I AM A SOCIAL WORKER HERE IN SAN ANTONIO WITH OVER 20 YEARS OF EXPERIENCE IN OUTREACH HERE IN SAN ANTONIO, ABROAD AND IN MEXICO. I AM HERE TODAY BECAUSE I WORK IN HIV PREVENTION AND SUBSTANCE USE HAS BEEN SHAPED BY SEVEN YEARS BY SAN ANTONIO'S COMMITMENT FOR THE FAST TRACK CITIES INITIATIVE. THAT COMMITMENT IS MORE NECESSARY NOW THAN EVER. SAN ANTONIO WAS THE FIRST CITY IN TEXAS TO JOIN AND IT DECIDED THEN TO LEAD THE STATE IN THAT EFFORT. I'VE HAD THE HONOR OF PRESENTING SOME OF SAN ANTONIO'S WORK AT THREE FAST TRACK CITIES INTERNATIONAL CONFERENCES. OVER THE PAST FEW YEARS, METRORAPID HAS DONE SOMETHING -- METRO HEALTH HAS DONE SOMETHING QUITE REMARKABLE, THROUGH SMALL GRANTS AND SUSTAINED RELATIONSHIP BUILDING, IT HAS GROWN A NETWORK MUCH WHAT I SEE AS COMMUNITY HEALTH FIRST RESPONDERS ACROSS THIS CITY. PEOPLE WHO GO WHERE SYSTEMS DON'T, WHO SHOW UP BEFORE THE CRISIS BECOMES A 911 CALL, WHO BUILD THE KIND OF TRUST THAT CLINICS CANNOT MANUFACTURE IN THE MIDST OF A CRISIS. THAT NETWORK IS REAL, IT EXIST BECAUSE CASA CHOSE TO INVEST IN IT THROUGH MICROGRANTS THAT SEEMS -- SEEMED OVERLY AMBITIOUS AT THE TIME. SAN ANTONIO NEXUS CONNECTION WAS AMONG THOSE RECIPIENTS AND IT IS A POINT OF PRIDE THAT SAN ANTONIO NEVER INTERRUPTED ITS SERVICES THROUGHOUT THE COVID-19 EPIDEMIC. THAT NETWORK IS NOW ALIGNED WITH THE COMMUNITY HEALTH IMPROVEMENT PLAN AND ITS BEHAVIORAL HEALTH PRIORITY. SETTING THE FOUNDATION FOR A LARGER VISION. I WANT TO SAY THAT THE CREATION OF THE CENTER FOR POLICY AND HEALTH IMPROVEMENTS WAS A VISIONARY ACT. THERE IS NO COMMUNITY HEALTH IMPROVEMENT PLAN WITHOUT FIRST REVISITING THE POLICIES THAT IMPROVE OR PREVENT HEALTH. AT PRESENT WITH FEDERAL PUBLIC HEALTH INFRASTRUCTURE AND THE PRESSURE, THAT INSIGHT HAS BECOME THE ARGUMENT FOR WHY SAN ANTONIO CANNOT WAIT FOR ANYONE ELSE TO LEAD. WE HAVE REACHED ACROSS THE ATLANTIC TO PARTNERS IN SCOTLAND WHO HAVE BUILT SIMILAR INFRASTRUCTURE IN RESPONSE TO THEIR OWN PUBLIC HEALTH CRISIS. TOGETHER WE HAVE STARTED DEVELOPING A WAY TO COLLECT MORE PRECISE DATA, DEMOCRATIES IT SO IT SERVES THE PEOPLE WHO GENERATE IT AND PROVIDE THE INFRASTRUCTURE THIS WORKFORCE HAS EVER HAD. THIS IS NOT A PILOT PROGRAM, IT IS NOT AN EXPERIMENT, IT IS THE NEXT CHAPTER OF WORK OUR CITY AND NETWORK OF COMMUNITY PARTNERS HAVE ALREADY STARTED. THE PEOPLE DOING THIS WORK EVERYDAY ON THE STREETS, UNDER THE BRIDGES, IN THE ENCAMPMENTS -- [BUZZER] -- THEY ARE CARRYING KNOWLEDGE THAT THIS CITY NEEDS. YOU KNOW, MY QUESTION IS -- WELL, I LOOK AT YOUR BACKUP DOCUMENTS AND IT SAID AS MANY AS -- IMMIGRANTS ACCOUNTED FOR 21% PLUS OF THE POPULATION GROWTH IN THE SAN ANTONIO METRO AREA IN ONLY FIVE YEARS. FIVE YEARS. 21%. THAT'S A WHOLE FIFTH FROM 2018 TO 2023. YOU KNOW, THAT'S QUITE A BUNCH. NOW, THE QUESTION IS ARE THEY ALL FROM NEIGHBORING STATES OR ARE THEY MOSTLY FROM SOUTH OF THE BORDER OR PARTS THEREOF? I HAVE A BIG PROBLEM WITH THAT. YOU'RE GOING TO SAY JACK, THEY'RE JUST ASYLUM SEEKERS. OKAY. DO YOU KNOW WHAT THE PERCENTAGE OF ASYLUM SEEKERS THAT FAILS TO SHOW UP FOR THEIR HEARINGS? 