I THINK IT'S IMPORTANT JUST TO -- AS I THINK BACK OVER THE TIME THAT WE'VE BEEN WORKING, AND WE LOOK AT WHERE WE WERE AT IN 2019 WITH 38 NONSTOP DESTINATIONS, AND YOU LOOK AT WHAT THAT MAP LOOKS LIKE COMPARED TO WHAT TODAY LOOKS LIKE, A 25 NEW -- I MEAN 48 NEW DESTINATIONS IN 2025. THIS OVERALL IS A VERY QUICK -- A VERY SPECIFIC AND INTENTIONAL THREE-YEAR STRATEGY THAT WAS EXECUTED, RESULTING IN POSITIVE GAINS BOTH DOMESTICALLY AND INTERNATIONALLY IN OUR BUDGET PRESENTATION IN AUGUST OF LAST YEAR.
OUR GOAL WAS TO CONNECT OUR AIRPORT TO 48 DESTINATIONS, IF WE DRIVE OURSELVES TO METRICS. WE'VE MET THAT ALREADY HALFWAY THROUGH THE YEAR AND OUR DESTINATIONS AND OUR MAP ABOVE ILLUSTRATES OUR ACCOMPLISHMENTS.
WE WILL CONTINUE TO FOCUS ON EXPANDING OUR SERVICE AND CONNECTIVITY.
WE ARE HAVING MEANINGFUL CONVERSATIONS WITH ALL OF OUR CARRIERS TO CONTINUE TO GROW AND HOPE TO FAR EXCEED OUR GOAL FOR THIS YEAR.
AS A QUICK UPDATE, THE NUMBER OF DOMESTIC AND INTERNATIONAL PASSENGERS FOR '23 VERSUS '24 WAS UP 4%. IT'S AN INCREASE COMPARED TO 2023, WHICH INCLUDES A 3% INCREASE IN DOMESTIC PASSENGERS AND AN AMAZING CLOSE TO 19% INCREASE IN INTERNATIONAL PASSENGERS.
ON THE GRANT SLIDE, WHETHER IT'S COMPETITIVE OR NONCOMPETITIVE, ALL OF THOSE ARE ALIGNED TO EITHER THE AIRFIELD OR THE TERMINAL.
AND AS YOU LOOK, WE RECEIVED TO DATE 232 MILLION IN FEDERAL FUNDING SINCE 2020, AND WE'RE SEEKING CLOSE TO 96 MILLION IN 2026.
WE BREAK THOSE DOWN IN DISCRETIONARY AND NONDISCRETIONARY AND AS I MENTIONED, THOSE ARE FOCUSED ON EITHER TERMINAL OR AIRFIELD WORK THAT WE'RE DOING, OF WHICH ONE OF THE PRESOLICITATIONS WILL COVER SOME OF THE WORK THAT WE WANT DO AS WE GO FORWARD.
ON THE TERMINAL DEVELOPMENT UPDATE, WE'VE SHOWN THIS TO YOU A NUMBER OF TIMES, A QUICK GANTT CHART. IT'S A COMPREHENSIVE OVERVIEW OF OUR SCHEDULE FOR THE NEW TERMINAL DEVELOPMENT PROGRAM.
A QUICK REMINDER THAT WE REMAIN KEENLY FOCUSED ON THE EXECUTION OF THIS NEW TRANSFORMATIVE TERMINAL. WE ARE CURRENTLY JUST ABOVE 60% DESIGN, AND WE CONTINUE TO COLLABORATE WITH ALL AGENCIES AND ALIGN OUR DESIGN TOWARDS ESTABLISHING THE SAN ANTONIO SENSE OF PLACE.

AS I MENTIONED EARLIER REGARDING THE 600% GROWTH INTO MEXICO, WE'LL BE COMPLETED THIS PROJECT LAILT THIS YEAR THAT WILL NOT ONLY EXPAND INTERNATIONAL GATE CAPACITY BUT ALSO INCLUDE SERVICE PASSENGER AMENITIES AS WE CONTINUE TO GROW OUR EN INTERNATIONAL MARKET SHARE. QUICK PROJECT PHOTO, THIS WILL CONNECT DIRECTLY TO TERMINAL A AND ALLOW PEOPLE TO MOVE IN AND OUT OF THE FACILITY.
