    >> VIAGRAN: THANK YOU, RAZI. SO I'M GOING TO GO OVER THIS. TROY, YOU MIGHT NEED TO HELP.

LET'S TALK ABOUT THE BLACKOUT PERIOD. PROHIBITED CAMPAIGN CONTRIBUTIONS BEGINNING ON THE TENTH BUSINESS DAY AFTER RELEASE THROUGH THE 30TH CALENDAR DAY FOLLOWING CITY COUNCIL APPROVAL.

THIS IS BLACKOUT PERIOD. SO IF IT IS RELEASED ON APRIL 4TH, BLACKOUT

BEGINS ON APRIL 14TH. >> HOSSEINI: CORRECT. >> VIAGRAN: I WANT THAT ON THE RECORD AS WE MOVE FORWARD. THAT IS FOR CANDIDATES AND CITY COUNCILMEMBERS. ELIZABETH THAT'S CORRECT.

    >> VIAGRAN: I WANT TO MAKE SURE THAT EVERYBODY'S UNDERSTANDING THE RULES SO WE CAN GET THE BEST PROPOSALS FOR THIS, BECAUSE I'M REALLY EXCITED, WE'VE DONE A GREAT JOB WITH THE ST. MARY'S SUBSTATION.

I THINK WE KNOW THAT OUR SUBSTATIONS CITYWIDE AND THROUGHOUT THE DISTRICTS ARE OVER, I BELIEVE, 30 YEARS OLD. IS THAT THE CASE?

THEY WERE BUILT IN THE '80S,. >> HOSSEINI: MOST OF THEM

ARE 30 YEARS OLD, CORRECT. >> VIAGRAN: AS WE MOVE FORWARD, I THINK THIS SUBSTATION IN PARTICULAR WITH THE BUDGET AND THE LOCATION WE HAVE IS GOING TO BE A ROLE MODEL FOR EVERYTHING THAT COMES AFTER THAT WHEN WE TALK ABOUT CITY BUILDING, SO I REALLY WANT TO MAKE SURE THAT EVERYBODY'S PUTTING THEIR BEST PACKAGE TOGETHER FOR THIS.

AND JUST -- THIS HAS BEEN A LONG PROCESS FOR US TO GET HERE.

THANK YOU, RAZI, FOR YOUR PATIENCE. THE MEETINGS WITH THE COMMUNITY, THE VOTER APPROVAL THAT WE GOT THROUGH THE BOND, MAKING SURE THAT WE UNDERSTAND THAT WE HAVE THE TECHNOLOGY THAT'S NEEDED IN TERMS OF THE VIDEO CAMERAS NOW, THE BODY CAMS THAT OFFICERS ARE WEARING, THE EQUIPMENT THAT THEY HAVE, EVERYTHING THAT'S NEEDED FOR THEM TO DO THEIR JOBS AND GET OUT ON THE FIELD AND WORKING TOWARDS THOSE GETTING THAT FEDERAL GRANT FUNDING TO MAKE SURE WE GET THE NEW OFFICERS THAT WE NEED. SO THIS IS A CRITICAL STEP.

I WANT TO MAKE SURE EVERYBODY UNDERSTANDS HOW THIS WORKS, SO ON SLIDE 6, I HOPE EVERYBODY TAKES REALLY GOOD -- PAYS REALLY GOOD ATTENTION TO THAT AND UNDERSTANDING THE RULES WE HAVE IN FRONT OF US, BECAUSE I REALLY DON'T WANT TO SEE ANYBODY GET PULLED FROM THAT.

BUDDY? >> VARGAS: JUST ONE CLARIFICATION.

THE 10 DAYS IS BUSINESS DAYS. >> VIAGRAN: OKAY.

    >> VARGAS: THE 30 DAYS IS CALENDAR. >> VIAGRAN: OKAY.

THANK YOU. SO 10 BUSINESS DAYS AFTER THE FOURTH?

    >> VARGAS: CORRECT. >> VIAGRAN: ALL RIGHT. THANK YOU FOR THAT CLARIFICATION. SO LET'S JUST MAKE SURE WHEN WE HAVE THAT PRE -- WHEN WE HAVE THE CONFERENCES, THAT THEY UNDERSTAND WHERE THEY ARE IN THAT PERIOD, BECAUSE IT LOOKS LIKE THEY'LL BE IN THAT RIGHT THERE.