90%. TRY 23% OF THE INMATES IN THE JAIL ARE HERE ILLEGALLY. THAT KIND OF PUTS A LIE TO THE IDEA THAT THEY'RE JUST HONEST, HARD WORKING PEOPLE WHO JUST WANT TO GET A CHANCE AT LIVING IN THE UNITED STATES. NO. YOU ALSO WANT TO ASK THE QUESTION, JUST HOW MANY -- YOU SAY THEY'RE ADDING TO OUR TAX BASE IN SAN ANTONIO. WELL, THEY ADD AND THEN THEY SUBTRACT. BY THAT I'M ASKING YOU WHAT PERCENTAGE ACTUALLY USE OUR HOSPITALS AND FAIL TO PAY ANY BILLS IN THAT REGARD? WHAT PERCENTAGE USE OUR EDUCATION SYSTEM, OUR SCHOOLS AND SO FORTH AND DO NOT PAY THEIR FAIR SHARE IN THIS REGARD? NO. YOU FOLKS HAVE DETERMINED THAT WE ARE AN ASYLUM CITY, A SANCTUARY CITY, EITHER OFFICIALLY OR UNOFFICIALLY, THAT'S STILL THE CASE. WE WERE SELECTED TO BE THE CERTIFYING BODY AND THE CERTIFICATION PROGRAM AND DEVELOP THE PROGRAM SEVERAL YEARS AGO THROUGH LEADERSHIP AND LARGELY THAT THE CITY HAD PROVIDED. WE HAVE SUCCESSFULLY DONE SO IN THE SENSE OF DEVELOPING A NETWORK OF SYSTEMS. YOU WILL HEAR MORE ABOUT THAT IN THE PRESENTATION TO FOLLOW. I JUST WANTED TO HIGHLIGHT WHAT THE CENTER HAS DONE. PART OF DEVELOPING A CERTIFICATION PROGRAM HAS MEANT THAT WE NEEDED TO DEVELOP THE STANDARDS AND THE DOMAINS AND THE PROCESS BY WHICH AN ORGANIZATION COULD GO FROM INTEREST IN TRAUMA-INFORMED CARE CERTIFICATION TO BECOMING CERTIFIED. AND THERE ARE MANY ORGANIZATIONS, MANY OF THE ORGANIZATIONS AS WELL THAT HAVE ACHIEVED THIS MILESTONE. SO WE'RE GRATEFUL FOR THAT. WE ALSO HAVE NOW THREE LEVELS OF CERTIFICATION, LEVEL ONE, TWO AND THREE. AND WE'VE ALSO HAD A GREAT [00:10:09] INTEREST FROM OUTSIDE OF SAN ANTONIO, FROM OTHER CITIES, OTHER ORGANIZATIONS THAT FIND THAT THIS IS A VERY VALUABLE RESOURCE. IN PARTNERSHIP WITH METRO HEALTH WE LEAD THE COMMUNITY HEALTH NEEDS ASSESSMENT AND THE COMMUNITY HEALTH IMPROVEMENT PLAN OR CHIP. IT IS WHERE WE LISTEN AND LEARN. IT IS GROUNDED IN DATA, PERFORMED BY EXPERIENCE AND STRENGTHENED BY ANALYTICS SUPPORT FROM COMMUNICATION INFORMATION NOW, WHICH IS PART OF THE UT SCHOOL OF PUBLIC HEALTH. IT IS NOT JUST ABOUT NUMBERS, IT IS ABOUT MEETING. BEHIND EVERY DATA POINT IS A PERSON, A FAMILY, A NEIGHBORHOOD, A COMMUNITY. WHAT WE ARE SEEING REFLECTS WHAT MANY OF YOU HERE IN OUR DISTRICTS IN TERMS OF THE RECENT ASSESSMENT, ONGOING MENTAL HEALTH CHALLENGES, CONTINUED ECONOMIC PRESSURE FOLLOWING THE PANDEMIC, DECLINES IN PREVENTIVE CARE, AND WIDENING DISAPARTS ESPECIALLY AMONG YOUTH, OLDER ADULTS, PERSONS WITH DISABILITIES AND THE ECONOMICALLY FRAGILE. THESE ARE NOT ISOLATED ISSUES. THEY REFLECT DEEPER CONDITIONS SHAPING HEALTH LONG BEFORE SOMEONE ENTERS A CLINIC. SO WE SEE THE COMMUNITY HEALTH NEEDS ASSESSMENT AS A STARTING POINT FOR HOW WE RESPOND TO OPPORTUNITIES. AND FROM THERE WE MOVE INTO THE COMMUNITY HEALTH IMPROVEMENT PLAN WHERE PARTNERS COME TOGETHER TO ALIGN AND SHARE PRIORITIES AND STRATEGIES. IT IS ALSO ABOUT SHARED STEWARDSHIP. I THINK WE WOULD ALL BE IN AGREEMENT THAT THIS WORK IS FAR TOO BIG FOR ANY ONE ORGANIZATION TO CARRY. IT REQUIRES PUBLIC HEALTH EXPERTISE, COMMUNITY TRUST AND ENGAGEMENT, STRONG DATA AND THE LONG-TERM COMMITMENT. AND IT REQUIRES [INDISCERNIBLE] AND THE ONLY WAY THIS CAN WORK AND HAS WORKED IS THROUGH SHARED STEWARDSHIP. OUR