MANY OF YOU WILL RECALL THAT THE COUNCIL ASKED US TO REVISIT THE PROCESS FOR HIGH-PROFILE CONTRACTS, AND WE HAVE HAD A NUMBER OF CONVERSATIONS AT THE AUDIT AND CONTRACT COMMITTEE. PART OF THE RECOMMENDATIONS WERE TWICE A YEAR WE COME TO COUNCIL WITH A FORECAST OF WHAT THE HIGH-PROFILE PROCUREMENTS ARE. AS WE GO THROUGH THEM, IT GIVES YOU AS A BODY, GROUP ALTOGETHER AN OPPORTUNITY TO SEE THAT FORECAST AND IDENTIFY THOSE ITEMS THAT YOU WOULD LIKE TO HAVE BOTH PRE AND P POSTSOLICITATION BRIEFINGS AT A B SESSION RATHER THAN THROUGH THE AUDIT COMMITTEE. TROY WILL WALK THROUGH THAT. HIGH-PROFILE IS A SOLICITATION WITH A CONTRACT VALUE OF $1 MILLION OR MORE. HIGH LEVEL OF COMMUNITY INTEREST OR HIGHLY COMPLEX OR TECHNICAL IN NATURE. THE SECOND AREA I WOULD LIKE TO FOCUS ON IS THE ACTUAL FORECAST. WE WORKED EXTENSIVELY WITH ALL THE CITY DEPARTMENTS TO COME TOGETHER, PUT TOGETHER A FORECAST FOR THE NEXT SIX MONTHS, OCTOBER THROUGH MARCH. ONE THING I POINT OUT IS ALTHOUGH THERE ARE 33 SOLICITATIONS, ERIC MENTIONED A WHILE AGO, WE GO THROUGH WITH A PRESOLICITATION BRIEFING AND POSTSOLICITATION BRIEFING. THAT RELATES TO 1,966 BRIEFINGS THROUGH THE COMMITTEE. A LITTLE BACKGROUND. A PRESOLICITATION BRIEFING -- AND WE WILL BE RECOMMENDING THAT AS WELL AS FAR AS THE B SESSION, BUT A PRESOLICITATION BRIEFING DOES INCLUDE A BACKGROUND OR HIGH LEVEL OVERVIEW OR SCOPE, TERM OF THE CONTRACT, THE EVALUATION CRITERIA, THE EVALUATION POINTS, WHO IS MAKING THE EVALUATION TEAM AND WHAT PREFERENCES ARE BEING PROVIDED IN TERMS OF LOCAL VETERANS AND SESEVA. SO PUTTING THE CRITERIA OR GUIDELINES TOGETHER, WE WENT BACK TO THE HISTORICAL ON THE SLIDE I PRESENTED AND LOOKED FOR COMMON CHARACTERISTICS THAT WOULD REALLY GENERATE A RISE TO THE LEVEL OF B SESSION TO THE FULL COUNCIL. IN DOING THAT WE CAME UP WITH THE COMMON THEMES OR GUIDELINES THAT THOSE WOULD HAVE A FINANCIAL IMPACT AT $25 MILLION OR GREATER. A CONTRACT TERM OF 10 YEARS OR MORE. HIGH LEVEL OF POLICY OR PUBLIC SAFETY IMPLICATIONS, A HIGH LEVEL OF COMMUNITY OR STAKEHOLDER IMPACT OR INTEREST. THE BOTTOM ONE IS PROFESSIONAL JUDGMENT. WE AS STAFF WORKING THROUGH THE CONTRACTS YEAR OVER YEAR, WE HAVE HISTORICAL KNOWLEDGE AS FAR AS WHAT HAS HAPPENED IN THE PAST AND WE'LL USE THAT TO BASICALLY DECIDE WHETHER OR NOT THAT THESE SHOULD BE PRESENTED IN A B SESSION AS A SELECT HIGH-PROFILE CATEGORY. THE MIDDLE BLOCK, HIGH-PROFILE SOLICITATIONS, THOSE ARE THE ITEMS THAT ARE NOT PRESENTED AT B SESSION. THOSE THAT