QUESTION ABOUT THE DWI CHECKPOINTS, WE DON'T HAVE THEM BECAUSE THEY'RE NOT ALLOWED IN THE STATE OF TEXAS. SO IT'S NOT THAT SOMEBODY ELSE IS HAVING THEM ELSEWHERE IN THE STATE. THEY'RE NOT ALLOWED IN THE STATE.

YEAH. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ROCHA GARCIA. COUNCILMEMBER ALDARETE GAVITO?

>> GAVITO: THANK YOU, MAYOR. THANKS SO MUCH FOR THE PRESENTATION. I JUST HAVE A FEW COMMENTS.

YEAH, THE LIGHTS ON THE RIVERWALK ARE SUCH A SPECIAL PART OF THE HOLIDAY SEASON. I KNOW I LIKE TO TAKE MY GIRLS THERE.

AND THE CITY LOOKS BEAUTIFUL WITH ALL THE THINGS THAT WE HAVE GOING ON, THE ICE SKATING RINKS, THE HOLIDAYS ON HOUSTON AND FOR THE VALERO ALAMO BOWL SCOPUFFS. YES, GO COLORADO.

PICC SO MY TEAM AND I ARE LOOKING FORWARD TO THE MLK MARCH.

WE'RE EXCITED ABOUT IT. ALSO, TOO, FOR SLIDE 17, THANK YOU TO SAPD FOR BEING PROACTIVE WITH THIS. I WAS GLAD TO PARTNER WITH MY COLLEAGUE COUNCILWOMAN TERI CASTILLO ON HER CCR ABOUT DOING A PSA ABOUT THE DANGERS OF CELEBRATORY GUNFIRE AND ENCOURAGING FOLKS TO CALL IN, BECAUSE WHAT YOU HEAR OFTEN IS PEOPLE GET TIRED OF CALLING IN AND AGAIN. SO WE'RE TRYING TO SEND THAT FRIENDLY REMINDER, STILL DO YOUR PART. UNFORTUNATELY, GUNSHOTS ARE MORE REPETITIVE IN SOME PARTS OF THE CITY THAN OTHERS. SLIDE 32, I'M GLAD THAT WE HAVE A PLAN IN PLACE TO UP IS PORT OUR UNSHELTERED RESIDENTS IN EXTREME WEATHER. I KNOW THAT, YOU KNOW, THIS IS AN IMPORTANT INITIATIVE FOR ALL OF US, SO THANK YOU SO MUCH TO ALL THE COMMUNITY PARTNERS WHO PARTICIPATE IN THAT -- IN THIS EFFORT.

I ALSO DO JUST WANT TO STOP AND THANK ALL OF OUR POLICE OFFICERS AND FIREFIGHTERS FOR ALL THEIR HARD WORK DURING THE HOLIDAY SEASON.

I KNOW THAT IT IS TIME AWAY FROM Y'ALL'S FAMILIES, IT IS A BUSY SEASON, SO THANK YOU SO MUCH -- I APPRECIATE YOUR EFFORTS, AND I'M SURE MY COUNCIL COLLEAGUES DO AS WELL. FINALLY, WE'LL GLADLY HELP ADVERTISE THESE EVENTS OR ANY PSAS ON OUR DISTRICT 7 NEWSLETTER. IT'S READ BY A LOT OF PEOPLE, SO SEND US ANY GRAPHICS, AND WE'RE HAPPY TO SHARE.

THAT'S ALL. THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER ALDARETE GAVITO. COUNCILMEMBER CASTILLO?

