SO WHEN SOMEONE SHOOTS A GUN INTO THE AIR, THE CDC HAS REPORTED THAT THE BULLET CAN HIT THE GROUND AT SPEEDS GREATER THAN 200 MILES PER HOUR. I'M SORRY, 200 MILES PER SECOND, WHICH CAN PENETRATE THE SKIN, AND FASTER THAN THAT THEY SAY IT CAN PENETRATE THE SKULL AS WELL. SELL CELEBRATORY GUNFIRE IS COMMON AND ILLEGAL AND IT IS A CLASS A MISS DEMEANNER SAN ANTONIO. FOR EXAMPLE, JANUARY 1 OF 2025, FOUR CASES OF INJURY HERE IN SAN ANTONIO. IN 2024, THE AVERAGE NUMBER OF CALLS WAS DOWN -- WAS 79, DOWN FROM 2023. D1 AND D5 WERE THE HIGHEST AND SECOND HIGHEST IN 2024. SO THE PLAN IS TO HAVE A BILINGUAL CAMPAIGN WHICH IN PART WILL ENCOURAGE PEOPLE TO REPORT AND WILL HIGHLIGHT THE DANGERS AND WILL COORDINATE WITH LOCAL MEDIA, WE'LL TALK ABOUT IT IN COMMUNITY MEETINGS AND HIGHLIGHT IT IN SOCIAL MEDIA MEDIA. KANSAS CITY POLICE DEPARTMENT, IF A PERSON GETS HIT, IT'S A CLASS D FELONY IN KANSAS CITY PUNISHABLE BY UP TO SEVEN YEARS IN PRISON AND A 10,000-DOLLAR FINE OR BOTH. AND THEN DEPENDING UPON WHO GETS HIT, IT COULD BE A CLASS B FELONY PUNISHABLE BY FIVE TO 15 YEARS IN PRISON. SO THIS CCR WAS SUBMITTED BY COUNCIL MEMBER ALDERETE GAVITO REQUESTING THAT WE MAKE A PROGRAM TO INVESTIGATE MAIL THEFT AND DAMAGE OF PROPERTY AND TO CREASE A TASK FORCE TO CREATE A RESPONSE TO CLUSTER MAILBOX THEFTS. SO STATE LAW PROVIDES FOR INCREASING PENALTIES FOR MAIL THEFT FROM A CLASS A MISDEMEANOR UP TO A FELONY DEPENDING UPON HOW MANY ADDRESSES THE MAIL WAS STOLEN FROM. AND IT'S ALSO A FEDERAL OFFENSE, BUT THE FEDS DON'T GET INVOLVED UNLESS THERE'S A LARGE SCALE NUMBER OF THEFTS FOR THE -- THESE THEFTS ACROSS STATE LINES OR INTERNATIONAL BORDERS. AND FROM 2023 TO PRESENT, THERE WERE 3,521 CLASS A MISDEMEANORS REPORTED, 418 STATE JAIL FELONY OFFENSES REPORTED AND 10 THIRD DEGREE FELONY REPORTS. AND AGAIN, THE LEVEL OF OFFENSE IS DETERMINED BY THE NUMBER OF ADDRESSES THAT ARE AFFECTED. THIS HEAT MAP SHOWS THAT THE AREAS OF THE CITY THAT ARE MOST HEAVILY IMPACTED, THE UPPER NORTHWEST ALONG I-10 AND THE PRUE AREA WAS MOST AFFECTED IN 2024. SO WHEN WE LOOK AT SOLVEABILITY FACTORS, AND INVESTIGATING THESE MAIL THEFTS, THEY ARE VERY FEW AND FAR BETWEEN. SO IN ORDER FOR DETECTIVES TO SUCCESSFULLY INVESTIGATE AND CLEAR THIS TYPE OF OFFENSE, OR ANY OFFENSE FOR THAT MATTER THERE NEEDS TO BE SOLVEABILITY FACTORS PRESENT SUCH AS THE ONES LISTED ON THE SLIDE. AND IN MOST CLUSTER