>> SO ON JUNE 12TH, 2025 AS YOU ALL KNOW THAT WE HAD AN INTENSE RAINFALL THAT CAUSED FLOODING ALONG THE BEITEL CREEK AREA THAT OVER TOPPED THE LOOP 410 WESTBOUND FRONTAGE ROAD AND THE AUSTIN HIGHWAY UNDERPASS AND THE FLOODWATERS REACHED MORE THAN TWO FEET DEEP WITH FAST CURRENTS, AND SWEEPING VEHICLES INTO THE CREEK AND LEADING TO 11 FATALITIES IN THAT AREA.
THE CITY OF SAN ANTONIO HIRED KLEINFELDER INCORPORATEED TO PERFORM AN INDEPENDENT POST-EVENT ANALYSIS TO FIND THE CONTRIBUTING CAUSES AND TO DEVELOP RECOMMENDATIONS TO REDUCE THE POTENTIAL FOR FUTURE TRAGEDIES. KLEINFELDER, AS YOU WILL SEE IN THE PRESENTATION AND THE REPORT, USED HYDRAULIC MODELING AND FIELD SURVEYS AND A REVIEW OF THE RAINFALL AND RESPONSE DATA TO PROVIDE THEIR ANALYSIS. MR. JUSTIN MURRAY FROM KLEINFELDER WHO IS HERE WITH US TODAY IS GOING TO HIGHLIGHT THE STUDY, THE FINDINGS, AND SHARE THEIR RECOMMENDATIONS, AS THE MAYOR MENTIONED THIS WAS A DEVASTATING EVENT FOR OUR COMMUNITY. HOPEFULLY SOME OF THE FACTS THAT WE DISCUSS TODAY WILL LEAD TO ACTIONS TO PREVENT -- TO REDUCE THE PROBABILITY THAT IT'S REPEATED. MANY OF YOU MAY NOT BE FAMILIAR WITH KLEINFELDER, I WANTED TO GIVE YOU A QUICK HIT ON WHO WE ARE.
WE'RE A NATIONWIDE FIRM OF OVER 3,000 EMPLOYEES WITH ROUGHLY 110 LOCATIONS THROUGHOUT THE UNITED STATES. THE UPPER PORTION OF THE WATERSHED BEGINS AROUND LOOP 1604 AND EXTENDS SOUTHWARD TO APPROXIMATELY -- OR NEAR LOOP 410. IH-35 BISECTS IT NORTH/SOUTH AND THE EASTERN THIRD OF THAT WATERSHED. THIS DEPICTION AS YOU SEE HERE, THE LIMITS WHAT WE REFER TO AS THE INTEGRATED MODEL ARE THE BLACK OUTLINE, AND THE DETAILED MODEL THAT WAS USED TO ASSESS DEPTHS AND HAVE SO LOSTITIES ON JUNE 12TH IS -- VELOCITIES IS LIMITED TO THE LEFT OF THIS IMAGE. THIS TODAY WILL FOCUS ON THE SECOND WORK AUTHORIZATION, BUT THE BROADER ANALYSIS THAT KLEINFELDER HAS PERFORMED ENCOMPASSES OTHER TASKS. THE FIRST OF WHICH WAS SURV SURVEYING. TO SUPPORT THIS STUDY WE COLLECTED HIGH RESOLUTION UPDATE AND DEFINE AND PROPERLY DEPICT WHAT THE EXISTING GROUND LOOKED LIKE ON JUNE 12TH.WE ALSO COLLECTED BRIDGE HYDRAULIC SURVEY DATA FOR THE STRUCTURES THAT ARE WITHIN THE DETAILED STUDY AREA TO MAKE SURE THAT THOSE ARE ON THE SAME DATUM AND WE COLLECTED 303 HIGH WATER MARKS. WE ALSO PERFORMED A METRIC SURVEY, WHICH IS BASICALLY THE UNDERWATER SURVEYING AND THERE'S APPROACHES IN 7 FEET OF DEPTH AND WE WANTED TO HAVE A DEPICTION OF THE UNDERWATER AREAS. AND THE SECOND WORK AUTHORITY IS THE MAJORITY OF THE WORK, THE H AND H MODEL THAT ENCOMPASSES THE DRAINAGE AREA AND THE I HAD HYDC MODEL AND IN A REPORT, THERE'S TWO OTHER COMPONENTS TO KLEINFELDER'S WORK THAT WAS A STRUCTURAL REVIEW OF BRIDGES AT VICKER AND P CAN UPON PERRIN AND THE CHANNEL WITH GEOTECHNICAL EXPLORATION TO SUPPORT THAT STUDY. AND THERE ARE A COUPLE OF KEY POINTS FROM THIS STUDY THAT I WANT TO GO OVER OR TO HIGHLIGHT. THIS EVENT, THE JUNE 12TH EVENT, WAS CONSISTENT WITH THE 25-YEAR STORM EVENT WHICH IN ESSENCE MEANS THAT IT HAS A 4% CHANCE OF OCCURRING IN ANY GIVEN YEAR. AND THE BEST AVAILABLE MODELING PRIOR TO THE EVENT DID NOT ACCURATELY DEPICT THE DEPTH AND VELOCITY ON JUNE 12TH, AND THE SINGLE BIGGEST FACTOR TO WHY THAT OCCURRED WAS RELATED TO THE DENSIFICATION JUST NORTH OF THE FRONTAGE ROAD.