BUT I KNOW THERE'S PEOPLE WATCHING TODAY, BECAUSE EVERYBODY'S EXCITED ABOUT A NEW SUBSTATION. WHAT WE DID AT ST. MARY'S WAS REALLY NICE AND TWO STORY, AND THIS IS GOING TO BE A SINGLE-STORY PRODUCT, AND SO I REALLY AM LOOKING FORWARD TO MOVING THIS FORWARD AND GETTING TO MOVE THIS -- GETTING TO THE FINALIZATION IN SEPTEMBER.

IT WILL BE HERE BEFORE WE KNOW IT. SO THANK YOU VERY MUCH, RAZI.

    >> COURAGE: THANK YOU, CHAIR. I KNOW IT'S OUR CUSTOMARY PRACTICE TO ALWAYS HAVE A COMMUNITY MEMBER ON A LOT OF THESE EVALUATION BOARDS AND COMMISSIONS. FROM WHAT POOL DO THOSE COMMUNITY MEMBERS USUALLY

COME FROM? >> HOSSEINI: DEPEND ON THE, COUNCILMAN, NATURE OF THE WORK. IF WE'RE DOING THE BIKE LANE, WE MAKE SOMEBODY WE HAVE BIKE COMMUNITY. IF WE'RE DOING SOME MAJOR CHANGE PROJECT, WE MAKE SURE WE REACH OUT FOR A STORMWATER COMMITTEE, MAYBE WE REACH OUT FOR THEM, DEPEND ON REALLY THE NATURE OF THE PROJECT WE ARE PLANNING.

    >> COURAGE: OKAY. SO WE TRY AND REACH OUT TO A GROUP OF CITIZENS THAT HAVE AN INTEREST MAYBE IN WHATEVER THE PROJECT'S GOING TO BE

    [00:10:01]

THAT'S GOING TO MOVE FORWARD. >> HOSSEINI: CORRECT.

    >> COURAGE: WELL, THAT SOUNDS GOOD. THANK YOU.

    >> VIAGRAN: ANY OTHER CONVERSATION? ALL RIGHT.

CAN WE GET -- CAN I GET A MOTION AND A SECOND TO APPROVE, SO WE --

    >> IT'S A PRESOLICITATION FOR BRIEFING. >> VIAGRAN: SORRY.

    I AM -- >>

    [Final Internal Audit Report  ]

IT BUILT. I WAS LIKE, CAN WE DO THAT NOW? OKAY. ITEM 4, THERE'S ONE FINAL AUDIT, INTERNAL AUDIT REPORT FOR INDIVIDUAL CONSIDERATION, MADAM CLERK, PLEASE READ THE

CAPTION FOR ITEM 2. >> CLERK: ITEM 4 IS AN ACCEPTANCE OF THE OFFICE OF THE CITY AUDITOR REPORT AU24-033 AUDIT OF SAPD BODY WORN PROTECTIVE

EQUIPMENT. >> GOOD AFTERNOON. MY NAME'S AB BAIL, I WAS THE AUDIT MANAGER FOR THIS PRODUCT AND I'LL BE PRESENTING TO YOU TODAY.

OUR OBJECTIVE WAS TO DETERMINE IF INVENTORY OF THE POLICE DEPARTMENT'S BODY WORN PROTECTIVE EQUIPMENT WAS ADEQUATELY MANAGED AND PROPERLY ACCOUNTED FOR. TO PROVIDE SOME CONTEXT REGARDING THE SCOPE OF OUR AUDIT, WE REVIEWED 17 PIECES OF EQUIPMENT ACROSS EIGHT UNITS.

AND TO ELABORATE AND PROVIDE SOME EXAMPLES OF THAT TYPE OF EQUIPMENT, WE LOOKED AT ITEMS SUCH AS RIFLE-RATED VESTS, BOMB SUITS, GAS MASKS AND DUO AUTOEN JEK FORS. WE DETERMINED THAT PD HAD SUFFICIENT CONTROLS AS IT PERTAINED TO MANAGING -- I'M SORRY, PURCHASING THIS TYPE OF EQUIPMENT. ADDITIONALLY, USER ACCESS FOR THE SYSTEM, WHICH IS AN INVENTORY MANAGEMENT SYSTEM, WAS ADEQUATE, APPTRICITY, HOWEVER CONTROLS SHOULD BE DEVELOPED OVER INVENTORY MANAGEMENT AS A WHOLE AND EXPIRED EQUIPMENT. OUR FIRST RECOMMENDATION IS OVER INVENTORY MANAGEMENT AND WE DETERMINED THAT INVENTORY LISTINGS WERE NOT ACCURATELY DOCUMENTED AND INVENTORIES WERE NOT CONSISTENTLY PERFORMED ACROSS THESE EIGHT UNITS. THEREFORE, OUR RECOMMENDATIONS ARE THAT PROCEDURES BE DEVELOPED TO PROMOTE CONSISTENCY TO INCLUDE THE USE OF A CONSISTENT INVENTORY TRACKING SYSTEM SUCH AS APPTRICITY. ADDITIONALLY, THAT INVENTORY LISTINGS BE PERIODICALLY REVIEWED AND UPDATED TO INCLUDE TRACKING OF MANUFACTURE LISTED EXPIRATION DATES, AND LASTLY, THAT PHYSICAL INVENTORIES BE PERFORMED AND THE QUULTS OF THOSE INVENTORIES BE DOCUMENTED.

