IT'S PUBLIC HEALTH AND SAFETY FACILITY AND RESILIENCY IMPROVEMENT.
IT'S SOME BIG STEPS TOWARD IMPROVING THE SAFETY AND SECURITY OF THE AREA NOT JUST FOR OUR OFFICERS BUT THE NEIGHBORHOODS AROUND IT. I'M GLAD TO SEE HOW THE CONTRACT FOCUSES ON MEETING OUR MINORITY AND WOMEN-OWNED BUSINESS GOALS.
WE'RE MAKING SURE THEY ARE PART OF THE PROJECT AND A GOOD EXAMPLE OF HOW WE'RE INVESTING IN THE FUTURE OF PUBLIC SAFETY WHILE ALSO MAKING SURE OUR FIRST RESPONDERS HAVE THE BEST POSSIBLE FACILITIES. THAT'S ITEM 11. ITEM 23 IS AN ORDINANCE THAT ACCEPTS FUNDS FROM STRAC TO SUPPORT THE MOBILE INTEGRATED HEALTHCARE UNIT OF THE SAFD'S EMS DIVISION. IT'S AN IMPORTANT STEP IN ADDRESSING THE GROWING NEED FOR COMPREHENSIVE COMMUNITY-BASED RESPONSES TO SUBSTANCE ABUSE ORDERS IN SAN ANTONIO.

I KNOW YOU LEAD WITH THOSE SAME VALUES OF COMPASSION AND CARE. IT'S EVIDENT IN THE LEADERSHIP OF YOUR CITY. WE ALSO SHARE CONCERN FOR THE WORLD WE'RE LIVING IN RIGHT NOW AND THE STRAIN AND DRAWING INWARD OF MANY WORLD LEADERS. THINGS THAT ARE DONE IN OUR NAME THAT DON'T NECESSARILY REFLECT OUR VALUES. AS MAYORS, AS LOCAL GOVERNMENTS WE WORK A LOT ON INFRASTRUCTURE, ECONOMIC AND POLITICAL, AND PHYSICAL INFRASTRUCTURE. BUT IT'S MY BELIEF -- AND I THINK YOU SHARE IT -- THAT THE MOST IMPORTANT INFRASTRUCTURE THAT WE BUILD ARE THE BRIDGES THAT WE CREATE BETWEEN PEOPLE.
THE RELATIONSHIPS THAT WE HAVE, THE FRIENDSHIPS THAT WE HAVE THAT ENABLE THINGS LIKE IN AUDIO]. IT'S THOSE FRIENDSHIPS, THOSE INFRASTRUCTURE THAT ENDURES THESE POLITICAL TIMES. AND SO IF WE ARE GOING TO HAVE A HOPE FOR A FUTURE IN WHICH THERE IS MORE PEACE IN THE WORLD THAN CONFLICT AND THAT WE LEAVE A WORLD BEHIND TO OUR CHILDREN AND GRANDCHILDREN THAT CONTINUES TO UPHOLD THE VALUES THAT WE SHARE, THEN WE'RE GOING TO HAVE TO WORK VERY HARD, PARTICULARLY IN THESE DAYS AND YEARS AHEAD, TO ESTABLISH THESE FRIENDSHIPS. I'M VERY HAPPY, MY FRIENDS, COLLEAGUES TO LET YOU KNOW THAT WE WILL BE SIGNINGKN A FRIENDSHP CITY AGREEMENT WITH QUEBEC CITY, A CITY CLOSE AND DEAR TO SAN ANTONIO IN SO MANY WAYS. VERY SIMILAR TO US. UNESCO WORLD HERITAGE CITY AS WELL. WE'LL BE SIGNING A FRIENDSHIP CITY MAKING THE FIRST OFFICIAL FRIENDSHIP IN CANADA, WHICH UNITES THE ORIGINAL PARTNERS OF THE NORTH AMERICAN FREE TRADE AGREEMENT, BECAUSE OF OUR FRIENDSHIP WITH MEXICO AS WELL .
BRUNO IS ALSO THE CHAIR OF THE ORGANIZATION OF WORLD HERITAGE CITIES.