>> CASTILLO: THANK YOU, MAYOR. THANK YOU ALL FOR THE PRESENTATIONS. IT'S EXCITING TO SEE ALL THE EVENTS TAKING PLACE DOWNTOWN. MY OFFICE CHECKED IN WITH VIA TO SEE IF THEY WOULD BE PROVIDING FREE TRANSPORTATION ON NEW YEAR'S AND THEY CONFIRMED THAT THEY WOULD NOT BE PROVIDING FREE BUS RIDES ON NEW YEAR'S EVE, SO I HOPE THAT'S SOMETHING THAT CITY STAFF CAN VISIT TO SEE IF WE CAN PROVIDE THAT SAFE ROUTE HOME. IN TERMS OF THE EVENTS TAKING PLACE DOWNTOWN, WE ARE LOOKING AT THE CITY OF AUSTIN'S WEBSITE, AND THEY HAVE A GREAT PAGE THAT SAYS GETTING TO AUSTIN'S NEW YEAR, AND IT PROVIDES DIFFERENT TRAILS THAT YOU CAN GET -- TAKE TO GET TO AUSTIN'S DOWNTOWN NEW YEAR'S EVENTS AS WELL AS PLACES THAT YOU CAN PARK -- OR LOCK UP YOUR BICYCLE TO ENJOY THE EVENTS. AND, OF COURSE, THE CITY OF AUSTIN, THEIR PUBLIC TRANSIT SYSTEM IS PROVIDING FREE BUS RIDES, SO I THINK THERE'S OPPORTUNITY FOR US TO REPLICATE AND WORK WITH VIA TO PROVIDE THAT SAFE TRANSPORTATION AND REDUCE THE RISK OF DRUNK DRIVING.

I KNOW THE SAN ANTONIO EXPRESS-NEWS HAD REPORTED THAT THE CITY OF SAN ANTONIO HAS THE HIGHEST PER CAPITA RATE OF DRUNK DRIVING CRASHES, AND I THINK THAT PARTNERSHIP WITH VIA IS VITAL TO REDUCE THOSE RISKS. IN TERMS OF THE PREPAREDNESS OF OUR UNHOUSED COMMUNITY, OFTENTIMES WHAT I HEAR FROM OUR OUTREACH WORKERS AND THEN THE HAVEN FOR HOPE NEWSLETTER IS THAT OFTENTIMES THEY'RE AT CAPACITY, AND WHEN THEY'RE AT CAPACITY, THEY DON'T ALLOW MEN IN FROM 18 TO 80 YEARS OLD. WHAT IS OUR PLAN OF ACTION FOR OUTREACH IN THE CASE THAT THEY ARE AT CAPACITY, HOW ARE WE GETTING THOSE FOLKS WHO ARE BEING TURNED AWAY FROM THAT AGE LIMIT AND THAT GROUP OF INDIVIDUALS

AND OFFERING THEM SERVICES? >> THAT DID HAPPEN THREE TIMES THIS PAST YEAR, AND SO WHEN THAT DOES HAPPEN, HAVEN FOR HOPE DOES SUBMIT A PRESS RELEASE AND THEN WE COORDINATE WITH OUR HOMELESS PARTNERS, SAMMINISTRIES, CORASON MINISTRY -- CAN WORK WITH OTHER PARTNERS. NOW, DURING INCLEMENT WEATHER EVENTS IF THERE ISN'T CAPACITY AT HAVEN, THEN CORAZON OPENS UP AND THEY LEASE OUT A PLACE AND THEY OPERATE OUT OF THE CHURCH OR ANOTHER PARTNER FACILITY, AND THEN AS MENTIONED, WE HAVE THE CHURCHES THAT OPEN UP. AND WE HAVE A PROGRAM, WE PROVIDE THE CHURCHES THE

[00:35:02]

SUPPLIES THEY NEED TO OPERATE. AND SO IT'S ALL VERY WELL COORDINATED, BUT ANYBODY WHO WANTS HOUSING DURING INCLEMENT WEATHER, WE CAN FIND THAT. CAVS WOULD YOU BE ABLE TO

>> CASTILLO: WOULD YOU BE ABLE TO SHARE THE DATA WITH US? IN TERMS, COUNCILMAN PELAEZ HAD A REALLY GOOD VIDEO, ON YOUR PERSON, AT YOUR HOME, BUT ESSENTIALLY NOT IN YOUR CAR.

THAT'S WHERE A LOT OF FOLKS ARE GETTING ACCESS TO THEIR WEAPONS.

I DON'T KNOW IF IT'S PATENTED, BUT REPLICATING THAT VIDEO.

THIS IS WHAT I HEAR WHETHER IT'S JUDGES ACROSS THE STREET OR FROM OUR SAFE OFFICERS, THIS IS HOW FOLKS ARE GETTING AHOLD OF THESE GUNS IS JUST OPENING THE DOOR AND CHECKING THE GLOVE COMPARTMENT OR UNDER THE SEETHE. I THINK THAT'S SOMETHING WORTH EXPLORING OR

REPLICATING. >> OKAY. I'LL LOOK AT HIS VIDEO.