THE PREENGINEERING METAL BUILDING HAS ALREADY BEEN INSTALLED.
WE ANTICIPATE SUBSTANTIAL COMPLETION IN 2025, THE LATTER PART OF THIS YEAR. ON THE THREE POSTSOLICITATION BRIEFINGS, I'LL COVER FOOD AND BEVERAGE, THE NEW PARKING STRUCTURE AND THE SEE MORE AT RISK FOR THE SAFETY AIRFIELD ENHANCEMENT.
THE PROCESS BEGAN LAST YEAR WITH THE RELEASE OF THREE CONCESSION PACKAGES, TWO FOOD AND BEVBEVERAGE AND ONE RETAIL PACKAGE.
WE WERE ABLE TO PRESENT TO YOU IN NOVEMBER THE RECOMMENDATION FOR TWO OF THE PACKAGES. THE FOOD AND BEVERAGE PACKAGE 2 AND RETAIL PACKAGE. THE REMAINING FOOD AND BEVERAGE PACKAGE 1 DID NOT HAVE A RECOMMENDATION DURING THE COUNCIL SESSION.
WE WERE GIVEN TO DIRECTION TO MEET WITH HOSTS TO CONTINUE A MUTUALLY BENEFICIAL AGREEMENT ON FOOD AND BEVERAGE PACKAGE 1.
IN FEBRUARY, AS WE ALL AGREED, WE SHARED WITH YOU THE RECOMMENDATION TO REBID THE PACKAGE WITH ONLY THE TERMINAL B LOCATIONS.
CURRENTLY -- TERMINAL A THAT WOULD BE IMPACTED BY THE TERMINAL A BEING RECONFIGURE SLEIGHS/REHABILITATION. WE RELEASED THE NEW SOLICITATION ON MARCH 3RD OF THIS YEAR WITH THE SAME GOALS, HIGHLIGHTING OUR LOCAL CULINARY OFFERINGS, ELEVATING THE PASSENGER EXPERIENCE AND IMPROVING REVENUES.
TWO RESPONSIVE PROPOSALS WERE APPROVED FOR THE EVALUATION COMMITTEE TO EVALUATE. ON APRIL 25TH, THE COMMITTEE, WHOSE MEMBERSHIP YOU SEE HERE, MET TO SCORE AND INTERVIEW THE TWO FIRMS ON APRIL 25TH. THIS IS THE SAME ELEVATION CRITERIA AS THE ORIGINAL SOLICITATION. THE EVALUATION COMMITTEE SELECTED THE HOST TRUE FLAVORS PROPOSAL WITH A TOTAL OF 94-POINTS. THE EVALUATION COMMITTEE WAS IMPRESSED WITH HOSTESS PROPOSAL AND PRESENTATION.
THE CONCEPTS WERE TO SAN ANTONIO RESIDENTS AND HIGHLIGHTS SAN ANTONIO AS A GATEWAY TO POPULAR HILL COUNTRY DESTINATIONS. THE PROPOSAL IS TO GENERATE A LITTLE OVER 10 MILLION OVER THE NEXT 10-YEAR TERM, WITH THE MINIMAL ANNUAL GUARANTEE CLOSE TO 960 FOR ONE YEAR ON THE FOUR CONCEPTS AND A HIGHER SALES REVENUE PERCENTAGE TO THE CITY THAN IN THE ORIGINAL PROPOSAL FOR A TOTAL OF 13% COMPARED TO 9%. THEY ALSO EXCEEDED IN THE AIRPORT'S CONCESSIONS DBE PROGRAM GOAL OF 33.33 THROUGH THE JOINT VENTURE WITH TRUE FLAVORS AT 30% WITH [INDISCERNIBLE] PREMIER CATERING AT 3.33%. ONE OF THE FIRST OFFERINGS IS BAKER LORRAINE WHICH IS CURRENTLY IN THE PEARL MARKET AND OFFERS A VARIETY OF FRENCH-INSPIRED DELIGHT TS.