I SERVE ON THE BOARD OF THAT ORGANIZATION WITH HIM AND WE WILL BE HOSTING THAT MEETING, THE BOARD MEETING HERE IN TOWN. RON NIRENBERG, VISITED QUEBEC CITY LAST JUNE WE EXPRESSED OUR DESIRE TO STRENGTHEN TIES BETWEEN OUR CITIES, TO FOSTER THE DEVELOPMENT OF RELATIONS. I RESPONDED TO HIS INVITATION SO I AM IN SAN ANTONIO FOR THE NEXT DAYS. I COME WITH 16 PEOPLE TWO COUNSELORS, OUR ECONOMIC DEVELOPMENT AGENCY, AND SEVEN COMPANIES THAT STILL WANT TO WORK WITH TEXAS AND BUILD THIS, I WOULD SAY WORLD TOGETHER . SINCE THERE'S A LOT OF INTEREST IN QUEBEC CITY AND THAT MISSION WAS COVERED AND WE HAVE LOCAL MEDIA WITH US THAT ARE COVERING THE MISSION THAT WE'RE DOING.
A LOT OF COMPANIES THAT ARE SEATED IN QUEBEC CITY WANTED TO BE WITH US.
AND SOME OF THEM ARE WITH US. WE HAVE ALSO THE PRECIOUS SUPPORT OF THE QUEBEC GOVERNMENT OFFICE IN HOUSTON AND THE CONSULATE GENERAL IN DALLAS.
THANK YOU FOR GIVING ME THE OPPORTUNITY TO REITERATE THAT AMERICAN STATES AND CITIES CAN BE INCREDIBLE PARTNERS. FOR US, YOU ARE OUR BEST ALLY. YOU ARE DEFINITELY OUR BEST ALLY OUTSIDE CANADA. AND WE COUNT ON YOU TO SHARE WITH ALL OF US AND OUR STATE AND OUR CITIES THAT WE MOSTLY NEED WHAT WE CAN DO TOGETHER INSTEAD OF BEING DIVIDED. JUST FOR EXAMPLE, AND PROBABLY SOME NUMBERS THAT YOU KNOW. $9BILLION ARE COMING FROM TEXAS TO THE PROVINCE OF QUEBEC.
AND $3 BILLION OF PRODUCT ARE COMING TO TEXAS FROM QUEBEC. IT'S A GOOD DEAL FOR TEXAS TO BE ALLIED WITH QUEBEC AND WE STILL WANT IT AND WE WANT IT FOR THE FUTURE.
AND CANADIANS, ON A LARGER SCALE, ARE THE BIGGEST CUSTOMERS OF AMERICAN PRODUCTS AND SERVICES. SOME OF OUR COMPANIES EXPORT UP TO 75% OF THEIR PRODUCT TO THE UNITED STATES. AS PROVEN BY THE PARTICIPATION OF THESE COMPANIES IN THIS TRADE MISSION, OUR BUSINESS RELATIONSHIP WILL CONTINUE BEYOND THE CURRENT SITUATION.
THE MAYOR IS RIGHT. THESE COMPANIES OPERATE IN TARGETED SECTORS THAT WE SHARE WITH SAN ANTONIO. AND THE MAYOR IS RIGHT. EVEN THOUGH WE'RE THOUSANDS OF KILOMETERS APART WE ARE VERY MUCH ALIKE AND WE NEED TO VISIT WITH EACH OTHER TO UNDERSTAND THAT PROBABLY 80% OF THE CHALLENGES THAT WE HAVE AS A CITY, AS COUNCILORS ARE THE SAME. WE DON'T HAVE THE SAME ISSUES IN SUMMER AS YOU DO, WE KNOW.
BUT I'M SURE THAT MORE THAN 80% OF OUR CHALLENGES, ABOUT HOUSING, HOMELESSNESS, POVERTY, MAKING A PLACE FOR EVERYBODY IN THE CITY, ABOUT ECONOMIC DEVELOPMENT ARE THE SAME.
AND THESE COMPANIES ARE WORKING -- AND YOU WILL CATCH IT VERY QUICKLY -- IN TARGETED SECTORS LIKE LIFE SCIENCES, CYBERSECURITY, I.T., AND MANUFACTURING, WHICH ARE SECTORS THAT YOU ARE STRONG IN. SOME ARE ALREADY DOING BUSINESSES IN TEXAS AND WANT TO STRENGTHEN THEIR RELATIONSHIP AND EXPAND IT.