>> CASTILLO: AND THEN IN TERMS OF THE UNIT THAT'S CONDUCTING OUTREACH, CAN YOU HELP ME UNDERSTAND WHAT THAT LOOKS LIKE? IS THAT IDENTIFYING FOLKS THAT MAY HAVE AN ACTIVE WARRANT FOR THEFT AND THEN DOING A WARRANT ROUNDUP? LIKE WHAT IS THAT UNIT -- WHAT DOES THAT WORK LOOK

LIKE? >> SO YOU'RE TALKING ABOUT THE HOLIDAY TASK

FORCE? >> CASTILLO: YES. >> THEY PROACTIVELY GO OUT. A LOT OF TIMES IT'S GOING TO BE SHOPPING CENTERS, BUT THEY DO HAVE A WARRANT ROUNDUP, BUT IT'S PRILY FOCUSED ON RETAIL THEFT, CAR BURGLARIES, THEY GO ALONG THE CORRIDORS, KIND OF COVERT-TYPE WORK. THESE INDIVIDUALS THAT ARE BREAKING INTO VEHICLES, THEY'RE IDENTIFYING THEM AND APPREHENDING THEM.

>> CASTILLO: THANK YOU. >> CHIEF MCMANUS: WE ALSO HAVE OUR ANALYSTS THAT DO THE WORK, DOING RESEARCH PRIOR TO THE TASK FORCE IMPLEMENTATION, GOING AFTER INDIVIDUALS WHO ARE -- WHO HAVE WARRANTS AND INDIVIDUALS THAT WE KNOW HAVE THE PROPENSITY TO HAVE CAR BURGLARS WHO HAVE WARRANTS FOR THEM.

SO WE DO BOTH WHAT MICHELLE JUST MENTIONED AND WHAT THE ANALYSTS

COME UP WITH BEFORE WE GO OUT. >> CASTILLO: C THANK YOU FOR THAT CLARIFICATION. THEN SIMILAR TO MY COLLEAGUES, JUST EXTREMELY GRATEFUL FOR OUR SAFE OFFICERS AND ALL THE WORK THAT THEY DO.

THEY'RE ALWAYS ENSURING THAT OUR COMMUNITY MEMBERS ARE WELL EQUIPPED WITH THE TRENDS THAT WE'RE SEEING, NOT JUST WITHIN THAT NEIGHBORHOOD BUT ACROSS THE CITY, AND ALSO PROVIDING TIPS AND RECOMMENDATIONS ON HOW TO AVOID AND, YOU KNOW, REDUCE THE RISK OF BEING A VICTIM OF SOME OF THESE CRIMES. SO JUST WANTED TO THANK THEM FOR THAT.

SIMILAR TO MY COLLEAGUE, I'M GRATEFUL THAT Y'ALL HIGHLIGHTED THE CELEBRATORY GUNFIRE PIECE. THIS IS SOMETHING THAT WE LEAR TIME AND TIME AGAIN, ESPECIALLY AROUND THE HOLIDAYS THAT THERE'S THE GUNSHOTS, BUT WHEN I FOLLOW UP, DID YOU REPORT IT? IT'S ALWAYS A NO, RIGHT? AND WE WANT TO REMIND FOLKS THAT CELEBRATORY GUN FIRE IS ILLEGAL AND RECORDING AND COLLECTING THAT DATA IS IMPORTANT TO CREATE A STRATEGY AND PATH FORWARD TO REDUCE THOSE GUNSHOTS.

WANTED TO THANK Y'ALL FOR THAT AS WELL. AND, OF COURSE, D5 ALWAYS HAS THE HIGHEST AMOUNT OF FIRES, WHETHER IT'S VACANT OR OCCUPIED STRUCTURES, SO EXTREMELY GRATEFUL FOR THE WORK THAT THE SAN ANTONIO FIRE DEPARTMENT, THEY'RE.

CONDUCTING OUTREACH TO PROVIDE SAFETY TIPS. I KNOW MY CONSTITUENTS REALLY VALUE BOTH PD AND FIRE FOR KEEPING THEM SAFE.