STEERING COMMITTEE DOES THAT, BRINGING TOGETHER PUBLIC HEALTH, NON-PROFIT LEADERS TO ALIGN AROUND DATA, COMMIT TO SHARED STRATEGIES AND HOLD EACH OTHER ACCOUNTABLE. WE WOULD LIKE TO RECOGNIZE THE CENTER FOR QUALITY IMPROVEMENT AS WELL AND METRO HEALTH BECAUSE THEY PLAY A CRITICAL ROLE IN BRIDGING PRIORITIES THROUGH COMMUNITY NEEDS, ENGAGEMENT, COALITION BUILDING AND EXPERTISE. HELPING MAKE SURE THIS TRANSLATES INTO COORDINATED ACTION. THIS WORK HELPS TO REDUCE SILOS, ENSURE THAT IT IS COORDINATED ACTION ACROSS SYSTEMS. SAN ANTONIO WILL HOST THE ANNUAL MEETING AND EXPOSITION THIS FALL IN NOVEMBER. THIS GATHERING WILL BRING TOGETHER THOUSANDS OF PUBLIC HEALTH PROFESSIONALS TO OUR CITY UNDER THE THEME TOGETHER WE THRIVE, HEALTH ACROSS THE LIFE-SPAN. ROOT CAUSES INCLUDE GENERATIONAL POVERTY, STRUCTURAL RACISM INCLUDING RED RED LINING AND SOCIAL FACTORS LIKE THE LACK OF TRANSPORTATION, INSURANCE, CHILDCARE AND EVEN KNOWING WHEN YOU NEED ACCESS TO HEALTH CARE. SO WHAT CAN WE DO ABOUT IT? WE TRULY BELIEVE THAT ALL DESERVE AN OPPORTUNITY FOR OPTIMAL HEALTH AND WELL-BEING AND JUST KNOW THAT THE COMMUNITY HEALTH IMPROVEMENT PLAN IS A COMMUNITY CENTERED HEALTH APPROACH FOR OVERCOMING THESE OBSTACLES HERE IN OUR LOCAL COMMUNITY. SO OUR DEPARTMENT AGAIN AS I'VE SHARED HERE, WE ARE PROUD THAT WE ARE A NATIONALLY ACCREDITED LOCAL HEALTH DEPARTMENT. JUST KNOW THAT THIS IS A VOLUNTARY PROCESS. NATION-WIDE ONE IN FOUR HEALTH DEPARTMENTS ACROSS THE STATE HAS THIS DESIGNATION. HERE IN TEXAS THERE ARE EIGHT OTHER LOCAL HEALTH DEPARTMENTS THAT HAVE BEEN RECOGNIZED BY THE PUBLIC HEALTH ACCREDITATION BOARD. JUST KNOW THAT IT DOES MY HEART GOOD. I SERVE AS A MEMBER OF THE BOARD OF DIRECTORS AND JUST KNOW THAT THIS IS A PRODUCT, THE COMMUNITY IMPROVEMENT PLAN AND THE COMMUNITY HEALTH NEEDS ASSESSMENT WHICH ARE REQUIREMENTS FOR THAT DESIGNATION. SO THIS ALLOWS US AN OPPORTUNITY TO CREATE A SHARED ROADMAP FOR ACTION AND ACCOUNTABILITY AS YOU'VE HEARD MENTIONED BY LOCAL HOSPITALS HOSPITALS ON THE GROUPED AND COMMUNITY-BASED ORGANIZATIONS. KEEP IN MIND THAT THIS IS NOT A REPLACEMENT OF ORGANIZATIONAL PLAN, BUT IT ALLOWS US TO HAVE A GUIDE TO ALIGN AND BETTER COORDINATE OUR LOCAL EFFORTS. JUST KNOW THAT FOOD INSECURITY, HOUSING COSTS AND A LACK OF LIVING WAGE JOBS AND LOW EDUCATION RATES DEMAND OUR ATTENTION. THE THIRD FOCUS AREA THAT FOCUSES ON THE SOCIAL DETERMINANT AROUND SAFE, STABLE AND AFFORDABLE HOUSING SUPPORTS WHICH UNDERGIRDS PHYSICAL AND MENTAL HEALTH. CHILDREN WHO GROW UP IN STABLE HOUSING HAVE BETTER LONG-TERM OUTCOMES. THIS EXAMPLE IS REALLY SHOWING THE COLLABORATIONS WITH THE SCHOOL DISTRICTS AND NON-PROFITS WHO ARE ALIGNING WITH THE GOALS OF NAHSD, THE NEIGHBORHOOD HOUSING SERVICES DEPARTMENT, AS WELL AS HOMELESS SERVICES AND CLOSE TO HOME, CREATING CROSS-SECTOR COORDINATION TO PREVENT EVICTIONS. THIS WORK CAN CONSIST OF DISTRIBUTING EVICTION AND HELPLINE NUMBERS AND TENANTS' RIGHTS INTO INFORMATION ON THE FRONT LINES OR BUILDING SUPPORT TO HOLD HOUSING, FINANCE CORPORATIONS ACCOUNTABLE AND JOINING HOUSING'S HEALTH CAMPAIGN. WE'LL TALK ABOUT TRAUMA-INFORMED CARE AND THE APPLICATION