WE'RE EXCITED TO ACCOMPLISH A NEW SAN ANTONIO BAKERY OFFERING IN THE NEW TERMINAL B. WITH THE ADDITION OF THE NEW AND TRANSFORMATIVE BAKER'S TESTING ROOM, TRAVELERS CAN EXPERIENCE THE ESSENCE OF ONE OF THE FINEST TEXAS HILL COUNTRY WINERIES WITHOUT LEAVING THE TERMINAL. THIS WILL BE A FRONT-ROW SEATS TO ONE OF THE STATE'S MOST CELEBRATED AWARD-WINNING WINERIES. IT'S REALLY TO BRING IN ADDITIONAL REVENUE, SOME PEOPLE COME IN AND THEY WANT TO HAVE A KNOWN ENTITY THAT THEY CAN GO TO. POPEYE'S IS THE RECOMMENDATION, AND WE'RE EXCITED TO NOW HAVE A CHICKEN OFFERING INSIDE TERMINAL B. BEFORE I MOVE ON FROM PACKAGE 1, I WANTED TO GIVE YOU AN UPDATE ON THE TWO FOOD AND BEVERAGE CONCEPTS THAT WERE NEGOTIATED FROM THE ORIGINAL PACKAGE ONE, LA GORE YEAH AND LA FRUITERIA, WE WILL BRING FORTH A NEW AGREEMENT THAT WILL CONTINUE LA GLORIA AT ITS LOCATION BUT WITH A REFRESHED LOOK.LA FRUITERIA WITH REVITALIZATION AND WE FEEL THE LOCATION WILL DO INCREDIBLY WELL. THE PROPOSED INITIAL TERM IS FIVE YEARS WITH THE OPTION TO RENEW FOR FIVE ONE-YEAR TERMS, AND WE ANTICIPATE THE SALES OF 3.1 MILLION FOR THE FIRST FIVE YEARS OF THE AGREEMENT WITH SALES ON FOOD AND BEVERAGE TO BE -- FOR FOOD TO BE AT 12% AND ALCOHOL TO BE AT 16% FOR THE AIRPORT. AS WE TALK ABOUT THE DEVELOPMENT FOR MANY YEARS WE'VE BEEN TALKING ABOUT THE GROUND TRANSPORTATION CENTER.
THIS SOLICITATION WILL COVER THIS OVERVIEW. WITH THIS POSTSOLICITATION AGREEMENT FOR THE PARKING GROUND TRANSPORTATION CENTER, WE CAN NOW AND WILL BE ABLE TO ACCOMMODATE PARKING FOR UP TO 2500 VEHICLES WITH 450 TO 500 PARKING SPOTS ON EACH LEVEL.
IT WILL BE DESIGNED TO STRUCTURALLY SUPPORT FUTURE DEVELOPMENT OF AN EV TALL, ELECTRIC TAKEOFF -- ELECTRIC VERTICAL TAKEOFF AND LANDING OPERATIONS AREA ON THE TOP FLOOR. IT WILL BE CENTRALIZED, IT'S GOING TO HAVE AIRPORT PASSENGER ACCESS TO TAXIS, RIDESHARES, HOTEL SHUTTLES AND PUBLIC TRANSPORTATION ON THE GROUND LEVEL.
IT WILL PROVIDE SPACES FOR PERSONNEL THAT MAINTAIN AND OPERATE THE FACILITY, AND IT WILL HAVE A FEATURE FOR CLIMATE CONTROLLED ELEVATORS, AS YOU'RE INSIDE THE PARKING GARAGE.
THE DELIVERY TYPE FOR THE PROJECT IS DESIGN-BUILD WITH A CONTRACT VALUE OF 110 MILLION. THE EVALUATION COMMITTEE IS LED BY JEFF, MYSELF, KATHERINE, THE TRANSPORTATION DIRECTOR, MICHAEL GARNET, SAM, ROD. JE DUNN HAS COMPLETED 239 PARKING STRUCTURES WHILE MARMAN MOCK HAS DESIGNED 17, A VERY EXPERIENCED TEAM. DURING THE PRESENTATIONS, THEY SHOWED HOW THEY WOULD WORK TOGETHER AS IN THE PAST PROJECTS IN SAN ANTONIO, AND THEIR EXPERIENCE INCLUDING LOCAL SUBCONSULTANTS IN THE PROJECTS WAS VERY ATTRACTIVE AND BENEFICIAL.