BOX THEFTS, FEW IN ANY OF THESE FACTORS ARE PRESENT. SO THE RECOMMENDATION IS SAPD WILL MEET WITH STAKEHOLDERS, STAKEHOLDER GROUPS TO DISCUSS THE DETERRENCE MEASURES AS WELL AS EXISTING LAWS AND WE'LL DEVELOP A PLAN AND WE'LL RETURN TO PUBLIC SAFETY IN AUGUST. I KNOW THAT THERE HAVE BEEN ADVOCATES FOR CHANGES AT THE FEDERAL LEVEL BUT BEEN MET WITH SOME RESISTANCE AND THAT WAS ALSO OUR OFFICE'S EXPERIENCE WHEN WE WERE GETTING CALLS AND TRYING TO ASSIST RESIDENTS ABOUT THIS AND THAT'S WHY MY OFFICE DECIDED TO TAKE ACTION BECAUSE WE WERE GETTING NOWHERE AT THE FEDERAL LEVEL SO WE DECIDED TO DO SOMETHING ABOUT IT TO SOLVE OUR RESIDENTS' CONCERNS. SO JUST BY WAY TO REFRESH YOUR MEMORY, WE STARTED THIS PLAN IN JANUARY OF 2023. SO THIS REPORT THAT I'M PROVIDING TODAY WILL PRIMARILY FOCUS ON YEAR 2, WHICH IS BASICALLY 2024. ALSO BY WAY OF REFRESHMENT, THE CRIME PLAN IS BASED ON THREE INTERLOCKING EVIDENCE-BASED STRATEGIES. THE PLAN STARTS WITH A NEAR-TERM STRATEGY TO INCREASE POLICE VISIBILITY AND GUARDIANSHIP AT THE CITY'S MOST VIOLENT PLACES. WE ALSO CALL THIS HOT SPOTS POLICING. THE MIDTERM STRATEGY IS A PROBLEM ORIENTED, POLICE-BASED APPROACH THAT ATTEMPTS OR IS DESIGNED RATHER TO ADDRESS WHAT WE CALL THE UNDERLYING PROXIMATE CAUSES OF VIOLENCE AT PERSISTENTLY VIOLENT PLACES. HOT SPOTS POLICING IS A GREAT TOOL. WE ANALOGIES IT TO A FEVER REDUCER, BUT IT'S ALSO NOT GOING TO FIX THE LONG-TERM STRUCTURAL ISSUES THAT MAY BE CAUSING PLACES TO BE CRIMINOGENIC. THE LONG-TERM STRATEGY IS AN OFFENDER FOCUSED STRATEGY, BUILDS ON THEORETICAL AND EMPIRICAL IDEA THAT VIOLENT CRIME IS COMMITTED BY A RELATIVELY FEW NUMBER OF PEOPLE IN THE COMMUNITY AND IT OCCURS IN A RELATIVELY SMALL NUMBER OF PLACES. SO FOCUSED DETERRENCE IS REALLY A FOCUSED-BASED STRATEGY DESIGNED TO HELP BREAK THE CYCLE OF VIOLENCE AMONG A RELATIVELY SMALL NUMBER OF REPEAT AND HIGH RISK OFFENDERS. THAT STRATEGY HAS NOT YET BEEN IMPLEMENTED HERE IN SAN ANTONIO, SO WE MENTION IT BECAUSE IT PART OF THE CRIME PLAN AND I BELIEVE IT'S THE CITY'S INTENT TO IMPLEMENT THAT STRATEGY MOVING FORWARD, BUT WE'RE NOT QUITE THERE YET. SO WITH THAT I'LL DIVE INTO THE REPORT. AGAIN, THIS IS A REPORT THAT FOCUSES ON REAR TWO OF THE CRIME PLAN, JANUARY OF 2024, TO THE END OF 2024. HOT SPOTS POLICING HAS BEEN UNDERWAY SINCE DAY ONE SO WE'RE BASICALLY TWO YEARS INTO THE HOT SPOTS STRATEGY. THE SECOND