TO OUR WORKPLACE AND WE'LL REVIEW THE TRAUMA INFORMED CERTIFICATION PROCESS. ADVERSE CHILDHOOD EXPERIENCES OR ACES ARE TRAUMATIC EVENTS THAT OCCUR IN CHILDHOOD. EXAMPLES THROUGH EXPERIENCING VIOLENCE, ABUSE OR NEGLECT AND WITNESSING VIOLENCE IN THE HOME OR COMMUNITY. ALSO INCLUDED ARE ASPECTS OF A PERSON'S CHILDHOOD ENVIRONMENT THAT CAN UNDERMINE THEIR SENSE OF SAFETY, STABILITY AND BONDING. EXAMPLES REQUEST INCLUDE GROWING UP IN A HOUSEHOLD WITH SUBSTANCE USE, MENTAL ILLNESS, INSTABILITY DUE TO PARENTAL SEPARATION OR INSTABILITY DUE TO HOUSEHOLD MEMBERS BEING IN JAIL OR PRISON. ACES CAN HAVE LASTING AFFECTS ON HEALTH AND WELL-BEING IN CHILDHOOD AND INTO ADULTHOOD. THESE TRAUMATIC CHILDHOOD EXPERIENCES CAN INCREASE LIKELIHOOD OF ENGAGING IN UNHEALTHY BEHAVIORS LIKE A LACK OF PHYSICAL ACTIVITY, SMOKING OR USING SUBSTANCES OR MISSING WORK. AND CAN EVEN INCREASE THE RISK OF SERIOUS PHYSICAL AND MENTAL HEALTH DIAGNOSES THROUGHOUT THE LIFE-SPAN. INCREASED RISK OF HEART DISEASE, CANCER, STROKE AND OTHER PHYSICAL HEALTH ISSUES CAN BE ASSOCIATED WITH THE HIGHER RATE OF ADVERSE CHILDHOOD EXPERIENCES. EVERY FIVE YEARS WE ARE ABLE TO ACCESS THE SPECIALIZED SET OF DATA FROM THE CDC'S BEHAVIORAL RISK FACTOR FACE SYSTEM. WE HOPE TO HAVE 2025 ACES DATA LATER THIS YEAR IN OCTOBER. THIS DATA IS LAST AVAILABLE FROM 2020 AND YOU CAN SEE IT'S NOT WHERE WE WANT IT TO BE. BEXAR COUNTY RATE OF ACES IS HIGHER IN TEXAS THAN ALL DOMAINS. FROM THIS DATA WE SEE THAT ONE IN THREE BEXAR COUNTY ADULTS WERE EMOTIONALLY ABUSED A HOT HOME AS A CHILD. ONE IN FIVE ADULTS WERE ABUSED AT HOME AS A CHILD. ONE IN FIVE WERE SEXUALLY ABUSED AT HOME AS A CHILD AND ONE IN THREE ADULTS EXPERIENCED THREE OR MORE ADVERSE CHILDHOOD EXPERIENCES AT HOME AS A CHILD. FURTHERMORE WHEN WE LOOK, NOT JUST AT AN INDIVIDUAL'S EXPERIENCE, WHICH IN THIS GRAPHIC IS REPRESENTED BY -- SORRY, MISSED. WHICH IN THIS GRAPHIC IS REPRESENTED BY THE TREE, BUT ALSO AT THE COMMUNITY THAT THE INDIVIDUAL GREW UP IN REPRESENTED HERE EXPERIENCES AND ENVIRONMENT THAT SHAPES EACH PERSON. LEARNING, IMPLEMENTING, AND EVENTUALLY BECOMING CERTIFIED IN TRAUMA-INFORMED PRINCIPLES AND PRACTICES CREATES A CULTURAL SHIFT IN OUR WORKPLACE. METRO HEALTH CENTER FOR EXCELLENCE SUPPORTS CITY DEPARTMENTS AS THEY MAKE STRIDES TO IMPLEMENT TRAUMA-INFORMED PRINCIPLES AND OBTAIN A LEVEL ONE TRAUMA-INFORMED CERTIFICATION. WE HAVE TWO STAFF MEMBERS WHO SUPPORT DEPARTMENTS AS THEY FORM GUIDE TEAMS, PROVIDE TRAINING, AND WORK TO CHANGE POLICIES AND PROCEDURES TO ALIGN WITH THE PRINCIPLES OF TRAUMA-INFORMED CARE. YOU HEARD FROM MARY BETH FISK, THE CEO, AND THEY ARE THE CERTIFYING BODY THAT CONDUCTS REVIEWS OF THE POLICIES AND PROCEDURES, SITE VISITS, AND CERTIFICATION OF ORGANIZATIONS IN OUR DEPARTMENTS. IT'S IMPORTANT THAT I POINT OUT THAT OUR POLICE AND FIRE DEPARTMENTS ARE THE FIRST AND ONLY IN THE COUNTRY IN THEIR FIELDS TO HAVE A DEPARTMENTAL CERTIFICATION OF THIS KIND. WE ARE IMMENSELY PROUD OF THESE SIX DEPARTMENTS WHICH ARE LARGE IN STAFF BUT ALSO LARGE IN IMPACT IN THE COMMUNITY FOR PRIORITIZING THIS WORK. I'M PROUD OF THE CITY'S EFFORTS TO MAKE SURE THAT