OUR FINAL RECOMMENDATION WAS OVER EXPIRED EQUIPMENT.

WE DETERMINED THAT MANUFACTURE-LISTED EXPIRATION DATES WERE NOT TRACKED FOR ALL APPLICABLE BODY WORN PROTECTIVE EQUIPMENT ACROSS THESE UNITS. ADDITIONALLY, WE ALSO IDENTIFIED EXPIRED EQUIPMENT THAT WAS IN USE. IN LINE WITH THESE RESULTS, WE RECOMMENDED THAT PROCEDURES BE DEVELOPED, YOU KNOW, ONCE THESE EXPIRATION DATES ARE TRACKED, TO PERFORM A PERIODIC ANALYSIS OVER THIS EXPIRED EQUIPMENT TO, ONE, CONFIRM THAT IT REMAINS SAFE FOR USE.

AND IF NECESSARY, EVALUATE THE NEED FOR EQUIPMENT DISPOSAL.

THE POLICE DEPARTMENT AGREED WITH OUR RECOMMENDATIONS AND HAS DEVELOPED A POSITIVE ACTION PLANS TO ADDRESS THEM WITH AN ANTICIPATED COMPLETION DATE OF MAY 2025. THAT CONCLUDES MY PRESENTATION, BUT BOTH MYSELF AND PD MANAGEMENT ARE AVAILABLE TO ANSWER

ANY QUESTIONS THAT YOU MAY HAVE. >> VIAGRAN: THANK YOU, ABIGAIL. CAN I GET A MOTION AND A SECOND TO APPROVE SO WE MAY BEGIN DISCUSSION? I'VE GOT A MOTION. DO I HAVE A SECOND? I HAVE A MOTION AND A SECOND. SO THANK YOU FOR THIS PRESENTATION. I THINK THE ONLY QUESTION I HAVE IS FOR PD REGARDING, YOU KNOW, THE ACCEPTANCE -- YOU KNOW, TAKING THESE RECOMMENDATIONS. DO WE HAVE A PLAN YET, WHETHER THIS IS FOR THE EXPIRED EQUIPMENT, WILL THIS BE CHECKED WHEN THEY GO INTO IN-SERVICE, IF IT'S SOMETHING THEY WEAR OR DO Y'ALL HAVE AN IDEA IN TERMS OF THE TIMELINE WHEN WE LET THESE UNITS KIND OF CALL THEM IN ONE BY ONE OR PUT IT ON THE OFFICERS TO KIND OF LET THEM KNOW ABOUT THE EXPIRATION DATES?

    >> MY NAME IS MILES [INDISCERNIBLE] I'M DEPUTY CHIEF OF SAPD.

WE ALREADY HAVE A PLAN IN PLACE WHERE THERE'S GOING TO BE BIANNUAL INVENTORIES DONE. WE'VE GOT A PROCESS UNDERWAY RIGHT NOW WHERE WE'VE CREATED AN INTERNAL PROCESS THAT WILL STANDARDIZE THE INVENTORY PROCESS. IT WILL STANDARDIZE THE INFORMATION THAT WE OBTAIN DURING THAT INVENTORY PROCESS TO INCLUDE MANUFACTURE AND EXPIRATION DATES. WE WILL DO AN INVENTORY BIANNUALLY TWICE A YEAR, WHERE THAT INFORMATION WILL BE LOOKED AT AND REVIEWED AND THEN AT THE COMMAND LEVEL, WHICH IS THE SECTION LEVEL OR THE DIVISION LEVEL, WE'LL DO AN ANNUAL REVIEW OF THAT INFORMATION AS WELL TO ENSURE THAT IF WE HAVE

    [00:15:05]

ANY EQUIPMENT THAT'S ABOUT TO EXPIRE, THAT WE HAVE A PLACE -- OR A PLAN IN PLACE AS FAR AS BUDGETARY NEEDS SO WE CAN GET THAT EQUIPMENT

REPLACED PRIOR TO EXPIRATION. >> VIAGRAN: THANK YOU.