SO THANK YOU. THANK YOU, MAYOR. >> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER CASTILLO. COUNCILMEMBER PELAEZ?

>> PELAEZ: THANK YOU. COUNCILWOMAN CASTILLO MENTIONED THE VIDEO WE DID REGARDING THE GUNS, AND SURPRISINGLY THAT GOT MORE ATTENTION THAN ANY OF US EVER ANTICIPATED IT WOULD. AND ERIK, I KNOW THAT, YOU KNOW, WE'RE REALLY CAREFUL ABOUT TALKING ABOUT GUNS BECAUSE IT'S A HOT TOPIC ISSUE, BUT I THINK THAT THE MAJORITY OF FOLKS, WHEREVER THEY STAND ON THE ISSUE OF GUNS, AGREE, RIGHT, THAT, YOU KNOW, HAVING GUNS STOLEN FROM CARS IS PRETTY TERRIBLE THING IN TEXAS.

AND SO I -- THERE'S NO PATENT ON IT. YOU'RE WELCOME TO BORROW MY GUN IF THAT'S REALLY WHAT YOU WANT. BUT I DO HAVE TO SAY, YOU KNOW, AND IT'S NOT GERMANE, MAYOR, BUT POINT OF PERSONAL PRIVILEGE, I'LL TELL YOU WHEN WE DID THIS VIDEO OUTSIDE, THE LADY -- THE FEMALE OFFICER ON THE BICYCLE OUTSIDE, HER NAME ESCAPES ME, SHE TOOK THE GUN FROM ME AND CLEARED IT TO MAKE SURE THAT IT WAS PERFECTLY SAFE FOR ME TO HANDLE IT. AND SO THEY TOOK EXTRA PRECAUTIONS.

SO THANK YOU. I'M ALIVE TODAY BECAUSE OF THAT LADY CHECKED MY GUN. -- YEAH, BUT I DO WANT TO TALK ABOUT THE SCAMS. SO ONE OF THE THINGS THAT WE DO AT OUR LAW FIRM IS WE DO THESE STORM-RELATED CLAIMS. AND IF YOU'RE ELDERLY IN THE CITY, THE CHANCES THAT YOU'RE GOING TO BE RECEIVING THOSE ROOF -- THOSE ROOFING CALLS THAT ARE SCAMS, RIGHT, YOU KNOW, WE'RE INSPECTING YOUR HOUSE, THOSE INCREASE DRAMATICALLY DURING THE HOLIDAY SEASONS BECAUSE THEY KNOW

[00:40:03]

PEOPLE ARE HOME, RIGHT? AND DON'T NEED TO GET A CITY LICENSE TO DO THIS. YES, YOU DO.

YOU KNOW, YOU'RE NOT ALLOWED TO DO THAT. YOU KNOW, WE HAVE DONE IN THE PAST DURING -- YOU KNOW, IMMEDIATELY AFTER WEATHER EVENTS, LIKE WATCH OUT, THIS IS WHEN IT'S GOING TO HAPPEN, BUT I DO THINK THERE'S AN OPPORTUNITY HERE TO BAKE IN -- AT THE VERY LEAST, RIGHT, THOSE ROOFING SCAMS AROUND THIS SEASON IS WHEN ALL OF OUR CLIENTS GET SUCKERED INTO, YOU KNOW, SIGNING THINGS, AND THEN THEY NEVER GET THEIR ROOF FIXED AND SOMEBODY RUNS OFF WITH THEIR MONEY, RIGHT? AND IF AT SOME POINT, I CAN SEND YOU SOME OF THOSE EXAMPLES OF THOSE SCAMS THAT YOU CAN THEN BAKE INTO YOUR MESSAGING, I'D REALLY APPRECIATE

THAT. >> YEAH, WE WANT TO REMIND FRIENDS, FAMILY, NEIGHBORS, KEEP AN EYE OUT FOR YOUR ELDERLY INDIVIDUALS, YOUR FAMILY MEMBERS, NEIGHBORS, CHECK IN ON THEM, TALK TO THEM, MAKE SURE THEY'RE NOT FALLING FOR ANY OF THAT. WE HAVE HAD OUR SAFE OFFICERS AND OUR FINANCIAL CRIMES GO OUT TO SENIOR CENTERS TO KIND OF TALK TO THEM ABOUT

SOME OF THE THINGS TO LOOK OUT FOR. >> PELAEZ: AND THEN THE OTHER THING THAT WORRIES ME ALSO IS THAT DURING THIS SEASON, ALONG THE LINES OF THE CHARITIES THAT REALLY AREN'T CHARITIES, RIGHT? I THINK THAT NAMING SOME IS PROBABLY A GOOD IDEA.