WHILE OTHERS WANT TO BREAK INTO THE MARKET BY BRINGING YOU THEIR INNOVATION IDEAS.
BEYOND DEVELOPING BUSINESS TIES, WE ARE IN SAN ANTONIO TO LEARN.
YOU HAVE DONE A GOOD JOB ON SO MANY TOPICS. WE ARE HERE TO LEARN FROM YOU.
WE ARE A CITY THAT IS, FOR THE NEXT 25 YEARS, WILL GROW. PROBABLY THE ONE THAT WILL GROW THE MOST IN CANADA OR AT LEAST IN QUEBEC. YOU KNOW THAT YOU HAVE EXPERIENCED GROWTH AND YOU'RE STILL EXPERIENCING THAT IN THE UNITED STATES, BEING THE SECOND THE LARGEST GROWTH. WE SHARE MANY INTERESTS, TO NOT REINVENT THE WHEEL.
WE DON'T THINK THAT WE HAVE NO MORE TIME TO -- LUXURY OF TIME TO REINVENT THE WHEEL.
WE NEED TO LEARN FROM GOOD PRACTICES WHAT YOU HAVE DONE THE BEST.

SHE WAS AN INCREDIBLE YOUNG WOMAN FROM KEYSTONE, AND IT'S ONE OF OUR GREAT SCHOOLS HERE IN SAN ANTONIO . AND WHAT SHE FOCUSED ON WAS INCREDIBLE FOR US TO HEAR RIGHT NOW. AND IT WAS JUST A REMINDER THAT COLLABORATION IS WHAT BUILDS THE ABILITY TO WORK TOGETHER AND UNITE ON THE GLOBAL SCALE.IT WAS SO IMPORTANT TO HEAR THAT FROM A YOUNG WOMAN WHO IS, I AM SURE, GOING TO BE A FUTURE LEADER, CONTINUING THE RELATIONS. WE HEARD ALSO THAT DIPLOMACY IS THE BEST WAY OF BUILDING THAT UNITY ACROSS THE GLOBE. AND I WAS JUST SO PROUD THAT WE WERE ABLE TO HAVE THAT IN SAN ANTONIO. MONTREAL AND QUEBEC, TORONTO, AND EVEN OLDER, YOU KNOW, IN THE WESTERN PART GOING TO VANCOUVER. CANADA IS A LOVELY COUNTRY AND THE PEOPLE THERE ARE JUST WONDERFUL PEOPLE. VERY MUCH SIMILAR TO AMERICANS ALL ACROSS THE UNITED STATES.
IT'S UNFORTUNATE SOMETIMES THAT A LINE DRAWN ON A MAP IS SOMETHING THAT SEPARATES US WHEN WE KNOW, HONESTLY, THAT LINES ON MAPS DON'T SEPARATE US.
IT'S MORE ABOUT WHAT WE DO TOGETHER, WHAT WE SHARE TOGETHER, COMMON INTERESTS, COMMON IDEAS ABOUT JUST BEING HUMAN BEINGS AND WORKING TOGETHER AS MUCH AS WE CAN THAT BRINGS US TOGETHER. AND I KNOW THAT MANY CANADIANS HAVE A LOT OF FAMILY AND OTHER TIES INTO THE UNITED STATES AND IT'S VICE VERSA TOO. AS A MATTER OF FACT, MY GRANDFATHER IMMIGRATED FROM CANADA TO THE UNITED STATES. I HAVE THOSE TASTE AND HOPE TO GO BACK AND TRY AND EXPLORE THOSE TASTE A LITTLE BIT MORE. THE POINT YOU BROUGHT UP ABOUT TRYING TO SHARE ECONOMICALLY AND CULTURALLY IS AN IMPORTANT ASPECT OF WHAT SAN ANTONIO HAS ALWAYS TRIED TO PUT FORWARD AS A CITY. AND NOW QUEBEC CITY WANTS TO DO THE SAME WITH US AND I THINK IT'S A GREAT OPPORTUNITY AND I HOPE THAT IT FLOURISHES GOING FORWARD IN THE FUTURE. AND I HOPE WHILE YOU'RE HERE YOU ENJOY OUR WEATHER AND ALSO TAKE BACK SOME GOOD MEMORIES TO QUEBEC AND TO CANADA. AND UNDERSTAND MOST OF THE AMERICANS LOVE THE CANADIANS AND, YOU KNOW, WE WANT TO CONTINUE OUR GREAT PARTNERSHIP IN THE FUTURE. THANK YOU. [APPLAUSE]

EVERY SINGLE DAY, YOU KNOW, AND SO THEY CAN HAVE THAT FIGHT INSTILLED IN THEM.