AND I -- YOU ALL KNOW I WAS -- I WORKED WITH SAPD.

IT'S A LOT OF EQUIPMENT -- AS A CIVILIAN, SO I KNOW SOMETIMES IT'S LIKE -- BUT I HARDLY USED IT, AND IT STILL WORKS, AND I THINK THAT'S JUST ONE OCH ONE OF THE THINGS IS -- I THINK, IT'S A LOT OF EQUIPMENT AND THERE'S PROCEDURE TO EVERYTHING. SO GETTING THE OFFICERS USED TO IT AND THEN, TROY, IF WE SEE ANYTHING WHERE WE'RE LIKE, THIS EQUIPMENT COULD LAST A WHOLE LOT LONGER OR THERE'S SOMETHING OUT THERE WITH MORE LONGEVITY IN TERMS OF EXPIRATION DATES THAT WE LOOK AT THAT AS WE MOVE FORWARD WITH EQUIPMENT FOR OUR OFFICERS.

THANK YOU, THAT SOUNDS LIKE A GOOD PLAN. WOULD ANY OF MY OTHER

COUNCIL COLLEAGUES LIKE TO CHIME IN? >> WHYTE: YEAH, BRIEFLY.

THANKS, CHAIR. I'VE TALKED IN THE LAST WEEK OR SO ABOUT, I BELIEVE, THERE'S A NEED TO GET MORE OFFICERS FUNDED AND ONTO THE STREETS AS QUICKLY AS POSSIBLE. SO I LIKE THE FACT THAT, YOU KNOW, IT LOOKS LIKE HERE THE POLICE DEPARTMENT'S DOING A GOOD JOB AT -- YOU KNOW, RIGHT HERE, THE SUFFICIENT CONTROLS TO MANAGE PURCHASES OF THE BWPE, HAPPY ABOUT THAT, BECAUSE WE'VE GOT TO HAVE OUR POLICE DEPARTMENT, AGAIN, BE AS EFFICIENT AS POSSIBLE IN WHAT THEY'RE DOING IN TERMS OF SPENDING ON EQUIPMENT AND THE REST OF IT.

SO I JUST WANT TO THANK THE POLICE DEPARTMENT FOR THEIR EFFORTS IN THIS REGARD. I'M PLEASED THAT THERE'S AN AGREEMENT TO GET SOME OF THESE ADDITIONAL CONTROLS AND PROCEDURES IN PLACE MOVING FORWARD SO THAT WE CONTINUE TO BE AS EFFICIENT AS WE CAN BE WITH OUR DOLLARS WITH OUR

POLICE. THANKS, CHAIR. >> VIAGRAN: THANK YOU.

ANY OTHER MEMBERS? COUNCILMAN COURAGE? >> COURAGE: THANK YOU, CHAIR. LET ME ASK YOU, WHAT ABOUT THE EXPIRATION DATES ON THIS EQUIPMENT? WHAT IS THE SIGNIFICANCE OF THESE EXPIRATION DATES? YOU KNOW, DO WE LOSE SAFETY, DO WE LOSE VALUE,

DO WE LOSE USABILITY? >> IT'S LESS OF AN EXPIRATION DATE, MORE OF A WARRANTY DATE FOR MOST OF THE BALLISTIC EQUIPMENT, FOR BODY-WORN ITEMS LIKE VESTS AND WHATNOT IS GENERALLY A FIVE-YEAR, THE PRODUCT IS UNDER WARRANTY. FOR SHIELDS AND HELMETS, IT'S GENERALLY A 10-YEAR WARRANTY DATE. AND SO AS YOU CAN IMAGINE, ONCE WE'RE PAST FIVE YEARS, THE ITEM DOESN'T NECESSARILY JUST, YOU KNOW, LOSE IT'S EFFECTIVENESS, IT'S JUST NOT WARRANTIED, HOWEVER, OBVIOUSLY WE DON'T WANT TO BE IN POSSESSION OF EVEN ITEMS THAT ARE GOING TO BE, YOU KNOW, CONSIDERED OUT OF WARRANTY. BUT AS FAR AS EFFECTIVENESS GOES, A LOT OF TIMES IF WE HAVE EQUIPMENT OF A BALLISTIC NATURE WHICH IS PAST WARRANTY BUT IT'S STILL IN GOOD WORKING CONDITION, THEN WE MAY USE IT FOR TRAINING, WE MAY TRANSITION IT AND -- FOR EMERGENCY SITUATION WHERE IT'S BETTER TO HAVE SOMETHING THAN NOTHING, BECAUSE IT WILL HAVE SOME EFFECTIVENESS. AND SO IT'S ONE OF THOSE -- PART OF THE REVIEW, THE BIANNUAL REVIEW IS GOING TO BE ASSESSING WHETHER THE EQUIPMENT IS IN GOOD FUNCTIONAL CONDITION OR NOT, AND SO THAT'S GOING TO BE SOMETHING WE LOOK AT TWICE A YEAR.