WAS TALKING TO SOME OF Y'ALL'S OFFICERS AT THE SAFE UNIT AT -- ON PRUE ROAD, THEY WERE TELLING ME HOW FRUSTRATING IT IS TO SEE THOSE FAKE POLICE SUPPORT CHARITIES CALLING FOLKS AND ASKING FOR MONEY SO THEY CAN PUT THE STICKER ON THE BACK OF THEIR CAR.

AND THAT MONEY REALLY DOESN'T END UP IN THE HANDS OF THE FAMILIES OF OFFICERS WHO WERE MURDERED. AND SO I DO THINK THERE'S AN OPPORTUNITY, MAYBE NOT HERE, BUT LATER FOR US TO REMIND FOLKS THAT, YOU KNOW, IF SOMEBODY'S CALLING YOU FOR MONEY, CHANCES ARE THEY'RE NOT

LEGIT, RIGHT? >> I HAVE GOTTEN THOSE CALLS, AND SAPD WILL

NEVER CALL AND ASK YOU FOR MONEY. >> PELAEZ: RIGHT.

AND SO PEOPLE THINK THAT THEY'RE DOING THAT, WE'RE WITH THE FRATERNAL ORDER, AND THERE'S A MOMENT -- MAYBE NOT OVERWHELMING THEM WITH TOO MANY MESSAGES NOW, BUT THERE'S A MOMENT TO VISIT LATER TO REALLY DRILL DOWN, THOSE CHARITIES ARE REALLY JUST STEALING PEOPLE'S MONEY.

THANKS FOR THE WORK. YOU GUYS ARE DOING A GREAT JOB.

>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER PELAEZ.

ANY FURTHER DISCUSSION ON THIS TOPIC? COUNCILMEMBER COURAGE?

>> COURAGE: THANK YOU. I'D LIKE TO SEE YOU BRING BACK UP THE MAP THAT SHOWED THE CENTERS THAT WE GO TO IN CASE WE GET INTO REALLY DIFFICULT WEATHER. I DON'T REMEMBER WHICH ONE IT WAS NOW.

YEAH, I SEE A GAP IN THE NORTHWEST AREA. AND WE HAVE A GREAT DISTRICT 9 SENIOR CENTER THAT I THINK SHOULD BE ON THAT MAP FOR AN AREA, WHICH IS JUST A LITTLE BIT NORTH OF CASTLE HILLS AND IT'S TO THE WEST OF 281. AND THERE'S A LARGE COMMUNITY AROUND THERE THAT IS NOT AS SIGNIFICANTLY WELL OFF AS MANY OTHER PARTS OF DISTRICT 8, 9 AND 10 MAY BE. HAVE WE GIVEN ANY CONSIDERATION AS TO MAKING THAT ONE OF THE PRIMARY AREAS TO GO IN CASE OF REALLY BAD WEATHER? COUNCILMAN, WE HAVE NOT

LOOKED AT IT, BUT WE WILL. >> COURAGE: OKAY.

I'D REALLY APPRECIATE YOU DO THAT AND EVALUATE THE ECONOMICS OF THE PEOPLE AROUND THAT CENTER. THANK YOU. OTHERWISE, I THINK WE HAVE A GREAT PLAN OF ACTION REGARDING THE WEATHER.

I KNOW WE HAVE A GREAT PLAN FOR THE HOLIDAY SEASON, SO I WAS REALLY PLEASED TO SEE ALL OF THAT. I HOPE TO MAKE IT DOWN TO HOUSTON STREET, AND OTHERWISE, THANK YOU FOR THE B SESSION.

>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER COURAGE.