I WAS TELLING THEM JUST HOW WE NEED ALLIES IN OUR FIGHT, YOU KNOW, THE LGBTQIA COMMUNITY NEEDS THAT AS WELL. I WAS ABLE TO DRAW THAT CONNECTION FOR THEM AND I THINK IT'S SO IMPORTANT. WE STILL HAVE A LOT OF WORK TO DO.

EVERY TIME WE DO A PROCLAMATION OR A REMEMBRANCE OF A HISTORY MONTH, WE HAVE TO REMEMBER WE CAN TAKE THOSE ACTIONS YEAR ROUND AND IT SHOULDN'T JUST BE ISOLATED IN THE MONTH ITSELF. SUPPORTING THE REPRODUCTIVE JUSTICE FUND, THAT'S COMING UP SOON, IS A WAY THAT WE CAN TRULY SHOW THAT WE PUT OUR POLICY WHERE OUR BELIEFS ARE. AND SO I JUST WANT TO MAKE SURE THAT WE REITERATE THAT.
IN A TIME WHERE THE FEDERAL GOVERNMENT IS NOW BANNING THE WORD "WOMEN" IN SOME OF THEIR AGENCIES AND PRESSES BEING RELEASED, I THINK IT'S IMPORTANT THAT WE SPEAK OUT ON THE GAP THAT STILL EXISTS. TO EVERY DOLLAR WOMEN STILL ONLY MAKE 85 CENTS.
AND THAT AVERAGE NEEDS TO CLOSE. AND PARTICULARLY A PASSIONATE AREA FOR MINE, FOR WOMEN'S SPORTS. THERE IS STILL A HUGE GAP.
IN 2025, FOR THE FIRST TIME EVER, THE NCAA IS PAYING WOMEN IN THE WOMEN'S FINAL FOUR.
WHILE WE ARE MAKING STRIDES, THE GAP IS NOT CLOSED AND THERE'S SO MUCH WORK TO DO WHICH IS WHY WE NEED WHAT YOU DO SO MUCH. THANK YOU FOR YOUR SERVICE AND THANK YOU TO MY COLLEAGUES FOR CONSTANTLY SUPPORTING THESE ISSUES.

IN ADDITION TO THAT I WANT TO RECOGNIZE THE WORK OF THE MAYOR'S COMMISSION ON WOMEN FOR ALL THAT YOU ALL DO IN ENSURING COUNCIL STAYS UP TO DATE BUT ACKNOWLEDGING THE DIFFERENT HATS YOU ALL WEAR. SARAH IS THE DISTRICT 5 APPOINTEE TO THE COMMISSION AND ACKNOWLEDGING THE WORK THAT YOU DO, GOING BEYOND, WHETHER IT'S ENSURING THAT SOUTH SIDE BUSINESSES HAVE A SEAT AT THE TABLE OR CONTINUING TO ENSURE THAT WE'RE WORKING WITH URGENCY TO ADDRESS THE CITY OF SAN ANTONIO'S HOUSING GOALS. THIS SATURDAY MARCH 22 FROM 12:00 TO 2:00 ZETA PHI BETA WILL BE AT BANDERA ROAD RAISING AWARENESS. I HAD THE PLEASURE OF MEETING HIM IN MY INVOLVEMENT WITH COPS/METRO AT THE PARISH OF OUR LADY GUADALUPE SHRINE. MR. GARCIA WAS A GENTLE, SOFT-SPOKEN MAN BUT PERSISTENT. ALWAYS WITH HIS CLIPBOARD IN HAND, TOLD A STORY.
HE WAS A MAN WITH A PURPOSE. HE WAS A ROLE MODEL. HE WAS MY MENTOR.