PHASE, PROBLEM ORIENTED PLACE-BASED POLICING, WORK ACTUALLY BEGAN IN JUNE OF 2024 AT 1303 RIGSBY AVENUE SO WE HAVE ABOUT SIX MONTHS' WORTH OF DATA TO REPORT ON HERE FOR THIS PARTICULAR REPORT. AND THEN AS I SAID, PHASE 3 HAS NOT YET BEGAN, ALTHOUGH WE HAVE HAD A NUMBER OF INITIAL MEETINGS AND DISCUSSIONS ABOUT IT WITH SAPD AND OTHER CITY [00:30:02] OFFICIALS. THIS IS JUST TO GIVE YOU A BIG PICTURE OVERVIEW OF WHAT CRIME HAS BEEN DOING IN SAN ANTONIO SINCE JANUARY OF 2021. AND WHEN I SAY CRIME, THE CRIME PLAN DESIGNED TO ADDRESS A VIOLENT STREET CRIME. AND THAT'S DEFINED TYPICALLY AS MURDER, ROBBERY, AGGRAVATED ASSAULTS. AND SO THE GRAPH THERE REPRESENTS THOSE CRIMES AGGREGATED TOGETHER, REPORTED OUT OVER A NUMBER OF YEARS GOING BACK TO 2021. THE RED LINE TO THE LEFT OF THE DARK BLUE BAR YOU WILL NOTICE BOTH A DOTTED LINE AND SOLID LINE. THE SOLID LINE REPRESENTS A MONTHLY COUNT OF VIOLENT INCIDENTS, AND THE DOTTED LINE IS A MONTHLY COUNT OF VIOLENT VICTIMS. THEY'RE NOT ALWAYS THE SAME. YOU CAN HAVE MULTIPLE VICTIMS, FOR EXAMPLE, INJURED IN A SINGLE INCIDENT. BUT AS YOU CAN SEE THERE, THEY ALSO TRACK ONE ANOTHER FAIRLY CLOSELY, PARTICULARLY HERE IN SAN ANTONIO. TO TO THE LEFT OF THE BLUE BAR IS WHAT CRIME WAS DOING IN SAN ANTONIO PRIOR TO THE INTRODUCTION OF THE CRIME PLAN. THE DARK BLUE BAR THERE IS JANUARY OF 2022 WHEN THE CRIME PLAN WENT INTO EFFECT. TO THE RIGHT OF THE DARK BLUE BAR IS WHAT CRIME HAS BEEN DOING SINCE THE IMPLEMENTATION BEGAN. THE LIGHT BLUE BAR IS YEAR TWO. THAT REPRESENTS JANUARY OF 2024. SO OVERALL ACROSS AN ENTIRE TIME SPAN, THE TWO-YEAR WINDOW SINCE THE CRIME PLAN BEGAN IN JANUARY OF 2022, THE CITY HAS SEEN ABOUT AN EIGHT PERCENT DECREASE IN VIOLENT CRIME. THAT DECREASE STEEP ENED IN THE SECOND YEAR IN 2024. YOU SAW ABOUT A 10% DECREASE IN 2024 RELATIVE TO THE YEAR BEFORE. SO THAT GIVES YOU SORT OF AGAIN A BIG PICTURE OVERVIEW OF THE TREND IN VIOLENT STREET CRIME IN SAN ANTONIO OVER THE LAST FIVE YEARS. SO EXAMINING YEAR TWO BY THE VARIOUS CRIME TYPES THAT MAKE UP OUR VIOLENT CRIME INDEX, MURDERS ARE DOWN 20% IN 2024. ROBBERY OF INDIVIDUALS IS DOWN ABOUT NINE PERCENT. THERE WAS NO CHANGE IN BUSINESS ROBBERIES. AGGRAVATED ASSAULTS ARE DOWN ABOUT EIGHT PERCENT AND DEADLY CONDUCT IS DOWN SIGNIFICANTLY AT 19%. THIS GIVES YOU A BREAKDOWN OF A CHANGE IN VIOLENT CRIME BY THE DIFFERENT POLICE SUBSTATIONS IN SAN ANTONIO. STARTING