COUNCILMEMBER KAUR? >> KAUR: THANKS, MAYOR. JUST TWO QUICK QUESTIONS. DO WE GIVE OUT PIPES OR ANYTHING LIKE THAT, COVERING FOR PIPES FOR FOLKS THAT NEED IT? COUNCILWOMAN, THE CITY DOES NOT. SAWS HAS DIFFERENT PROGRAMS AND THEY DO, BUT

WE DON'T. >> KAUR: WHAT ABOUT TRAVEL TO THE WARMING CENTERS? LIKE IF SOMEONE NEEDS TO GET THERE.

>> VILLAGOMEZ: YES. SO WE DO PROVIDE THAT THROUGH OUR METRO HEALTH DEPARTMENT, THE DOMESTIC VIOLENCE DIVISION AND HUMAN SERVICES AS WELL.

>> KAUR: CAN WE GET THE NUMBER FOR HOW SOMEONE COULD REQUEST --

>> VILLAGOMEZ: SURE. >> KAUR: THANK YOU SO MUCH.

THANK YOU, MARIA, THANK YOU. >> MAYOR NIRENBERG: THANK

YOU, COUNCILMEMBER KAUR. COUNCILMEMBER VIAGRAN? >> VIAGRAN: THANK YOU.

THANK YOU FOR THE PRESENTATION. I WAS ABLE TO ENJOY SOME OF TE VENTS ON HOUSTON AND I WANT TO THANK YOU FOR PUTTING UP THAT

[00:45:04]

CALENDAR. I THINK IT'S GOING REALLY WELL DOWN THERE AND THE WAY YOU'RE ACTIVATING THE SPACE, SO I LOOK FORWARD TO SEEING MORE UPDATES WHERE WE LOOK AT THE EVENTS. I DON'T KNOW IF THIS IS QUARTERLY OR EVERY TWO MONTHS, BUT I LIKE THAT ASPECT OF IT.

AND JUST THANK YOU FOR WHAT YOU'RE DOING WITH THE RESILIENCY CENTERS.

I THINK WE ALL THOUGHT -- I THOUGHT IT WAS GOING TO BE COLD TODAY.

I THOUGHT WE WERE GOING TO GET RAIN, AND SO IT'S KIND OF TURNING LIKE THAT, AND I THINK IT'S JUST KEY AS WE GET INTO THE SEASON THAT YOU JUST KEEP US UPDATED AS SOON AS WE SEE AN ACTUAL TURN, BECAUSE WE HAVE BEFORE CANCELED EVENTS AND THEN NOTHING CAME OF IT, BUT I THINK -- I'M LOOKING FORWARD TO THE PARTICULARCH THIS YEAR MARCH THIS YEAR, LOOKING FORWARD, RAIN OR SHINE WE'RE THERE IN PERSON, BUT IT GETS DIFFICULT AS WE TRY TO PREDICT WHAT'S HAPPENING.

THANK YOU FOR YOUR EFFORTS. YOU KNOW, I DO THINK GUNS SHOULD NOT BE LEFT IN CARS. WE HAVE TRIED TO GIVE THEM LOCKBOXES FOR THEIR HOMES. AND I KNOW SOME OF THEM ARE USING THAT IN THE CARS. I THINK WE SHOULD CONTINUE, BUT REALLY REMIND THEM THAT'S NOT THE SAFEST PLACE FOR THEM TO B AND AS FAR AS THE WEATHER, I'M TELLING MY RESPECTS, IF YOU EVEN SEE SOMEONE THAT LOOKS LIKE THEY'RE GOING TO START A TRASH CAN FIRE TO KEEP WARM, TO CALL NONEMERGENCY AND LET US KNOW SO WE CAN STOP IT BEFORE IT HAPPENS.

SO HOPEFULLY WE HAVE A SAFE WINTER AND WE JUST GET THINGS DONE.

BUT THANK YOU FOR ALL YOUR EFFORTS. THANK YOU.

>> MAYOR NIRENBERG: THANK YOU, COUNCILMEMBER VIAGRAN.

ANY FURTHER DISCUSSION ON THIS ITEM? OKAY.

WELL, THANK YOU ALL VERY MUCH FOR THE UPDATE, AND WE LOOK FORWARD TO