MR. GARCIA CARED A LOT ABOUT HIS COMMUNITY. HE WAS RELENTLESS IN LEADING COPS'S EFFORTS TO BRING THE ONLY OLYMPIC-SIZE SWIMMING POOL IN SAN ANTONIO FOR THE CHILDREN ON THE WEST SIDE. WE HAVE HIS LETTERS AND NOTES AT THE COPS/METRO OFFICE THAT TELLS THE HISTORY OF HIS EFFORTS. IN THE EA EARLY 1970S HE STARTED THE SWIMMING POOL COMMITTEE. HE HAD MANY LISTS WITH PEOPLE'S NAMES, PHONE NUMBERS, ADDRESSES, DETAILED NOTES. AND HE HAD ENDLESS LISTS OF POLITICAL OFFICIALS HE ENGAGED WITH, INCLUDING THE THEN-PRESIDENT OF THE SAN ANTONIO SCHOOL DISTRICT. CONGRESSMAN HENRY B. GONZALES, ALSO RUDY MONTEZ, THE DIRECTOR OF THE MODEL CITIES PROGRAM. THE THEN-CURRENT GENERAL MANAGER, THE DIRECTOR OF THE SAN ANTONIO PARKS AND RECREATION. THEN-MAYOR JOHN GETTY.
COMMISSIONER ALBERT PENA AND SENATOR BERNAL, AMONG OTHERS. HE RECEIVED A LETTER FROM THEN CONGRESSMAN HENRY B. GONZALES WHERE HE WROTE KEEP UP THE FIGHT FOR THE SWIMMING POOL.
THE FIGHT WASN'T EASY. HE CONFRONTED DIFFICULTIES WHEN HE WAS TOLD BY POLITICAL OFFICIALS THAT LIFEGUARDS WOULD BUT HE WAS PERSISTENT. HE WAS A MAN WITH A PURPOSE.
IN ONE LETTER HE WROTE TO THE MAYOR AND TO THE CITY COUNCILMEMBERS ARGUING THAT AN OLYMPIC-SIZED POOL WOULD ALLOW CHILDREN ON THE WEST SIDE TO LEARN TO SWIM AND COMPETE IN CITY, STATE AND NATIONAL MEETS. SOME STUDENTS COULD EVEN WIN SCHOLARSHIPS. HE WAS ADAMANT AND HAD A VISION FOR THE CHILDREN OF THE WEST SIDE. MR. GARCIA SAID, AS PARENTS AND GROWNUPS, WE SHOULD BE CONCERNED NOT ONLY ABOUT HOUSING, DRESSING, FEEDING AND PROVIDING FOR OUR CHILDREN WIT WE MUST ALSO PREPARE THEM AND HELP THEM MAKE THEIR WAY IN LIFE. WE CAN TEACH THEM HYGIENE, GOOD MANNERS TO WORK ABOUT RELIGION, WE CAN TEACH THEM HOW TO DANCE AND HOW TO SWIM.
ALL THIS SHALL MAKE THEM USEFUL TO SOCIETY. WE AT COPS/METRO HONOR HIS

THANK YOU FOR THE OPPORTUNITY TO SPEAK ON THIS VERY IMPORTANT HONOR FOR MY FATHER ATANACIO GARCIA. WITH ME TODAY ARE THE GARCIA FAMILY, FRIENDS AND COPS/METRO LEADERS LIVING IN THE WEST SIDE THAT RECOGNIZE THE NEED FOR AFTER-SCHOOL SPORTS AND ACTIVITIES FOR OUR NEIGHBORHOOD CHILDREN. IN THE LATE '60S, THE DREAM OF HAVING A OLYMPIC-SIZED SWIMMING POOL IN THE HEART OF THE WEST SIDE WAS BORN. THROUGHOUT THE 1970S, HE WALKED THE NEIGHBORHOOD GETTING NEIGHBORS TO SIGN PETITIONS AND HE WROTE LETTERS TO CITY, STATE AND NATIONAL ELECTED OFFICIALS. ASKING FOR SUPPORT. HE RECEIVED A LOT OF NOS.
NO LAND, NO MONEY. HE NEVER GAVE UP. IN 1974, HE WORK WITH COPS/METRO LEADERS AND THEY WERE SUCCESSFUL IN THEIR MISSION TO CREATE A NATATORIUM FOR ALL CHILDREN IN SAN ANTONIO. IT ANTICIPATED IN 1981.