WITH CENTRAL TO THE LEFT, THAT'S THE FIRST TWO BARS ON YOUR LEFT, AND WEST, THE WEST SUBSTATION IS THE RIGHT HAND TWO BARS. THE BLUE BAR IS THE YEAR BEFORE, SO THAT'S JANUARY OF 2023 THROUGH DECEMBER OF 2023. THE GREEN BAR IS THE YEAR OF INTEREST. THAT'S YEAR TWO THAT WE'RE HERE TO REPORT ON TODAY. AND IT JUST GIVES YOU A SENSE FOR HOW' YEAR TWO, THE YEAR WE'RE REPORTING ON, COMPARED TO THE YEAR BEFORE IN EACH OF THE POLICE SUBSTATIONS. SO CRIME WAS RELATIVELY FLAT IN THE CENTRAL DISTRICT OR SUBSTATION, RATHER. IT WAS DOWN IN EVERY OTHER SUBSTATION. DOWNTOWN, EAST, NORTH, SOUTH AND WEST ALL SAW REDUCTIONS RELATIVE TO THE YEAR BEFORE. THIS BREAKS DOWN CRIME BY CITYWIDE, THAT'S THE GREEN BAR ON THE LEFT-HAND SIDE. THAT'S THE ROUGHLY 10% FIGURE THAT I QUOTED TO YOU A MINUTE AGO. THEN IT LOOKS AT CRIME IN THE TREATED HOT SPOTS AS WELL AS IN WHAT WE CALL CATCHMENT AREAS, THOSE AREAS IMMEDIATELY AROUND THE HOT SPOTS WHERE WE LOOK FOR POTENTIAL CRIME DISPLACEMENT. THERE WERE A NUMBER OF DIFFERENT HOTSPOT TREATMENTS THAT WENT INTO EFFECT IN 2024 AND THERE'S A BAR FOR EACH ONE OF THOSE AND I'LL EXPLAIN THEM BRIEFLY AS WE GO THROUGH. AGAIN, THE LEFT-HAND SIDE, THAT'S THE GREEN BAR AT 9.6%, THAT'S THE CITYWIDE DECREASE THAT WE SAW ACROSS 2024 IN THE CITY. MOVING LEFT TO RIGHT, YOU SAW 22%, ROUGHLY 22% DECREASE IN VIOLENT CRIME ACROSS ALL YOUR TREATED HOT SPOTS. AND THAT'S A SIGNIFICANT REDUCTION IN YOUR MOST VIOLENT PLACES. THE RED BAR IS -- REPRESENTS THE HIGH VISIBILITY TREATMENT, HIGH VISIBILITY [00:35:03] ALONE. THAT MEANS POLICE CARS SITTING THERE, ALL OF THE EMERGENCY LIGHTS ILLUMINATED FOR 15 MINUTES AT A PEAK CRIME HOUR AT A PEAK CRIME DAY. SO THOSE -- THAT PARTICULAR TREATMENT WAS IN EFFECT SINCE THE BEGINNING OF THE CRIME PLAN. FOR THE PURPOSES OF YEAR TWO IT WAS IN EFFECT FOR THE MAJORITY OF THE YEAR IN COMBINATION WITH THE NEXT BAR TO YOUR RIGHT IS THE -- WHAT WE CALL HIGH VISIBILITY PLUS, THAT MINUS 38.1%. THAT'S THE SAME AS THE HIGH VISIBILITY TREATMENT EXCEPT IN THAT CASE OFFICERS GET OUT OF THEIR CARS AND THEY WALK AROUND, THEY BASICALLY FOOT PATROL AROUND THE IMMEDIATE AREA OF THE HOTSPOT. THE GOAL IS TO MAKE CONTACT WITH RESIDENTS TO TALK WITH FOLKS, TO GATHER INFORMATION, TO BE VISIBLE. SO THAT PARTICULAR TREATMENT WAS OVER THE COURSE OF MOST OF THE YEAR MORE EFFECTIVE THAN THE HIGH VISIBILITY ALONE, AND SO STARTING IN ABOUT