THE LOW POINT THAT HAS BEEN THERE SINCE 197 1979 IS VULNERAE TO OVERTOPPING IN A TEN-YEAR EVENT BASED ON BEST AVAILABLE MODELING. AND ULTIMATELY, WE FOUND THAT THE TXDOT CONSTRUCTION WAS NOT A SIGNIFICANT CONTRIBUTING FACTOR TO THE FLOODING IN JUNE. THE SINGLE BIGGEST REASON THE JUNE 12TH EVENT HAPPENED WAS THE RAINFALL.
THE RAINFALL WAS CONSISTENT WITH A 25-YEAR EVENT WITH PEAK INTENSITY AROUND THAT TEN-MINUTE WINDOW AT SIX INCHES AN HOUR.
HIGHER AMOUNTS OF RAINFALL WERE EXPERIENCED ABOVE THE PARKWAY WITH LOWER AMOUNTS BELOW IT, CLOSER TO LOOP 410.
THE STUDY ITSELF IS VERY TIGHT. STATISTICALLY SPEAKING, TO ILLUSTRATE THAT, WE'VE GOT AN IMAGE ON THE SCREEN SHOWING THE 303 POINTS THAT WERE COLLECTED FOR HIGH-WATER MARKS.
THE MAJORITY OF THEM WERE COLLECTED AROUND THE LOOP 410 FRONTAGE ROAD.
THAT'S THE AREA WE'RE MOST INTERESTED IN. WITH OTHER MARKS COLLECTED TO VALIDATE ADJUSTMENTS. YOU CAN SEE FROM THIS GRAPHIC THAT MANY POINTS WERE WITHIN ONE FOOT, MORE WITHIN HALF A FOOT. THE SCOPE LIMITATION WAS TO BE WITHIN TWO FEET.
MORE THAN 80% OF THESE POINTS WERE WITHIN THAT TWO-FOOT MARK. AND THOSE MARKS AMOUNT TO DEBRIS AND SILT LINES ON CONCRETE. THE STUDY IS BROKEN UP INTO TWO SEPARATE PIECES.
THE PREVIOUS SLIDE FOCUSED ON THE INTEGRATED H&H MODEL USED FOR HYDROLOGY.
AND THIS SLIDE FOCUSES ON THE DETAILED S STUDY. THE FLOWS FROM THE PREVIOUS INFORMATION WERE INPUT IN TO THIS. YOU'LL SEE AT THIS 4:30 HOUR THE RED ARROW INDICATING THE SAG POINT LOCATION BECOMES INUNDATED. AT A POINT WHEN FLOWS BEGIN TO OVERTOP THE FRONTAGE ROAD, UP NEAR THE FENCED CONSTRUCTION AREA YOU'LL SEE THAT THE FLOW ARROWS BEGIN TO CROSS THE FRONTAGE ROAD PERPENDICULAR TO THE CREEK.
FLOWS CONTINUE ALONG THAT ENTRANCE RAMP UNTIL THEY REACH THE RED ARROW OF THE SAG POINT.
THESE ARE STILL SHOTS. THE WHITE LINES THAT YOU SEE HERE ARE AN INDICATION OF VELOCITY AND DIRECTION. THE LONGER THE TAILS, THE HIGHER THE VELOCITY, THE SHORTER, THE LOWER THE VELOCITY. YOU CAN SEE AT 4:15 IN THE MORNING THAT DEPTHS HAD ALREADY REACHED ROUGHLY SIX INCHES ON THE FRONTAGE ROAD. THAT RED ARROW HIGHLIGHT AT THE SAG LOCATION. 15 MINUTES LATER, 1 1/2 FEET. BY 5:00 IN THE MORNING, ABOUT FOUR FEET WITH WIDESPREAD FLOODING ACROSS THE FRONTAGE ROAD.