SATISFY $1 MILLION OR OVER IN THE CRITERIA I MENTIONED BEFORE. WITH THE GOAL BEING MORE REVENUE COULD HELP WITH OPERATIONS, WITH FACILITIES AND PAY OFF THE DEBT WITH THE RECENT RENOVATIONS AT THE ALAM ALAMODOME. AND HAVE A SETS THAT CAN PRINT, SCAN AND PROVIDE TICKETS. THE ESSENTIAL PART IS TO PROVIDE MAXIMUM REVENUE SHARE MODEL WITH THE STAY. THE SYSTEM ALSO NEEDED THE ABILITY TO ACCESS DATA ANALYTICS AND REAL-TIME SALES FIGURES AND MARKETING TOOLS LIKE EMAIL BLASTS. FULL-TIME REPRESENTATIVES AND TECHNICAL SUPPORT DURING REGULAR AND BOX OFFICE HOURS WAS A REQUIREMENT. THE RESPONDENTS WERE ASKED TO PROVIDE ALL EQUIPMENT AND TICKET STOCK AND PROVIDE TECHNOLOGY UPGRADES AND LICENSES. AN ANNUAL MARKETING AND TECHNOLOGY CONTRIBUTION OF A MINIMUM OF 25,000 WAS ALSO A REQUIREMENT TO HELP US ADVERTISE AND PROMOTE EVENTS AND ALSO HELP US PURCHASE ASSOCIATED TECHNOLOGY. THIS WILL BE PRESENTED ON TOMORROW'S COUNCIL AGENDA, THE NEW CONTRACT IS SCHEDULED TO BEGIN OCTOBER 1, PENDING COUNCIL APPROVAL. AS ERIC MENTIONED, THE CURRENT CONTRACT EXPIRES SEPTEMBER 30TH. IN EVALUATING THE PROPOSALS THE COMMITTEE SAW A VAST DIFFERENCE IN THE YEARS OF EXPERIENCE AND THE NUMBER OF CLIENTS SERVED AND THE NUMBER OF ANNUAL TICKETS SOLD AND ASSOCIATED REVENUE AS WELL AS THE WEBSITE TRAFFIC BETWEEN TICKETMASTER AND THE OTHER CORRESPONDENTS. FOR EXAMPLE, TICKETMASTER HAS 43 YEARS OF EXPERIENCE. TICKETMASTER SELLS 480 MILLION TICKETS ANNUALLY COMPARED TO 250,000 BY THE TOBIN CENTER. TICKETMASTER ALSO HAS $1.4 BILLION, BILLION, I STRESS, VISITORS ANNUALLY TO THEIR WEBSITE. AND THE TOBIN CENTER HAS 1.2 MILLION ANNUAL VISITORS. THE EXTENSIVE YEARS OF EXPERIENCE AS WELL AS THE FACT THAT TICKETMASTER IS AN INDUSTRY LEADER IN TICKETING SET TICKETMASTER APART FROM OTHER RESPONDENTS. UNDER THE PROPOSED PLAN, TICKETMASTER ALSO RECEIVED THE HIGHEST POINTS FOLLOWED BY THE TOBIN CENTER AND SQUAD UP. SOME OF THE ITEMS THAT SET TICKETMASTER APART FROM THE OTHER RESPONDENTS INCLUDED THEY OFFER THEIR OWN TICKETING SYSTEM THAT THEY MAINTAIN THEMSELVES. SQUAD UP ALSO PROPOSED THEIR OWN TICKETING SYSTEM. THE TOBIN CENTER PROPOSED A TICKETING SYSTEM THAT IS SUPPORTED BY A THAT'S RIGHT CALLED AUDIENCE VIEW. AUDIENCE VIEW IS A WHITE LABEL COMPANY. IN THIS CASE THEY PRODUCE A TICKETING SYSTEM THAT THEY SELL TO OTHERS TO REBRAND AS THEIR OWN. THIS TYPE OF PARTNERSHIP RESULTS IN A TIERED CUSTOMER SUPPORT WHICH CAN LEAD TO DELAYS IN SERVICE AND HINDER OPERATIONS. TICKETMASTER HAS NOT