THE THIRD QUARTER OF 2024, WE RECOMMENDED TO SAPD THAT THEY MOVE ALL OF THEIR HIGH VISIBILITY GRIDS TO THE HIGH VISIBILITY PLUS TREATMENT WHICH THEY HAVE SINCE DONE. AND SO MOVING FORWARD ALL OF THE HIGH VISIBILITY GRIDS WILL BE SUPPLEMENTED WITH THAT FOOT PATROL THAT I MENTIONED A MINUTE AGO. AND THEN THE NEXT BAR OVER YEAR 2OF STANDS FOR OFFENDER FOCUSED. SO BEGINNING TOWARDS THE END OF THE YEAR IN THE LAST PERIOD OF 2024. AND PERIOD IS 60 DAYS BY THE WAY, TREATMENT PERIODS ARE 60 DAYS. SO IN THE LAST TREATMENT PERIOD OF 2024, WE RECOMMENDED THAT SAPD DEVELOP AND ADOPT AN OFFENDER FOCUSED STRATEGY THAT WOULD DO JUST AS IT SUGGESTS, IT WOULD FOCUS ON HIGH RISK OFFENDERS USING IN A VERY PRECISE AND TARGETED WAY TO FOCUS ON HIGH RISK INDIVIDUALS, KNOWN HIGH RISK VIOLENT OFFENDERS, PEOPLE WITH OUTSTANDING WARRANTS, THAT KIND OF THING. AND TO IMPLEMENT THAT STRATEGY IN APPROPRIATE HOT SPOTS. SO THAT TREATMENT BEGAN AT THE END OF 2024. IT'S BEEN UNDERWAY IN ABOUT FIVE TO SIX HOTSPOT PER TREATMENT PERIOD SINCE THAT TIME. AND YOU CAN SEE THERE'S A SIGNIFICANT REDUCTION IN VIOLENT CRIME ASSOCIATED WITH THAT PARTICULAR TREATMENT OF ABOUT 50% THERE IN THE LAST PORTION OF 2024. AND THEN THE FINAL BAR ON THE RIGHT IS THE CATCHMENT AREAS THAT I REFERENCED WHERE WE LOOK FOR CRIME DISPLACEMENT. WE DON'T OFTEN SEE CRIME DISPLACEMENT. OCCASIONALLY WE DO, BUT WE DON'T TYPICALLY SEE IT SYSTEMATICALLY. IN FACT, WHAT WE TYPICALLY SEE IS WHAT'S REFLECTED THERE. WE TYPICALLY SEE A SMALL DECREASE IN VIOLENT CRIME AROUND THE AREAS THAT ARE BEING TREATED. AND THAT'S REPRESENTED THERE AND THAT SIX PERCENT DECREASE THAT YOU SEE ASSOCIATED WITH THE CATCHMENT AREAS SURROUNDING EACH OF THE HOT SPOTS. THIS GRAPH BREAKS DOWN HOTSPOT TREATMENT BY THE DIFFERENT POLICE SUBSTATIONS, AGAIN. THAT ALARMING-LOOKING RED BAR ON THE LEFT IS CRIME IN THE CENTRAL TREATMENT GRIDS. I WOULD SAY THAT AS A PERCENTAGE OF INCREASE IT'S OBVIOUSLY LARGE. THE NUMBERS BEHIND THAT PERCENTAGE INCREASE ARE NOT THAT LARGE. CENTRAL IS A REALLY SMALL SUBSTATION. IT'S A CHANGE FROM TWO CRIMES TO EIGHT CRIMES CAN GIVE YOU A 400 PERCENT INCREASE. NONETHELESS, IT IS AN INCREASE FOR SURE. IN THE CENTRAL SUBBIZATION BOTH IN THE TREATMENT GRIDS AND IN THE CATCHMENT GRIDS, A LITTLE BIT IN THE CATCHMENT GRIDS. EVERYWHERE ELSE FOR THE MOST PART CRIME WAS DOWN IN THE TREATED HOT SPOTS. IN DOWNTOWN, IN EAST, IT