IN 2022, POPE FRANCIS BLESSED MY DAD. HE ALSO BLESSED COPS/METRO LEADERS FOR THEIR WORK. IN 2025, ATANACIO GARCIA NATATORIUM.
>> HELLO. BUSINESS OWNER AT BROKEN CLEAN PRESSURE WASHING, ONE OF SAN ANTONIO'S FAVORITE PRESSURE WASHING COMPANIES. I'M WRITING TO SHARE THE PROFOUND IMPACT OF MY GRANDFATHER ATANACIO GARCIA HAS HAD ON MY LIFE AND COMMUNITY AND WHY HE DESERVES THE HONOR OF HAVING THE NORTH -- NATATORIUM NAMED AFTER HIM. HIS CONTRIBUTIONS TO IMPROVING THE LIVES OF THOSE AROUND HIM MAKE HIM A FIGURE THAT BOTH THE WEST SIDE AND ALL OF SAN ANTONIO CAN LOOK UP TO.
NAMING THE NATATORIUM AFTER HIM WOULD ENSURE HIS LEGACY CONTINUES.
ATANACIO DEMONSTRATED LOVE FOR YOUR COMMUNITY IN DAILY WAYS.
BELIEVING EVEN THE SMALLEST EFFORTS CAN MAKE A BIG DIFFERENCE.
HE WAS PASSIONATE ABOUT ENSURING THE HISPANIC COMMUNITY HAD OPPORTUNITIES FOR SUCCESS. HIS DETERMINATION EXTENDED BEYOND HIS IMMEDIATE SURROUNDINGS. HE EVEN DREAMED OF HELPING PAY DOWN THE NATIONAL DEBT FOR ALL AMERICANS. HIS SERVICE TO HIS COMMUNITY AND CHURCH WAS WHOLE-HEARTED AND UNWAVERING. PERHAPS ONE OF HIS GREATEST COMMITMENTS TO TO ENSURE THE WEST SIDE HAD THE SAME AMENITIES AND RESOURCES AS OTHER PARTS OF THE CITY.
HE BELIEVED EVERYONE DESERVED A PLACE TO SWIM, GATHER AND DEGREE.

I WANT TO THANK COUNCILWOMAN TERI CASTILLO AND HER STAFF FOR THE HELP IN GETTING TO THIS POINT TODAY.
IT WOULD BE VERY MEANINGFUL THING TO OUR COMMUNITY BECAUSE SO MANY PEOPLE KNOW HIS INVOLVEMENT FROM SO MANY ANGLES OF THINGS THAT HE FOUGHT FOR IN OUR COMMUNITY.
AND IF HE WERE HERE, I FEEL IN HIS BEHALF I WOULD HAVE TO TAKE SOME OF THAT PASSION THAT HE HAD TO CHALLENGE YOU THAT IN THE BUDGET WHEN IT COMES AROUND TO MAKING SWIMMING POOLS FREE ENTRY, PLEASE REMEMBER THE NATATORIUM IN ECONOMICALLY MOST CHALLENGED PLACE IN OUR CITY. FIRST OF ALL, HE HELPED MY FATHER AND MYSELF GET INTO PUBLIC OFFICE AND REMAIN THERE, BUT HE WAS MORE THAN THAT. LET ME GIVE YOU AN EXAMPLE OF WHAT AN INCREDIBLE INDIVIDUAL AND HOW ONE PERSON CAN MAKE A HUGE DIFFERENCE. AND IT COULD BE ONE MINUTE AT A TIME, ONE DOLLAR AT A TIME, BUT THE SENSE OF COMMUNITY THAT MR. GARCIA REPRESENTS WHICH SHOULD MOTIVATE US ALL AS CITIZENS OF THIS COUNTRY, COMING TOGETHER AND DOING EACH OUR PART. SO I'M IN CONGRESS AND I HAVE MR. GARCIA COME TO THE OFFICE AND HE BRINGS A JAR OR A TIN FILLED WITH CHANGE. AND I SAID, OKAY, I THINK I KNOW ABOUT THIS, MY FATHER TOLD ME. MR. OUR FIVE YEARS AGO OUR HOMEOWNERS ASSOCIATION BEGAN TO ADDRESS THE 18-WHEELER PARKING ISSUE THAT COVERED THE ENTIRE STREET OF BECKWITH BOULEVARD WHICH IS A MAN CONDUIT TO COME HOME AND LEAVE FOR WORK. THEY HAD TO GIVE UP THEIR PARKING IN FRONT OF THEIR BUSINESSES. THE BATTLE CONTINUES TODAY.