ONLY A HUGE LOCAL BUT A GLOBAL MARKETING REACH. FOR EXAMPLE, DURING OUR MOST RECENT INTERNATIONAL SOCCER EVENT AT THE ALAMODOME LAST WEEK, OVER 56% OF THE TICKETS THAT WERE SOLD ONLINE WERE SOLD OUTSIDE OF THE SAN ANTONIO MARKET. LOCALLY, TICKETMASTER HAS FIVE TIMES MORE SUBSCRIBERS THAN THE TOBIN CENTER AND SQUAD UP. THIS EXPOSURE RESULTS IN AN INCREASED OPPORTUNITY FOR US FOR TICKET SALES. ADDITIONALLY, TICKETMASTER HAS BUSINESS RELATIONSHIPS WITHFELD, SOCCER UNITED MARKETING, WHICH BROUGHT US THIS LAST SOCCER EVENT. WHICH HAS BASICALLY FOR THESE EVENTS OVER 50% OF OUR ANNUAL ATTENDEES COME FROM THESE EVENTS. IT IS IMPORTANT TO NOTE ALSO THAT OUR TWO TENANTS, UTSA AND VALERO ALAMO BOWL ALSO HAVE THEIR OWN TICKETING AGREEMENTS WITH TICKETMASTER TO SELL THEIR SEASON TICKETS. TICKETMASTER ALSO OFFERED THE HIGHEST NUMBER OF THE LOCAL, REGIONAL, AND NATIONAL ACCOUNT REPRESENTATIVES WITH 24/7 TECHNICAL SUPPORT. AND TICKETMASTER WAS THE ONLY RESPONDENT THAT WAS CERTIFIED TO PROCESS CREDIT CARD TRANSACTIONS THROUGH THE CITY'S MERCHANT BANKING SERVICE PROVIDER. AS I MENTIONED EARLIER, AN ADDITIONAL CONSIDERATION WAS THAT WE ASKED RESPONDENTS TO PROPOSE A CONTRIBUTION TO AN ARTS AND ENTERTAINMENT FUND. TICKETMASTER PROPOSED $50,000 PER YEAR TO BE USED CITY WIDE. AND THE TOBIN CENTER PROPOSED $500,000 ANNUAL CONTRIBUTION TO THIS FUND TO BE USED AT THE TOBIN CENTER. A COMPARISON OF THE ECONOMIC TERMS OF THE PROPOSALS ARE AS FOLLOWS. UNDER THE TICKETMASTER AGREEMENT, THE CITY WILL RECEIVE $2 MILLION PER YEAR COMPARED TO $1.5 MILLION UNDER THE TOBIN CENTER PROPOSAL AND $173,000 THROUGH THE SQUAD UP PROPOSAL. TICKETMASTER WAS THE ONLY RESPONDENT THAT OFFERED ADDITIONAL INCENTIVES SUCH AS A ONE-TIME $250,000 SIGN-ON BONUS. TICKETMASTER ALSO PROPOSED $50,000 ANNUAL CONTRIBUTION TO THE MARKETING AND TECHNOLOGY FUND. BOTH THE TOBIN CENTER AND SQUAD UP PROPOSED THE MINIMUM CONTRIBUTION OF $25,000 AND THE TOBIN CENTER PROPOSED TO USE THOSE FUNDS TO ADVERTISE AND PROMOTE THEIR TICKETING SYSTEM AS A SOURCE OF TICKETS TO ATTRACTIONS AT THE EVENTS. IN RELATION TO FEES TO THE CONSUMERS -- AND THIS IS VERY IMPORTANT FOR US, THAT WAS ONE OF OUR GOALS. UNDER THE TICKETMASTER AGREEMENT, FEES WILL NOT INCREASE MORE THAN 20 CENTS EVERY OTHER YEAR. UNDER THE TOBIN PROPOSAL, THEIR FEES WILL INCREASE 50 CENTS [01:05:02] EVERY OTHER YEAR. TICKETMASTER AND SQUAD UP OFFERED SUPPLIES AT NO CHARGE AND PROPOSED ZERO START-UP COST. THE TOBIN CENTER PROPOSED $269,000 IN