IN -- THIS IMAGE DEPICTS THE RANGE OF VELOCITIES. DEEPER RED, HIGHER.

AS I ITERATED, ONE OF THE SIGNIFICANT FINDINGS WA WAS THE BEST AVAILABLE MODELING ON THE FRONTAGE ROAD IS TIED TO THE ASSUMPTIONS FOR ROUGHNESS IN THE DENSELY VEGETATED AREAS NORTH OF THE FRONTAGE ROAD. THIS GRAPHIC SHOWS IN THE DARK GREEN WHERE THE DENSE AND MEDIUM VEGETATION, WHICH ALSO CONTRIBUTED, ARE LOCATED, IN THE LIGHTER GREEN.
THE STUDY CULMINATED IN RECOMMENDATIONS TO IMPROVE CONDITIONS.
THE FIRST RECOMMENDATION IS TO INSTALL A STAFF GAUGE AT THE SAG POINT TO PROVIDE INFORMATION TO MOTORISTS ON WHETHER IT'S SAFE TO PROCEED OR NOT. WE'RE RECOMMENDING FLASHING LIGHTS AND SIGNS BE ADDED TO ALERT DRIVERS TO POTENTIAL WATER OVER THE ROAD.
THE SECOND RECOMMENDATION IS TO WORK WITH TXDOT TO ELEVATE THE ROADWAY AND BEYOND ELEVATING THAT ROADWAY, ALSO CALL FOR THE CITY'S ADVOCATION THAT TXDOT EXPAND ITS CRITERIA TO ASSESS.
NOT JUST FRONTAGE ROADS, BUT ALL ROADS FOR THE FREQUENCY OF FLOODING, DEPTHS, AND VELOCITIES. HAD THAT INFORMATION EXISTED, THERE'S TO POTENTIAL TXDOT AND THE CITY COULD HAVE IDENTIFIED POTENTIAL FOR THE EVENT AND PREPLAN ACTIVITIES.
THIRD, REVIEW AND ENHANCE EMERGENCY RESPONSE PROTOCOLS AMONGST CITY DEPARTMENTS IN COORDINATION WITH TXDOT, TRANSGUIDE AND OTHER ENTITIES. THE FOURTH IS TO RELOCATE GAUGES TO THE DOWNSTREAM FACE OF CROSSINGS AND SURVEY THE DATUMS TO IMPROVE THE ACCURACY OF THE DATA COLLECTED. I DON'T JOHN WILL TELL US MORE. AND THAT IS DIFFICULT TO ESTIMATE USING THE CURRENT MODELING METHODS. IN DISCUSSIONS WITH SARAH, THEY ALSO SUPPORT THE EXPANSION OF TWO-DIMENSIONAL MODELING. THE LAST IS TO CONDUCT A LEGAL REVIEW TO CLARIFY RESPONSIBILITIES AND RIGHTS OF WAY. CLEARLY THERE IS AT LEAST A QUESTION OF WHOSE RESPONSIBILITY OR WHAT LEVEL OF MAINTENANCE WAS REQUIRED JUST NORTH OF THE FRONTAGE ROAD. THE FIRST RECOMMENDATION IS TO INSTALL A FLASHING LIGHT WARNING TO CREATE THE ACCESS ROAD AS A LOW WATER CROSSING. SO, INSTALL A WARNING WITH A GAUGE AT THE LOOP 410 SAG POINTPOINTAND THE AUSTIN HIGHWAS TO PREVENT ANY TRAGEDY LIKE THIS MOVING FORWARD.
THIS WORK HAS BEGUN. WE'VE BEGUN A CONVERSATION WITH TXDOT.
IN THE INTERIM, TXDOT HAS INSTALLED HIGH WATER SIGNS ON BOTH LOCATIONS AS AN INITIAL STEP. THE COMPLETION OF THIS WORK WILL TAKE MORE COORDINATION, BUT IT'S UNDER WAY. THE SECOND RECOMMENDATION IS TO COORDINATE WITH TXDOT TO PROTECT THE FRONTAGE ROAD BY RAISING ITS LEVEL TO REMOVE IT FROM THE FLOOD PLAIN.
THAT'S GOING TO BE A LONGER EFFORT, BUT THE CONVERSATION WITH TXDOT HAS BEGUN.