WE ARE -- THAT THERE'S TRAUMA-INFORMED CARE. AND ACTUALLY A COUPLE OF WEEKS AGO WE WERE DOING A WALK WITH FORMER MAYOR HARDBERGER AND WE SAW ALL THE PARKS AND REC DEPARTMENT [01:00:04] GETTING THEIR TRAINING OVER THERE IN THEIR BIG CONFERENCE ROOM. THAT WAS KIND OF COOL TOO. REALLY QUICK, ON SLIDE NO. 5, WITH THE ACES IN BEXAR COUNTY AND OUR NUMBERS BEING WHAT THEY ARE -- I MEAN, I'M DEFINITELY GLAD THAT WE'RE FOCUSING ON TRAUMA-INFORMED CARE. I MEAN, I'M CURIOUS HOW WE ATTACK THESE NUMBERS. THEY'RE HARD BUT I'M CURIOUS. SO THIS IS DEFINITELY IN THE TOP OF OUR MIND WHEN WE'RE DOING POLICY. I THINK SOME REALLY COOL THINGS THAT WE HAVE DONE THROUGH OUR ACTUAL TRAUMA-INFORMED CARE TEAMS IS -- OR THROUGH OUR TRAUMA-INFORMED CARE PRINCIPLES, THERE IS A GREAT INITIATIVE A COUPLE OF YEARS AGO WHERE EACH POLICE SUBSTATION WORKED WITH THEIR DOMESTIC VIOLENCE ADVOCATES THAT WORK IN METRO HEALTH WHO BROUGHT IN OUR TRAUMA-INFORMED MENTORS. AND THEY PUT IN AN INTERVIEW ROOM IN EACH SUBSTATION, WHERE PEOPLE CENTERING AROUND PEOPLE'S EXPERIENCE OF DOMESTIC VIOLENCE, BUT ANYONE WHO NEEDS A QUIET, PRIVATE PLACE FOR AN INTERVIEW ROOM, TO HAVE THAT DONE IN PRIVATE. THOSE INTERVIEWS WERE HAPPENING SOMEWHAT HAPPEN HAZARDLY IN A LOBBY OR MAYBE IN A ROOM NOT BUILT FOR THAT. THESE INTERVIEW ROOMS ARE BEAUTIFUL. THEY HAVE SOFT LIGHTING. THE REPORT ESTABLISHED BASELINE IMMIGRANT DATA THAT GUIDED THE DEVELOPMENT OF THE OFFICE OF THE IMMIGRATION LIAISON'S PROGRAMMING AND ENSURED THAT WE WERE ALIGNED WITH OTHER MAJOR CITIES THAT WERE CONDUCTING SIMILAR ANALYSES. IN 2025, WE COMMISSIONED THE AMERICAN IMMIGRATION COUNCIL TO UPDATE THE REPORT TO REFLECT POPULATION GROWTH AND DEMOGRAPHIC CHANGES IN OUR METRO AREA . THIS REPORT ALSO FULFILLS THE CITY COUNCIL RESOLUTION ADOPTED ON FEBRUARY 12, 2026 CALLING FOR AN ECONOMIC REPORT ON THE CONTRIBUTIONS AND IMPACT OF IMMIGRANTS ON SAN ANTONIO AND BEXAR COUNTY. I WOULD LIKE TO LEVEL SET HERE, THIS IS NOT A NORTH NICHE POPULATION, OVER 10% ARE IMMIGRANTS AND SO THIS IS A MEANINGFUL PART OF YOUR POPULATION, WHICH IS WHY THESE DISCUSSIONS ARE SO IMPORTANT. ON POPULATION GROWTH. THIS IS WHERE THIS BECOMES VERY, VERY IMPORTANT AND THIS IS WHY WE ARE GATHERED HERE TODAY. THE IMMIGRANT POPULATION GREW FASTER THAN YOUR OVERALL POPULATION. 21.6% OF THAT POPULATION GROWTH IN THE REGION WAS DRIVEN BY IMMIGRANTS. SAID SIMPLY, A MEANINGFUL SHARE OF THE SAN ANTONIO'S GROWTH IS BEING DRIVEN BY IMMIGRANTS AND THAT MATTERS FROM EVERYTHING FROM WORKFORCE PLANNING TO HOUSING TO INFRASTRUCTURE PLANNING, EVERYTHING WE'RE SPEAKING ABOUT TODAY AS WELL. SO MOVING ON TO COUNTRIES OF ORIGIN. I DON'T THINK IT'S A SURPRISE TO ANYONE LIVING IN THE CITY, BUT THE MAJORITY OF YOUR IMMIGRANTS ARE COMING FROM MEXICO. BUT WE'RE ALSO SEEING INCREASING DIVERSITY WHEN YOU HAVE IMMIGRANTS ALSO COMING FROM INDIA, PHILIPPINES, HONDURAS. AND THIS REFLECTS OBVIOUSLY LONGSTANDING REGIONAL TIES BUT NEW AND EVOLVING MIGRATION PATTERNS THAT WE'RE SEEING ACROSS SAN ANTONIO, TEXAS, AND THE UNITED STATES. SO THIS IS WHERE WE REALLY GET INTO SOME OF THE ECONOMIC IMPACT DATA. SO SPENDING POWER AND TAXES. THIS