[INDISCERNIBLE] BEFORE JE DUNN AND MARMAN MOCK HAD WORKED TOGETHER BEFORE, THEY WERE PART OF THE TEAM THAT BUILD THE WOMEN'S HOSPITAL AND GARAGE AS WELL AS THE TOBIN CENTER PARKING GARAGE AND SOME DEVELOPMENT FOR UNIVERSITY OF INCARNATE WORD.

AS I PREFACED EARLIER, WE ARE VERY FOCUSED ON CONTINUING TO UPGLADE ANDEN SLUR -- UPGRADE AND ENSURE THE TOP LEVEL OF SAFETY WE HAVE AT ALL OF OUR EFFORTS, WHETHER INSIDE THE TERMINAL, LAND SIDE AND AIR SIDE. I'M PROUD TO TELL YOU THAT OUR OPERATIONS AND MAINTENANCE TEAM FOR THREE YEARS IN A ROW HAVE UPHELD ZERO DISCREPANCIES ON WHAT WE DO IN THE AIRFIELD.ON NOVEMBER 26, THE EVALUATION COMMITTEE PLET TO REVIEW THE THREE PROPOSALS. ALL THREE PROPOSALS SCORED WELL WITHIN THE EVALUATION COMMITTEE MEMBER. AUSTIN BRIDGE AND ROAD WHO RANKED IN SECOND PLACE BEHIND K KIEWIT SUNDT, IN TEXAS OVER THE LAST SEVEN YEARS. EVALUATION COMMITTEE MEMBERS WERE ALSO IMPRESSED WITH THEIR NETWORK OF LABOR AND SUBCONTRACTORS. THEIR PROPOSALS EMPHASIZED A STRONG COMMITMENT TO SAFETY AND COLLABORATION, ALL WHILE MAINTAINING QUALITY AND TIMELY DELIVERY. AND THE SECOND STEP FROM THE REQUEST FOR PROPOSALS -- SORRY, I HAVEN'T BEEN NECESSARILY KEEPING UP WITH THE SLIDES. DURING THE INTERVIEWS ON 17TH, AUSTIN BRIDGE AND ROAD PULLED AWAY FROM THE OTHER TWO FIRMS. THEIR TEAM DID A GREAT JOB IN THE DETAILED PROPOSED WORK PLAN, IDENTIFYING THEIR PROCUREMENT STRATEGIES FOR SUPPLIES WITH LONG LEAD TIMES AND PHASING PLANNED, ESPECIALLY ON THE EARTH WORK PROCESS DEMONSTRATING GOOD TECHNICAL KNOWLEDGE. THE TEAM IS LOCAL TO SAN ANTONIO, SO THEY WILL NOT BE TRAVELING BACK AND FORTH. THESE ITEMS ARE IMPORTANT AS WE ARE SEEKING GRANT FUNDS FOR THIS PROJECT, THE PROPOSED COSTING METHODOLOGY WAS NOT SCORED BY THE EVALUATION COMMITTEE, BUT BY THE FINANCE DEPARTMENT. . WE'LL MOVE FROM POSTSOLICITATION TO PRESLISTATION, THE FIRST ONE THAT I WILL COVER IS THE MAINTENANCE REPAIR AND OVERHAUL FACILITY. WE ARE SEEKING PROPOSALS FOR A QUALIFIED DEVELOPERS TO DEVELOP AND OPERATE AN MRO FACILITY ON THE NORTHERN SIDE OF OUR CAMPUS. PROPOSALS MUST BE BUILT TO SUIT WITH A TENANT PARTNER IDENTIFIED IN EACH RESPONDENT. THE SELECTIVE RESPONDENT'S RESPONSIBILITIES WILL BE RESPONSIBLE FOR THE ENVIRONMENTAL WORK, WORK PERMITS, FUNDING, DESIGN AND CONSTRUCTION, AND INITIAL TERM OF 20 YEARS WITH 20 YEARS OPTIONS AND TWO FIVE-YEAR OPTIONS IMMEDIATELY THEREAFTER.