    >> COURAGE: IN THE PAST, OR MAYBE AS YOU GO FORWARD, WHAT'S BEEN THE DISPOSITION OF THIS KIND OF EQUIPMENT? DOES IT HAVE A VALUE OUT IN THE MARKETPLACE WHERE WE CAN RECUPERATE SOME OF OUR INVESTMENT?

    >> WHEN IT COMES TO BO BALLISTICS AND PROTECTIVE EQUIPMENT, GENERALLY NOT. IT'S NOT SOMETHING WE CAN PROVIDE TO OTHER AGENCIES WITH GOOD CONSCIENCE, RIGHT? NORMALLY WHAT HAPPENS IS IT EITHER GETS DISPOSED OF PER BEST PRACTICES OR MORE OFTEN THAN NOT, IT GETS TRANSITIONED INTO A TRAINING CAPACITY, WHERE WE MAY USE TRAINING SHIELD, TRAINING HELMETS THROUGHOUT TACTICAL EXERCISES AND WHATNOT.

WE GENERALLY ARE ABLE TO FIND SOME USE FOR IT UNTIL SUCH TIME -- TRAINING IS A LITTLE BIT HARDER ON EQUIPMENT, GENERALLY WE'LL USE IT RELATIVELY QUICKLY, AND ONCE IT GETS USED BEYOND ITS ABILITY, THEN WE'LL

DISPOSE OF IT. >> COURAGE: TROY, HOW DO WE SCRAP THAT STUFF?

    >> ELLIOTT: THAT'S ACTUALLY A GOOD QUESTION, COUNCILMAN.

I'D HAVE TO COME BACK TO YOU WITH AN ANSWER. >> COURAGE: YEAH, I MEAN, IF IT DOESN'T HAVE A USABILITY, DO THEY TAKE THE COMPONENTS APART AND DESTROY THEM, OR DO THEY GET DUMPED IN THE TRASH WHERE SOMEBODY CAN PICK IT UP OUT OF THE TRASH AND USE IT OR -- JUST CURIOUS IF IT HAS A DISPOSABLE OUTCOME THAT, YOU KNOW, IS WORTH US KNOWING ABOUT.

SO I'LL LET YOU DO YOUR HOMEWORK AND LET ME KNOW.

    >> WE DO TAKE STEPS TO MAKE SURE IT DOESN'T FALL INTO THE RIGHT HANDS.

    >> COURAGE: RIGHT. >> A LOT OF TIMES WITH THE KEVLAR TYPE OF EQUIPMENT, IT CAN GET SHREDDED, CUT INTO STRIPS.

WE MAY SEND IT BACK INTO THE MANUFACTURER FOR THEM TO RE REFURISH AND

    [00:20:02]

RECYCLE AND FOR THE HEAVY METAL BALLISTIC ITEMS, THEY'RE GENERALLY

CRUSHED. >> COURAGE: THAT'S WHAT I WANTED TO HEAR.

THANK YOU. >> VIAGRAN: THANK YOU. MEMBER TREVINO, MEMBER HARRIS, ANY COMMENTS? I LIKE THE WAY YOU'RE THINKING, COUNCILMAN COURAGE, ABOUT SUSTAINABILITY, MAKING SURE WE'RE REUSING EVERY PIECE. GREAT. CAN -- SO WE HAVE A MOTION AND A SECOND. LET'S TAKE A VOTE. ALL IN FAVOR, SAY AYE.

(AYES.) >> VIAGRAN: ALL OPPOSED, SAY NO.

[Consideration of items for future meetings  ]

MOTION CARRIES. THE NEXT MEETING WE ARE BACK TO TUESDAY MORNINGS APRIL 8TH, 2025. THANK YOU SO MUCH FOR BEING PATIENT AND COMING ON THESE FRIDAYS. IT'S BEEN -- IT'S BEEN A CRAZY BEGINNING OF THE YEAR, BUT WE WILL GO BACK TO TUESDAY MORNINGS, AND THE TIME IS NOW 2:21 P.M.

    AND THE MEETING IS NOW