THAT'LL TAKE COORDINATION FROM US ON HOW THE CREEK WILL INTERPLAY WITH THAT ACCESS ROAD, BUT WE'RE COMMITTED TO WORKING TOWARDS A SOLUTION THERE. RECOMMENDATION NUMBER 3 HAS TO DO WITH WHAT DATA DO WE HAVE NOW FROM OUR GAUGES IN THE STREAM AND OUR RAIN GAUGES ON PIECES OF LAND THAT COULD ALERT US TO CLOSE THE WESTBOUND FRONTAGE ROAD PREEMPTIVELY.
SO A PROTOCOL HAS BEEN ESTABLISHED AND WORK HAS BEGUN IN COORDINATION WITH TXDOT THAT AS GAUGES IN THE NORTHERN PART AND THE UPPER PARTS OF THIS WATERSHED START TO INDICATE THAT FLOODING IS UNDER WAY, WE WILL PREEMPTIVELY CLOSE THE WESTBOUND FRONTAGE ROAD AND TREAT IT AS A LOW WATER CROSSING. WHEN A RAIN EVENT IS PREDICTED, BARRICADES WILL BE PRE-STAGED AND IN COORDINATION WITH TXDOT WE WILL CLOSE THE WESTBOUND FRONTAGE ROAD JUST LIKE WE WOULD ANY OTHER LOW WATER CROSSING. RECOMMENDATION FOUR AND FIVE HAVE TO DO WITH GAUGES AND SENSORS. AS OUR WORK HAS BEGUN WITH S.A.R.A. AND THE COUNTY TO UPGRADE THE CROS CROSSINGS, THIK WILL HAPPEN. THE LOCATIONS OF THE GAUGES WILL BE UPDATED. THE DATUM WILL BE UPDATED. THAT IS SETTING THE ELEVATION OF EACH GAUGE SO WE CAN PREDICT AND UNDERSTAND THE EXACT THING THAT'S HAPPENING AT THAT LOCATION. THAT WORK IS UNDER WAY IN COORDINATION WITH SARA.
JUSTIN'S REPORT CALLS FOR TXDOT TO BE A PART OF THAT PROCESS.
TXDOT HAS SOME LOW WATER CROSSINGS. WE'LL WORK TO INCLUDE THEM.
THOSE WORKS ARE UNDER WAY. THE SIXTH RECOMMENDATION HAS TO DO WITH INTE INTEGRATING HYDRAUC MONITORING. THIS IS A COORDINATED EFFORT THAT WILL BE DONE WITH S.A.R.A., TXDOT, AND OURSELVES. IT'S A BIG RESEARCH PROJECT, ESSENTIALLY. S.A.R.A. IS INTERESTED IN HOW DO WE GET THAT GOING IN SAN ANTONIO. RECOMMENDATION NUMBER 7 HAS TO DO WITH CLARIFYING MAINTENANCE DUTIES AND PROPER VEGETATION MANAGEMENT OF THE AREAS TO THE NORTH OF THE ACCESS ROAD.
SO, OUR STAFF HAS MADE CONTACT WITH THE PROPERTY OWNERS TO BEGIN THE PROPER VEGETATION MAINTENANCE AND WE'VE SET A REGULAR INSPECTION SCHEDULE TO UNDERSTAND WHAT'S HAPPENING THERE. ON ALL OF THESE RECOMMENDATIONS, WE PLAN TO PROVIDE YOU ALL WITH QUARTERLY UPDATES ON THE IMPLEMENTATION. THERE'S A LOT OF INTERPLAY WITH OUR PARTNERS ON THESE. ITIT WILL INCLUDE THOSE UPDATES. AWARE OF. THE FY26 BUDGET INCLUDED CHANNEL REPAIR FUNDING FOR THREE PLACES.IN THIS WATERSHED, THOSE AREAS WILL BE IMPROVED AND CORRECTED. WE'RE COORDINATING ON THE NEXT GEN FLOOD WARNING SYSTEM TO UPGRADE AND REPLACE OUR CURRENT TECHNOLOGIES AROUND FLOOD SENSORS, GAUGES AT LOW WATER CROSSINGS, AUTOMATED GATES. INTENSE EFFORT THERE.
IN THE SAME WATERSHED, THE VICKER ROAD CROSSING WAS IMPACTED.
WE'RE NOT GOING TO REOPEN THAT. THERE'S ANOTHER WAY TO ACCESS THOSE BUSINESSES.