IN NOVEMBER OF 2020, A LETTER WAS CREATED BY THE OAKLAND HEIGHTS AND WOOD LAND COMMUNITY AFIRE STATION AND SENT TO SAN ANTONIO PUBLIC WORKS REQUESTING TO INSTALL NO OVERNIGHT PARKING A BECKWITH. WITH A PIECEMEAL SITUATION IT HAS MADE IT HARD FOR SAPD TO FIGURE OUT WHERE THE 18-WHEELERS ARE SUPPOSED TO BE PARKING AND NOT AND THIS PROBLEM IS IRREGULAR. THE IMPACT IS BROAD.
CARS HAVE TO SWERVE AROUND THESE 18-WHEELERS INTO OPPOSING LANES TO GO BY.

OPTION A WOULD BE TO RESTRICT THE PARKING OF OVERSIZED VEHICLES DEFINED AS A TRUCK TRACTOR OR SEMI TRAILER IN NON-RESIDENTIAL AREAS WITHIN 1,000 FEET FROM RESIDENTIALLY ZONED AREAS BETWEEN MIDNIGHT AND 6:00 A.M. EXCEPT WHEN ACTIVELY LOADING OR UNLOADING OR MAKING EMERGENCY REPAIRS. THERE WILL BE A WEBSITE, TARGETED SOCIAL MEDIA CAMPAIGN, COMMUNITY TOWN HALLS, FLYERS AND PUSH CARDS DIRECTED AT TRUCK STOPS AND TRUCK DRIVING LEARNING LOCATIONS AND EMAILS DIRECTED TO TRUCK DRIVING ASSOCIATIONS WITH LOCAL AFILE I IT'S A. THERE ARE SEVERAL TRUCK I COMPANIES HEADQUARTERED IN SAN ANTONIO AND CDL TRAINING FACILITIES.
INFORMATIONAL FLYERS WOULD BE PLACED ON TRUCKS CURRENTLY FOUND PARKED ON RESTRICTED STEETS PRIOR TO EFFECTIVE DATE. THE CITY IS ALSO DEVELOPED A GIS SEARCH TOOL WHICH WOULD BE POSTED ON THE CITY'S WEB SIDE TO GIRL IF IT IS AFFECTED BY THE ORDINANCE. IF THE LOCATION IS WITHIN THE RESIDENTIAL DISTRICT OR WITHIN THE 1,000-FOOT BUFFER, A MESSAGE WOULD APPEAR THAT WOULD INFORM THEM AS SUCH. THIS TOOL WOULD BE AVAILABLE FOR USE BY THE PUBLIC AND SAPD FOR ENFORCEMENT PURPOSES. IN TERMS OF ENFORCEMENT ACTION THE SAN ANTONIO POLICE DEPARTMENT WOULD UTILIZE ITS SAFFE OFFICERS THROUGH HOA EXACTS AND SOCIAL MEDIA. THE LAST COUPLE OF WEEKS WE'VE HAD SOME INTERESTING WEATHER AS IT RELATES TO BOTH -- WITH WIND AND WORK THAT THE FIRE DEPARTMENT DID AND COMMUNICATIONS AND ENGAGEMENT IN PARTICULAR AS THEY COORDINATED WITH BEXAR COUNTY IN A NUMBER OF LARGER FIRES THAT HAPPENED JUST OUTSIDE SAN ANTONIO. IT'S A CONSTANT REMINDER MAKING SURE YEAR INNER OPERABLE WITH OTHER AGENCIES.