WAS FLAT OR NO CHANGE IN NORTH. IT WAS DOWN SIGNIFICANTLY IN PRU, DOWN SIGNIFICANTLY IN SOUTH. DOWN IN THE WEST A LITTLE BIT AND UP A LITTLE BIT IN THE WEST CATCHMENT AREAS. SO OVERALL TOGETHER COLLECTIVELY THAT PRODUCES [00:40:03] THAT 22% DECREASE IN VIOLENT CRIME AND YOUR TREATED SHOT SPOTS WITH THIS VARIATION AS YOU CAN SEE ACROSS THE DIFFERENT SUBSTATIONS IN THE CITY. AND WARRANT-BASED ARRESTS WERE UP BOTH CITYWIDE AND IN YOUR TREATED HOT SPOTS. BACK TO VIOLATE CRIME, THIS IS THE ARREST METRIC THAT WE LOOK AT MOST CAREFULLY BECAUSE IT -- REMEMBER THE CRIME PLAN IS REALLY DESIGNED TO REDUCE VIOLENT STREET CRIME. AND SO WHAT WE HOPE AND EXPECT TO SEE IS A REDUCTION IN VIOLENT CRIME ARRESTS, PARTICULARLY IN TREATED HOT SPOTS. AND THAT'S INFORMATION WHAT WE SAW IN 2024, ABOUT A 39% DECREASE IN VIOLENT CRIME ARRESTS IN YOUR TREATED HOT SPOTS AND DOWN A LITTLE BIT CITYWIDE AS WELL. ANOTHER FINAL MEASURE WE LOOK AT IS CALLS FOR SERVICE. AGAIN, FOCUSING ON VIOLENT-RELATED CALLS FOR SERVICE AS THE PRIMARY METRIC. THEY WERE DOWN IN I THE CITY BY ABOUT THREE PERCENT ACROSS THE ENTIRE CITY, AND THEY WERE DOWN MORE BY ABOUT 15, 16% IN TREATED HOT SPOTS. LIGHTING, WE MENTIONED LIGHTING EARLIER WITH RESPECT TO THOSE MAILBOX BREAK-INS SO THERE WAS LIGHTING THAT WAS INSTALLED. THERE WERE COMMUNITY EVENTS THAT WERE HELD, ENGAGEMENTS WITH RESIDENTS AND UNSHELTERED PEOPLE AND SO FORTH. SO THERE WAS A LOT OF WORK THAT WAS DONE IN THAT SIX-MONTH PERIOD. AND A LOT OF THE RECOMMENDATIONS WERE ADDRESSED. THERE WERE A NUMBER OF OUTCOMES, PARTICULAR OUTCOMES THAT THE GROUP WANTED TO MEASURE. MOST OF THOSE WERE ADDRESSED AS WELL. OUTCOMES WERE MEASURED WITH RESPECT TO CRIME AND CALLS FOR SERVICE AND THE MONITORING OF VISITORS, UNWANTED VISITORS, STREET AND SIDEWALK IMPROVEMENTS AND SO FORTH. SO AGAIN, YOU CAN READ THE DETAILS IN THE REPORT, BUT FOR TODAY JUST KNOW THAT THERE WAS REALLY A GREAT DEAL OF WORK THAT WENT INTO THAT INITIATIVE, THAT EFFORT THAT IT IS ONGOING AND MUCH OF WHAT THE GROUP SET OUT TO DO IT WAS ACTUALLY ABLE TO ACCOMPLISH. FOR OUR PURPOSES WE TRACK A VARIETY OF SORT OF QUANTITATIVE MEASURES THERE AT RIGSBY. VIOLENCE-RELATED ARRESTS AND VIOLENCE-RELATED CALLS FOR SERVICE WERE BOTH DOWN IN THE DIRECTION THAT WE WOULD HOPE AND EXPECT AND THERE'S BEEN SIGNIFICANT WORK DONE THERE AT RIGSBY IN IMPLEMENTING THE PLACE-BASED POLICING STRATEGY.