IS WHERE I THINK THE DATA GETS PROBABLY THE MOST COMPELLING. YOUR IMMIGRANT HOUSEHOLDS GENERATE $12.6 BILLION IN TOTAL INCOME. THAT'S $9.6 BILLION IN SPENDING POWER. AGAIN, THAT'S ONLY HERE IN THE SAN ANTONIO METRO. NEARLY $3 BILLION IN COMBINED FEDERAL, STATE, AND LOCAL TAXES. FROM A BUSINESS PERSPECTIVE, THIS IS A SIGNIFICANT CONSUMER BASE, ESPECIALLY. AND A SIGNIFICANT CONTRIBUTOR TO PUBLIC REVENUES. SO WHEN WE LOOK AT OUR IMMIGRANTS ARE MORE LIKELY TO BE OF WORKING AGE. THIS REFLECTS HOW IMMIGRANT POPULATIONS TEND TO BE YOUNGER. YOUR IMMIGRANTS ARE 78-POINT [01:20:04] 2% OF WORKING AGE . SO CONTRIBUTIONS TO SOCIAL PROGRAMS. HERE IN THE SAN ANTONIO METRO AREA, THAT'S $1.2 BILLION TO SOCIAL SECURITY IN 2023. AND $314 MILLION TO MEDICARE IN 2023. THESE ARE SIGNIFICANT NUMBERS. AGAIN, I JUST WANTED TO HIGHLIGHT THIS IS ONLY 12.7% OF YOUR POPULATION. ACCESS TO HEALTHCARE. THIS IS, I THINK, AN IMPORTANT CONVERSATION TO BE HAVING. YOU'LL SEE THERE'S LARGE DIFFERENCES IN HEALTHCARE COVERAGE BETWEEN IMMIGRANTS AND YOUR U.S.-BORN POPULATIONS. THESE ARE INFLUENCED BY A LOT OF DIFFERENT FACTORS. INDUSTRY OF EMPLOYMENT IS A BIG ONE. ACCESS BARRIERS AS WELL. FOR LOCAL LEADERS, THIS IS LESS ABOUT THE STATISTIC ITSELF AND MORE ABOUT WHERE GAPS EXIST AND Y'ALL THINKING THROUGH HOW TO ADDRESS THEM. YOUR IMMIGRANTS IN YOUR KEY INDUSTRIES HERE IN THE METRO AREA. IMMIGRANTS ARE HEAVILY REPRESENTED IN CONSTRUCTION, MANUFACTURING, HOSPITALITY, AND PROFESSIONAL SERVICES. THESE ARE INDUSTRIES THAT WE CONSIDER FOUNDATIONAL FOR REGIONAL ECONOMY AND THESE ARE ALSO OFTEN THE ONES THAT ARE EXPERIENCING THE HIGHEST WORKFORCE SHORTAGES, WHICH IS HENCE WHY WE SEE A LOT OF IMMIGRANTS IN THESE PLACES. AND THIS ISN'T JUST SPECIAL TO SAN ANTONIO. WE SEE THIS ACROSS TEXAS AND ACROSS THE COUNTRY AS WELL. IMMIGRANTS TEND TO BE IN THESE INDUSTRIES. MANUFACTURING JOBS. I WANTED TO NOTE ONE STAT IMPORTANT TO HIGHLIGHT IS THAT IMMIGRANTS HELP CREATE OR PRESERVE 15,800 MANUFACTURING JOBS IN THE REGION, WHICH REALLY MEANS THAT WITHOUT THIS WORKFORCE, SOME OF THOSE JOBS MAY NOT EXIST HERE. THIS IS ABOUT ECONOMIC RETENTION, NOT JUST PARTICIPATION. THAT'S AT THE BOTTOM OF THE SLIDE. I JUST WANTED TO HIGHLIGHT THERE. MOVING ON TO LABOR FORCE. SO WHILE IMMIGRANTS AGAIN ARE ONLY 12.7% OF YOUR POPULATION, THEIR IMPACT TO THE WORKFORCE IS QUITE SIGNIFICANT. THEY ARE THE KEY TO KEEPING YOUR LABOR MARKET FUNCTIONING HERE. AS WE SEE THAT 15.8% OF YOUR LABOR FORCE ARE IMMIGRANTS. THAT SHOWS THEY ARE PUNCHING WELL ABOVE THEIR WEIGHT THERE. THIS IS ESPECIALLY IN SECTORS WHERE EMPLOYERS ARE STRUGGLING TO FIND WORKERS. AGAIN, INDUSTRIES LIKE CONSTRUCTION AND HOSPITALITY THAT WE NOTED AS HAVING A LARGE AMOUNT OF IMMIGRANT EMPLOYEES. ON ENTREPRENEURSHIP, I THINK THIS IS A COMPELLING STAT AS WELL. 12% OF YOUR POPULATION ARE IMMIGRANTS BUT YET IMMIGRANTS MAKE UP OVER 24% OF YOUR ENTREPRENEURS. AND THEY ARE 72.5% MORE LIKELY TO START A BUSINESS HERE IN SAN ANTONIO. THAT TRANSLATES TO OVER 31,000 ENTREPRENEURS HERE IN THE METRO AREA AND THEY GENERATE OVER $791 MILLION IN BUSINESS INCOME ANNUALLY. SO THEY'RE NOT JUST FILLING