WE'RE GOING TO ELIMINATE A LOW WATER CROSSING THAT WAS A PART OF THIS OVER THE NEXT YEAR.
ADDITIONALLY, THE CITY HAS PRODUCED A PSA THAT HELPS RESIDENTS UNDERSTAND HOW TO TURN ON EMERGENCY ALERTS ON THEIR PHONES. THE NATIONAL WEATHER SERVICE PRODUCES EMERGENCY ALERTS. THE CITY'S GOING TO CONTINUE TO ASSESS DATA, 311 CALLS, RAINFALL DATA, TO SCORE AND RANK FUTURE DRAINAGE PROJECTS. WE'RE ALSO GOING TO LOOK AT LIFE SAFETY AND PROPERTY DAMAGE BASED ON PROJECT PRIORITIZATION. WE ALSO HIGHLIGHT THAT THERE ARE PHASED DRAINAGE PROJECTS ONGOING AND WE WOULD PRIORITIZE FINISHING THE NEXT PHASES OF THOSE PROJECTS. WE'RE GOING TO APPLY RESOURCES TO THE MOST VULNERABLE AREAS OF TOWN AND THE MOST HAZARDOUS PROPERTIES. AND WE'LL CONTINUE TO UTILIZE THE SAFETY DATA FOR LOW WATER CROSSINGS AND LEVERAGE MULTIPLE RESOURCES -- THE CITY BOND PROGRAM, STORMWATER FEE, FEE IN LIEU OF, FEDERAL AND STATE GRANTS.

BUT THAT TIMELINE AND THE COST ASSOCIATED WILL BE HELPFUL IN MANAGING THE PUBLIC'S EXPECTATIONS ABOUT HOW WE ADDRESS THE ISSUES AROUND JUNE 13TH IN PARTICULAR.
AS WE KNOW, THE ONLY FUNDING IN THE '26 BUDGET WAS RELATED TO REPAIR.
IF WE MADE THOSE REPAIRS AND THE SAME EVENT HAPPENED AGAIN WE'D BE IN THE SAME BOAT.
SO MAKING SURE THAT WE ARE BEING THOUGHTFUL. THE HOLISTIC REVIEW THAT I'VE ASKED FOR -- I APPRECIATE IT BEING REFLECTED IN THE WAY AHEAE COMMUNITY IS LOOKING TO DO.
AS MENTIONED FROM A PUBLIC SAFETY STANDPOINT TO THOSE 14 PROJECTS ON THE STATE'S FLOOD PLAN THAT IS SCOPED, AMOUNT TO $411 MILLION ON TOP OF PROJECTS LIKE 300 CHANNING STREET, WHICH WE'VE HEARD A LOT ABOUT. I KNOW MYSELF, LIKE MY COLLEAGUES, WHENEVER WE HAVE A MAJOR ENGAGEMENT, INFRASTRUCTURE PROJECTS, FLOOD-RELATED PROJECTS ARE TOP OF MIND FROM A PUBLIC SAFETY ISSUE AND FROM A PROPERTY VALUE STANDPOINT. SO, WE LOOK FORWARD TO THE QUARTERLY UPDATES. I THINK THAT HOLISTIC REVIEW WILL ALSO BE REALLY IMPORTANT AS WE COMMUNICATE TO OUR CONSTITUENTS ABOUT THE WAY WHICH WE ARE IDENTIFYING,

PRIORITIZING, AND FUNDING THESE. 411 MILLION FOR 14 PROJECTS DEMONSTRATES THE SIGNIFICANT BILL ASSOCIATED WITH THESE THINGS. SO HOW WE CAN DEMONSTRATE AND SHOW THE WAYS IN WHICH THE LOGICAL APPROACH, THE TRANSPARENCY AND TIME WILL BE VERY HELPFUL. EARLIER THIS YEAR, WHEN THIS HAPPENED, I WENT UP TO AUSTIN FOR THE SPECIAL SESSION AND TALKED WITH EACH OF THE MEMBERS ABOUT WHAT THE 14 PROJECTS LOOKED LIKE IN OUR COMMUNITY. I'M TALKING MORE HOLISTICALLY ABOUT THE WAY AHEAD.THIS IS NOT SOMETHING WE'RE GOING TO BE ABLE TO FUND INTERNALLY OURSELVES.
IT'S GOING TO BE REALLY IMPORTANT THAT WE CONTINUE TO WORK WITH OUR STATE AND FEDERAL DELEGATIONS TO ENSURE WE HAVE SUFFICIENT RESOURCES FOR THESE PROJECTS.