INITIAL EQUIPMENT PURCHASES TO BE NETTED OUT OF THE CONTRIBUTION OF THE ARTS AND ENTERTAINMENT FUND, AND $100,000 FOR DATA MIGRATION TO TRANSFER TO AUDIENCE VIEW PLATFORM AT THE CITY'S EXPENSE. THE TOBIN CENTER ALSO PROPOSED A ONE CENT PER TICKET AND A 7-CENT PER ENVELOPE. COST TO THE CITY. THESE FEES EQUATE TO ABOUT $16,000 COST TO THE CITY. TICKETMASTER ALSO PROPOSED OTHER ONE-TIME INCENTIVES. FOR EXAMPLE, A $10,000 ONE-TIME CONTRIBUTION IN ORDER TO ENHANCE THE BOX OFFICE AT THE LILA COCKRELL THEATER TO HELP US WITH THE START OF THE BROADWAY SERIES THAT WILL START THERE IN 2023. THE TOBIN CENTER, AGAIN, PROPOSED $500,000 ANNUAL CONTRIBUTION NET OF THE START-UP EQUIPMENT COSTS TO BE USED AT THE TOBIN CENTER. IN THE OVERALL SCORING, TICKETMASTER RECEIVED 80 POINTS COMPARED TO 60 POINTS FOR THE TOBIN CENTER. AND 36 POINTS FOR SQUAD UP. DUE DILIGENCE ON ALL THREE RESPONDENTS WAS COMPLETED BY THE CITY AUDITOR, THE CITY ATTORNEY'S OFFICE AND THE FINANCE DEPARTMENT AND NO MAJOR FINDINGS OR EXCEPTIONS WERE FOUND. IT IS WORTHY TO NOTE THAT TICKETMASTER SCORED THE HIGHEST WHEN IT CAME TO THE CATEGORIES OF EXPERIENCE, BACKGROUND, AND QUALIFICATIONS, PROPOSED PLAN, AND PRICING. TICKETMASTER ALSO HAS -- SO AT THE BEGINNING OF THE PRESENTATION I MENTIONED TO YOU THAT OUR GOAL FOR THIS CONTRACT WAS TO SELL TICKETS AND TO MAXIMIZE REVENUE FOR OUR FACILITIES WHILE STILL PROVIDING EXCEPTIONAL TICKETING EXPERIENCES FOR END USERS AND OUR CUSTOMERS. OVER 775 WERE SOLD INTERNATIONALLY. OVER 600 WERE SOLD OUTSIDE OF THE STATE OF TEXAS. AND OVER 11,000 WERE SOLD OUT OF SAN ANTONIO. ALL OF THESE OUT OF MARKET TICKET SALES TRANSLATE TO OVER NINE STATES AND THEY BOOST OUR LOCAL ECONOMY. ANOTHER EXAMPLE, THE METALLICA CONCERT HELD AT THE ALAMODOME IN JUNE OF 2017, AGAIN, OVER 56,000 PEOPLE THERE FOR THAT CONCERT. AND, AGAIN, 55% OF THE ONLINE TICKETS THAT WERE PURCHASED WERE PURCHASED OUTSIDE OF THE SAN ANTONIO MARKET. OVER 80 WERE PURCHASED INTERNATIONALLY AND CLOSE TO 10,000 WERE PURCHASED OUTSIDE OF THE STATE OF TEXAS. AGAIN, PEOPLE COMING TO OUR COMMUNITY TO STAY HERE AND VISIT US. AND LAST YEAR, WE PROVIDED OVER 6,000 BOOKS TO ELEMENTARY SCHOOL CHILDREN IN BEXAR COUNTY. WE ALSO HAVE OTHER PROJECTS, LIKE THE WOUNDED WARRIOR PROJECT THAT WE WORK WITH EVERY YEAR, AND READS ACROSS AMERICA. SO WE'RE VERY PLEASED THAT YOU'RE RECOGNIZING US. OUR GROUP IS VERY, VERY DIVERSE, AND SO WE ALWAYS CELEBRATE THE DIFFERENT ETHNIC GROUPS THAT COMPOSE OUR ORGANIZATION.