JOBS, THEY'RE ALSO CREATING THEM AND NOT JUST CREATING JOBS FOR IMMIGRANTS BUT CREATING JOBS FOR ALL THE RESIDENTS HERE IN THE SAN ANTONIO METRO. MOVING ON TO THE EDUCATION. EDUCATION IS A KEY PART OF THE LONG-TERM WORKFORCE PIPELINE. I MYSELF DO A TON OF WORK IN THAT WORKFORCE PATHWAYS-TYPE WORK AND I THINK THIS SLIDE HELPS REINFORCE THAT CONNECTION BETWEEN IMMIGRANT COMMUNITIES AND THE FUTURE OF WORKFORCE DEVELOPMENT. AND ESPECIALLY AS WE'RE THINKING THROUGH WORKFORCE PIPELINES. I THINK WHAT WE'RE SEEING HERE, ESPECIALLY WHEN YOU'RE LOOKING AT THE LESS THAN HIGH SCHOOL EDUCATION, 31.5% OF YOUR IMMIGRANTS DON'T HAVE THAT. THIS IS LESS OF A PROBLEM IN MY EYES AS MORE OF AN OPPORTUNITY. WE SHOULD BE LOOKING AT THESE STATS AS OPPORTUNITIES FOR BETTER ENGAGEMENT AND HELPING TO INCREASE THAT WORKFORCE THAT YOU HAVE HERE IN THE CITY. AND WHEN WE TALK ABOUT INTERNATIONAL STUDENTS IN THE METRO AREA, THERE ARE ABOUT 2,071 INTERNATIONAL STUDENTS IN THE REGION CONTRIBUTING $40 MILLION TO YOUR ECONOMY. SUPPORTING OVER 600 JOBS. FROM A BUSINESS PERSPECTIVE, THEY ARE YOUR FUTURE HIGH-SKILLED WORKERS. THE QUESTION BECOMES HOW ARE YOU ABLE TO RETAIN THEM HERE IN YOUR METRO AREA. YOU DON'T WANT TO EDUCATE THEM HERE AND THEN GO SOMEWHERE ELSE. THAT KIND OF HARKENS BACK TO WHY WE'RE HERE TODAY IS THE IMPORTANCE OF A WELCOMING COMMUNITY. HOW DO YOU ATTRACT THE BEST AND BRIGHTEST TALENT FROM AROUND THE WORLD? YOU MAKE SURE THAT IMMIGRANTS WANT TO COME TO YOUR COMMUNITY, LIVE HERE, STAY HERE, AND BUILD THEIR FAMILIES. WHICH BRINGS US TO HOUSING. IMMIGRANTS ARE INVESTING IN YOUR COMMUNITY LONG TERM, AS YOU CAN SEE IN THIS SLIDE WITH OVER 60% OF YOUR IMMIGRANTS OWNING HOMES WORTH $27.1 BILLION IN PROPERTY VALUE. AND OVER $750 MILLION IN ANNUAL RENT. I THINK THIS REALLY HELPS REFLECT THE STABILITY INVESTMENT AND THAT LONG-TERM COMMUNITY PRESENCE THAT THE IMMIGRANTS HAVE HERE IN THE COMMUNITY. MOVING ON TO NATURALIZATION. THIS IS JUST TO HIGHLIGHT [01:25:04] ANOTHER OPPORTUNITY FOR YOU FOR HERE IN THE CITY. THERE ARE ABOUT 134,000 NATURALIZED CITIZENS WITH ABOUT 51,000 OF THEM ELIGIBLE TO NATURALIZE TODAY. AND SO WE KNOW WHEN INDIVIDUALS DO GO THROUGH THAT NATURALIZATION PROCESS THEIR INCOME INCREASES AND THEIR ECONOMIC PARTICIPATION INCREASES. YOU'RE GOING TO SEE THAT CONSUMER SPENDING GO UP AND THERE'S ALSO A BIG ROI FOR THE COMPANIES THAT EMPLOY NATURALIZED CITIZENS. I THINK IT'S AROUND 9% THAT WE SEE IN INCOME BUMP AFTER SOMEONE NATURALIZES. THESE ARE JUST A COUPLE OF ITEMS TO KEEP IN MIND AS YOU THINK THROUGH DIFFERENT POLICIES AT THE CITY LEVEL. WHEN WE'RE TALKING ABOUT REFUGEES, THEY MAKE UP CERTAINLY A MUCH SMALLER PORTION OF THE POPULATION HERE IN THE CITY AT ONLY 2.5%. BUT THEY REPRESENT BOTH THOSE HUMANITARIAN COMMITMENTS AND ECONOMIC CONTRIBUTIONS OVER TIME. SMALL NUMBER COMPARED TO OTHER CITIES IN THE STATE. BUT STILL NOT INSIGNIFICANT. HERE'S A LITTLE BIT MORE REFUGEE DATA. FROM FISCAL YEARS 2021 THROUGH 2024. THIS WOULDN'T SURPRISE ANYONE WHO FOLLOWS THE NEWS, BUT 64% OF THOSE WERE FROM AFGHANISTAN AND THEN ON DOWN THE LINE TO YOUR 3.3% FROM GUATEMALA. THESE INDIVIDUALS ARE ENTERING