MANY OF THOSE FIRES OCCURRED OUTSIDE THE CITY LIMITS AND WE ASSISTED BECAUSE THAT'S THE RIGHT THING TO DO, BUT ALSO IN TERMS OF MAKING SURE THAT WE'RE AIDING AND LIVING BY OUR MUTUAL AGREEMENT POINTS. THERE WAS NOBODY IN THE PARKING LOT AND THERE WAS A STRING OF FIRE TRUCKS PARKED UP AND DOWN COMMERCE STREET. BUT THE ONE THAT WAS PARKED IN FRONT OF CITY HALL WAS HOLLYWOOD PARK. I WAS LIKE OH, MY GOD, WHY IS HOLLYWOOD PARK DOWNTOWN WITH ALL THE OTHER SAN ANTONIO FIRE DEPARTMENT TRUCKS. AND IT WAS A GOOD THING IT WAS A CHILDREN'S PARADE FOR THE CHILDREN AT CHRIS TAKES. BUT IT'S IMPORTANT TO MAKE SURE WE HAVE GOOD RELATIONSHIPS WITH OTHER AGENCIES AND I -- A LITTLE OFF TO THE FIRE DEPARTMENT AND THE CHIEF FOR THE DEPARTMENT'S WORK. PUBLIC WORKS AND PARKS WITH THE WIND EVENT, WE HAD A LOT OF TREES DOWN. AND THEY DID A LOT OF WORK OVER THOSE COUPLE OF EVENTS TO HELP CLEAN UP AND REMOVE FALLEN TREES.
YOU KNOW, WE KIND OF TAKE A DIFFERENT APPROACH HERE. A LONG TIME AGO IF A TREE FELL ON YOUR PROPERTY DURING A STORM THAT WAS YOUR ISSUE TO DEAL WITH AS A HOMEOWNER DURING A STORM. WE'RE ASSISTING TO CLEAR THAT PROPERTY AND I WANT TO THANK PUBLIC WORKS AND PARKS FOR THE WORK THEY DID. LASTLY, MAYOR, THE -- WE HEARD A LOT THIS MORNING ABOUT WOMEN'S HISTORY MONTH AND TODAY'S VIDEO WILL CELEBRATE ONE OF OUR OWN -- ADDITIONAL, THERE WERE SOME OTHER EMPLOYEES THAT WERE UP THERE, ONE OF OUR WOMEN, BERTHA FRANKLIN. I DON'T KNOW IF SHE WAS HERE EARLIER. BERTHA HAS ALMOST 35 YEARS WITH THE CITY AND BEGAN IN HUMAN SERVICES AS A MANAGEMENT ANALYST AND THEN MOVED TO A SENIOR CENTER MANAGER. SHE'S CURRENTLY THE SENIOR CENTER MANAGER AT THE DISTRICT 5 SENIOR CENTER. AND THAT CENTER WILL CELEBRATE 15 YEARS AND WE WANTED TO HIGHLIGHT BERTHA AND HER TIME WITH THE CITY. LET'S ROLL THE VIDEO.SAN ANTONIO SINCE 1990. MY JOB AS THE MANAGER OF DISTRICT 5 SENIOR CENTER IS CREATE OPPORTUNITIES AND ACTIVITIES FOR THE MEMBERS. SENIOR CENTER STARTED IN 1973 WITH A NUTRITION PROGRAM. IT WAS STARTED AS A WAY OF PROVIDING A MEAL TO THE MEMBERS WHO WERE 60 YEARS OF AGE SO THAT THEY WOULD HAVE FOOD. IT HAS GROWN SINCE THAT. WE'RE NOW UP TO 12 CENTERS.
WE'VE GOT A CENTER IN EACH OF OUR COUNCIL DISTRICTS. I STARTED WITH THE EDUCATION PARTNERSHIP. MOST OF THE TIME IT WAS ME THE ONLY BLACK WOMAN THERE.
BECAUSE I HAVE SELF-CONFIDENCE, I NEVER LET THAT BE A HINDRANCE FOR ME, BUT I ALWAYS FELT THAT I HAD TO BE REPRESENTATIVE OF MY RACE AND BEING A WOMAN.
I BRING PROFESSIONALISM TO THE JOB. BUT WHAT THE DEPARTMENT ALLOWS ME TO DO IS TO BE INNOVATIVE. AND SO WE DO DIFFERENT KINDS OF THINGS AND SO MY SUPERVISOR ALWAYS SAY I KNOW BERTHA IS GOING TO BE HAVING SOMETHING DIFFERENT. SHE'S GOING TO BE INTRODUCING SOMETHING, SO THE INNOVATION BECOMES A BIG PART AND THAT'S WHY THE MEMBERS CAN CONTINUE TO SAY THIS IS LIKE MY HOME. I WANT TO COME HERE EVERY DAY AND I COME LIVE AT THE