YOUR COMMUNITIES. WE'RE SEEING VERY CLEARLY, WHETHER IT'S IN PRIVATE OR PUBLIC CARE, THAT IMMIGRANTS WHO ARE PAYING INTO IT OFTEN DO NOT RECEIVE THE BENEFITS AT ALL. THAT'S SOMETHING -- THERE'S DIFFERENT DEBATE ON THAT BUT ONE THING IS CLEAR, WHEN MORE FOLKS ARE SICK, MORE FOLKS ALSO GET SICK AS WELL. DISEASE SPREADS THROUGH PEOPLE NOT BEING ABLE TO ACCESS CARE. WHEN THERE'S FEAR OF NOT BEING ABLE TO ACCESS CARE, NOT BEING ABLE TO GO TO SCHOOL, JOIN THE WORKFORCE, ET CETERA. WHEN THERE'S FEAR, MISTREATMENT, UNREPORTED MISTREATMENT, BECAUSE IF YOU'RE REPORTING IT, IT'S WORSE FOR EVERYBODY. THIS IS A QUESTION I THINK FOR BOTH CHELSEA AND DR. MATA. CURRENTLY, WE ARE WORKING ON AN IMMIGRANT INCLUSION PLAN, WHICH WE ARE USING THE RESULTS OF THIS SURVEY TO CREATE IMMIGRANT INCLUSION TRAINING TO HELP CITY DEPARTMENTS FURTHER INCLUDE IMMIGRANTS IN OUR CITY SERVICES. WE ALSO HAVE A CALL-IN LINE WHERE IMMIGRANTS WHO ARE SEEKING HELP CAN CALL IN AND WE TRACK THEM TO THE APPROPRIATE, EITHER CITY SERVICE OR LOCAL GROUP THAT CAN HELP THEM AS WELL. WE HAVE RELATIONSHIPS WITH MANY LOCAL NONPROFITS. WE ARE HAPPY THAT WE ALSO HAVE RELATIONSHIPS WITH THE LOCAL CONSULATES, ESPECIALLY THE CONSULATE OF MEXICO. SO WE ARE THERE TO HELP THEM FIND THAT SUPPORT. I THINK THAT'S THE BIGGEST ONE RIGHT NOW IS HELPING IMMIGRANTS FIND THOSE SUPPORT SERVICES THAT THEY NEED. >> GALVAN: THANK YOU FOR THAT. I THINK ONE LAST THING -- I DON'T KNOW IF THIS WAS EVALUATED WITH THIS STUDY OR ECONOMIC DEVELOPMENT , BUT WHEN CHANGES TO OUR STATE AND FEDERAL ACTIONS TAKE PLACE DO WE SEE IMPACTS TO OUR ECONOMY IN TERMS OF CONSTRUCTION AND HOUSING? WE'RE DEFINITELY SEEING THE NEGATIVE IMPACTS. WE'RE SEEING IT MOST ACUTELY IN THE VALLEY RIGHT NOW, ESPECIALLY IN THE CONSTRUCTION INDUSTRY. LIKE, THEY'RE SEEING WHERE PEOPLE ARE NOT SHOWING UP TO WORK AT ALL OR THEY'RE FEARING GOING TO A HOME DEPOT TO GO SHOPPING. JUST BECAUSE THEY MIGHT BE PROFILED AND THEIR DAY DISRUPTED OR IF THEY ARE AN [01:35:04] UNDOCUMENTED IMMIGRANT, THEY WOULD BE DETAINED. WE'RE SEEING THOSE ECONOMIC IMPACTS HAPPENING ESPECIALLY IN THE SOUTHERN PART OF THE STATE AND IT'S STARTING TO BLEED UP. WE KNOW THAT THE GOVERNOR HAS INVITED FOLKS TO HAVE THOSE DISCUSSIONS WITH HIM TO HAVE A BETTER UNDERSTANDING OF WHAT'S HAPPENING ON THE GROUND AND HOW THESE ENFORCEMENT-ONLY POLICIES ARE IMPACTING OUR COMMUNITIES ACROSS TEXAS. I DON'T HAVE SPECIFIC NUMBERS FOR HERE IN SAN ANTONIO BUT IF IT'S IMPACTING ONE COMMUNITY, YOU KNOW IT'S GOING TO EVENTUALLY IMPACT ANOTHER. AND I THINK IT MORE SPEAKS TO ARE YOU MAKING SURE THAT YOUR COMMUNITY IS WELCOMING AND ATTRACTING TALENT OF ALL TYPES. BECAUSE EVEN IF THERE IS ENFORCEMENT-ONLY POLICY THAT IS POTENTIALLY ANTI-IMMIGRANT AND EVEN THOUGH YOU MAY THINK IT'S ONLY FOCUSED ON THE UNDOCUMENTED POPULATION OR REFUGEES OR WHATEVER POPULATION YOU THROW IN THERE, IT IS ALSO GOING TO NEGATIVELY IMPACT YOUR LEGAL IMMIGRATION AS WELL. YOUR HIGH-SKILLED TALENT LIKE YOUR DOCTORS, YOUR DENTISTS, YOUR LAWYERS, YOUR RESEARCHERS. THE FOLKS THAT YOU WANT IN THOSE HIGH-PAYING JOBS TO HELP DEVELOP MORE JOBS UNDERNEATH THEM AS WELL.
